To the flag of the United States of
America and to the republic for which it
[0:06]
stands. One nation under God,
indivisible, with liberty and justice
[0:12]
for all.
[0:23]
» Here
[0:28]
» that agenda for motion.
>> Second.
[0:34]
» All in favor?
[0:39]
» All right. We got discussion of current
FY26 budget. I put that on because Jeff
[0:44]
had something he want to say.
[0:52]
with the talks of moving this building
over here and and and
[0:58]
turning that over to tourism.
Uh
[1:03]
when I went in there, when we put the
windows in with Greg, uh he opened the
[1:09]
back closet and
he pointed out what he thought was mold
[1:14]
all over the wall.
Is there any possible way in this budget
[1:20]
that we can get a mold test done in
there before we open that up this year
[1:26]
for the tourism
[1:33]
or we have to wait until
the next budget?
[1:50]
We have to see how much the mold test
would cost first.
[1:53]
» I'm sorry.
>> We need to see how much the B test would
[1:55]
cost. I mean,
>> I don't know how much the test would
[2:01]
run.
[2:04]
I would need to see the cost on that.
>> Would that would that be pro?
[2:08]
» You would need
some sort of bid.
[2:12]
» I don't I know how that slipped through
because I had mentioned it when we did
[2:17]
the
>> clean out.
[2:20]
» I never had a key to that room.
>> You don't have a key to it.
[2:23]
» That you're talking the closet in the
corner. In the corner behind you.
[2:27]
» You told me it was locked.
>> Yeah, it's locked. I don't have a key.
[2:32]
I didn't know what was in there.
>> Okay.
[2:35]
So, we need to get
you get for that.
[2:40]
» I would suggest that before we answer
the question. put into the current year
[2:44]
budget because
without knowing how much test cost
[2:51]
you don't have any idea what you're
talking about.
[2:53]
» So we put it all at a time.
>> I mean the answer to that is yes another
[2:59]
question. You're going to need to you're
going to need to get a price
[3:04]
on how much test it's going to cost
first.
[3:10]
All right.
[3:14]
» With that being said, are we going to
remodel that side as well,
[3:18]
» the walls and stuff like we did this
side?
[3:22]
» Cuz it's just old paneling.
>> That's going to have to be something to
[3:26]
» be budgeted, too.
>> We can't we can't do anything with that
[3:28]
until
>> everybody's until he's out, right? I
[3:31]
didn't know how quick they were to use
it. a turnaround was, you know,
[3:35]
» one and one in there now that
>> I mean, not that you couldn't use it
[3:40]
like that, but the one side's re redone.
All the panel was painted, the ceiling
[3:44]
tile was painted.
>> We could we could close off the one side
[3:49]
until budget time
>> and then Okay.
[3:52]
» Yeah. And I that's what I would that
would be my recommendation.
[3:56]
We can't we can't let people in there if
that is black mold in that closet.
[4:03]
Yeah, my suggestion would be to
definitely
[4:07]
um
did that service out and find out how
[4:12]
much it cost.
[4:25]
» So, we just wait and
we can't let them in there until we find
[4:30]
out.
>> It may not be back. All
[4:34]
right, that's just tablet for now.
>> That needs to be uh tested. I'm going to
[4:40]
make a motion that we close that one
side off till we find out.
[4:43]
» I don't know if we can vote because we
don't have it on this cuz you didn't
[4:47]
tell me what you wanted on it. That's
not on it to vote. Can we
[4:53]
don't think we can vote for that not
being on the agenda.
[4:58]
What do you think, Lane?
>> I don't think per Lance said without
[5:03]
with nothing being itemized on this, he
says you cannot vote as it's just a
[5:07]
discussion.
>> But we can do that next week on Tuesdays
[5:10]
though. You would do that to next
Tuesday.
[5:14]
» Y
>> that's what I that's why I asked you
[5:16]
when was talking.
>> Well, I was hoping we could do something
[5:19]
tonight where we could get the get the
test.
[5:22]
» Well, see people had a hidden agenda
that we didn't post what we were going
[5:27]
to talk about.
>> So, we'll take the next meeting. So
[5:30]
Lance asked me what was on the agenda
and he went okay I went through and he
[5:35]
just make sure they don't vote unless
it's the next meeting.
[5:42]
» Yeah, we're going to take
a motion.
[5:46]
» All right.
>> Okay.
[5:50]
The next discussion
u
[5:55]
I've got one thing for the budget if
that's okay. um on this thing with the
[6:01]
um the hood park.
The scoreboard had a controller that was
[6:08]
part of our parks,
actually part of that park because all
[6:14]
that was donated. So if the people do
not return the controller, do we have
[6:19]
the budget in the parks to provide them
with that controller so that
[6:23]
» Well, right now, Mr. Pitch, that's not
on this eater to discuss.
[6:26]
» It's on the budget. to discuss. Well,
it's something that we should consider.
[6:30]
And I'm just asking what's the budget
for the parks right now? Would it handle
[6:34]
a $1,200 controller?
>> Well, it's an item that's not um in the
[6:40]
budget. So, um with it being that large
of an item, we would have to look at the
[6:45]
um
facility as to where we would need to
[6:50]
put that in.
>> So, we might put that on the next to see
[6:54]
if we can do that because They got to
have control over that that board. So
[6:59]
most people help.
>> But our is just the fields that we do.
[7:03]
We don't you know we don't
>> but it's up to the board. I mean the
[7:07]
board wants to do it.
>> But once the once the board once that
[7:11]
scoreboard was donated to us, it was
ours to to keep up and everything. So
[7:18]
» I can tell you this is in with the
attorney right now and he has not
[7:22]
provided a full answer.
>> Good. Okay,
[7:25]
» that was turned over to the attorney.
>> The missing
[7:30]
» everything in there. Okay.
[7:34]
» All right. Let's discuss this what I
just said. The LPUA
[7:38]
P electric bill payment plan and
approver.
[7:43]
» So, um I received our
February electric bill which is for the
[7:49]
January usage. I apologize. I'm sorry. I
can't talk very loud. I don't have a lot
[7:55]
of breath. My asthma is kind of inflated
right now.
[8:00]
I'll talk as loud as I can. Um the total
bill for January was 1,19,7427.
[8:14]
They have offered to withdraw on
February 18th 676,572.75
[8:26]
and the remaining balance owed from
Wintertorm Fern will be um $432
[8:32]
$432,5152.
[8:37]
um that remaining balance um will carry
forward with a potential interest of 5%
[8:44]
occurred over a 9-month period.
[8:50]
So,
um
[8:55]
there is no way to tell on this bill
that you have in front of you whether
[9:00]
what is the normal versus what is firm.
Um I did speak with NPUA today and they
[9:07]
did say that the minimum they did um try
to give us on the first payment the
[9:15]
minimum bill looks like the cold would a
cold January but the exact amounts
[9:21]
aren't 100% tied out.
She did tell me that January began very
[9:27]
mild um and ended very um you know what
it did in winter harm. The natural gas
[9:36]
prices are what were driving this um
cost. They were 10 times higher than
[9:41]
normal. I can attest to that because our
natural gas um bill was doubled it for
[9:48]
award as well. This can all be verified
on the EIA website if you want to take a
[9:55]
look at that.
I did speak with our auditor to get some
[10:00]
consulting advice on how we should move
forward.
[10:06]
Payments will be approximately 50,000 a
month. So the first payment that we make
[10:12]
will be 676,572.75.
[10:18]
the remaining balance split over 9
months. We could pay approximately 5% in
[10:23]
interest, but it could be less if they
get to use reserves. We don't know that
[10:27]
atro right now. We're they have to
consult um another board within their
[10:33]
organization.
The interest will be between 17 to
[10:37]
18,000.
The customer will pay their portion
[10:41]
through the PPA in both scenarios.
Whether we pay full price at one time or
[10:46]
whether we pay payments
take approximately 3 months to pay back
[10:51]
the bills through the BPA.
I'm not approximately sure on the
[10:55]
payback how long it'll take.
>> How many how many months pay back?
[10:59]
» We think approximately three months, but
that's not confirmed. I could not get a
[11:03]
hold of likely to design the PPA. We
think approximately three months. could
[11:09]
be longer
um but we think approximately three
[11:14]
months. So my recommendation since um is
to do the um pay over 9 months because
[11:24]
you're going to deplete your cash flow
in the electric department. You have
[11:32]
more than just
worrying about getting back up. You have
[11:37]
large projects that are coming out. You
also have at the end of the year
[11:41]
transfers into other departments that
you have to pay back and you don't want
[11:45]
to strap your electric department over
time. You do not have the cash flow to
[11:49]
pay this pay this down and worry about
strapping your electric department. This
[11:54]
will give you the time to um raise
the cash flow back up to where it needs
[12:01]
to be and you won't be strapping that
electric department down.
[12:05]
You recommended nine months
>> do
[12:09]
it's on the advice of the auditor. The
auditor and I spoke and this is what he
[12:12]
recommended as well.
>> Will it be a pass through to the people?
[12:16]
I'm sure.
>> Yes, it will.
[12:17]
» What if uh we haven't another storm in
two or three weeks or what if it gets
[12:23]
really really hot during this time we're
paying this back and it gets into peak
[12:28]
again
>> again? I can't unfortunately I don't
[12:31]
have those answers because those
situations haven't haven't occurred. I
[12:36]
can tell you that when I sat on the
phone call on January 28th with the rest
[12:40]
of our group, those questions did come
up and they said we have to tighten our
[12:44]
belt. We have to do better. Our reserves
within our organization have been
[12:49]
depleted and we are trying to get those
reserves within our organization within
[12:53]
the member cities back up. So, and did
you say that normally we paid $30 per
[13:02]
MHz and it the peak went up to $500 per
>> I would say around we I would say we're
[13:09]
normally paying I think I saw um I think
I saw somewhere where we it went you
[13:17]
could say approximately 30 I'm not going
to say that 100% that's accurate but
[13:22]
yeah you could say we were paying maybe
it would jump
[13:28]
I don't have those sheets in front of me
but it was 30 to 40,000 in the natural
[13:34]
gas is what we would normally pay but um
on the electric side
[13:42]
we're paying for demand. So the demand
over winter storm burn went up 10fold
[13:49]
and it was based on natural gas prices.
So the natural gas price went up 10
[13:54]
times what it normally is. And this
happens every few years because if you
[13:58]
remember a storm Yuri,
we had the same same effect. And I
[14:04]
looked back at natural gas prices
um for I had to do this for the auditor
[14:10]
not too long ago and the same effect
happened back with um wintertorm Yuri as
[14:16]
well. We saw the same effect not so many
years ago with Wintertorm Yuri. We're
[14:21]
seeing the same thing. We've been
significantly lucky with our winter
[14:24]
storms that we haven't seen the same
effect happen
[14:29]
um with the prices. I will let you know
that they were they did have to shoot
[14:35]
out some $900 per kilowatt hour um
electric. I don't know what cities got
[14:43]
got hit with that, but they did say that
they had to purchase those powers. Um um
[14:49]
some of them was in the $400 to $500
ranges where they they transmitted that
[14:53]
electric. We don't know. We just sit on
these calls and they tell us this
[14:57]
information and they do the best they
can to purchase it. But when the demand
[15:01]
gets high, they have to purchase at high
prices.
[15:04]
» Now, this is based this isn't based on
our usage. It's based on a conglomerate.
[15:09]
» Um no, this would be based on what we
paid.
[15:11]
» Yeah.
>> General.
[15:14]
» Did we peak in electric and peak in gas?
We did.
[15:18]
» Yeah, we did.
>> Okay.
[15:20]
» I mean, you can look and she said um
last month we used 7 approximately 7.1
[15:27]
um in December because the prior month
energy charge was 7.1.
[15:33]
The in the current month in January it
was 7.7 kilowatt hour.
[15:39]
» I got you.
>> So
[15:41]
» So you're talking about interest on
this. We're talking 17 18,000 per month
[15:45]
interest. for eight or nine months.
[15:52]
» That I wrote that down, too. So, that's
kind of how you worded it. So, is it 9
[15:56]
months and a total of 17 or 18,000?
>> So, it be 450,000 and total
[16:02]
approximately um additional
payment.
[16:07]
» So,
>> 400 and some thousand,000
[16:12]
per month approximately.
>> Do we have that reserves? at the back
[16:15]
reserves right now. Could we pay this
bill and save the citizen $450,000?
[16:20]
» Cut your reserves in half.
>> Huh?
[16:23]
» I don't think you I me personally I
don't want to cut this the tax the uh
[16:27]
electric department's reserves in half.
>> How much do we have electric fund right
[16:31]
now?
>> We have
[16:33]
» And then how much do we have reserves?
>> We have 2.6 million in reserves.
[16:37]
and in the count of the electric too or
just two in the reserves and two in
[16:43]
electric
>> and you're going to spend three or 400
[16:46]
million um right off the bat um on a
huge project and you have other projects
[16:53]
within the city that you have to do.
>> Yeah, but we're going to get this money
[16:57]
monthly back is what I'm saying. I I
just hate to pass on
[17:03]
interest.
[17:07]
I get it. But
>> are you saying $19,000
[17:10]
a month?
[17:15]
» 17 to 18.
Is that per month?
[17:19]
» Or is that $19,000?
N
[17:22]
» is Yeah.
[17:35]
» The way you worded it, it said months 5%
interest at 17 18,000. So that would be
[17:41]
a month
>> at least. So yeah.
[17:44]
» Okay. So that's per square month.
>> We we can try to pay it off and I
[17:50]
believe we can pay it off because we got
the money coming back
[17:54]
in. But I don't get to vote on this. But
that's just my opinion.
[18:02]
» I want to say $450,000.
Because you know what? Even in our
[18:07]
budget for 9 months, we're going to
budget this so much per month next year
[18:10]
budget so we can pay it off. And how
much interest would we get out of these
[18:16]
uh reserves anyway?
>> We're not getting any interest. We voted
[18:21]
to put all the interest in the general
fund. The general fund would not have to
[18:25]
borrow any. So all the interest stays in
the general fund.
[18:28]
» I did it any way possible at all. Pay
himself.
[18:32]
» But that's up to this board. You want to
go 9 months? That's up to you all.
[18:35]
» Okay. Well, hold on. 9 months at $18,000
is only $162,000.
[18:41]
» You said $400 and something. So,
>> it's 50 It's 50,000 a month
[18:46]
approximately
is the payment because it's $432,000
[18:52]
at 550,000 a month. I made 450,000.
>> Yeah. 50,000 a month in the payment. But
[18:58]
you said 480 something,000 in interest.
Yeah,
[19:04]
» you 162,000.
>> Did you?
[19:07]
» Oh, yeah. Maybe I It's been a long day,
guys. And they haven't even made their
[19:11]
payment schedule. Sorry.
>> That's all right.
[19:14]
» I I raised a payment on APY. Uh and they
gave me $50,000. That's what they told
[19:20]
me. Approximately $50,000
$50,000 a month for payment.
[19:24]
» And they haven't gave you the full
payment schedule yet. So, I apologize.
[19:30]
And that's over and above.
>> And the said 17 to 18,000 total. And I
[19:35]
wish I wish I hadation schedule, but I
don't
[19:40]
amount.
>> So we'd only be 162,000 in interest. Is
[19:44]
that what you're saying?
>> The interest would be on the full
[19:47]
amount, the 1 million sum, right?
>> No, because we're paying 676,500
[19:52]
right off the bat.
>> Then it would be on the
[19:56]
left,
>> whatever number that was.
[20:00]
$432,515232,510.
[20:27]
» All right. 600,000 on 11
[20:34]
500,000.
[20:39]
» Well,
432 and 162 the whole 9 months
[20:47]
9 months
432
[20:51]
instead of taking half return
about 225,000
[21:06]
We got next Tuesday, right?
>> We got to the 18th.
[21:10]
» The 18th and they will automatically
>> why we call the special meeting.
[21:14]
» When's the next meeting?
>> The 17th.
[21:18]
» Would it help if we moved on to the next
thing and you know
[21:22]
» like went to your office and figured
something out?
[21:24]
» I can do that.
[21:33]
If if the reserve is 2 and a2 million
and the bill is a million one, we're
[21:39]
already going to pay 600,000. You're not
going to need that reserve. I know half
[21:44]
you're going to be taking 47,000 out the
reserve.
[21:48]
» Yes.
>> And you're going to pay if you don't use
[21:50]
your reserve, then you're going to pay
180 leverage interest.
[21:55]
» I know. So simple a minimum
>> on simple interest is about $17,000
[22:01]
total interest um
>> per month
[22:05]
» per total interest for 9 months.
>> Yeah. Per month.
[22:08]
» And the interest would be $1,800 a
month.
[22:11]
» Also the 50,000 tax to the next month.
>> Month. Okay.
[22:16]
» So we have another big letd down. We're
going to have another million dollar
[22:19]
bill plus 50,000.
So where is the 676,000
[22:26]
coming from?
>> The down payment we have to make it
[22:30]
would come from our electric
bill from our electric
[22:36]
» electric cash.
>> So then it'd be 432501
[22:41]
would come from reserves if we paid the
whole thing.
[22:44]
» No, it would come from our electric
cash.
[22:47]
» Electric.
>> It doesn't come from reserves until
[22:52]
over
if it's 9 month.
[22:59]
» No, she said total. You said
>> simple interest is 17,000 total.
[23:04]
» 17,000 total.
>> No, she saidal. Simple.
[23:11]
» That's what was throwing me off. I was
like,
[23:14]
» that's only $17,000.
>> Mhm.
[23:17]
» A for 9 months. It's $1,800 a month.
[23:23]
» Most students
and
[23:26]
» I mean I I will verify that um with MPA,
but they're going to give us a schedule.
[23:32]
» Can we wait till Tuesday to make a
decision on this and the next morning
[23:37]
you let them know
[23:43]
» and you can get all the information for
us to make sure that it's right.
[23:48]
I don't I don't know if it's that or
this is an auto they autoraph this.
[23:54]
» Oh
>> So I don't
[23:59]
» stop.
>> Can we vote on this?
[24:02]
And that's pending. You're right on your
information.
[24:05]
» I will verify tomorrow
because this ties us up for nine months.
[24:11]
And if we have another problem,
>> we got another bill. We got another
[24:14]
interest. Well, how how would we pay it?
Payments
[24:20]
» for 9 months.
>> I I would say for your 1,800 for 9
[24:25]
months and then if we pay it off early,
>> get the numbers in like you're talking
[24:30]
about
>> 18,000 for 9 months,
[24:33]
» right?
>> You said 1,800.
[24:35]
» Well, 1800.
>> Okay.
[24:36]
» Can we pay that off earlier? They still
going to charge it that percent.
[24:40]
» We can't pay it off early.
>> A lot of loans are you pay that percent
[24:43]
you pay it off early. There's nothing in
the writing that says we can pay it off
[24:47]
early.
>> Can't pay it off early.
[24:49]
» I think so.
>> Well,
[24:53]
this is truth.
>> I remember that now.
[24:58]
» My opinion is pay the whole thing, but
that's up to this board.
[25:01]
» I'm kind of there.
>> I heard there too. I'm going that way
[25:06]
too. Are there any projects that we
could take out of capital improvement to
[25:11]
improve the cash for electric?
[25:19]
» No.
>> We got to do that
[25:22]
and we got to improve it. We're not
going to improve.
[25:27]
» This board
>> has this ever happened before.
[25:32]
» When was that? Um,
>> did you pay it off or did you go
[25:37]
» We're still paying it off.
>> Is that 1.2 that we talked about
[25:40]
earlier?
>> We paid it off. That was the 1.2.
[25:43]
» So, the customers paid it back over a
2-year time and we're paying it back
[25:46]
over a 5year period.
>> Okay.
[25:51]
» So, we're still paying on the last.
>> Yeah, that's the long.
[26:02]
pay the total bill and take it out of it
reserves what we need and pay back the
[26:06]
reserves.
>> We can't take it out of reserves or
[26:10]
» out of the electric reserves
>> you
[26:14]
take it out of your cash but
>> it comes out of your regular budget and
[26:19]
once your budget is exhausted then you
hit your reserves.
[26:21]
» Yeah.
>> Unfortunately
[26:23]
» $10 something.
>> Yeah. I pay the bill
[26:27]
» and then we can pay it back when we get
it in.
[26:30]
» Yeah. We get it in slowly x back in.
>> So the customers will pay a portion of
[26:35]
this. It hits their PPA
>> and if we need it if we need a rate
[26:39]
adjustment and the electric we should
study that and get a
[26:44]
» we know that but just say
>> we all this time
[26:48]
» is we we're not discussing. I made a
motion that we pay in full.
[26:55]
also did the thing.
>> Hey,
[27:01]
yes.
>> Yes.
[27:04]
» Where am I?
>> Yes.
[27:07]
» Yes.
>> Yes.
[27:10]
» Yes.
>> Can it be done?
[27:13]
» It's going to totally limit your cash
flow in the electric department. It's
[27:17]
not my recommendation and it's really
not yours.
[27:20]
» It can be done.
>> So, what happens if we have an ice
[27:22]
storm? We got reserves.
>> Yeah.
[27:25]
» 2 what? Five.
>> 2.6. Right now,
[27:28]
» our reserves are for emergency.
>> Yeah.
[27:32]
1.5,
>> but you transfer into your general fund
[27:35]
every year.
>> What's our $2.6 million draw at the
[27:38]
bank?
>> Your 2.6 does nothing in your electric
[27:42]
department. It goes to your general
fund,
[27:44]
» right? But is it in the bank?
>> It's a variable um
[27:50]
variable every month. So it's roughly
about two 2% at the bank, but it does
[27:55]
nothing for your electric department,
>> right? But we can if the electric part
[27:59]
department needs money, we can pull
money out of the reserves to help them.
[28:04]
Correct?
>> So I'd rather draw 2% interest than pay
[28:08]
5%. That's just the way that
>> I think.
[28:17]
It's already passed.
Yes or no?
[28:24]
Well, trying to state a citizen a lot
here.
[28:31]
I want just because Jennifer recommends
against it. I'm
[28:35]
» Hey.
[28:43]
All right. Moving on.
208.
[28:49]
Move to have the third reading of bill
number 2208.
[28:55]
» Huh?
>> Have a second.
[28:56]
» Second.
>> All in favor?
[29:01]
» An ordinance authorizing the mayor of
the city of Cuba, Missouri on behalf of
[29:05]
the city of Cuba, Missouri to enter into
an agreement with Crawford County Youth
[29:09]

located at Cuba Park.
[29:14]
Have a
>> motion second.
[29:17]
» Ro.
>> No, we got written first.
[29:21]
» No, we just read
>> confus.
[29:31]
Yes,
>> the same.
[29:34]
» I guess really before I did that, I
should have asked Sierra if everything
[29:38]
was all right in that contract.
>> Yes, sir.
[29:41]
» You good with that? Okay. Sorry about
that.
[29:44]
» Okay.
>> Motion to have the second reading of
[29:47]
bill number 2208.
>> Motion.
[29:51]
» Second.
All in favor?
[29:53]
» I.
>> An ordinance authorizing the mayor of
