[0:29] with liberty and justice for all Mr Speaker would you do the invocation
[0:35] please our loving Heavenly Father
[0:41] we work together for the good and the well-being of the
[0:45] city and the people of cumbi we pray in the name of Jesus Christ who
[0:50] teaches us to love our neighbors as well as we love ourselves amen
[0:58] okay stabs your corn we got Amber Wayne Ally and Catherine we got a form
[1:06] uh let's see [Applause]
[1:11] what's up we're good oh okay
[1:21] all right uh Jerry Jeter uh you would like to speak yes
[1:31] I was told by my wife yes sir
[1:38] [Applause] I'll tell you my name my name is
[1:42] 23 here to 24 years and I lived down here on 212 Conference Street which is
[1:49] uh 275 North
[1:53] and uh I'm just gonna read instead of trying to tell you what I've got real
[1:58] name 20 years ago we were asked to sign a petition
[2:04] to vote beer and wine into coming to Texas they said that part of the money
[2:10] they collected from taxes would be set aside for a maintenance on comes for
[2:19] coming streams where's the money
[2:23] straight to him and fixed in 17 years now second
[2:29] question is of course I said I lived on 212 Commerce Street uh speed limit in
[2:36] front of my house 30 miles now nine out of probably 12 of the vehicles
[2:42] that go by there are doing way more than 30 miles now
[2:48] I was standing in front of my house this morning I just drank some seeds out
[2:52] front of it and uh I counted the cars and come back while I was out there
[2:57] watering my grass there was 12. and now I know I can tell you were speeding and
[3:04] I don't understand why the police force can't do anything of the ideas now I was
[3:13] telling and I'm getting flown away from what I've got wrote here but I was told
[3:16] years ago of course there was a different layer
[3:20] there's something different back then the police started uh sitting down by
[3:26] the baseball field that's about 200 yards from us down the road
[3:31] and the mayor at that time had to uh pull them out
[3:37] because they were wrapping too many tickets to the wrong people
[3:43] and I'm talking about I'm not talking about people like me
[3:47] I'm talking about people uh that we're very wealthy uh that had uh pretentious
[3:54] jobs here in Columbia and uh they weren't allowed to go back
[3:58] down there anymore well I talked some of our police force I think we have a
[4:04] fantastic force myself I admit I don't have any offers with officers where but
[4:09] I've met four of them and they're all they're helpful uh they're very polite
[4:18] and I think they do a fantastic job the chief I used to go to Commerce City and
[4:23] met him used to work out together but I had to quit going because I got COPD and
[4:28] when in fact maybe kid I had to go to go but uh I've talked to them about this
[4:34] problem about the Spears and I asked one of one of the officers of the day
[4:40] can you uh yeah I can Embry they have a big sign as you're going into Emery into
[4:47] town floor and it's flashed can't tell you how fast you're going and it tells
[4:52] you what the speed limit is and he said the city will come you couldn't afford
[4:55] one of those sites that they're very very expensive so every time I asked him
[5:00] I said what can I do and he got his own pamphlet out and uh he said what you
[5:06] what's your name what's your address I'd already told him a knife anymore and I
[5:10] told him he said will you give me a permission to sit in your driveway I
[5:14] said you got it good and I said I've got Neighbors on both
[5:18] sides I said if you ask them the same thing they ordered it too and I think I
[5:24] run out of time yes sir yes sir I didn't stick to the script but I was all about
[5:30] my last question is when you have somebody like me standing
[5:35] up in front of it how long is it before I can see any
[5:39] results of what I've told you guys today I mean is there
[5:45] do y'all have a lot of meetings on it or uh
[5:49] I was so this was your last meeting so I might need to be addressing her
[5:55] uh is it months is years
[6:03] supposed to be going through the roads but it's not we don't even have a road
[6:08] crew the car well we have two water gas but
[6:13] no Road through and I saw my wife takes me I talked to me
[6:19] it's kind of hard stuff all right thank you sir thank you
[6:24] um Casey are you you got a presentation
[6:28] though she I do but do you want to speak uh no okay
[6:34] um Stephen
[6:38] oh okay um
[6:42] Michael Barrel yes and I've been to several meetings
[6:45] since I first got here the very first one was when uh I guess the police chief
[6:51] was trying to be removed from office in a real good turnout everyone especially
[6:56] uh you come in on the turnout and I enjoy I enjoy the city I think he has a
[7:02] lot of uh it's a diamond picker up as a mission Amber and I want to thank all of
[7:08] the council members because of their Devotion to their own time
[7:12] receiving the best for the town and Amber good luck with your mayorship
[7:18] and you stepped up about 10 notches when I talked superintendent over in school
[7:23] said you actually bridged over there you went over there to their meeting and
[7:27] that's that they told them the city is going to be on their side and everyone
[7:30] there's no more if possible because the students and children are our future in
[7:34] this town you know that I'm going to announce that I'm not going
[7:38] to be in this County longer for several reasons one of them is because of the
[7:41] secretary right here found out that she has behind other
[7:47] people's backs or unknowing to anybody else's requested a police officer to
[7:51] find code of violations for me to get out of town
[7:54] is that true Miss Hector
[7:59] Mr secretary I don't think you're supposed to call him
[8:05] she can be but if she wants nope but I guess we'll have to leave that to the
[8:09] attorneys because I'd have several but I'm very upset about it I thought it was
[8:13] very rude and and how could a person that comes here with no bad intentions
[8:17] in this town none whatsoever but to try to help
[8:21] somebody turn around and backstret like that I'm sorry but that dog don't hunt
[8:25] in my world I'm a man of faith I'm a man that I believe in other people and treat
[8:30] people like she said like the father good father says do unto the thyself as
[8:34] you do to your neighbor come on it's not right
[8:39] and then and I can verify that and confirm it if we have to we'll go Court
[8:42] over because that's the definition of character and I don't like it in this
[8:46] town if this town cannot pull its see beyond the nose on their face it
[8:52] starts showing some consideration she's rude when I go to the office she's
[8:56] because she's very poignant you've got to go do this this and this well why
[8:59] don't you smile sometimes you know be a civil servant
[9:03] instead of a woman that's got a special agenda I don't know what it is and I
[9:07] really don't care because she's a civil servant she works for Discount she
[9:11] actually works for all y'all and I'd pay attention to that because I
[9:14] think she's really taking advantage of yourself in this channel thank you very
[9:18] much for your time thank you sir
[9:25] Cheryl you want to speak on some items okay
[9:32] mommy yeah I'm gonna say something real quick
[9:39] okay
[9:43] been here since what 2002 but okay I've been here a while all right
[9:50] I've got some concerns and I've got one that's probably gonna
[9:55] go a long line because this gentleman right here okay
[9:59] I had my wife sent two emails looking for a package
[10:04] okay trying to get this package these two
[10:08] emails one percent at 806 A.M okay
[10:12] come on 9 26. on 10 11. still don't have a pack
[10:18] of this month October I like to look at the numbers I like to
[10:23] go through the numbers Doug you know this
[10:27] okay still can't get them no reply nothing
[10:31] okay that's public information all right you can't withhold public
[10:38] information and if it's intentional then we got a
[10:43] problem in history and we need to do something about it
[10:46] okay at this point should this reoccur again because I
[10:52] haven't document it then I'm going to be forced to go to the Attorney General's
[10:56] office over withholding and public information
[11:00] all right we've got an ordinance out here that y'all are looking at on on the
[11:04] curfew 9.1
[11:09] we have anything behind it anything that backs anything up
[11:13] that says we need this ordinance back in or is this something else that's put
[11:17] into place because we won't take care of our water makers
[11:22] I'm still talking to the same people that are out there in the public
[11:27] that still their water meters aren't working
[11:31] and I'd be willing to bet we're somewhere in the neighborhood of at
[11:34] least I don't believe conservative with this number at least 25 to 30 percent
[11:40] now we're in a financial fine or if we're running on this you strain
[11:46] budget then we probably need to be looking at that making sure that we're
[11:50] getting the right charges and the right income that's coming in rather than
[11:53] doing average or minimum billing
[11:58] and that's all we've got all right thank you
[12:01] um [Applause]
[12:04] [Music]
[12:10] okay so along with that so I know that there's an ordinance that we have in
[12:15] place for delinquent water accounts for collection that may be something that
[12:19] y'all may want to look into for either the old final bills or anything
[12:24] um I do believe that we can run a report as to how many bills are either sitting
[12:29] in an old file or a final status hire a collection agency to be able to go yes I
[12:35] know what the amount of money is to be able to help they skip Trace to hold and
[12:41] all of that that's just kind of a suggestion that I would have
[12:46] all right thank you
[12:50] um Angela did you want to speak yeah I know you know I
[13:00] asked about the water winners that aren't working
[13:03] because as council members you know appreciate the time that y'all give and
[13:07] take away from your family but as Citizens we also expect y'all to have a
[13:12] business mind
[13:15] you've got to uh you know figure figure out y'all's
[13:20] ability you know and I'm not being ugly to your
[13:25] you know workers outside but it takes a business mind to sit up on Council
[13:31] and I just really wish that y'all would use a business mind on the billing
[13:38] because billing is what I need full time for a job and at any time I can tell my
[13:43] doctor what we have out there Penny because if we're going to continue
[13:47] average billing I mean it's it's hideous that you might as well let that whole
[13:52] town do it or y'all don't care you know
[13:57] because my mother-in-law is one of them and you know we begged we masked and we
[14:03] begged and we don't know what else to do I mean it may not be a priority to y'all
[14:08] but I can take it from a billing aspect that's what you're missing money is that
[14:13] you get really used for your budget and that's all I have to say all right
[14:19] thank you
[14:22] all right on item five Council comments uh this is probably my last meeting to
[14:30] conduct and uh I guess I've been involved in this about 10 years three
[14:36] and a half years as mayor some may agree with what I've done or or disagreed it's
[14:43] questionable but I've learned a lot through this
[14:47] experience it's been a great experience for me and I just feel like it's time
[14:52] for me to move on and I wish the city the best of luck as uh as they move
[14:58] forward anybody else got any comments
[15:02] yeah last question yes sir I don't know but how do they go about reading the
[15:08] water fingers it's a radio read type system that's not on the agenda so I
[15:13] can't really discuss it but it's a they don't come out
[15:49] waiter and I was just curious how they were being read I think we can
[15:55] discuss that after the meeting if you like all right are you coming tonight
[15:59] one two to open it up and uh swear um I would like to say um thank you for
[16:07] the time that you put in because I mean it is time out of our lives with our
[16:12] family times that we can be sitting at home I work all day and my husband's at
[16:16] home and I'm here you know so I can't imagine the time that you've had to
[16:21] spend up here away from your family so it is like we are devoting our time
[16:26] so thank you for that yes thank you thank you Mr Mayor again thank you for
[16:33] your community service I know it's a devotion of your heart to them and
[16:38] you've done the best of what you've got and you just mentioned it actually last
[16:41] week last meeting and that great I mean I imagine it was a real mess and you got
[16:46] it and I imagine now you're passing the torture that young man to your left and
[16:50] I imagine she's going to do a little better I just hope it's a tick better
[16:53] than what it was when I got it foreign
[17:08] I do want to let you know that I'm the one after the curfew thing because we've
[17:14] had some kids swim around the yard at 130 degrees so it's not a we'll discuss
[17:17] it at that time but we'll discuss it at that time
[17:21] um
[17:32] I'm not all about those prayer farewell parties
[17:38] um does anybody else have any comments oh there's some things under there that
[17:43] need to be read oh uh November the 11th City Hall will
[17:48] be closed and observation of Veterans Day
[17:51] uh change of the regular city council meeting from the 2nd of November to uh
[17:58] from the second to the third Tuesday which will be November the 5th because
[18:03] of the huh
[18:08] uh because of uh that second Tuesday is election day and so the chambers will be
[18:16] occupied with voting and uh
[18:20] then we also will need to discuss the holiday gathering for the Thanksgiving
[18:25] and Christmas and I think that could probably be done in the November meeting
[18:30] so
[18:33] um which I know I'm not part of this but it's going to be the 15th at how many
[18:38] weeks until the Thanksgiving one not not trying to tell you how to do
[18:44] your job but I'm like wait a minute
[18:48] we'll be close to Thursday and Friday for Thanksgiving yes we'll work the
[18:52] Wednesday would you like to have a lunch everybody
[18:56] bring something Wednesday um
[19:03] there's several people that will be out of the office on Wednesday before
[19:07] Thanksgiving Day
[19:12] yeah
[19:24] we can discuss it next meeting is that what you want to do oh no I'm just
[19:28] saying there's a couple people out on the Wednesday before Thanksgiving so
[19:33] whatever whatever date you all want to do anything I think probably is going to
[19:37] work but it's possibly never going to work for everybody
[19:41] so whatever it is what if we did it the Friday before that week
[19:47] which would be what the 17th or the 18th no before before
[19:54] Friday before Thanksgiving Friday that'll be the 18th oh sorry would that
[20:02] people would still be there that week right yes okay so we
[20:08] kind of have it like right before everybody gets off
[20:11] then they're leaving for the week or whatever so that sounds good to me
[20:16] everybody bring something if you're gonna have more than two council members
[20:21] or friends that you'll need to post yeah so just make sure that
[20:26] and that's life no that's going to be what day the 80
[20:31] s would y'all prefer lunch or would you prefer like before we close no I think
[20:37] lunch foreign
[20:39] okay
[20:47] I think lunch might be better I think so
[20:52] [Music] and of course yellow we're going to stop
[20:58] by and participate four days in yeah
[21:10] do you want to discuss uh Christmas or you want to wait till the November
[21:14] meeting oh gosh hey what do you want to uh discuss Christmas or you want to wait
[21:19] till the night for the next meeting okay we'll move on
[21:23] all right moving on to the consent agenda and Department reports you have
[21:28] that in your packet I'll make a motion to approve the
[21:34] content agenda a second been properly moved and
[21:37] seconded that we approved the consent agenda Amber how do you vote Wayne yes
[21:43] Allie yes and Catherine yes
[21:47] [Applause] moving on to
[21:51] uh we're good at this time it is is there any possibility we can move this
[21:57] to the end the executive session we could
[22:01] and if would that be a problem for you I would recommend it okay okay we'll move
[22:07] the executive session to the end of the meeting all right moving into Old
[22:11] business uh
[22:14] repeal ordinance uh number 72-6 ordinance providing and filling
[22:20] office of Judge is the judge didn't show up did she she's sick
[22:35] [Music] all right uh do you want to go ahead and
[22:39] move forward with this or you want to wait till the next meeting on the judge
[22:43] I think we should wait okay all right I got that interested now
[22:50] with the ornaments that's something that's really up to you
[22:54] I mean you want to do it now so that maybe it'll be ready for when she's here
[22:58] or play it all the time [Applause]
[23:03] okay it's it's the ordinance is specific to her if you look to yours yeah if you
[23:10] look through your it's a blank spot not very specific a herds specific to who
[23:13] are you going to appoint versus I think there are two different options
[23:19] that what they wanted to chat with you about an executive session so can we
[23:24] move that to the negative or something it's already an executive session so
[23:30] we're to the end
[23:33] no no the ordinance is in all business the ordinance is an old business because
[23:39] it's a that you all have talked about have appointed a judge right we just
[23:44] don't have a position for the associate judge which is what what we all three
[23:48] talk about so that way it covers the associated whatever it's all up to him
[23:53] he's in charge of meeting so however he wants to do well if we're going to have
[23:57] to wait to vote on this once we after executive session
[24:01] all right uh moving on to eight two uh on number five vacant uh seated from
[24:08] Ryan Horn uh filling the vacancy by appointment by per local government code
[24:15] 22.010 filling the vacancy on a governing body or in other municipal
[24:21] office um
[24:25] [Applause] we
[24:31] there's really no need to do anything with this because I mean she's going to
[24:36] take over next month so yeah you have to because otherwise you're gonna have to
[24:40] have a special meeting I mean a special election okay
[24:44] if you have two vacancies after the uh election year to nominate somebody is
[24:49] that what you're saying yes because I knew we couldn't do it last meeting
[24:52] because of the whole situation well I would like to nominate Mr
[24:56] Duckworth to the vacant seat is there any other
[25:03] nominations foreign
[25:08] all right we'll vote on that
[25:13] um fill in the vacancy at all number five position with Miss Duckworth
[25:19] um I need a motion I move that we
[25:24] conductors ductwork into the city council a point appointment
[25:28] seat for Alderman five second okay I was telling him how to
[25:34] work you just did it he said okay it's been property properly moved a second
[25:39] that we uh Miss Duckworth as Alderman five
[25:44] Amber how do you vote Yes Wayne yes Allie yes and Catherine yes being from
[25:50] 4-49 against Wilson carries congratulations all right we will do
[25:55] your oath of office [Applause]
[25:59] yes ma'am come on up
[26:04] your chair
[26:13] all right yeah
[26:18] if you just read that yeah
[26:23] yeah let her do her own first
[26:27] but you need to read yeah hold up your right hand thank you
[26:37] okay all right do solemnly swear that I have not
[26:44] directly or indirectly paid offered promised to pay contributed or promise
[26:51] to contribute any money or thing about you or promised any public office or
[26:57] employment for the giving or withholding of a vote at the election at which I was
[27:02] elected or as I'm going to secure my appointment or
[27:07] confirmation may I have whichever the case may be so help me God thank you
[27:13] now if you'll do that one that's your oath of office yeah hold up your right
[27:17] hand please okay I don't have a Bible for you
[27:23] you're all over the place
[27:28] [Music] that I will Faithfully execute the
[27:35] duties of the office of the city of alderman place
[27:41] congratulations just come up here in front of the flags
[27:46] we'll take a picture and then I'll sign this let's go back here
[28:04] foreign
[28:08] [Applause]
[28:42] right here
[28:54] you're ready
[28:59] [Music]
[29:17] all right foreign
[29:20] [Applause]
[29:32] I'm sorry I'd like to make a motion to strike A3 from the agenda
[29:38] this is something we're moving to the next meeting yes okay they have to be
[29:42] appointed every year yeah you'd have to you'll have to point a new one okay next
[29:47] month after election anyways uh well it's just action discussion or
[29:52] action we don't have to we don't need to have emotion on that it'll just be
[29:56] thrown into Old business next meeting okay all right eight four ordinance or
[30:01] in resolution committee report uh recommendation for the action by city
[30:07] council repealing or replacing outdated ordinances we have anything on that here
[30:13] you go
[30:25] there's still everything highlighted is still like a work in progress and all
[30:31] the rest of it shows whether they're good we think they need work or what it
[30:35] what is not good to go and the reason why that's pretty simple
[30:41] the painters book is
[30:47] this this is all the PD stuff okay if that works for me I know you haven't
[30:52] seen this place into the ones that were still in
[30:57] progress Satan progress on
[31:02] do we need any action on this [Applause]
[31:06] I think it may take time for people to look over and read and I think they need
[31:09] to digest it yeah all right
[31:14] thank you eight five
[31:19] um remove policy requirement second signature win cash is receiving
[31:24] municipal court and or and or other places of business within the city
[31:30] this is kind of a it's hard being as short staffed as we
[31:35] are to pull somebody up to make it recount the money pull them away
[31:42] from what they're working on and recount the money yes Miss reader
[31:48] sure
[31:52] [Music]
[31:57] City Hall water department and quarter for some reason it just got put into
[32:03] court that I'm supposed to have two signatures
[32:07] if and when I take in cash for some reason
[32:12] in the past before I was employed here maybe they weren't on the up and up but
[32:18] I've been here for two and a half years and at one point I was the only employee
[32:23] here for both sides and nobody worried about
[32:27] me taking cash and when this went into place Doug came
[32:32] and talked to me and Ryan came and talked to me
[32:39] I needed somebody to double check my work that I wasn't stealing from the
[32:45] city so I went along with it all year
[32:50] so I'm glad that y'all are removing this I have complied
[32:56] didn't say anything else but sometimes whenever things get put in
[33:01] place we don't always think things through
[33:05] so I'm glad that y'all are removing this thank you
[33:10] it hasn't been removed yet it's just up for discussion to considering the whole
[33:14] thing the whole thing is now I'm just saying
[33:19] you're assuming that it's going to get voted on it and it very well possibly
[33:23] could I'm just saying
[33:27] all year so all right we're also we're also bonded
[33:34] absolutely right so there's been some things that have changed in the process
[33:39] is there any any other discussion on this
[33:42] now like she said we have been buying it since April so
[33:46] not that that changes the trustworthiness of being in the
[33:49] employees but it's all right okay
[33:54] [Music] okay so someone needs to make a motion
[33:58] oh entertain a motion I'll make a motion to remove the policy requirement for a
[34:02] second signature when cash is received at the municipal courts or any other
[34:06] places of business in this within the city do we have an ordinance number for
[34:10] that what no no okay okay
[34:23] we removed the policy requirement for second signatures from cash you received
[34:28] at the municipal Corridor and any other place of business within the city
[34:35] and Miss Duckworth how do you vote Amber yes Tim Wayne yes Allie and Catherine
[34:42] being 5'49 against motion series moving on to 8-6 uh any ordinances or
[34:48] resolutions with a dollar fine must be published in the Sulfur Springs
[34:54] news telegram as well as posted on the city website I don't know what this is
[34:59] about every year okay here uh you have to
[35:05] assign who's going to be the city's newspaper and of course we post that on
[35:11] the website yeah that's the name of it yeah the the
[35:17] newspaper is making that the official paper of Cumby that's in a new business
[35:22] this is oh sorry thank you yeah yeah no this
[35:27] this actually has been you all have asked because thank you because we have
[35:33] been asked to research um if ordinances are resolutions with the dollar fine had
[35:37] to be published we looked that up and I've got the code and everything if you
[35:42] need the code but yes anything any ordinance or resolution within the city
[35:46] it could be or anywhere else if it has a fine attached to it that resolution must
[35:52] be not posted an entirety but the ordinance number with the uh
[35:59] with the information on what it covers and has to be posted in the newspaper
[36:05] and that's our and that's all for spring support company and also as we've posted
[36:09] on the website all of our ordinances are almost up to date on the website so
[36:13] we're getting closer to that once the coordinates and resolution
[36:18] committee is through we will probably repost all of them you know and just a
[36:23] list of ordinance XYZ and followed by what it covers and the fine amount just
[36:28] so that we're covered in everything okay that's just for discussion we were
[36:34] asked to research that okay very good thank you for the information
[36:39] um Cheryl you had that down
[36:43] I brought it with me okay all right very good
[36:48] um moving on to new business 9-1 ordinance uh
[36:55] 2012-6 is no longer in effect with regard to the curfew for minors
[37:00] discussion to renew this ordinance for three years this is not automatically
[37:06] renewed okay so perfect ordinance was
[37:11] established in 2012 automatically expired in 2015. myself I've experienced
[37:18] lots of underage kids running down Frisco at 1 30 in the morning and I've
[37:22] heard several complaints so I looked into it we had to review and give
[37:29] reasons so I'm going to request a PD stats from the county for us locally and
[37:38] probably take a listen to the next meeting so we can actually review it and
[37:42] revise it because the current ordinance is drawn up for the sake of games
[37:46] violence yeah which we don't have gang violence
[37:50] [Applause] the house beneficial to the town for one
[37:57] is the vandalism that's happened at the park on numerous occasions to the
[38:01] bathrooms that's the number one thing we have had several citizens just down
[38:09] Frisco and the side streets had weapons stolen out of their vehicles overnights
[38:13] and out of their homes are juvenile because I mean we just had
[38:18] a naked woman hanging up on the police building out over there that's also good
[38:23] for Halloween
[38:33] if she's on weekly call around a lot of times
[38:38] be in an emergency working on cash we got
[38:42] people that are clients that are going to show up and if I send her out there
[38:47] ahead of me because I moved all of us over she does now yeah and she gets
[38:52] stopped and gets a ticket for being out
[38:56] okay what are we gonna do there I mean that's I would I wouldn't want to
[39:00] specifically for like driving if I mean people have to get places they work
[39:04] overnight jobs I mean this I would want it specifically for a group of boys
[39:09] running around the middle of Frisco I've not looked at this ordinance but does it
[39:14] have an age limit it does it's like yeah and he said you can do one like 18 and
[39:20] under 17 under underways 23 or 16 and then and it's like 10 p.m on school
[39:26] nights and 11 p.m on weekends but it wouldn't be for like purposes of
[39:32] driving because understand emergencies happen they have to leave you have to go
[39:35] pick people up to one or two o'clock in the morning I
[39:40] mean that's my concern and I got multiple kids over there
[39:44] I mean we did a lot of Choke out so well we gotta drive it home let me what
[39:50] happened to the street life girl when I was growing up street lights come on you
[39:53] went home everybody hear about it knows what it's
[39:58] about I mean it's crazy um council members since they all talk
[40:04] to your community if they if y'all hear that there's problems with underage kids
[40:10] from Industries whatever I'm not talking about driving okay
[40:13] [Music] please have or if y'all see it call in
[40:18] to dispatch okay because normally towers are going to be until 2 A.M so
[40:25] um when you call into dispatch the dispatch our officers not only that
[40:29] there's a call log and that's what I told Amber that we need we need the call
[40:34] logs for dispatch okay if you call of PD's uh cell phone number guess what
[40:40] that's not monitoring right that is not a stat okay so if you call cheese and
[40:46] say hey there's somebody out here I don't know whatever that is not being
[40:51] called again so therefore that is not a stack so if you are going to need stats
[40:56] so and also a police officer will not be called out unless except through
[41:01] dispatch that's crazy that's correct okay so let's use it for for this to say
[41:07] then you need to call them into dispatch so whoever if y'all talk to people in
[41:12] the community and you're writing my random number so you'll have it or put
[41:16] it in your phone so you can get it to them is that is that on our website the
[41:20] dispatch number um the name for Hawkins County it is
[41:24] yeah it's automated and it's like two for dispatch so it go straight
[41:28] [Music]
[41:33] for that they shouldn't call 9-1-1 right they should just call the dispatch
[41:38] .com
[41:41] right yeah so it's okay in an American gray area but generally
[41:48] speaking for something I mean we don't have a triple Death Around I mean
[41:51] generally speaking for any kind of 911 related activity that's not an immediate
[41:55] conversion okay there's some great rooms but typically it's the same people who
[42:00] answer non-emergency calls over there and I can say this thing as assistant
[42:04] with the current Police Department stuff that y'all have put together if you're
[42:09] thinking about implementing something like this like an ornaments
[42:14] I have the utmost of relief knowing that you have
[42:21] the officers that you do on staff now because they're very compassionate
[42:25] they're not aggressive they're not harmful to people and so I want to thank
[42:29] the police stuff that y'all have for you to implement the organs it might not be
[42:34] a big deal for you but coming from a parent who's has a son that has been in
[42:40] trouble it's a relief knowing that if they take
[42:45] him somewhere we don't have to fear his life like we did in the past
[42:50] if you look under the old ordinance uh under B and C it's specifically lists
[42:56] offenses that see as defenses which certainly covers a minor on an errand in
[43:03] the direction of the parent motor vehicle involved in Interstate travel
[43:07] engaged in employment activity involved in an emergency so here contingency is
[43:13] set out also that do not that should not Encompass the minorities they
[43:19] were out okay but of course that would be very popular
[43:24] with paragraph all right so we're gonna we're gonna try
[43:29] to get more uh research information data on this okay so we'll move on to 9-2 get
[43:35] some stats and support right before we re-establish it exactly all right moving
[43:41] on to nine two ordinance uh
[43:45] 2022-10-023 Texas uh statute section
[43:51] 2051.043 and 44 adopt a Sulfur Springs news
[43:56] Sulfur Springs news telegram as our official newspaper
[44:01] city has to have an official newspaper where we publish things that are we are
[44:06] required to publish and that's all the paper in the county we
[44:09] adopted every year once a year yes okay I make a motion to adopt
[44:17] Sulfur Springs news telegram as the official City newspaper and ordinance oh
[44:22] Dash 2022-10-023
[44:27] a second been probably moved and seconded that we accept ordinance
[44:32] 2022-10-023 adopting Sulfur Springs news telegram as our official newspaper Ms
[44:37] Duckworth how do you vote Yes Amber yes Wayne yes Allie yes and Catherine Dean
[44:44] 549 against motion care moving on to 9-3 uh resolution
[44:54] 2022-10-1030 use of arpa funds for emergency action not to exceed 50 000
[44:59] with the approval by the mayor mayor pro team uh we're running into some issues
[45:04] on the first and Frisco Street uh the expenditures are getting higher than
[45:10] what we had projected and so we just need that Latitude to be able to move
[45:15] forward and that's because we need to get this project completed
[45:19] and that just following up into the states and the ordinance you all have a
[45:24] management company that helps right public management so everything has to
[45:29] go through public managers prior to use of the funds that it's pre-approved and
[45:35] that it fits and meets the requirements set up under Arc which is American
[45:40] Recovery and it's lengthy yeah materials labor like it has to be and they they
[45:46] can print it they keep track of everything they follow all the reports
[45:49] for so that we don't have to do that and uh they're they're they do an
[45:53] outstanding job so I'll entertain a motion
[45:59] yeah and I hope today we still haven't made
[46:02] us Apartments I make a motion to accept resolution r-2022-10-1030.
[46:09] I think they're probably moving the second week separate uh resolution
[46:15] 2022-10-10 30. the use of arpa funds for emergency action
[46:21] um Step fourth had Evo Amber yes Wayne yes uh Ali yes and Catherine King five
[46:28] four not against motion Killers is 7 16 and at this time
[46:37] I didn't want you to adjourn it and then everybody no uh we're at this time it is
[46:43] not um 7 16 and we'll move into um
[46:49] executive session [Applause]
[46:56] [Applause]
[47:04] thank you
