Okay. Uh, New Town Shop. I just happened
to talk to uh, uh, Zach from FBI this
[0:07]
evening. He said they're going to be in
probably
[0:12]
there three or four days they'll be in
and get
[0:17]
started on the finishing touches of the
building.
[0:21]
So outside of that, that's I don't know
a whole lot else.
[0:31]
Oh yeah.
[0:36]
» Uh, it probably wouldn't hurt for Duke.
We can go ahead and call him and get
[0:41]
started on it. That'd be fine.
[0:51]
» So, yeah, if you uh you want to make
that phone call, might as well. We can
[0:55]
get Well,
that I'll come in here
[0:59]
» because really we need to go and get the
meter base and they need to be kind of
[1:04]
halfway done with that wall or maybe put
us in an extra board in there where
[1:09]
we're going to mount that meter base to
come through into where our head
[1:15]
» well
meter base
[1:21]
well yeah we got
our concrete's in the
[1:27]
But I mean on the outside we could bring
it in but it probably
[1:32]
» Yeah, we could bring it under. So you
might just call Duke and ask him what it
[1:35]
will cost to go underground versus
coming in overhead, you know. Good
[1:39]
point, Steve. So
and go from there. So
[1:45]
I would So you want a meter a meter base
and break box all purchased or
[1:51]
» Well, we need to we need to sit down and
we'll get with Michelle and kind of see
[1:55]
what we got in the budget.
>> Okay.
[1:58]
» Um so you know we've got
we've got some money that we had in that
[2:05]
one savings account from another water
project. We could deem some of that
[2:13]
with [cough and clears throat]
approval use some of that
[2:16]
» finish out this new building.
>> Yeah.
[2:19]
» So, we could do that. So,
>> what do we need to do for board approval
[2:24]
to do that? I mean, just make a motion
on it.
[2:27]
» Um,
double sharing that Scott, but I
[2:30]
» Okay.
>> He needs to write up something. He told
[2:33]
me sign.
>> I That's kind of what I thought. I
[2:35]
figured we need to do something like
that. So, we'll wait and talk to the
[2:38]
legal minion, right? and uh then we
we'll have a better idea how to go about
[2:43]
with it.
>> So Bob, you want to take over here?
[2:46]
» Okay.
>> So
[2:50]
ready for clean up later tonight.
>> Okay, we got nine served and four
[2:58]
[clears throat] was sent out by Caphil M
certified mail. The next section left
[3:04]
will be needed be be served.
[3:13]
» [snorts]
>> and see that they completed it.
[3:22]
So that that spreadsheet just has the
address of what the address was and the
[3:28]
date that it was signed and issued and
served. And then um you guys will need
[3:36]
to to look to see what you guys think of
the progress is if it needs to have
[3:41]
another morning or if they've asked for
extension or if there's a citation that
[3:45]
needs to be issued or what you guys want
me to do within that
[3:52]
when I did from the west side of Maple
Street to the west side of town and from
[4:00]
um Brierwood to the south side of
Redwood. So, it's that first quarter of
[4:08]
town right over there. So, and then um
whatever you guys what section you want
[4:13]
me to do next is what I will do next.
>> I'd say just work north of it and
[4:17]
[clears throat] just kind of [snorts]
work around. That's what you want to do.
[4:20]
Whatever.
>> Get that whole side down.
[4:23]
» Yeah. Then you got one whole half of
town done. You haven't hopscotched in.
[4:33]
And I have copies. I have the originals
of all the uh warning letters and a
[4:39]
picture of it. I'll let you guys see
that. And just when you guys get done
[4:42]
looking at, give it back to Michelle.
These are the originals because for some
[4:45]
reason people want to call her and talk
to her about it instead of calling and
[4:49]
talking to me or to you guys. So
[clears throat] I just like her to be
[4:53]
able to see the pictures. I know what
she's talking. You know, they call ask
[4:57]
questions.
[5:03]
I didn't take like a ton of pictures of
all the properties. I just kind of took
[5:06]
a picture of like of the where the
majority of the the worst of the worst
[5:12]
was at on the property and stuff. So
just that way you kind of see what it
[5:16]
looks like.
[5:49]
» [clears throat]
[5:52]
» What else we got? we get rolling on B.
>> Okay. Boyce meal fee of $7,65
[6:04]
to be paid by September 30th in this
year.
[6:09]
» Yeah. So, I really
[6:17]
» Well, let's
my my thoughts on this. I know me and
[6:21]
you have talked about it. U we're kind
of where we we got to pay it. We have to
[6:28]
have them.
>> Yeah.
[6:29]
» But
um and I don't know if the state board
[6:33]
of accounts lady Mr. Thor or Mr.
Thornton or Jim Stale could guide you to
[6:39]
someone else. I mean $7,75
for a little town Dana. I'm sorry that's
[6:45]
highway robbery. Well, but you're not
gonna be in keeper because I called um
[6:52]
and talked to
the different people that Scott wanted
[6:56]
me to talk to and I talked to Mr. Young
and Tyler Tech. They're $20,000 a year
[7:02]
» and that's just for the basics.
Everybody is around 20,000. It is very
[7:08]
high. Voice is able to offer it cheaper
to us because they are that's the
[7:13]
majority of people use voice.
>> Yeah. Seven. It was 8,000. You got it
[7:17]
down to7,000 because you know how many
you payable. So 7,000 is about as cheap
[7:23]
as you're going to get.
>> Well, the only problem I had with Boyce
[7:26]
» when we went back to the shutdown when
[clears throat]
[7:30]
um our previous clerk had medical
issues, was over in the hospital and
[7:35]
could not function. We didn't have a
password to get in and we spent three
[7:39]
months. We could not. They boys would
not refuse to give us a password till we
[7:46]
called and sent them money. So them
people right there, they're on my
[7:50]
naughty list.
>> I don't care how great they are. I don't
[7:53]
like them.
>> Well, they're crooks.
[7:57]
» Part of the um
one of the things they want to do is
[8:02]
they want to go to the cloud.
And one of the things when they do go to
[8:08]
the cloud, every board member will be
able to be a part of it. You will be
[8:12]
able to have your own account. You'll
have your own account. You'll have you
[8:15]
will all have your own accounts. Now,
you will not be able to write a check
[8:19]
without some sort of approval to do
that. And you also won't be able to
[8:23]
change things about certain things
without approval. But you'll be able to
[8:27]
get on there. You'll be able to see
everything that I've done on there.
[8:30]
You'll be able to um pull up any kind of
report you want. You'll be able to do it
[8:36]
from your home anywhere you want. You'll
be able to remotely do this.
[8:40]
» And it will also offer Google the
ability to go to [clears throat]
[8:46]
» billing. Yeah.
>> So that will save money, but that is an
[8:50]
upgrade. And Scott, the last meeting
we're at was like no way. So I mean
[8:55]
being table, it keeps getting tabled.
One of the other things that we had
[8:59]
talked about was
there's training for that new system
[9:04]
that they're upgrading to. Clinton's
getting ready to go to it. Anyway, that
[9:09]
training is expensive, but it depends on
how much you need. Like I may not need
[9:14]
that much, so it may not be that cost.
[laughter]
[9:19]
Anyways, long story short, what I'm
trying to say, John, is I got it to
[9:22]
where they would take that and split the
payment in three free ways for us
[9:26]
because we're a small town. We don't
have a lot of money. They were willing
[9:29]
to do that. Scott did not agree to this
and so it just keeps getting table
[9:34]
table. So, we've not been able to up.
>> Well, we can't kick the can anymore.
[9:39]
» And so, anyway, something has to be
done.
[9:42]
» Yeah. So anyway, [clears throat] the
very basic though is 7,000. That's what
[9:47]
we have right now. And um
I I got to get at least that paid so I
[9:54]
can conduct business.
>> Well, I make a motion to approve,
[9:58]
[clears throat] you know, paying voice
and getting the next yearly
[10:01]
subscription.
>> Okay. Thank you. All
[10:04]
» in favor. All right.
[10:09]
Yes. You said you had a deal there about
a password. Have you changed it since
[10:14]
then to where more than one person a
sole person has a password that locked
[10:18]
you up for three months? That don't make
no sense.
[10:20]
» Yeah, we was locked up. I think
>> but one person Yeah. If that one
[10:25]
person's out, you got a channel sitting
there that can't do nothing. That's
[10:28]
that's unheard of.
>> Yeah.
[10:30]
» Yeah, I do agree. I mean,
>> you got to have more than one. You gota
[10:33]
have multiple people or you gota have it
locked in a safe or something where
[10:36]
somebody can get to it.
>> Yeah.
[10:37]
» You can't lock it down.
>> Yeah.
[10:40]
» Well, there is.
>> Okay. I thought you'd put that in place.
[10:43]
The second one.
>> Yes, there is.
[10:45]
» So, okay. I thought you did have I
wasn't sure.
[10:52]
» Where to get the codes need to be.
>> The next thing is well have wellhead
[10:58]
protection ordinance needs to be created
by the town attorney for phase two of
[11:04]
the five-year protection to be completed
for item.
[11:16]
He's got a copy.
>> Huh?
[11:19]
» We sent him a copy of template of the
ordinance sign.
[11:23]
» Oh, yeah. I got it.
>> So, he I just saw him tonight. I'm on
[11:26]
his own and he's going to he's working
on it. So, he should have it done by
[11:31]
next month.
>> Okay. Okay.
[11:32]
» That's the last step we need to take to
get the WHB approved.
[11:38]
» Okay. and get that off Michelle's desk.
>> Okay.
[11:43]
» So, that but he's working on he has a
template. There's just a few things he
[11:48]
has to add to that and you make sure
that's covers cover your stuff. So,
[11:53]
» okay.
>> Um I think I mentioned before that the
[11:56]
ordinance needs to be in place to
protect the area around your well
[12:00]
» two and a half mile is it not?
>> Well, yeah. A thousand feet wherever the
[12:05]
radius was.
>> Yeah. And then there's one that reaches
[12:07]
out quite a ways.
>> So there's different requirements.
[12:11]
Closer you in, the more requirements are
for what you can allow in that
[12:16]
protection area, right?
>> The further you go out, then
[12:20]
he's got everything he needs to go ahead
and get that drafted.
[12:23]
» And like I told Michelle earlier, that's
that's basically all we need to get that
[12:27]
thing done and submitted.
>> Okay.
[12:31]
Camera contract was Scott Craig not
here,
[12:34]
» right?
for next time.
[12:38]
» Okay.
[12:45]
And your insurance renewal cost. The old
town shop has been removed from the
[12:52]
insurance policy
and the RT insurance is working on
[12:58]
getting renewal cost.
George from RT insurance will email the
[13:04]
clerk treasure [cough]
that just completed.
[13:09]
» Yes.
>> You got it.
[13:10]
» We haven't got it yet, but he's working
on it. He'll email it to me hopefully
[13:14]
this week,
[snorts]
[13:18]
» but you guys wanted to know John, you
wanted to know last time was the old
[13:22]
taken off of it.
>> Yeah, I wanted you know.
[13:29]
Okay, next thing in old business is
IRS is requesting payment and click
[13:36]
treasure has left several messages to
the IRS and [clears throat] is waiting
[13:40]
for a return call to discuss.
That's I just
[13:46]
what to do and I told them a couple
times they haven't so I'm sure they will
[13:51]
eventually at some point they're gonna
be making the letter
[13:55]
what kind of plan what kind of plan pay
you got.
[13:59]
» Well they haven't g us any options yet
but usually you know I think what
[14:05]
Kevin's trying to shoot you for three
year to kind of lessen the blow and that
[14:10]
way it locks it in stops penalties and
interest. Yes.
[14:22]
» See what they are thinking and then I'll
bring it to you and then back.
[14:28]
» That's all business. New business.
A amending sewer rates presented by Mike
[14:36]
Novak.
>> You guys have questions about
[14:41]
» Huh? Do you guys have questions about
the what I did was I basically we're
[14:46]
gonna have to wait. Okay.
[clears throat]
[14:48]
At the end of the year, we have to have
a US RD annual report which goes through
[14:53]
all your finances for the year. And I
was telling Michelle that we'll probably
[14:57]
wait we'll do that in January.
Um what what I put together for the rate
[15:03]
ordinance is just basically another 5%
rate increase until we know exactly how
[15:08]
much we need to cover RD's costs and
whatever whatever
[15:14]
there was discussion when we first had
everything kind of have fall apart. RD
[15:21]
sat in here, me and Scott, John McGee
>> and some other people, and they talked
[15:26]
about that, you know, Dana was in a
position where they wanted, we had the
[15:31]
option to buy out on the end and add
some time to help, you know, because
[15:36]
we're at the point we can't take our
rate.
[15:39]
These people can't take that's up to
you. I'm just telling you that the
[15:43]
situation [laughter] with RD is they're
willing to go ahead and let you keep
[15:46]
» Yeah. month to month.
>> Yep.
[15:49]
Something Scott had brought up is asking
Pat RD if you could skip a couple of
[15:56]
months to go ahead and pay for some of
the improvements you need some stuff.
[16:00]
» So that's something we'll need to talk
to Pat about.
[16:03]
» Another issue is I brought up earlier
and talked to Michelle about is we need
[16:08]
I need to get you guys to meet have a we
need to have a meeting date with Pat
[16:13]
from RD so we can discuss all that
stuff.
[16:16]
» So that's up to you when you want. Yeah,
>> you tell me. Um, I get with Pat and he's
[16:22]
he's pretty open. I mean, I talked to
him not too long ago. He's pretty open
[16:25]
about meeting with you. Um, you know, at
your convenience,
[16:31]
so I just have to tell him when when a
good date, good time would be to meet
[16:34]
with you guys.
>> You want to try to do that in the next
[16:36]
couple of weeks or
>> It's up to you. sooner than later or you
[16:41]
know 30 days you know
>> well I mean you know if we need to get
[16:46]
you know some additional funding from RD
you know it's probably
[16:51]
getting a loan from RD it's not an issue
>> it's when you ask for grant money that's
[16:56]
there's no grant money available
>> right
[16:58]
» they went from they went to RD went down
from $18 million allotted by the feds to
[17:02]
the state down to four million that's
for all projects in the state right
[17:06]
» four million grant So, you know,
>> that's great money's done dried up.
[17:11]
» Yes. So, it would be loan. We just have
to and I talked to uh Eric from HWI. So,
[17:18]
he's going to put the the cost factor
together. So, he's going to look at a
[17:21]
shortterm fix and a longer term fix. So,
he's going to put all that stuff
[17:25]
together for you guys. So when we meet
with Pat, we'll have uh HWI in there as
[17:31]
well so he can hold the numbers
>> because if we do anything moving forward
[17:36]
like you know we've got one new sewer
pump hanging over there. We've got a
[17:39]
rail that's broken that them pumps right
on. So we need to replace that second
[17:43]
rail and I for the life of me do not
understand why when this project was wet
[17:48]
there were no spare parts. only suit
system I ever seen put in where there
[17:53]
wasn't a spare main lip pump station
pump there in inventory [clears throat]
[17:57]
or for the small lift station.
>> You didn't wrong answer on that, didn't
[18:00]
you?
>> What's that?
[18:01]
» Did you want an answer on that?
>> No, but you know, most of them have
[18:03]
spare parts. But we need to move forward
out of this deal. If we're going to
[18:08]
spend a little more money with with the
USDA, we need to at least have a backup
[18:13]
there because this being one heartbeat
away from
[18:16]
» No, I think that goes that goes without
>> because I know that's what RD is kind of
[18:19]
wanting us to do is get ourselves in a
row
[18:22]
» to where we've got some backup
>> and most of the systems I'm working with
[18:25]
now, they always got spirits.
>> Yep. We need redundancy in our system
[18:29]
» and because if something happens like
happens
[18:32]
» Yeah. then you don't have anything to go
back to and then you have to, you know,
[18:36]
hunt hunt around for stuff.
>> No, we're not going to be doing that.
[18:40]
» Something's better than nothing.
>> So anyway, that's what we needed kind of
[18:44]
a time frame from you guys. I don't
care. This month probably shot, but
[18:49]
October sometime it' be fine.
>> Okay.
[18:54]
» No, you tell me when you guys are going
to be available.
[18:57]
» I'm flexible.
the evening.
[19:03]
» Okay. Well,
I work evenings. I don't know about RD.
[19:07]
Well, RD probably
let me uh let me go and talk to him
[19:13]
about October. Seem like he's got some
free time.
[19:15]
» Okay.
>> And I'll tell him, you know,
[19:19]
» if you do, I'd be best.
>> Yeah. Okay.
[19:22]
» All right. So, I'll talk to him about
that. Um,
[19:27]
[laughter]
that shouldn't be an issue. The as far
[19:29]
as the rate increase, I I went to
minimum 5%. Uh, at the end of the year,
[19:35]
we'll we'll have a better idea how much
you guys actually need to maintain the
[19:39]
system.
>> So, it's up to you guys. You either do
[19:42]
it now or we'll have, you know, I mean,
the reason I did 5% was kind of so it
[19:47]
wouldn't be so bad at the end,
>> right? So, I went 5%. So, you know,
[19:52]
let's say it's 15% or something like
that. Well, you've already done five, so
[19:55]
you don't have to do 10. I mean, kind of
chopped it up a little bit. So, you
[19:59]
wouldn't have, you know, as heavy a hit
at one time. [snorts]
[20:02]
That's what you typically like to do is
kind of do increments,
[20:05]
» you know, until you get up to what you
need. You can't go one to one. You can't
[20:10]
just, you know, what's revenue coming in
and expenses going out. You gota be a
[20:14]
little bit
>> overhead because if something happens
[20:17]
and you need you need extra funding
there's no there's no money there.
[20:21]
» There's no savings there to be able to
get to to have any you know to be able
[20:25]
to do that then who are you going to
borrow from?
[20:27]
» Yeah.
>> And a store in the bank.
[20:30]
» Yeah.
>> Yeah. You could, but but you don't have
[20:33]
any funds. You know, water or sewer
can't really borrow from each other.
[20:38]
» And the town, you can't really you could
borrow from the town if they had any
[20:41]
available funds. But you know better
than I do what what is available to
[20:45]
that.
>> So I mean it's one of those situations
[20:48]
that that you know the ratio will be a
little higher than one to one so that
[20:53]
you have some buffer in there that you
can put some money in the savings in
[20:56]
case something
>> you know to have 15 20% would be ideal.
[21:00]
We're a little higher, but we know we
need
[21:02]
» Well, but it's the same plan that you
had, too.
[21:04]
» Yep.
>> You know, so that's one of the
[21:07]
situations and we'll get a better idea.
I mean, the loan rates from RD right
[21:11]
now,
[clears throat] they're probably they're
[21:14]
higher than they they have been in the
past, but you know, but they're still
[21:19]
they're lower in the bank.
>> Yeah.
[21:21]
» So, I'll get I'll get a hold of that.
See when we can do something in October.
[21:26]
Um,
>> now what's our new guy's name? I know we
[21:29]
had Pat Call. We dealt with on rates.
>> This is This is Pat Mard.
[21:34]
» Yeah. What's What's his name?
[21:40]
» I don't remember.
>> Okay. Well,
[21:42]
» they Well, the thing is [laughter] John
McGee is gone.
[21:45]
» Yeah. Yeah. Now,
>> the office is gone. There's no longer an
[21:49]
office there. That's coming out of Knox.
>> Yep.
[21:52]
» All the way down. Um so, you know,
they've they've cut staff as well.
[21:59]
» [clears throat]
>> So, it's kind of hard to tell sometimes.
[22:01]
Oh, yeah. Once a month what's going on,
but he's still there. I know that he's
[22:05]
been there a while. They've transferred
him from another department into doing
[22:09]
RD loans. So, so,
you know, every time I talk to him, you
[22:16]
know, he's he's perfectly willing to
work with you. Like I said, they're
[22:20]
perfectly willing to let you guys stand
on month to month.
[22:22]
» Yeah. Could that help?
>> That that'd be good. But I mean I like
[22:25]
the monthto month that we don't have
that great big
[22:28]
» probably like the month to month.
[22:32]
» You ain't got that big got number.
>> So I I don't nobody has a problem with
[22:36]
that. So I think we can leave that as it
is.
[22:40]
» Yeah,
>> that's it.
[22:43]
[clears throat] Um, the only thing I'm
going to get was your water guy. Um,
[22:48]
they're requiring us to do a what they
call a risk and resilience assessment of
[22:54]
your system both water and wastewater
and then do an emergency response plan
[22:59]
from that. I requires you to have
emergency response plan. So they're they
[23:05]
used to call them vulner vulnerability
assessments. Now we're doing what they
[23:09]
call and then we'll get with I won't
[clears throat] bother
[23:19]
» I know
>> I got so many projects anyway with Brent
[23:22]
we'll go over all that stuff and then
I'll go ahead and do the RA and I'll
[23:27]
» I know at one point in time they were
talking they were kind of ding us
[23:30]
because we didn't have a backup
generator
[23:34]
that was that
>> okay backup generator generate the
[23:38]
water. Yeah.
>> Yeah, that's still they're still running
[23:43]
that. Yes.
>> Okay.
[23:45]
» I don't know why we didn't they didn't
add that into
[23:47]
» Well, that water pro last water project
when CO hit was so damn upside down that
[23:53]
[clears throat] we cut it out of the
project, you know, because simply we
[23:56]
couldn't afford it. And then when that
project got all kinds of money knocked
[24:01]
off of it, we'd already submitted it. We
couldn't come back and bring it in.
[24:05]
» Yeah. Then they turned right around.
Yeah, not a whole lot of money left. I
[24:10]
think the generator was 200 grand on
that.
[24:12]
» Well, I'm talking about the the the
grand the grand of the
[24:16]
» of the grand.
>> But we wouldn't let they wouldn't let us
[24:20]
come back and put the generator back on
the table because trust me, I tried.
[24:25]
» Okay. Well,
>> so
[24:26]
» maybe we can try again.
>> Yeah,
[24:28]
» just for the generator.
>> This is um I put it up there
[24:33]
for the water. [snorts]
Wait a second.
[24:43]
» Mike, will they get mad at us if we
share a generator? Like we've got a
[24:47]
generator for the lift station, the big
one
[24:50]
» and all the portable
>> and because it be I remember it's 200
[24:57]
was that 230ome thousand they want the
generator in that waterproof land I
[25:02]
think in the last.
Oh yeah, my understanding it's not big
[25:06]
enough is big enough. The voltage is
different on so we'd have to put step
[25:10]
down trans
>> but it it will
[25:12]
» Yes, you could use a you can use a trans
use a trans.
[25:15]
» Yeah, we can use a a step down
>> as long as it meets your requirements to
[25:18]
run the plant
>> because that would be a whole lot
[25:21]
cheaper to use an existing you know and
then all we've got to do is have
[25:24]
electrician come in and put in a buck
and boost transformer.
[25:27]
» Yeah. I mean systems that I've operated
in the past
[25:29]
» we had both
>> affordable right and then we had
[25:34]
stationaries stationary is usually at
the plant then we
[25:38]
stations but yeah I mean as long as you
as long as it's working
[25:43]
and meets the requirements of the plant
>> you gota make sure it does because yeah
[25:48]
they check the voltage and does it
[25:52]
without power you're not going to have
wells anything Yeah.
[25:57]
» Right. So, what's what's the generator
going to run?
[26:00]
» It'll run well.
>> They don't have one for each pump.
[26:03]
» No, they run all feed off of one central
feed there.
[26:06]
» Yeah. They're all now powered off this
building. They no longer get it from
[26:09]
everywhere.
>> You won't have any waste water.
[26:13]
» Yeah. Typically,
>> um
[26:20]
but sometimes sometimes you have
something happen.
[26:22]
» Yeah. electrical there that you need to
you need to have a generator like part
[26:28]
of the system is down so you need a
generator for near that part of the
[26:31]
system. So you know I said we you know
we got big ones we got small ones
[26:37]
they work but stationary is the optimum
they want stationaries if you like you
[26:44]
had the plant assigned you know you had
it on there but then you took it off.
[26:49]
Yeah. So,
>> you know, like I said, make sure that
[26:54]
that that that portable is [snorts]
[27:00]
» and then we'll do we'll do the risk and
resilience assessment with with you guys
[27:05]
and then we'll do VRP and then we'll get
that to uh get the copies to you guys.
[27:10]
You have to keep a copy as always at the
at the water plant and at the wastewater
[27:16]
plant. Okay? and your your operator
plant knows all about those. I'm sure
[27:21]
Gary knows that if they they can dingy
on it. If they ask you for it and you
[27:25]
don't have it, they can ding
>> and if you want further funding, there's
[27:31]
issue comes up, you need further funding
from RD or from SRF,
[27:35]
» you got you have so that's, you know, so
there'll be a couple of more things.
[27:41]
I'll work with Michelle on the uh annual
report for RD
[27:45]
and we'll do that after the first of
year. They typically want it by October,
[27:49]
November, but you don't have your year
end data.
[27:53]
So I said, "No, we're going to do at the
end of the year when you have all your
[27:56]
datm
[28:08]
is March." So they like to have it
early.
[28:11]
» Yeah.
>> We got a little wiggle around. We'll do
[28:13]
it. We'll get it done in January. Be
done with it.
[28:16]
» I hope so.
>> Well, that's just that's just you and me
[28:22]
» doing it. So
I've done plenty of
[28:27]
[clears throat]
>> Well,
[28:31]
we can't we don't have control over.
So anyway, unless there's, like I said,
[28:38]
I did a basic 5%. That's what I did
that. And that was only because I didn't
[28:43]
want to hit you with a higher percent at
the end that you
[28:47]
But you know, it's up to you guys to
wait [clears throat]
[28:50]
um till the end of the year. I mean, it
wasn't going to go into effect until the
[28:54]
end of the year anyway. So January first
typically that's what you do this time
[28:59]
of year to implement a new rate
increase. So, like I said, it's up to
[29:04]
you. You have all the data you need.
Scott's got a copy. Michelle's got
[29:09]
copies. So, know what it looks like.
>> What were you going to say?
[29:15]
» Get with Michelle. She can laugh when we
can do that. What do you call R?
[29:20]
» Yeah.
>> Just
[29:21]
» Yeah. Yeah.
She She knows how to get a hold of.
[29:29]
[laughter]
>> All righty. Anything else you guys need
[29:34]
[clears throat]
[29:36]
today?
[29:41]
» I think that's pretty well got it on the
water end of things.
[29:45]
» Know when you make that date.
>> Yeah.
[29:48]
» Yeah. Well, I'll I'll talk to uh Pat
probably tomorrow or Thursday.
[29:53]
» Okay.
>> And I'll get with I'll let Michelle know
[29:56]
what he's got.
>> All right.
[29:57]
» For a date and see if that means if you
guys are okay with that.
[30:00]
» All right.
>> Right.
[30:02]
Thank you.
>> Thanks.
[30:03]
» Thank you.
>> Can I hear a thumb?
[30:07]
[clears throat]
>> Next thing in new business is sidewalks.
[30:12]
» I put that on there because
[clears throat]
[30:16]
people on your sidewalks [cough]
last week or the week before me and Bob
[30:20]
went around sidewalk. Couple of them are
pretty bad, but some of them there's
[30:26]
grats basically. They're flat, but
there's grass growing.
[30:30]
We don't have any money to fix those.
>> They don't look any different now. They
[30:34]
look
>> most bought that property with sidewalk
[30:39]
like that.
>> Yeah.
[30:41]
» So, [clears throat]
I mean,
[30:44]
» and how many people if you did have a
good sidewalk, how many people would you
[30:47]
see walking down if they're going to
walk down the middle of the damn street?
[30:51]
[clears throat]
>> You know, I think at one time he gave
[30:53]
him a take, they take it out,
you know.
[30:59]
hit me, John. Yeah.
>> One time you get they get box and you
[31:02]
don't like it, you take it out.
>> Yeah.
[31:05]
» Wasn't Jack Co was going to take his
out. That's what
[31:07]
» he did.
>> Yeah, he took his out.
[31:13]
» John Benton house. He took his out.
>> Yeah, Benton took his out.
[31:17]
» I knew there were several, but I mean,
you know,
[31:20]
» I should It's kind of rough m sidewalk,
[laughter]
[31:25]
but I do
[31:29]
I think God gives off option again. If
they want to take them out, take them
[31:32]
out.
>> Yeah. If they're bad, just take them
[31:34]
out.
>> What do you guys think?
[31:38]
» I mean, I would give them the option
because if they go in there and say, you
[31:41]
know, me or Fred or any of us in here
goes and decides we want to pour a new
[31:45]
sidewalk, guess what? Them jack legs at
the courthouse going to charge us
[31:50]
property taxes on it.
>> So, I take it out.
[31:54]
Yeah,
>> I mean
[31:57]
that's that's my thoughts on the matter.
So I would just leave it at that.
[32:04]
» You want to make a motion?
>> Yep. I'll make a motion. We'll leave the
[32:07]
sidewalk up to the homeowner
>> or the property
[32:10]
» distance from center street.
>> Well, but see that varies from street to
[32:16]
street, doesn't it, Bob?
>> There's God, I wish I knew where that
[32:20]
map was.
>> And you should have some liability
[32:22]
there.
Yeah, you're right.
[32:25]
» So, but
I forget I forget.
[32:28]
» Are you opening yourself up for
something? I mean, well, tell them.
[32:33]
[laughter]
>> I probably [clears throat] check before
[32:36]
you go vote on something.
>> Yeah, it probably might not be a bad
[32:39]
idea. We get our legal minion in here.
That's a sue happy world.
[32:45]
Yeah, correct. They want to see whether
in tech
[32:52]
» anybody threaten to sue us.
I mean
[32:56]
» you have a liability if you have that
>> so whether
[33:05]
it's just a easement fight. It's not
>> Yeahates
[33:09]
the ement too.
>> It's not it's not a sidewalk. It's an
[33:13]
easement.
>> Yeah.
[33:15]
» Yeah. You got
>> let's let's take the vote on that and
[33:20]
talk to Scott and [clears throat] get
Scott here the next meeting and you know
[33:25]
make a little more informed decision but
you know [snorts] they Steve does have
[33:33]
good points.
>> Yeah.
[33:42]
» Okay. Several residents have called and
concerned about farm animals in town,
[33:49]
» particularly pigs.
[laughter]
[33:55]
» At one time, you can probably back up
and find this. At one time, there was an
[33:58]
ordinance in this town. This goes way
back. I used to own the lots on the far
[34:03]
side of town over here where Mick Hagga
built his house, the lots next to it.
[34:08]
Jim Moore had horses in there at that
time. And they passed an ordinance that
[34:12]
no farm animals would be inside the city
limits of Dana.
[34:15]
» Same ordinance they had about the dogs.
>> If you were raising dogs, you had to
[34:20]
have a killing license.
>> So you need back up and find your
[34:23]
ordinances.
>> But then they revise them at the for 4
[34:28]
age. They're going to allow.
>> When did that come in effect? 18 now.
[34:33]
» Has it?
>> It's now quite a while.
[34:36]
» Yeah, it has. So, they could have pigs
right now. You're saying they're in 4.
[34:42]
» Yeah.
>> Don't do that because hurry.
[34:46]
» Well, you can know real easy because one
of them that's raised in hell lives over
[34:50]
on my street. Well, I got I got them
pigs for my kids. They're not old enough
[34:56]
to be in the 4.
>> Exactly.
[34:58]
» So, that's that,
>> you know. Oh, they got turkeys loose.
[35:02]
Those were for they said
>> about over here.
[35:05]
» Yeah,
>> they ain't got any bite. Don't think
[35:09]
kids are old enough to be in a program
for you for
[35:16]
up there and find out who is all.
>> Yeah,
[35:19]
» exactly. Can
>> is a
[35:24]
commercial pig.
>> You just said two words right there that
[35:27]
don't even go together. Big [laughter]
>> Yeah, I mean it's
[35:32]
» they just said, you know, the biggest
farm animal.
[35:36]
» That's right.
>> Yeah,
[35:37]
» I agree. I don't like
>> now little teacup
[35:40]
one. You got back this everyone. Yeah.
>> You know, don't pick and choose. You got
[35:44]
to do them all.
>> Yeah.
[35:48]
[clears throat]
>> It was It was brought up about Kyle
[35:50]
having goats over there. They weren't
outside. They were inside the building.
[35:54]
» They were never outside over at that
church.
[35:58]
We have no evidence now. So doesn't
matter anyway.
[36:08]
» So
[36:13]
» well, we might just want to have to pull
up our ordinance. Let's research it a
[36:17]
little bit. Get with communion, Scotty.
And
[36:22]
» we need to then have something.
Yeah, you got it right there.
[36:27]
» But also
>> like Steve is saying, you can find out
[36:32]
who's got
>> Yeah.
[36:35]
» I mean, they got to be
>> Yeah.
[36:40]
» Yeah.
[36:48]
could be raising it for food.
>> No, because this particular pig was
[36:54]
raised by
um a guy here in town, but he raised
[36:58]
them out of his dad's
>> and all them pigs, the pigs being 35
[37:03]
pounds basically since February, March.
There's something wrong with the pig.
[37:08]
It's never going to get any bigger. They
fed and fed and fed and fed it and it
[37:11]
just stays at 35 pounds. So it it's not
>> you're buying [cough] food.
[37:22]
[clears throat]
>> Here, Bob, let me see that. I'll just
[37:25]
read it out loud. Everybody's got
a lot of questions.
[37:34]
» Town has determined it is necessary to
revise its existing ordinance concerning
[37:39]
keeping of certain animals in order to
better protect the health and safety of
[37:43]
the citizens and animals residing within
town. Blah blah blah. Section blah blah
[37:48]
blah. Town of Dana is amended set forth
below. It shall be unlawful to have or
[37:55]
keep any hooked animals, including but
not limited to swine, horses, mules, or
[38:01]
cattle within town limits. Provided,
however, that goats, sheep, and fowl
[38:08]
except roosters are permitted. So as
long as they are kept at least 50 feet
[38:13]
away from any residence unless the owner
intended if applicable of the residence
[38:21]
within 50 ft give written consent.
Addition in addition the owner of
[38:27]
permitted animal shall not permit any
such animal to run at large in the town.
[38:34]
Uh this was adopted
June 11, 2024.
[38:39]
» Yeah. Because I remember the ordinance
before this, the reversion before it had
[38:44]
the 4H in it
>> and I think that got struck down a
[38:48]
couple years ago when we
>> there.
[38:52]
» So
>> pretty good answer.
[38:55]
» No.
>> Nope.
[39:07]
Okay.
>> So, that's pretty much self-explanatory
[39:10]
on that one right there.
>> What's the solution?
[39:15]
» Get rid of the animal. You ain't
supposed to have them.
[39:17]
» Yeah.
>> Common sense tells you you don't keep a
[39:19]
pig.
>> Well, I mean, they should call.
[39:23]
» Yeah. Right.
[39:34]
» Yeah.
>> Why would they talk to CB if it's
[39:38]
already written there?
[cough and laughter] It's already
[39:41]
explained out. There's nothing to
explain.
[39:43]
» Yeah.
>> Other than it's an ordinance. They can't
[39:45]
have them. What's their
>> Take that to them. Show it to them.
[39:48]
» Yeah.
>> Get on their nose and get rid of
[39:50]
laminate it and say, "Here's the tip.
Here's the
[39:55]
» make me a copy of that and I'll go
deliver it to Elmo this evening."
[39:58]
» I don't think it's CB's fault to, you
know, it's not going to say quit putting
[40:03]
it back. Push it. If if you give them
notice and tell them get rid of the damn
[40:07]
pig and they don't do it, then you can
have CV go.
[40:09]
» Yeah.
>> It shouldn't be his job to go over there
[40:12]
and tell him to do something that's
already in ordinance.
[40:14]
» Yeah, that's true.
>> I agree. So if you want to make me a
[40:18]
copy of that, I'll deliver that after
the meeting this evening and tell them
[40:21]
you got 15 days. The anchor goes byebye.
>> How many days?
[40:25]
» 15 days. I think that's a reasonable
amount of time. Is it not?
[40:28]
» Yeah.
>> CB is that reasonable amount. 15 days.
[40:32]
» That's everybody on the mornings. I
figured like for the abandoned vehicles
[40:37]
and the grass, a lot of people work
jobs, a lot of people, you know, start
[40:40]
stuff. I figured,
>> you know, two weeks was enough time to
[40:44]
to arrange to get the grass mowed or to
get things removed from properties and
[40:49]
things like that. So, and I told people
that, you know, if they needed an
[40:53]
extension to get like, you know, some of
the junk vehicles, if they needed to to
[40:58]
get an extension to call, you know,
[clears throat] up here to work
[41:01]
something out with the board members,
you know, because, you know, as long as
[41:05]
they're working on getting things like
I've seen that like there's been five or
[41:10]
six, you know, junk vehicles that's been
removed. I know like different scrap
[41:13]
yards takes a long time, you know, can
be busy or not want to get out here to
[41:17]
pick things up and people can't tow
things themselves. I told people, you
[41:21]
know, as long as you're working on it
and you make arrangements with the
[41:24]
board, they're going to be okay with
that.
[41:26]
» Make it an effort
attempt,
[41:29]
» right? So, I mean, yeah, as long as
people are trying to and I think 15 days
[41:34]
is plenty and if they need more, they
can ask for more as long as they're
[41:38]
working on it and they can show that
they're working on it.
[41:41]
So, I do have a question about
violations [laughter]
[41:46]
any of the ordinance. Is it only a one
time violation or is it a new violation
[41:53]
every day that they're out of ordinance?
>> Uh, how do we have that see?
[42:02]
» What do you want? What are you
>> like? Say if we write
[42:04]
» just
>> say we write to Joe Oddfell over here a
[42:09]
ticket for uh or tell him hey you need
to clean up your weeds and then 30 days
[42:14]
or 15 days then 30 days goes by and he
doesn't clean them up
[42:19]
» and and we write him a ticket.
>> So that citation then that gives him
[42:23]
another 30 days before he gets another
one typically. Correct.
[42:28]
» It doesn't have to be. No,
>> I have to go back and look at how the
[42:31]
ordinance is written on that section.
But I Let me look at it here.
[42:36]
» I think that's what she was asking. You
know, what's the is you know, it's not
[42:40]
every day you're going to get one, but
there'll be a
[42:42]
» there's a lot of towns that do that.
>> Yeah. And I think that like
[42:56]
» So sometimes if you want to be serious
about your ordinances, you might have to
[43:01]
start being a little bit more serious on
the violations on the and how much the
[43:06]
violation is and how often if it's going
to be day to day, if you're going to do
[43:10]
it week to week because a lot of people
have become emboldened and entitled
[43:14]
and they're just going to do whatever
the hell they want to do because that's
[43:18]
just what it's been.
>> Yeah. [clears throat] Well, a lot of
[43:21]
them I know in the past is like, just go
ahead and find me. You know, I'm just I
[43:25]
won't pay it. You can put it on my
property taxes. But when you uh get to a
[43:30]
certain point where you know, hey, we've
given you a warning and three tickets.
[43:34]
Now, you know, we're going to arrest you
for, you know, I don't want to be civil
[43:39]
disobedience or, you know, whatever. not
doing, you know, fulfilling your getting
[43:44]
your property cleaned up or whatever it
may be. That might get their attention.
[43:49]
» I have a question for you on 109. What
is actually
[43:54]
» need to be done?
>> 109 and like me
[43:58]
» Sycamore Street there next to the
corner.
[44:04]
» I I couldn't tell. I I haven't seen
>> where the trailer was.
[44:07]
» Yeah. Where the RV at.
>> Okay.
[44:09]
» Yeah. I I I can't exactly. Uh Fred's got
that glitch down there.
[44:16]
» You know about your trailer where you're
living at the modular.
[44:20]
» Well, first of all, you can't live in
the modular. You're in the in the mobile
[44:23]
home, the RV. You can't live in it. It's
against ordinance in town. It ain't an
[44:26]
ordinance. It's a state.
You can't live full
[44:42]
» the the leaves and the,
[44:46]
you know, the trash that's laying in the
yard. All the cans laying in the yard
[44:50]
and stuff like that.
[44:58]
» Yard.
[45:11]
Okay. Specifically have
[45:16]
» it's been determined that the property
is violation because of nauseous weeds
[45:22]
overgrowth.
me.
[45:26]
» This contains adverse public health,
safety, and public need.
[45:34]
» She's a pro.
[45:47]
[clears throat]
[45:50]
» That's
all.
[45:53]
» Okay. that in order to stay off
[46:03]
the trash.
>> Okay.
[46:06]
» The one right behind your RV.
>> Oh, okay.
[46:14]
[clears throat]
>> Oh, okay.
[46:20]
» They don't pull it out. Huh? What?
Kevin,
[46:24]
he's having enough trouble just trying
to say hi.
[46:30]
Uhhuh. And uh all he said
[46:41]
got my favorite sugars and
preservatives.
[46:45]
» I got cop that up. You want to read it?
[46:52]
I'll read it.
[47:03]
Moving on.
[47:08]
» [snorts]
>> The clerk's treasure had received a
[47:10]
letter from tap law firm stating er
former sewer operators are claiming the
[47:19]
town of Dana and breach of contract. The
town attorney has been contacted
[47:25]
have been contact with tap law firm
concerning this mattered
[47:32]
by
[47:35]
» our previous operators.
Yes,
[47:40]
which if I remember correctly
and again legal meaning can
[47:47]
fill us in better, but
>> what they going to do?
[47:52]
» Yeah,
I don't think we were under contract
[47:56]
anyway. We we signed another one.
But
[48:02]
there was
backing
[48:07]
contract was
>> now usually the contract three years
[48:12]
period.
>> Yeah.
[48:14]
» And
>> but they also were in violation of
[48:19]
several things and they made
>> we're supposed to get a Sue report every
[48:24]
month. We didn't get that. So that that
breached their contract.
[48:28]
» Yeah. they agreed to. So, it's going to
be one of those toss back and forth. And
[48:36]
» also, I'm gonna go back to let everybody
know that our police officer is in
[48:42]
charge of enforcing ordinances. It is
literally in his job description that he
[48:47]
signed a paper that says he will enforce
ordinances. I am not a police officer.
[48:52]
and town residents call me up and expect
me to enforce that I'm not knocking on
[48:57]
people's doors and the not
so police officer is that is his job
[49:08]
in the town
>> he is in the town
[49:11]
» when he's on call but he don't live in
town
[49:15]
» he doesn't have to
[49:19]
» so many miles he can
>> still Yeah,
[49:23]
» I think the county even changed that
through the
[49:26]
» state. [clears throat]
[49:39]
The reason I bring this up is because
himself was here in one of these
[49:43]
meetings a while back, several meetings
ago, so you could attest to this is he
[49:49]
would let people know that
when they call in here, it's not an
[49:53]
official police report by calling. They
have to call me to make it a report. So,
[50:01]
when they called me complaining about
these various [snorts] different things,
[50:04]
I mean, yeah, I'm going to be I I'm
here. They're going to complain to me. I
[50:08]
did that and I will pass it along to TV,
but I am not a police officer. I'm just
[50:14]
letting people know that. So, I that's
why I informed TV. But if they call you
[50:19]
and you say you're going to pass it on
to CB, you're putting yourself in the
[50:22]
middle. Won't you just tell them to
contact?
[50:24]
» I do tell them to contact it, but I also
let CB know that call,
[50:30]
» but it's not official by me doing that.
It's only official if they call them
[50:34]
themselves. [clears throat]
[50:38]
» I miss I missed completely what we were
talking about.
[50:43]
» Thanks.
>> That was in your memo.
[50:53]
Next thing on new business is
on October 14th, 2026
[51:00]
items water quality conducted an
inspection of Dana Waterworks
[51:06]
type inspection san.
The copy of inspection has given to the
[51:13]
board. What was that
[51:23]
» big?
[51:30]
» I see all stuff need to be fixed. You
got deadline to get fixed.
[51:33]
» Y
[51:36]
» I didn't see a deadline.
[51:43]
Some of the things
[52:10]
we're getting Close.
[clears throat]
[52:13]
[snorts]
>> What did you fix already?
[52:16]
» We fixed the tea in there that has the
chemical goes into it. Was really rusty.
[52:19]
We cleaned it up and painted it. We
fixed the wells that had some settling
[52:24]
from when the project happened. We got
the uh old
[52:31]
filter stuff out of the well out of the
pump house because Gary says he didn't
[52:36]
know how old it was. It probably was no
good. So media media media. That's it.
[52:40]
It's gone. That's all cleaned up. I've
got it all finished out today. We've got
[52:44]
all we can do done except what there
[clears throat]
[52:52]
for
[clears throat]
[52:58]
» that just has to be brought up. [cough]
[53:04]
Next thing on the new business is Spur
Law Office to speak about sex offenders
[53:11]
law.
>> Okay. Um I'm John Spur. I'm county
[53:14]
attorney and I'm also the chief of
reserves for the sheriff's office. Um
[53:20]
each county sheriff's department has to
maintain a registry of any people that
[53:24]
are on the sex offender registry that
live in that county. And it's a
[53:28]
searchable map. You can go to it online
and zoom down on your neighborhood and
[53:31]
see who in your neighborhood is on the
sex offender registry if anybody. Uh Jim
[53:36]
Miller is the jail commander and he's in
charge of maintaining that registry for
[53:40]
the sheriff's office. He said one of the
problems he's been having is when he'll
[53:44]
get a complaint that somebody's on the
registry and they were spotted say in a
[53:49]
park or at a a little league game or
something. Trying to go in and determine
[53:54]
if that person is prohibited from being
there is difficult because they don't
[53:58]
all come here from this county.
Sometimes they've been placed on the
[54:02]
registry in another county or even
another state and it's the orders aren't
[54:08]
all uniform. And you kind of looked into
what other places are doing. You said
[54:12]
other counties and other cities are just
creating an ordinance that says sex
[54:17]
offenders can't be in recreational
areas. So I looked at a bunch of
[54:21]
different places. I think I we finally
[laughter] we finally decided Pioli's
[54:26]
looked like the best fit for here. So,
we took that one and we modified it to
[54:30]
to suit Vermillion County, City of
Clinton, and then all the towns in the
[54:35]
county. We've been going around to each
board offering a draft ordinance if if
[54:39]
if they want to take it. Um it's it's a
starting point and you guys can use it
[54:44]
or modify it or ignore it. But we're
he's just kind of asking. He couldn't be
[54:48]
here tonight his work,
>> but uh just asking as many places as
[54:52]
possible to enact it. Then it gets easy
if somebody we just make a chart of all
[54:57]
the towns and and the city and the
county. The county's already enacted it
[55:01]
and I think Universal Perry'sville,
KUA, and Newport have already jumped on
[55:06]
it. City of Clinton has it. I don't know
if they've signed it yet. And
[55:10]
ironically, I live closest to Fairview
Town Hall, but haven't been able to make
[55:13]
it one of their meetings yet. Um, but
anyway, uh, uh, then he can just make a
[55:18]
chart and if somebody says, "Hey, this
guy was in the park in this city." Okay,
[55:22]
well, they've enacted the ordinance. I'm
just going to go write this person. It's
[55:25]
a $2,500 fine to hopefully get and and
it helps too because some places will
[55:29]
say like they can't be in a park, but
it's a walking trail a park, is a boat
[55:34]
ramp, a park, is kayak access park. And
so it just helps make uniform. If you're
[55:38]
on the sex offender registry, you can't
go to those places. It does not and
[55:43]
cannot constitutionally bar them like
you couldn't bar somebody from coming to
[55:46]
the town hall or going to the water
department to pay their water bill or
[55:50]
something. You can't but you can borrow
them from recreational areas. So it is
[55:54]
what it is. And
you want to give this quick looking over
[56:06]
[laughter]
[56:16]
» I pretty get him a copy in his hand.
>> Sit and digest it. So
[56:22]
all right that works for me
[56:29]
Next meeting.
[56:36]
» Okay.
>> 24.
[56:57]
» [clears throat]
[laughter]
[57:06]
» question.
[57:09]
» Oh yes.
[57:37]
» [clears throat]
[57:58]
[snorts]
>> You getting closer, Michelle?
[58:05]
» Yeah.
[58:09]
» Any questions on reports?
>> No.
[58:16]
question.
>> No,
[58:25]
» get it.
[58:32]
» I didn't get the report and I don't know
where
[58:48]
come here
or
[58:52]
you talk about being here.
[59:04]
» Do you have a monthly statement on gall
through the sewer treatment?
[59:20]
That's one of the things I want to look
at.
[59:23]
I would like a copy of that. Directory
copy
[59:30]
the right word they use thinking on the
same track.
[59:35]
And I have not got a quote back from
that guy yet that uh he's down in
[59:40]
Louisville, Kentucky. He was the guy
that for fixing that underground leak.
[59:43]
» Did you talk to D about that by chance?
>> Uh no,
[59:46]
» they they just did a deal where they put
a sewer system in and had a very severe
[59:52]
leak and they pumped that's they he can
tell you the company that came in
[59:56]
locally.
>> Yeah.
[59:58]
It's like a
[1:00:03]
and it just flows around wherever it
goes and shield it up like 15 minutes.
[1:00:07]
» Yeah. And I know this guy out of
Louisville, that's who B&T recommended.
[1:00:12]
I had to send him the diameter, how far
down it was, and then he going to send
[1:00:16]
me a quote. He sent a rough
guesstimation what it be. So, but I have
[1:00:22]
not heard heard anything back.
[1:00:34]
47% water.
>> Yeah.
[1:00:37]
» Yeah.
>> 47% water.
[1:00:40]
» Okay.
[1:00:51]
» But that was probably prior to the main
over there. Couple other.
[1:00:56]
» Yeah.
>> Would you believe?
[1:00:57]
» Oh, yeah.
>> You got a pretty good leak over there.
[1:01:01]
» Yeah, you got a pretty good leak over
there.
[1:01:08]
» That was a good
[1:01:11]
[clears throat]
[1:01:17]
» Any questions on the report?
>> Nope.
[1:01:21]
» Okay.
>> Anything?
[1:01:28]
and public safety CB.
[1:01:34]
So you want me to move to the next
section. So
[1:01:39]
you guys will as a board will have to
look at the section I already done and
[1:01:43]
then let me know what you think on those
ones and then you guys can ride with me
[1:01:48]
one day or you can ride on by yourself.
just as soon as all of you guys submit
[1:01:54]
what ones you think needs to be done,
I'll type up the warnings and then uh
[1:01:59]
I'll give you guys a copy of it to look
to see, you know, make sure everything
[1:02:03]
is good on that. So, that's that. Um
for August, I had 85 hours that I
[1:02:11]
worked. There's two hours of overtime um
that was done because of a search
[1:02:16]
warrant late at night after I already
had all my hours in for that pay period.
[1:02:21]
Um I worked 16 shifts which averaged out
of 5.3 hours per ship. Um I had three
[1:02:28]
hours of continuing education for the
month of August. I patrolled 500 miles,
[1:02:33]
used 42 gallons of gas, had 53 uh police
services in town, which consisted of two
[1:02:42]
accidents, two assisting agencies, a
ticket, two warnings, 53 ordinance vi or
[1:02:48]
13 ordinance violations, and 15 other
violations or calls for service, which
[1:02:53]
included a couple fights and a couple
other things. So, other than that,
[1:02:58]
that's all I had. Any questions on
anything that's mine for the month?
[1:03:04]
» How are you doing on supplies? Anything
you got upcoming you see you're going to
[1:03:07]
need?
>> Yeah, we have some things that I'm going
[1:03:10]
to have to begin probably the first
[clears throat] of the year or so, but
[1:03:14]
we can talk about that.
>> Nothing you got to have right now.
[1:03:18]
» Nothing that has to be done this month
or next, but yeah, something probably
[1:03:23]
should start talking about to figure out
how we're going to cost for it stuff.
[1:03:26]
So, [clears throat]
>> yeah.
[1:03:31]
start putting together wish list what
you think you're going to be for next
[1:03:34]
year when you start
dealing with that
[1:03:39]
closer. [clears throat]
>> Do we have any water just
[1:03:47]
» next
[1:03:51]
up? This is um for it's an ordinance
or consisting of for the wedding that
[1:04:02]
you guys want to have
[1:04:15]
» you just got the board just assignment
on the last page. [laughter]
[1:04:20]
Um
read it and everything else
[1:04:26]
» you want me to read that
[1:04:36]
» we're not invest
[1:04:48]
» Oh Yeah, we can't farm it. It's a swamp.
>> Yeah. Come look at my yard. You need a
[1:04:55]
motion.
Second on this
[1:04:59]
motion to accept it.
>> Yeah, I'll make a motion to accept it.
[1:05:04]
» Any second?
>> I'll second.
[1:05:13]
[clears throat]
[1:05:24]
And next thing is public comment.
Don Carter.
[1:05:33]
» He's not here.
>> Nope.
[1:05:41]
I have questions.
[1:05:52]
» Okay. Where you at on
[1:05:56]
me again? I heard about
you tabled or last month,
[1:06:03]
» right?
>> About whether I could hook RVs up to
[1:06:06]
your sewage. Mhm.
>> Where are we at on that?
[1:06:09]
» Well, we've got to get a determination
from
[1:06:14]
IDM as to where we've got to get first
UMAC were supposed to be here this
[1:06:19]
evening to talk with us about where
we're at and then go over SE report so
[1:06:24]
we can sit here and go, okay, we're
permitted for say 60,000 gallon. We
[1:06:29]
brought in 56,
>> but we don't have the SE report. We
[1:06:33]
don't have UMAC here tonight. And that's
kind of why I wanted them to be here so
[1:06:37]
we can talk about what our goal is to
get this down. So
[1:06:41]
» do you have
maybe I missed it. Do you have this
[1:06:45]
month's
>> No, you don't have
[1:06:48]
» No, that's what we wondering about we
haven't got for this month. So
[1:06:53]
» that's why we all kind of at a loss, but
but no, I understand. Yeah, it's one of
[1:06:59]
them we've got to get see where we're at
on that number.
[1:07:02]
» I don't know. What do we have?
[1:07:09]
Let's see. We have one from
I get something with apples and there
[1:07:26]
I think we met with
[1:07:32]
HWC and
[1:07:37]
you
>> Yep. the other day
[1:07:41]
» and they said you're getting caught by
90%.
[1:07:45]
» Yeah.
[1:07:51]
» So, if you're close to 90%, you got some
vacant homes getting ready to move
[1:07:55]
people supply. Well, the big thing
they'll probably HWC said they'll
[1:08:03]
probably
let us run right up to the number, but
[1:08:06]
we've really got to get this baby fixed
out here.
[1:08:10]
» And that's what I've got in motion. I
waiting on to hear [clears throat] back
[1:08:14]
quote and I will catch Don this evening
and see
[1:08:19]
who that company is. If we can get them
in here, we need to get that done.
[1:08:26]
But as far as
[1:08:31]
» So you got a new home getting ready to
go in across the road tracks down here.
[1:08:35]
So they're going to be hooked up this
week.
[1:08:37]
» Yep.
Okay, that's all the numbers.
[1:08:47]
Okay.
[1:08:53]
Yeah. See, we're permitted for
65,
[1:09:00]
I believe. So, here we got another
>> 65,000 gallons a day
[1:09:06]
» is what our [clears throat] permit is
for. So, we got a day here for 57.
[1:09:12]
This is uh
the month of July.
[1:09:16]
» Water leaking, correct?
>> Yeah, that's what the with the the
[1:09:19]
infiltration we have now. And that
infiltration is estimated at 10 to
[1:09:24]
15,000 gallons a day. So we're looking
at 57. So if we would say that leaks
[1:09:31]
10,000, that would take us down to 47.
But just, you know, July 1st 57,000
[1:09:39]
gallon. The second is 51,000.
The third 58.
[1:09:44]
Then for some reason July 4th we're at
84,000.
[1:09:47]
Then we're at 84. 84.
Yep. And then then it starts getting
[1:09:53]
back down into the 50s. Then here's a
day at 34,000.
[1:09:58]
» Right. But I was just saying what's your
average? Do you know what your average?
[1:10:02]
» Well, our average is 565,500
[1:10:08]
gallons.
>> So you're bumped all the time. You're
[1:10:10]
bumped at roughly almost 90%. Yep.
>> So it tells me your sewer system isn't
[1:10:14]
eligible to take care of what was put in
for. We can apply for them, but we've
[1:10:20]
got to show that we're fixing the
infograph.
[1:10:21]
» I built two houses after that pasture.
Could you deny me talking to the sir?
[1:10:26]
» My home is on it. The other homes are on
it.
[1:10:28]
» Probably not. We were forced on. That's
where I'm going with this.
[1:10:32]
» Probably not.
>> But there is room.
[1:10:37]
My understanding there is room. HWC said
there was probably going to be room that
[1:10:44]
if we're actually working on fixing that
problem that they would probably go
[1:10:49]
ahead and grant it, but we've got to
have something. That's why we're trying
[1:10:53]
to get these. Let me ask while you're
here because I just spoke to another
[1:10:56]
person here in town and you live on that
last street where
[1:10:59]
» Yeah.
>> over there. Do you have trouble? It
[1:11:01]
rains a lot flushing your toilet.
>> No, never do.
[1:11:04]
» All right. Three three people over on
that side. All actually all of them on
[1:11:09]
this side of it have to go out over
their sewer vents after a heavy rain
[1:11:14]
flusher toilet. Dog town completely
Stewart. I said, "Well, why haven't you
[1:11:20]
took it up to the town board? I ain't
going to do nothing. You got those big
[1:11:23]
holding boxes about out there.
>> There's two of them behind the Steuart
[1:11:27]
homes. They're plum full." So then when
I mentioned this to Don about this water
[1:11:33]
leak, he goes, "Yeah, they think," he
goes, "I
[1:11:36]
somehow when he was on the board, he
said he thinks the pipe is bowed under
[1:11:40]
the river tracks." Good possibility.
>> But to get his sinks and stuff to drain
[1:11:48]
after heavy rain, he has to run open the
lid.
[1:11:53]
What would be a clean out
>> to get his toilet flush? That's [snorts]
[1:11:57]
what I can't even think of his name. You
know what I'm talking about over here on
[1:12:00]
the corner.
>> Yeah. Jack.
[1:12:03]
» No. No. No.
[1:12:08]
» Who?
[1:12:11]
» Godamn. Excuse.
>> Oh, over here on
[1:12:15]
» Yeah. All the way down that street. Go
ask him
[1:12:19]
for all
>> Willis. Mark Willis.
[1:12:24]
» Yeah. Mark. And then the house next to
it.
[1:12:26]
» Yeah. Dwight.
>> Right. Dwight. See, there's one in
[1:12:30]
between.
>> Yeah. Now, see them houses there are on
[1:12:34]
this lift station here.
>> Yeah.
[1:12:36]
» The ones if you get on my side.
>> You get on Kyle's house and or north of
[1:12:43]
Kyle's house, all of ours goes back over
here.
[1:12:47]
» Yep.
>> Light was on trip. What's that light?
[1:12:50]
» High high occurrence.
[1:12:54]
» Sometimes it'll mean a fault. Other
times it's just it's run a bunch.
[1:12:57]
» It tripped
>> and it'll trip.
[1:12:59]
» It's tripped.
>> Was it tripped?
[1:13:01]
» Yeah.
>> Okay. Cuz it has come on before on the
[1:13:04]
big one and still be running but it just
run so long and then we'll we'll kick
[1:13:09]
that
>> reset.
[1:13:12]
» No.
[1:13:18]
» Yeah.
So that gives you kind of an idea where
[1:13:21]
we're at Steve on that. But we, like I
say, we're trying to and when I get done
[1:13:26]
with the meeting, I I will probably, if
I don't tonight, it'll be tomorrow, I'll
[1:13:30]
get a hold of Donald. We'll find out who
done that. But that kind of give us an
[1:13:34]
idea, you know, where we
where we can go with that.
[1:13:44]
All that stuff mixed up pretty good now.
Okay.
[1:13:50]
Anybody else got anything?
Thank you.
[1:14:10]
» Motion.
>> I'll make a motion to adjurnn if there's
[1:14:14]
no other public comment.
>> Second.
[1:14:17]
» Second.
>> All in favor? Hi. Hi.
[1:14:21]
» Hi.
>> Bye. Bye.
[1:14:24]
» Glad you got it, Cindy.
>> You, too.
