[59:22] nominees that will do the same.

[59:38] still got to get downtown with

[59:40] your suitcase somehow. Pay to

[59:41] park down there, and then get

[59:43] into the tunnel and pay to use

[59:46] that. All that does is take

[59:47] congestion at the airport and

[59:51] shift it into downtown. That is

[59:51] not a serious transportation

[59:52] idea, and it that doesn't even

[59:55] get into the environmental

[59:56] issues, the lack of

[59:57] accessibility standards, the

[59:59] loss of local jobs, the cost to

[1:00:00] our first responders, or our

[1:00:03] electrical grid. This tunnel is

[1:00:04] not for nashvillians, it's for

[1:00:05] tourists. They actually admit

[1:00:07] this, and that's why they want

[1:00:08] a station at the convention

[1:00:10] center. But that convention

[1:00:11] center is owned by the people

[1:00:14] of nashville. Now, I want to be

[1:00:15] a welcoming city, but it's high

[1:00:17] time we stop focusing our

[1:00:20] public policy on tourism. The

[1:00:21] whole point of the convention

[1:00:22] center was to help generate

[1:00:24] revenue to spend back on the

[1:00:26] people of nashville, not to

[1:00:27] prioritize tourists over

[1:00:29] nashvillians. Three of our

[1:00:31] nominees tonight have told us,

[1:00:32] though, that they take a

[1:00:33] positive view or are open to

[1:00:35] this idea. I trust that they

[1:00:37] have come to that view in good

[1:00:38] faith. But as we've seen, the

[1:00:40] tunnel is bad policy and more

[1:00:41] basically, it's an attack on

[1:00:42] our self-government. I can't

[1:00:43] support these nominees for

[1:00:44] those reasons. It's not

[1:00:45] personal. These are

[1:00:46] distinguished nominees who have

[1:00:48] offered their time to public

[1:00:49] service. But that's not the

[1:00:51] question before us tonight. The

[1:00:53] question is who governs our

[1:00:55] city and for whose benefit? The

[1:00:57] answer should be. The people of

[1:00:58] nashville. Remember when they

[1:00:59] told us that the tunnel project

[1:01:01] would be done without any cost

[1:01:02] to the taxpayer? That promise

[1:01:03] didn't even last for one

[1:01:05] weekend. Already the state

[1:01:07] government is spending your

[1:01:08] taxes and mine to help this

[1:01:10] special billionaire company

[1:01:11] evade the normal rules in order

[1:01:12] to get this tunnel built. That

[1:01:14] is the height of money in

[1:01:15] politics, and we don't have to

[1:01:17] go along with it. They've given

[1:01:18] up pretending that the tunnel

[1:01:20] is popular or that it will

[1:01:21] benefit the people, but they

[1:01:23] are pretending that it is

[1:01:25] inevitable. But it's not. In

[1:01:27] fact, we have here tonight a

[1:01:28] tangible chance to stand

[1:01:30] against it. Remember, when data

[1:01:31] centers in our neighborhoods

[1:01:34] were inevitable? There was a

[1:01:35] time early in this presidential

[1:01:36] administration when lots of

[1:01:38] people were collaborating to

[1:01:40] dismantle self-government.

[1:02:37] city convention board. They are

[1:02:40] charged with making decisions

[1:02:42] for the for the city. Based on

[1:02:45] that music city center and to

[1:02:47] hold someone accountable for

[1:02:50] decision that they have no

[1:02:52] authority over. This body has

[1:02:55] no authority over and to to to

[1:02:59] suggest that we use our power

[1:03:03] as council members to punish or

[1:03:09] to retaliate against volunteers.

[1:03:13] positions. These are volunteer

[1:03:15] positions of citizens of this

[1:03:19] city to serve this city. These

[1:03:21] candidates who were pulled off

[1:03:23] of consent are for

[1:03:25] reappointment. They have served

[1:03:27] on this board and a very

[1:03:28] effective manner. They have

[1:03:29] done due diligence. They have

[1:03:32] done research on their on their

[1:03:35] on their positions and votes,

[1:03:38] not to mention their

[1:03:39] qualifications and capabilities

[1:03:40] for those positions. That is

[1:03:45] what our job is, is to identify

[1:03:48] citizens of this city that are

[1:03:49] qualified and capable.

[1:03:50] Of

[1:03:50] looking.

[1:03:53] At facts and due

[1:03:55] diligence to make decisions for

[1:03:58] the music city center. So for

[1:03:59] those reasons, I am

[1:04:01] emphatically supportive of

[1:04:03] these candidates like I am the

[1:04:04] other candidates that werenot

[1:04:06] pulled off consent. Because as

[1:04:09] our job, as I said, is to

[1:04:12] appoint qualified citizens who

[1:04:16] are are interested. And thank

[1:04:18] you for being willing to serve

[1:04:20] on this board and to represent

[1:04:22] this city and to make decisions

[1:04:23] based on facts and due

[1:04:24] diligence under the authority

[1:04:26] of the convention center, not

[1:04:30] under any other suggestion of

[1:09:52] know the work that ou've done.

[1:09:53] I've known them for a long time.

[1:09:56] that you've put forward for

[1:09:58] this town, for this city, for

[1:10:00] the community, how to ways a

[1:10:02] vote that is hypothetical. And

[1:10:03] I said it's hypothetical

[1:10:06] talked to alfred, my

[1:10:08] understanding is that they said

[1:10:10] they're open to looking at more

[1:10:11] information. They want to hear

[1:10:12] more. I don't think there's any

[1:10:17] should be no for boring, and

[1:10:18] i'll continue to say that, but

[1:10:20] we do disagree on that one. But

[1:10:26] have done work over the years

[1:10:55] lose people that are like

[1:10:57] minded 99% of the time. And so

[1:18:07] because of the color of their

[1:18:08] skin. Two years ago, tourists

[1:18:11] could visit the city without if they'd end up

[1:18:12] kidnaped, injured, detained by

[1:18:14] the same masked cowards and two

[1:18:16] years ago, being anti-fascist,

[1:18:17] pro religious freedom and pro

[1:18:19] trans rights didn't make me a

[1:18:20] terrorist either. But according

[1:18:21] to national security

[1:18:23] presidential memorandum seven,

[1:18:24] apparently here I stand before

[1:18:28] you today as a terrorist. See,

[1:18:29] fascism doesn't stop at taking

[1:18:30] rights from just some. It will

[1:20:31] young people here in nashville.

[1:20:34] deeply concerned about what we%

[1:20:35] are teaching our children by

[1:20:37] potentially allowing a 287 g

[1:20:39] ice coordination center to

[1:20:41] operate in our community. As

[1:20:42] educators, we spend an enormous

[1:20:44] amount of time teaching

[1:20:46] children that they belong. We

[1:20:47] teach them that their classroom

[1:20:48] is a community, that

[1:20:49] differences make us stronger,

[1:20:51] that we solve problems together,

[1:20:53] and that out for the

[1:20:55] person sitting beside us. And

[1:20:56] then imagine being a child

[1:20:58] whose family is undocumented or

[1:20:59] whose parents are immigrants.

[1:21:01] Imagine sitting in a classroom

[1:21:02] wondering whether your parents

[1:21:04] will be here when you get home

[1:21:05] from school. Imagine hearing

[1:21:07] that your local police, your

[1:21:08] neighbors, and your government

[1:21:10] are becoming increasingly

[1:21:11] connected to an immigration

[1:21:13] enforcement system. Imagine

[1:21:14] trying to on

[1:21:16] biology, math, or reading when

[1:21:17] you are worried that you could

[1:21:19] be separated from your family.

[1:21:21] That child does not experience

[1:21:23] this as an abstract federal

[1:21:25] policy. They experience it as

[1:21:26] fear. And fear is not an

[1:21:28] environment where children can

[1:21:29] thrive. We are already asking

[1:21:31] our young people to navigate an

[1:21:33] incredibly complicated world.

[1:21:34] They need adults who model

[1:21:37] courage, compassion, critical

[1:21:38] thinking, and community. They

[1:21:41] do not need us to normalize

[1:21:42] surveillance, suspicion, and

[1:21:43] the idea that some families are

[1:21:45] less deserving of safety and

[1:21:48] belonging than others. The

[1:21:49] proposed center and donaldson

[1:21:51] would support the expansion of

[1:21:53] 287 g, a program that allows

[1:21:54] participating state and local

[1:21:56] law enforcement agencies to

[1:21:57] perform certain federal

[1:21:59] immigration enforcement

[1:22:00] functions. Council members.

[1:22:02] Nashville has a choice. We can

[1:22:03] become a place where children

[1:22:05] learn that fear is a tool of

[1:22:06] government, or we can become a

[1:22:07] place where children learn that

[1:22:09] their community protects them,

[1:22:10] their families matter, and

[1:22:11] every child deserves to walk

[1:22:13] into a nashville school knowing

[1:22:15] that they belong. I am asking

[1:22:17] you to oppose this facility not

[1:22:19] simply for immigrants, not

[1:22:20] simply for their families, but

[1:22:22] for every child in nashville

[1:22:23] who is watching what the aduls

[1:22:25] around them choose to do.

[1:23:09] support the current practice of

[1:23:11] ice or the inhumane standards

[1:23:13] that have shaped their agency.

[1:23:17] shamelessly murdering innocent

[1:23:19] people and terrorizing

[1:23:20] communities, and nashville will

[1:23:22] not ignore or welcome that

[1:23:24] reality. I want to speak

[1:23:25] directly to immigration and

[1:23:27] customs enforcement. You want a

[1:23:28] call center in donelson? Then

[1:23:30] your infrastructure must change

[1:23:32] from the ground up on a

[1:23:33] national scale. If you intend

[1:23:35] to monitor and disrupt the

[1:23:36] lives of people seeking a

[1:23:38] better future, then this

[1:23:40] community deserves equal

[1:23:41] transparency. Maybe it's time

[1:23:43] to put up a 24 over seven live

[1:23:46] stream on future operations.

[1:23:53] our government monitors us via

[1:23:54] flock camera on our way to work

[1:24:46] on steroids. Dehumanizing

[1:24:48] cruelty with efficient

[1:24:51] execution. But nashville is

[1:24:52] also the home of the nashville

[1:24:55] student movement, a nonviolent

[1:24:57] movement that desegregated

[1:24:58] downtown lunch counters back in

[1:25:00] the day, a model for standing

[1:25:03] up for justice with love, for

[1:25:05] which nashville is still

[1:25:08] celebrated. Doctor king said we

[1:25:09] humans are a mixture of good

[1:25:13] and evil, but we can choose.

[1:25:15] Reverend lawson said that we

[1:25:17] can align ourselves with what

[1:25:19] he called the force or

[1:25:22] soul force. We see that each of

[1:25:24] us has a spark of divinity. We

[1:25:28] are beloved when we choose the

[1:25:30] forces of spiritual wickedness.

[1:25:33] Reverend lawson's term for

[1:25:36] violence, racism, sexism, and

[1:25:39] the greed that is plantation

[1:25:42] capitalism. We choose the paths

[1:25:45] that only destroy, that do not

[1:25:48] build one major form of

[1:26:48] but in tennessee, but also

[1:26:51] across the country. I know our

[1:26:53] majority does not support that.

[1:26:56] I have watched wilson county

[1:26:59] successfully repel an ice

[1:27:00] detention center. I have

[1:27:03] watched robertson county

[1:27:05] successfully repelled this call

[1:27:08] center. I am confident davidson

[1:27:10] county can now do the same. We

[1:27:12] don't want. We do not want to

[1:27:14] enable or support ice on a

[1:27:17] national level. We have seen

[1:27:20] sister letty begoa detained in

[1:27:21] mcallen, texas, while walking

[1:27:24] to mass. Davidson county does

[1:27:26] not want to enable that. We

[1:27:30] have seen liam ramos in

[1:27:31] minnesota and liam titles in

[1:27:34] texas, both five years old,

[1:27:36] detained by ice. Davidson

[1:27:39] county does not want to enable

[1:27:41] that. We have seen the. The

[1:27:44] murder of peaceful protesters,

[1:27:46] american citizens renee good

[1:27:49] and alex brady in minnesota.

[1:27:51] Davidson county does not want

[1:27:54] to enable that. This call

[1:27:56] center is not a benefit to

[1:27:58] davidson county in any way, nor

[1:28:01] a benefit to tennessee. I

[1:28:02] venture to say not a benefit to

[1:28:46] undocumented. I know firsthand

[1:28:48] what it means when the power of

[1:28:49] the government is hanging over

[1:28:50] your family. I know firsthand

[1:28:52] what it means when immigration

[1:28:53] enforcement is something your

[1:28:55] family has to talk about at the

[1:28:57] dinner table. Now, ice and dhs

[1:28:59] are trying to take our land and

[1:29:00] build a national call center

[1:29:02] facility to expedite their

[1:29:04] cruel and costly mass

[1:29:06] deportation agenda across the

[1:29:08] nation. So thank you to the

[1:29:11] have stood and will stand

[1:29:13] boldly against this effort. And

[1:29:14] importantly, thank you to our

[1:29:15] neighbors from adams, where

[1:29:17] they tried this first, to our

[1:29:18] neighbors in donaldson and

[1:29:20] across the state, who have

[1:29:21] organized and refused to let

[1:29:23] this happen without a fight.

[1:29:27] infrastructure to surveil our

[1:29:29] neighbors, to share information

[1:29:31] about our neighbors, and

[1:29:32] ultimately, to remove our

[1:29:34] neighbors from their families

[1:29:36] and their communities.

[1:29:37] Someone's father or mother

[1:29:39] doesn't come home. A child

[1:29:42] loses a parent. Your favorite

[1:29:44] small business closes down.

[1:29:46] That is what all of this

[1:29:47] infrastructure eventually

[1:29:50] touches. And now trump and his

[1:29:51] weak republican lapdogs want

[1:29:54] all of us to make it easier.

[1:29:55] Their greed, their corruption,

[1:29:57] and their unchecked power knows

[1:29:59] no bounds. And this is a moment

[1:30:02] hesitation that we will not

[1:30:04] provide the infrastructure for

[1:31:01] liberty and justice for all.

[1:31:04] These words have guided

[1:31:06] generations since 1892. I

[1:31:07] recited those long before I

[1:31:10] understood what they meant. I

[1:31:11] still recite them alongside my

[1:31:13] brothers and sisters in hope of

[1:31:15] that future. But does nashville

[1:31:17] share this future? This

[1:31:18] national ice cruelty center is

[1:31:20] not just a threat to

[1:31:21] undocumented people, it is the

[1:31:23] threat to the values of our

[1:31:25] city. Since trump took office,

[1:31:27] 68 people have been reported

[1:31:29] dead in ice custody. That's

[1:31:31] nearly a 400% increase over the

[1:31:33] deaths reported during biden's

[1:31:35] four years. Every one of those

[1:31:37] deaths is a human life. Every

[1:31:39] report of sexual assault, abuse,

[1:31:40] medical neglect, or

[1:31:41] mistreatment shows a system

[1:31:43] that prioritizes punishment

[1:31:45] over justice. And why would

[1:31:46] nashville want to be a part of

[1:31:48] this system? We're tol to

[1:31:50] trust ice, yet we have

[1:31:52] repeatedly seen their public

[1:31:53] narratives challenged,

[1:31:55] contradicted and changed. When

[1:31:56] agency operates with no

[1:31:57] accountability and so much

[1:32:00] power, we have an obligation to

[1:32:02] demand answers, not hand over

[1:32:04] more resources and

[1:32:05] infrastructure. I remember

[1:32:07] waking up last year on cinco de

[1:32:09] mayo to news of raids in south

[1:32:11] nashville. What should have

[1:32:12] been a weekend of celebration

[1:32:14] and laughter morphed into a

[1:32:16] weekend of terror and tears.

[1:32:18] The impact was felt through the

[1:32:19] entire community, not just

[1:32:21] undocumented people. Entire

[1:32:24] neighborhoods changed overnight.

[1:32:25] Businesses emptied and closed.

[1:32:27] Kids stayed home from schools.

[1:32:28] Churches were no longer safe.

[1:32:30] And now we're being asked to

[1:32:31] bring a facility like this into

[1:32:33] our home. This building will

[1:32:35] become a symbol of fear and a

[1:32:36] threat to the well-being of our

[1:32:38] city and our state. It sends a

[1:32:40] clear message you are not safe.

[1:32:41] This is not the nashville I

[1:32:43] know. We deserve to live and

[1:32:45] work with dignity and safety.

[1:37:23] understand how important just a

[1:37:25] single intersection can be to a

[1:37:28] business, a set of homes, a

[1:37:37] think we understand downtown

[1:37:38] that there are many big

[1:37:40] decisions for nashville that

[1:37:40] impact downtown, that have to

[1:37:42] be made on a community wide,

[1:37:52] there was a bill singling out

[1:37:54] your constituents and they were

[1:37:58] coming to you asking to put off

[1:38:02] it would impact them, that you

[1:38:03] all would he would give you

[1:38:05] that respect, and I hope you'll

[1:39:07] owner of the building. I would

[1:39:09] love to see council probe him

[1:39:11] and find out what are the terms

[1:39:15] of his agreement and lease. And

[1:39:17] secondly, the koniag

[1:39:18] corporation, which has operated

[1:39:20] out of alaska. They have the

[1:39:21] federal contract to facilitate

[1:39:23] this call center. They

[1:39:25] currently are hiring for the

[1:39:26] call center under a very vague

[1:39:28] job description and posting. We

[1:39:30] would like to know who are they

[1:39:31] recruiting, what are they

[1:39:32] specifically hiring for, and

[1:39:34] what kinds of infrastructure

[1:39:35] and surveillance are going to

[1:39:37] be included in these leases and

[1:39:39] in these infrastructure

[1:39:40] agreements that are going to

[1:39:43] target our neighbors as well as

[1:39:44] neighbors throughout nashville?%

[1:39:45] I think we have a choice here

[1:39:47] of how much information we can

[1:39:48] gather and whether or not we're

[1:39:50] able to prevent or stop this.

[1:39:52] We can make it highly limited

[1:39:55] and unappealing for these for

[1:39:56] these out of state operatives

[2:04:12] looked at by indot, but it

[2:04:15] gives them a year to study from

[2:04:18] these nine points again. And

[2:04:19] these nine points are

[2:04:21] pedestrian crashes and

[2:04:23] signalized intersections,

[2:04:25] bicycle crashes, vehicle

[2:04:28] crashes, fatalities and serious

[2:04:29] injuries, traffic operations,

[2:04:31] public complaints and requests

[2:04:34] for expansion. A list of

[2:04:35] intersections where right turn

[2:04:38] on red have been permitted.

[2:04:40] Recommendations regarding

[2:04:41] modifications.

[2:04:44] Regarding expansion and

[2:04:45] prohibition to additional areas

[2:04:46] in nashville and davidson

[2:04:48] county. So they are. There are

[2:04:50] nine data points, right? This

[2:04:52] has been worked on since 2024

[2:04:56] by even before that, since 2024

[2:04:57] from indot. These are

[2:04:58] recommendations that we have

[2:05:02] received and not implemented.

[2:05:06] The substitute again does have

[2:05:09] a year of study within those

[2:05:13] points to have expansion in the

[2:05:16] areas that were conducted for

[2:05:18] connect downtown, tier one and

[2:05:20] the school zones. So I know

[2:05:22] that there have been council

[2:05:23] members that wanted more in

[2:05:26] their area. So that is

[2:05:29] happening. If this is approved.

[2:05:32] Again, this doesn't affect one

[2:05:34] district. This affects the

[2:05:36] entire county. Right. And we

[2:05:38] have had so many pedestrian

[2:05:40] deaths and a few seconds, which

[2:05:43] is quite literally a few

[2:05:46] seconds of people being late, I

[2:05:49] think is, is something that

[2:05:51] should not affect the

[2:05:53] possibility of saving a life.

[2:05:57] Right. I am, however, going to

[2:05:58] move the substitute and then

[2:06:03] defer one meeting to give

[2:06:04] myself and council member

[2:06:06] koopman the opportunity to have

[2:06:08] a community meeting, since the

[2:06:09] majority of the data that has

[2:06:12] already been collected is more

[2:06:14] centered in his part of town.

[2:06:16] So with that, I would move for

[2:06:20] then move to defer one meeting.

[2:07:00] critically, you know, I think

[2:07:02] that a lot of folks felt like

[2:07:05] the legislation as filed was

[2:07:06] overly broad, potentially that

[2:07:09] it was that it was kind of

[2:07:10] taking, you know, one size fits

[2:07:13] all approach across the county.

[2:07:14] And I want to just point out

[2:07:16] that, you know, we kind of

[2:07:17] tested out at the commission.

[2:07:19] And, you know, there are 59

[2:07:20] intersections that this

[2:07:23] legislation would would call

[2:07:25] for making no right turn on red

[2:07:27] in the very near term. Those

[2:07:29] are intersections that have

[2:07:30] already been extensively

[2:07:31] studied through the connect

[2:07:32] downtown process. There are

[2:07:34] some that are well outside of

[2:07:35] the connect downtown scope.

[2:07:36] there's a couple on main street

[2:07:38] that I think are really, really

[2:07:39] critical, where we have a lot

[2:07:41] of students crossing, and I've

[2:07:43] seen other folks point out, you

[2:07:44] know, individual intersections

[2:07:45] in their district that that

[2:07:46] they believe are really

[2:07:49] important to address sooner

[2:07:50] rather than later. But we are

[2:07:52] talking about 59 intersections.

[2:07:54] I believe we have, you know,

[2:07:57] something in the realm of of

[2:07:58] 750. I'm going to get some

[2:08:00] numbers wrong here, but I, I'm

[2:08:01] hoping to be in the ballpark on

[2:08:02] all these.

[2:08:03] It's a very big

[2:08:03] number.

[2:08:05] It's a big number of

[2:08:06] intersections. And, and the

[2:08:07] other thing the legislation

[2:08:09] does is what I think a lot of

[2:08:10] people have asked for, which is

[2:08:12] to study and to look at an

[2:08:14] additional I believe it's 297.

[2:08:15] Again, I could have the numbers

[2:08:17] wrong. It was it was yesterday

[2:08:18] that we went through all this,

[2:08:22] but another another 300 so

[2:08:23] intersections that that will be

[2:08:24] studied. That does not mean

[2:08:26] that they are going to be

[2:08:27] recommended for no right on red.

[2:08:29] It means that indot will take

[2:08:30] the time to study those. And

[2:08:32] the legislation initially had

[2:08:34] asked them to accomplish that

[2:08:36] work in, you know, like 90 days,

[2:08:39] which would be a tremendous

[2:08:41] undertaking to study that many

[2:08:42] intersections. So I appreciate

[2:08:44] that the substitute has sort of

[2:08:45] stretched that 90 day call out

[2:08:48] to nine months. One thing I was

[2:08:49] really concerned about with the

[2:08:51] 90 days was, you know, we're

[2:08:52] going to be studying a lot of

[2:08:53] these intersections. If that's

[2:08:55] the case while school's out.

[2:08:56] and a lot of these

[2:08:57] intersections that we're

[2:08:59] studying are centered around

[2:09:00] schools. And so if we're

[2:09:01] studying them when school

[2:09:02] traffic is not happening, we

[2:09:04] would not get an accurate

[2:09:06] picture of the traffic flows

[2:09:08] and the risks. So I really

[2:09:10] appreciate mndot, as well as

[2:09:12] the sponsor for working on a

[2:09:13] substitute that I think gets us

[2:09:15] into a really good place. And I

[2:09:17] also appreciate the sponsors

[2:09:21] willingness to defer even the

[2:09:22] substitute a meeting to allow

[2:09:24] to allow folks additional time

[2:09:26] to study it. It was not an

[2:09:29] uncomplicated series of changes

[2:09:31] that the substitute enacts. So

[2:09:33] I would recommend that folks go

[2:21:19] we're going to talk, and I'm

[2:21:21] going to go see some of the

[2:21:23] things that he has built. So we

[2:23:51] community is to have a nice

[2:23:53] development that really serves

[2:23:54] the needs of the community. So

[2:23:57] I'm very hopeful and grateful

[2:23:59] that the council member has

[2:24:01] worked out to where she's

[2:24:04] wanting to defer this to

[2:24:05] NOVEMBER, at least, to allow

[2:24:07] more time. It takes time to

[2:24:10] make these especially mixed use

[2:24:14] developments that are as, as as

[2:24:15] comprehensive as the one that I

[2:24:18] saw in this plan. And so I'm

[2:24:19] supporting the deferral.I'm

[2:24:20] not sure I know that in

[2:24:22] committee we talked about an

[2:24:24] indefinite deferral. I'm not

[2:24:25] sure what the difference is. Or

[2:24:27] maybe they indefinite would

[2:24:29] have beenmore time. But

[2:24:30] deferral in general is a

[2:24:32] deferral. And I think

[2:24:33] supporting this deferral that

[2:24:35] has been initiated by the
