an introduction.
>> Hello everyone. Um, as you mentioned,
[3:18]
yes, we have a site plan review. Um, the
applicant Mallerie Building Contractors
[3:24]
LLC is seeking site plan review approval
for the construction of a new 30,000
[3:29]
square foot detached warehouse building
um at the Professional Metal Works site.
[3:34]
The site is located at 7800 Northport
Drive, which is just off of Canal uh
[3:41]
Street, Canal Road, just north of Millet
Highway. Uh the property is 11.04 04
[3:47]
acres and is zoned industrial.
It is currently occupied by the
[3:52]
profession by Professional Metal Works
LLC. Um existing conditions on the site
[3:57]
include the company's roughly 50,000
square foot factory building. Um 97
[4:05]
parking spaces and landscaping which
includes both a green belt along
[4:09]
Northport Drive as well as parking lot
landscaping. Um, the proposed warehouse
[4:15]
is described as a pre-engineered metal
building with the intended use for
[4:20]
storing raw and finished materials.
There are 15 site plan review criteria,
[4:26]
all of which are listed in the staff
report. We really don't have too many
[4:29]
concerns uh to note given the scope of
this project being just an addition to
[4:34]
an existing site, but there are a few
things that I will mention.
[4:38]
Um, as I mentioned, there are currently
97 parking spaces on the site, three of
[4:42]
which are barrierfree spaces. Um, and
there are no new spaces being proposed.
[4:49]
In order to add utility lines to the
proposed warehouse, there will be 12
[4:53]
spaces that will be temporarily
unusable. Um, kind of in the Do you want
[4:59]
to go to the site plan?

» Yeah. Got uh the directly west of the
drive. um just those right there, but
[5:08]
that'll be temporary um
pending construction completion. Um and
[5:15]
because there are no new parking spaces
and there's already an existing green
[5:19]
belt, there's no additional landscaping
required. Um similar to the parking that
[5:25]
I mentioned, there are two landscaped
trees that will be temporarily removed
[5:28]
while installing the utility lines. Um,
and the site plan does indicate, yeah,
[5:33]
those two right there, right where the
cursor is, the site plan indicates that
[5:36]
they will be replaced. Um, and so that's
just been added, the replacing of those
[5:40]
trees as a condition of approval.
The construction site of the proposed
[5:46]
warehouse is directly to the west of the
current building, um, which is currently
[5:52]
a fairly flat, empty area with no trees.
Uh but when looking at the Eagle wetland
[5:58]
database, there appears to be a
potential section of wetland soil in the
[6:02]
southwest corner of the construction
area. Um planning staff visited the site
[6:07]
and observed some cattails in the area.
So the applicant will just be required
[6:12]
to reach out to Eagle to verify the
protection status of any potential
[6:16]
wetlands uh on the site. And this has
also been added as a condition of
[6:21]
approval.
There are 15 conditions of approval
[6:25]
listed, most of which being the typical
boilerplate conditions applicable to
[6:29]
every site plan review. Um, there are
just a few more that I haven't mentioned
[6:33]
yet that I will now. Number one, um,
just some more basic site plan
[6:40]
information is required. Uh, floor
plans, side elevations, including the
[6:44]
height and depicting lot coverage
calculations on the site plan.
[6:49]
Number 14, uh a completed chemical
survey will need to be submitted uh
[6:54]
prior to approval, even if there are no
chemicals being stored on the site. Just
[6:57]
a completed survey reflecting that fact.
And then finally, uh number 15, the
[7:03]
utilities and engineering departments in
their submitted comments have requested
[7:08]
a basis of design for water and sanitary
sewer. And so that will also be needed
[7:13]
to approve recycling. Uh these items
have been relayed to the applicant. The
[7:19]
applicant, Mr. Chase Mallerie of
Mallalerie Building Contractors LLC, is
[7:24]
here with us tonight to answer any
questions you may have for him.

everything. Um, Professional Metal Works
[7:54]
is expanding and needs more warehouse
storage. Um, and that's what this
[7:58]
building's solely for. Um, there's a
truck dock on the north side of the
[8:02]
building where they'll um, do receiving
and shipping out of the material. Um,
[8:08]
and then really most of it will get
received there and then they'll funnel
[8:12]
it into the existing building for
production and that sort of stuff. Um,
[8:17]
but yeah, if you guys have any

>> Uh just a couple things going over. So

um some updates on our end.
Um the board did approve the master plan
[10:36]
at meeting last week. So we have a
master plan. It's a good start. and I'm
[10:41]
just kind of considering a good like the
end of one component and we'll move on
[10:44]
to the next of um discussing the plan
and keeping it on you know as part of
[10:49]
our review now. Um so you'll start to
see some of those elements pop up in our
[10:54]
staff memos and using that document to
um reflect on these projects and work
[10:59]
them into our reviews. So that will
happen more slowly probably at first,
[11:03]
but over time we'll we'll build that
out. Um we'll start with just the future
[11:07]
land use map and things like that. Um,
from there for the next meeting, we've
[11:13]
got two public hearings scheduled. One
is a pretty large resoning of 58 acres
[11:19]
on the east side of South Marketplace
Boulevard, uh, south of the Secretary of
[11:23]
State, kind of encompassing the end, if
you're familiar where the Secretary of
[11:27]
State is, the Executive Court
development never really got finished.
[11:31]
So, that was going to be a series of
office condos there, and they stopped
[11:35]
pretty much after the first three
buildings. So the I development company
[11:38]
that owns all that land is proposing to
reszone the rest of that site and um
[11:44]
going all the way south to St. Joe
Highway to a multi RM multiple family.
[11:49]
So you'll see that reszoning. It was
referred by the board its last meeting.
[11:54]
So you'll we'll have a public hearing on
the 14th on that. And then there's a
[11:57]
public hearing scheduled for a actually
a resident initiated zoning amendment
[12:03]
which is we do allow in our zoning
ordinance. I've actually never dealt
[12:08]
with one. Not that it's a lot different
from the plane commissioner or the board
[12:11]
initiating an amendment, but residents
here in Delta can initiate amendments.
[12:16]
We have an application fee. There's an
application. They provide the language
[12:20]
that they want to see.
our team will write it up and kind of
[12:24]
give you the pros and the cons of what
they're proposing. Uh just a kind of a
[12:29]
general policy review. But the issue at
hand is we have a requirement in the
[12:34]
zoning ordinance for
primary public and non public that's
[12:41]
what they call public and private
schools have to be on primary roads. So
[12:45]
Eaten County publishes a list of all the
primary roads. They have a map and it's
[12:48]
all the roads you probably already think
are the primary roads are the main
[12:52]
northwest roads. So, the school um Cedar
Classical Academy is over on Wil
[13:00]
Technically on Wilshshire, but they have
Canal Frontage as well, if you're
[13:03]
familiar with that. And they're a
private school that um actually started
[13:07]
in Marinian Township and I worked out
there and they are have had a couple
[13:10]
locations and they've been in the former
I think BSNA building or I remember who
[13:16]
was there but someone was over there. Um
>> AAA Okay, I knew there were letters
[13:21]
numbers. um they want to find a place to
grow at and have found a place but it is
[13:27]
not on a primary road. So it's not a
item for the zoning board of appeals
[13:33]
because it's not dimensional. It's that
would be kind of a policy change if the
[13:37]
zoning board of appeals looked at it.
That would be a decision that really is
[13:40]
a policy issue. So um they went just
decided to apply and that will be in
[13:46]
front of you. So it'll work like other
amendments where it'll go to the plane
[13:50]
commission for recommendation and then
to the board for final action.
[13:55]
So if we'll we will identify as many um
you know we'll provide a policy analysis
[14:01]
of that and give you a I think a pretty
solid look at both sides of that um
[14:06]
proposal from them.
So um those are those are the big items
[14:12]
for us. Uh the we do have an
application, it's been mentioned it
[14:15]
before, for seven seven brew coffee on
the west side um in the area just west
[14:21]
of Texas Roadhouse. It's the former
Paradise Motors. So um I think I may be
[14:27]
mentioned before, but I've got some as I
would imagine others do have some
[14:31]
traffic concerns about that project. the
township is working. I've met with that
[14:35]
development team and we are working on
hiring a traffic consultant to support a
[14:39]
review of a traffic study and just the
general traffic issues over there. So,
[14:44]
as you know, it's part of an area that
there are quite a few crashes and
[14:49]
there's a high volume of traffic. Um,
and they are proposing to use flower
[14:55]
land, which um, I haven't lived here as
long as maybe some of you, but it's a
[15:00]
private road that has, um,

» options for turning left and right as of
now. So, uh, we are also working with M
[15:08]
DOT on their um, boulevard project in
that area. That's still a couple years
[15:14]
off. So there's a lot of complicating
factors around this and we want to make
[15:18]
sure that we're not that we're looking
at at every aspect of it and giving
[15:22]
everyone that the decision makers all
the guidance and all the facts that you
[15:25]
might need to make a call on it because
it's a potential hight traffic generator
[15:29]
in an area that is already pretty
challenging to drive in. So just don't
[15:33]
want to don't want to ever have to look
back on projects like this and say we
[15:37]
made a big mistake or so I want you to
have all the information. So, um, we're
[15:41]
going to be interviewing a couple firms
that'll be able to represent the
[15:43]
township and they'll be coming to you
for a special land use permit and site
[15:47]
planner review at some point in the
future. They're kind of on hold right
[15:51]
now.
>> Yeah. For those of you that uh didn't
[15:56]
see it uh in the past week, there was
actually quite an extensive write up uh
[16:02]
in the local media covering
specific businesses that were had
[16:08]
changes upcoming, new businesses to be
open. Uh a fair amount of discussion
[16:14]
about the new master plan.
uh in terms of just lay education as to
[16:21]
what's going on. Uh I thought they did a
pretty good job of calling attention to
[16:26]
those things and helping to inform the
general public out there. So if you
[16:31]
haven't looked at it, it's worth looking
it up online uh and reading it. Like I
[16:35]
said, it's pretty extensive.

» Yeah. So, so I'm also staffed to our
several other boards and commissions,
[16:44]
but the corridor improvement authority
and it was the article mostly focuses on
[16:48]
the the discussions that have been
happening at the corridor improvement
[16:51]
authority. So, I I'll send it out to
everyone if you're interested. Um, it's
[16:55]
a good overview of kind of all the
issues that they've been talking about.

We've been working with that group
trying to get a work plan together. Um,
[17:01]
just in general, I don't think anything
is like actually the article kind of
[17:04]
centers around this, but nothing's
happening particularly quickly. I mean,
[17:07]
it's a long, you know, a long
commercial. We're not alone in having an
[17:10]
aging commercial corridor,

» that needs attention. So there, but the
article summarizes a lot of the issues
[17:15]
pretty well. So I'll send a copy out to
everyone.

» Yeah. The single biggest take takeaway
in the article is that there's an awful
[17:22]
lot to fix and it's going to happen in
bits and pieces because it's the only
[17:25]
way it can. They talk about the
complications between zoning, statutory
[17:30]
requirements, taxing, [gasps and sighs]
the CIA, you name it. All those pieces
[17:34]
that have to somehow come together. Uh,
but like I said, it it's at least a bit
[17:40]
thoughtprovoking and kind of puts it in
the front of people's minds that this is
[17:44]
going to be long and complicated. So, I
would recommend it.
