[27:24] everyone. I am thrilled to present some speaker of the
[27:29] chart of words today to Detroit youth that represented our
[27:33] city internationally. Last month at the inaugural autonomous Racing league.
[27:41] Detroit youth represented us at. Yes, marina circuits in Abu
[27:46] Dhabi. Congratulations, you guys. Haley from the Boys and Girls
[27:49] Club of southeastern Michigan. The Mobility Industry Club is a
[27:53] new partnership between Covid-19 the world's first professional autonomous racing
[27:58] team, Pensky corporation, the Detroit Grand Prix and a black
[28:03] bottom ventures together. These partners aim to cultivate and empower
[28:10] the next generation of mobility talent, providing hands on experience
[28:15] and lead ahead opportunities in the mobility industry. Youth in
[28:20] this program are exposed to and gets to dive into
[28:24] autonomous racing and mortar sports, transportation artificial intelligence, robotics, research
[28:30] and development, and I think. It's safe to say that
[28:34] our young people are onto something. The youth here today
[28:37] and mobility industry club placed. Fifth place overall. In the
[28:42] competition. Coming in points. 25 seconds from the college team
[28:48] and only 1 second behind the winning team. Congratulations. You
[28:51] guys. These high school age youth represented Detroit on a
[28:56] global stage and placed fifth in the world. I am
[29:00] blown away at the challenge before us today and honored
[29:03] to recognize them. Their hard work, passion and commitment is
[29:11] admirable and we should all be very proud of them
[29:14] and their accomplishments and for what's to come. They are
[29:17] rooted in the richness. And opportunity of Detroit embodying the
[29:21] spirit of the city and their future is very bright.
[29:24] Congratulations, everyone. With that, I now have the privilege of
[29:28] presenting. Spirit of Detroit awards. I will be going up
[29:32] here to the podium. I'll be calling. Out each person's
[29:35] name. If you then wouldn't mind coming and joining to
[29:39] get your award with me up here. And then once
[29:42] we're done, I would like to turn it over. To.
[29:47] Our youth. Their supervisors, their teammates, to give in these
[29:51] few words before we close out for today. But with
[29:55] that. I will read out the names. And if you
[29:57] wouldn't mind joining me. We are presenting today to IsiS
[30:02] C. Who is a 10th grader at the Detroit School
[30:05] of Art. Juan V. Who is an 11th grader at
[30:09] the. Western International High School. Alexander V. Who is a
[30:14] 12th grader at Cas Tech. Melvin A, who is an
[30:19] 8th grader at the University Prep Science and Math Middle
[30:24] School. Titus a who is in the 9th grade and
[30:31] is home school. And Timothy A, who is in 11th
[30:37] grade and homeschooled as well. Congratulations, everyone. I'm going to
[30:43] have everyone join me up at the podium. Now we
[30:45] will hand out the presentations, and if anyone would like
[30:48] to share a few words, I would welcome.
[30:59] Good morning. I'm Luddie Azar. Or Chevrolet. Detroit Grand Prix
[31:06] and Pensky corporation and. Thank you so much for recognizing
[31:10] these young people. What an amazing journey they've had. They
[31:15] were the last team to enter this global competition. We
[31:18] weren't sure how it would turn out. Bringing a group
[31:21] of kids together and finding an instructor last minute, but
[31:24] we thought it was certainly worth the try and opportunity.
[31:27] And they continued on to be the only team, this
[31:30] was the only team representing the United States. Of America
[31:33] at this portal classification. They beat out all the other
[31:37] high school teams, all the other collegiate teams, and they
[31:40] were the number one high school team globally. And they
[31:45] certainly are deserving of the spirit of Detroit. Thank you
[31:47] so much for recognizing them. They absolutely exemplify everything we
[31:51] know our youth can be. Thank you. Good morning. I'm
[31:59] Sonya Draper, executive director of talent innovation for Boys and
[32:02] girls, love of southeastern Michigan. Just want to thank you
[32:05] for this awesome award and. Are presented to our youth
[32:13] today. I went with them to Abidabi on the trip,
[32:17] and they did a phenomenal job. Just seeing them work
[32:20] as engineers daily, putting in the coding, going back, testing
[32:23] the coding, and then. Collaborating amongst themselves. Deliberating and figuring
[32:29] out argumenting for who thinks their code should work. And
[32:35] different entities, and they did a phenomenal job. We couldn't
[32:38] be more proud of. Them just want to acknowledge. Jacob.
[32:41] I know his name. We may have omitted it. Jacob's
[32:44] name wasn't interested. But Jacob is an 8th grader, rising
[32:47] 9th grader that participated in the program. But you wouldn't
[32:50] even be able to tell that he was in 8th
[32:52] grade. Fit right in with the group and contributed immensely.
[32:56] So thank you again so much for this award. We
[32:59] greatly appreciate it.
[33:22] You can't hear. Okay, sorry. Melvin. Jacob m jacob. Congratulations.
[33:31] Titus. Congratulations. And then Timothy. Here you go. Congratulations, Timothy.
[33:42] Not sure if my colleagues have any words we would
[33:44] like to share before we join our awardees. Up front.
[33:49] If not, member Benson or. To you.
[33:59] Thank you. And justice, I also want to concur and
[34:02] share the same congratulations. But I haven't seen the product
[34:06] or the results. Is it possible to get a video?
[34:08] Link. That we can actually see what these young people
[34:11] have done to represent the United States over nava daba.
[34:14] That will be fantastic to see. And then the next
[34:17] question was going to be, how do other young people.
[34:20] Get an opportunity like this in the CV. This is
[34:23] a fantastic opportunity. Yeah. Please, feel free. Respond. Two excellent
[34:29] questions. Number one, we do have video footage that we
[34:33] can definitely make sure that we share. Of the race
[34:37] and so forth, so that you can see their car
[34:39] and how it erase and how they qualified. Secondly, we
[34:43] have numerous programs within boys and girls clubhouse eastern Michigan.
[34:46] They're called our industry club program. Basically, you would go
[34:50] to our website. Bgcsm.org look under industry clubs. We're actually
[34:55] hiring for the summer currently we're hiring about eight or
[34:59] nine different industry clubs where we're paying our youth. To
[35:02] learn tangible skills from industry professionals. Anywhere from twelve to
[35:07] $14 per hour. Some of our programs will start June
[35:11] 17. Others will start July eigth. Some of them will
[35:15] be a nine week program for the summer. Others will
[35:17] be a six week program, and then we'll continuously have
[35:20] our programming year round through fall, winter, spring, summer. Accordingly.
[35:31] Yes. So everyone has my number. I will give my
[35:34] personal sale. Not your personal, just your office. It's probably
[35:43] going to be the best way to reach me. I
[35:45] wouldn't want you give out your personal self. So I'll
[35:47] talk to you. We can do the website, which will
[35:50] be bgcsm.org. They can go on there and apply accordingly
[35:55] one more time with their website. Sure. It's bgcsm.org. Bgcfm
[36:04] fm. So boys Girls Club Southeastern michigan.org. And how appropriate
[36:11] is it for the number one team and the only
[36:14] team from the US to come from the city of
[36:17] Detroit and not Detroit ish. Not kind of Detroit. Not
[36:22] almost Detroit. But Detroit. We're very proud of you, young
[36:27] man. All right. Colleagues. Would you like to now go
[36:31] take photos?
[38:19] Give it up again for these young folks. We talk
[38:25] all day long about all the kids not doing the
[38:27] right thing. We see them on tv all the time.
[38:29] And when we get an opportunity to love on the
[38:31] ones that are doing what we need them to do.
[38:33] That's what we need to do. Love on them. Congratulations.
[38:37] Congratulations. We shall now cut off public comments. A collection
[38:40] of public comments. All right. And we will now call
[38:45] for public comment. Public comments again have now been cut
[38:51] off. We do have a number of cards in hand.
[38:56] Please. How many? Callers do we have online? Good morning,
[39:05] Mr. Chair. We have 19 callers who raised their hands
[39:09] before you cut off public. Comment. Okay, we'll give everyone
[39:11] two minutes for public comment. We're going to start. In
[39:14] the auditorium with Ms. Williams, followed by Ms. Betty Lions,
[39:20] followed by. May, may. Barry again. Ms williams. Steady lions
[39:27] then, may vary. Ms. Williams, want to hit that button?
[39:35] It's actually at the bottom of them. Good morning, everyone.
[39:40] This is about all. The city's workers, especially the Detroit
[39:47] Police Department. Covering up my rights, and this is how
[39:51] they are all working together. I live in a shelter.
[39:56] And the garbage truck come every three days. And I
[40:00] stated this before. They are. Sending people that take pictures
[40:07] of me or recordings. They call into this number and
[40:10] get gift cards and everything. So this is the way
[40:14] they describe. All the information of proof. And undercover off
[40:19] with officers that are in the shelter working or acting
[40:24] like they are guests. Illegal cameras. Listening to devices in
[40:30] my room. I can't even shower in peace because. They
[40:33] are recording everything I do. In that facility, and I've
[40:37] been going to Avalan and my advocate every session that
[40:41] I had was recorded. So I said they are working
[40:44] with Detroit police officers to conspire to cover up my
[40:48] rape, so. The detroit dte. Do t all the city
[40:54] official workers. I have dates and times. And numbers of
[41:00] their vehicles. This thing going on for quite some time.
[41:04] And I am very upset concerning the issue about. Them
[41:10] stalking me. And violating my constitutional rights, laws and regulations
[41:15] they do not comply to. And like I said, you
[41:19] have to show three things that they do. That's illegal
[41:23] and they conspire to cover up all this illegal activities
[41:26] and that. Could be Rico. Apparently, people do not respect
[41:29] their job, and I intend on suing every last individual
[41:33] city official company, if they do that, continue to violate
[41:37] my constitutional rights, especially Troy police department. Thank you very
[41:41] much. Have a great day. Thank you, ma'am.
[41:51] Miss betty lions, followed by may may berry, followed by
[41:55] ronald foster. My mission. Is for my voice to be
[42:02] stamped in your brain. To return that overpaid property tax
[42:07] to the right for owners, the Detroit residents. In my
[42:12] opinion. Dugan has made all of you to disrespect justice.
[42:18] You won't. Even acknowledge the Amalek behavior and spirit of
[42:22] Dugan, who is out of control. Getting away with financial
[42:26] thievery. Again I ask, how do you sleep? Or engage
[42:31] with your. Loved ones knowing you are part of a
[42:36] scheme that is of hell, led by Dugan Dan. Gilbert
[42:40] and Dana, Nesso and others. Why is it so easy
[42:45] to enrich beggars? That come before you by thousands, millions
[42:50] and billions of dollars and say no to. The very
[42:53] people who elected you who money this belongs to. Has
[43:00] Dugan put that much fear and evil in your spirit?
[43:05] Father God and his son. Lord and savior Jesus Christ
[43:10] is watching you. And you will answer. Also, I encourage
[43:16] everybody to go to the Jim Crow Museum. At WC
[43:21] three. All they want to do in this country is
[43:24] shoved on our throat. The Holocaust. But you look at
[43:28] what was done to black people, and that was ten
[43:32] times, 100 times worse. Than what Hitler did. It is
[43:37] unreasonable. They took everything away from us and has not
[43:41] paid us for that. So everything. That we belong. That
[43:46] belong to us has been denied us while giving money
[43:51] to people who have not done anything. For this country,
[43:56] and I thank you. Thank you. Next speaker, Maine, may
[44:01] barry followed by Ronald Foster, followed by Keith Jones. Hello,
[44:07] everyone. Thank you take again city council. That I'm standing
[44:12] here. Before you ask about the flag, I just got
[44:16] information that you. Have put it on your agenda that.
[44:20] We will have that slide to find that red, black
[44:22] and green flag when we were black in America. We
[44:25] had a red flag, a green flag to fly over.
[44:29] Everyone's households and what have you, so we're going to
[44:31] have it flow over. The city of Detroit on one
[44:33] of these flagpoles for Juneteen th day and I thank
[44:36] you for everyone who comes in agreement with me and
[44:40] the reason why I'm asking for that red, black and
[44:42] green flag to fly over the city of Detroit is
[44:45] to give our youth hope. And our nation to come
[44:49] together. If we can honor everyone else. We do have
[44:53] pride in that red, black and green flag and. I
[44:56] thank you for that and also coming before you again
[44:59] because of the Mark Luther King memorial. Park that sits
[45:02] on the corner of Rosa Parks Boulevard and West grand
[45:05] boulevard. I'm still working with the parks and recreation who
[45:11] are not returning my calls on the renovation of the
[45:14] park or to do the cleanup. I need to. Have
[45:19] containers to pick up the trash and so forth. We
[45:21] do have people out there that's. Going to be working
[45:23] and cleaning, and I need to have someone to be
[45:26] able to pick. Up the trash because we will be
[45:28] at the park on the 23 June to recognize the
[45:32] park. For the march for freedom that Martin Luther King
[45:35] did 61 years ago. And I thank you for your
[45:38] time. And your effort. And I'm looking forward to hearing
[45:42] from someone I know, Mary Sheffield. President council. She did
[45:47] give me a number, but the gentleman has not returned
[45:50] my call at all. For the last week or so.
[45:54] I came last week and I'll be coming back to
[45:56] find out what time will be raised that flag. And
[45:59] I thank you again for your time. Thank you so
[46:02] much. All right. Next speaker is Mr. Ronald Foster, followed
[46:06] by Keith Jones, followed by Sylvia Thomas, Madam Clerk. If
[46:10] you can, please note that we've been joined by member
[46:13] Durhall circle. Note. Mr. President. Thank you so much. Mr.
[46:17] Foster. Good morning. Through the. Chair. Just a few things
[46:24] I wanted to come down express today. First community, the
[46:28] new and is broken down as in two words. The
[46:31] first word being common, second word being unity. We cannot
[46:35] have a community with our unity of common goals. So
[46:39] we have to identify these, really get down at the
[46:41] table and identify where our common goals. Are to establish
[46:45] the community. This rhetoric that I'm speaking is becoming a
[46:49] little old and redundant here. We need resources. To reinforce
[46:53] words. And progressions in life. Come down here just for
[46:58] that? I did want to say I appreciate 9.4 the
[47:02] Death sign studio Jerry, all of this work getting the
[47:04] knowledge here, I think that is very commendable. Secondly, I'd
[47:09] like to be involved in a veteran development. Here. I
[47:12] did a lot of advocating. I speak up very highly,
[47:14] I think. It represent veterans very well. To not be
[47:18] in part of the participation and development of Veterans department.
[47:23] Thirdly, we cannot afford to protest another 60 years. Protesting
[47:28] has not gotten us as far as we need to
[47:30] go. It was good for the moment. It was good
[47:32] for the season. That cannot be the only and absolute
[47:36] way to address our issues. And redress our grievances. We
[47:39] have to come together and get these things done, like.
[47:42] I said before, by any means necessary. Over the last
[47:46] week. We had children here. Our children. They cannot afford
[47:52] to be going to school and be incompromising position. We
[47:56] had this discussion over the last two years going to
[47:59] and fro school, and we don't. Want to have this
[48:01] discussion no more. That young man did not deserve to
[48:04] die or to get robbed or being that type of
[48:06] position, nor did the other child deserve to. Lose a
[48:10] finger. And so we all have to do a much
[48:12] better job in our community. I charge our pastors to
[48:15] get more active in the communities. Acknowledge our deacons. They
[48:19] do a really good job. Get more active in the
[48:21] communities, charge our legislator to get mental health facilities in
[48:25] our community. No alternatives. I appreciate it. It appears Mr.
[48:30] Keith Jones is not here, so we will go to
[48:33] Miss Sylvia Thomas. That will wrap up the public comments
[48:39] in the committee of the auditory. Good morning, Mr. Thomas.
[48:46] Good morning, council. I made a request to address. Counsel
[48:53] in regards to contract number 6000-6155 and I feel it
[48:59] is very important that once again. You postponed the vote
[49:04] until you're able to hear what I have to say.
[49:08] And I need longer. You have minute 30 still, though.
[49:14] I'm sorry? You have a minute 30 still at this.
[49:16] Moment right now. I don't want to start, and I
[49:20] won't be able to finish because when I filed the
[49:24] petition. It stated that I would have longer. I'm sorry.
[49:31] We can't promise that we will postpone it, so just
[49:33] giving you your time. I want to make sure you
[49:35] have. Okay. I own injury memories Headstone Monument Company, one
[49:43] of the second black owned monument companies in the city
[49:46] of Detroit. I'm the founder and owner for over 35
[49:50] years. I also own redemption cemetery services and I work
[49:54] at Elwood Cemetery. Go over twelve and a half years.
[49:59] I'm here today. To express my concerns regarding. The six
[50:03] contract 600-6155 for cemetery management. Scheduled for a vote before
[50:09] you today. I believe that my company has not been
[50:11] given a fair chance. Or consideration and evaluation or awarding
[50:16] of this contract. I need to provide a brief history
[50:19] so that you will have the full picture of why
[50:22] I am protesting. In 2020, when S and T Enterprise
[50:26] abruptly left the city without managing. The municipal cemeteries. I
[50:31] was called on a Sunday evening at 11:30 p.m. And
[50:34] asked if I was interested in temporarily managing the cemetery
[50:38] until a bid could be released. Out of my care
[50:43] and love for the city of Detroit. I temporarily closed
[50:46] my monument company to come to the aid of the
[50:50] city. The next morning, I was on call at 08:00
[50:53] a.m. With the senior management of the general. Services department.
[50:57] I was at Gethsemane within an hour with a team
[51:00] which was supposed to be for a three month assignment
[51:03] that turned into a six month. And then one year,
[51:07] my first day. At this. Have you filed a formal
[51:12] protest? Yes, sir. Okay. All right. So that's in the
[51:15] process. Thank you so much. Thank you. And that takes
[51:19] us to the last person we have in the auditorium,
[51:23] which you'll now go to our online public. Comments Ari,
[51:27] who do we have first? Good morning, Mr. Chair. We
[51:30] had 18 hands raised because someone had two of their
[51:34] hands raised. The first caller is. Phone number ending in
[51:39] four one eight. Call her. Inning in four one eight.
[51:42] The floor is yours. 313-44-9114 can you hear me? Yes,
[51:47] sir. 3134-911-4313 full 4911 full and on Facebook. Retroactive
[51:57] fairness again. On Facebook. Retroactive fairness. One more time. Retroactive
[52:04] fairness on Facebook. I want to thank everybody. For lifting
[52:08] me up in prayer, friend and the Holy Spirit and
[52:11] chanting. Had muffler trouble, had bearing trouble. I didn't make
[52:17] any money over this last weekend with the electronic music
[52:21] festival because my muffler sounded so bad. And so loud
[52:26] no one wanted to get in. But God made a
[52:29] way out of no way. I got a phone call.
[52:33] And they had a donor that wanted to donate $1,000
[52:37] but didn't want me to say their name and who
[52:39] they were, and I agreed to that. And then they
[52:44] gave them my information. I stopped by their home and
[52:49] they had a check. And some cash. This is just
[52:53] to say that, God, no matter if you're not perfect,
[52:57] Everyone's cup of tea. You may have idiosyncrasies and sins.
[53:03] But you're trying to do the best that would describe
[53:05] me. And God loves us so much that he makes
[53:10] a way out of nowhere. Everyone on the sound of
[53:13] my voice. I would like you to ride the coaches,
[53:15] ride the buses. The worst times after 06:00 p.m. And
[53:19] on the weekends. But write it. When you can. If
[53:22] you would like to ride along with me. The last
[53:24] ride along we had was with the district two manager.
[53:30] Ms. Tandy, and she really. Enjoyed the experience. Councilman tate.
[53:39] Pro. Tim will join us again. On a ride along
[53:42] or any other council person. It was interesting, and I
[53:46] hope we can do it again. Thank you. Next call.
[53:56] The next caller is election integrity, Rue. Rumor. James Crowley
[54:01] Jr. The floor is yours. Two minutes. General public comment.
[54:05] Ruben james crowley jr. Are you there? Let's put Ruben
[54:14] James. There he is. Hey, siri. Deferring, chief. As
[54:25] a verb. Cheat means. Act dishonestly were unfairly in order
[54:29] to gain an advantage, especially in a game or examination.
[54:33] Do you want to hear the next one? Yes. As
[54:37] a verb. It means avoid something undesirable by luck or
[54:42] skill. Do you want. To hear the last one. Yes.
[54:46] As a noun. It means a person who behaves dishonestly
[54:50] in order to gain an advantage. Now Janice Winfrey is
[54:55] caught blue handed. Mine on public record. And blue handed
[55:02] cheating. Well, Gina Avery Walker in the Department of election
[55:07] in Detroit elections. The proof was conclusive. Irrefutable. Sealed two
[55:14] beer trap crew. Now Detroit elections have been compromised. Every
[55:20] elected position in the city of Detroit. That includes yours,
[55:23] Jay Z. Tate Jr. Is highly. Suspect in question now,
[55:29] because of the cheating that's going on at the department
[55:32] of election. The question is. Who did it? Who put
[55:38] the bogus information into the city's database? That's the question
[55:43] that needs to be asked and answered now. There is
[55:47] someone who is doing data entry over the department of
[55:50] Elections and there is no ballot for John Fitzgerald Kennedy
[55:55] III at the Detroit Department of Election. And my contention
[56:00] also is that there is not a valid. For Mary
[56:03] Elaine Beckman over at the department of Alexa. Now, several
[56:07] members of consul have been given the allegations of voter
[56:11] fraud by anonymous citizens report done by Dennis Winfrey and
[56:15] the Department of elections. Page eight clearly is the nail
[56:21] in the coffee. Scholar, please. The next caller is Mike
[56:30] Duggan. Worst mayor loses billions. Calls of the floor is
[56:33] yours. You have two minutes. General public comment. Good morning.
[56:39] The hearer mayor here, Mr. Duggan, has denied, along with
[56:44] Kim Tandy, denied that. They are actively. Impeding restitution for
[56:52] Detroit, who are illegally foreclosed between 2010 and this very
[56:58] moment, mayor Duggan. We want you to apologize to the
[57:04] citizens and homeowners that you are foreclosing. On illegally. And
[57:09] illegally overtaxing. In that paper from Rebecca diamond. Signs that
[57:16] foreclosures. Have devastating long term impacts on homeowners. Reduce likelihood
[57:23] of buying another house. In subsequent years. The financial strain
[57:29] and loss of property makes it challenging for them to
[57:34] reenter their housing market. Less secure living arrangements. Difficulties in
[57:41] finding stable housing. Increasing debt default more likely.
[57:52] To divorce and relocate. In lower quality neighborhood due to
[57:58] the foreclosure. It causes homelessness and these other debilitating. Situations,
[58:06] so we demand. An apology. We demand. Payment for our
[58:13] foreclose. The illegally taxed homes. And institute restitution. We call
[58:21] on Eric Sabri to stop the foreclosure, the illegal foreclosures.
[58:26] Of homes that. Were illegally taxed. On Coleman Young and
[58:32] others who are obstruct. Obstructing the two resolutions and have
[58:41] a great day. Next caller, please. The next caller is
[58:45] William M. Davis. William M. Davis, the floor is yours.
[58:49] Two minutes, general public. Comment. Good morning. Can I be
[58:52] heard? Yes. Okay. I'd like to start off by saying.
[58:55] That we have a problem. And the problem has been
[58:58] grown, especially for the last ten years in the city
[59:00] of Detroit. I bet most of you think I'm going
[59:02] to say something about the bankruptcy, but. I'm not at
[59:06] this time. I'm saying that the problem is in the
[59:09] last ten years. The number of police officers living outside
[59:13] the city has greatly increased. You know, right now, today,
[59:19] Less than 10% of the command staff for the Detroit
[59:22] Police Department lives in the city. That is a problem.
[59:26] I know I'm older than most of you all, but.
[59:29] One of the things that helped Comey young get elected
[59:32] is the fact that the police department executive staff and
[59:35] a lot of their officers was predominantly of one race,
[59:39] and more and more of the people in the city
[59:40] of Detroit was the number race that is drifting again.
[59:45] That could be major problems for the future of this
[59:47] city. Just looking at. How different people are treated differently.
[59:54] Look at open a day Tiger stadium. You have a
[59:57] lot of people who live outside the city who come
[1:00:00] downtown, smoke, drank, urinating. In public, hardly nothing happens. But
[1:00:05] you have black and brown people to have events, and
[1:00:09] they are micromanaged. And hostility is going to keep growing.
[1:00:16] It needs to be greater incentives to make sure more
[1:00:18] of our officers, and especially the command officers. Live inside
[1:00:22] the city. This city is changing. It appears to more
[1:00:27] and more, especially young people. I'm a senior, but it
[1:00:30] appears to more and more young people like we have
[1:00:33] an occupying army here. That's keeping certain people in their
[1:00:38] place, so. I encourage you to do more to try
[1:00:43] to change this trend that's been happening for the last
[1:00:45] ten years. Thank you. Thank you. Next caller, please. The
[1:00:51] next caller is Stephen Horring. Stephen Harring. Yes. Floor is
[1:00:57] yours. Awesome. Thank you. Really love the presentation today. We
[1:01:04] have been. I believe the last time we saw. A
[1:01:09] racer driver from Detroit city limits was the Lake Benny
[1:01:14] Parson. Was a nascar champion, and that was, I believe,
[1:01:20] In the 60s or 70s. We need to find a
[1:01:24] race car driver from Detroit City lamin. And I think
[1:01:30] we really could. If Penski and maybe other organizations did
[1:01:35] like a rifle driver search, which was believe, like 20
[1:01:40] years ago, specifically. For someone from Detroit city limits, I
[1:01:45] think that could be a really cool thing. I really
[1:01:49] think we could. Make a Lewis Hamilton from Detroit. Second
[1:01:55] of all, I'm not happy about all these street blockages
[1:01:59] and stuff. The draft. As much as I loved it.
[1:02:03] I mean, it did so much for the city. They
[1:02:07] were very inconsiderate. Security was very rude and unprofessional. They
[1:02:13] were actually keeping gates open. Specifically so they could get
[1:02:17] a confrontation. And. For the years with the Grand Prix.
[1:02:24] What kind of caused them? No Graham Creon Valio movement
[1:02:28] was just how unprofessional. I consider it both security and
[1:02:34] the Grand Prix was. I really hope, because in Le
[1:02:39] Mon. They don't shut down the streets completely till, like,
[1:02:45] 30 minutes before the race starts, so. I think we
[1:02:49] need to really wait to shut down the streets completely
[1:02:53] to the day. The race starts. Because there are people
[1:02:58] that live downtown. Next caller, please. The next caller is
[1:03:06] Margarit Scarlett. Marvin, Madison, Scarlett, the floor is yours. General
[1:03:11] public comment. Good morning. Good morning.
[1:03:32] I agree with. The last. Caller.
[1:04:05] Because. I want to go down.
[1:04:23] That is my.
[1:04:33] Love. To clean.
[1:04:47] And the grand sea. We can find a better way.
[1:04:58] To set it up.
[1:05:27] I need. To. Make sure. That. We.
[1:05:44] Get some. Of the.
[1:06:01] American.
[1:06:19] Test that are going. Opposite.
[1:06:30] Do not. Live instead of. Thank you very
[1:06:40] much. Thank you, Ms. Madam. Next call, please. The next
[1:06:46] caller is Karen's iPad. Karen's iPad. The floor is yours.
[1:06:50] You have two minutes. Your republic time. Hello? Yeah. Good
[1:06:55] morning. Yeah, I agree with that very first caller. I
[1:07:00] believe I'm being stalked, too. Several of my accounts have
[1:07:04] been hacked and I can't seem to get any resolution.
[1:07:07] Not necessarily hacked, but. Because you guys have everything contacted
[1:07:12] out. Companies are just all up in our business and
[1:07:17] they sell it. So I saw. This company that was
[1:07:22] formed in 2012 or 13, and it was called Air,
[1:07:26] and it's electronic record. Something. They gathered record, and it
[1:07:31] was started by voting officials. Check this out. 34 of
[1:07:36] 50 states. Were getting records, all the vote. They have
[1:07:40] all your information. They cross check, they check your license.
[1:07:44] Your birth, your death records, they check your Social Security.
[1:07:48] They have all your information. Then they send it every
[1:07:50] two months to the people who join. The high election
[1:07:54] officials from 34 states joined Eric. So it's no wonder
[1:07:59] that all people's information is all out on web and
[1:08:02] everywhere. It's not accident, but yet, state police, they've been
[1:08:07] audited. Horrible as it relates to people's information. The city
[1:08:11] of Detroit, everybody's letting her information out there. Something needs
[1:08:15] to be done about that now. We're supposed to have
[1:08:17] cybersecurity. Expertise. Been doing it since 1969. At least that's.
[1:08:23] What one of the years is, and one of the
[1:08:24] email they mistakenly sent me 1969. So I know this
[1:08:27] has been going on for a long time. Are you
[1:08:30] guys still comfortable? Because they got your back? Because as
[1:08:32] long as they get money, get. Money. But. It seems
[1:08:38] to me that you should have some type of fear,
[1:08:41] but you don't because. You got the mayor, you got
[1:08:42] the president, you got booty jig, you got all them.
[1:08:45] Guys. Lansing and in DC. But the bigger they are,
[1:08:49] you know what they say. Thanks, guys. Bye. Bye. You.
[1:08:54] Next caller, please. The next caller is call in user
[1:08:59] one. Call a user one. The floor is yours. You
[1:09:01] have two minutes, general. Republic time. Caller. User one, are
[1:09:06] you there? All right, let's put this caller at the
[1:09:12] end of the queue and go to the next public
[1:09:15] commenter. Okay, the next caller is Renard Monchemsky, Bernard Manchinsky.
[1:09:21] The floor is yours. You have two minutes. General public
[1:09:23] comment. Good morning. Can I be heard? Yes, sir.
[1:09:34] Good morning. I'm organized with Detroit People's platform trans adjustice
[1:09:38] team, and I hope you all had a really great
[1:09:40] memorial holiday weekend. I just also wanted to speak to
[1:09:47] my concerns about the grand pee. First of all. I
[1:09:51] don't want to sound like I'm against any sort of
[1:09:54] events in downtown. Detroit, especially with the draft. The Grand
[1:09:58] Prix, I think, is encouraging that it's in downtown. Instead
[1:10:01] of our city park or state park at Bellau. I
[1:10:05] just think that we need better communication. With bus riders
[1:10:10] and people that use paratransit. And those folks that live
[1:10:14] downtown, they use public transit as well. As to where
[1:10:18] they can navigate the area where the street closures and
[1:10:21] just have those posted. And place, just not on the
[1:10:25] Internet, but also on flyers or something that people can
[1:10:28] pick up. At the bus stops or stations. So people
[1:10:33] can get around. Undisturbed. Or able to enjoy the event
[1:10:39] as well, too. So when we have these public events,
[1:10:42] we just want to make sure that. We pull out
[1:10:44] all the stops, but we also make sure that our
[1:10:47] residents and folks that live here in the city are
[1:10:49] also taken care of. As we welcome guests into our
[1:10:53] city's events so we're not inconvenienced. At the extent of
[1:10:58] guests. That's all. Thank you all the rest of my
[1:11:01] time. Thank you. Next caller, please. The next caller is
[1:11:07] Betty Avarnor. Betty Avarner, the floor is yours. You have
[1:11:11] two minutes. General public comment good morning to all. Within
[1:11:15] the sound of my voice, I hope everyone had enjoyable,
[1:11:18] peaceful holiday. I'm betty a. Barner, president of soda ellsworth
[1:11:25] block association. As usual, advocating for my organization and my
[1:11:31] neighborhood community. Asking for support. For our think recorder from
[1:11:38] Finkel and Livonoids to thinkle and Wyoming. We're. Still waiting
[1:11:42] patiently. For our first. Community meeting to be scheduled. We
[1:11:48] did have a date, but it was canceled because. It
[1:11:52] conflicted with one of the council. Evening meetings. Also, I'm
[1:11:59] asking for support. For our event that we're going to
[1:12:03] have. August 3, they arise, Detroit. We are going to
[1:12:08] be part of the rise Detroit neighborhood. Day program. We
[1:12:13] are going to be bringing resources to our neighborhood. It's
[1:12:18] a citywide event. This will be our third annual event,
[1:12:23] and we are focusing on health and the children, and
[1:12:27] we need donations. For our bouncy house. We're looking for
[1:12:32] school supplies, backpacks, volunteer. Barber hairbreather. We're also asking that.
[1:12:43] The city and. The council. Please come up with a
[1:12:48] program to assist. Community organizations who have taken on the
[1:12:54] responsibility of maintaining the parts in their area. We know
[1:13:00] the city maintains some of the parks, but they don't
[1:13:04] maintain all of them. So. We're not looking for a
[1:13:08] handout. We're just looking for some help. Thank you for
[1:13:11] this time and God bless you. Thank you. Next caller,
[1:13:16] please. The next caller is. Phone number ending in two.
[1:13:20] 70. Caller ending in two 70. The floor is yours.
[1:13:24] You have two minutes, general, to come. Yes. Good afternoon.
[1:13:27] Can I be heard? Yes. Too bad Coleman Young isn't
[1:13:32] there today. But anyway. Out of a small sampling. Of
[1:13:41] about 300 votes. We have discovered out of that smaller
[1:13:46] sampling. Approximately. 50. Incidents of people who are recorded to
[1:13:56] have voted. Yet they could not have voted legally. In
[1:14:03] local Detroit elections. We have the evidence. To prove it.
[1:14:11] And so all this business about this no widespread. Voter
[1:14:15] fraud. And trying to connect us with. Right wing Republicans
[1:14:22] and whatever happened with Trump. In the last presidential election.
[1:14:27] This doesn't have anything to do with any of that.
[1:14:29] This is about fraud going on. In local city of
[1:14:34] Detroit elections that we have evidence and proof. Of. And
[1:14:42] you can't say it isn't widespread again. When we only
[1:14:45] went through. A list of 300 voters and found 50
[1:14:50] incidents. Of voter fraud. It's a sad state of affairs
[1:14:57] and it's a shame that the city of Detroit. Does
[1:15:02] not have any viable. News or information platforms anymore. The
[1:15:09] Michigan Chronicle. Have been compromised. We no longer have the
[1:15:14] Michigan citizen. And these other newspapers. And media outnets. They're
[1:15:22] nothing but sick offense and lap dogs for the Duggan
[1:15:24] administration. They have forgotten. That the obligation of the news
[1:15:30] is to afflict the comfortable. Thank you. Next caller, please.
[1:15:36] The next caller is Chuck. Chuck, the floor is yours.
[1:15:40] You have two minutes. General public comment. All right. Can
[1:15:43] you hear me? Yes. So I'm from the state fair
[1:15:48] grounds solar park area. I just want to speak in
[1:15:52] favor of that. I just think that our community in
[1:15:56] the state, fair grounds. Community has under investment. And I
[1:16:03] think that the investment in the. Solar. Park. Will be
[1:16:09] a great thing for our community and also. For adding
[1:16:14] comparables to home sales so that we can start getting
[1:16:17] loans on our own. So the city would purchase homes.
[1:16:23] To add. For the solar farm. And that's all you
[1:16:28] have the rest of my time. Thank you. Next caller,
[1:16:31] please. Apologies. I was muted. The next caller's phone number
[1:16:36] ending in one, two, four. The floor is yours. We
[1:16:43] have two minutes. General public comment.
[1:16:52] Paula, are you there? If we can put the caller
[1:16:55] at the end of the queue and go to the
[1:16:57] next public. Comments. Okay, the next caller is. Phone number
[1:17:03] ending in five, three, four. Caller ending in five, three,
[1:17:07] four. The floor is yours. You have two minutes. General
[1:17:09] public comment. Good morning. May I be heard? Yes, ma'am.
[1:17:19] Okay. Thank you. Well, I would urge this council. To
[1:17:24] hear a petition from anyone who would like to talk
[1:17:27] about. The voting anomalies that are being found. I mean,
[1:17:32] if there isn't a problem, just explain it. If there
[1:17:35] is, we need to. Look into it. I notice there's
[1:17:39] a resolution for honoring. US Senator Debbie Stabenoff. Let me
[1:17:45] tell you what her staff person told me. When I
[1:17:48] heard Mr. Duggan give misinformation to the voters before. The
[1:17:53] vote on proposition n, which may not even properly pass
[1:17:57] if we don't check out. This voting situation. But anyway,
[1:18:00] there were people saying, well, you didn't bulldoze in my
[1:18:02] area. Why was that? So why would you get more
[1:18:05] mass, more money? Well, I heard him. Say we bought
[1:18:07] those where the feds told us to. Well, guess what?
[1:18:11] Terry gets Campbell from Senator Stabeno's office told me that
[1:18:15] wasn't true. That the federal government just gave them environmental
[1:18:19] regulations they had to follow, which in too many cases,
[1:18:22] they did not. Because of the dirty dirt put and
[1:18:25] holds my neighbors. They have dirty dirt in some of
[1:18:27] the side lots they got. But no. It was the
[1:18:31] city that picked the neighborhood stabilization programs. In other words,
[1:18:35] they picked the areas they want to focus on. Like
[1:18:38] it looks like the land bank is focusing on to
[1:18:40] gentrify. The areas they want to gentrify with their targeted
[1:18:44] nuisance abatement programs. When I'm sure there are areas across
[1:18:47] the country they haven't even sent their inspectors. To. So
[1:18:51] if you're going to honor deputy Stabeno, will then honor
[1:18:54] what? A staff person? Said. And that shows that, including
[1:18:56] Arthur Jameson, I heard him misrepresent to the people. That?
[1:19:01] Oh, the land bank was only as bulldozing. There is
[1:19:03] where the Fed told them. To. That was not true.
[1:19:08] I also would like to encourage you. Now, I've talked
[1:19:11] to Mowers at the DIA Detroit instrument they pick up
[1:19:15] garbage before they mow. So why is the city tolerating
[1:19:20] spending all this money? Thank you. Next caller, please. The
[1:19:25] next caller is. Phone number ending in 30 one. All
[1:19:28] are ending. In 30. One. The floor is yours. You
[1:19:30] have two minutes, general public time. Okay. Hello. This is
[1:19:38] Richard Clay. I am the president of the Detroit chapter,
[1:19:42] the national Federation of. The blind. And our organization had
[1:19:48] submitted the buying people's water rights agenda to the DWSd.
[1:19:53] It has been well received. We will keep. The city
[1:19:59] updated on how it proceeds as we try to address
[1:20:03] the needs of our community as well as water needs
[1:20:05] of the greater community. We are also going to be
[1:20:09] launching a brand new transportation proposal to address how people
[1:20:14] with disabilities of all disabilities. Who need to move around
[1:20:19] and outside of the city of Detroit. We'll be launching
[1:20:22] that proposal very soon and keeping the city updated as
[1:20:26] to how that goes. I'm really here also today to
[1:20:29] again. Congratulate. This city council for the passage. Of the
[1:20:36] brand new tenants Rights Commission. With again. Special thanks to
[1:20:43] councilman Waters office. Staff person, Ms. Underwood, for working hard
[1:20:48] to. Get that agenda item pass. It is a people's
[1:20:55] victory for all renters, including our blind renters here in
[1:21:00] the city and with a strong reminder, remind the people
[1:21:03] that in order for any tenants Rights commission to do
[1:21:07] what we wanted to do and protect and uplift renters.
[1:21:09] Here in the. City of Detroit, people. Detroit. You have
[1:21:13] to participate in it. You have to be there keeping
[1:21:17] it. Honest, making it strong and seeing to it that
[1:21:19] it gets the resources that it needs, legal, financial, and
[1:21:22] otherwise, to be strong and reminding the city council that
[1:21:27] again, We have to continue. To get the landlords in
[1:21:33] order here in this city, but we also have to
[1:21:36] redo. And finish doing the rental ordinance so that removing
[1:21:41] the most onerous parts from it. Thank you so much.
[1:21:48] Next caller, please. The next caller is phone number ending
[1:21:51] in three three seven. Caller ending in three three seven.
[1:21:54] The floor is yours. You have two minutes. General public
[1:21:57] comment. May I be heard? Thank you. Okay. This is
[1:22:05] Patricia Bosch. I'm resident of district three. And. I'm very
[1:22:11] concerned about the city dumping. All its waste and industrial
[1:22:18] uses that it does not want to put in downtown,
[1:22:22] midtown or Cork. Town. We are losing population in District
[1:22:27] three. And the continued industrialization of our neighborhoods without proper.
[1:22:34] Buffering and permitting. I'm speaking of the cement crushing. Operation
[1:22:41] Crown development. At six mile and also the Bel Air
[1:22:47] Shopping Center. More so. I'm concerned about the flooding on
[1:22:51] Stotter Avenue and Eastlands and. Other areas in our district.
[1:22:58] Most of all. Do not pass the buy right section
[1:23:03] of the childcare ordinance because all of these sum totaled
[1:23:08] affect the quality of life of our neighborhood, and we
[1:23:12] are working. Side by side. But Arpa money is flooded
[1:23:18] to other areas. Joe lewis greenway but our millbain connor
[1:23:23] creek greenway. Is left untouched with any funding and maintenance.
[1:23:31] Also. I'm looking at. The hidden creeks like Connor Creek
[1:23:38] and others. Maybe they are a solution to the flooding.
[1:23:43] Modern technology. Needs to reckon with the natural environment and
[1:23:50] the closing of six mile, which was done under mayor
[1:23:53] Coleman Young and Irma Henderson Council. Was to be a
[1:23:58] three to five year closure at the most. And all
[1:24:02] of that impacts all of the issues that I just
[1:24:05] addressed. So. Asking. You. Next caller, please. The next color
[1:24:14] is Miko A. Williams. Miko A. Williams, the floor is
[1:24:17] yours. You have two minutes. General public comment. Hi. Yes.
[1:24:21] Can I be heard, please? Yes. Well, happy belated Memorial
[1:24:26] Day to everyone. I hope you all had a great
[1:24:28] weekend. And it was very nice. Shout out to general
[1:24:33] services for getting all the parks. In the grass, cut
[1:24:36] around so everyone can enjoy the families and enjoy their
[1:24:40] outing. Also, I want to say. Council members. Before you
[1:24:44] run up there to Mackinal, you better remember that. The
[1:24:49] voters. We elected you to vote for us and not
[1:24:51] for them. Those corporate donors don't. Pay your pocket. Those
[1:24:55] corporate donors are not going to look out for you
[1:24:57] when you are. In trouble of your election, especially. They're
[1:25:02] not going to be endorsing you from your policy decision
[1:25:05] that has harmed this community. I take offense. And I
[1:25:10] rarely take fit to God's people. But the city council
[1:25:14] members. That pushed us out, displaced us. Shut up our
[1:25:18] waters wouldn't fight back for our civil rights, our justice
[1:25:22] and our democracy. The charter as we know it. That
[1:25:24] was in 2018. Has not been enacted. And we tried
[1:25:30] the best we knew how. No matter what happened, we
[1:25:33] still are a city in Shambury until our government gets
[1:25:36] together. So the people come together at two. Woodward Avenue
[1:25:40] attendees black people in Detroit to leaving vote it was
[1:25:42] 43%. Less than the asthma spurnout. 235,000 votes, but it
[1:25:49] should be 700,000. People in the city of Detroit. That
[1:25:53] should be able to have a voice. It should be
[1:25:55] able to elect their leadership without any state intervention or
[1:26:00] management. We are a self governing city where we should
[1:26:02] be autonomous of our own decision. Public Act 436 still
[1:26:07] is the law of the book. And Governor Karen Whipper
[1:26:09] still won't get rid of that law. So before we
[1:26:12] go off, you better. Hope that public Act 436 tell
[1:26:16] her take the damn chains off of our neck. We
[1:26:19] could cover our own self. If the city is out
[1:26:21] of bankruptcy and we're able to manage. Our own decisions,
[1:26:24] then the state should be able to step off. Thank
[1:26:27] you. Let's call it, please. So this is our last
[1:26:32] caller who didn't respond before. This is call in user
[1:26:36] one. And that's the last caller before you cut off
[1:26:38] public comment. Thank you so much, caller. User one. Caller

[1:30:36] Thank you, Mr. Chair. And I just would like to
[1:30:39] know, for pilots, and we see many of them come,
[1:30:42] particularly through the budget finance audit standing committee. Many of
[1:30:45] the pilots go to projects that are being rehabbed for

[1:31:06] and so I don't know if that helps provide any
[1:31:09] context relative to these pilots that we see, but most
[1:31:12] of them are to rehab older buildings. That need much
[1:31:17] needed rehab. And that is why the pilot had been
[1:31:20] established, and I don't. Think we have seen one yet
[1:31:24] that has come in front of us that wasn't. Close

[1:35:14] All right. There's a motion to approve line item 17,
[1:35:20] point eleven with discussion. Thank you, member waters. I know
[1:35:28] that we also have an item similar to this in
[1:35:30] PED. Are you looking to pull that item? If this
[1:35:35] is approved today. Well, I'm not sure why it went
[1:35:39] to Ped, Mr. Chairman. No worries. We can do it.
[1:35:44] Originally came through iOS. No worries. I'm confused. We can
[1:35:51] deal with it later. No worries. I want to close

[1:36:09] This talks about. Three members from the Health Sciences Research
[1:36:13] center is number one. Who is that? And then the

[1:36:23] Local community, with an emphasis on individuals who have a
[1:36:25] background in healthcare and public health, such as who is
[1:36:30] going to enforce that and make sure that that is
[1:36:32] actually implemented. Is that two member waters? Yes. Member waters.
[1:36:42] The board. Certainly my goal was to make sure that.
[1:36:55] The nine member board would reflect. Ethnic and racial minority.
[1:37:01] Along with senior citizens. That's the goal. Which is why
[1:37:08] we put some additional language in there. Who is the
[1:37:13] health sciences Research Center? MSU. Yes, that's MSU. Okay, thank
[1:37:17] you. Colleagues again. It was a motion to approve line
[1:37:24] item 17, point eleven. Any objection? Seeing none that action
[1:37:31] shall be taken. For the neighborhood and Community Services Standing
[1:37:34] Committee from the Office of Contract and procurement. Council member
[1:37:39] Callaway. Five resolutions noted that nine items, 18.1 through 18.4,
[1:37:45] will postpone from last week's formal session. First is contract
[1:37:49] number 600615. Total contract amount is 1,365,000. This contract is
[1:37:58] contract number 600-0364 a one total contract amount, zero. Best
[1:38:06] contract is contract number 600-6207 total contract amount 2,700,000. Next

[1:38:38] Callaway five resolution. Mcalloway. My name is 18.1 through 18.4.
[1:38:44] Thank you. Thank you. Mr. Chair. I'd like to take
[1:38:49] each one separately. Line item 18.1 is regarding. The management
[1:38:53] of cemetery operations. We did have someone here. Who expressed
[1:38:59] some concerns about the awarding of the contract, and it
[1:39:03] doesn't sound like her. Concerns have been addressed. I would
[1:39:06] not want to move this forward. So if possible, we
[1:39:09] can bring this back in a week, and hopefully she'll
[1:39:12] have an opportunity to reach out to GSD and get
[1:39:15] some of her concerns or contracts and procurement rather. Get
[1:39:19] her. Concerns addressed. That's line item 18.1, so I can
[1:39:25] make the motion. Discussion. Discussion. So there is a discussion,
[1:39:30] Mr. Whitaker. Mr. President. Yes, sir. It sounds
[1:39:40] as if. The young lady has filed. A protest against
[1:39:47] this contract. And I think you need to hear from
[1:39:51] procurement to find out whether or not. She's exhausted. That
[1:39:56] her challenge to the contract through their procedure. Your rules
[1:40:02] allow for her to petition counsel if she's not successful
[1:40:06] in that regard. So I think before you entertain this
[1:40:11] contract or. Her petition. You should hear from procurement to
[1:40:16] find out where she is in their process. I was
[1:40:20] going to be definitely recommendation because I wasn't aware of
[1:40:22] the formal protest. It has not been top, but I
[1:40:25] think that's important for us to know. Okay, colleagues. I
[1:40:29] think we got as far as we need to go

[1:40:36] postpone for one week. Yes, sir, there's a motion. To
[1:40:39] postpone it for one week. Line item 18.1. Colleagues, any
[1:40:43] objection? Seeing none, that action shall be taken. Emma Callaway.

[1:40:54] waters? Move for approval online item 18.2 as a motion
[1:40:59] to approve line item 18.2. Any objections? Seeing none and
[1:41:06] action shall be taken. Waiver on line 18.2. The request

[1:41:36] a motion to approve line items 18.3 through 18.5. Discussion
[1:41:44] with discussion. Member, John. Thank you, Mr. President. My team
[1:41:50] and I. Are still pulling together details for line item
[1:41:56] 18.3. We have canvas the community and we're working with
[1:42:01] the administration to see how we can provide resources to
[1:42:05] ensure. We. Have as much as we can. A continual
[1:42:10] seawall in a state of good repair. And so with
[1:42:13] that, I'd like to make a motion to postpone. Line
[1:42:16] item 18.3 for one week. As a motion to postpone
[1:42:20] line item 18.3 for one week. I did hear discussion.
[1:42:24] Member. This contract came out of committee, but just want
[1:42:33] to make sure that we're all on the same page
[1:42:35] contract. Thank you. Thank you. There is a motion to
[1:42:39] postpone for one week. Line item 18.3. Further discussion member
[1:42:44] call. Yes, and thank you, Mr. Chair. And I apologize
[1:42:47] to my colleague, member Johnson, that I moved. To approve
[1:42:50] this. After knowing that you wanted it to be postponed,
[1:42:54] so I apologize. It was an oversight on my. Part.
[1:42:58] So absolutely. I support this. Bring back. Thank you, Mr.
[1:43:02] Chair. Any further, colleagues? Say none. We shall postpone the
[1:43:08] vote for line item 18.3 for one week. Action shall

[1:44:27] approved. Member Callaway. Thank you. Press the waiver online. Item
[1:44:33] 18.4, please. The request for a waiver online. Item 18.4.
[1:44:38] Colleagues, any objection? Seeing none waiver shall be attached. Back
[1:44:45] into the screen. Yes. My apologies to the chair. It's
[1:44:51] regarding 18.1, the cemetery contract. We do. Have Director stall
[1:44:55] online to provide more information on the protest. It appears
[1:45:00] that she responded to the repote already. No, I think
[1:45:06] there's additional conversation we all need to have to learn
[1:45:09] a little bit. More. So we're going to move forward.
[1:45:11] Thank you so much for the opportunity. Great. Thanks. Thank
[1:45:15] you. Still looking for 16.3, though. You have 16.3? We'll

[1:45:26] do have Alvin Horn online. Alex, would you like to
[1:45:29] go back to 16.3? All right. We shall now return
[1:45:34] back to line item 16.3. Move
[1:45:44] for discussion. Mr. President, line item 16.3. There's a motion
[1:45:47] to discuss. Member Durhall line on 16.3. Thank you, Mr.
[1:45:54] President. Through you to member Callaway. She has some questions
[1:45:58] regarding a pilot. Waiting to the individual pops up on
[1:46:03] the screen. Just know. Who do we have? Alvin Horn.
[1:46:08] He's been promoted. I don't know. I'll give him a
[1:46:16] quick call and see if he's. Maxi. Here. I'm here.
[1:46:20] I'm actually here. Excuse me. Thank you so much. Mr.
[1:46:24] Horner, if you can please turn your camera on so
[1:46:26] we can. See you, please. With all due respect to
[1:46:30] the chair, I would rather not. I'm actually out of
[1:46:33] Covid. Lead right now. Covid is alive and well and
[1:46:37] went through the assessor's office with Avenge last week. Definitely
[1:46:41] wish you the best. Appreciate you chiming in, giving us
[1:46:45] some input on this item. Callaway give you an opportunity
[1:46:51] to ask the question that you have. Member callaway yeah.
[1:46:54] Thank you. Thank you, Mr. Chair. And Mr. Porn. I'm
[1:46:57] looking at the resolution and I'm. Looking at. Your memorandum
[1:47:03] regarding this project. And. Is your opinion, according to this
[1:47:08] document? This mht who's building all over the city. Cannot
[1:47:13] afford this to do. Cannot afford to do this project
[1:47:16] without getting. This tax exemption. Asserted chair. I don't have
[1:47:23] the particular memorandum in front of me, but I am
[1:47:25] familiar with. This particular project. They submitted a request for
[1:47:34] pilot. Pilot, which is payment in lieu of taxes, is
[1:47:38] designed to help. Developers to encourage developers build. Or rehabilitate
[1:47:45] properties in areas that. Are economically feasible in many cases.
[1:47:51] They supplied all the information that was required under the
[1:47:53] pilot statute. It was reviewed by staff. It met all
[1:47:58] of the criteria. To be approved. Could it have been
[1:48:04] done without a pilot? That's not for the assessor's. Office
[1:48:07] to say. We simply review the information that's provided to
[1:48:12] us to make the determination. Do they qualify? Under the
[1:48:16] pilot statute. Thank you, ma'am. Thank you for the question.
[1:48:20] Now. Thank you. Through the chair. Thank you, sir. I'm
[1:48:27] always concerned about. Do you know whether or not MH
[1:48:34] through the chair. Do you know whether or not MHt
[1:48:36] is a for profit or nonprofit developer. Through the chair.
[1:48:41] I believe they have both types of. Properties in their
[1:48:48] portfolio. They have both nonprofits and they, outside Detroit have
[1:48:54] for profit developments. Thank you, Mr. Chair. Thank you, Mr.
[1:48:58] Horn. Thank you. Member Derhol. 16.3. Thank you, Mr. Chair.
[1:49:07] Move for approval for line item 16.3. The motion to
[1:49:11] approve line item 16.3. Any objection? Objection. Mr. Chair member
[1:49:16] Callaway. Mr. President, thank you so much. With one objection.
[1:49:23] It appears that I know. 16.3 is approved. That action
[1:49:29] shall be taken. Thank you. Back to line item. 19.
[1:49:37] Five resolution for the Planning and Economic Development Standing Committee
[1:49:41] under unfinished business. Council member Durhall on behalf of council
[1:49:46] president pro Tim James Tate in ordinance, noting a roll
[1:49:50] call, line item 19.1. Maduro. Thank you, Mr. President. I
[1:49:54] move to take from the table ordinance to amend chapter
[1:49:57] 21. Article two of the Detroit 19 Detroit City code
[1:50:00] by adding section 21 252 to establish the deaf sound
[1:50:05] studio house historic district and to define the elements of
[1:50:09] design for the district laid on the table March 19,
[1:50:12] 2024. Hearing objections, that action shall be taken. Remember Derhall.
[1:50:17] Thank you, Mr. President. I move the ordinance be placed
[1:50:19] on the order of third reading and considered read. There
[1:50:23] are no objections, that action shall be taken. Remember Durham.
[1:50:26] Thank you, Mr. President. I move the ordinance be passed
[1:50:29] as submitted with discussion. There being a road call required.
[1:50:34] The clerk please call it Roe. But prior to that
[1:50:36] with discussion. Thank you, Mr. President. And I note that
[1:50:39] some members may have wanted to take the opportunity. To
[1:50:43] discuss this item. I know we had an opportunity in
[1:50:45] the planning and economic development standing committee. But wanted to
[1:50:49] open it up for discussion so members can have the
[1:50:51] opportunity to discuss. Mr. President. Thank you. Any discussion, colleagues.
[1:50:57] None. Member of Durhall. I'm sorry, mentor. Council member Scott
[1:51:06] Vincent? Yes. Council member Fred Derhall III? Yes. Poster member
[1:51:12] Leticia Johnson? Yes. Council member Gabriella Santiago Romero? Yes. Council
[1:51:19] president pro tem, James Tate. Yes. Council member Mary Waters.
[1:51:23] Yes. Council member Angela Whitfield. Callaway. Yes. Seven years, zero
[1:51:28] nays. That motion passes. Mr. President. Thank you. That the
[1:51:31] ordinance is approved. Member Durham. Thank you, Mr. President. I
[1:51:40] move the title to the ordinance be confirmed. Here are
[1:51:43] no objections. That action shall be taken. Congratulations. Thank you,
[1:51:47] Mr. President. Request a waiver for line item 19.1 as
[1:51:50] a request for waiver line out of 19.1. Any objection?
[1:51:54] Seeing none, a waiver shall be attached. To line item
[1:52:00] 19.2. Under unfinished business. Council member Derhall an ordinance noting
[1:52:10] a roll call. Line item 19.2. Thank you, Mr. President.
[1:52:15] I move to take from the table ordinance to amend
[1:52:17] chapter 43 of the 2019, Detroit City Cold street, sidewalks
[1:52:20] and other public places article three opening, closing, extending, widening,
[1:52:24] vacating naming and renaming of streets subdivision A, generally by
[1:52:28] amending section 43. 41 assignment of secondary street signs permitted
[1:52:33] to allow for non Detroit residents to be eligible for
[1:52:36] secondary street signs in certain circumstances laid on the table.
[1:52:40] March 19, 2024. Here are no objections. That action shall
[1:52:46] be taken. Remember, durable. Thank you, Mr. President. I move
[1:52:48] the ordinance be placed on the order of third reading
[1:52:51] and considered red. Here are no objection. Discussion with discussion.
[1:52:56] Member Benson. All right. Thank you. So I just got
[1:53:00] to express my concern and hope that we can have
[1:53:02] some additional conversations. Because in the current format, I would
[1:53:06] have to be a no. But I think there may
[1:53:08] be ways to actually get this across the finish line.
[1:53:12] And my biggest concern is to open up the ordinance
[1:53:17] to non Detroit. And I really believe that we really
[1:53:22] want to recognize one person. And so my concern is
[1:53:25] that one person would be recognized. But now we've opened
[1:53:28] it up for. Others. Not just for this body, but
[1:53:34] in perpetuity. Unless something changed again. And so I would
[1:53:38] just like to see if there is an openness to
[1:53:41] bringing this back. In a week so we can have
[1:53:44] some additional conversations about some ideas I may have to
[1:53:47] get. To where you want to go. And off grade
[1:53:51] level protection. To what I believe. Is a reward that
[1:53:57] really should be dedicated and committed to Detroit. If I
[1:54:00] can add. So I know that it came out as
[1:54:04] a request for an individual that whose name was in
[1:54:08] the queue for some time and. It didn't fit the
[1:54:13] rules. But I will say that there are other individuals
[1:54:16] that have approached me. There's one in particular. This mom
[1:54:20] has been fighting very hard. Her daughter visited and lived
[1:54:24] in the city. Well, didn't live. That's not where her
[1:54:26] address was, but unfortunately. She was killed in the city
[1:54:29] of Detroit, she would be over a grandma's house pretty.
[1:54:32] Much every week, multiple times. And she lived in Sterling
[1:54:36] heist. That, again, was on her driver's license. But she
[1:54:40] was in Detroit. All the time. She was killed, unfortunately,
[1:54:45] in Detroit, and mom is looking to get a secondary
[1:54:48] street. Sign on behalf of her. So again, that is
[1:54:52] something that is definitely debatable, but I just wanted to
[1:54:54] put it out there that it's not just one individual.
[1:54:57] That. This would be considered to potentially assist, but also.
[1:55:02] Others in advance and want to also indicate that in
[1:55:06] order for any of these names to move, forward. We
[1:55:09] talked about this in committee. There would have to be
[1:55:11] still a very high threshold for that individual to move
[1:55:14] forward. It would need one member in addition to three
[1:55:19] others. Who would co sign and that will make them
[1:55:22] only eligible at that point, but would not guarantee their
[1:55:26] ability. To. Guarantee their secondary street sign, so I wanted
[1:55:31] to make sure we put that out in the open.
[1:55:32] To make it very clear for those who are listening.
[1:55:35] Member Callaway? Yeah. Thank you. Thank you. Mr. Chair, I
[1:55:37] could not support this. As well. In any form. This
[1:55:43] person did not live in Detroit. He lived in Oak
[1:55:47] park. He was not killed in Detroit. He was killed
[1:55:49] in Highland park. And a young man was just killed
[1:55:53] last week over a pair of gym shoes. Should we
[1:55:56] rename? That area after him. Malice Green was killed on
[1:56:00] warrant. There was a mural, is faded now. That street
[1:56:03] was not renamed after him. There are a lot of
[1:56:05] innocent people killed in this city. Who were residents of
[1:56:08] this city. Whose parents or loved ones or guardians would
[1:56:13] want a street named after them. And I think if
[1:56:15] we make this decision, which I'm not going to support,
[1:56:18] we open up a floodgate. People who visited NFL draft.
[1:56:22] What if they were killed here? It didn't happen. We
[1:56:26] just would open up the floodgate for all people to
[1:56:28] come in, then we're. Opening up ourselves to potential liability
[1:56:31] or mean lawsuit. Well, you did it for this person.
[1:56:34] You didn't do it for me. I just think we
[1:56:37] have our ordinance. I don't think it should be amended.
[1:56:41] To in this regard for this particular case. So I
[1:56:43] cannot support this. And again, people are killed. In this
[1:56:47] city every day. And we can't start. My opinion. Start
[1:56:50] renamed. My brother was. Killed. In a drunken car accident
[1:56:55] in 2000 and 943 years old. I didn't ask for
[1:56:57] that street to be named after him. He grew up
[1:57:00] in this city. Drunken driver killed my brother. Joe Whitfield
[1:57:04] II. That was never even a thought of mine. We
[1:57:08] went out there and put flowers that are now gone.
[1:57:11] And I just think for us to get into the
[1:57:12] business of renaming streets, because. Mr. Chimp was even killed
[1:57:17] here. So he should go to his family or loved
[1:57:21] ones should go to Highland park and ask Highland park
[1:57:23] officials to name that street after him or Oak park,
[1:57:26] where he lives, and that's my opinion. Thank you, Mr.
[1:57:29] Chair. Thank you, Mr. President. And I'm coming right to
[1:57:32] you. And as the chairs, one thing we always got
[1:57:34] to keep in mind is that we all have the
[1:57:36] ability, whether we have someone in our family. Who passed.
[1:57:40] Or we want to recognize someone brought up in committee.
[1:57:43] Malice Green. No one has brought that name forward, but
[1:57:45] there's nothing that precludes these individuals from being brought forward.
[1:57:49] So I just want to make that very clear. We
[1:57:51] have the ability to bring these names forward. It is
[1:57:53] just a desire and will of this body and the
[1:57:56] individual members. Members. Santiago Romero. I will yield to members
[1:58:01] of who I believe also wanted to share. Thank you.
[1:58:07] Durham. Thank you, Mr. I know you used to say
[1:58:12] a member vice chair. No. But to that point, I
[1:58:19] just wanted to just take the opportunity to speak on
[1:58:20] this. I initially had some consternation. With this ordinance at
[1:58:25] first because I did worry about. The protections when we
[1:58:28] talk about. Secondary street signs. What our historical presence or
[1:58:35] the contributions of those folks who were historical and made
[1:58:38] an impact on the city of Detroit would be and
[1:58:41] how they would be remembered and to ensure that floodgates
[1:58:44] weren't open, so just anyone could come in. But I
[1:58:48] also think that as I have looked at the ordinance
[1:58:51] and the protections that have been placed. In there. Has
[1:58:54] not been. A couple of ordinances that have come in
[1:58:59] front of us, but there has not been more. Contention
[1:59:02] or disagreement most of the time from this council. Until
[1:59:06] these type of street signs have come. We put the
[1:59:08] ballots out. We're here three. Or four or five times
[1:59:11] going back and forth, because that is the process. And
[1:59:14] then we ultimately come into a resolution. What made me
[1:59:17] comfortable with this ordinance was it does not seem that
[1:59:20] the floodgates are going to be open because you have
[1:59:23] to have one council member to sponsor. It, then three
[1:59:26] additional coun. Council members to co sign on that. And
[1:59:29] so I think that provides a level of protection and
[1:59:32] added protection. And I also will note this, because I
[1:59:36] get where folks are going. This is a sensitive issue.
[1:59:39] But I also don't want to negate the fact that
[1:59:41] there are individuals throughout the entire United States of America
[1:59:44] that have made significant contributions to. The city of Detroit.
[1:59:48] Whether they were killed here or whether they were not,
[1:59:51] Malcolm X was not. Killed here. And there's a street
[1:59:54] sign, first, not secondary, named after him, Martin Luther king.
[1:59:58] Same thing. Many of the folks who receive street signs,
[2:00:02] by the way, have helped found it here. But it
[2:00:05] is arguable to even african. Americans that their contribution to
[2:00:08] the african american community was significant enough for us to
[2:00:12] even keep the names on those street signs. So I
[2:00:14] do believe it is a case by case basis. I
[2:00:17] do. Believe that in this ordinance, it has provided protections
[2:00:20] for folks to say, hey, if four council members can
[2:00:23] say this person made a significant contribution to our city.
[2:00:27] They can move forward in the process, and then the
[2:00:29] ultimate protection for any ordinance that comes in. Front of
[2:00:32] us is that it has to be passed by a
[2:00:35] majority of folks who are sitting at that table. I
[2:00:38] don't know how many more or additional protections that we
[2:00:41] will need. Relative to this ordinance. And so that's why
[2:00:45] I am very supportive of this wardace. I want to
[2:00:47] be. Vocal. I was in disagreement of the ordinance. And
[2:00:50] two members. Santiago Romero. Romero's team. They went back. They
[2:00:54] put teeth in this ordinance. To ensure that anyone can
[2:00:57] just not come here and get a secondary street sign
[2:01:00] named in the city of Detroit and that the council
[2:01:04] also. Will always have a say so if this ordinance
[2:01:08] is passed. And so, Mr. President, that is my two
[2:01:11] cent. And I wanted to express that because I was
[2:01:13] at the same place at first as well for secondary
[2:01:16] street signs, but I do think it is important to
[2:01:19] notice that those protections I believe have been provided. Thank
[2:01:22] you, Mr. President. Thank you. Members, Santiago Grove Mayor thank
[2:01:26] you, Mr. President. I would be happy to bring this
[2:01:28] back in one. Week for us to figure out a
[2:01:31] solution. As I mentioned from the very beginning, I am
[2:01:34] simply doing this because I was told to do so
[2:01:37] in order for us to give Vincent Shin the honor
[2:01:39] that he so rightfully deserves. Further record, Vincent Shin was
[2:01:42] killed in the city of Detroit. And for the record,
[2:01:45] This is not me asking just because someone got killed
[2:01:48] in the city to give him a secondary. Street name.
[2:01:50] My uncle was shot and killed at 17 years old
[2:01:53] in the city of Detroit, and I am not sitting
[2:01:54] here asking for a secondary street saying. I am asking
[2:01:57] that we give Vincent Chin, who helped spark the asian
[2:02:01] american citizens for Justin's movements across the country. To give
[2:02:05] him his fair share for the work that he did
[2:02:08] here in the city, for the work that has continued
[2:02:10] to be done here in the city, I think it's
[2:02:12] incredibly disrespectful and dismissive to. Simply boil this down to
[2:02:18] opening of the floodgates when myself and my team has
[2:02:21] been working so incredibly hard to be able to follow
[2:02:24] the guidance given to us by the historical board. Designation
[2:02:28] by our pro thms office, by our colleagues, to be
[2:02:31] able to give Vincent again a rightful recognition that he
[2:02:35] deserves. So I hope that. We bring this back in
[2:02:37] one week, that we figure out a way to give
[2:02:40] him the recognition. That he deserves, because this is not
[2:02:44] simply giving someone. And I understand there are many people
[2:02:47] that born, die here who are worthy of recognition. But
[2:02:52] this is not me asking for myself. This is. Something
[2:02:54] that has been asked of us by community. Who is
[2:02:57] working so tirelessly to give Pranie's American the recognition that
[2:03:00] they deserve here in the city of Detroit. Thank you,
[2:03:02] Mr. President. Thank you, colleagues. It appears that the sponsor.
[2:03:09] Of the amendment has asked for it to be postponed
[2:03:12] for one week before we go there. Member John. Thank
[2:03:16] you, Mr. President. I believe last week. I raised some
[2:03:21] of the same concerns that member Benson articulated today. And
[2:03:25] members Santiago Romero did. Support a one week postponement in
[2:03:30] order for some additional discussion to be had to ensure
[2:03:34] that the individual that she was returning to would be
[2:03:38] able to be supported with an exemption similar to an
[2:03:43] individual who. Is still living. I'm interested in understanding what
[2:03:48] discussions took place. Since last week's postponement. That would have
[2:03:54] considered. Still allowing. The request that member Santiago Romero was
[2:04:01] interested in. But retaining the city of Detroit residency and
[2:04:06] allowing for an exemption if this body so chooses. Again
[2:04:12] without getting bogged down. I guess the question really is
[2:04:15] not for the law department. It's more so with member
[2:04:17] Santa Romero's office member Santa Romero? How would you like
[2:04:23] to proceed? I guess. That's where we have to come
[2:04:27] down to. So, Mr. President, we did have a discussion.
[2:04:31] If we can turn it over to attorney Anderson to
[2:04:33] discuss. Through the chair. Graham Anderson, law department. Good morning,
[2:04:37] everyone. Through the chair to council member Johnson. We did
[2:04:42] have a discussion. Last week. I believe it was Thursday.
[2:04:47] Among a few different council member teams as well as
[2:04:50] the historic society. And one suggestion, actually, that I think
[2:04:56] I actually heard today that I think might best address
[2:05:00] this. Question. No. You don't like it? Not prepared to
[2:05:02] discuss that public talk to the fair. Thank you, council
[2:05:05] member, but. Through the chair. Lost my train of thought.
[2:05:13] Yes. But the discussions we had. We did not really
[2:05:21] settle on. A concrete amendment to the ordinance that would
[2:05:27] change it to best address your question. We seem to
[2:05:31] just come out of the meeting. In agreement. But if
[2:05:36] there's any changes that we would like the law department
[2:05:39] to make, I'm happy to make those amendments. Depending. On
[2:05:44] the severity of significance of the changes. We need another
[2:05:48] public hearing. But at this time, I'm happy to address
[2:05:52] any explicit questions for explicit changes to the language of
[2:05:56] the ordinance. Thank you, Mr. President. I am going to
[2:06:00] encourage anyone and everyone. If you have language to please
[2:06:03] share it with us. My team has met with your
[2:06:05] office. And we just haven't had the language. It's language
[2:06:10] that's missing and as I mentioned from the very beginning,
[2:06:13] I am doing this process because I was asked to
[2:06:15] do so if it was up to me, we would
[2:06:17] support Vincent Chin with the votes that we have. And
[2:06:19] move on and not change the ordinance at all. But
[2:06:22] I am doing what I'm being asked to do. To
[2:06:25] follow process. So I asked anyone, if you do have
[2:06:28] language suggestions, Mr. Benson. Thank you. That you let us
[2:06:31] know. Because, frankly, I don't want to open up any
[2:06:35] floodgates. I'm not trying to. Make things complicated, but I
[2:06:39] also don't know the language that folks would be comfortable
[2:06:41] with. So if anyone can think of something from now
[2:06:44] until next week, we can work on that. Thank you.
[2:06:49] Thank you. The ordinance was placed on order of third
[2:06:53] reading colleagues. Any objection? Objection? Point of order. My understanding
[2:07:03] is an ear hustle was that we would need to
[2:07:06] deny the third reading. Then make the motion. Or can
[2:07:08] we make the motion? Go back. No. If you object,
[2:07:16] you can object. I encourage the bring back for a
[2:07:23] week. That's my suggestion. Okay. Objection. Member Johnson.
[2:08:17] Right now you're saying objections are not necessary at this
[2:08:20] point because we've already. Gone to the order of third
[2:08:23] reading. Okay, so we've already done.
[2:08:36] Member Durhall. Already moved it. We need to vote on
[2:08:39] it. Hold on 1 second. The order of third reading.
[2:08:44] So we wanted to postpone the vote for one week.
[2:08:46] What would be that motion? What would happen next.
[2:09:08] If. The motion for approval of. Motion for third reading
[2:09:16] fails. What is the next. That will be going back
[2:09:20] to my suggestion that we not take that vote in
[2:09:23] that we move. I support it when we bring back.
[2:09:27] Now we go to the one we bring back first.
[2:09:31] So bring it back and have the third reading next
[2:09:34] time. That's easy. I'd rather not. Vote no when we're
[2:09:40] trying to find a solution. Mr president. Member Durho. Thank
[2:09:46] you, Mr. Chair. I just wanted to clarify. The motion
[2:09:52] was to place it on third reading. There was no
[2:09:55] motion. To pass it as submitted. So there's no need
[2:09:57] for the record roll call vote, because there was no
[2:09:59] motion made to pass it as submitted. What the parliamentarian
[2:10:03] is stating is that you can still place it on
[2:10:05] third reading, which is procedural, so when we come back.
[2:10:09] After. It's postponed because we still can make the motion
[2:10:12] for a postponement because we're in discussion. Then we'll come
[2:10:15] back next week. And then the only motions that are
[2:10:17] needed to be made is to pass the ordinance as
[2:10:19] submitted, because it's already been placed on third reading through
[2:10:23] the chair. Sorry. I'd agree that makes things more fluid
[2:10:28] for next week. However, I do see your point. Comps
[2:10:30] member Benson. I believe that that motion may fail is
[2:10:34] why I'm suggesting that we bring that back. In one
[2:10:39] week. So let me just ask this question, saying it
[2:10:44] seems like there's a desire to bring back in one
[2:10:46] week at least. To postpone the vote for one week.
[2:10:51] How do we get there from here? Because it sounds
[2:10:54] like we're already here. Through the chair. It's already been
[2:10:56] moved. To the order of third reading through the chair.
[2:10:59] I believe there is no problem with us moving. For
[2:11:01] a one week bring back now and we will have
[2:11:04] that vote next week. I greatly appreciate what parliamentarian was
[2:11:10] arguing. But we may as well move it at this
[2:11:13] point for a one week bring back. Thank you. Thank
[2:11:16] you so much. Is there a motion? Thank you, Mr.
[2:11:19] Chair. Move to postpone line out of 9.2. For one
[2:11:22] week. There's a motion to postpone the vote for line
[2:11:26] item 19.3 for one. Week. Excuse me. 19.2. Senior objection.
[2:11:35] That action shall be taken. All right. From the office

[2:12:43] number 600-0486. A 2100% city funding amendment two to provide
[2:12:52] an extension of time and an increase of funds for

[2:13:39] What numbers? Pardon me? What numbers? Because my agenda is
[2:13:47] reasonably different. 19.3 through 19.6. There's a motion to member
[2:13:55] Durham. It's like I'm in committee. I keep. Okay, Mr.
[2:13:59] President. Moved to approve line items 19.3 to 19.6. Does
[2:14:06] a motion to approve line items 19.3 through 19.6. Can
[2:14:11] we get a discussion, please. Thank you. Member Kelly for
[2:14:14] line out of 19.3 know the devil's postponed for one
[2:14:17] week. For responses. And I believe, according to my team,
[2:14:23] there was a request from HRd to bring back line
[2:14:26] item 19.3 in one week. Remember Callaway? Yeah. Thank you.
[2:14:29] I was going. To ask that we bring it back
[2:14:31] because I have not received. Any of my questions answered
[2:14:36] at all. Thank you. Thank you, Mr. Chair. Thank you,
[2:14:39] colleagues. Is there a motion to bring back line item
[2:14:43] 19.3. Postpone the boat. Excuse me? For one. Week. Motion
[2:14:48] as a motion, postpone the vote for line item 19.3
[2:14:51] in one week. See no objections, that action shall be
[2:14:55] taken. That leaves us with line item 19.4 through 19.6.
[2:15:04] Any objection? Seeing none. We shall approve 19.4 through 19.6.
[2:15:14] Request a waiver for line items 19.4 through 19.6. Mr.

[2:15:42] online. I'm 19.7. Move forward with discussion. Member Durhall. Thank
[2:15:47] you, president. Mr. President, permit. This is on the agenda
[2:15:53] and just wanted to clarify. We heard from CPC, it
[2:15:55] is stated on the agenda as a resolution of authorization.
[2:15:58] But just noting again that. This is supposed to be
[2:16:02] an ordinance, and so just wanted a level of clarity.
[2:16:06] I know, Mr. Todd has popped up on the screen
[2:16:08] as well. Do you have the introduction language? I do.
[2:16:17] Okay. Actually, I do not. Pardon or no, I do.
[2:16:19] Pardon me, president. Mr. President, I do. Okay. Thank you,
[2:16:22] Mr. Ty. Thank you, Mr. President. Good. Excuse me. Good
[2:16:27] afternoon, city council. As it is just now noon, yes.

[2:16:44] Mr. President. It is a ordinance. It should have read
