you. Good morning. President and city council. Thank you for

this opportunity to serve. Let us go to the Lord
[23:52]
in prayer. God, we thank you for another day to
[23:55]
serve you. And to serve the city of Detroit. Your
[24:00]
word instructs us in one Timothy, chapter two, verses one
[24:03]
through two, I assort. Therefore, that first of all supplications,
[24:08]
prayers, intercessions and giving of thanks be made for all
[24:13]
men. For kings and for all that are in authority,
[24:17]
that we may lead a quiet and peaceable life. In
[24:21]
all godliness and honesty. We are praying for our city
[24:26]
council today. We pray for our city council president and
[24:30]
their staff. We pray for every city council member and
[24:34]
their staff. We pray that you would give them wisdom
[24:37]
and discernment in making critical decisions that impact. The citizens
[24:42]
of the city of Detroit. May they seek your guidance
[24:45]
in every decision that they make. Whether rather it be
[24:48]
big or small, we're also praying that they may uphold
[24:51]
the highest standards of integrity and honesty in their roles.
[24:55]
Lord, let their actions reflect their commitment to truth and
[24:59]
righteousness for the city of. Detroit. We also pray God
[25:04]
for their protection. Protect the city council, keep them safe
[25:07]
from all hurt, harm. And danger, both physical and spiritual,

everyone. I am thrilled to present some speaker of the
[27:29]
chart of words today to Detroit youth that represented our
[27:33]
city internationally. Last month at the inaugural autonomous Racing league.
[27:41]
Detroit youth represented us at. Yes, marina circuits in Abu
[27:46]
Dhabi. Congratulations, you guys. Haley from the Boys and Girls
[27:49]
Club of southeastern Michigan. The Mobility Industry Club is a
[27:53]
new partnership between Covid-19 the world's first professional autonomous racing
[27:58]
team, Pensky corporation, the Detroit Grand Prix and a black
[28:03]
bottom ventures together. These partners aim to cultivate and empower
[28:10]
the next generation of mobility talent, providing hands on experience
[28:15]
and lead ahead opportunities in the mobility industry. Youth in
[28:20]
this program are exposed to and gets to dive into
[28:24]
autonomous racing and mortar sports, transportation artificial intelligence, robotics, research
[28:30]
and development, and I think. It's safe to say that
[28:34]
our young people are onto something. The youth here today
[28:37]
and mobility industry club placed. Fifth place overall. In the
[28:42]
competition. Coming in points. 25 seconds from the college team
[28:48]
and only 1 second behind the winning team. Congratulations. You
[28:51]
guys. These high school age youth represented Detroit on a
[28:56]
global stage and placed fifth in the world. I am
[29:00]
blown away at the challenge before us today and honored
[29:03]
to recognize them. Their hard work, passion and commitment is
[29:11]
admirable and we should all be very proud of them
[29:14]
and their accomplishments and for what's to come. They are
[29:17]
rooted in the richness. And opportunity of Detroit embodying the
[29:21]
spirit of the city and their future is very bright.
[29:24]
Congratulations, everyone. With that, I now have the privilege of

presenting. Spirit of Detroit awards. I will be going up
[29:32]
here to the podium. I'll be calling. Out each person's
[29:35]
name. If you then wouldn't mind coming and joining to

we're done, I would like to turn it over. To.

Our youth. Their supervisors, their teammates, to give in these
[29:51]
few words before we close out for today. But with
[29:55]

C. Who is a 10th grader at the Detroit School
[30:05]
of Art. Juan V. Who is an 11th grader at
[30:09]
the. Western International High School. Alexander V. Who is a
[30:14]
12th grader at Cas Tech. Melvin A, who is an
[30:19]
8th grader at the University Prep Science and Math Middle
[30:24]
School. Titus a who is in the 9th grade and
[30:31]
is home school. And Timothy A, who is in 11th
[30:37]
grade and homeschooled as well. Congratulations, everyone. I'm going to
[30:43]
have everyone join me up at the podium. Now we
[30:45]
will hand out the presentations, and if anyone would like
[30:48]
to share a few words, I would welcome.

Good morning. I'm Luddie Azar. Or Chevrolet. Detroit Grand Prix
[31:06]
and Pensky corporation and. Thank you so much for recognizing
[31:10]
these young people. What an amazing journey they've had. They
[31:15]
were the last team to enter this global competition. We
[31:18]
weren't sure how it would turn out. Bringing a group
[31:21]
of kids together and finding an instructor last minute, but
[31:24]
we thought it was certainly worth the try and opportunity.
[31:27]
And they continued on to be the only team, this
[31:30]
was the only team representing the United States. Of America
[31:33]
at this portal classification. They beat out all the other
[31:37]
high school teams, all the other collegiate teams, and they
[31:40]
were the number one high school team globally. And they
[31:45]
certainly are deserving of the spirit of Detroit. Thank you
[31:47]
so much for recognizing them. They absolutely exemplify everything we
[31:51]
know our youth can be. Thank you. Good morning. I'm

Sonya Draper, executive director of talent innovation for Boys and
[32:02]
girls, love of southeastern Michigan. Just want to thank you
[32:05]
for this awesome award and. Are presented to our youth
[32:13]
today. I went with them to Abidabi on the trip,
[32:17]
and they did a phenomenal job. Just seeing them work
[32:20]
as engineers daily, putting in the coding, going back, testing
[32:23]
the coding, and then. Collaborating amongst themselves. Deliberating and figuring
[32:29]
out argumenting for who thinks their code should work. And
[32:35]
different entities, and they did a phenomenal job. We couldn't
[32:38]
be more proud of. Them just want to acknowledge. Jacob.
[32:41]
I know his name. We may have omitted it. Jacob's
[32:44]
name wasn't interested. But Jacob is an 8th grader, rising
[32:47]
9th grader that participated in the program. But you wouldn't
[32:50]
even be able to tell that he was in 8th
[32:52]
grade. Fit right in with the group and contributed immensely.
[32:56]
So thank you again so much for this award. We
[32:59]
greatly appreciate it.

can definitely make sure that we share. Of the race

and so forth, so that you can see their car

and how it erase and how they qualified. Secondly, we

have numerous programs within boys and girls clubhouse eastern Michigan.
[34:46]
They're called our industry club program. Basically, you would go
[34:50]
to our website. Bgcsm.org look under industry clubs. We're actually
[34:55]
hiring for the summer currently we're hiring about eight or
[34:59]
nine different industry clubs where we're paying our youth. To
[35:02]
learn tangible skills from industry professionals. Anywhere from twelve to
[35:07]
$14 per hour. Some of our programs will start June
[35:11]
17. Others will start July eigth. Some of them will
[35:15]
be a nine week program for the summer. Others will
[35:17]
be a six week program, and then we'll continuously have
[35:20]
our programming year round through fall, winter, spring, summer. Accordingly.

This is about all. The city's workers, especially the Detroit
[39:47]
Police Department. Covering up my rights, and this is how
[39:51]
they are all working together. I live in a shelter.
[39:56]
And the garbage truck come every three days. And I
[40:00]
stated this before. They are. Sending people that take pictures
[40:07]
of me or recordings. They call into this number and
[40:10]
get gift cards and everything. So this is the way
[40:14]
they describe. All the information of proof. And undercover off
[40:19]
with officers that are in the shelter working or acting
[40:24]
like they are guests. Illegal cameras. Listening to devices in
[40:30]
my room. I can't even shower in peace because. They
[40:33]
are recording everything I do. In that facility, and I've
[40:37]
been going to Avalan and my advocate every session that
[40:41]
I had was recorded. So I said they are working
[40:44]
with Detroit police officers to conspire to cover up my
[40:48]
rape, so. The detroit dte. Do t all the city
[40:54]
official workers. I have dates and times. And numbers of
[41:00]
their vehicles. This thing going on for quite some time.
[41:04]
And I am very upset concerning the issue about. Them
[41:10]
stalking me. And violating my constitutional rights, laws and regulations
[41:15]
they do not comply to. And like I said, you
[41:19]
have to show three things that they do. That's illegal
[41:23]
and they conspire to cover up all this illegal activities
[41:26]
and that. Could be Rico. Apparently, people do not respect
[41:29]
their job, and I intend on suing every last individual
[41:33]
city official company, if they do that, continue to violate
[41:37]
my constitutional rights, especially Troy police department. Thank you very

Dugan, who is out of control. Getting away with financial

thievery. Again I ask, how do you sleep? Or engage

with your. Loved ones knowing you are part of a

scheme that is of hell, led by Dugan Dan. Gilbert

and Dana, Nesso and others. Why is it so easy

to enrich beggars? That come before you by thousands, millions

and billions of dollars and say no to. The very

people who elected you who money this belongs to. Has

Dugan put that much fear and evil in your spirit?

unreasonable. They took everything away from us and has not

belong to us has been denied us while giving money

to people who have not done anything. For this country,

the reason why I'm asking for that red, black and

green flag to fly over the city of Detroit is

to give our youth hope. And our nation to come
[44:49]
together. If we can honor everyone else. We do have

pride in that red, black and green flag and. I
[44:56]
thank you for that and also coming before you again
[44:59]
because of the Mark Luther King memorial. Park that sits
[45:02]
on the corner of Rosa Parks Boulevard and West grand
[45:05]
boulevard. I'm still working with the parks and recreation who
[45:11]
are not returning my calls on the renovation of the
[45:14]
park or to do the cleanup. I need to. Have
[45:19]
containers to pick up the trash and so forth. We
[45:21]
do have people out there that's. Going to be working
[45:23]
and cleaning, and I need to have someone to be
[45:26]
able to pick. Up the trash because we will be
[45:28]
at the park on the 23 June to recognize the
[45:32]
park. For the march for freedom that Martin Luther King
[45:35]
did 61 years ago. And I thank you for your
[45:38]

Foster. Good morning. Through the. Chair. Just a few things
[46:24]
I wanted to come down express today. First community, the
[46:28]
new and is broken down as in two words. The
[46:31]
first word being common, second word being unity. We cannot
[46:35]
have a community with our unity of common goals. So
[46:39]
we have to identify these, really get down at the
[46:41]
table and identify where our common goals. Are to establish
[46:45]
the community. This rhetoric that I'm speaking is becoming a
[46:49]
little old and redundant here. We need resources. To reinforce
[46:53]
words. And progressions in life. Come down here just for
[46:58]
that? I did want to say I appreciate 9.4 the
[47:02]
Death sign studio Jerry, all of this work getting the
[47:04]
knowledge here, I think that is very commendable. Secondly, I'd
[47:09]
like to be involved in a veteran development. Here. I

did a lot of advocating. I speak up very highly,

in part of the participation and development of Veterans department.

Thirdly, we cannot afford to protest another 60 years. Protesting

has not gotten us as far as we need to
[47:30]
go. It was good for the moment. It was good

for the season. That cannot be the only and absolute
[47:36]
way to address our issues. And redress our grievances. We
[47:39]
have to come together and get these things done, like.
[47:42]
I said before, by any means necessary. Over the last
[47:46]
week. We had children here. Our children. They cannot afford
[47:52]
to be going to school and be incompromising position. We
[47:56]
had this discussion over the last two years going to
[47:59]
and fro school, and we don't. Want to have this
[48:01]
discussion no more. That young man did not deserve to
[48:04]
die or to get robbed or being that type of
[48:06]
position, nor did the other child deserve to. Lose a
[48:10]
finger. And so we all have to do a much
[48:12]
better job in our community. I charge our pastors to
[48:15]
get more active in the communities. Acknowledge our deacons. They
[48:19]
do a really good job. Get more active in the
[48:21]
communities, charge our legislator to get mental health facilities in
[48:25]
our community. No alternatives. I appreciate it. It appears Mr.

Good morning, council. I made a request to address. Counsel
[48:53]
in regards to contract number 6000-6155 and I feel it
[48:59]
is very important that once again. You postponed the vote
[49:04]
until you're able to hear what I have to say.

I'm here today. To express my concerns regarding. The six

contract 600-6155 for cemetery management. Scheduled for a vote before
[50:09]
you today. I believe that my company has not been
[50:11]
given a fair chance. Or consideration and evaluation or awarding
[50:16]
of this contract. I need to provide a brief history
[50:19]
so that you will have the full picture of why
[50:22]
I am protesting. In 2020, when S and T Enterprise
[50:26]
abruptly left the city without managing. The municipal cemeteries. I
[50:31]
was called on a Sunday evening at 11:30 p.m. And
[50:34]
asked if I was interested in temporarily managing the cemetery
[50:38]
until a bid could be released. Out of my care
[50:43]
and love for the city of Detroit. I temporarily closed
[50:46]
my monument company to come to the aid of the
[50:50]
city. The next morning, I was on call at 08:00
[50:53]
a.m. With the senior management of the general. Services department.
[50:57]
I was at Gethsemane within an hour with a team
[51:00]
which was supposed to be for a three month assignment
[51:03]
that turned into a six month. And then one year,
[51:07]
my first day. At this. Have you filed a formal
[51:12]
protest? Yes, sir. Okay. All right. So that's in the
[51:15]

last ten years. The number of police officers living outside

the city has greatly increased. You know, right now, today,

Less than 10% of the command staff for the Detroit

Police Department lives in the city. That is a problem.

I know I'm older than most of you all, but.
[59:29]
One of the things that helped Comey young get elected
[59:32]
is the fact that the police department executive staff and
[59:35]
a lot of their officers was predominantly of one race,
[59:39]
and more and more of the people in the city
[59:40]
of Detroit was the number race that is drifting again.
[59:45]
That could be major problems for the future of this
[59:47]
city. Just looking at. How different people are treated differently.
[59:54]
Look at open a day Tiger stadium. You have a
[59:57]
lot of people who live outside the city who come
[1:00:00]
downtown, smoke, drank, urinating. In public, hardly nothing happens. But
[1:00:05]
you have black and brown people to have events, and
[1:00:09]
they are micromanaged. And hostility is going to keep growing.
[1:00:16]
It needs to be greater incentives to make sure more
[1:00:18]
of our officers, and especially the command officers. Live inside
[1:00:22]
the city. This city is changing. It appears to more
[1:00:27]
and more, especially young people. I'm a senior, but it
[1:00:30]
appears to more and more young people like we have
[1:00:33]
an occupying army here. That's keeping certain people in their
[1:00:38]
place, so. I encourage you to do more to try
[1:00:43]
to change this trend that's been happening for the last
[1:00:45]

just think that we need better communication. With bus riders

and people that use paratransit. And those folks that live

downtown, they use public transit as well. As to where
[1:10:18]
they can navigate the area where the street closures and
[1:10:21]
just have those posted. And place, just not on the

Internet, but also on flyers or something that people can
[1:10:28]
pick up. At the bus stops or stations. So people
[1:10:33]
can get around. Undisturbed. Or able to enjoy the event

as well, too. So when we have these public events,

not have any viable. News or information platforms anymore. The

Michigan Chronicle. Have been compromised. We no longer have the

Michigan citizen. And these other newspapers. And media outnets. They're

nothing but sick offense and lap dogs for the Duggan

administration. They have forgotten. That the obligation of the news

of the childcare ordinance because all of these sum totaled

affect the quality of life of our neighborhood, and we

creek greenway. Is left untouched with any funding and maintenance.

a request for an individual that whose name was in

rules. But I will say that there are other individuals

that have approached me. There's one in particular. This mom
[1:54:20]
has been fighting very hard. Her daughter visited and lived
[1:54:24]
in the city. Well, didn't live. That's not where her
[1:54:26]
address was, but unfortunately. She was killed in the city
[1:54:29]
of Detroit, she would be over a grandma's house pretty.
[1:54:32]
Much every week, multiple times. And she lived in Sterling
[1:54:36]
heist. That, again, was on her driver's license. But she
[1:54:40]
was in Detroit. All the time. She was killed, unfortunately,
[1:54:45]
in Detroit, and mom is looking to get a secondary
[1:54:48]
street. Sign on behalf of her. So again, that is
[1:54:52]
something that is definitely debatable, but I just wanted to
[1:54:54]
put it out there that it's not just one individual.
[1:54:57]
That. This would be considered to potentially assist, but also.
[1:55:02]
Others in advance and want to also indicate that in
[1:55:06]
order for any of these names to move, forward. We
[1:55:09]
talked about this in committee. There would have to be
[1:55:11]
still a very high threshold for that individual to move
[1:55:14]
forward. It would need one member in addition to three
[1:55:19]
others. Who would co sign and that will make them
[1:55:22]
only eligible at that point, but would not guarantee their
[1:55:26]
ability. To. Guarantee their secondary street sign, so I wanted
[1:55:31]
to make sure we put that out in the open.

To make it very clear for those who are listening.

could not support this. As well. In any form. This

person did not live in Detroit. He lived in Oak

park. He was not killed in Detroit. He was killed

in Highland park. And a young man was just killed
[1:55:53]
last week over a pair of gym shoes. Should we
[1:55:56]
rename? That area after him. Malice Green was killed on
[1:56:00]
warrant. There was a mural, is faded now. That street
[1:56:03]
was not renamed after him. There are a lot of
[1:56:05]
innocent people killed in this city. Who were residents of
[1:56:08]
this city. Whose parents or loved ones or guardians would
[1:56:13]
want a street named after them. And I think if
[1:56:15]
we make this decision, which I'm not going to support,
[1:56:18]
we open up a floodgate. People who visited NFL draft.
[1:56:22]
What if they were killed here? It didn't happen. We
[1:56:26]
just would open up the floodgate for all people to
[1:56:28]
come in, then we're. Opening up ourselves to potential liability
[1:56:31]
or mean lawsuit. Well, you did it for this person.
[1:56:34]
You didn't do it for me. I just think we
[1:56:37]
have our ordinance. I don't think it should be amended.
[1:56:41]
To in this regard for this particular case. So I
[1:56:43]
cannot support this. And again, people are killed. In this
[1:56:47]
city every day. And we can't start. My opinion. Start
[1:56:50]
renamed. My brother was. Killed. In a drunken car accident
[1:56:55]
in 2000 and 943 years old. I didn't ask for
[1:56:57]
that street to be named after him. He grew up
[1:57:00]
in this city. Drunken driver killed my brother. Joe Whitfield
[1:57:04]
II. That was never even a thought of mine. We
[1:57:08]
went out there and put flowers that are now gone.
[1:57:11]
And I just think for us to get into the
[1:57:12]
business of renaming streets, because. Mr. Chimp was even killed
[1:57:17]
here. So he should go to his family or loved
[1:57:21]
ones should go to Highland park and ask Highland park
[1:57:23]
officials to name that street after him or Oak park,
[1:57:26]
where he lives, and that's my opinion. Thank you, Mr.

there's nothing that precludes these individuals from being brought forward.

So I just want to make that very clear. We

have the ability to bring these names forward. It is

just a desire and will of this body and the
[1:57:56]

just wanted to just take the opportunity to speak on
[1:58:20]
this. I initially had some consternation. With this ordinance at
[1:58:25]
first because I did worry about. The protections when we
[1:58:28]
talk about. Secondary street signs. What our historical presence or
[1:58:35]
the contributions of those folks who were historical and made
[1:58:38]
an impact on the city of Detroit would be and
[1:58:41]
how they would be remembered and to ensure that floodgates
[1:58:44]
weren't open, so just anyone could come in. But I
[1:58:48]
also think that as I have looked at the ordinance
[1:58:51]
and the protections that have been placed. In there. Has
[1:58:54]
not been. A couple of ordinances that have come in
[1:58:59]
front of us, but there has not been more. Contention
[1:59:02]
or disagreement most of the time from this council. Until
[1:59:06]
these type of street signs have come. We put the
[1:59:08]
ballots out. We're here three. Or four or five times
[1:59:11]
going back and forth, because that is the process. And
[1:59:14]
then we ultimately come into a resolution. What made me
[1:59:17]
comfortable with this ordinance was it does not seem that
[1:59:20]
the floodgates are going to be open because you have
[1:59:23]
to have one council member to sponsor. It, then three
[1:59:26]
additional coun. Council members to co sign on that. And
[1:59:29]
so I think that provides a level of protection and
[1:59:32]
added protection. And I also will note this, because I
[1:59:36]
get where folks are going. This is a sensitive issue.
[1:59:39]
But I also don't want to negate the fact that
[1:59:41]
there are individuals throughout the entire United States of America
[1:59:44]
that have made significant contributions to. The city of Detroit.
[1:59:48]
Whether they were killed here or whether they were not,
[1:59:51]
Malcolm X was not. Killed here. And there's a street
[1:59:54]
sign, first, not secondary, named after him, Martin Luther king.
[1:59:58]
Same thing. Many of the folks who receive street signs,
[2:00:02]
by the way, have helped found it here. But it
[2:00:05]
is arguable to even african. Americans that their contribution to
[2:00:08]
the african american community was significant enough for us to
[2:00:12]
even keep the names on those street signs. So I
[2:00:14]
do believe it is a case by case basis. I
[2:00:17]
do. Believe that in this ordinance, it has provided protections
[2:00:20]
for folks to say, hey, if four council members can
[2:00:23]
say this person made a significant contribution to our city.
[2:00:27]
They can move forward in the process, and then the
[2:00:29]
ultimate protection for any ordinance that comes in. Front of
[2:00:32]
us is that it has to be passed by a
[2:00:35]
majority of folks who are sitting at that table. I
[2:00:38]
don't know how many more or additional protections that we
[2:00:41]
will need. Relative to this ordinance. And so that's why
[2:00:45]
I am very supportive of this wardace. I want to
[2:00:47]
be. Vocal. I was in disagreement of the ordinance. And
[2:00:50]
two members. Santiago Romero. Romero's team. They went back. They
[2:00:54]
put teeth in this ordinance. To ensure that anyone can
[2:00:57]
just not come here and get a secondary street sign
[2:01:00]
named in the city of Detroit and that the council
[2:01:04]
also. Will always have a say so if this ordinance
[2:01:08]
is passed. And so, Mr. President, that is my two
[2:01:11]
cent. And I wanted to express that because I was
[2:01:13]
at the same place at first as well for secondary
[2:01:16]
street signs, but I do think it is important to
[2:01:19]
notice that those protections I believe have been provided. Thank

killed in the city of Detroit. And for the record,

in the city to give him a secondary. Street name.

My uncle was shot and killed at 17 years old
[2:01:53]
in the city of Detroit, and I am not sitting
[2:01:54]
here asking for a secondary street saying. I am asking
[2:01:57]
that we give Vincent Chin, who helped spark the asian
[2:02:01]
american citizens for Justin's movements across the country. To give
[2:02:05]
him his fair share for the work that he did
[2:02:08]
here in the city, for the work that has continued
[2:02:10]
to be done here in the city, I think it's
[2:02:12]
incredibly disrespectful and dismissive to. Simply boil this down to
[2:02:18]
opening of the floodgates when myself and my team has
[2:02:21]
been working so incredibly hard to be able to follow
[2:02:24]
the guidance given to us by the historical board. Designation
[2:02:28]
by our pro thms office, by our colleagues, to be
[2:02:31]
able to give Vincent again a rightful recognition that he
[2:02:35]
deserves. So I hope that. We bring this back in
[2:02:37]
one week, that we figure out a way to give
[2:02:40]
him the recognition. That he deserves, because this is not
[2:02:44]
simply giving someone. And I understand there are many people
[2:02:47]
that born, die here who are worthy of recognition. But

this is not me asking for myself. This is. Something

that has been asked of us by community. Who is

working so tirelessly to give Pranie's American the recognition that
