[3:26] emotional wellness programs all the remaining a1 properties will be

[3:30] used as a nature preserve park like green space

[3:33] this did go through the planning commission at the may 12 20 22 meeting

[3:38] and it was approved by a 9-0 vote we have not received any bad calls or

[3:42] comments at all in the office

[3:49] obviously in dixon county for rezoning but the road highway 96 is a city street

[5:38] dixon county we've been in business uh in dixon

[5:42] county for 50 years um

[5:45] and so our roots run deep here my son miles owns the proper the business that

[5:50] is uh bought the property that we're trying to rezone

[5:55] and i'm gonna read a letter from him uh and then you'll understand why i'm

[5:59] reading it instead of him being here because he he was present for the

[6:03] planning commission and spoke that night but

[6:06] uh it says uh to mayor bob reil planting director david darnell and the dixon

[6:11] county commission i'm writing this uh letter just a few

[6:15] short hours before tonight's meeting to regretfully acknowledge my inability to

[6:20] attend in person due to contracting covid

[6:23] it's been a rough few days navigating the virus and i was hopeful to be on the

[6:27] other side of it by this evening but i still have symptoms and another

[6:31] positive test as of a few hours ago that said i will unfortunately be

[6:37] home in respect of everyone in attendance

[6:40] i plan to be on standby and available via speakerphone to listen in

[6:45] and answer any questions you may have about this upcoming project and the

[6:50] exciting expansion of our services many of you know from our previous

[6:55] meeting those in the planning commission the passion and rich history i have for

[6:59] dixon county it has and continues to feel like home

[7:03] i've been coming here from my hometown of hoenn wall since i

[7:07] was a kid some of my earliest memories are

[7:09] climbing up and playing on the fuel storage tanks at the old a r oil and

[7:14] tire shop my father and george renegar operated in the 80s and 90s

[7:18] my dad and i have been doing business in dixon ever since and there's nowhere

[7:22] else i would rather invest for the future than right here in our backyard

[7:27] dixon county has been good to us over the years and i plan to continue being

[7:30] good to dickson county i alongside a fantastic team

[7:35] have been operating our personal growth wellness and hospitality facility in

[7:40] cumberland furnace since 2007. since then we've continued to grow from

[7:45] humble beginnings to employing many dixon county residents

[7:50] representing a mission whose impact has evolved into a local national and

[7:54] international reach we don't just invest in a business we

[7:58] invest in community we have and continue to pour into the

[8:01] cumberland furnace community through several annual initiatives and plan to

[8:06] do the same for burns as you will see from the packet we are

[8:09] excited to expand our services with a second retreat center at this beautiful

[8:14] farm that feels like a slice of heaven we plan to preserve the property by

[8:19] keeping our development footprint small while insulating the majority of the

[8:23] land and its perimeter as a nature preserve

[8:26] i wish i could be there in person tonight but i feel honored

[8:30] he told me i had to read this to have my dad a trusted advisor and the

[8:35] best mentor example i could dream of standing in for me tonight you will also

[9:34] county for almost uh 45 years now uh we have lived in burns we bought property

[9:40] and burns across the highway from where mr ad fox now owns in 83 and have lived

[9:46] there since 87. so we uh we you know are very established and barnes love burns

[9:52] and all the values that it stands for small town life uh when mr beasley was

[9:57] going to sell his property we were very sad we've been long-term neighbors and

[10:00] he brought mr adcox over to meet me i'd never met mr adcox but i knew of on-site

[10:06] i have a lifelong fellow nurse colleague friend that had worked there and she

[10:11] raved about the kindness professionalism that they show

[10:16] their patients in their clients

[10:20] so when i learned the details of what

[10:22] potentially could happen there i was most excited

[10:26] we also have friends that live in cumberland furnace and they have

[10:30] frequently talked to me about the uh

[10:33] but that onsite is a neighbor they're not just a business that moves in but

[10:37] they're a neighbor and a part of the community and i think that shows great

[10:40] promise for burns i'm also excited about the potential to

[10:43] bring some uh

[10:46] you know business into burns that could also bring

[10:50] new job offerings for professional folks and

[10:54] also for support staff so i think it has great potential for our community when i

[10:59] met mr adcox one thing he told me was that he brings in

[11:03] veterans for two weeks every year that are suffering from ptsd

[11:07] and with no charge to the com no charge to those people and offers them the

[11:11] services the support services that they provide that was most impressive to me

[11:15] having had two sons and served in the military

[11:18] so um i think that it brings great potential to us i think that it's a

[11:23] great thing for dickson county just to have it on the other side of the county

[11:26] we've had it in cumberland fairness and i'll bring it to burns i think it's just

[11:29] what our community needs i'm very excited to have them be part of their

[11:32] community thank you thank you miss college

[11:36] that is the close of the public hearing this will be voted on for it uh first

[11:42] deal later in this meeting there will be a 30-day period before it comes back to

[11:45] us on july 18th next order of business elections uh

[11:49] these are the rules as rules of procedure to fill the vacancy of the

[11:52] dixon county commission created by the re the resignation of michael curcio

[11:57] uh these rules are the same basic same rules that we've used to fill county

[12:01] commission seats i read those last at last meeting but i'm going to read them

[12:05] again because i think it's important for everyone to understand them clearly on

[12:08] what we're doing on this i think one thing we did didn't mention

[12:12] is that state law the constitution requires the vacancy to be filled by the

[12:17] county that the state representative that resigned was domiciled in so that's

[12:21] why this before the dixon county commission as opposed to hickman county

[12:25] or murray county number one the county mayor is the chair

[12:28] of the county commission will publish the notice to run in the local newspaper

[12:31] not less than seven days prior to the june 20th 2022 meeting of the county

[12:35] commission notifying the public of the meeting and the vacancy that will be

[12:39] filled at the meeting that has been done at the june 20th meeting registered

[12:43] voters of the 69th district will be allowed to submit names for

[12:46] consideration three once the chair of the county

[12:50] commission closed that portion of the meeting in which the public's allowed to

[12:53] submit names the chair will then accept nominations from county commissioners

[12:58] four any commissioner may submit more within one nomination and nominations do

[13:02] not have to be seconded by if a citizen submits a name that does not include the

[13:06] nominations made by the commissioner then that name submitted by the citizen

[13:10] will not be considered six if a person nominated is not present

[13:15] the county commissioner making the nomination must submit a signed

[13:18] statement from the nominee that the nominee is willing to serve if a signed

[13:22] statement is not presented prior to the initial vote on the nominees then such

[13:26] nominee will be considered number seven each nominee in order to

[13:30] could to be considered for a vacancy in the 69th district of the tennessee house

[13:34] of representatives must be a united states citizen be 21 years of age see a

[13:40] resident in the state of tennessee for three years immediately proceeding the

[13:43] date of appointment d a resident of dixon hickman and murray county for one

[13:47] year immediately preceding the date of appointment e a qualified voter of the

[13:51] 69th house district as was the date of the appointment number eight once say

[13:55] commissioner commissioners vote to cease all further

[13:59] nominations the eligible nominees will give an opportunity to address the

[14:02] county commission for a period of time to be established by the chair based on

[14:06] the number of nominees nine after each committee after each

[14:10] nominee has been given an opportunity to address the county commission the

[14:13] commission will then vote to fill the vacancy the voting process will be as

[14:17] follows each commission will state the name of the person that he or she

[14:21] supports to fill the vacancy if a name if a person nominated receives seven or

[14:25] more votes on the initial ballot then that person is selected to fill the

[14:29] vacancy if no person receives seven or more votes then any nominee receiving no

[14:34] votes and the nominees receiving the fewest votes will be eliminated from

[14:37] consideration if more than one nominee receives the fewest votes meaning they

[14:42] are tied for the fewest votes and or the elimination of the nominee receiving the

[14:46] fewest votes would only leave one remaining nominee who received less than

[14:50] seven votes then the nominees receiving the fewest votes will remain eligible

[14:54] for the next round of voting to fill the vacancy the county commission will then

[14:59] go through the same voting process again until a nominee receives seven votes or

[15:03] more if a nominee does not receive seven or more votes after two rounds of voting

[15:08] then the county commission will take a brief recess in which time to give the

[15:11] county commissioners an opportunity to think on their own themselves regarding

[15:16] the nominees are voting if the county commission is unable to

[15:19] achieve at least seven votes for a nominee after a third vote then at that

[15:23] time and after or after any subsequent vote any county commissioner would make

[15:27] a motion to postpone the vote to a date certain in the future to be established

[15:31] by a vote of not less than seven votes in favor of the motion

[15:36] what we'll do at this point in time is we will

[15:39] open the up to have recommendations made by the citizens of the 69th district

[24:12] slowed us down on that so we had to go through the winter without having that

[24:15] road pay but uh jackie hodges mr hodges back there said

[24:20] if you had the money he can get that done and uh were y'all starting this

[38:54] contend because we want this to be a community plan on what they want the

[38:58] vision of dixon county to be so if uh you'll check that facebook page we'll uh

[39:03] find that get that date and you'll see there's a series of meetings going to

[39:07] occur on that and it's very important because you know we've had a lot of

[39:10] discussions as we do now about speed about growth about zoning this is time

[39:15] to make a difference it's not 10 or 15 years from now you've got the decisions

[39:19] have to be made now to make a difference 10 or 15 years from now so encourage

[39:23] everyone especially your constituents to make sure they're involved on that

[39:28] is there any other uh nobody's having to fish fry i eat fish
