[0:37] of the district of columbia. Phil mendelson, chair of the
[0:42] council. Today is tuesday, april 7, 2026.
[0:46] we are in room 500 of the council chamber and this hearing
[0:51] is being recorded and televised, available on the council
[0:54] website. And I believe it is also being
[1:01] broadcast on cable television channel 13.
[1:03] this is an additional meeting that is outside our regularly
[1:07] scheduled meetings. A meeting this called for one
[1:10] purpose, or for one measure, and that is an amendment to the
[1:15] rules. We always begin our legislative
[1:18] meetings with a moment of silence.
[1:20] I ask that members of the council and those in the chamber
[1:24] those who are participating virtually maybe should have a
[1:27] moment of silence for reflection.

[2:40] >> thank you, madam secretary. We have one measure for business
[2:49] and it is an amendment to cancel 26 rules.
[2:53] the resolution is entitled 26 recess rules.
[3:02] and the purpose of this resolution is to commend the
[3:06] rules to permit the filing of the mayor's proposed budget.
[3:14] during the council recess, which is next week, spring recess.
[3:21] in particular, it allowed the filing of the fiscal year 2027
[3:26] budget act of 2026, for this 202026 provided emergency
[3:35] accurately 26, revised local budget temporary act, and the
[3:40] fiscal year 2027 federal portion act of 2026.
[3:49] on december 16 of 2025, the council approved for fiscal year
[3:55] 2027 budget submission which required the mayor to submit
[3:58] fiscal year 2027 budget on april 1, 2026.
[4:05] fine april 1, the chief financial officer signaled the
[4:10] council noting that performance management and completed the
[4:15] mayor proposed fiscal year 2026 supplemental and fiscal year for
[4:21] 27 budget and financial plan. The 10 day review and analysis
[4:29] period submitted to the council, filed with the council.
[4:35] based on the feedback from council members and the need to
[4:38] ensure that the final budget does not conflict with the
[4:43] primary election on june 16, the budget will be officially
[4:49] transmitted on tuesday, april 14 to allow transmission of the
[4:55] budget. I'll note that the rules
[5:03] amendment specify the date, just the recess.
[5:07] also I want to just double check.
[5:10] we usually do an emergency version of the local budget act.
[5:15] is that correct? >> correct.
[5:18] >> and that has to be filed by the mayor, correct?
[5:22] >> I believe so. >> so the rules include that as
[5:28] well. For a technical change if it is
[5:35] necessary to prove all the legislation that we consider.
[5:46] the understanding that general counsel will have the latitude
[5:48] to make changes that reflects all the budget measures that we
[5:53] have which includes the local budget emergency act.
[6:02] we could interest ourselves as an emergency, but not the annual
[6:04] budget act. So with that understanding, it's
[6:20] a great conversation you're having with yourself.
[6:22] is there a discussion? I would leave for general
[6:30] counsel to make sure it includes all the measures.

[6:46] unanimously. I see councilmembers
