The emergency telephone system board funds and provides leadership to our counties 911 emergency
[4:47]
system.
[4:48]
It is a primary responsibility of local government to provide these public safety services
[4:55]
to our residents. So thanks to the leadership of ETSB Chairman Sean Noonan and Executive Director
[5:01]
Linda Zerwin, our emergency telephone system is an example of a lean, efficient, exemplary agency.

Today, Sean and Linda are here to present the ETSB budget. So please proceed.

Thank you, Chairman Cronan. Good morning. On behalf of the 12 members of the emergency telephone
[5:24]
system board. I am pleased to have this opportunity to share the ETSB FY21 budget with you.
[5:32]
The 911 system has approximately 45 million in assets and over the last 10 years working
[5:37]
with our municipal partners. This system has been streamlined for efficient delivery of critical
[5:43]
police, fire, and EMS services through interoperable systems for the 62 police and fire agencies
[5:51]
within the system. 2021 will be a legislative year for ETSB as a search
[5:58]
charge is scheduled to sunset December of 2021. The state 911 board is already
[6:04]
working on updates to the legislation and administrative rules. Before I turn
[6:11]
it over to ETSB Executive Director Linda Zerwin to review the balance of the
[6:19]
light. The consolidation of the sheriff's peace app into Addison Consolidate Consolidated Dispatch
[6:27]
Center. The goal-life date of this consolidation was last Monday, November 2nd. This brings
[6:34]
a due page 911 system to two peace app to less than the number required by state statute.
[6:41]
Consolidation has taken 12 years to complete through the partnership of the municipalities
[6:45]
and fire protection districts with the county and ETSB.
[6:51]
And with that I'd like to turn this presentation over to Linda Zerwin.

For other highlights we have in terms of the consolidation.
[7:12]
Several years ago we rerouted all the wireless 911 calls to be more efficient.
[7:18]
This was not possible with the number of dispatch centers we had previously.
[7:22]
In that first year we reduced the number of transfers, which is a delay for the system.
[7:27]
by over 300,000.
[7:30]
Now with the share of consolidating with ACDC or Addison Center, we look forward to an additional
[7:37]
reduction in the transfer of calls, because as you know, the share of support was only dispatching
[7:43]
police, so every fire EMS request had to be transferred to another center, so we look forward
[7:47]
to making even greater numbers and we'll record that next year to you.
[7:53]
Also within the consolidation and the highlights of consolidation, people ask me often
[7:57]
if this is working and if this is the way we should be going.
[8:01]
The annual savings to ETSB directly because of the reduction
[8:05]
of the number of geographic locations is $2 million a year.
[8:11]
In direct costs, result in about $7 million in dispatch personnel cost over time because
[8:17]
in 2009 when we really started this, there were 217 dispatchers.
[8:21]
Today there's approximately 140, so that's a $7 million savings.
[8:25]
Those are significant savings to the system to the county and to the municipalities that were providing service for their citizens.

So I'd like this slide because one of the things people don't understand is that ETSB exists to provide a 911 enhanced system and this is an excellent graphic picture of the fact that

90 or 89% of the money is going to support of the systems.
[8:54]
It's a low personnel cost and high production on an efficient system.

So these are contracted services and in our operating costs.
[9:04]
The next slide,

I just have to brag a little bit because those first four lines today.

We have a budget decrease of about 12%.
[9:15]
The reality is we came in at under 14% reduction and I want to highlight that.
[9:20]
And then through the course of the budget discussion, the ETS board members decided to include
[9:25]
some capital purchases, which impacted the overall cost of maintenance and operations
[9:31]
which brought us to a 12% decrease.
[9:33]
Those are natural reductions in service based on consolidation.
[9:38]
We didn't cut anything in terms of service.
[9:41]
This is just based on consolidation, reduction of phone lines, and other services that we
[9:50]
So here you see, you know, it's a nice overview of where we're seeing reductions, and that million 1.1 million is really operating costs as I said in the telecommunications line.

Interestingly enough, in 2009, when we started that telecommunications line was $2 million.
[10:08]
Today, the telecommunications line in operations is just slightly over a million dollars.
[10:15]
again, a good reduction in costs. Under capital, you see significant reduction there.
[10:23]
And that basically has to do with the fact that we've finished so many major projects,
[10:27]
as you know in the last 36 to 48 months, the systems have built two brand new centers,
[10:32]
and we've refreshed hardware software or replaced systems. So the decrease you see,
[10:37]
there is really just the fact that we're winding down on those major projects.
[10:44]
And then something new this year that I haven't really highlighted for you in the past, the previous
[10:52]
finance director Paul Rayfek and Bakertilly we worked on a way to allocate money for the major
[10:59]
capital assets that Sherman Noonan mentioned in the beginning.
[11:02]
We have about $45 million in assets so it is part of our producer and responsibility to plan
[11:07]
for the replacement of that so that it doesn't impact the county or the municipalities and
[11:11]
be good stewards of that. We've been fortunate enough that we've shown consolidation reduces
[11:17]
our costs and so we allocated in 2020, 11 million for the set aside for that replacement
[11:23]
in planning for the future and projection for 2021 is that the board will allocate another
[11:28]
7.5 or I'm sorry, 6.5. So we're getting close to where we need. Replacement of radios alone
[11:36]
It was roughly $24 million, so you see that this type of savings plan is important to the health of the 911 system and moving forward.

And if we don't start now, we're not going to be ready when we need those things.
[11:55]

So, revenue, we have some. We've gone from, you know, 50 cents in 2009 to $1.50 per
[12:09]
device per month. The 911 services are really funded by two things. The surcharge and
[12:17]
general fund money at the municipal and county level. So, where we're getting to, at this
[12:22]
point, is that we're going to be able to start looking at how we make some relief to now
[12:27]
the county seen that in the in the closure of their center, but there are some additional expenses we'll look at,
[12:33]
but also for the municipalities, because unfortunately the 14 million roughly that we collect isn't enough to fund what is roughly a 25 million dollar
[12:44]
year operation when you get to the personnel costs of all those dispatchers and personnel in the peace apps themselves.
[12:52]
And I like to show this slide in this way because I think it's important to understand that we're about four months behind
[12:57]
in the collection of revenue on any given time so the money goes to the state and then it
[13:05]
comes back to us. So we're doing pretty well and you know some of the risks that we'll have
[13:12]
is what happens at the state level in terms of any sweeps or concerns about money there.
[13:17]
The cost of the statewide new 911 network has not been awarded yet so we don't know if that
[13:22]
will have an impact on the surge charge that we receive. And as Chairman Newton mentioned,
[13:26]
They'll be a sunset in December 2021.
[13:30]
Nobody anticipates that there won't be funding it.
[13:32]
It'll just be a matter of how it's allocated.
[13:34]
And that's under discussion today.
[13:35]
But until we know what the statewide network costs will be,
[13:38]
it's difficult for us to know what that impact will be at this point.

So we're being a little bit conservative
[13:43]
on our replacement schedule until we're aware of that.
[13:49]

Because the sheriff's closed their piece up.

In the coming months, this board will see an environmental agreement between the two remaining
[13:59]
peace apps do come in ACDC or Addison, and we'll need to update the ordinance to reflect

some of those changes and also to be in line with some of the changes that the county has
[14:10]
made in their procurement ordinance.

So those are some things that you'll be seeing from us and building that forward.

This is a body of work that has taken over 10 years and there are people who have been on
[14:21]

us that DuPage County is among those in our region entering Tier II mitigation for COVID-9. Our

Our region has seen increasing positivity rates moving higher than 13.3% on a seven-day rolling
[16:32]
average.
[16:34]
As you know, in DuPage County, we have aggressively fought to reduce the spread of COVID-19.
[16:41]
I should say, not COVID-9.
[16:43]
In our community, we have funded our own county COVID testing site and developed an expansive,
[16:50]
contact tracing effort. We've created an extensive public awareness campaign, encouraging residents
[16:58]
to wear a mask, wash their hands, and watch their distance. There's nothing more important than
[17:05]
keeping our residents healthy. So we will continue to work with our mayors to reduce the impact of
[17:12]
COVID-19 within DuPage County and throughout our region. Finally, it has been a remarkable
[17:19]
two weeks since we last met, that huge Notre Dame win,
[17:27]
the remarkable weather that we've
[17:29]
been having, and oh yes, there was an election. I know we are waiting for certified election
[17:39]
results, and we will take the time to congratulate and welcome those taking new county seats.
[17:47]
and we will recognize and congratulate those departing.
[17:52]

and those who have served faithfully as elected officials.

taking appropriate steps to ensure that similar issues or mistakes are avoided in the future

are coming in tomorrow, I would like, and I think I'm directing this question to Nick

Cotmire, where are we at in terms of restrictions for both our employees and the public
[41:38]
with the public with 421, the courthouse and the sheriff's office, where are we at in terms
[41:46]
of campus restrictions, are we stepping back
[41:49]
to where we were several months ago
[41:51]
with the public not being allowed in
[41:53]
or only by appointment, what's the story
[41:56]
and what are we doing tomorrow differently
[41:58]
than what we're doing today?

Our own, there's tier two restrictions

coming to place from the state of Illinois.

The tier two restrictions are only limiting
[42:10]
for eliminating restaurants and bars
[42:13]
and social event gatherings.

It's the tier three restrictions

that would be the next step

that would severely limit almost to where we were at in the spring.

So at this point, we're still obviously implementing all measures we can, but we are not closing

or limiting the number of people coming in to the building until tier 3 is implemented by the governor.

Do we have some idea about how many employees, maybe a kind of guess, a guess-

estimate percentage, are working at home, how many are considered essential, where are we

I know there's particular departments that the public needs to interact with.

From a couple of questions. They're kind of starting from the end from the number of visitors. We we have this campus gets over a million visitors a year

So we and most of them obviously jadish Harry

It is the bulk number of them as far as essential workers at this point being and tier one or tier two mitigation

And we're all considered essential, we haven't limited that, but that being said, every department
[43:42]
we're working with every department and giving the department had latitude that if people
[43:46]
can perform their job effectively and without problems that they are allowing people to
[43:54]
still work from home and trying to separate, I know like different departments are doing
[44:00]
different measures, the rotating people in and out, but no one is at home not working.
[44:06]
So if you're able to work from home and you can be effective and it works for the department
[44:10]
where we're definitely allowing that and encouraging that among the different departments.

I'd like to direct my comments to Member Torne and Torne as we're in the head of President

of the Board of Health and I see Karen Ayales on, I'd like to address my comments

both of you. My daughter thought that she was around somebody who had

COVID and so last Friday morning we were up before dawn and out of the
[44:42]
testing side of the fairgrounds and it is a well-oiled machine. Oh my gosh it
[44:46]
is run so well. We were there just before seven and there were a million people
[44:52]
ahead of us and we did wait three hours. We were there just before seven and we
[44:57]
So it was a long process.

We got a results back yesterday, both of us are negative, but I just want to commend, it is such a well-willed
[45:05]
machine. And here in ILO you have just done a remarkable job with that fair crowd's testing
[45:10]
site. Two quick thoughts, two quick ideas I have for you. In all that time three hours, there
[45:16]
was only one quarter party that I saw. So maybe we could add more quarter parties just because
[45:20]
of the volume of people out there waiting for so long. And also I know it's going to get cooler
[45:24]
but on Friday it was super hot,
[45:27]
and people were walking around saying,
[45:28]
we'll up your window, they didn't want the windows down.
[45:31]
So maybe, and I would imagine some of the people
[45:33]
in the long lines throughout the paragraphs,

our sick do have COVID, do have visible symptoms,

so maybe handing out water bottles on days like Friday morning
[45:43]
was.

But otherwise, just 100% it's a well-oiled machine,

I was very alarmed yesterday when I saw the governor of the state of Illinois, telling people that

I know we're spiking right now, but from Sam and Bob and the Health Department and Karen,

I mean, the commercials, everything the public outreach we've had, the contact tracing.

I mean, this is something that's just happening out there.

have hypocrisy, I saw a picture of him Saturday celebrating the President's victory, which
[46:52]
is his right to do to go out in public and do what he wants, but then don't turn around
[46:56]
and say that we're not doing our jobs here in DuPage County.

We are, I think, our government has stepped up from the first one of the CARES Act fund
[47:05]
to all municipalities, to social services, to foods, to food service, like a Northern Illinois
[47:14]
But to make a blank statement like that, that we're not doing our jobs and at that day, we are one of the counties being put on additional restrictions.

I think sense of bad message. And again, I think this board, this chairman, everybody in county government has done outstanding job.

This is a pandemic. Nobody understands it. I know we have been pushing for people to wear masks. I just took mine off probably shouldn't of, but again, I thought it was just unwarranted for him to say that we are working hard during this pandemic, which is changing.

week by week day by day what's going on. So again, I thought it was troubling for our governor
[47:48]
to say that we're not doing our jobs. I think we are, and again, I thought it was your response
[47:53]
to come and say that.
