[6:44]
We're so thankful for the many blessings
[6:45]
that you shower on our city, on the
[6:47]
families that live here, and the
[6:48]
families that work to make this city a
[6:50]
better place every day. God, it's a
[6:51]
great day to be in Durant. We're
[6:53]
thankful for that. We're thankful for
[6:54]
you. We pray a special blessing on those
[6:57]
folks who are sick, who are grieving,
[6:59]
for those who are traveling. Lord, we
[7:01]
just pray that everyone who works for
[7:03]
the city and lives here, that we have a
[7:05]
such a pleasant place that people want
[7:07]
to continue to come back and and visit
[7:09]
with us and be with us. Lord, we're so
[7:11]
thankful for this city and for
[7:12]
everything that it means to us. We're
[7:14]
most of all, we're thankful for Jesus,
[7:16]
who's our savior. In his name we pray.
[7:18]
Amen.
[7:19]
>> If you would please face the flag and
[7:20]
render a hand salute and join me in a
[7:22]
pledge. I pledge allegiance to the flag
[7:25]
of the United States of America and to
[7:27]
the republic for which it stands, one
[7:30]
nation under God, indivisible, with
[7:33]
liberty and justice for all. Thank you
[7:36]
all and please be seated. Will the clerk
[7:38]
please call the role?
[7:40]
>> Miller
[7:41]
>> here.
[7:41]
>> Morrison
[7:42]
>> here.
[7:43]
>> Similelescu
[7:43]
>> here.
[7:44]
>> Sheer
[7:45]
>> here.
[7:45]
>> Tucker
[7:46]
>> here. We have a quorum. At this time, I
[7:48]
would ask the the city council members
[7:50]
to join me down front for a
[7:52]
presentation.
[8:04]
» All right. You weren't here last month
[8:06]
and so we struggled a little bit with
[8:07]
the uh microphone. Those of you who were
[8:09]
here, may you remember.
[8:12]
>> Would Miss Sue Stanfield come up,
[8:14]
please?
[8:28]
This is a proclamation from the city of
[8:30]
Durant. Whereas Sue Stanfield began her
[8:32]
distinguished career with Hand of Hope
[8:34]
in 1988, demonstrating an unwavering
[8:37]
commitment to loving God and loving
[8:39]
people. And whereas collectively serving
[8:42]
35 years, Sue has served as founding
[8:44]
director, consistently exhibiting
[8:47]
exceptional leadership, compassion,
[8:49]
service, wisdom, gratitude, and love.
[8:53]
And whereas along with her longevity and
[8:55]
hands of hope, Sue is deeply respected
[8:57]
by the community for her integrity and
[9:00]
her mission to love people back to life.
[9:02]
And whereas Sue's 35 years of dedicated
[9:05]
service represents a remarkable
[9:07]
milestone and an enduring legacy of
[9:09]
prayer, love for their neighbor, and
[9:11]
most of all, love for God. And now,
[9:13]
therefore, I, Mayor Martin Tucker, do
[9:16]
hereby proclaim August the 11th as Sue
[9:19]
Stanfield Day in Durant, Oklahoma. And I
[9:21]
encourage all Durant to join me in
[9:23]
expressing our gratitude.
[9:26]
Now
[9:28]
I got to sign it, Sue, so it'll be
[9:30]
legal.
[9:38]
Would
[9:49]
family come up and join too?
[9:54]
» And well, the whole fan club if they
[9:56]
want to.
[10:06]
» They're all
[10:18]
» [laughter]
[10:25]
» Don't be shy.
[10:37]
around
[11:19]
Sue Stanfield day. Isn't that great?
[11:21]
>> There is.
[11:23]
Don't go away.
[11:25]
Yeah. One more.
[11:48]
You want to go up there and
[12:04]
All right, that was great. At this time,
[12:05]
I would like to call to the podium Kevin
[12:08]
McCulla, who is program specialist for
[12:10]
the Oklahoma Law Enforcement
[12:11]
Accreditation Program, and he has a
[12:13]
presentation to make, and Chief Petty's
[12:15]
going to join him.
[12:20]
» Thank you, Mayor. Appreciate it. I I
[12:22]
appreciate the opportunity to appear
[12:24]
before uh citizens and the and the
[12:27]
council this evening. Uh my name is
[12:30]
Kevin McCulla. I do serve uh on the
[12:33]
Oklahoma Law Enforcement Accredititation
[12:36]
Program. I'm I serve on the executive
[12:38]
board of the Oklahoma Association of
[12:40]
Chiefs of Police as well. The Oklahoma
[12:43]
Law Enforcement Accredititation Program
[12:45]
provides Oklahoma law enforcement
[12:46]
agencies with an avenue to demonstrate
[12:49]
that they meet commonly accepted
[12:51]
standards and best practices for
[12:54]
efficient and effective operations. Law
[12:57]
enforcement executives who seek
[12:58]
accreditation under this program have
[13:01]
had their written policies, procedures,
[13:03]
and operation evaluated to ensure they
[13:06]
meet all statutory requirements and
[13:08]
national best practices for policing.
[13:11]
The program is endorsed by CLET, uh,
[13:14]
OMAG, OML, and CMAO.
[13:18]
I'm here this evening to recognize the
[13:20]
city of Durant, Police Chief Jesse
[13:22]
Petty, and the members of the Durant
[13:24]
Police Department. The Durant Police
[13:26]
Department was first recognized as an
[13:28]
accredited agency in 2008.
[13:33]
This evening, your police department
[13:34]
will receive their reacredititation
[13:36]
credentials.
[13:38]
Of and I think this next part is very
[13:40]
important. Of the nearly 600 law
[13:43]
enforcement agencies in the state of
[13:45]
Oklahoma, only 21 have achieved this
[13:48]
status.
[13:54]
So I say that to bring attention to the
[13:56]
fact that Durant Police Department is a
[13:58]
member of a rather elite group. So we
[14:01]
should be proud of them. So it's because
[14:03]
of the AY's dedication and commitment to
[14:06]
professionalism that I'm honored to
[14:08]
present Chief Jesse Petty with the
[14:10]
leadership award and the Durant Police
[14:12]
Department with their award of
[14:14]
reacredititation.
[14:28]
Those
[14:58]
All
[15:21]
right,
[15:23]
got this on there.
[15:31]
All right, those are our favorite things
[15:33]
to do if you can't tell. So, we really
[15:35]
enjoy that. Uh, next on our order of
[15:38]
business on the agenda tonight is the
[15:40]
consent agenda items. There are three
[15:42]
items. There's the uh consider approval
[15:45]
of a budget supplement which is BA2612,
[15:48]
consider approval of regular session
[15:50]
meeting minutes of July 14th, and
[15:52]
consider uh special session meeting
[15:54]
minutes of July 23rd. Uh do any of these
[15:58]
items need to be pulled from the consent
[16:00]
agenda to be considered separately?
[16:06]
Hearing none, do I hear a motion to
[16:08]
consider all the consent agenda items?
[16:11]
>> Motion to approve all consent items.
[16:13]
Second.
[16:13]
>> We have a motion and a second to approve
[16:16]
all the consent agenda items. Will the
[16:17]
clerk please call the role?
[16:18]
>> Morrison?
[16:20]
>> Yes.
[16:21]
>> Similles?
[16:22]
>> Yes.
[16:22]
>> Shear?
[16:23]
>> Yes.
[16:24]
>> Miller?
[16:24]
>> Yes.
[16:25]
>> Tucker?
[16:26]
>> Yes. That item passes. Item two is to
[16:28]
consider those uh items removed. There
[16:30]
were none. So, we move on to item three,
[16:32]
information items. Today is the June of
[16:36]
2026 financial reports and the July
[16:38]
sales tax reports by Miss Anne Chin.
[16:42]
Good evening.
[16:46]
Okay, I did a little bit change for the
[16:48]
report. So, uh I think we don't need to
[16:52]
have all those detail numbers. So, I I
[16:54]
changed to the the general fund that I
[16:56]
use the percent percentage and then you
[16:59]
can see the uh our revenue take out the
[17:03]
beginning fund balance is our revenue
[17:05]
compared to the budget is 108.32%.
[17:11]
And then our ex expenditure is 88.33%.
[17:16]
And then we we we have the we transfer
[17:18]
the money from the uh 405 which mean the
[17:21]
DCUA to the general fund to cover our
[17:24]
expense. And then so uh after the the uh transfer the ending balance
[17:32]
is $782,95.
[17:36]
And then you can see that on the right
[17:38]
the way right the the actual amount the
[17:40]
beginning balance we did not touch any
[17:42]
of our beginning balance
[17:47]
» and that and again that is the whole
[17:48]
year's worth of uh operations
[17:51]
>> so far but
[17:53]
>> the July we still paying the June's uh
[17:56]
invoice so it was slightly yes slightly
[18:00]
changed
[18:01]
>> and the second one is the DCUA utility
[18:04]
authority and the Same that um you will
[18:07]
see that the the beginning balance we
[18:09]
did not spend any beginning balance and
[18:11]
the the uh revenue is 98.33%
[18:15]
and the expenditure is 74.24%.
[18:20]
So the uh ending balance is gain
[18:23]
1,894,792
[18:27]
but also I have to say this one that
[18:29]
July we still paying some invoice so
[18:31]
this will change. Yeah.
[18:35]
And the next three pages is capital
[18:38]
improvement. I did a little bit change
[18:41]
that the high the the the the red font
[18:45]
is the one that we
[18:47]
completed or we still working on it but
[18:52]
at least we started it. For example, the
[18:53]
one the first one is police uh law
[18:56]
enforcement the uh body camera. That one
[18:59]
that we we we start uh how to say that
[19:04]
purchasing it and there's still some
[19:06]
remaining money in it. And the the
[19:10]
another one is a body armor vest that we
[19:13]
purchased 12 vest vest and we still got
[19:16]
money left that we can we can spend
[19:18]
more. And then for example the animal
[19:20]
control facility this one that we well
[19:24]
we we spend a little but major one is
[19:28]
still in process in progress and then
[19:32]
let me see
[19:35]
put one.
[19:40]
So the red one the red fund that means
[19:42]
that we we we either the completed it or
[19:45]
still working on it.
[19:49]
So I think this is e uh more clear that
[19:52]
than the just numbers.
[19:54]
>> Yes.
[20:00]
» And the next is our sales tax.
[20:09]
Oops.
[20:12]
Okay. this the July sales tax
[20:14]
is1,887,95452
[20:20]
and the next page is uh
[20:24]
10 years for 1% and then you can tell
[20:27]
that uh compared to the prior month the
[20:31]
same year is 5.79%
[20:34]
increase and then compared the 12 months
[20:38]
period is 3.96%
[20:42]
increase.
[20:46]
And then next page is the our budget
[20:50]
versus our actual uh uh receipt. So so
[20:55]
far, of course, we only have one month
[20:57]
the the the the the numbers. So
[21:01]
it's supposedly 8.33%
[21:04]
for the first month and we got 8.35%.
[21:08]
So it it's about 16,000 more than our
[21:11]
budgeted.
[21:13]
>> That's a good start.
[21:15]
>> And then the sales the use tax use tax
[21:18]
is really hard to projected it and we we
[21:23]
project really conservative. So um for
[21:27]
this month is about 66,000
[21:32]
more than what we budgeted it.
[21:37]
Okay. Any questions?
[21:39]
>> Very good. Any questions for Ann on the
[21:41]
financials? And appreciate the new
[21:42]
format. Uh thank you for that.
[21:49]
» Okay. Next under administration
[21:52]
is item 4A.
[21:54]
Consider possible approval of a regional
[21:56]
emergency management mu mutual aid
[21:58]
agreement or EMAC which is uh C 2026-29.
[22:04]
Mr. Eel.
[22:05]
>> Good evening council. You're not going
[22:07]
to read this whole thing to us, are you?
[22:08]
No, sir.
[22:08]
>> Okay, good. Thank you.
[22:10]
>> Myself and some other area emergency
[22:11]
managers have been working together to
[22:13]
try to get a more regionalized uh mutual
[22:17]
aid compact together. And so between
[22:20]
Marshall County, Kingston, Medil,
[22:23]
Johnston County, Brian County, Carter
[22:25]
County, city of Ardmore, Love County,
[22:27]
and the city of Durant, we have worked
[22:30]
this out and we are individually taking
[22:33]
it to our uh authorities and getting
[22:37]
signatures. Uh I know Marshall counties
[22:40]
has already passed. Um,
[22:43]
Brian County I think goes for the
[22:45]
commissioners in a week or so and Carter
[22:48]
counties is this week. I'm not sure
[22:50]
about the other ones yet. Um, but we
[22:53]
just ask that uh you approve that this
[22:55]
is for just mutual aid if another
[22:59]
>> Do the council understand the need or
[23:01]
the purpose or the function of a of a
[23:03]
mutual aid emergency mutual aid
[23:04]
agreement? Okay,
[23:05]
>> that was my question I guess like um
[23:07]
what I what this allow us to do that we
[23:09]
couldn't do before set of curiosity.
[23:10]
It's all about time. Uh we've pre-agreed
[23:14]
on some things that we want to help each
[23:15]
other out on in an urgent situation,
[23:18]
which is what Mr. Director Eel does.
[23:21]
Time we don't have. And so this takes
[23:23]
that off.
[23:24]
>> You just already have it established
[23:26]
ahead of time. So if there's a need in
[23:29]
Marshall County, uh then we would just
[23:32]
>> automatically go over there and and help
[23:34]
them. And we're also working on a larger
[23:37]
scale for all of southeast Oklahoma. But
[23:40]
um that'll be in yet to come. And I did
[23:43]
run this by um Mr. Elliot and he had no
[23:47]
legal objection.
[23:51]
» Comments or questions for director EO?
[23:54]
These are very important when you need
[23:56]
them, right?
[23:58]
>> Yes, sir.
[23:59]
>> Otherwise, it's just a piece of paper,
[24:00]
but when you need them, they're very
[24:02]
important.
[24:04]
>> So, comments or questions for M for
[24:06]
Director Eel? No.
[24:10]
I'll make a motion then that we approve
[24:12]
the uh regional emergency man management
[24:15]
mutual aid agreement which is 26-29.
[24:18]
>> Second.
[24:19]
>> We have a motion and a second to approve
[24:21]
item 4A the uh emergency mutual aid
[24:24]
agreement. Will the clerk please call
[24:25]
the role?
[24:26]
>> Shear.
[24:27]
>> Yes.
[24:28]
>> Miller.
[24:29]
>> Yes.
[24:29]
>> Tucker.
[24:30]
>> Yes.
[24:31]
>> Similles.
[24:32]
>> Yes.
[24:32]
>> Morrison.
[24:33]
>> Yes.
[24:34]
>> The motion passes. Thank you. Uh
[24:36]
Director Reisel. Next is item 4B,
[24:40]
consideration and possible approval of
[24:42]
the vehicle surplus list. And I believe
[24:46]
that tonight the only vehicles we're
[24:48]
going to consider are those of the
[24:50]
police department. So, Chief Petty uh
[24:52]
can answer questions or make comments on
[24:55]
this declaration of surplus. Thank you,
[24:58]
council. So, before you uh pretty
[25:00]
straightforward, we have 14 vehicles
[25:02]
that we have identified that uh need to
[25:04]
go out of service. they're actively not
[25:06]
worth the the vehicle maintenance and
[25:08]
the price that you would be putting in
[25:10]
the vehicle for the cost or the value of
[25:11]
the vehicle for fair market value. So,
[25:15]
you have a list in the packet to give
[25:16]
you some examples. We're looking at
[25:19]
vehicles with 170,000 mi, 169,000 mi,
[25:23]
127,000 miles. So this is our initiative
[25:26]
to begin taking surplus vehicles and get
[25:29]
some sort of return of investment rather
[25:31]
than typical operations to where they
[25:34]
were parked somewhere and just continue
[25:36]
to collect dust and depreciated value
[25:39]
year after year. So this is our attempt
[25:41]
to start getting return of investment.
[25:43]
This trade in value would go back
[25:45]
towards our vehicle acquisition program
[25:48]
with the leasing program.
[25:54]
» And the newest vehicle on this list is
[25:56]
11 years old.
[25:58]
>> Yes, sir.
[25:58]
>> I see it if I understand it.
[25:59]
>> Yes, sir.
[26:01]
>> Yeah. Some some of these vehicles are
[26:03]
just actively they've just been sitting
[26:05]
for for a year. So, we we want to grab
[26:07]
onto those and get some sort of return
[26:09]
of investment on them.
[26:11]
>> Comments or questions for Chief Petty?
[26:14]
No,
[26:15]
>> I think you taking the initiative to try
[26:17]
to save the city a little money, it
[26:18]
sounds like, and to stuff we don't need
[26:20]
we're not using.
[26:21]
>> Yeah. I'd also point out we're uh we're
[26:24]
widening spaces and storage
[26:26]
capabilities, too. So, they're they're
[26:27]
taking up space somewhere, whether it be
[26:30]
our department at the city yard. So,
[26:32]
>> so these will be auctioned off. Are you put they'll be traded in? Yes. And
[26:36]
they'll go towards our vehicle
[26:37]
acquisition that's currently in
[26:39]
progress. Okay.
[26:39]
>> So, we we're getting a tradein value for
[26:41]
them.
[26:45]
No comments or questions. Do I hear a
[26:47]
motion?
[26:47]
>> I do have some I have a question. Why
[26:50]
would the auction not be considered?
[26:52]
>> Because this was part of the uh the
[26:54]
classic bill.
[26:55]
>> Yes, sir.
[26:55]
>> Okay.
[26:58]
>> And I think our standard is council is
[26:59]
that it be done in a commercially
[27:01]
reasonable fashion. And I think this is
[27:04]
I think it meets the standard.
[27:06]
>> Motion to approve 4B.
[27:08]
>> Second. We have a motion and a second to
[27:11]
approve item 4B. Will the clerk please
[27:13]
call the role?
[27:14]
>> Morrison,
[27:14]
>> yes.
[27:15]
>> Simillescu,
[27:16]
>> yes.
[27:16]
>> Tucker,
[27:17]
>> yes.
[27:18]
>> Sheer,
[27:19]
>> yes.
[27:19]
>> Miller,
[27:20]
>> yes.
[27:22]
>> I'm start defer.
[27:24]
>> Motion passes. Next is item 4C, consider
[27:27]
consideration and possible approval of
[27:29]
resolution R260,
[27:32]
approving the 911 or 911 call handling
[27:35]
system grant application. So, Chief
[27:39]
Petty knows about that.
[27:40]
>> So, council, this is an upgrade in some
[27:42]
NextG 911 and uh I'm certainly not the
[27:46]
subject matter expert. There's a lot of
[27:47]
technical terms. So, I would like to
[27:49]
introduce more of a subject matter
[27:51]
expert and the research that develops
[27:53]
this and that would be Audrey and she
[27:55]
has that information for you. Thank you.
[28:01]
» Hi, how are y'all?
[28:02]
>> Good.
[28:04]
Um, so the Oklahoma 911 Management Board
[28:06]
opened up a grant that is going to
[28:08]
upgrade all the 911
[28:11]
um, call handling systems. Right now we
[28:13]
call it call works. That's what we have.
[28:15]
They are getting they're doing away with
[28:17]
call works. And they're offering a kind
[28:20]
of an incentive program to upgrade to
[28:22]
the next version of that. And so now is
[28:25]
the time to kind of strike with that. So
[28:27]
we've talked to Motorola, our vendor is
[28:28]
here with us tonight. and they're going
[28:30]
to give an us an incentive and then they
[28:33]
opened up this grant that's going to pay
[28:34]
for 80% of it. So, it's the perfect
[28:37]
timing to apply for this grant and
[28:39]
they're upgrading the entire state of
[28:41]
Oklahoma right now to NextGen 911, which
[28:44]
is I guess the best way to describe it
[28:46]
is going from a home phone that's
[28:48]
individualized to like a departmentwide
[28:50]
phone to where everybody in the state is
[28:51]
kind of connected and has access. It's
[28:53]
really great from a 911 perspective. Um,
[28:57]
so we all have access to each other's
[28:59]
mapping. Technology is much better.
[29:01]
There's better mapping. There's
[29:02]
transcription from So it's it's a
[29:05]
wonderful program and the entire state's
[29:07]
going to it. So now is the best time.
[29:09]
We've got the incentives from our
[29:11]
outdated call works that's not being
[29:13]
renewed. We've got the grant that's
[29:15]
being offered right now and then the
[29:17]
whole state's going to it anyway. So if
[29:19]
we do it now, we have these financial
[29:22]
options that we might not have in the
[29:24]
future.
[29:28]
No, I was uh reading through it looked
[29:30]
like uh the grant covered 80% then we
[29:33]
picked the 20 but it looked like maybe
[29:34]
we are some funds we can for that but uh
[29:37]
>> sounded really interest. So use AI and
[29:39]
stuff like that that
[29:40]
>> to help.
[29:42]
>> It uses an AI assist kind of thing. It
[29:45]
listens to the caller and then uses that
[29:47]
for transcription. Um
[29:50]
so it doesn't actually
[29:52]
use AI for anything. So AI will not be
[29:55]
answering the phone, but it will help to
[29:56]
transcribe. It'll pick up on words to
[29:58]
where like if a dispatcher doesn't hear
[30:00]
gun, it will highlight the word gun.
[30:02]
>> Okay.
[30:03]
>> So we'll be able to see that. It also
[30:04]
offers like a video link to where we can
[30:06]
send if we approve it. Like it doesn't
[30:09]
broadcast to dispatchers or to officers,
[30:11]
but you could share links with videos to
[30:13]
officers in the field. So that will be
[30:16]
super helpful if necessary.
[30:17]
>> Nice.
[30:18]
>> But it's all under the dispatchers
[30:19]
control. So, it's a lot of technology
[30:21]
that is just it's the newest available
[30:24]
thing. We'd be the first ones in the
[30:26]
state of Oklahoma, I believe, is what
[30:27]
the conversation I had today.
[30:28]
>> Well, it's also I mean I don't know much
[30:30]
about dispatching, but it said I guess
[30:33]
everything would be in one program
[30:34]
versus I guess like now dispatchers
[30:36]
probably have to use multiple different
[30:37]
things at once.
[30:38]
>> I think right now we have two a mapping
[30:40]
screen and then another screen. I think
[30:42]
it would be together which is super
[30:44]
helpful and it's cloud-based so there's
[30:47]
more security redundancy. the upgrades
[30:49]
would be a little bit faster. I've
[30:51]
worked on a previous version of it
[30:53]
before and and it was great. Also, when
[30:56]
you call in, when somebody calls in on
[30:58]
911, it pops up a little box under their
[31:00]
name. It tells you every single
[31:01]
jurisdiction to dispatch for them to
[31:04]
route them immediately. So, yeah. So,
[31:06]
you would call in and it would be like
[31:07]
send fire department, send this EMS,
[31:09]
Colbert EMS or this one, and it tells
[31:11]
the closest available units to send
[31:13]
immediately.
[31:14]
>> So, we covered the entire county really.
[31:15]
Okay. That was the only other thing I
[31:17]
kind of wondered was like is that
[31:18]
normal?
[31:20]
>> Are we just going above and beyond
[31:21]
>> it? No, it's it's it's not it's unique.
[31:26]
It's a different type of thing. It's
[31:28]
>> in some ways it's a huge benefit to have
[31:30]
one central hub. They uh Lance Terry, he
[31:33]
calls it not revictimizing the victim.
[31:35]
So, in this county, you're not
[31:36]
transferring calls where they get
[31:38]
dropped. You don't have to say, "Hang
[31:40]
on, while I transfer you to the right
[31:41]
jurisdiction." You have one central hub
[31:43]
that really takes care of everything.
[31:44]
And then all of our units for the entire
[31:46]
county are in one place. So we know
[31:48]
what's going on with everybody. So in
[31:50]
some ways it's a huge benefit.
[31:51]
>> No.
[31:52]
>> Yeah.
[31:52]
>> I was just curious when I started
[31:53]
reading I was like, "Huh, what do other
[31:54]
counties have to do with it?" Okay.
[31:56]
>> Yeah. It's a tremendous challenge. We
[31:58]
are we're dealing with challenges that
[31:59]
no other people are. But in some ways
[32:01]
it's a huge benefit.
[32:06]
» More comments or questions? Any?
[32:08]
>> Well, I just thought you might tell uh
[32:11]
total cost and total amount of the
[32:12]
grant. The total cost to upgrade is
[32:15]
$619,000.
[32:18]
The Let me find the
[32:22]
And I just got Motorola to rerun all of
[32:24]
that. So, they sent a new proposal over
[32:27]
this morning. The numbers didn't change.
[32:29]
Um,
[32:31]
find my right paper. And then the grant
[32:34]
will cover I think the matching part was
[32:36]
$147,000.
[32:38]
And I talked to Lacy at Bryan County
[32:40]
today and she said as soon as this
[32:41]
meeting was approved, she would earmark
[32:43]
that and she sent over our line item
[32:45]
budget that she had and as soon as we
[32:47]
approve it and send it, she'll earmark
[32:48]
that money so that we don't spend that
[32:51]
20% until the grant is approved and then
[32:53]
she'll release it. But
[32:54]
>> okay, but the grant amount
[32:56]
>> the grant amount um they right now they
[32:58]
have 5 billion that they're giving away.
[33:00]
We're going to apply for the 619,999.
[33:04]
Okay.
[33:05]
>> Is the whole cost and then they'll
[33:06]
approve 80% of that and then we'll pay
[33:08]
for the 147,000.
[33:11]
>> Thank you.
[33:14]
>> I'm not sure if you're the one to answer
[33:15]
these questions, but if we're providing
[33:16]
the 911 service for the entire county,
[33:19]
are any of the smaller towns,
[33:20]
municipalities chipping in for this?
[33:22]
>> They are. And we do get on every single
[33:24]
911 bill that you get, there's a
[33:27]
percentage of money that comes to us.
[33:29]
So, we get paid that tax money that's on
[33:31]
if you look at your phone bill that that
[33:33]
you never want to see the 15 pages that
[33:35]
come apart of your bill. All of that tax
[33:36]
money comes to us. So, we're getting the
[33:38]
911 money separate from anything else.
[33:41]
But the other agencies do pay more of a
[33:43]
dispatching fee that we're
[33:45]
re-evaluating, but the 911 funds do come
[33:48]
to us.
[33:49]
>> And I'm not trying to stump you or
[33:50]
anything since we have a provider here.
[33:52]
The 911 funds that you're talking about
[33:54]
are on each individual bill of everyone
[33:56]
in the county.
[33:57]
>> That yes, that's everyone in the
[33:59]
everybody who has 911 phones. Correct.
[34:01]
>> And how is that remitted? From the
[34:02]
carrier.
[34:04]
>> I believe from the carrier. Yes.
[34:05]
>> Do you know that for sure?
[34:07]
>> From the carrier.
[34:08]
>> From the like southwestern bail,
[34:10]
>> right?
[34:11]
>> Okay. Thank you.
[34:15]
>> Just kind of reading through the uh I
[34:18]
guess black bit better term. Like it
[34:19]
sounded like you could take calls from
[34:20]
almost anywhere, right? They have told
[34:22]
me that I would be able to log into the
[34:24]
comm center from well and we also are
[34:26]
building our coupe building. So we would
[34:28]
be able to take a laptop and sort of
[34:30]
travel with our 911. I'd be able to log
[34:32]
in at home and pick up a call or see
[34:34]
what the dispatchers are doing and
[34:36]
monitor calls or get a report of what
[34:37]
they're doing. So it would give a
[34:39]
greater opportunity for everything that
[34:41]
we're building. It'll grow with us.
[34:42]
>> Yeah.
[34:43]
>> So that's going to be great. They'll be
[34:45]
able to just log into a computer since
[34:47]
it's cloud-based and and plug in and
[34:49]
start taking calls.
[34:49]
>> That's great.
[34:53]
Now we're limited to the four consoles
[34:55]
that we have.
[34:56]
>> Yeah.
[34:56]
>> So if we did have like Fourth of July, I
[34:58]
think we had
[35:00]
>> tremendous volume of calls. We could
[35:01]
bring in two or three extra people, just
[35:03]
line them up, and they can just start
[35:04]
taking calls. Okay.
[35:07]
>> Is there any other counties or states
[35:09]
using this?
[35:10]
>> Texas uses NextG 911 almost I would
[35:13]
think almost exclusively. I was
[35:14]
surprised when we went to the conference
[35:16]
and they were like, "Next 911 is new."
[35:18]
And I was like, it's not. It's just new
[35:21]
to Oklahoma. So, and there it's going to
[35:23]
be mandated that everybody go to it
[35:25]
soon. So, we'll just be on the beginning
[35:27]
of we'll be one of the first to finally
[35:29]
switch over. But
[35:30]
>> it it's not new. It's just going to be
[35:32]
new to our state. Okay.
[35:35]
>> What's time frame for implementing?
[35:39]
>> Um, once we pull the trigger and send
[35:41]
all the money, I think it's going to be
[35:43]
six to nine months to get everything
[35:45]
done optimistically. And then you always
[35:47]
want to add 3 months on top of that just
[35:49]
for delays. But they're going to use
[35:50]
some of the existing equipment that we
[35:53]
have and then bring in upgrade
[35:55]
everything and then bring in some
[35:57]
probably I think it's just a matter of
[35:59]
upgrading programs.
[36:01]
The dispatchers are already trained on
[36:03]
it so it won't be extensive training or
[36:05]
timeout or anything like that. It's just
[36:06]
a matter of upgrading equipment. So
[36:13]
» I got another question about the
[36:14]
funding. is 911 coming in since you're
[36:16]
getting that 911 funding from the
[36:18]
outlying areas. Is there any is there
[36:22]
any time limit or inability for another
[36:24]
area to take on or take take that away
[36:26]
for a neighboring city to go no we want
[36:28]
to be a hub or do you have some sort of
[36:30]
exclusivity for an area
[36:33]
once you pay this amount of money?
[36:36]
>> You mean like in the future of paying
[36:38]
for this?
[36:38]
>> Let's say Durant pays this this money
[36:40]
and they are the dispatch if you will
[36:42]
for the 911. Do they have exclusivity
[36:45]
for the region? Do they do they maintain
[36:47]
that in that source of funds forever?
[36:49]
>> Somebody have to So we are called a PAP,
[36:52]
a primary safety answering point.
[36:53]
Somebody else would have to prove that
[36:55]
they would be able to substain. It's
[36:56]
very hard to become a secondary PAP.
[36:59]
>> Um
[37:00]
>> somebody else would have to prove that
[37:01]
they were able to they are Lance Terry
[37:04]
especially at 91 management board is
[37:06]
very very hesitant to transfer like so
[37:09]
they call it you transfer your calls
[37:11]
they call it a make busy switch. um we
[37:14]
have to have serious nobody else even in
[37:16]
our area is even capable of even taking
[37:19]
our call load of even transferring our
[37:21]
calls to them. So he would not open up
[37:24]
another one. You have to maintain so
[37:25]
many standards of being fully staffed.
[37:28]
Um being able to you can't just have an
[37:31]
idea and then want to do it. Like you
[37:32]
have to be able to prove that you have
[37:34]
that cap like you have to really prove
[37:39]
that you have the capabilities. So I I
[37:42]
don't think that that would be something
[37:43]
that they would approve somebody to do.
[37:45]
Am I saying that clearly?
[37:46]
>> Well, I just wondered if it granted you
[37:48]
a
[37:49]
>> They won't even respectfully and I'm
[37:52]
trying to say they won't even grant
[37:53]
Chalkaw a PAP and they do answer. We
[37:56]
have to transfer call information to
[37:57]
them, but they won't even make them a
[37:58]
secondary PAP, which would benefit us
[38:00]
because we could transfer calls to them,
[38:02]
but they won't let them be one. And they
[38:04]
have funding, they have dispatchers
[38:06]
trained, but they won't let them be a
[38:07]
secondary PAP. So now we would have to
[38:09]
transfer calls to A to Toka who does not
[38:11]
have the capability of answering calls
[38:12]
for us. So we don't even have another
[38:14]
anywhere in our vicinity that can take
[38:16]
the kind of calls that we can take. So
[38:18]
to take on what we do is an
[38:21]
impossibility.
[38:22]
>> So can you take on other areas? Can you
[38:24]
encompass other areas that don't have
[38:25]
the ability?
[38:26]
>> I'd love to, but um I'd love to. We
[38:29]
could. Sure. And we could be a backup
[38:31]
for other areas, but [laughter]
[38:35]
>> fire department saying no. Every time I
[38:37]
get frustrated with the neighboring
[38:38]
county, I go and tell the chief that I'm
[38:40]
going to take them over. Um
[38:42]
>> I think that'd be kind of unpopular from
[38:43]
the background.
[38:44]
>> No.
[38:44]
>> Thanks.
[38:45]
>> Well, Richard's writing or you know,
[38:48]
>> and I can tell you those the 911 funds
[38:50]
do not come close to covering
[38:53]
>> no
[38:53]
>> all the budget that we have. So,
[38:55]
>> no. And none of the agencies can even
[38:57]
come close to even paying a fraction of
[39:00]
how much it costs to run a center. So,
[39:02]
I'm not
[39:03]
>> Sounds like the system be a whole lot
[39:04]
more efficient, too, as far as like time
[39:06]
and stuff like saving time and
[39:08]
>> Oh, yeah. Yeah. And I I like the
[39:11]
reliability of the mapping systems, too.
[39:13]
We're getting updated mapping. Also, if
[39:16]
you had So, I just want you to imagine
[39:18]
if you had a wreck and everybody with a
[39:20]
cell phone calls in on a car accident
[39:22]
and so you get 60 phone calls, but you
[39:24]
don't know how to differentiate what
[39:26]
phone call is coming from this wreck and
[39:27]
what phone call, what 911 call is coming
[39:29]
from a heart attack across town. This
[39:31]
pinpoints on your map where the calls
[39:33]
are clustering from, which is hugely
[39:35]
bene. Not that you wouldn't answer them,
[39:37]
but you kind of get to see, okay, and
[39:39]
then when you do answer a 911 call,
[39:41]
they're stuttering. They're like, uh, uh, there's an emergency, but you're
[39:44]
like, are you calling about the wreck
[39:45]
that just happened? Are you calling
[39:47]
about the blue truck in the white car?
[39:48]
Yes, ma'am. Yes, ma'am. Okay, officers
[39:50]
are in route. And it helps you to
[39:52]
streamline the the what you're doing at
[39:54]
in the office better.
[40:02]
Other comments or questions? No. Do I
[40:04]
hear a motion?
[40:06]
>> Motion to approve.
[40:08]
>> Second.
[40:08]
>> We have a motion and a second to approve
[40:10]
item 4 C. Will the clerk please call the
[40:13]
role?
[40:13]
>> Morrison?
[40:14]
>> Yes.
[40:15]
>> Similelescu?
[40:15]
>> Yes.
[40:16]
>> Tucker?
[40:17]
>> Yes.
[40:17]
>> Sheer?
[40:18]
>> Yes.
[40:19]
>> Miller?
[40:19]
>> Yes.
[40:21]
>> That item passes. Next is item 4 D uh
[40:26]
which is obviously going to be for the
[40:27]
funding of this consideration and
[40:28]
possible approval of resolution R202607
[40:32]
regarding matching funds for this 911
[40:35]
communication grant and and the
[40:38]
documents we have the grant uh is uh the grant application will be $495,999
[40:45]
and the matching will be $124,000
[40:49]
uh dollar and it says to be paid from
[40:51]
Brian County Fire Tax tax funds. Is that
[40:54]
accurate?
[40:57]
» Yes, it is. And I questioned this while we were even
[41:02]
having to do this because we don't, you
[41:04]
know, the city doesn't oversee these
[41:06]
funds. The county does, but I believe it
[41:08]
is needed. And Audrey, correct me if I'm
[41:11]
wrong. Needed for the grant application.
[41:16]
>> Yeah. And she did send me that letter
[41:17]
that says that we have the money
[41:19]
available. She will earmark it today.
[41:20]
She called to ask how this went and if
[41:22]
she needed to come up here today. So,
[41:24]
she's available to she sent the the bank
[41:27]
account statement. So, she's willing to
[41:28]
earmark that today if we do approve
[41:31]
sending this in.
[41:34]
» It sounds like we're subsidizing the
[41:36]
operation of this anyway. So, I have no
[41:38]
qualms using that money.
[41:40]
>> Right. Exactly. Exactly.
[41:44]
Now, what I don't see is an emergency
[41:47]
declaration on the agenda. Is it going
[41:48]
to require that to be effective
[41:50]
immediately or no?
[41:54]
>> No.
[41:55]
>> Okay.
[41:56]
>> Just to be approving funding. You're not something you have to put into
[41:59]
effect.
[42:00]
>> Gotcha.
[42:03]
Comments or questions.
[42:06]
>> Motion to approve 4D.
[42:08]
>> I'll second.
[42:08]
>> We have a motion and a second to approve
[42:10]
item 4 D on the agenda. Will the clerk
[42:13]
please call the role?
[42:14]
>> Miller?
[42:14]
>> Yes.
[42:15]
>> Shear?
[42:15]
>> Yes.
[42:16]
>> Similelescu?
[42:17]
>> Yes. Morrison.
[42:18]
>> Yes.
[42:19]
>> Tucker.
[42:20]
>> Yes. That item passes as well. Thank you
[42:22]
very much. That's all the uh items on
[42:25]
the administration uh agenda tonight for
[42:27]
city council. Uh next is new business.
[42:30]
There's none listed there. That being
[42:33]
the case, I'll move for adjournment of
[42:35]
the city council meeting.
[42:36]
>> So moved.
[42:39]
>> Second.
[42:39]
>> I second.
[42:40]
>> We have a motion and a second to adjourn
[42:42]
the city council meeting. Will the clerk
[42:43]
please call the role?
[42:44]
>> Morrison?
[42:44]
>> Yes.
[42:45]
>> Similles?
[42:46]
>> Yes.
[42:46]
>> Shear? Yes.
[42:47]
>> Miller.
[42:48]
>> Yes.
[42:48]
>> Tucker.
[42:49]
>> Yes. We stand adjourned. At this time,
[42:51]
>> tricking us.
[42:52]
>> I got you again. [laughter]
[42:54]
>> At this time, I will call to order a
[42:56]
meeting of the Durant airport authority.
[42:59]
Will the clerk please call the role?
[43:02]
>> Tucker
[43:03]
>> here.
[43:03]
>> Similelescu
[43:05]
>> here.
[43:05]
>> Morrison
[43:06]
>> here.
[43:07]
>> Sheer
[43:08]
>> here.
[43:08]
>> Miller
[43:09]
>> here.
[43:10]
>> We have a quorum. Uh all members are
[43:13]
present. On the consent agenda, we have
[43:16]
one item that is to consider approval of
[43:18]
regular session meetings from July the
[43:22]
14th.
[43:23]
Uh does that need to be removed from
[43:26]
consent agenda for further discussion?
[43:28]
As I recall, during that meeting, we
[43:30]
approved the minutes of the meeting we
[43:32]
had before that.
[43:34]
>> Motion to approve consent items.
[43:36]
>> Second.
[43:36]
>> We have a motion and a second to approve
[43:39]
the consent agenda item. Will the clerk
[43:40]
please call the role?
[43:41]
>> Sharer,
[43:42]
>> yes. Simillescu,
[43:43]
>> yes.
[43:44]
>> Miller,
[43:44]
>> yes.
[43:45]
>> Morrison,
[43:45]
>> yes.
[43:46]
>> Tucker,
[43:47]
>> yes. There are no other items on the
[43:49]
airport authority agenda for tonight. I
[43:51]
move for adjournment.
[43:52]
>> Second.
[43:52]
>> We have a motion and a second to adjourn
[43:54]
the airport authority. Will the clerk
[43:56]
please call the role?
[43:57]
>> Morrison,
[43:57]
>> yes.
[43:58]
>> Shear,
[43:59]
>> yes.
[43:59]
>> Miller,
[44:00]

[44:00]

[44:01]
>> Tucker,
[44:02]

[44:05]

[44:10]
>> Tucker,
[44:10]
>> here. Morrison
[44:12]
>> here.
[44:12]
>> Sillescu
[44:13]

[44:13]
>> Miller
[44:14]
>> here.
[44:14]
>> Sheer
[44:15]
>> here.
[44:17]
>> Similar to the airport authority, there
[44:19]
are only consent agenda items tonight on
[44:22]
the utilities authority uh board meeting
[44:24]
and that is for consideration of regular
[44:26]
session minutes of July 14th, special
[44:29]
session minutes of the July the 23rd and
[44:32]
also special session minutes of July
[44:36]
30th. Do we need to remove any of those
[44:39]
from consent agenda for further
[44:41]
consideration?
[44:43]
And if not, do I hear a motion to
[44:45]
approve those minutes?
[44:47]
>> Motion to approve consent agenda.
[44:51]
>> Second.
[44:52]
>> We have a motion and a second to approve
[44:54]
the consent agenda items for the
[44:55]

[44:58]
>> Similelescu,
[44:59]

[45:02]
>> Cheer,
[45:03]
>> yes.
[45:03]
>> Morrison,
[45:04]
>> yes.
[45:05]
That item passes. There are no other
[45:07]
items on the utilities authority meeting
[45:09]
agenda for tonight. I move for
[45:11]
adjournment.
[45:12]
>> Second.
[45:12]
>> We have a motion and a second to adjourn
[45:14]
the utilities authority meeting. Will
[45:16]
the clerk please call the role?
[45:17]
>> Morrison?
[45:18]
>> Yes.
[45:19]
>> Simillescu?
[45:20]
>> Yes.
[45:20]
>> Shear?
[45:21]
>> Yes.
[45:21]
>> Miller?
[45:22]
>> Yes.
[45:22]
>> Tucker?
[45:23]
>> Yes. We'rejourned. Thank you all very
[45:26]
much.
