Village Board, you are live. Good
[1:00]
morning, everyone. Today is September
[1:01]
18th, 2026, 11:00 a.m. Welcome to East
[1:04]
Stampton Village Board Meeting. If we
[1:06]
could all stand for a pledge.
[1:10]
I pledge allegiance to the flag, United
[1:13]
States of America, to the republic for
[1:15]
which it stands, one nation under God,
[1:18]
indivisible, liberty, justice for all.
[1:22]
>> Great. Thank you.
[1:25]
All right. First up, I have a couple of
[1:27]
announcements. We have the
[1:30]
I wanted to thank the fire chiefs for a
[1:32]
great memorial at the American Legion
[1:34]
last Friday. You know, the 25th
[1:36]
anniversary of 911
[1:39]
was well attended. It was probably the largest crowd I've seen at any of
[1:43]
them. I've been to everyone in the last
[1:45]
25 years and it was a very nice turnout.
[1:49]
Uh Hampton's Film Festival starts
[1:51]
October 2nd. It runs through the 12th.
[1:54]
That's all I have and I'm now going to
[1:57]
do roll call.
[1:58]

[2:00]
>> Deputy Mayor Chris Manardi
[2:01]

[2:02]
>> Trustee Sandre Melendez
[2:03]
>> here.
[2:03]
>> Trustee Carrie Doyle
[2:04]

[2:06]

[2:06]
>> Administrator Marcos Badron
[2:08]
>> present.
[2:09]
>> Village attorney Lisa Prulu
[2:10]
>> here.
[2:11]
>> Great. Now next up is Hugh King, our
[2:14]
village historian. Look, look at the
[2:16]
crowd you have today. Hugh.
[2:21]
[snorts]
[2:22]
All right. [laughter]
[2:23]
>> All right. What was the world like when
[2:26]
uh Kenny Cullen was born?
[2:29]
Dinosaurs roame the earth. The Bible
[2:31]
hadn't been written yet. No.
[2:33]
>> Make sure the mic's on.
[2:34]
>> Is that mic on? Thanks. You
[2:37]
>> mic on? No.
[2:40]
>> Is the mic on?
[2:41]
>> You're good now.
[2:42]
>> Good to go.
[2:42]
>> What I said before?
[2:45]
>> Yeah. When Kenny was born, dinosaurs
[2:47]
roamed the earth. Bible hadn't been
[2:49]
written yet. [laughter] No. Uh 1963
[2:53]
there was a new firehouse on Cedar
[2:54]
Street. Um the school put on a fallout
[2:58]
shelter. The village budget was
[3:01]
$445,000.
[3:03]
200 45 445 $251,000.
[3:08]
Baker and Lester was on Main Street.
[3:11]
Lester Motors was down Panago. El Sid
[3:15]
was playing with Charlton H Sophia Loren
[3:18]
at the Hampton's Drive-In. Okay.
[3:21]
And then July 6, 1963 on page one, there
[3:24]
was a story about the first graduating
[3:27]
class of East Staten High School. A two
[3:30]
family house on North Main Street. Hot
[3:33]
water heat, five rooms, porch in each
[3:35]
apartment,
[3:37]
$20,000,
[3:39]
$2,500 down. Village election, Steven
[3:43]
Marley, Joseph FX Dunn, Leon Q. Brooks,
[3:47]
James Skidmore, and the mayor of
[3:50]
Maidstone in England visited the mayor,
[3:53]
Steven Marley, of the village of East
[3:55]
Hampton. And where did he stay? At the
[3:58]
Maidstone Arms.
[4:03]
[applause]
[4:05]
» Thank you. You. Now, I'm going to call
[4:07]
up Kenny Cullum, our fire marshal, who
[4:09]
is last day is today. And I'm really
[4:13]
proud to say I've worked
[4:16]
this entire career I've worked with you.
[4:18]
So, um, congratulations. And we're going
[4:21]
to have a little proclamation for you.
[4:22]
So, if you step up to the podium and
[4:24]
then you can say a few things,
[4:27]
[laughter]
[4:30]
» if you could read it.
[4:31]
>> Okay.
[4:34]
» Honoring Kenneth Cullum. Whereas the
[4:36]
board of trustees of the incorporated
[4:38]
village of East Hampton would like to
[4:39]
recognize and honor Kenneth Cullum for
[4:42]
30 years of distinctive leadership,
[4:44]
sound judgment, and steadfast commitment
[4:46]
to the best interest of the village. And
[4:48]
whereas Ken has devoted more than four
[4:50]
decades of service to the East Hampton
[4:52]
community through his lifelong
[4:54]
dedication to the East Hampton Fire
[4:56]
Department, protecting lives and
[4:57]
property while serving in numerous
[4:59]
leadership roles, including lieutenant
[5:01]
and captain of the Hook and Ladder
[5:02]
Company, as well as second assistant
[5:04]
chief and first assistant chief. And
[5:06]
whereas among his many contributions to
[5:08]
our community, Ken has brought his own
[5:10]
special brand of holiday spirit to
[5:12]
generations of East Hampton children,
[5:14]
serving as one of Santa's most trusted
[5:16]
local representatives. making Santa Fest
[5:19]
a beloved East Hampton Village
[5:21]
tradition. And whereas Ken served more
[5:24]
than eight years as a trustee of Clinton
[5:26]
Academy and two decades on the East
[5:28]
Hampton Historical Society board of
[5:30]
trustees and is currently serving as
[5:32]
trustee emirate emiritis, [laughter]
[5:37]
further demonstrating his dedication to
[5:39]
preserving and sharing the historical
[5:41]
heritage of East Hampton Village. And
[5:43]
whereas Ken has helped keep historic
[5:45]
trades and traditions alive through
[5:47]
demonstrations of historical
[5:48]
blacksmithing at Molford Farm and the
[5:50]
Parson's blacksmith shop, providing
[5:53]
residents and visitors with a meaningful
[5:54]
connection to East Hampton's history.
[5:57]
And whereas decades of civic and
[5:58]
historical involvement and countless
[6:00]
contributions to village traditions,
[6:03]
reflect a lifetime of dedication to the
[6:05]
community, Ken has proudly served. Now
[6:08]
therefore, Jerry Larson, mayor of the
[6:10]
incorporated village of East Hampton, do
[6:12]
hereby recognize and honor Ken Cullum
[6:14]
with sincere appreciation for his
[6:16]
extraordinary years of service, his
[6:18]
leadership, and countless contributions
[6:20]
to our East Hampton community.
[6:23]
[applause]
[6:33]
» [applause]
[6:39]
» I realized I did all these things. Uh I
[6:42]
would just like to thank the mayor,
[6:44]
board of trustees, um Marcos, uh and
[6:48]
family and friends. It's uh it's been an
[6:51]
incredible journey. 30 years goes by in
[6:53]
a blink of an eye and uh it really been
[6:56]
an amazing trip. Um, I've had a lot of
[6:59]
opportunities with the village that
[7:01]
they've afforded me and they've always
[7:03]
backed me. So, uh, it's, uh, it's been a
[7:06]
great trip. I really thank you. Thank
[7:07]
you all for being here and, uh, we're
[7:10]
going to go have some fun in retirement.
[7:12]
So, we we'll be back. I have some jobs
[7:16]
to do in December. I know that you're
[7:18]
going to be back and help out guys. So,
[7:21]
>> do a [laughter] photo.
[7:22]
>> Sure. Congratulations, Kenny.
[7:25]
[applause]
[7:31]
Come on. Kids never want to keep photos.
[7:55]
Hello. [applause]
[8:10]
» No, they didn't want to come.
[8:13]
>> You know, it's a nice moment when you retire, but
[8:18]
it's sad to see every, you know, pe good
[8:20]
people leave the village. So, we're
[8:23]
going to miss you, Kenny.
[8:26]
All right. Next up, uh, we have the
[8:28]
LVIS.
[8:35]
Good morning and thank you for the
[8:37]
opportunity to speak to you today. My
[8:39]
name is Rachel Cooper. I'm the executive
[8:40]
director at the Ladies Village
[8:42]
Improvement Society and I'm joined today
[8:43]
by Olivia Brooks who is our tree
[8:45]
committee chair and Dana Trip from
[8:48]
Whitmore. And um Olivia and I come up
[8:51]
and talk about trees from time to time
[8:53]
and we take turns. So it's my turn this
[8:55]
time. Next time she'll be up at the
[8:57]
podium. Earlier this year we announced
[9:00]
our intention to plant 250 trees over
[9:03]
the next uh decade in celebration of the
[9:06]
250th anniversary of our nation. And
[9:08]
since then, LBIS and the village in
[9:11]
partnership with Whitmore have been
[9:13]
working together on a plan to beautify
[9:16]
the area inside Heric Park that runs
[9:18]
parallel to Muchmore Lane and also the
[9:21]
entrance from the long-term parking lot
[9:23]
into Heric Park. Um the proposal that we
[9:27]
worked with Whitmore and the village on
[9:29]
includes planting more than 30 new trees
[9:31]
and all the irrigation that would go
[9:33]
with that. And the entire project will
[9:36]
be funded by LBIS as our gift to the
[9:39]
community. The plan um includes several
[9:42]
distinct areas of planting and I know um
[9:45]
the village board members have copies of
[9:48]
the plan in front of them. Uh the first
[9:50]
we're proposing to plant um cherry trees
[9:53]
along the walkway that goes from the
[9:55]
long-term parking lot into Heric Park
[9:58]
into through Heric Park into the
[10:00]
Rutershan area. Thank you. if you just
[10:02]
cue um two more slides I think it is.
[10:07]
Okay, this is what it looks like right
[10:09]
now. Um so it's really an open canvas
[10:12]
and so if you go to the next you'll see
[10:15]
um what it would look like and this is a
[10:17]
rendering and it's showing what the
[10:18]
trees would look like approximately 5
[10:20]
years after planting. It's not precise.
[10:23]
will have to look at what the best spots
[10:25]
are for each of these trees, but they
[10:27]
would be flanking the walkway. And it
[10:29]
just really creates this beautiful
[10:30]
welcoming um environment. And obviously
[10:34]
when the trees are in bloom, it's just
[10:35]
so pretty and colorful and inviting um
[10:38]
as an entry into the park heading
[10:40]
towards the ball fields. Um the next we
[10:44]
would on the left hand side of this um
[10:47]
would be three genko trees and those
[10:49]
would also be heading towards the um
[10:51]
ball field to the left of the cherries.
[10:54]
Um in addition to that if you cue a
[10:57]
couple more slides please.
[11:00]
Um this is what the walkway looks like
[11:02]
heading um with much more lane on the
[11:04]
left. This is running parallel to much
[11:06]
more heading towards New Town Lane
[11:08]
today. There's very little planting
[11:09]
that's going on there right now. So,
[11:11]
we're proposing to put numerous specimen
[11:13]
trees in that area. And um some of the
[11:16]
species we would put there would be
[11:18]
Japanese maple, hackberry trees, tulip
[11:20]
trees, black tupulos, willow oaks, a
[11:23]
Chinese elm, and a dawn redwood. And so
[11:26]
you can see what that will start to look
[11:28]
like. Again, this is several years after
[11:30]
planting, but um not only would this
[11:33]
provide wonderful shade and cooling in
[11:35]
the summer months, but also provide
[11:37]
wonderful variety of texture, color, and
[11:39]
seasonal interest throughout the year.
[11:41]
And again, um this is such a beloved
[11:43]
public space in the heart of the
[11:45]
village. And so to really make it warmer
[11:48]
and more inviting and um colorful is
[11:51]
something that we think would be very um
[11:53]
very special as you continue to um
[11:56]
improve um the park. and there have been
[11:58]
so many great things that have been done
[11:59]
there already and so this would just be
[12:01]
a great complement to all the work the
[12:02]
village has been doing to improve the
[12:04]
park. Um the last thing that we would do
[12:06]
is there's a a private hedge that's by
[12:10]
much more lane right now. We would just
[12:12]
propose and if you just queue forward
[12:14]
again. Thank you. Um one more please
[12:19]
keep going. Yes, these are just all the
[12:22]
different species that would be there.
[12:23]
So on the lower right hand corner we
[12:24]
have some arborite. We're just proposing
[12:26]
to um to improve what's there to remove
[12:29]
an existing private hedge and just
[12:30]
replace it with our revite. Um and if
[12:33]
this plans approved, ideally we'd like
[12:35]
to begin planting the cherry trees later
[12:37]
this month with the remaining plantings
[12:39]
continuing through October. Um the
[12:41]
project really would not be possible
[12:43]
without the dedication of our wonderful
[12:45]
tree committee led by Olivia for so many
[12:47]
years and all of the members um of that
[12:50]
committee and the extraordinary support
[12:52]
we receive from all of you and in
[12:54]
particular Dave and the department of
[12:56]
public works. Um, we're also very deeply
[12:59]
grateful to the LBIS board of directors,
[13:01]
our volunteers, and especially our
[13:03]
donors that um, their support is really
[13:06]
what enables us to um, continue
[13:08]
fulfilling our mission and making these
[13:10]
meaningful contributions um, to the
[13:12]
community. So, we thank you for your
[13:14]
consideration and um, Dana and Olivia
[13:16]
and Dave are on hand. So, if you have
[13:18]
any questions um, we'd be happy to
[13:20]
answer those.
[13:22]
>> That's great. Any questions from the
[13:23]
board? I I you know I just think it's
[13:26]
incredible um that you're even offering
[13:29]
this. This is amazing. But I'm not
[13:31]
surprised because as an organization you
[13:34]
do so much for the village and um I just
[13:37]
want to thank you both.
[13:39]
>> Thank you.
[13:39]
Beautiful.
[13:40]
>> Thanks everyone.
[13:41]
>> Uh we accept. [laughter]
[13:45]
>> Terrific. We'll get started right away.
[13:49]
>> Thank you very much.
[13:51]
All right. Next up, we have a board
[13:54]
discussion.
[13:56]
Um,
[13:57]
yeah, if anybody wants to leave, feel
[13:59]
free. Don't feel obligated to listen.
[14:07]
Congratulations again.
[14:12]
So
[14:14]
this um this discussion was prompted
[14:19]
u trustee Doyle has been meeting with
[14:23]
concerned neighbors for the last you
[14:26]
know for this summer and a lot of issues
[14:28]
came up and she organized a meeting
[14:31]
which myself and the deputy mayor
[14:32]
attended and we heard directly from
[14:35]
residents on Hook Pond U James Lane and
[14:40]
even ocean um with complaints about a
[14:44]
variety of things. So, one of the issues
[14:48]
um
[14:50]
that's being talked about today is a
[14:53]
proposed legislation to ban pools at the
[14:56]
historic ends. We already have
[14:59]
legislation on the books. Uh but this
[15:02]
would strengthen strengthen the um the
[15:05]
regulations. So, I'm going to turn it
[15:07]
over to Trusty Doyle and if you wanted
[15:11]
to have some comments and then we'll
[15:13]
open it up for discussion.
[15:15]
>> Sure. Um, I think we're all in agreement
[15:17]
that the historic ins are an important
[15:21]
part of the history of East Hampton that
[15:23]
need to be protected and preserved. I
[15:26]
mean, they go back, you know, as far as
[15:27]
the B village was founded and the
[15:29]
inception. And there's a need for them.
[15:32]
And um we want to protect them and we
[15:34]
want to preserve them and we want them
[15:35]
to be vibrant and viable in this world.
[15:38]
Um but we do hear from residents the
[15:42]
hotbed issue of the ins and what are the
[15:46]
ins therefore and what I one of the most
[15:49]
viciferous collective voices I hear is
[15:52]
are the ins for the residents or the
[15:54]
visitors? Is the village focusing too
[15:56]
much on the visitors to our village
[15:59]
rather than the people who actually live
[16:01]
here whose quality of life is directly
[16:04]
affected by these ins and so we just
[16:07]
want to examine some of the things. I
[16:09]
was actually a little surprised reading
[16:11]
the draft of the um comprehensive plan
[16:14]
that I didn't really see anything about
[16:16]
the ins. Um the discussion was that the
[16:19]
ins should not be private clubs but
[16:21]
there's no you know we have the ins are
[16:23]
a huge part of our our village and
[16:26]
they're they're not really addressed in
[16:27]
that comprehensive plan. So I think that
[16:29]
we people want us to discuss what what
[16:34]
should the rules be that govern the end.
[16:36]
We know that they're already
[16:37]
non-conforming in the residential area.
[16:39]
Um the concern of the residents that
[16:41]
I've heard is that pools become a focal
[16:43]
point. You know, you don't see a bunch
[16:45]
of people gathering in a backyard around
[16:46]
a circle just standing there generally.
[16:48]
But if there's a pool, a bunch of people
[16:50]
gather around. You know, I have new
[16:52]
neighbors, these adorable children,
[16:54]
eight and 10. It used to be elderly
[16:56]
neighbors that swim that never went in
[16:57]
their pool. Now they're these kids and
[16:59]
they're great, but there's noise. You
[17:01]
can hear them. Um they echo and that's
[17:04]
just part of life. But the neighbors are
[17:07]
concerned of these ins that we have to
[17:09]
preserve their quality of life, their
[17:11]
quietude. That's why we're here. We are
[17:13]
country. We are one road in, one road
[17:16]
out. We have nature. We have foxes and
[17:19]
turkeys and wildlife. We have beaches.
[17:22]
These ins were sort of creative to have
[17:24]
people be sort of in in an inscillary to
[17:26]
the village where people would come to
[17:28]
our main street, come to our beaches.
[17:30]
And the argument is we don't need to
[17:31]
provide pools for you know entertainment
[17:34]
that they should just be so people could
[17:35]
use our village. And that is the
[17:38]
question that people wanted ask me
[17:40]
residents to sort of put forward to
[17:42]
discussion. It should not be necessarily
[17:44]
just our decision to hear from the
[17:47]
community and what their thoughts are on
[17:48]
ins and the role of in pools and ins.
[17:54]
» Yeah.
[17:54]
>> Anybody?
[17:56]
So, we have a code on the books now that
[18:00]
doesn't allow for any of the ins to
[18:04]
apply for a pool. And that is the legis
[18:08]
that's the lawsuit we're involved in
[18:09]
right now. That's the village's stance
[18:11]
that the ins do not have the ability to
[18:15]
um
[18:16]
apply for a pool. And stop me, Lisa, if
[18:19]
I'm not saying anything correctly, but
[18:24]
the um and we we found that legislation
[18:28]
and we applied that to the hunting in
[18:32]
which we can't really go into.
[18:34]
>> Yeah. So, I'm going to question about
[18:35]
comments about [clears throat] any
[18:36]
pending litigation,
[18:37]
>> but we have litigation over that statute
[18:40]
currently pending in Supreme Court.
[18:43]
Correct.
[18:43]
>> Correct.
[18:44]
>> All right. So none of the other ends
[18:47]
have the ability except for the hedges
[18:49]
end because in 2021
[18:52]
the when we took office there was
[18:56]
legislation there was a lawsuit in place
[18:58]
from an inappropriate action that the
[19:01]
village board had taken prior to us uh
[19:04]
being in office. And to resolve that
[19:09]
uh lawsuit,
[19:12]
I signed a document that allowed the
[19:15]
hedges in to apply for a pool. It's not
[19:19]
guaranteed, but they have the right to
[19:21]
go before the ZBA, which the other ends
[19:23]
do not have the right to do. So that's
[19:26]
where we currently stand.
[19:30]
Any anybody else?
[19:34]
All right. So,
[19:38]
» okay. So, if it's clear that I mean,
[19:42]
>> so that's where we are right now.
[19:44]
>> So, I think your idea was to create
[19:47]
legislation that would completely ban
[19:49]
pools from ins. It kind of redundant.
[19:52]
>> That wasn't my idea. My idea was that we
[19:54]
should hear from, you know, the
[19:55]
community and see what they think. And
[19:58]
but it sounds like there already is no
[20:00]
pools allowed except possibly hedges.
[20:03]
>> Yeah. because of the negotiations on the
[20:07]
lawsuit,
[20:07]
>> right? Which we probably can't talk
[20:09]
about.
[20:09]
>> Yeah. So, I I don't Yeah. I don't I caution against any kind of
[20:13]
comment about pending litigation,
[20:15]
>> right?
[20:16]
>> I have a question not about pending
[20:18]
litigation, but about
[20:19]
>> Sure.
[20:20]
>> When do we think that pending litigation
[20:23]
might be um resolved or we I mean is do
[20:27]
you have any idea because it would it
[20:28]
would affect the board's discussion on
[20:31]
like what the time frame is on that. So,
[20:33]
it's always hard to tell because it's
[20:35]
always in the hands of the court. Um,
[20:36]
that litigation, although it's it was
[20:39]
commenced a bit ago, it's still at in
[20:41]
its initial phases, believe it or not,
[20:43]
uh, because of the changes of the
[20:45]
courthouse and so on and reassignments
[20:47]
to different judges. So, uh, it's it's
[20:50]
at its at its initial stage. It is a
[20:53]
special proceeding. So, once it does get
[20:54]
going, it should go quickly, but quickly
[20:57]
is a relative term when you're talking
[20:58]
about the courts. So, um I also wanted
[21:01]
you to consider that we're in the
[21:03]
process now of reviewing or soon to be
[21:05]
reviewing the comprehensive plan.
[21:06]
is supposed to be uh
[21:09]
you know our our our our guidepost for
[21:12]
potential changes to zoning and code
[21:14]
revisions of this kind of thing. So, in
[21:16]
your reviewing of the comprehensive
[21:18]
plan, which I know is coming up in the
[21:20]
next few uh board meetings, um it's one
[21:23]
of the things you can discuss and
[21:24]
consider when you're um thinking about
[21:26]
what you want the future of the village
[21:28]
to look like and what the code should look like. All of these changes
[21:32]
if you're thinking about zoning changes
[21:34]
should be done in the context of what
[21:35]
you're talking about when you're
[21:36]
reviewing the comprehensive code as
[21:38]
well. So,
[21:39]
>> so months, years, like
[21:41]
>> yeah, months, months, more than years,
[21:43]
but how many months? I can't tell you.
[21:45]
So, just jumping back to the hedges in,
[21:48]
we had a a problem there last year
[21:52]
before the new owners bought it and
[21:55]
there was a definite, you know, what we
[21:57]
saw as a major problem coming to East
[22:00]
Hampton and it was going to be a late
[22:02]
night activities, you know, club that
[22:04]
was going to,
[22:06]
you know, not be really friendly to the
[22:09]
neighbors. Let's just leave it at that.
[22:11]
and we came out very strong about that
[22:14]
as a board and we created legislation to
[22:17]
stop the late night activities and
[22:20]
there's already some zoning codes in
[22:21]
place for the hedges that um limit their
[22:25]
hours.
[22:26]
So, I think probably the best course of
[22:30]
action would be to
[22:33]
listen to what the residents have to
[22:34]
say, which we've already have. We had a
[22:36]
nice meeting. Uh we're we're looking at
[22:40]
everything that they complained about
[22:44]
and I think we can fix most of those
[22:47]
things.
[22:48]
As far as the pool goes, I mean, we'll
[22:50]
have to see if they So far, we haven't
[22:53]
even received, you know,
[22:55]
>> there there's no pending application for
[22:57]
anything,
[22:58]
>> right? So, we'll see where that goes.
[23:00]
And
[23:00]
>> this also isn't just targeting the
[23:02]
Hedges in. I don't want to. It's just
[23:03]
the overview of all the ends because
[23:05]
there are other historic ends.
[23:07]
>> Right. Right. I mean, the people I met
[23:11]
with were all about the hedges. They
[23:14]
weren't bringing up the Baker house or
[23:15]
the 1770 house or even the hunting in
[23:19]
which I see Lisa's here. So, u
[23:22]
>> right
[23:22]
>> she might want to talk about that. But I
[23:25]
haven't, you know, we don't really get
[23:27]
complaints on any of the other and all
[23:29]
of these neighbors were very concerned
[23:31]
about the future of the hedges. So I
[23:34]
think um not to say we're picking on the
[23:37]
hedges, but I think it's the main that's
[23:39]
where the complaint came in about. So um
[23:42]
>> but as I mentioned, I do hear from
[23:44]
residents in other pockets about issues
[23:46]
with ins and the future of ins. So
[23:49]
again, I don't want it to be just that one group spoke to you, been spoken
[23:52]
to by another. And I think they
[23:54]
indicated that they could fill the room
[23:56]
with a lot of people.
[23:57]
>> Yeah. Well, you know, when when we ran
[24:01]
for office and when we took office, one
[24:03]
of our main concerns was we didn't want
[24:05]
the ins going away because
[24:08]
they are a very historic part of our
[24:10]
community and would change the entire
[24:12]
face of Main Street if we didn't have
[24:14]
them in my opinion. So I think working
[24:18]
with them is important and
[24:21]
you know it's it's a very fine line
[24:23]
because they're in the non they're in
[24:25]
residential areas. So um I think we just
[24:28]
have to work through it and take it on
[24:31]
case by case and see that's how I feel
[24:34]
about it. I don't
[24:37]
think there's a blanket we can put on
[24:38]
this that is for every inn. Uh we did
[24:42]
talk I know um years ago Lenny Arian's
[24:46]
office did approach the village about an
[24:48]
overlay district for the for the ins.
[24:51]
Maybe that's something we could um talk
[24:55]
about. Is Billy here?
[24:58]
>> No.
[24:58]
>> Yes, he's right there.
[24:59]
>> Oh, he is right there. So, you know, we
[25:01]
could task
[25:03]
>> as soon as Billy's done with this
[25:04]
comprehensive plan, he can then start
[25:06]
working on the overview, I mean, the
[25:07]
overlay district, and maybe that would
[25:10]
be somewhere we could go that would help
[25:13]
um create legislation specifically for
[25:16]
the ends. So, there's there's different
[25:18]
ways we can look at it, but um it's
[25:22]
always good to discuss it,
[25:24]
>> right? So, I think we should table it
[25:26]
until
[25:28]
the uh the leg the the lawsuit is over
[25:31]
from the
[25:33]
>> the law Yeah, the lawsuit and um perhaps
[25:35]
the comprehensive plan as well
[25:37]
>> and the comprehensive plan, but we're
[25:38]
going to have a shot at looking and uh
[25:41]
adding things to the comprehensive plan.
[25:42]
So, we could certainly add things to
[25:44]
that. I think that the we discussed this
[25:48]
at the end of the comprehensive plan
[25:50]
discussions where I don't think that ins
[25:52]
had a very large chapter or segment and
[25:56]
[clears throat] then it came up after it
[25:58]
went to the planning board and the
[26:00]
planning commission. So I do think the
[26:02]
village board will then get the plan
[26:04]
possibly next month and we can um add to
[26:08]
it and collectively um you know enhance
[26:13]
the the um chapter or the section on the
[26:17]
ins for a guideline and a blueprint for
[26:19]
the future and that's like what we're
[26:21]
supposed to do. So we can do that.
[26:23]
>> I mean like I was saying it earlier they
[26:25]
are already very restricted. So
[26:29]
all right u anybody else before we close
[26:32]
the discussion.
[26:35]
All right that's closed now we're going
[26:37]
to have public comment any issue anybody
[26:40]
would like to come up. Lisa thank you.
[26:46]
» Yes please. And just uh state your name
[26:48]
for the you know for the record.
[26:50]
>> Hi Lisa Dorch, president of East
[26:53]
Hampton. Hi. Um, so I wasn't planning on
[26:57]
talking today, but I do have a question
[26:59]
regarding the hunting in situation that
[27:01]
you um referenced that that whatever
[27:04]
agreement was determined between the
[27:06]
village and the hunting in.
[27:08]
>> You [clears throat] mean the hedges in
[27:09]
>> the hedges? Sorry. Um, I definitely have
[27:11]
hunting in on the
[27:12]
>> I know I [laughter]
[27:14]
do the same.
[27:15]
>> Um, my question is how how did that come
[27:18]
about? How did that arise? because
[27:21]
my understanding and this is this is a
[27:23]
very limited understanding is that that
[27:25]
it's difficult to impose a selective
[27:28]
reality on one entity versus another. So
[27:32]
I I guess this is a question for maybe
[27:34]
for the village attorney. You know
[27:37]
what's how what exactly transpired? How
[27:40]
did that occur? How did it get resolved?
[27:43]
And how is it not perceived to be a
[27:46]
selective law that you can actually
[27:50]
>> there's no law. It's a stipulation of
[27:53]
settlement that resolved that litigation
[27:55]
back in 2021.
[27:57]
uh it was agreed to by all the parties
[27:59]
to that litigation at the time. Um and
[28:02]
it resulted in a benefit to the village
[28:05]
to settle it. Um so it's particular to
[28:08]
that.
[28:10]
>> And what was their claim?
[28:12]
>> Claim was quite complicated. It had to
[28:15]
do with outdoor dining. It had to do
[28:17]
with accessory uses. There was series of
[28:20]
determinations.
[28:22]
Um and ultimately after a series of
[28:24]
those determinations, that's how it was
[28:25]
resolved. Now, this was a prior
[28:28]
administration, I think, that the
[28:29]
litigation was commenced in prior
[28:31]
village attorney. So, I don't know all
[28:32]
the details. I can only review what's
[28:34]
online in the file. So,
[28:36]
>> and that's all public record.
[28:37]
>> That's all public.
[28:38]
>> Okay, great. Okay, that's it.
[28:39]
>> Thanks, Lisa.
[28:41]
>> Anyone else?
[28:43]
>> Steve, Long, uh, executive director of
[28:52]
the East Hampton Historical Society.
[28:54]
Thanks so much for honoring Ken, who's
[28:56]
been such a champion for us. Um, I just
[29:00]
wanted to take just a few moments to
[29:03]
thank you all. Um, the East Hampton
[29:06]
Historical Society had a fantastic
[29:08]
summer. Uh, last month we celebrated our
[29:12]
new collection center on Malford Farm,
[29:14]
which will house our nearly 20,000
[29:17]
artifacts. and really grateful to the
[29:20]
village um all of the support that you
[29:23]
provided to us to help complete the
[29:26]
project. We have a little bit more to go
[29:28]
to be 100%. Um we have to hook up our
[29:31]
fire suppression system. Uh thank you
[29:34]
again to the village for allowing us to
[29:37]
use the sidewalk on James Lane for all
[29:41]
the piping. was yards and yards and
[29:45]
yards of piping to get the water back
[29:48]
for the fire suppression system at the
[29:50]
collection center. So, thank you for
[29:52]
that. We're now, you'll be happy to
[29:54]
know, arranging for uh professional art
[29:57]
movers to transport all the remaining
[30:00]
artifacts that are at the Osorn Jackson
[30:02]
House into the collection center. Uh,
[30:05]
also wanted to thank the village for
[30:08]
approving our permit to host Ralph's
[30:10]
coffee uh on Malford Farm. Ralph's Ralph
[30:14]
Lauren's substantial financial support
[30:17]
enabled us to complete the restoration
[30:19]
of Malford Farm in time for the
[30:21]
semiquentennial.
[30:23]
Also, they had a QR code on the coffee
[30:26]
truck to encourage customers to make
[30:28]
donations on our website and 100% of the
[30:31]
proceeds of their Mulford Spritz drink
[30:35]
were earmarked for the historical
[30:37]
society. So, in addition to all of the
[30:39]
financial support, Ralph's exponentially
[30:42]
increased attendance and awareness. Uh,
[30:45]
we witnessed a 20fold increase in our
[30:49]
daily admissions to the Mulford
[30:51]
Farmhouse. And that that really was
[30:54]
based on all of those customers at
[30:57]
Ralph's that we were able to engage. So,
[31:00]
you've done such a, you know, huge
[31:02]
amount for the East Hampton Historical
[31:05]
Society. very grateful to the mayor and
[31:07]
all the trustees for that support.
[31:10]
Thanks a lot.
[31:11]
>> Thank you very much.
[31:18]
» Mr. King would like to say,
[31:20]
>> I'm sorry I didn't I didn't say Let me
[31:22]
shut up till I get [laughter]
[31:24]
>> I didn't say this before, Kenny, but
[31:27]
there's an essay contest that's going to
[31:29]
be sponsored by the Press News Group and
[31:31]
the East Historical Society in
[31:33]
commemoration of the 250th anniversary
[31:36]
of the Declaration. Uh students in
[31:38]
grades 6 through 8 will have to relate
[31:41]
an event that took place either in
[31:43]
Eastampton or Sak Harbor during the
[31:45]
American Revolution. High school
[31:47]
students will write about a lesson
[31:49]
learned from the American Revolution
[31:51]
that can be applied to us in the 21st
[31:53]
century. The deadline is December 31st,
[31:57]
2026.
[31:58]
The essays can be emailed to info@
[32:01]
eastampton historical society.org.
[32:04]
There'll be two winners on each in the
[32:07]
sixth through 8th grade and the high
[32:08]
school categories. They will receive
[32:11]
gift cards and then have an opportunity
[32:13]
to read their essays at a future village
[32:16]
board meeting. Okay. Thank you. Just
[32:19]
want to get
[32:19]
>> Thanks.
[32:21]
>> Anything else you forgot? You want to
[32:24]
[laughter]
[32:25]
>> Well, yes.
[32:28]
>> You know what happened else in 1963 when
[32:30]
Kenny was born? I got my first job at
[32:33]
the Ronok Avenue School in Riverhead
[32:35]
teaching. [clears throat]
[32:40]
Uh any more uh public comment
[32:47]
last chance.
[32:50]
All right, we're going to move into
