um last Circle for coming out uh just a
[9:13]
couple housekeeping items there is a
sign-in sheet in the back

because for that purpose so we have a
record of who's here
[9:27]
and then we also have a couple of
exhibits throughout in case anyone wants
[9:33]
to take a look at things uh but just for
some background information
[9:39]
um and the uh the gentleman that are up
here or four out of five members that
[9:43]
are on the uh Eastland Peter Sewer
Authority uh their board members so
[9:48]
they've been appointed by the Board of
Supervisors of the township here for uh
[9:55]
managing basically the sanitary sewer
system throughout the township
[9:58]
so that's their responsibility for the
uh overseeing the operation maintenance
[10:04]
extensions as needed of the sewer system
throughout the township and ultimately
[10:09]
within the township
um
[10:13]
attachments ultimately responsible for
sanitary sewer service
[10:17]
uh be that through all my existing well
not systems
[10:22]
um I.E septic systems sand Mounds or
public sanitary sewer systems so
[10:28]
Eastland beer Sewer Authority board
handles the public sanitary sewer system
[10:33]
so previously uh it came to the Sewer
authorities
[10:39]
board's attention that there were
residents out along strasbord Pike who
[10:48]
they're existing online system their
sewage septic system had failed and in
[10:53]
working with
the township sewage enforcement officer
[10:58]
there was no means of providing a
replacement system
[11:02]
so they approached the Sewer Authority
board to say are you looking at any
[11:07]
possible sewer extensions or you know
can you assist here with possible server
[11:11]
extension
to provide suitable means of sewage
[11:15]
disposals so the authority uh passed the
Catholic staff and hrg with looking out
[11:23]
to say you know Is it feasible to
provide you know is there a feasible
[11:28]
means of providing a sensors or
extension
[11:31]
um so we basically just completed a
conceptual
[11:35]
uh design you know we went out took a
look at just existing information
[11:40]
topography
sanitary sewer service
[11:44]
uh does there's a Santa through remain
that it does extend out
[11:50]
um it was installed when the Bridge
Project was uh Bridge was upgraded but
[11:55]
it does come out to roughly 400 feet
along straps per Pike and terminates
[11:59]
currently at this location here
so
[12:03]
the
um
[12:05]
you know from a sanitary sewer
perspective
[12:09]
the um ideally we want to take advantage
of gravity
[12:17]
um so we looked at the Topography of the
area you know is there a uh the ability
[12:23]
to extend grab the sewer up that hill
you know that does appear to be that you
[12:28]
know we can't extend gravity sewer up to
the high point of the Hill along the
[12:32]
Strasbourg Pike
and then
[12:35]
um beyond the height
we can't get the water uphill unless we
[12:40]
Pump It so there are there is a means of
individual pumps on properties with
[12:47]
uh that would lift that water and pump
it up to the high point of the gravity
[12:51]
sewer system
on the far side of the Hill as you head
[12:54]
south on strasbour Pike along a stream
Crossing
[12:57]
so conceptually you know we worked with
the Sewer Authority to come up with a
[13:03]
plan to say yes you know there is a
feasible means
[13:07]
of providing Sewer Service along
strasbour Pike through a main extension
[13:12]
and the Sewer Authority board then said
okay well
[13:16]
before we do anything we want to contact
the residents invite them here to a
[13:19]
meeting
to see if anyone else is having issues
[13:24]
along the section of the Strat along
this area of Strasburg Pike
[13:29]
you know get some feedback because it is
something they're evaluating you know
[13:34]
there is costs associated with the
extension of the sanitary sewer system
[13:40]
here for this and it's not just
Authority costs and for seven Mains but
[13:45]
then there's also a cost here for the
residents
[13:48]
um for installation of piping on your
property hooked up
[13:52]
in addition to that you know quarterly
sewer fees uh and tapping fees to tie
[13:58]
into the system
so that's initial high level estimate of
[14:03]
the work that's been done thus far
just to see if it is feasible because
[14:09]
again
the super Authority is tasked with
[14:13]
looking at the buying a sanitary sewer
system or providing stand through Sewer
[14:18]
Service
to basically protect you know make sure
[14:23]
you know residents have a means of
connection and protecting the
[14:27]
environment what's a Mill Creek that's
there and we don't want sewage going
[14:31]
into the street from that aspect
[14:37]
uh Hutch if you want to add anything
else here
[14:41]
um Township manager I had my thanks for
coming this evening as I said was said
[14:49]
in the letter that went out from the
authority and everybody else
[14:54]
so any anything that would contaminate
the groundwater that would affect Wells
[15:00]
could potentially have a health impact
on anybody out there so that's another
[15:03]
reason to consider having a sanitary
sewer system that serves the properties
[15:08]
out there
um
[15:12]
as Matt said you know they've done a
preliminary design I think you estimated
[15:16]
a total cost for installation low cost
uh for installation
[15:21]
um
is you know 1.5 or 1.7 million dollars
[15:30]
of the system with what we're looking at
and
[15:37]
um
in Plant Peter Township does have a
[15:42]
mandatory sewer connection ordinance uh
generally what that ordinance says is if
[15:48]
sanitary sewer service becomes available
in front of your property
[15:52]
and your structure primary structure is
within 150 feet of that
[15:59]
you're required to connect to that
system within a certain time period
[16:04]
um
if your structure primary structure is
[16:08]
outside of that distance
then it's an optional connection to the
[16:12]
system
if this project was to happen
[16:17]
um and Sewer Service was Superman wasn't
intended to be extended along Strasbourg
[16:23]
Pike or within that 150 foot area
the County ordinance would require a
[16:29]
connection to that Syria to that soon
yeah I think the other piece of
[16:34]
information that I want you to be aware
of would be the roughly climbing of you
[16:40]
know what this project would look like
in terms of time if it does go forward
[16:44]
so there's still a lot of design work
that would have to happen the
[16:48]
engineering work to prepare plans to
build the system Strasburg Pike is a
[16:53]
state highway so it turned out to be
permanence of change from PennDOT
[16:58]
to operate in there right away and build
a system
[17:03]
so that process of design and permitting
for project could proceed is going to
[17:11]
take
what would you guess matter 18 months
[17:14]
here probably 12 to 18 months
[17:19]
again at that period of time passed
before we hear the point where then the
[17:24]
authorities would be bidding a project
to get a contractor out there to do the
[17:28]
work on this is the time element
involved in that as well
[17:32]
um and then
I'm sure you probably haven't even
[17:37]
estimated that length of time to
construct at this point uh
[17:42]
it's probably anywhere from six months
to a year yeah
[17:46]
so we could be you know two and a half
years
[17:51]
before it could be at a point where we'd
be asking those who are required to
[17:56]
connect to connect
so that's that's a rough estimate of
[18:02]
that time frame at this point yeah the
authority recognizes
[18:07]
um you know
there's opportunity for funding from
[18:11]
their standpoint for this project so
um at they're Vindicated that they're
[18:18]
going after grant funding to help cover
their portion of the cost associated
[18:23]
with this
through
[18:26]
County Market funds I'll be submitting
an application for that for that process
[18:31]
as well to see
if there are any funds available that
[18:35]
can help reduce the cost
um the costs themselves
[18:40]
uh the in the past on sewer extension
projects in the township there's been a
[18:46]
assessment charged for each connection
to the systems that has in the
[18:51]
tournament as far as what would be done
here
[18:54]
the first Overland stages here
[19:00]
generally how the sewer extension
project would work is
[19:05]
there's a sanitary sewer main being
either a gravity line with manholes or
[19:11]
at the pressure line that would be
installed in Strasburg Pike
[19:16]
and then there's like be a smaller pipe
that comes off of that
[19:20]
that would extend from that main line
back to at least the right-of-way line
[19:25]
on either side of straps with the price
of glutes in the wounds that are out
[19:29]
and that boss to install those items
would be part of the authorities project
[19:34]
of what they've installed
and then from that point there back to
[19:40]
the house
that would be a clause that would be the
[19:43]
responsibility of the homeowners
and working with plumbers there for
[19:47]
installation of that
the
[19:52]
the there are
different funding options different
[19:58]
funding programs available for invest
that can help uh
[20:02]
with the cost of the individual
homeowners uh their lateral extension
[20:08]
from that point back to the home
yeah if this project was four we can
[20:13]
certainly get information out to see
what those programs are and get that to
[20:16]
the residents there for that process

for those homes that are on the pressure
[20:22]
line and require a grinder pump
um what a grinder pump Basin is is a
[20:29]
it's a tank that gets this fall in the
ground outside of the home
[20:33]
the tank is uh
three foot of diameter and 8 feet deep I
[20:40]
believe that's your tank system there so
what you would see from the surface is
[20:44]
basically a three foot diameter
plastic lid
[20:48]
there that would be where the tanks
that's underground knit within that it
[20:53]
has a pump
and that pump is designed to reduce any
[20:57]
of the solids
[21:01]
itself and pumping it into the
Uber system for that purpose
[21:09]
so the township they maintained
the residential grinder pumps so if
[21:16]
there was a problem with that point that
he was down you guys maintained grinder
[21:20]
pumps up to I think three connections
for residential or four four so you have
[21:26]
a multi
residential units foreign
[21:42]
uh for those residents with the pump
though there is a cost of electricity to
[21:48]
power that pump as well
that would need to be tied into your
[21:52]
power system for yourself

the authorities looking for feedback and
[22:05]
questions that we can try to answer at
this point
[22:10]
but the one one point of feedback that I
guess I think would be helpful is
[22:16]
looking at this going forward would be
to know if anybody does have
[22:21]
sure
service needs in a basement because the
[22:29]
level of service that would go out in
the roads you know might not be low
[22:33]
enough to assure a basement facility
so you know just by showing my hands if
[22:40]
you don't mind because anybody have
things in the basement that require a
[22:43]
sanitary
[22:47]

so and what's shown here exhibits I see
you've taken some
[22:57]
we've just done an approximation at this
time if the project moves forward

you know we would go through a design
element there we'll read you know like
[23:06]
to come out to the properties that
actually collect the elevations of that
[23:09]
information so we can cultural design
system
[23:11]
capture those elements
to make sure that you know we can
[23:16]
provide that service to you as this
right now the system is designed so that
[23:23]
it pumps it from downstairs at that
sewer up into the other plank which goes
[23:28]
out to the center system and then it
goes through two different two other
[23:32]
tanks before it gets to another pump
that just pumps the watering
[23:41]
that's leaving your house the elevation
of that bite
[23:46]
and make sure that we you know can pick
that pipe up and run it out to the main
[23:50]
line yeah because you would have to
they're in the package back
[23:55]
and around the side to the front which
is close to one side so that's that's
[24:00]
the type of information we want to
collect or know and say okay it makes
[24:03]
sense to run that line on one side of
your house or the other and what are
[24:08]
some money items to avoid here's the
other thing is the system is fairly new
[24:13]
so that symbolic expense but that whole
system in there and now
[24:20]
it were forced to connect to this
and that's additional expenses
[24:26]
and a lot of us are just Social Security
and stuff and that's basically the only
[24:33]
income that kind of coming into
understanding
[24:38]
um I think that's where as I mentioned
there are some other programs I think
[24:43]
and best as and best of the state
agencies it may have some programs that
[24:48]
are available to help individual
homeowners
[24:53]
providing research criteria for those
situations
[24:58]
of the septic system
um it's important to us a few months ago
[25:04]
because you've had meetings
we'll be finding out now and it's
[25:10]
incredibly frustrating because we've
owned our house for 13 years never had a
[25:14]
problem and now wherever you put this
wherever when they call it the extension
[25:19]
whatever we might be forced to connect
we've never had an issue with our septic
[25:24]
so I think it's unfairs you're punishing
us for someone else's failure give us
[25:29]
the choice if you're going to put this
by our house
[25:32]
like you said fixed income Day Care
mortgage everything like that some of
[25:37]
these residents can't afford it even if
you opt for help you might make too much
[25:41]
money you know what I mean so give us
the choice we live here take the money
[25:46]
put it somewhere where it's needed clean
up Walmart clean up the creek behind our
[25:50]
house
why do something that doesn't need done
[25:54]
for everybody
and if there's funds available but
[25:58]
needed for sewer
why wasn't the homeowner that needed the
[26:03]
facilities
told about the funds
[26:06]
they said we want to bring to this
you know sorry
[26:12]
digging times of speed so two jobs
[26:17]
because my wife had a sense of
approximity
[26:21]
bills we have two thousand dollars
reports 1869 Healthcare is up it's my
[26:30]
kids are talking about
allergies and reactive ingredients
[26:36]
so we just upgraded the PC system and
she doesn't spend the rest of our
[26:41]
savings which was eleven thousand
dollars
[26:44]
so we could have an airstrike
[26:49]
because it said which means I have no
replaceable
[27:01]
process
is as we were doing
[27:05]
we found the original Builders contact
information the contact is
[27:10]
the installation for and other things
previous owner maintained this septic
[27:15]
system
every year you put in the enzymes he had
[27:21]
such a navigator

I don't want to be a part of a system
that contaminates the waterways because

it's a combined service operations which
in heavy explosion

completely separated it shows like

our sanitary is just in a sanitary
system the city of Lancaster does have a
[28:35]
combined system we do not okay so what
happens
[28:39]
in the city system
[28:43]
um if we haven't
we go out and treat it

that's supposed to be a very rare event

who's responsible

solution at this point is they hold and

run the system obviously if you do the
[31:51]

second a couple questions

um first off can I surmise that any home
that's marked with a grinder pump or a
[32:51]
gravity system notation is within 150
feet of the right way

think but generally every other one

gravity that was just our initial first

taking part of our property for eminent

domain in order to put uh alleviate on
redoing the bridge and going around the

back
that got tabled and you redid the bridge

and apparently redid this uh sewer and
is it public water as well
[34:08]
that came through with the sewer line up
to that first double wide do you know
[34:12]
that no there's no public water there
there's no public water but the Old Mill
[34:17]
shop and the people that own it and
their barn and the first double wide
[34:22]

East Lampeter sewer at this point

there are markets and so at this point I
at one time checked to see if we could

get Natural Gas
and they told us we they had no
[35:37]
intention of coming through with natural
gas if I wanted it wouldn't be 115 000
[35:43]
for us to have a door so I I guess my
confusion lies in who's making these
[35:49]
decisions
how they decide who is and who isn't
[35:54]
and
today's Point why are we talking about
[35:59]
doing this when up until now it's been
okay that we haven't had any of that
[36:04]
everything we do
I'm with him about supporting whoever's
[36:09]
having promised I'm absolutely victim
but I would just ask for the judgment to
[36:15]
be all compensated
and at the time they put the bridge fix
[36:20]
the bridge and put the sewer through to
that point we weren't taught to adapted
[36:24]
at all
so I would ask why sure the limit of
[36:30]
PennDOT's construction project related
to the bridge stopped the deathly
[36:37]
instruction project to build that far

and then at that point you didn't even
consider the idea that you might at some
[36:46]
point have to
include the rest of the way of the time
[36:51]
forgot
that's why it was extended to that point
[36:55]
for consideration of the future okay
I have another question

right up to that one corner there you

see the house that has like the little
extra Square driveway off of it right

there's way further than 150.
so for

this property here if this project was
to come through
[38:11]
under Township regulations they would
not be required to connect
[38:15]
um talking with the authority board
earlier they said they may still drop a
[38:22]
line a lateral connection to the right
way that if they so choose to connect
[38:28]
now or they have a problem in the future
it's there for them to connect to
[38:33]
okay so in other words if they had to do
my house
[38:38]
uh and we'd come back along that
driveway uh this slide here is just the
[38:44]
concept line depending upon where your
system is how it comes out
[38:53]
the end
through like a Car Corner
[38:57]
Alternatives that's back into there
and it comes out to the journey so we
[39:02]
can take a look at each property and
then make a determine try to determine
[39:06]
the best reality from where your system
where your fight leaves your house to
[39:10]
get out towards the road
this this is more just a
[39:15]
it's again it's a concept you know this
line can be located anywhere along your
[39:20]
property that makes the best stand for
connection one of the exactly failed
[39:27]
not one of these houses so wherever
failed is either more that way so why
[39:33]
have us right here who didn't fail
it's not this stretch I can tell you
[39:38]
that
[39:41]
that's where the sewer is that's where
the connection point is in the sewer
[39:44]
system you can't you have to have the
flow going
[39:49]
but we don't know everyone's failed we
know of at least one and there may be
[39:54]
others
um but we don't know
[39:58]
so in order to connect into the existing
system from the flow to get there you
[40:02]
have to start it
so you're not going to join with Wesley
[40:06]
and Peter at the top of the hill at the
stoplight they have public water or
[40:11]
public sewer up there don't they
not until you get substantially
[40:15]
underground strasbourne to Pike not at
the community therapy Whitney hill
[40:21]
development have a public show
that goes off of Windy Hill Road right
[40:27]
there that big development that you call
that house
[40:30]
yes yes
there's probably public Sewer back there
[40:35]
in that development but that's a
different system that wouldn't be part
[40:39]
of this
[40:45]
man I just have a question

adopted many years ago as the uh
I'm gonna go by

like I think they need to be looking at
[41:08]
every piece of us when you can kind of
houses that are 150p the road
[41:14]
there's a rich people in general right
they're the ones that have the money and

they're the ones closer to the Mill
Creek
[41:20]
if their house is 150 people
so I think that should be called that
[41:26]
too why the 150 feet you need to think
about that

at least one that we know of

so he or she's able to wait two or three

years for the connections they so their
current method of disposal is they have

anything that goes out of their fight

out of their house goes into that tank
and there's a level sensor in there that

when it fills up
and they get an alarm and they have a
[42:32]
company that comes in and pumps it out
or is the holding tank failing the
[42:37]
holding tank is the temporary solution
so the drain Fields yeah because
[42:47]
um
[42:49]
there's no regulations for that require
requirements for a drain field they have
[42:54]
to have certain
um soil conditions
[42:58]
slope issues so the they went out to I
guess investigate and they said there's
[43:04]
no room here to put a replacement sewer
system in especially compare the
[43:08]
solution
is a holding tank system
[43:14]
long tanks are safe but they're not a
permanent long-term solution so depth
[43:23]
anything else the permanent solution can
be put in so they're in essence a
[43:28]
watertight vessel so the water is
consistent house is stored in there
[43:31]
until a company comes in and pumps that
tank
[43:41]
um
[43:47]
because this one seems extremely I mean
we put in new houses that have subject
[43:52]
systems
everywhere along the Mill Creek
[43:56]
and maybe they need to be monitored more
carefully maybe that's something that
[44:00]
um the township should look at maybe
every three years when we're pumping out
[44:04]
our tanks we have to give a report that
our tank is safe or you know what I mean
[44:08]
like are there other options and how we
looked into them
[44:12]
what was reported to us is that they
look at other options and there are none

house curved and we can put a new system

into like in two and a half years it's
going to stick to like just let that

tank sit in the ground and get the you
know jump into a new one so like is a

holding 10 to our future of the next
three years

tough spot like we would hook up and we

whether or not they've got grant funding
