[0:06] I pledge allegiance to the lack of the United States of America and to re-upload for which it stands, one nation under God, and invisible, with liberty and justice roll.
[0:22] This is the regular meeting of the Board of Education, East Peoria Elementary District 86.
[0:28] It is Thursday, July 16th, 2026 at 7.16 p.m.
[0:33] Our mission is East Peoria Elementary District 86 is dedicated to continually improving achievement of all students.
[0:41] Roll call.
[0:45] Here.
[0:50] Here.
[0:54] William.
[0:55] Cutting.
[1:01] Here.
[1:04] All right.
[1:07] We do not have any visitors for public participation.
[1:12] So we move on.
[1:13] Two minutes of business, joint consent recommendation for approval, a minutes from special meeting session.
[1:22] June 16th, 206, meeting special meeting and executive session, June 16th, 206, minutes regular meeting, June 16th, 206,
[1:33] minutes special meeting public hearing June 23rd,
[1:39] 2026 minutes special meeting session June 23rd,
[1:44] 2026 the treasurer's report and the financial report.
[1:47] Do I have a motion to approve?
[1:49] Some lives.
[1:52] Any discussion?
[1:53] Welcome.
[1:55] Yes.
[1:56] Yes.
[1:57] Yes.
[1:58] Yes.
[2:00] All right.
[2:00] to next, I need a motion to approve the bills as presented, including bills received that
[2:08] would incur a late charge penalty if not paid before the next board meeting and authorized
[2:13] payment there on. Do I have a motion?
[2:16] So, I'm moved.
[2:17] Second.
[2:18] Any discussion?
[2:20] Will call.
[2:21] Family meeting?
[2:22] Yes.
[2:23] Yes.
[2:24] Yes.
[2:25] Yes.
[2:26] I don't have any correspondence this month.
[2:29] new business action items, a point,
[2:33] East Peoria Elementary District 86 Foundation
[2:35] representative from the board for the
[2:38] 2,026,227 school year. The foundation
[2:43] bylaws require the board to appoint a representative
[2:46] annually to serve in the capacity. So we need to
[2:50] appoint or re-appoint someone to this position,
[2:53] discussion should occur so that position could be
[2:57] though. Do I have any one of you three that would be interested in that?
[3:04] So if not, I believe
[3:06] Mr. Cunningham is our current board representative, so we will re-appoint him to that
[3:13] position. Next time he won't miss a movie. I don't
[3:24] need a little point. All right,
[3:33] and
[3:33] three, two bus driver and four point three three bus monitor, the
[3:38] string will. In your package. In your package, I would recommend that you
[3:41] can have the bus driver and bus monitors, just a couple of updates
[3:48] and make sure that there's plenty of current requirements. So you'll see when the
[3:54] regards the four point three two, which is the bus driver job description.
[3:57] It must be 21 years later older, high school grant,
[4:03] with foreign equipment that has been added in there.
[4:06] We've also added an obtain as school bus drivers
[4:09] to permit the CEO class be with passenger and S endorsement
[4:12] as we can provide the Illinois Office of Education.
[4:17] That's close to those in the exchange.
[4:19] Just go for a vision.
[4:21] And then there are some physical requirements that have been
[4:24] You know, obviously there may be a potential to be a little too left for hearing, so let's
[4:33] be able to let the hearing end of the bar and have a push or pull of 45 pounds and then
[4:40] it's a physical performance, that's the same thing.
[4:43] Tell me, does it go as to numbers that actually change?
[4:46] Other issues, which I'm talking about.
[4:49] Yes.
[4:51] Yeah.
[4:54] When you look at the second page, just complete the turns in, required time sheets on time.
[5:02] You don't have the daily monthly mileage sheets, so it's just required time sheets now.
[5:08] And then you want to make sure that we clarify the vehicle checks that are both both free and those checks for them.
[5:16] And then on the last page, the tense required safety training and the refreshances required by the state, state order of education, and anything else required by the students.
[5:28] Any questions?
[5:30] I don't know who is, but there is another question.
[5:33] With regards to the bus monitoring of the description, again through the education requirements.
[5:41] The numbers are right in this and that's what I have.
[5:43] ability to understand and follow basic older instructions, able to lift and carry up
[5:49] the full count, part of the way to have the ability to push and pull the clock.
[5:54] That gives me a top of the line.
[5:56] Assist bus guards and supervising students and maintains the back of the discipline.
[6:00] On the bus, we just change that from what was already in there.
[6:33] The state procedures tend to require safe perturne, and it's required to assist children
[6:40] because it is a part of the job description at the time of the unit system, and it
[6:44] has a seat, both as required, and as instructed, and then assist in the work that we have
[6:51] done.
[6:55] So, just some changes.
[6:57] Just more for clarification.
[7:17] So the recommendation is the board approved. The revised job descriptions 4.32 bus driver and 4.33 bus monitor as presented to have a motion.
[7:28] Shall we move?
[7:30] Second. Any discussion? Roll call? Yes. Yes. Yes. Yes. Yes. All right. Approved transportation, employee, man.
[7:44] One of the other things that Sherry has done is she went through and made some revisions to the handbook for the upcoming two years.
[7:56] If you look, there is the requirement of accesses of the three or more days, the smart enough is released, making sure that they're in terms of working at that doctor's treatment.
[8:08] And then also there's the requirement that we need to make sure we're stipulated in there.
[8:41] So the recommendation is the board approved the transportation employee handbook as presenting
[8:47] Do I have a motion?
[8:49] Summer.
[8:50] Second.
[8:51] Any discussion?
[8:53] I just want to thank Mrs. Sarber for the work that she's done on this.
[8:57] It's not easy.
[8:59] Looking through all that and determining what decisions need to be made to change.
[9:04] So thank you very much for your work on that.
[9:07] Any other discussion?
[9:09] Rolko.
[9:10] Yes.
[9:11] Yes.
[9:12] Yes.
[9:13] Yes.
[9:13] All right, Joyt can sit and deploy the string.
[9:17] Yeah, including your packet, our recommendation is to deploy Madison Compton as a fit
[9:22] grade teacher.
[9:24] The Kinsey level, a survey teacher, Katie Spinnicki as a fourth grade teacher, Leslie
[9:31] Ogburn as a K5 counselor.
[9:34] Autumn Jager as a classroom A at Glendale, you don't have a recommendation at this time
[9:41] or class remade an Armstrong, a Parks and Sherman as bus drivers, Robert Pile as a bus driver,
[9:48] Taylor Stanley as a bus driver, and Heidi Zeiler as a cook at C.J. J.S.
[9:56] So, the point will be for the 2026-2027 school year, and is contingent upon final result
[10:03] in fact.
[10:05] So, the recommendation is the word except the recommendation from employment as
[10:10] Resinance Employment is for the 2026-2027 school year in contingent upon the results of their
[10:18] background checks and licensure. Do I have a motion?
[10:21] Some of it.
[10:23] Second. Any discussion?
[10:26] Welcome.
[10:27] Yes. Yes.
[10:30] Yes.
[10:31] All right. Approved contract with Solant for special education teachers.
[10:37] As the board has been made aware, we've had difficult buildings, one-star special education
[10:44] positions, due to the shortage of special education candidates, Mr. Campbell, did contact
[10:51] several contracts firms for the potential higher financial and structural special education
[10:57] system. He also has interviews with candidates from various firms.
[11:01] At this time, Mr. Campbell is recommending that when you lie solely on the contract services,
[11:07] software special education services.
[11:09] Teacher, cost of the contract services, $75 an hour, and we would contract this person
[11:16] for 175 days and seven hours per day.
[11:20] The total potential cost of the contract, if it were for all year with the 91,000,
[11:24] And the other kind of person is 200-75.
[11:29] Realistically, as the district, as a district,
[11:31] we will continue to look to employ a teacher in-house.
[11:36] That's kind of been, we feel tended to do all of them.
[11:39] Certainly, there's an opportunity that we
[11:41] may be able to hire someone who is getting down
[11:43] at the started school year.
[11:45] And that doesn't happen.
[11:46] And of course, the school year may be a good idea.
[11:50] And maybe the year term might be another opportunity.
[11:52] If we do go the entire school year, then we will have to hire a person for the ballroom school year.
[11:59] And so we've been clear that that's our intention.
[12:02] I appreciate the leadership, you know, kind of engaging in the conversation.
[12:09] Make sure that we understand that, you know, our practice would be as we normally would be to hire everyone in house.
[12:16] And we've done our best to do that at this point.
[12:19] and just have not been successful in building this one position.
[12:25] You know, certainly, you want to make sure that, you know,
[12:28] you can ensure that the person who has the required certification
[12:31] is really unnecessary, but again, it's a contract service for this point.
[12:36] And, you know, at some point, you know, you're in a hiring room
[12:39] to be able to do the contract service.
[12:42] Because the position will remain posted,
[12:45] and it will continue to take some others of interest,
[12:47] to advertise that and try to ensure that you can eventually
[12:51] want to be able to manage that.
[12:56] Some recommendation is that the board approved the contract for
[12:59] special education teacher through Soliant.
[13:03] At the potential cost of 91,875 dollars as a
[13:08] presenting, do I have a motion?
[13:10] It's all moved.
[13:12] Second.
[13:13] Any discussion?
[13:15] Roll call.
[13:17] Yes.
[13:18] Yes.
[13:19] Yes.
[13:20] Yes.
[13:22] All right.
[13:23] Approve, quote, commit committee for children's second step programs to one.
[13:28] Yes.
[13:29] So, second step is a social emotional learning program that the district has been utilizing
[13:34] for the last several years.
[13:36] It had started at the junior high.
[13:38] It has now been implemented at the grade school levels.
[13:41] This is a renewal cost.
[13:44] And so this would allow all seven buildings to continue to have the electronic access to all
[13:48] videos and lessons. We continue to work with our administrators to ensure that the
[13:54] fidelity of this program and making sure that it is being implemented across all
[13:59] great levels and across all classrooms. So that way all students have the opportunity to
[14:04] receive the social emotional program. We also are aware that from a more perspective
[14:11] that the social emotional learning aspect is a key factor as we're approved by the goals.
[14:16] So we will continue to monitor the usage of this program to determine number one if it's the correct program for the district,
[14:24] making sure that it's being used with fidelity and if not then we need to review and see what other options that we may have if this is not what truly is there.
[14:31] So at this time the total cost is 21th out, excuse me,
[14:34] $20,153.
[14:38] So the recommendation is the board approved the quote from committee for children for the second step program for the total cost of
[14:45] 20,153 dollars in 70 cents, do I have a motion?
[14:51] It's all right.
[14:52] Second?
[14:53] Any discussion?
[14:55] Roll call.
[14:57] Yes.
[14:58] Yes.
[14:59] Yes.
[14:59] Yes.
[15:00] Yes. All right. Approved change order for entry-way project rules in the school. Yes. As first built associates was working on the work up at Wilson.
[15:11] One of the discussions that happened they had established a hard-pand ceiling and when you put a hard-pand ceiling, you have no access to any of the wiring or anything up there.
[15:20] So when Tom had that discussion with them, the change order is to now put a ceiling grid and so instead so that way now we will have more of an access panel up there as well.
[15:33] The cost for that framing taping painting is $880 and so that the change order number one would be that's what we're asking for is the change order for $880.
[15:43] So the recommendation is by joining consent the board, give superintendent Ego's authorization to sign the change order as presenting of emotion.
[15:56] Some of.
[15:57] Second.
[15:58] Any discussion?
[16:00] Welcome.
[16:02] Yes.
[16:03] Yes.
[16:05] Yes.
[16:06] Approve payment application for entry-way project at Poland School.
[16:10] So Tony and I have had the opportunity to be we've been monitoring the progress of the projects.
[16:17] We actually met with Midwest construction professionals on Tuesday morning with Tom.
[16:22] Yep. We toured all three buildings. We started up a bowling.
[16:27] While we were up there, the forering was being prepped to be ready to be installed.
[16:33] The framing of the new design of the Secretary of Office has been put in.
[16:38] they put some of the ceiling grid in. There will be a change order for some lighting.
[16:43] When they put the ceiling grid in, it was two by two and the lighting that we had and there was
[16:46] two by four. So we'll have a small change order for that coming at at some point.
[16:51] And they're waiting for the kind of the case work. I know that they have been working with
[16:56] Kelly Glass to get the glass installed. As of right now, Bowen is looking to be on time. I mean,
[17:03] based on everything that we were told at the timeline is July 31. We then went to Wilson
[17:09] where they have, you know, depending on how familiar you are with familiar, you are with Wilson.
[17:14] They have taken the store front off, so it is now boarded up as they're getting ready to put the new store front up there.
[17:21] Where you walk in the doors, there is now to the, when you walk in right to your left, there is a wall that now in cases that slide room.
[17:28] Before the full size wall, so that in cases that room, so that way when that other store front to put, that room is now secure as well.
[17:36] The framing has been completed as well inside of the office space and again it's a case work piece.
[17:42] The office doorway has been expanded.
[17:45] Yeah, on that interior whole way.
[17:47] So again, when you, if you were to go up there and take a look today, you looked at it and go, how are they going to get done in two and a half weeks?
[17:54] We've been doing construction for a long time.
[17:56] It doesn't mean that we're not concerned, but at the same time we made it clear on Tuesday of what the expectations are.
[18:02] Lincoln is a little bit of a different story.
[18:06] They have done all of the demolition work on the interior part that they had intended
[18:10] to do, especially up in the front.
[18:12] They're still waiting to do a little bit of the other work.
[18:16] As you recall, we did approve two stairway lifts, and so the knee wall that needed to be built
[18:23] has been built, and the lifts have been delivered.
[18:28] they, the lifts of lifts of the Illinois have them, and so that is supposed to be done in the next
[18:33] and the electrical has been run from the downstairs to the upper part of the wall when we were there, it was supposed to be connected then.
[18:41] So we're, so that's, so that part's moving forward.
[18:44] So other than that interior risers, not a lot of work, one of the things that Tony and I made clear is that while we understand that that front portion was going to be into the school year,
[18:54] Our expectation is that the carpeted areas that we had set for the year need to be done before the school year starts.
[19:01] That was one of our no-go's, like it has to be done.
[19:07] So the front area, they had taken off the canopy and then they had dug out the concrete pad that was right in front of the office area.
[19:18] I guess the front entry area, there was some concern, or they were waiting on the pillars,
[19:24] the pears, the pears.
[19:26] So the pear depth was kind of a hang-up making sure that they got the engineer sign-off
[19:32] on the depth of the pears, they ended up having to go deeper with the pear than anticipated.
[19:39] So it took a while to get the submittals and then final approvals done, there was some going
[19:43] back and forth, so that kind of pushed back a little bit, because one of our questions
[19:48] at the time was, you know, we had some decent weather during that time. Why weren't we
[19:55] seeing some of that work, but it was all about making sure that the peers were set or the
[20:00] level of the concrete for the peers was as deep as it needed to be, and it ended up going
[20:04] a greater depth than originally anticipated.
[20:07] You know, while we were there, they were actually pouring the new concrete pad, so that
[20:11] has been done. What I will tell you is I think the thing that was most interesting to me is the
[20:17] I guess you will call the post or the peers that were in for the canopy. If you drive by Lincoln and you look
[20:24] out in the front area you'll see one of them that they pulled the amount of concrete that was for that
[20:30] peer of that pole was unbelievably but not believe how much concrete was used. I mean it's they had to pull that
[20:35] two feet I mean the rest of them off below the huge yeah I mean it's like two and a half
[20:40] three feet wide the thing is crazy it's how much for for what was there and for
[20:47] what that overhang add so it makes sense that the peer depth on everything else you
[20:52] know had to be calculated and make sure that it was at the appropriate depth so before
[20:57] we did the pay-ups I just want to give you a brief update as to where where construction's
[21:04] We continue to work with Midwest construction professionals, I don't know what you're going to do.
[21:18] Do you need to take a moment?
[21:19] I didn't take a moment.
[21:22] And we, in Tonya, I actually had a conversation with Stacey Kate from PCM plus design yesterday as well.
[21:27] So I mean, we're continuing to work through with everybody to make sure that the project
[21:30] is continuing to on the path of the timeline in which we expected.
[21:34] So with that being said, the first pay application is for a bowl in school to be paid
[21:38] to the Midwest Construction Professionals for $20,326.90.
[21:46] So the recommendation is board approve the payment request presented as certified by a
[21:57] Do I have a motion?
[21:59] Some moves.
[22:00] Second.
[22:01] Any discussion?
[22:04] Broke up.
[22:05] Yes.
[22:07] Yes.
[22:08] Yes.
[22:08] Yes.
[22:08] All right.
[22:09] Approved payment application for Introduce Project at Lincoln School.
[22:13] So the first payout for Midwest construction professionals for Lincoln School is 63,285 dollars and 70 cents.
[22:22] So the recommendation is the Board of Proof of the Payment Request, presented as certified by Stacey
[22:27] Kid of PCM Plus.
[22:47] The first payment application for mid-wise construction professionals for the project that Wilson School is $45,000, $56,000 and $37,000.
[22:57] So the recommendation is the board approve of the payment request presented as certified by Stacey Kid, a PCM plus D for the Wilson School Interweight Project.
[23:08] Do I have emotions?
[23:10] Some moved.
[23:11] Second.
[23:12] Any discussion?
[23:14] Vocal.
[23:15] Yes.
[23:17] Yes.
[23:19] Yes.
[23:19] Yes.
[23:20] Anything to add?
[23:22] I do not have any more.
[23:23] Thank you.
[23:25] approved estimate from city coal and asphalt for asphalt repair, cleaning and ceiling at Armstrong School.
[23:33] As we have been trying to do, when we have upgraded our asphalt at our different locations and our buildings,
[23:40] city coal has provided us a quote to clean, reseal, and then re-strike the project, the parking lot at Armstrong School.
[23:48] The cost for this work to be completed by city coal and asphalt is 7,111 dollars.
[23:54] So the recommendation is to board approve estimates from city coal and asphalt for the cleaning
[23:59] ceiling and restrapping of the parking at Armstrong School for a total cost of $7,111.
[24:10] Is that good?
[24:11] Is that good?
[24:12] Is that good?
[24:13] Is that good?
[24:14] Any discussion?
[24:17] Yes.
[24:19] Yes.
[24:21] Yes.
[24:22] Yes.
[24:22] Approved.
[24:23] agreement with Blue Sky Restoration Contractors for Shoots School.
[24:27] So in the gym at Shoots School, there has been a build up of Dosh Dirk, etc. on the ceiling which is quite noticeable.
[24:35] It has been indicated that this build up is related to the condition of the air and the gym
[24:39] and the frequency on which the gym doors are open and close throughout the day for dismissal.
[24:43] As you know that when the gym was built, when it was built,
[24:53] with the cool air, the humidity, condensation,
[24:56] a cruise on the ceiling, dust and stuff go up there.
[24:59] And so it is noticeable.
[25:01] So we reached out to Blue Sky, and also another company
[25:06] to get some quotes.
[25:09] And then Blue Sky will be cleaning the gym area
[25:11] to eliminate any possibility that of mold
[25:14] and apply an anti-microbial agent to the ceiling
[25:17] to neutralize and prevent mold growth.
[25:20] And then in the end, once this is all done,
[25:21] We will be taking a second step to see what it looks like to insulate that so we do not have that same issue moving forward
[25:27] So the cost of the project through blue sky is 34,649 dollars and 88 cents
[25:35] So the recommendation is the board approved the agreement with blue sky for the shoot school at
[25:42] Cost of 34,649 dollars and 88 cents as presented. Do I look similar second any discussion
[25:53] Yes, sorry.
[25:55] No.
[25:55] How any guest like a warranty on how long the anti-microbial, I do not have an anti-microbial.
[26:03] Is something I could try to find out from Tom?
[26:06] Thank you.
[26:08] Any other discussion?
[26:10] I'm vocal.
[26:11] Yes.
[26:13] Yes.
[26:14] Yes.
[26:15] Yes.
[26:16] All right.
[26:17] Post issuance tax compliance report.
[26:20] Yes.
[26:20] every time every year at this time there is a post issuance tax compliance report that is
[26:27] submitted to the board as required for a board record of keeping policy. So in your packet,
[26:32] you have the two page post issuance tax compliance report that I'm asking for the board to
[26:35] approve it this time. Recommendation is the board approved the post issuance tax compliance
[26:41] report as presented. Do I have a motion?
[26:44] Is that what we're going to move?
[26:46] Second, any discussion?
[26:51] Yes.
[26:52] Yes.
[26:54] Yes.
[26:55] All right.
[26:56] Approve updated exposure control plan.
[27:00] So, including in your packet is a copy of our exposure control plan policy, there were
[27:06] no changes to the policy itself, but included in the policy is the date, and so on
[27:12] the top of the first page. I'll need to change the date to reflect the current year 2020.
[27:17] So the recommendation is to approve the updated exposure control plan as presented.
[27:24] Do I have a motion?
[27:26] Simms.
[27:27] Second.
[27:29] Any discussion?
[27:31] Roll call.
[27:35] I'm sorry.
[27:37] Come on, Chris.
[27:38] Those are causing problems.
[27:39] Hamilton?
[27:40] Yes.
[27:41] Yes.
[27:42] Yes.
[27:42] Yes.
[27:45] Resolution 2627-01-34 audit.
[27:51] So the Government All Accounting Standard Board requires a gasby type 34 audit for all
[27:56] governmental bodies.
[27:59] One of the things with regards to that type of audit is that truly would increase our
[28:03] audit fees kind of at an estimated roughly 50% and our financial statements would then show
[28:10] assets instead of fund balances, which is what our statements show. So it's the
[28:15] opinion of the auditors that the negatives of a gasp-34 audit outweigh the
[28:20] positives. School code requires an annual financial report and not necessarily a
[28:25] separate audit reporter or a gasp-34 report. And so by board resolution, our audit
[28:30] can be done as it has been done in the past with a regulatory opinion instead of
[28:40] regulatory opinion then is accepted by the State Board of Education, the current U.S. Department of Education, and bonding companies.
[28:49] And so right now our audit is scheduled to be performed beginning July 27th.
[28:56] So I recommend the board. Pass the resolution as a result.
[29:00] So the recommendation is the board pass resolution 2627-01 that our audit for the fiscal year ending June
[29:10] 30th, 206, be done with regulatory opinion and not Gatsby number 34 report.
[29:17] We have a motion.
[29:19] Second.
[29:21] Any discussion?
[29:23] Roll call.
[29:26] Yes.
[29:27] Yes.
[29:28] Yes.
[29:29] All right.
[29:29] Action on release of executive session minutes from December 2025 through May, 2026.
[30:00] So the recommendation is the board not really exit the executive session, minutes from December 2025, through May of
[30:08] 2026, all previously closed minutes were remain closed at this time, and will be reviewed again in six months, do I have a motion?
[30:18] So moved?
[30:19] Second.
[30:20] Any discussion?
[30:22] Roll call.
[30:23] Yes, yes.
[30:26] Yes.
[30:27] Yes.
[30:27] Yes.
[30:27] All right, other business and information items,
[30:31] cafeteria managers report, a copy of this report is included
[30:35] in your packet for review, and will be placed on file.
[30:40] All right, a new teacher induction.
[30:43] On July 30th and 31st, Mrs. Rickett.
[30:46] Mr. Rickett and I will welcome in our new staff
[30:49] that we have hired, including the staff that you
[30:52] improved tonight, to come in and have some new teacher induction
[30:56] training. They will have the opportunity to get to meet the union leadership that day and hear
[31:01] about the union. They'll get to hear about district initiatives. They'll talk to Lisa
[31:07] Ella about assessment. We'll talk to Scott about technology. Our insurance provider will
[31:14] come in as well and provide information to them. It ends on the 31st and the morning with
[31:20] a tour of the city so that they have an idea of where their students may be coming from
[31:24] for where they're working and then there will be a lunch where their mentors will be
[31:29] here so they have an opportunity to meet their mentor and then in the afternoon that
[31:33] day the mentees and mentors have the opportunity to work together and so it will look
[31:37] forward to those those two days.
[31:41] Right.
[31:44] So as Tony mentioned, we have the audit coming up.
[31:48] So Heather has been working very, very hard to get all the documentation that is
[31:56] they are here on the 27th, the process goes as smoothly as possible.
[32:01] It's kind of a daunting task to get all of that information ready and the time lines
[32:05] up when they need it, some time to get a little bit, you know, put us in a little bit
[32:10] of a crunch.
[32:11] But we're looking forward to that, that process, to see how we do, I'm very happy to announce
[32:17] that the mandated categoricals, mandated categorical for quarter four were not only vouchered,
[32:23] but paid before the end of the fiscal year.
[32:26] So we received our fourth transportation payments.
[32:31] We received all of our evidence-based funding money.
[32:35] Any of our special $1,000, CPPR-2 came in.
[32:40] Came in about where we expected a little bit higher, not too, too much.
[32:44] And so being able to look at where the revenues now, where we were,
[32:48] I felt pretty good about that, based on where the expenditures are as well.
[32:51] So I do really look forward to seeing how the audit plays itself out that you can kind of see where we truly how we truly ended this year
[32:59] But in so right now, I mean, that's just kind of the motor in I'm working on the the 2627 budget
[33:05] I tried to have that ready for you guys in August for a tentative tentative thing. We can't forget to talk about it
[33:11] Yeah, and so that's kind of just the financial date. Any questions anybody has financial right now?
[33:18] Anything for most of you
[33:21] This timeliness of the state aid payments and not chasing one of the four payments.
[33:29] We went through a significant period of time where we were always a payment behind.
[33:35] And then there were times where there was significant pro-oration of payments, the laid payments,
[33:40] and then we went through a period where technically we were getting fourth payment,
[33:45] but the fourth payment, one of the four payments was the payment that we were owed from the year before.
[33:49] So we were continually chasing payments.
[33:52] Since we've gone to the evidence-based funding model
[33:55] and see a lot more consistency with the state aid payments,
[34:00] it does allow us to predict better than we were able to do in the past
[34:04] especially as we look at the next year's budgeting process.
[34:07] And so that's been a significant improvement.
[34:10] And since evidence-based funding was enacted,
[34:14] this knowledge of this is what we're receiving and being able to actually know
[34:17] that's what we're receiving and that the payments coming in in a more timely manner, you
[34:22] know, now it helps us in our decision-making process. So that's been a huge step. I know
[34:27] a lot of times, you know, we talked a lot about what we're funding is, but you do have to
[34:32] look for the positives where they exist and I will tell you right now based on what Jason
[34:36] just delivered. That's an extreme positive. Then we were 10 years ago, definitely 15.
[34:41] Especially when I first came in the office, that was right when we were in that process. I mean,
[34:46] constant pro-oration granted we still have pro-racial transportation and special at
[34:50] funding I'll be intrigued to see how that actually plays itself out to budget accordingly
[34:54] but but we were seeing more of that across the board at the time yeah yes our
[34:58] general state was it was bad yeah I think it really it comes down to the
[35:04] controller has really she's done a great job the things at the state level although our
[35:09] funding is not an 100% of what it should be yep at least we're getting what we are
[35:18] And the challenge of, you know, mandated categoricals are what they are, they're mandated, and yet that's where you see your pro-rations. And so something's not, something's not leveling out there when you're mandated. And the transportation payments are another piece to continue to see that pro-ration, but yet, you know, what we're mandated to provide with regards to public transportation,
[35:44] of transportation, you know, or free transportation, then obviously getting timely payments
[35:50] would also assist in covering and making sure we're at with cost containment and
[35:55] other factors or something.
[35:58] It's still work to be done, but definitely some positives that we're seeing.
[36:02] All right, FOIA of date.
[36:04] All of you have a listing of the FOIA requests that were received since the previous board meeting,
[36:10] As you will see, the ones that we received were all commercial requests, and so we filled those as we were able.
[36:19] A lot of the vendors that were asked about are not vendors that we utilized, so we wouldn't necessarily have information between them.
[36:27] There's one that's not on it that we responded to today, and while we were in the process of responding to it, we got another one.
[36:34] And they're, again, they're all, they're all from the same, it's all from the same,
[36:37] all commercial, same pieces.
[36:39] But we understand our obligation to continue to, uh,
[36:43] comply with this.
[36:46] All right, uh, transportation update.
[36:51] Just, just, just, we'll briefly, uh,
[36:55] with regards to transportation, obviously we hired three drivers, uh,
[37:00] this evening, uh, continuing to build that base that we've talked about all along,
[37:04] get to a point where we have an adequate number of subs to cover when you know we do
[37:10] have call-offs or illness or those kinds of things that don't won't necessarily require
[37:16] our supervisor or even our mechanic to have to cover those routes. So we continue to build
[37:21] towards that at the same time you know obviously we're working to clarify things make sure that
[37:28] and our brain understands expectations.
[37:30] And so the handbook revisions, job description revisions. And then just other conversations that we've been having. Obviously now we've made our transition to Sherry and her supervisor, roll. And, you know, just having some conversations about the next steps. And, you know, where do we continue to build the program, you know, as we've transitioned, you know, from Bob to Sherry and, you know, we've made progress in a lot of areas. Now, how do we continue to make that progress while still tackling the most difficult.
[38:00] part of this, which is ensuring that we have the appropriate staffing, but always looking
[38:04] at our routes as well, where can we consolidate if that opportunity exists, you know,
[38:09] what are the things we can do to be helping ourselves in those capacities?
[38:13] So, we've had that conversation with Sherry and those are the kinds of things that she's
[38:16] working on.
[38:17] On the flip side of that, also looking at how do we kind of continue to build the level
[38:23] of training that we provide for both our drivers and our monitors as well as a continual process
[38:28] for that, and that's something that Sherry is working on right now.
[38:33] So I appreciate the work that's being done with regards to that too.
[38:37] All right, anything from the EPA, thank you for being here, any other business by board
[38:44] or administration?
[38:47] I have one thing.
[38:50] So like what happened in the amended budget season, there were not 30 days between
[38:58] When we did the tentative budget to when we had to do the final approval, the same thing will happen August the September.
[39:04] So the question is do we schedule the second meeting in September or do we move the meeting in September by from Thursday?
[39:12] I think it's the 18th, the Tuesday, September 22nd.
[39:18] So we could do it either way. We could add a second meeting or we could change the meeting and we'd had plenty of time to be able to publish that.
[39:26] So people are aware that we made a change to our account.
[39:28] So we would have that approved in there.
[39:30] And then we would have approved.
[39:31] We would actually have approved that in the future.
[39:32] Prove the change in the logism.
[39:35] I mean, by personal opinion, I would recommend one meeting,
[39:40] rather than two.
[39:43] Sometimes it's easier to get folks here for one meeting,
[39:46] rather than the second meeting in the month.
[39:50] I mean, as you can see, we've got three apps in our ready.
[39:54] A lot of that is due to summertime activities, of course.
[39:57] Hopefully that'll slow down a little bit when it comes to september, but I think it's just an easier opportunity for everybody to get there
[40:05] So if that's the way we want to move forward
[40:07] Oh, that was nice, right?
[40:12] Did you sit september 20 second?
[40:16] It's september 17th and would
[40:17] So september 17th is our meeting, it would still be Tuesday to 22nd
[40:21] And that gives you the 30 30.
[40:23] Yeah, I guess
[40:25] one,
[40:33] two. Okay, because they're right now the 17th is the 20th. So we look at Tuesday, September
[40:39] 22nd. So we'll bring that to the board for approval next week. Perfect. Any other business?
[40:47] I just wanted to say one thing. A huge thank you to Mrs. Bob, for your service not only to
[40:55] the board, but also the district over the number of years you've been here, but you've been a huge
[41:04] assistance to all of us sitting on the board and those prior to us.
[41:10] So thank you very much for your service.
[41:12] You're definitely going to be missed.
[41:16] Have fun.
[41:17] Enjoy your retirement.
[41:20] And Susan is sort of both as the Secretary to the Superintendent as well as the recording
[41:24] secretary to the board and certainly you know you all have had the opportunity to interact
[41:29] on different things and so we also have had a couple of opportunities to recognize Susan
[41:34] for her retirement, that's certainly want to also formally thank her for everything and
[41:39] the work that's been done and you know certainly you know money to work and make our transition
[41:44] traces here and it's the next month, Tracy will be sitting up here and you know as we make
[41:50] that transition. But certainly, one of which is in the best in her retirement, well deserved
[41:55] and with Bob also reaching that retirement platform, you know, they can have this
[42:01] time together and certainly hope they both enjoy their retirement to the fullest.
[42:06] Thank you.
[42:09] Okay.
[42:11] I need a motion for a request for an executive session for the appointment, employment compensation,
[42:17] discipline, performance or dismissal of specific employees,
[42:23] there will be no action taken during
[42:25] the executive session. So, for after the executive session, sorry. Do you have a motion?
[42:32] Some of the second
[42:35] low call
[42:37] Yes, yes, yes, yes, yeah, yes, I like yes
