[16:17] um is possible at this point is that they don't have seal uh and up until the
[16:23] time that they are approved they continue to have daily bonds of $250.

[16:32] is there other is there other stipulation that we can put on there in
[16:36] terms of hiking it up perhaps? Because I know I I'm the one that was kind of
[16:42] lenient on not doing what this original board wanted to do. That would have been
[16:48] pretty significant for them. And they kind of probably glad that we didn't go
[16:52] down that path. and me being fair, right? I chose to go a different
[16:58] direction. But as of now, um this is becoming a major problem right now. We
[17:05] talking about six years, six years on a project that should have been done in
[17:09] three years or less. So I know inflation happens, things like that nature. And I
[17:15] get it. I get it. Right. But we're talking about a business. He got a
[17:19] business operation. So do we. And we got to You got to do it accordingly. And if
[17:25] we continue going down this path that we're going down, we're definitely going
[17:29] to have to put more stipulations on it. And I know I don't know what that look
[17:33] like, but it's got to get something done. We can't sit here and continue
[17:37] letting him slap us to the face each and every time that he's supposed to meet
[17:41] with us. I haven't seen him in over a year. Actually, longer than that. I
[17:47] haven't seen him in over a year. And that's problematic
[17:51] to me as a council member, as a legislator, as a leader, as a servant in
[17:56] this community, and getting constant phone calls. And every time I go to the
[18:01] store, I'm getting people like, "Hey, what's going on with post staff? What's
[18:03] going on in this building over here?" And I got to answer to these people
[18:08] because they're my citizens. These are the ones that's selected me electing me
[18:11] to sit up here to serve them. And if we sit up here as leaders and continue to
[18:15] let this happen, shame on us. So, if he's watching,
[18:21] um, he need to make sure that he's coming to see us and explaining to us
[18:25] why he don't have a OC yet and why he's not at completion what he should have
[18:31] » and and council match um to kind of respond to what you're saying. Um, this
[18:36] this process actually started in 2015 uh is when it actually started the act
[18:41] track sometime in 2018. there has been there have been excuse me uh two agendas
[18:47] to that contract since then. uh I believe that if they have gone beyond
[18:51] that uh beyond the provisions of the agenda that it would be appropriate uh
[18:56] to determine if a third is appropriate in this case and with that third to
[19:01] determine if there are any additional provisions that need to be added to that
[19:06] in order to address the concern >> because I have a lot of questions that I
[19:10] want to actually ask him tonight and one of them being infrastructure issues that
[19:14] we're having with the flooding that continue happening over here anytime it
[19:19] rains and it's I was the last time I seen a lake over there. I was in Las
[19:25] Vegas and this actually popped up on the noodles and I'm telling you man, it was
[19:31] at social to see these cars damaged. It was a lot of people that had damaged
[19:34] vehicles that had driven through this lake or whatever that we had over here.
[19:40] And you know what really bothers me? We gave them $200,000 for infrastructure.
[19:44] $200,000 that I've been approved by the way because I was definitely not um I
[19:51] was opposed to getting $200,000 for what and then you know began slapping in the
[19:56] face constantly right now and we're continually having infrastructure issues
[20:02] right now and my next question was um like I said I got tons of questions for
[20:07] Mr. Manning and and one of them are going to be um the the
[20:12] I I I deal with is doing my report because I don't want to prolong this um
[20:17] meeting but I deal with doing my report.

[21:11] it's getting to the point that we may need to revisit another addendum
[21:15] contract and see what we can do as far as um getting some closure to to this
[21:22] problem. And sadly, this problem has been stretched out long enough to we
[21:28] need to move forward as legislators and do what we know what we need to do to
[21:32] protect our community.

[24:57] tonight's update of course is that we have our meet and greet. The meet and
[25:03] greet is on Wednesday, that's tomorrow evening. It starts at 5:30 p.m. at
[25:09] Macedonia and uh we're going to start off with dinner and prayer and then
[25:15] we're going to open it up for conversation. Um,
[25:19] and again many times that you'll see when you attend tomorrow.
[25:25] Community work begins with conversation. It begins with listening. So tomorrow is
[25:31] really just about having this conversation. It's about being able to
[25:35] give everyone the opportunity to know individual members of the advisory
[25:39] committee, Dr. Phillips team. Um, and then really just opening it up and be
[25:45] able to hear from community members what their thoughts are, what their ideas
[25:51] are, what their requests are, and of course what their questions are. So
[25:55] that's the focus for tomorrow's evenings. Um, and you know, I will say
[26:00] that I' I've heard from so many people who are encouraged, motivated, inspired
[26:06] about this work, and we look forward to hearing all those thoughts. But I have
[26:10] also heard from some of you on the council for concern. You have concerns
[26:16] and so I will really just request and ask you to come share let's dialogue
[26:21] let's talk it's not a time setting um and we really look forward to being able
[26:27] to have these strong conversations where the ideas the collaboration just becomes
[26:34] part of the consistent flow. So that's the most important update. Um and then
[26:40] the next piece as you know is that Dr. Phillips Charities has submitted his
[26:46] application to CDT. That application went in uh very recently. The
[26:52] application is a public document all seated on the north development tax
[26:59] advisory task force website. Um and then tomorrow
[27:05] uh the slide deck presentation that accompanies that uh aging water that
[27:11] will also become uh available for people to take a look at. So um again you know
[27:19] that proposal is for uh cultural heritage park as well as an Eenville
[27:30] museum. So, I know that there's been some questions from people in the public
[27:35] uh about, you know, why are there so many of the same proposals? And this is
[27:40] really important to point out every single proposal is
[27:46] unique and different. It expresses something unique and different. Um, and
[27:52] so what Dr. Philip Charities wanted to do with this proposal was to really
[27:56] think about all the feedback that has been heard over the years about Eville
[28:02] museum specific to Eenville and uh being able to help generate the opportunity
[28:10] for such museums to come to be. So I will leave it there and I welcome any
[28:17] questions or comments this evening. Do we have any council questions or
[28:23] comments? Well, I just want to make a comment because I'm I'm only one of the
[28:26] ones that recommended that we come and do updates for this particular region
[28:30] while we're having with Holstein. Thank you for being consistent in doing so.
[28:34] Um, thanks for all the information that you tell us on each council member um
[28:39] meeting um very educational, very information also because we get actual
[28:44] updates and I do have an opportunity to meet with um some of the well Mr.
[28:50] Robinson also just to get my own updates as well. Now my only question that I got
[28:57] is um when did you guys actually closing or anticipate on closing on the
[29:02] property? We know that actual date. >> So the trajectory is anticipated to be
[29:08] this month the month of August. Um an exact final date. You know we have a lot
[29:14] of lawyers in the room tonight. So, you know, all displaying lots of finishing
[29:20] up discussions at sometime in August is when we anticipate.
[29:25] » I do have one question as well, Dr. Maroon, and I don't know how I've missed
[29:30] it the last couple of meetings, but I do know that the council or maybe myself
[29:35] did request uh to have uh is your advisor board is it complete? because I
[29:41] know that we did asked if we could have a representation from from the council
[29:46] or we could choose someone and I do know that we were denied that opportunity and
[29:52] that still is uh troubling to me as to you know as to why but I guess it's your
[29:59] prerogative. So I guess I didn't answer the wrong question. Um but that's still
[30:05] that still is bothersome to me. Uh, and I know that I have been one of the ones
[30:10] that have not probably met with you all. Um, and I say it here, I say it
[30:14] publicly, you know, because I just still have my own thoughts in regards to how
[30:20] this whole thing is is um, it's kind of panning out. Again,
[30:26] Councilman Mack, you did mention your closing date, and I do know that that
[30:31] there was a meeting today with uh a hearing at the courthouse with Southern
[30:37] Poverty Law, and I'm not really sure what the results are. Do you know what
[30:41] happened at that? >> We are not a party to that lawsuit.
[30:46] » You're not so Oh, that that is correct. That was with the school board. Okay.
[30:50] So, I'll have to do further research in terms of that, but uh it would be
[30:55] interesting to see what the results of that meeting was. Um, but again, folks,
[31:00] I know that we're going to meet with Dr. Phillips, but please be mindful that we
[31:04] did put a request in from this board that would deny an opportunity to have
[31:09] someone uh sit on this board. I I am excited to move forward, but I cannot
[31:15] just act as if, you know, again, like we're not being heard on this council.

[31:27] the spirit of transparency, collaboration. So for folks who haven't
[31:32] been following the stepbystep process here, um the advisory committee was
[31:37] seated in uh February to March. I believe the advisory committee was
[31:42] seated in March or April and subsequent to the advisory committee
[31:47] being seated. Uh members of town council requested that they have the opportunity
[31:53] to have representation on the committee. Dr. Phillips indicated that they would
[31:57] provide a response to that request in a period of 30 days. Um, and Dr. Phillips
[32:03] uh elected that they would um keep the advisory committee in the formation that
[32:10] it currently is. And the piece that I would want to add to that is that the
[32:15] seated committee members um are serving terms of between two and three years. Um
[32:23] and so at that two and three year mark uh is when it will be time to revisit
[32:29] the makeup of the firm. And I do understand and hear what you're saying
[32:34] um about you know disagreeing with that. And you know what what I want to say is
[32:38] that this moment, this conversation, that's exactly where the partnership,
[32:44] the collaboration happens over the next few years as this project is happening
[32:49] is that I understand that you disagree and you're telling me you disagree and
[32:54] I'm hearing that and acknowledging that and I just hope that as we continue to
[32:59] have these back courts, you'll see that the the respect and the willingness to
[33:03] have dialogue where we may not come to the same point of agreement where we're
[33:08] still really hearing each other and acknowledging each other. Um, and then
[33:13] that's the work that we're doing.

[33:21] and this same issue of piece coming up time and time again
[33:27] and not really seen much of it in collaboration
[33:31] to work with the town. We've had the same council woman to bring yourself
[33:36] repeatedly. So if you really want to work with the town and create really
[33:42] good collaboration, I think that request should have already been been met by by
[33:49] this time. So um that's my feelings and that's what I I go by what I see um not
[33:55] so much what I feel but what I actually see. I'm seeation here. think is is
[34:02] fair. Um um you all have taken a lead on several
[34:07] things that um I have strongly u concerns about uh how we going about
[34:15] this procedures just not in some ways some of this is not in the best interest
[34:20] of the people from Edenville to be heard by their own representative.

[34:31] again I do want to clarify that there are committee members who are residents
[34:37] of the town of Edville and I also want to clarify that there are committee
[34:41] members who are legacy residents of the town of Beville. So there are community
[34:47] members who are represented on the advisory committee and again I
[34:51] understand that who those people are may be a point of um disagreement. Um, but
[34:58] it is for me as the advisory committee chair, it's incumbent upon me to really
[35:05] be very consistent about acknowledging the Eastville community members who have
[35:11] chose to take the time to show up to participate um, and to be part of the
[35:17] process. So again, I I absolutely hear what you're saying. I understand it's
[35:22] frustrating. I understand there's a point of disagreement. Um, but I do also
[35:26] want to is always really consistently clear that members of the Houston
[35:32] community are part of the right group. >> Have you added anyone new to your
[35:38] advisory committee? I know you said that you all started I don't know March,
[35:44] February, January. Have you all added any uh new members to your advisory
[35:49] board? No, >> all of the committee members were seated
[35:53] at the same time so that they could go through orientation together.

[37:49] football game for our youth over at high school starts at 9 a.m. So,
[37:57] please feel free to come out and share it. So, on August 16th, we are taking
[38:03] our fishing group over to Lake Fairville.
[38:07] And from 9 to 12, we have our 10 young men, sorry, nine young men
[38:15] that actually participates in that. So doing that
[38:21] with some other stuff
[38:26] Wednesdays still have our on Wednesdays and things to do come out and take part
[38:34] of it. That's uh 10:00 a.m. to 12 p.m. uh every Wednesday to September.

[40:38] know, a couple days out of the week, I I think, you know, it's worth trying. If
[40:43] it doesn't work, it doesn't work. Um, but just arbitrarily just say we going
[40:47] to, you know, be paying employees to work in the recreation department, but
[40:51] be open for 4 hours a week. I don't know. And what are other municipalities
[40:56] doing in terms of recreation department? What are they doing in terms of their
[41:01] pool and pool hours? It's just a question. You don't have to answer me
[41:05] right now, but I just wonder what does that look like? Um, remember I'm old
[41:10] school. I grew up like in Eville and we swam all day every day. Played tennis,
[41:14] basketball, jumped in the pool, you you understand? So, I would just like to see
[41:18] the kids have the same opportunities that we were afforded. And that's all I
[41:23] have to go on, y'all.

[41:59] things that we um are standing on is we will not put chemicals in the lake. We
[42:05] did a big investment with donation from uh Florida fish and wildlife for the
[42:11] large bass. We are putting a cart in the lake. So bear with us. But we will be
[42:19] against this uh activity to get the high review as part of the overall program.
[42:30] So thank you so much for bringing that up. Uh from a regulatory standpoint uh
[42:36] we have uh we're working on backflow prevention device inspections uh hydrant
[42:41] inspections and val inspections. Um we attended the Florida rural water
[42:46] conference last week. Very exciting. Um two of our two of our guys sitted and TJ
[42:52] came and it was good for them to get exposure to their colleagues in the
[42:56] industry as well as understanding what the vendors are doing and it was a great
[43:00] um relationship builder because our funders were there. Florida D was there
[43:05] and we got a chance to have Tommy with them. They talked to us about some more
[43:09] money that was out there. So it was an exciting um and a great investment for
[43:13] our department to participate and actually be in the place uh for building
[43:18] place. So it was very good for us to participate. Um our water and sewer
[43:22] program is moving along the marine station project. Uh the contract has
[43:27] already been led to the contractor. So that work will be starting soon. Uh they
[43:32] haven't got a notice to proceed yet but we'll be um working closely and notify
[43:36] everybody about uh the timing of that. We did our notifications that late last
[43:41] stage feeding, but we'll be working closely with the neighborhood to make
[43:45] sure everyone's aware of what's going on. Um, and then we have the other
[43:49] programs projects that are ready to be led. Um, but before we are moving
[43:54] forward to bid these projects out, we are going to do a comprehensive risk
[43:58] analysis of the projects and make sure that uh we are very clear about how
[44:03] we're looking into the construction for the water treatment plant. the uh sewer
[44:09] projects and the um water replacement projects. Uh good news is the water
[44:14] plants already been permitted by FD. The sewer projects and the uh warming
[44:20] projects have also been permitted. We are waiting for the final authorization
[44:24] for two of those projects from the state for funding. So uh we're moving uh
[44:29] forward very well. Um, Catalina, uh, the PAL building has finally
[44:34] received a permit and construction has started immediately on the decking
[44:39] around the modules that are in there and landscaping. So, uh, that's look out for
[44:44] that work and the work that we're doing with the storm water project for storm
[44:49] water improvements for Catalina. That's the Orange County CDPG funding. Uh, the
[44:55] RFP for the engineer and landscape architect is out on the street. So,
[44:59] we're waiting to um have that back so everyone can be aware and uh staff can
[45:04] participate and and participate in the selection of the engineer for that
[45:09] project. I tried to do it very quickly. So, any questions? If not, that's
[45:15] a question. Um can you speak at all at this time? I
[45:20] know council man brought up against comments during the presentation about a
[45:25] late work order if you will. Councilman B brought up in his comments for the
[45:30] host presentation, the concern about the flooding on
[45:35] um Wor. Can you speak at all at this time to what is causing that? If I'm not
[45:40] mistaken, there was some easements and some other swells or not a public works
[45:45] professional, but there were some other things that were out of both the town of
[45:49] Eatenville and the business owner's control. Do we know what's causing that?
[45:54] Have we had any conversations with the associated or appropriate parties as as
[45:58] far as that's concerned? >> Yes, the group of us um including Orange
[46:03] County. Orange County has maintenance of the ditches. Uh they actually wrote a
[46:07] letter today wanting to know what's going on. We've met about three times
[46:10] with um Manny uh Manny's engineer and the contractor. Uh, one of the biggest
[46:16] problems they had is they do not have a management district permit for the
[46:20] driveway and they contacted us and let us know that there's a big concern
[46:25] there. Uh, but there's one of the main problems that's causing water not to
[46:30] flow is they do not have the culvert under the road. The pipe that continues
[46:34] the water flow down by the road. It was not built appropriately. So, they're
[46:38] trying to solve that problem. I think there was some interference with the
[46:42] maintenance and bobs. They have a lot of inventory
[46:47] uh power and communications. Is that >> associated with the data center?
[46:53] » So you're saying the business owner has that?
[46:55] » The business owner has a lot of pipes, a lot of boxes and all this stuff and the
[46:59] contractor has to coordinate that with the drainage to make sure the drain is
[47:05] closed. So they have their construction concerns that they have to work on along
[47:10] with uh their engineer. And do we know if Orange County and Duke and FD do have
[47:17] because the reports that I've seen have attributed some of that flooding to
[47:22] things that are outside of the town and the business own.
[47:25] » It is outside of the town, >> right? But some of those concerns have
[47:29] been attributed to the other parties. So do we know what roles the other parties
[47:34] play? If we're having conversations with host, are we also having conversations
[47:38] with EDOT, Orange County, and Duke >> and AT&T? Are we having conversations
[47:44] with all involved parties there? The last meeting we had, all of them were
[47:48] there. Duke was in denial, but they they said they were there first. And so, it's
[47:55] essentially the author's responsibility to make sure that things were put in
[48:00] sequence and done properly. Otherwise, they have
[48:04] to rip off. I I don't want to go into that, but they do have uh the owner has
[48:09] responsibility to make sure the road is built correctly.

[48:14] they're county is also at the payroll and and

[48:21] I know that it does um get pretty bad over there and I've been over there and
[48:26] I've talked to both Duke and the business owner and it sounds like it's a
[48:31] multi-party um responsibility even in addition to
[48:35] the amendments that he's made over there that there have been additional
[48:39] conversations after the fact with those associated parties to work something out
[48:43] on who will be doing what. So, I just want to make sure that we don't
[48:47] articulate that it's any one party's responsibility without the documentation
[48:51] to support it. >> That's correct. But if if they don't do
[48:55] their due diligence, we still have the problem. And I think it's going to be
[49:00] where we have to sit down with Orange County leadership and say, "How are we
[49:04] going to solve this if does not do it in a timely manner?" Okay. So, I I think

[49:18] resident Jenin about the concern and I know that the end of Catalina and Lake

[49:35] extends to that back side of the lake? >> It's all part of the same water body,

[50:08] properties, let's make sure that we are checking a little further back doing a
[50:12] little extra going above and beyond the resident system.

[56:53] program updates. Um we have a total of six submissions that were submitted by
[57:00] the July 31st deadline, which is currently in the preliminary review.
[57:06] process. The next step is for the review committee to review and give final
[57:12] recommendations. Our goal is to make all presentations at
[57:17] the next council meeting.
[57:23] I want to give you the names of those who have submitted. We have five high
[57:29] school um candidates. We have Zakaria, Edy,
[57:35] Brian Porter, Jamari Brown,
[57:40] Soul Williams, Kuran
[57:45] Victor, and I hope I pronounced their names. We have one returning
[57:50] um candidate is Railen Daniels who have completed her first year college. So,
[57:57] she will be going into her sophomore year. So, we have a total of six um
[58:03] applicants. After we complete the final review, we will determine if any or all
[58:09] of them have met all of the requirements and uh will be considered recipients.

[59:19] Denton Johnson Center. Um, not only with the microphones, but with the acoustics
[59:24] and bringing them up in the technology. So hopefully that will be a priority
[59:29] going into the new year. Um, as supervisor of election here in the town
[59:35] of Eatenville, we have come alongside Orlando Orange County supervisor of
[59:40] election assisting them with the early voting and the election day that's
[59:44] currently taking place now. So, if you have not um voted,
[59:50] now's the time to um vote. We do have our um chamber being um a precinct where
[59:56] you can get your voting done early. Also, um the clerk office has submitted
[1:00:02] and it is in preliminary review their 2026 2027 budget package. So, we're all
[1:00:09] geared up for our upcoming um budget workshops as well as budget

[1:00:56] departmental pre procedures as well. So those will be coming to the council in
[1:01:02] draft form for consideration and approval u before the close out of this
[1:01:08] year. updates on our public records request as
[1:01:12] a result of our technology next request as well as bringing on Marissa who is
[1:01:18] the gatekeeper for the public record process. We have currently 26 open

[1:02:54] two items. Resolution 2026-41. I absolutely support open government,
[1:03:00] but I'm going to ask the council read section three of this resolution closely
[1:03:04] before voting. Its heading is endorsement of SPLC lawsuit.
[1:03:11] And it says that the town council expresses its public support and legal
[1:03:16] action initiated by the association reserved for communities against the
[1:03:22] school board. That's not stated.
[1:03:27] That is the town taking a sign in a case that has not yet decided.
[1:03:32] Two things follow the same resolution pass to work
[1:03:38] collaboratively with the family and this council will eventually slick
[1:03:45] quite logistical goal and land use applications for the Hford site. So my
[1:03:50] question is this. When the town has to act as a neutral decision maker on this
[1:03:55] property later, does a formal endorsement one party's lawsuit make
[1:03:59] that harder to defend? On item number five, resolution 2026-45
[1:04:05] absolutely in favor of a heritage tourism district. This is an amazing
[1:04:10] idea. Each bill should be a destination but section 8 direct staff to prepare
[1:04:16] eight separate plans within 180 days covering the sufficient data is not
[1:04:22] applicable. No funding source no cost estimates go through the patent.
[1:04:28] Three of those eight already have issued. 1997 in the redevelopment plan
[1:04:33] called for a streetcape master point25 CR plan update is wave funding signage,
[1:04:39] historic preservation and cultural heritage tourism as program items.
[1:04:45] The four high. What would these new plans contain that those documents don't
[1:04:51] always say? isn't Atlanta or Montgomery and Atlanta
[1:04:56] compared to sweet Auburn or the VJI campus direct but what those places
[1:05:02] share is an institutional anchor connected to the rest of downtown by a
[1:05:07] walkable interpretive infrastructure not just markers but recent to walk from one
[1:05:13] stop to the next section five is signage gateways and public art what it doesn't
[1:05:19] identify is the anchor the uh binding that those elements are supposed to
[1:05:24] connect to the Humberford redevelopment uh the Humberford redevelopment Dr.
[1:05:30] village charities has described is a place that could serve that role which
[1:05:34] is exactly on section five infra should he plan to reach it not stand alone I'd
[1:05:40] ask for two changes section eight first conditional plans on a separate
[1:05:45] appropriation so the council can vote on money that as its own decisions second a
[1:05:52] safety procurement act the town's purchasing policy order requires council
[1:05:56] principle and competitive selection above $25,000
[1:06:00] I'm asking that on item two, the council consider submission three separately and
[1:06:05] on item five that it adopt the district with those amendments and plan the
[1:06:10] connected infrastructure that sites. Thank you.

[1:14:42] for approximately 14 years. also had the state of service
[1:14:48] attorney
[1:14:54] took me back to uh 2013. Uh 2013 is when I first uh came to the town of I always
[1:15:02] heard about Tomville graduated from college.
[1:15:08] Uh and when I came to Eatville, I came at the invitation of then mayor Bruce
[1:15:14] and Bruce M would had a an event where he would walk every Monday and Wednesday
[1:15:20] the streets of Beville and I had a chance to meet people like
[1:15:25] your current woman actually met her alone who's not walking
[1:15:31] the streets of what that showed me during that time when I walk this
[1:15:37] community uh and specifically what were some of the needs in this community uh
[1:15:42] and so the distinct opportunity in 2014, actually in October 2014 when there was
[1:15:48] a meeting for a CRA attorney and I actually sat in the old hungry cafeteria
[1:15:55] uh where they had a council or a CRA meeting that night. Uh and from the from
[1:16:00] the diet uh the question was asked if there was anyone that was able and
[1:16:05] available to serve in that capacity. Uh and from that night until sometime later
[1:16:11] I served in that capacity. In addition to serving on the on the CRA board as
[1:16:17] the general counsel, I've also been involved in government for a number of
[1:16:21] years. Uh started in law school actually as a matter of fact when I worked at the
[1:16:25] department of correction as well as department of special regulations. Uh
[1:16:29] from there I went to work with a law firm where we did government contracts.
[1:16:33] We also dealt with special issues such as hospital districts representing
[1:16:38] hospital districts things of that nature and also represented individuals and
[1:16:42] businesses as relates to code enforcement issues that they came uh
[1:16:45] into contact with in operating their business. In addition to that, I also
[1:16:50] have served on a number of municipal and and multi-jurisdictional boards. One of
[1:16:55] which was Metro Plan Orlando. Uh the other was the facilities boards for
[1:16:59] Orange County as well as the city of Orlando. And most recently, I served on
[1:17:04] the board of adjustments for Orange County where I served as chair for two
[1:17:08] out of the six years that I sat on that board. while senator on that board and
[1:17:11] they qualify has the opportunity to work in
[1:17:15] conjunction with other department some of which were uh code enforcement not
[1:17:21] just for city for Atlanta but also for Orange County and being able to look at
[1:17:26] and to make determination based off of what code states also what Florida
[1:17:30] statute states as to the appropriate way uh to assess issues or address issues as
[1:17:36] it relates to code violations what's code violation what's not code viol
[1:17:41] and been able to go strictly by the law in what he told compels me in terms of
[1:17:46] what's allowed was appropriate. Uh and so in looking at this position uh and
[1:17:50] I've always said this uh to anyone that has asked I've always been willing and
[1:17:54] willing and able to assist the time be in any way possible. And one of the ways
[1:18:00] that I saw assist this fine community is through the various um development

[1:18:15] violations, but code enforcement issues where there is some consistency in how
[1:18:20] rings are brought about and how decisions are made about whether or not
[1:18:24] there violations, not a violation. how you deal with uh multi violations and
[1:18:28] different things of that nature. at one of the meetings during the department
[1:18:31] heading there was a report by course I believe it was save approximately
[1:18:36] $500,000 I haven't assessed the terms fines but there hasn't been any uh any
[1:18:42] collection of no revenues this year and so I believe that working as a special
[1:18:48] would allow the opportunity to put a better system or to put a system in
[1:18:52] place where those things can go through uh appropriately uh and in a manner that
[1:18:57] will be b to the students because again development is coming and you don't want
[1:19:03] to treat a reser
[1:19:08] just recently as the mayor was also saying what if our business uh property
[1:19:12] rights and those are things you have to understand those things and as you all
[1:19:18] know having some I strictly I go out tell me I go
[1:19:25] out what the tells me uh and being able to provide
[1:19:29] recommendations for decisions that should not have issues with standing

[1:22:39] funds for this event um actually um is from the wood foundation.

[1:23:33] we still have to the breast cancer fight. So, it's an amazing initiative
[1:23:38] and what looks to be an amazing partnership. I know that the Robert Wood
[1:23:43] Foundation was the line item that we were using this time, but the reason
[1:23:46] that I brought that up is because I want us to be intentional. like you said,
[1:23:50] it's not a council person thing as much as it is an eatville thing, especially
[1:23:55] when we think about some of the other contributing factors like level of
[1:23:59] health care that we receive as African-Americans or underserved
[1:24:03] communities. So, it is very um it's very important, it's intentional, and it's
[1:24:08] strategic to make sure that we prioritize health and wellness in
[1:24:12] Eatenville. um I don't want it to be put to the wayside because of funding for a
[1:24:18] temporary program. So what I would like in support in in addition to the support
[1:24:24] for tonight's resolution is for us to be mindful especially walking into budget
[1:24:28] about how we can prioritize events like this so that something that is as
[1:24:33] temporary as the Robert Bullet Foundation award does not stop us from
[1:24:39] moving forward. So just so you know, I do support um but I do want us to be
[1:24:44] mindful. I know that there are a number of um initiatives that are being
[1:24:48] proposed to the town and so we want to be fiscally responsible and um we want
[1:24:54] to be intentional. So um those are the only questions and comments I had. Are

[1:32:17] adequately assess a situation is imperative to making responsible
[1:32:21] decisions. Um, and again, I did read the amendments to the resolution, they do
[1:32:28] not address the issues that I brought up. The issues that I brought up where
[1:32:32] about the wording and um, after hearing comments in this section tonight,
[1:32:38] there's still confusion about exactly what this what this resolution
[1:32:42] represents. I'm hearing that it's a fact that this repres resolution does in fact
[1:32:48] support a party in that zoo. Um I know last council meeting
[1:32:54] my statements were centered around the lack of a need for a resolution. If it
[1:32:59] is in fact about or if the context or the subject matter of the resolution is
[1:33:04] support for Florida sunshine law. There is in in my opinion, my comments were
[1:33:10] about the fact that as elected officials who took an oath that includes the
[1:33:16] compliance with Florida Sunshine law, it is almost redundant or unnecessary to
[1:33:20] sign a resolution that will either assist or hurt any party in any lawsuit
[1:33:28] that we are not a party in. So, for example, in the last whereas before the
[1:33:33] resolution, term support is in there and you doubt find it necessary to advocate.
[1:33:41] Um, I mean, it's sitting up here doesn't say that we
[1:33:45] support Florida sunshine. I don't know what does down in section two under
[1:33:50] support for government transparency. I see that it was crossed out for the full
[1:33:54] moral and political support. Um, and I see that the support for the enforcement
[1:33:59] of Florida sunshine and their reaffirming dedication to the
[1:34:02] principles. Again, for me, not necessary. Sitting up here should tell
[1:34:07] everybody I shouldn't have to have a document in any one situation because if
[1:34:12] that's the case, then I need to go through every lawsuit that is addressing
[1:34:16] Florida Sunshine and submit a resolution that says that I support government
[1:34:20] transparency. It wasn't necessary. Then down in section three, again just the
[1:34:26] titling of the section was problematic for me. The endorsement of the lawsuit
[1:34:31] of the STLC lawsuit because it specifies STLC and again the public support
[1:34:37] initiated by the association to preserve the bill community against the school
[1:34:42] board.
[1:34:45] It's still public support. It's still us taking a side. Even if you say, "Hey, we
[1:34:50] support governmental transparency. people will stand on that side. Um,
[1:34:56] so I know that there was the attempt to try to um bring ease to my mind and I
[1:35:02] appreciate the attempts and the efforts, but my sentiment, my comments remain the
[1:35:07] same. The lack of a resolution of that situation
[1:35:11] and us getting in the middle of it in any capacity other than the
[1:35:15] administration of business um is irresponsible to me. So while the
[1:35:21] resolution was amended, it does not address the issues that I have. I still
[1:35:25] have issues. And then after hearing the facts for tonight, it sounds like this
[1:35:30] is in support of PEC. And again, no one party if if if PEC turns out to not be
[1:35:37] able to make their case. I mean, what are we saying as a community? Um so that
[1:35:41] was me. Additionally, um, with the new information that you're providing to us
[1:35:46] tonight, I also support tableabling this this item if it means that additional
[1:35:51] information will allow us to make more educated decision. We talk all the time
[1:35:56] about walk-on items and how we don't have an opportunity to review all or
[1:36:01] relevant information. This is that 101. That's all comments that I have. Vice

[1:36:10] Yes, I'm kind of piggybacking on what you said. U I think we definitely need
[1:36:14] to make good changes up there. I know if anybody don't feel good about a lot of
[1:36:19] things that have came down the pipeline, it's definitely me. But I'm willing to
[1:36:25] um look at a lot of different factors that have played a major part in turning
[1:36:29] that new leaf for. So um I think we do need to make great educated decisions
[1:36:35] before moving forward with um just making decisions. And I can tell you for
[1:36:40] sure, Councilwoman Lov, I brought items back several times
[1:36:46] several and pretty sure everybody can attest to that. Um, but I think with
[1:36:52] this particular item right here, it's just um being so sensitive and
[1:36:56] everything that's, you know, having to do with it. And I kind of um definitely
[1:37:01] um relate what may just stated with us, you know, not want to seem like we're
[1:37:08] taking sides because I think if we continue building great relationships
[1:37:12] with people that we're going to potentially be working with um in the
[1:37:15] future anyway regardless if that's you know um
[1:37:20] yes, um I don't feel good about a lot of
[1:37:24] things that have taken, like I stated before in our last meeting
[1:37:28] before we move forward with making a decision when I asked to take this item
[1:37:33] also and I know we got some moving reports on whatever it is that had taken
[1:37:37] place today during a hearing. Um I I'm I'm not aware of that. So, I definitely
[1:37:44] would consider listening to what the attorneys judge said, but I would
[1:37:48] definitely um like to also be more me and to, you know, make my own decision
[1:37:55] on how I want to move forward with make any decision up here. And my decision
[1:38:00] right now is to take this. I think that'll be the best educated decision to
[1:38:04] do versus sitting here going off a cuff and just holding up her down. I think
[1:38:08] that's clearly irresponsible if you ask me personally. And I don't want this
[1:38:12] item to come back before us um in a way that it has tonight because
[1:38:19] I think this is this is like fifth fourth or fifth time and I'm not
[1:38:23] knocking that because I have bought it. Um they got through because you know I'm
[1:38:29] very persistent just like you are. So I get the legality of how you're going
[1:38:34] about doing it. But I think if you can for the sake of um just getting us up
[1:38:42] the bar on what we need to be educated on in terms of what happened today,

[1:47:48] to look at the contractual um issue of it also. I don't know exactly how that
[1:47:52] looks, but I know according to the charter, we highly fine at the end of
[1:47:57] the day. So, I would definitely um consider giving this firm an opportunity
[1:48:02] to come in and do what we need because we need some legal guidance right now
[1:48:08] being that we haven't had one in some well besides all the transactions doing
[1:48:13] sensational but I know he referenced to um doing the magistry but I I want to do
[1:48:21] whatever the board want to do um if if we could I know he spoke about not being
[1:48:27] able to favorite item and the RP just failed because of the lack of second.

[1:48:39] we're going to be right back in the same position that we was in before where

[2:06:17] master plan. It was tabled and was never brought back for discussion. Um and I
[2:06:23] think now is a good time is as good a time as ever for the town to take and
[2:06:28] make a statement about how it values it historic tourism opportunity. Um it also
[2:06:36] in my opinion Mr. Johnson you can correct me if I'm wrong. It provides
[2:06:41] another avenue of revenue which we so desperately need commercially speaking.
[2:06:46] Um I don't have any questions. I know there
[2:06:49] was a comment about I believe it was section 8 in regard to staffing. Um can
[2:06:55] you speak to what the culmination or the or the creation of the master plan will
[2:07:02] entail? I do see that it says staff. I know that we do have staff members who
[2:07:06] work in some capacity, maybe indirectly as it pertains to tourism or cultural
[2:07:11] heritage or historic preservation. I know that we also have our historic
[2:07:16] preservation board that I do not see as um a part of that section. But I know I
[2:07:22] can imagine that it would be impossible to create this district without some
[2:07:27] input from them in some capacity, whether it be recommendation or
[2:07:32] participation. So can you speak to the staffing requirements
[2:07:37] and and how he plans to attack them? >> We were speaking toward towards session
[2:07:41] » session. Correct. So first of all,
[2:07:56] the capital improvement plan.
[2:08:01] All those things that
[2:08:11] are as possible
[2:08:29] to walk us portions of each one of these. There's
[2:08:35] already
[2:08:39] there's already um that
[2:08:48] um needs to be presented to the board
[2:08:54] that's plan to create all that. So some of that does not
[2:09:00] necessarily have to go through the c participation process the branches for
[2:09:07] um we're kind of doing that right now. Um in our presentation tomorrow we've
[2:09:12] already um looked at two videos um that
[2:09:20] helps us with our
[2:09:26] depth.
[2:09:30] So things control administration
[2:09:38] plan. Um that's some of that work has already
[2:09:43] been done
[2:09:46] properties and stuff.
[2:09:51] process down. So [clears throat]

[2:10:00] so we can actually follow what we
[2:10:11] already
[2:10:20] strategy that's something that started
[2:10:25] purchase
[2:10:34] that original supposed
[2:10:44] need to be done.

[2:10:57] collaborative approach. Um, there's been a lot of talks going on and
[2:11:02] we're going to keep it short between the CR and time. We're working
[2:11:06] collaborative. We're going through it. We're making a lot of these things come
[2:11:10] to light. But when it come to life, it's taking us time to get policies and
[2:11:14] procedures in place in order to make it happen. So a lot of funding and
[2:11:19] opportunities that we have not been afforded in the past because the
[2:11:23] collaboration and feasibility studies and all that, but all those things right
[2:11:27] now I can tell you all are in full straddle mode right now. Even besides
[2:11:33] TDT, TDT is going to be a sweet on top of it. But there's a lot of
[2:11:37] opportunities, but we just got to put this historic district in place in order
[2:11:42] to make it happen.

[2:12:01] St. state in the church >> was the founding entity for this town
[2:12:06] 1881 six years before the town. Is there any
[2:12:10] reason other than churches being a religious institution
[2:12:16] that is not included in your tourism brought this to I believe I brought this
[2:12:22] to your attention before
[2:12:30] basically
[2:12:39] I don't I don't have a problem.

[2:12:59] but I'm saying It doesn't help people but just the list
[2:13:04] that St. Thomas Church >> because so many people can get back off

[2:13:24] » right so we're going to make sure that that's there and that that was a part of
[2:13:28] when M I talked about the historic district
[2:13:32] that's why we started and what we ended with you know part of now going to ask
[2:13:39] also council woman when it come down the historical markers and all of the
[2:13:43] national parks and all that stuff so all these things
[2:13:47] all this is a working document this is just
[2:13:51] a landing muscle start but this is definitely a work project and then we m
[2:13:57] we talked last week that we're going to thank all of the nonprofits and the
[2:14:01] entities that go along with this district together to give you input
[2:14:06] because we need the input from you all to really make this a more robust um
[2:14:10] historic district. >> And I would like to add to that because
[2:14:14] um my concern when this topic of discussion came before the last council
[2:14:19] was the inventory of assets that listed and my push back to what was proposed
[2:14:26] then was ownership. So even if you creep at the time the master plan was listing
[2:14:31] assets that do not belong to the town and so to force those entities into
[2:14:37] something without having those discussions first was premature and
[2:14:40] inappropriate. So this gives us a chance to lay a foundation on a generic basis
[2:14:46] and then build from there because as as historic and as significant as St.
[2:14:51] Lawrence AM is so is Macedonia Missionary Baptist. They are dear Park
[2:14:55] and then so is Life Center and so are so is Open Door. There are um a number of
[2:15:02] entities that are um we know to be historically significant that are not
[2:15:06] listed in detail, but this is really just the groundwork. So if we're going
[2:15:11] to list St. wants, then we better go through and list every church that is in
[2:15:15] the historic district that is a contributing dwelling to this district
[2:15:19] in addition to all other assets whether owned by the town or not that contribute
[2:15:24] to this historic tourism district. But instead of restricting ourselves in a
[2:15:29] resolution, my personal opinion is that it is more appropriate to be broad so
[2:15:34] that we are not stuck with only St. Lawrence or only the Mosley House or
[2:15:39] only Club Eden. It's it's really more of a foundation than it is anything. And
[2:15:43] again, like vice mayor brought out, there is opportunity to enhance this.
[2:15:47] But what it does is it supports some of the initiatives that we already have
[2:15:50] going that you're aware of in the CRA as well as their their application to the
[2:15:55] TDT as well as the collaboration between both the entities.
[2:16:00] » Also, you're saying um once you this resolution passes, there still has to be
[2:16:10] district. So that's how
[2:16:20] it will
[2:16:33] » and additionally if I can also add to your point council woman the historic
[2:16:37] preservation board and I know you're the only one I see in the meetings with me
[2:16:41] But no shade y'all. Um the historic planning board has completed their um
[2:16:47] their survey. So the draft of that is out which I think plays right into this.
[2:16:52] So some of those ones that we did not list individually. They have covered in
[2:16:57] their um survey. I know they're I know they have a draft of it right now. So
[2:17:01] it's not final. I know that final conversation is coming from them. So
[2:17:04] that's why I said that collaboration with like the CRA and the historic
[2:17:09] preservation will be key so that we can identify those components and add them
[2:17:13] to our asset base and inventory base for for that district. But just as a
[2:17:18] groundwork, >> I got more comment than anything.
[2:17:22] » First of all, thank you Mr. Johnson for all your leadership and all your
[2:17:25] continuous um progress that you continue bringing to the town, man. especially
[2:17:30] with protecting the um legacy of our town. Man, I think it's important that
[2:17:35] you get um everything in place and I know how Denny been working on this
[2:17:40] particular project right here to get it done and I'm glad that it got approved.
[2:17:44] But we got so much more to do um with this particular um feature right here.
[2:17:49] So hopefully we can move forward with doing something that's going to make
[2:17:52] sense um for our kids kids kids and you know get bright in the future of going
[2:17:57] to town really especially with everything that's coming down the
[2:17:59] pipeline man it's going to help us significantly man so thank you for

[2:18:58] Lieutenant Lampin. He has decided um he's still going to be
[2:19:03] around with us. U Chief and I have been having some conversation. Still going to
[2:19:07] be around with us, but he's moving to um be a reserve deputy. That's number one.
[2:19:14] Number two on
[2:19:18] Yesterday morning um I received an email and after 25 years of dedicated service
[2:19:24] to the historic town our finance register Katrina Gibson has
[2:19:29] decided to retire and her last day will be August 23rd. So thank you Miss Gibson
[2:19:34] for all you have done and endured this time.
[2:19:49] Um with all that being that um we did have money that was placed aside in the
[2:19:55] budget that we had already been working along with along with Miss Gibson
[2:20:02] um Goldman Wolf who were referred to us by cars in England who was our aud
[2:20:09] They they recommended Goldman Wolf because we have a piggyback situation
[2:20:14] that's happening right now. They're going I mean to help us with financial
[2:20:17] services with budgets and everything. So that's already in play. They're updating
[2:20:22] our chart of accounts. So they will be sitting down with me and Miss Gibson on
[2:20:26] Thursday and that'll be ready for um workshop on next Tuesday.
[2:20:34] Uh also during this time um with Miss Gibson we have also now officially have
[2:20:40] hired a tax payable position. That position now is filled. It has been over
[2:20:48] two and a half years
[2:20:52] somewhere around there. So that feel some exciting news. Uh we're looking at
[2:21:00] insurance right now. We know that's one of the biggest things that all that. So
[2:21:04] we are in talks with a new carrier um dealing with property and casualty and
[2:21:10] benefits and preliminarily right now with um
[2:21:16] what they are offering same amount of coverage and some if the
[2:21:22] property tax thing was to pass on this one line item alone we've already saved
[2:21:27] that money. So that's huge.
[2:21:30] if that was to take place and also Miss Monday's already going we've already
[2:21:36] talked about the town center how it has went through the rig process of
[2:21:40] permitting um kind of fire and all those things.
[2:21:44] Those are motions and that's
[2:21:55] just to
[2:21:59] I don't know, but
[2:22:20] the other thing I want to do I want to thank is uh the council for allowing me
[2:22:27] attorney
[2:22:32] for a number of years just to be able to help and guide this uh this this town
[2:22:37] even for a short time a short period
[2:22:44] uh to help with this town uh to put together uh plans and implement
[2:22:51] uh procedures that are going to be going to worthy of his talent and the
[2:22:56] development that will be taking place in the years to come and working with us to
[2:23:01] do that. And lastly, I've known Miss Gibson for the past 12 years.
[2:23:08] She's given me trouble, but at the end of the day, great person, great
[2:23:12] resource. Uh, and she's sorting this not by you all, by

[2:26:46] out because he would like to see the kids that are in college that are not in
[2:26:51] school like he is. He's on school scholarship free of charge don't pay for
[2:26:55] anything. So he would like to open that window for other kids to get more money.
[2:27:00] So that's big of him to do that. So, I got a great appreciation for him taking
[2:27:04] the stands on um doing that also. And um I know Miss Money is not here, but I

[2:27:16] project happen the way that's been happening in this community. It was his
[2:27:20] that was his day. And if he if he's if his kids or family is watching, man, you

[2:29:14] soformational that go over there and get so much um details on what we can bring
[2:29:19] back here to strengthen our community as well such as the Orange County thing. So
[2:29:24] um I had an opportunity to bring a lot of different things back um to this
[2:29:28] platform and give to my um citizen and to help my ministry. So it would
[2:29:32] definitely be um a great fit if we get someone up here whoever it is because I
[2:29:37] had an opportunity to sit on there five years and share for five years that I
[2:29:41] sat up there. So hopefully you guys can move in the same direction that I moved
[2:29:44] in and u bring that information back to our community. So let's move forward
[2:29:48] with you know possibly um going in the direction of selecting someone to do

[2:30:00] believe in giving people an opportunity and you guys sold stuff to me. Um and
[2:30:05] you know I I got a great appreciation for it and but what the the neat thing
[2:30:09] about it is you know we are in the position right
[2:30:14] now to love albums with people and go out there and create relationships
[2:30:19] that's going to be longlasting. I'm I'm good friends with a lot of people that I
[2:30:24] went to school with 40 years ago and I'm still great friends with them. So I
[2:30:27] think if we can collaborate and collect come together and work together, we're
[2:30:31] better we're better together as a part and one thing about a house divided
[2:30:36] house will fall. So I want to make sure that we're moving forward. We're doing
[2:30:39] things that's going to be likeminded. I know we're not going to agree on
[2:30:41] everything and we do make tough decisions up there as legislators and as
[2:30:45] leaders. Um I've been doing it for the last several years, man, and I will
[2:30:48] continue doing it. Um, and I I'll just leave that like that.
[2:30:53] So, um, also congratulations to Attorney Jackson for becoming the magistrate. Um,
[2:30:59] I think you do a sensational job for just, you know, giving us all the
[2:31:03] details that we need to know on the other side CRA, which we got a great
[2:31:08] appreciation for. And now you're serving as management, making sure that we're
[2:31:12] going to move forward with getting things done in a timely manner and not
[2:31:16] just timely manner, but getting things done correctly. So, thank you. And I
[2:31:20] know this something that we've been positioning ourselves to have for some
[2:31:22] time now, but we never got over that hump of doing it. And I have to give my
[2:31:27] kudos to Mayor Cole again. God bless him for um being one of the main ones that
[2:31:33] are initiated. You know what I'm saying? But it came to full fruition now and I'm
[2:31:37] grateful and thankful that we are in position right now to have a magistrate
[2:31:40] while we can't get some things done from a code enforcement perspective. So,
[2:31:44] thank you. Congratulations. And also, um, last but not least, man, um, I can't
[2:31:49] say enough words. Um, there up here in the 25 years that she's been working for
[2:31:55] this town. Um, I can't, man, I could say can't think of a better person to
[2:32:02] serve as a financial director, as an employee, as someone that I
[2:32:09] got great respect for. You're going to be truly um, good luck with all your
[2:32:15] endeavors. um moving forward. Um I wish you the best. I know it wasn't an easy
[2:32:19] thing for you to do, but um with that being said, I wish you the best in
[2:32:24] everything that's um coming at you. I know God is going to continue blessing
[2:32:28] you as always. And um if all if all minds and hearts are clear, that's my

[2:34:52] she's gone, she's been here for a while. I want to thank her for time and

[2:35:10] out and talk about budget. Um I'm going to get um
[2:35:20] CEO, do you need any council council members for the budget
[2:35:27] that we need to send to you? Actually,
[2:35:32] yes, Councilwoman. Um, any of your legislative objectives or anything that
[2:35:36] you would like to see? Um, definitely get that sent over to us. What we're
[2:35:40] doing now process what it's already done. We look at the last three years
[2:35:47] to give us a baseline and then looking at that towards the main as tonight as
[2:35:54] we talked about the Wildwoods as the mayor talked about this is the perfect
[2:35:57] time for you all to tell us if you can put those to prevail. So there will be
[2:36:01] no constraints on board. >> Okay.
[2:36:06] Um also I just want to mention that um the town of Eden Hill celebrated the
[2:36:12] 13th anniversary St. Lawrence celebrating 125
[2:36:18] years. We're doing it on the same weekend because that's the way the the
[2:36:23] dates were back then 1881 1887. um because it was a new of the same some
[2:36:31] of the same people as far as the beginning of the town and at St.
[2:36:37] Lawrence our anniversary is going to be on
[2:36:40] » uh Saturday we will have a display there I just want to make sure that you
[2:36:45] invited in the town council the whole town we will have a display of St.
[2:36:51] artifacts from the past for everyone to come and see that at the church. It's
[2:36:56] located at 549 East Kennedy Boulevard. Uh that will be from 10 to 2:00 and I'll
[2:37:03] be sure that we can also get the information by email. On that Sunday, we
[2:37:09] will have 140 anniversary um service on that
[2:37:15] particular day. So, we want to invite everyone to come out for that. uh a new
[2:37:21] discovery, a new addition to the artifacts of the town, the beginning of
[2:37:25] the town. And I don't know if Miss King can pull that up. If not, uh we have a
[2:37:30] church veil that barriers and that's my love. I've been working on this project
[2:37:38] for a little over two years. And this church bell is the symbol of the town.
[2:37:45] It was brought to Eatenville by Lewis Barnes who um actually a dead property
[2:37:51] of wealthy man who donated acres of land to uh St. Barnes as well as to others.
[2:37:59] So this bail is a new um addition to the historic Eville. It was the beginning of
[2:38:07] the town, the beginning of the church and um I'm working on some projects and
[2:38:12] get some other individuals to see if we can get that funded so we can long the
[2:38:16] bail. So we're going to put a lot of on it because people would like to come and
[2:38:21] see the bail. This is going to be almost the Liberty B.
[2:38:28] So, you know, so it's going to bring people here as well. So, just want to
[2:38:32] make sure you all aware of that. If you like to be a part of the project, we
[2:38:35] just let you know. Uh I do have a concern and now I understood the other
[2:38:42] day what um council Thomas had mentioned about logo
[2:38:48] I was headed down the street and something is going on with our logo.
[2:38:53] I've seen two incidents this week logo like this is on the side of the
[2:39:00] building. Want to know how did that building get this size logo on the side
[2:39:07] you know? >> It's a painting.
[2:39:11] » Oh, it's a painting. >> Correct.
[2:39:13] » Okay. It's not really all physical love from the town. But I'm saying here, let
[2:39:20] me just say as a question if I'm getting ahead of myself.
[2:39:24] Are others permitted to use our logo? I saw someone today that had a logo inside
[2:39:31] of the car. So if if those kind of things are going on that people are
[2:39:36] painting our logo on their private property,
[2:39:40] then that could be um because that would indicate that that particular helper
[2:39:47] could be a service helper for the town and that would be very misleading. And I
[2:39:54] will admit that that would not be that would be something that I think will be
[2:39:59] not a very safe measure because when people see an official needle but a
[2:40:04] local one without even checking
[2:40:10] that's how things happen. All right. Um so I was asking a question what are we
[2:40:16] doing to protect all of the vote? Yeah. My my instruction was my alley was
[2:40:21] coming to attorney Jackson while I was still here. I know this came up at the
[2:40:24] last council meeting and not to take over council woman, but I know this was
[2:40:29] brought up at the last one and there was conversation about an ordinance that was
[2:40:33] passed. Um, and I believe copyright was a part of that conversation. Do we have
[2:40:38] all that information to speak on that at this time?
[2:40:45] » Do we know? >> But but I will say this trademark
[2:40:53] concern someone is posting official photo of the town certain
[2:41:22] digging. um councilwoman just to find out exactly what we had in code and the
[2:41:28] the trademark and copyright conversation. So I didn't want to speak
[2:41:33] prematurely. I'll leave that to the jury. Dr.
[2:41:36] that we passed by resolution but what happened was we didn't have the
[2:41:42] procedures in place >> implemented okay
[2:41:44] » that's what it was
[2:41:56] You can do this way.

[2:42:21] Can you collaborate with our attorney to get an update where it's come from and
[2:42:26] then bring that back before us in case there's any additional action we need to

[2:42:44] they have to be fully accountable. >> Um and we have to make sure that not,

[2:43:04] user friendly say, okay, you know, this is my
[2:43:08] wants you to be very
[2:43:13] met requirements that accountability, but they should not give a seat.
[2:43:19] Um, also I wanted to know also whether or not the board would be interested in
[2:43:25] council with them in a restores preservation presentation. Miss Melissa
[2:43:31] um just from the National Trust when she came the last time she was not
[2:43:39] to uh present um the historic preservation but since we're talking
[2:43:43] about tourism and heritage we're moving forward without a lot of education about
[2:43:49] what historic preservation so
[2:43:53] that we can all feel aware of things we should know
[2:44:00] time will um see

[2:44:39] everybody else did. Um, I'm going to start with condolences. I know there are
[2:44:44] two significant ones at least for me. Um, and to Tom Eatenville. Timman's
[2:44:49] family and the great house family both have suffered losses this week. Um,
[2:44:53] personally, the Timmans family um they are eating billions and so their loss is
[2:45:00] in fact our loss. our hearts of prayer most assuredly go out with to them as
[2:45:06] well as to Miss Great Cross. We just suffered a loss of her family. We love
[2:45:09] her dearly and she is very civically engaged and so um very sorry to hear
[2:45:16] about the loss of her family. Our thoughts and prayers uh do go out to
[2:45:21] them. Um, in the spirit of loss, uh, everyone's favorite Lieutenant
[2:45:27] Lampkin and everyone's favorite, uh, Miss
[2:45:31] Gibson, some longtime Eatenville servants and their presence will be
[2:45:38] their lack of presence will not only be missed, it will be felt. It will be
[2:45:43] impactful. Um, Miss Gibson for me is so much more than a finance director.
[2:45:50] if she'd been here 25 years. I won't tell you how long it stands by the dead
[2:45:53] of my community service hours in her office. Um, but
[2:46:00] just the contribution that she has made to the town of Eatenville through so
[2:46:04] many administrations and so many different personalities is a testament
[2:46:08] to her loyalty. And so that ace in the hole that ram in the bush that she is
[2:46:16] I mean she could have gave me a year where she decided to pack up and leave
[2:46:20] but I won't hold that against a fellow wrestler. Um and then uh Lieutenant
[2:46:26] Lampin. I mean talk about a day one and somebody who
[2:46:32] has earned his strengths in this community earned the respect that he uh
[2:46:37] receives. I know some stories are friendlier than others depending on what
[2:46:41] side of your interactions you've been in with him, but um even prior to taking on
[2:46:47] the responsibility of mayor cracked the character and so the um the loss of his
[2:46:54] his presence will be felt. I know Chief has some shoes to fill over there and uh
[2:47:01] so I'm excited to see um you know who comes in, who moves up the ranks, who's
[2:47:06] next in line to uh to serve this community. Um KG Law, welcome to the
[2:47:13] town of Eatenville. Um, [laughter]
[2:47:17] on the administrative side, I'm glad you're here. Um, to handle some of those
[2:47:23] administrative uh, weights that we that we deal with on a daily basis. I think
[2:47:27] your resume spoke for itself, the diversity in your firm and what you
[2:47:32] bring to the table from experience. I think uh, attorney Joel, you said that
[2:47:38] it is your life experience that that makes you guys the most qualified and I
[2:47:43] strongly agree. um in a community where we are self-governed. We are people
[2:47:47] first and politicians second. And so to have that and to couple that with the
[2:47:54] legal guidance that your board certified attorneys can provide is priceless. So I
[2:48:00] am very excited to have you on board. Um and then attorney Jackson
[2:48:07] this whole time anyways town. So welcome again.
[2:48:14] I'm glad to have that position um filled. I know we have some voids in the
[2:48:18] code enforcement department um and so to be able to address some of those
[2:48:22] concerns that this council has brought up on a number of occasions will be um
[2:48:27] definitely productive. Very excited about that. Um early voting like you
[2:48:32] have heard a number of time you guys have an early voting location there are
[2:48:36] no lines there. I mean you can get in and get out. The ladies that hold us
[2:48:41] down every single year are doing an amazing job. They are burn. I mean, from
[2:48:46] the moment you walk into the door to the salad to the way back out, they are they
[2:48:51] are so warm. Um, and and such a pleasure to have them here. Again, those hours
[2:48:55] are 9:00 a.m. to 7:00 p.m. through early voting.
[2:48:59] » Yes. >> 9:00 a.m. to 7:00 p.m. up until the
[2:49:01] 16th, which is a Sunday. So even after you go worship, you can come put in your
[2:49:06] work in the in the in the ballot box or in the in the voting booth. Um

[2:49:13] » on election day is 7 to 7. >> On election day, which is also during
[2:49:17] the time bill 77, make sure when you go your shouts out, I voted
[2:49:24] I voted early. Go and tell them folks that y'all okay and y'all voted right
[2:49:28] here in the town of Edenville. Thank you to the supervisor of elections for
[2:49:30] thinking in our rivalry to make it convenient for us to do our civic duty
[2:49:35] and vote. There would be no Eatenville if there was no voter. So, thank you so
[2:49:40] much to them for that. Um, speaking of Eatenville, we do have Founders Day on
[2:49:45] the horizon. Make sure you tell a friend. Y'all forgive us. We had some
[2:49:49] issues with the website and so the ability to effectively and efficiently
[2:49:54] communicate with the community has been somewhat dampened. But spread the word.
[2:49:59] Don't know why we are. We are word of mouth individuals. Tell everybody next
[2:50:02] weekend. And it sounds like we have a full day of events. We did condense the
[2:50:06] festival to be from 4 pm to 7:00 p.m. But I'm glad we did that because the
[2:50:11] Edgewater football team, if I'm not mistaken, they're the Eatenville
[2:50:16] Edgewater football team. So, shout out to to both of those. And um starting at
[2:50:21] 9:00 a.m. and then you can come right on over to St. Lawrence at 10:00 and hang
[2:50:25] out for a bit. And then you can miss the 2:00 afternoon showers and come on back
[2:50:29] out at 4:00 for a good time on the lawn. Friday night we are doing dust tracks on
[2:50:34] the boulevard. So if you are familiar with our infamous Zor no hur you will
[2:50:38] know that her autobiography of 1942 is titled dust tracks on a road and so
[2:50:44] we're taking a spin on that. All of our activities will be in the hunger field.
[2:50:48] If you are not already aware there was a save the date that came out in the water
[2:50:52] fields today. You should have seen that. There will also be more information.
[2:50:56] Miss Faith has done a good job in getting that website. Um all those kinks
[2:51:00] worked out. So there will be volunteers sign up, vendors sign up, send some
[2:51:04] sponsors this way. Help them uh help us have a good time. Um but Friday night
[2:51:09] will be if you guys remember chill in the bill, that kind of vibe, you know,
[2:51:13] um some poetry, some comedies, some live bands, um just a little bit of light
[2:51:19] bites and and some free fun. So, um, tell a friend, tell a neighbor, tell a
[2:51:25] visitor, come on out. We're going to celebrate 139 years of the town of
[2:51:29] Eatenville. And I'm going to throw this out. I said I wasn't going to do it
[2:51:32] tonight, but I'm going to throw this out. Um, we are preparing, we are
[2:51:36] looking at the 140th anniversary. And the theme of this year, while we are
[2:51:41] honoring our past and building our future, is very much the road to 140. So
[2:51:46] you will be hearing more. You will be asked for feedback on what you would
[2:51:49] like to see next year as we go big. So it's a little appetizing this year, but
[2:51:54] we going we saving some room for next year. We've got some big plans that we
[2:51:58] want to see happen in celebration of such a milestone. So as you celebrate
[2:52:02] with us this year, keep that in mind as well. Um meet and greet Macedonia 5:30.

[2:53:10] Trust. Um and again, I know you and I sit in those meetings and find great
[2:53:15] pleasure in it. There have been administrative conversations with the
[2:53:19] National Trust. Like I said, we know that they are about halfway through the
[2:53:22] grant that we've received from them. So, they are ready for the next phase. We're
[2:53:26] getting everything together for them to do that, which is why the survey was
[2:53:30] such a big deal. So, I can assure you that there will be some collaboration
[2:53:34] and um once the historic preservation board has a chance to thoroughly review
[2:53:38] that, you can guarantee that they will be invited to speak to us. And I invite
[2:53:43] the council to pull up on second Thursdays at 6:00.
