[0:14]
justice for all.
Salute the flag of the state of New
[0:18]
Mexico and the Zia symbol of perfect
friendship among nine cultures.
[0:26]
» Commissioner you please lead us in
prayer.
[0:29]
» Dear heavenly Father, thank you for
today. Thank you for blessing us in so
[0:33]
many ways.
Please Lord be with us today as we make
[0:37]
the decisions we need to make and I just
pray that you'll continue to bless this
[0:42]
county, the state and this country. In
Jesus' name. Amen.
[0:46]
» Amen.
[0:52]
» Good morning. Start with public comment.
None. Cool.
[0:58]
» I have three.
>> Consideration and approval of 2026 Eddy
[1:03]
County tax rates.
>> Good morning commissioners.
[1:07]
We are here today to impose the Eddy
County 2026 tax rates that were provided
[1:12]
to us by the New Mexico
Department of Finance.
[1:16]
I believe you all have a packet.
And you will notice that as you review
[1:21]
the rates there was a very slight
changes in all level.
[1:25]
I did
reach out to all the entities and I
[1:30]
received some feedback from them. Some I
did not. And so I feel pretty
[1:37]
comfortable about all of them because I
did review these and
[1:42]
was able to get clarification on many of
them.
[1:46]
I also want to clarify that Eddy County
does not set these tax rates but this is
[1:51]
these are calculated and provided by
DFA.
[1:54]
And I would also like to point out that
our taxes here in Eddy County are lower
[2:00]
than most in the state.
Even in our neighboring counties.
[2:05]
Uh when I received the tax rates, I did
have a couple questions and like I said,
[2:10]
I did reach out and I was able to get
clarification on most of those.
[2:15]
Um there is one that I would like to
explain that is in our oil and gas
[2:21]
production and equipment in the 16 in
non-resident district and it last year
[2:29]
it um had a tax rate of
uh 22.560
[2:35]
and this year it has no tax rate. So I
was very a little concerned about that
[2:41]
one and I did not really really receive
any clarification from DFA, PTD, or
[2:46]
anything. But as you look at the taxable
value there at the at the top you will
[2:52]
see that it shows
uh a zero value.
[2:56]
And last year it was only 176 in uh in
the production and 35 in the equipment
[3:03]
and we've seen over the past years that
that has just been decreasing and uh so
[3:09]
my
I figured that because there's no value
[3:12]
there now that that is the reason why
there is no tax rate.
[3:16]
So when we do enter our tax rates
to produce the tax roll to the county
[3:22]
treasurer,
we do not enter these tax rates, but she
[3:26]
still has to collect for this oil and
gas production and the equipment and um
[3:33]
but to get the tax roll to the
treasurer, this is not going to
[3:37]
fit into that. Okay?
Do you have any other questions for me?
[3:42]
» Basically as I looked down through here,
it looked like the tax rates
[3:46]
of the majority [clears throat] went
down.
[3:48]
» Yes, sir. They did. Yes, sir.
>> That's something that we need to
[3:52]
highlight.
You know, all I hear on on
[3:56]
bills, especially when we have to
approve these special meetings and stuff
[4:00]
that they're trying to hide something
and we're going to raise their taxes.
[4:04]
What they don't understand is the city
that Eddy County hadn't gone up on their
[4:08]
tax rates in over 30 years.
And you know, it just irritates the heck
[4:13]
out of me when people that
>> [clears throat]
[4:14]
» have no knowledge whatsoever and are not
willing to go out and
[4:18]
and find out about it,
make the comments on Facebook and other
[4:23]
social media areas that that we're
trying to hide something and we're
[4:27]
trying to raise their taxes and all this
when they have no idea whatsoever.
[4:32]
» Yes, sir.
>> So, thank you. I'm I just had to get on
[4:34]
my soapbox for a minute.
It just [clears throat] ticks me off.
[4:37]
» And you also also see that our the
county has not raised our tax rates
[4:42]
in many years. It's been basically the
same for many years.
[4:46]
» Yeah, for over 30 years.
>> Yes.
[4:48]
» Mr. Chair, I
uh to I think that Commissioner
[4:50]
Carlson's point I would add that uh
this being considered today for a
[4:56]
special meeting because the time in
which the we receive notification from
[5:02]
the state, the commission has what is
it, 5 days?
[5:05]
» 5 days, working days.
>> So, it's not a matter of having a doing
[5:09]
this at a special meeting. That's not
the preference. The preference is this
[5:12]
board by statute has to act within 5
days receiving the notification from the
[5:19]
state.
So, and today's that day. To try and
[5:23]
keep it consistent with meeting times,
it's at 8:30, which is the times of the
[5:28]
regular board meetings, but this is the
day in which, you know, this is this was
[5:32]
the available day, but it's within that
5 days that we received notification.
[5:37]
And that's what we're doing.
>> Yeah.
[5:40]
» Just to go off a little bit more on
what Commissioner Carlson said,
[5:46]
oil and gas, the oil and gas portion of
our tax represents about $110 million
[5:51]
of our
$149 million county mill levy, the levy
[5:57]
rate that we have. 74% of it
um residential property, the residential
[6:03]
property that's taxed is 6.3 million, so
that's about 4%. So, you can see that
[6:09]
it's
uh all of the county taxes, everything
[6:12]
that's being
discussed here, oil and gas represents
[6:16]
74%.
>> And we're how much and what and 4% on
[6:20]
residential?
>> 4% 6.3 million of the $149 million
[6:25]
county levy.
You got it, so.
[6:28]
» Those are good numbers to know.
>> So,
[6:34]
do we have a motion to approve?
>> I'll so move.
[6:37]
» Second.
>> We have a motion and a second.
[6:39]
Let's call for the vote.
>> Trust.
[6:41]
» Yes.
>> Bowen.
[6:42]
» Yes.
>> Cordova.
[6:44]
» Yes.
>> Cromer.
[6:45]
» Yes.
[6:47]
» That's it. We're adjourned.
>> Thank you. Appreciate it.
