[1:07] We are here today to impose the Eddy County 2026 tax rates that were provided
[1:12] to us by the New Mexico Department of Finance.
[1:16] I believe you all have a packet. And you will notice that as you review
[1:21] the rates there was a very slight changes in all level.
[1:25] I did reach out to all the entities and I
[1:30] received some feedback from them. Some I did not. And so I feel pretty
[1:37] comfortable about all of them because I did review these and
[1:42] was able to get clarification on many of them.
[1:46] I also want to clarify that Eddy County does not set these tax rates but this is
[1:51] these are calculated and provided by DFA.
[1:54] And I would also like to point out that our taxes here in Eddy County are lower
[2:00] than most in the state. Even in our neighboring counties.
[2:05] Uh when I received the tax rates, I did have a couple questions and like I said,
[2:10] I did reach out and I was able to get clarification on most of those.
[2:15] Um there is one that I would like to explain that is in our oil and gas
[2:21] production and equipment in the 16 in non-resident district and it last year
[2:29] it um had a tax rate of uh 22.560
[2:35] and this year it has no tax rate. So I was very a little concerned about that
[2:41] one and I did not really really receive any clarification from DFA, PTD, or
[2:46] anything. But as you look at the taxable value there at the at the top you will
[2:52] see that it shows uh a zero value.
[2:56] And last year it was only 176 in uh in the production and 35 in the equipment
[3:03] and we've seen over the past years that that has just been decreasing and uh so
[3:09] my I figured that because there's no value
[3:12] there now that that is the reason why there is no tax rate.
[3:16] So when we do enter our tax rates to produce the tax roll to the county
[3:22] treasurer, we do not enter these tax rates, but she
[3:26] still has to collect for this oil and gas production and the equipment and um
[3:33] but to get the tax roll to the treasurer, this is not going to

[5:28] regular board meetings, but this is the day in which, you know, this is this was
[5:32] the available day, but it's within that 5 days that we received notification.

[5:46] oil and gas, the oil and gas portion of our tax represents about $110 million
[5:51] of our $149 million county mill levy, the levy
[5:57] rate that we have. 74% of it um residential property, the residential
[6:03] property that's taxed is 6.3 million, so that's about 4%. So, you can see that
[6:09] it's uh all of the county taxes, everything
[6:12] that's being discussed here, oil and gas represents
[6:16] 74%. >> And we're how much and what and 4% on
[6:20] residential? >> 4% 6.3 million of the $149 million
[6:25] county levy. You got it, so.
