[0:00] meeting on Monday evening the 10th of August 2026
[0:06] and it is 7 o'clock on the button. I'll call the meeting to order and I'll ask
[0:12] the mayor to lead us in prayer followed by the pledge of allegiance.
[0:20] God, we thank you for this day and for all of us assemble together with doing
[0:24] business within this burrow of Edstone. We pray for the residents and all those
[0:29] who work within the burrow. Pray for safety and peace. We ask that you
[0:33] conduct us and allow us to conduct ourselves in an appropriate manner. We
[0:37] thank you for all that you have done and all that you will do. In your name we
[0:42] pray. Amen. >> Amen.
[0:43] » I aliance to the flag >> of the United States of America and to
[0:48] the republic for which it stands. One nation under God, indivisible with
[0:53] liberty and justice for all.
[0:59] » Madag. May I have the roll call, please?
[1:04] » Here.
[1:08] President >> here
[1:14] » councelor Johnson >> here
[1:17] » here. >> President
[1:19] » here. >> Mayor
[1:20] » here.
[1:24] » Few announcements this evening. uh council met in executive session prior
[1:29] to tonight's meeting and I will since I was not an attendant at executive I'll
[1:33] yield either to our solicitor or to our vice president just to give us a brief
[1:38] on which items of topics were discussed in executive
[1:43] » uh yes executive session uh matters of litigation or potential litigation uh
[1:49] personnel and real estate were discussed
[1:57] Considering that we've got a smaller crowd than we had yesterday, I will
[2:01] forgo the reading of the review of the public meeting, the quorum.
[2:07] And I will introduce to council again uh our planner from CH Planning, uh
[2:15] Barbara Kelly. and I asked her to attend this evening to give us a quick update
[2:20] on the work that CH planning uh has done to date. And I also just kind of want to
[2:27] remind council that uh per their proposal will be working in five
[2:32] separate tasks. Uh task one would be existing condition evaluation.
[2:39] Task two would be board and leadership engagement. Task three would be public
[2:44] and staff engagement. Task four would be the development of the strategic and
[2:49] comp plan and task five would be the adoption of such strategic and comp
[2:54] plan. And I don't want to steal too much of Miss Kelly's thunder. However, I do
[2:58] believe that she is working on task one and task two concurrently. Uh so so task
[3:05] two being board and leadership engagement. Uh what I would like uh the
[3:09] members of council [snorts] to do is make sure that you take an opportunity
[3:14] to introduce yourself. Again, I think most of you have met Barbara before, but
[3:19] she has been doing a series of 101 ones uh kind of to discuss what is important
[3:27] uh for the members of the board and how they see the future of Eddie Stone
[3:32] unfolding. And without further ado, I'll yield the floor to Miss Kelly. Thank
[3:37] you. >> Can everybody hear me?
[3:39] » Yes. >> Okay, great.
[3:42] Um, yeah, I think I've been here a few times, so I think you you know what's
[3:48] going on, what's going to happen. But I do want to go over and ask a couple
[3:51] things. Now, uh, one of the things that, uh, our staff does existing conditions.
[3:57] Existing conditions are what's your comp plan now? What's your strategic plan?
[4:01] Who's here? What's your demographics? What is your zoning? What's your
[4:05] planning? What's your all that stuff. We get it together and
[4:09] we put it on boards for the public to look at and we say, "Hey, what do you
[4:13] want?" You know, what do you see in the future? Some things are, I mean, pretty
[4:18] good and some things are like, you know, we want a golf cart right next to the
[4:22] school, you know, that So, we try really hard to listen and figure out, you know,
[4:29] what's in the best interest of the township. I'm sorry.
[4:33] Um, the other thing is that We do that
[4:39] through, you know, other things like planning commission.
[4:43] But when we get to the point where we need your help, we hopefully you can
[4:48] identify um who would that be? Who would be the person to um talk to the person
[4:55] to talk to recation? And I'm sure I know that already, but I just want to make
[5:00] sure. I don't want to drop any feathers on this person is this. No, I want to
[5:05] make sure the biggest thing is before I even um start doing the board and
[5:10] leadership engagement is that I need a point point of contact person. U it
[5:16] could be two people one person but I need one person to say hey I need you
[5:22] know this is what we're doing is we need the only reason why I want one person
[5:26] because if one person can actually speak for everybody that's fine but it's like
[5:31] if five people are telling me what to do and they're all different it's going to
[5:35] delay the process. Does that make sense? So, um, it's really important that that
[5:40] point of contact person could be one or two, but that one point of contact
[5:44] person is someone that you feel that would represent the group. Okay, if that
[5:49] makes sense. [clears throat] Yeah. Um, board and
[5:53] leadership engagement. I'm trying to do that now. Um, I we just got together.
[6:00] Um, the Do you have the original contract sign? Okay. Okay. So, we're
[6:06] trying to get um what do you want to do? Do you want to
[6:11] do and I like doing it individually, but I have kind of done that a little bit
[6:15] beforehand. So, do you want to do two members or three members or two members
[6:20] together? Two members together or things like that. So, what are the thing that's
[6:25] one of the things that I like to do is each member. But if you don't want to do
[6:30] that, which is fine, I could do it to 2011. I know the sunshine
[6:35] You can't do majority meeting. Some people like doing it two or three.
[6:40] Sorry. Um um together and some people like to do it individually. I could do
[6:45] it Zoom or I can do it in person. I'm okay either way. Okay. Um also
[6:52] one of the things that I want to know is who are the people in the community and
[6:56] who are the people on staff that you want me to interview? Of course I think
[7:00] you know I went with the chief. He was the longest member here. Um, so I
[7:05] figured it was important to hear way back history, you know what I mean? It
[7:09] was just history stuff. So that was kind of and it was fixed. It was like just so
[7:16] um hopefully um I'll have the opportunity within the next couple weeks
[7:23] to do that. Um if you want I can stay tonight and set up meeting or if you
[7:28] want I can call you. Uh I can give you my number you can call me. Um or we can
[7:34] go to point of contact whichever you like. A lot of people do it different.
[7:37] So I don't want to bring this is how I do it. I can tell you how I do it but
[7:43] I'd rather know how you want to do it. Okay. And we can make that decision.
[7:48] The other thing is public and staff engagement. Which staff do you want me
[7:52] to interview? That's important for me to interview. What do you think? Okay.
[7:58] That's your point of contact will tell me that.
[8:00] to me. That's fine. Um, and do you want when you [clears throat] talk about the
[8:05] public? Let's talk about the public. [laughter]
[8:08] I thought there was going to be more than THE PUBLIC HERE. EVERY TIME I CAME,
[8:11] there was like HUNDREDS OF [laughter] LIKE, WOW, THIS IS CRAZY. THE ONE TIME I
[8:15] WENT, RIGHT? OKAY. And so, I'd like to have you because you know the community.
[8:21] I'd like to know who in the community is really important to interview. Okay.
[8:25] Right? Because it's really important to to know you know them. I don't you know
[8:31] I know a few people but it's important that you tell me who are the people to
[8:36] really get to know who they are. Okay. Um I also like to do focus groups and
[8:40] focus groups would be your business. So, um your businesses um like two or
[8:48] three businesses that you think is really important for me to um know um
[8:52] and I can identify you can identify that if you want me to. Uh and then also your
[8:58] recreation your recreation group would be very good. Uh your I think you have a
[9:04] zoning group I think now. Um, so yours or economic development, one of the one
[9:09] or the other. And then any other group, you have a religious organization, you
[9:13] have, you know, you have a group that does a lot of of community service, you
[9:18] have a nonprofit group, any of those, you identify five of them, that would be
[9:22] great. Okay, you can identify five and I may go up to, you know, seven or eight,
[9:26] but if you can identify five of them, that would be wonderful. Okay? And you
[9:31] can, one of you or two of you can be involved in that. I have no problem with
[9:34] that. Well, the residents I would say it
[9:40] depends and and I'm I'm open. Okay. I'm open. I usually do around five to seven,
[9:46] but some I did 20. Okay. Depending on Oh my god, you have 10 people. You're
[9:52] really good. You really want them to be I don't mind that. And you could do it
[9:56] as a whole group and that would be good too because then they can, you know, go
[10:00] off each other, you know, unless this way. Unless you want this group and
[10:05] then this group to go there, you know, sometimes like that. So I like to do
[10:10] between five and 10. Okay. Um, now remember, we have public meetings. So
[10:16] the entire community is involved. There's like three or four of them.
[10:20] Okay. So everybody's involved and we actually do a survey to the entire
[10:24] community including the businesses, including developers and things like
[10:28] that. So that's really we do a survey to everyone.
[10:33] a good website or you don't have a good website.
[10:36] » You don't. Okay. >> It's a matter of opinion. [laughter]
[10:40] It's a matter of opinion. Some people are just
[10:43] » fine with the website [laughter] we currently have.
[10:46] » Other people want to see a complete and total revamp,
[10:48] » okay, >> of the website we currently have.
[10:51] » Okay. So, we can there's um what I did uh I did this during COVID. We called
[10:58] them chai chats. And basically what we did was we actually did chai um chats uh
[11:04] zoomed. So we did zoom like topics and stuff. U and that was great. Um but that
[11:09] was after that was kind of during and after the survey. Okay. But with the
[11:13] survey you really want to get them out. You really want to get them out. Maybe
[11:16] the fire company and the police. Sorry about this one. Didn't tell you guys but
[11:20] the fire company the police usually get to see people. They can you know um send
[11:24] it out. We'll actually create a little um Q code a QR code and you can put it
[11:30] on different businesses. You can do it in this the post office. You can do it.
[11:34] There's a your there's a lot of places to do it. Your school um the uh we
[11:40] actually get the school involved. We talk to the school districts and get
[11:43] them involved too. So we really do go above and beyond to get the people I
[11:50] knowing that it's there. Okay. Um, and the other thing is where do you want it?
[11:56] Okay, sometimes people want it at the township building, some people don't.
[11:59] So, it's up to you. Do you want to do it at a school district or a school? You
[12:04] want to do it at a a meeting room that has a really nice conference room. Uh,
[12:08] you want to do it at a nonprofits. Uh, we've done three or four of them at a
[12:12] nonprofit, which is nice because it's very neutral and very welcoming, that
[12:16] type of thing. So, you can think of a place that you want to do that. And you
[12:19] could do three or four. I think there's three of them I think in there or four
[12:23] of them, but I think three are really important. Um, so
[12:27] identify really good places to do that because that you'll get more people.
[12:32] Okay? And we'll talk about the times for them because you don't want all of them
[12:36] the same time. You don't want all of them during the day. You don't want them
[12:38] all during night. You might want to do one on the weekend. Okay? So, you want
[12:42] to get it where you get the most people. The especially the first one. The first
[12:47] one is like this is who we are. you know, this is our existing conditions
[12:51] and what do you want to see? That's the real big. Okay, second one's pretty
[12:56] good, too. But that first one, you want people there. Okay, does that make
[13:00] sense? I mean, because you really want a lot more information up front than later
[13:04] on. Um, but we do adjust. Okay, and that's the um public and staff um
[13:11] engagement. We do a lot more things with the public. Um, and we can get to that,
[13:16] you know, a little bit later, I think. Um, I'm trying to give you things to
[13:22] baby steps of I really need this. I need the point of contact. I need um, think
[13:26] about the places to have a public meeting. Think about what community
[13:30] groups that you want me to meet. Think about what leaders in the community you
[13:33] want. And they don't have to be a leader. They can be somebody who is that
[13:37] you're like really wealth of information. Okay. Um, think of your
[13:41] staff. Um, and do you and the other thing is what are some of the developers
[13:47] or businesses in the area? That's really important because that's the
[13:51] organization. Um, we're thinking the business use registration association.
[13:57] Who would be really good with that? That's because that's income for you.
[14:01] Um, recreation recreation because that's always something that people want.
[14:08] Um and then we get into the plan. Once we get all that information, then we
[14:13] start identifying what you want your comp plan and what you want
[14:17] strategically. Okay. Uh your infra the also during your sorry during your
[14:22] existing commissions we talk about your existing um infrastructure and that's
[14:27] everything police fire staff roads um storm water all that. And then when
[14:35] you're doing your comp plan, your strategic plan, it's really getting into
[14:38] okay, what what realistically can you do? What can you see? What do you want
[14:43] as a community? What do you want to see? And then we also I like putting together
[14:48] the funding sources. Here are some of the funding sources for each one of
[14:51] those things that you want to do. Okay, does that make sense? And then also the
[14:57] um toward the end is like your ordinances and things like that because
[15:01] then you don't know what you want yet until that. Does that make sense?
[15:05] » Uh, and then your adoption. And then that's the biggest thing, right? When
[15:09] you get the community up again back in and say, "Hey, this is what we're doing.
[15:13] This is what we're going to adopt." And then you it makes it a lot easier for
[15:16] you to adopt when everybody knows what you're adopting. Um, we're very very
[15:21] transparent. Uh we want to have everybody involved all stakeholders and
[15:26] please tell me any unique stakeholders I didn't mention that are important
[15:30] because um you know your community. Does that make sense?
[15:36] » Does it [laughter] does anybody have any questions?
[15:41] » Wow. No question. >> Well, I have a few questions letting
[15:46] everybody else have the opportunity to >> Okay. So, I know you've been working on
[15:51] a timeline from start to finish >> and if memory serves, I think this is
[15:56] kind of a 14, 16, 18 month process.
[16:01] » Yeah. >> Um, so, so just to kind of give the
[16:04] board an idea of, you know, how this is all going to unfold. Um, you know, we
[16:09] certainly are going to get started in 26.
[16:12] um a bulk of the of the work is going to be done in calendar year 27, but we'll
[16:18] also be pushing into 28 um for you know getting the final plan together, getting
[16:23] the adoption uh taken care of. So uh and I say these things from from a budgeting
[16:29] standpoint. Um what I can do is I can share with uh Franker Simpson the
[16:35] proposed um
[16:39] timeline for the different tasks and and and the budgeted dollars that CH
[16:44] planning has put together for >> uh completion of each of those tasks. So
[16:49] it it's certainly an expenditure that I think we've had this discussion before
[16:53] that is going to be spread out. It's not going to be a write a one lumpsum check,
[16:58] » right? Yeah. You don't want to do that. I now you do it as we do the work. Okay?
[17:03] We don't want to you don't pay us ahead of time. You pay us after. So when we're
[17:07] done part of the job, then you pay us. So
[17:10] then you and you have to sign off on it. Okay? Um the point of contact has to
[17:15] sign off on it. And it's important because I want to make sure it's done.
[17:19] Like I want to make sure that you're happy with the work before you know you
[17:24] sign off on it to get paid because I really don't want to do later on say,
[17:28] "Oh, wait a minute. We didn't do that. No, no, no, no. Let's do it. Let's get
[17:32] it done. And now there's certain things. I'll give you an example. There are
[17:36] certain things that you may something has to be delayed because of of another
[17:41] person like a PEDOT didn't come to a meeting. So, we have to meet with
[17:45] Pendot, you know, in two months. Okay, I [clears throat] get that. You know, that
[17:48] type of thing. But pretty much we get paid for what we do.
[17:53] » That make sense? And it's in the proposal how we get paid, too. So it's
[17:57] on that >> the series of public workshops.
[18:02] » Yes. >> How many are you anticipating?
[18:04] » I think it's four. >> Four,
[18:06] » I think. So it's in the um I should have uh Yeah, I think it's four. But we may
[18:11] do one more because of a couple projects, but I'm not sure.
[18:17] » Possibly. >> Possibly five, probably four. But
[18:19] remember, we're doing a lot of meetings in between,
[18:22] » right? >> See? Okay, let me explain something. You
[18:25] have four public meetings which is there's big meetings every day but we I
[18:30] think we build in monthly uh meetings with the steering committee. I like
[18:36] having a steering committee. So you need to figure out who you want on the
[18:39] steering committee. I know you can have three board members because you of the
[18:44] of the um executive session. I'm sorry. >> Yes. Thank you. Um, so you would do two
[18:52] and then >> or you need four to be a four.
[18:54] » Yeah, four. Okay, thank you. Some three, some four. Some uh So you could do
[19:00] three. Now you could you could switch them. Okay. Um you could do like
[19:05] [clears throat] you remember we're doing a comp plan and a strategic plan. So
[19:09] anybody's ever planning and economic development and that will go to those
[19:12] meetings and then the strategic plan you would want to do the economic
[19:16] development and recreation that's it. So you can take they don't have to be the
[19:21] same people. I like it being the same people but because of the you know the
[19:26] rules you could I can't go you can go back. Does that make sense? And we'll
[19:31] give you the topics of what we're doing each month. Um and I think I broke them
[19:36] down where um some of them were the comp plan and some of them were strategic
[19:40] plan. Okay. Whoever's whoever the finance should be institute whoever is
[19:45] your account plan should be your planning.
[19:48] It makes sense. Okay. Um but it's nice. >> So when would you recommend the first
[19:54] public workshop? >> The public the public meeting or the
[19:57] public uh >> the first public the first public
[20:00] workshop for >> the public the public. Okay.
[20:04] » Because I would think that that first one's probably more of an information
[20:07] gathering session. >> Yeah. We have to do the existing
[20:11] conditions um done. We need to have your comp plan. I want to ask you a question
[20:16] before I I answer that question. Is that when your comp plan is with a m your
[20:24] multi- comprehensive plan? Am I correct? >> I believe that is yes.
[20:29] » Yes. So did you hopefully did you tell them that you're going to be doing a
[20:36] comp?
[20:39] I guess the answer is no. The other townships that you did the multilan
[20:43] with. >> We did not reach out to the other
[20:44] townships. However, we did reach out to Delaware County Planning.
[20:47] » Okay. So, >> and my understanding is Delaware County
[20:50] Planning was the one that steered the multi-unal plan.
[20:54] » Oh, okay. Is that true? Okay. Okay. So, Okay.
[21:00] I have a question then. A followup question is was it Ridley Ridley
[21:05] Township and who else? I don't really
[21:11] » really really township and two others really township has their own comp plan
[21:17] right they have their own complaint
[21:22] yeah okay so yeah okay so uh they didn't come back did I guess you wouldn't know
[21:28] but did they contact you probably not okay so that's going to delay a little
[21:32] bit of the first meeting but I'm going to do that now okay because I didn't
[21:36] know if you did or If not, I'm going to go to the um
[21:39] planning department with Del County and Ridley Township. And there's another one
[21:44] right here. Is it? No. Okay. It's one other. I think it's
[21:50] four. So, I'll go to those other four and say, "Hey, we're we're doing a comp
[21:55] plan. The the Del County knows about it. Um I and I know I'm sure it's the
[22:02] township really." So, um, and I'll say, "Can I have your plans?" Because we need
[22:08] to look at their plans because if they have their own plan, hopefully
[22:13] it's not multi municipal, but it's your plan. You see what I'm saying?
[22:18] » So, I kind of need to know that. Okay. Because um I didn't see one just for
[22:23] you. So, that's why. Okay. So, to answer your question, I will answer your
[22:29] question. So probably we're in September now basically. Okay.
[22:34] September. So you're talking probably October. In October.
[22:40] Okay. Probably mid October because that will give us a really good indication
[22:44] through a little bit of survey a little existing all the existing positions will
[22:49] be done and a little survey. Okay. All your meetings will be done.
[22:55] The staff people that you want identified will be done and some
[23:01] steering commission. I need that steering committee started before
[23:06] the first
[23:13] question. Does that answer your question?
[23:17] » Any other questions? When can I get the point of contact?
[23:22] When can I get [clears throat] when can I get leaders identify identified? As
[23:28] soon as you get me that I can that's the biggest four things right now
[23:35] and I will work with somebody on the comp person who I would work with on
[23:43] identifying the comp
[23:47] who can I say questions. >> So my recommendation on you know point
[23:53] of contact is our manager. >> Okay.
[23:58] And the reason I say that is because, you know, not only is it going to be
[24:04] conversations multi-unip is that, you know, she's the one that's about to make
[24:07] phone calls to her counterparts in the neighboring municipalities to explain
[24:12] what's happening, but but also she's the one that would be able to coordinate,
[24:18] you know, with, you know, your interaction with individual members of
[24:22] council and the mayor and and the staff since she's in charge of
[24:30] So, I would I would put her as the point of contact for the comp plan itself. Um,
[24:36] in regards to a steering committee, what I'd like to do is stronghold the rest of
[24:40] the council and and come up with some folks
[24:45] that were willing to step up and and and start the steering committee process.
[24:51] When you say steering committee, I'm assuming that that would be a
[24:55] combination of members of council, possibly me members of the public,
[24:59] possibly members of the business community, and would we also possibly
[25:05] engage some professional staff? >> You can. Yes, you absolutely can. The
[25:12] staff um is not any part of the Yes, you can.
[25:16] » Yes.
[25:22] Why not?
[25:26] » Economic development is is a portion of of the overall comp plan. We're dealing
[25:32] every committee that we have as a council have to be incorporated into
[25:37] this comprehensive plan.
[25:42] » Oh yeah, it could be steering committee. Absolutely. Yeah, absolutely. I mean,
[25:47] I'm not saying yes, they can be part of the
[25:51] Yes, absolutely. >> I think we need two people.
[25:56] » Okay. I said one or two. >> Okay.
[26:00] » That's fine. I mean, >> doesn't matter.
[26:05] » Okay, that's fine. I just That's why I always say one and two. I never want to
[26:08] get myself in trouble by saying one, but one or two is fine as long as they're
[26:13] okay together and I won't get conflicting forms. Okay. Okay. So, If
[26:19] you can give me the point of contact or two point of contacts, if you can give
[26:24] me anyone that you feel that's on the steering committee
[26:28] steering committee and um
[26:33] if I have any questions about the plan or infrastructure, I can I get to one of
[26:39] those two people. Okay. Um I need times. Do you want me to call you? You to call
[26:46] me. I need to know that. So then I can set those
[26:49] or do you want to do it tonight? Okay. Um, and what leaders in the community do
[26:54] you want me to individually or together meet?
[26:59] And and what I mean by leaders in the community could be business, it could be
[27:02] nonprofit, could be religious, could be, you know, leaders as a whole. Okay. and
[27:07] um and the steering committee. I don't and
[27:12] then any questions that you want on the
[27:16] survey. Yes.
[27:19] » As far as volunteer like we shouldn't just be like
[27:23] hey they need to be on right >> they would have to volunteer to be on
[27:28] » Okay. Just making sure. I was just making sure I'm like I want to
[27:33] » like oh I put you on a steering comm. [laughter]
[27:37] Yeah. Yeah. >> I got four I got some people. Great.
[27:40] » So, I [laughter] I'll ask the board this question is the the next step is going
[27:44] to be is to have Barbara meet individually with members of the board.
[27:50] How do you prefer? Do you want me to give her your number or do you want me
[27:54] to give her your number? >> I was gonna write my number on this
[27:57] paper, too. >> Okay, good. That's fine. [laughter]
[28:01] » No, if you want to just give me your phone number or email, whichever way or
[28:05] both, give it to me tonight. I'll set them up. Okay. Now, I know that probably
[28:11] all of you work during the day, so I don't mind at night or uh on the
[28:15] weekends. Um weekends is fine with me. Um and if I could do it' be great. If I
[28:22] can do like if you want to do eight, you know what I mean? It'd be nice to get
[28:26] like three in one time. Not three. If you all want to do it together, great.
[28:30] If not, I could do like a nine and 10:30 11. That would be great. Uh do you want
[28:35] to meet here? You want to meet somewhere else? That's fine. Um, just tell me how
[28:40] you want to do that. And just tell me
[28:45] the easiest thing is what I'll do is I'll text everybody's
[28:51] » right. >> Okay.
[28:54] » Okay. >> And then I'll get your number
[28:58] yourself. >> Yeah.
[29:05] » Yeah. And um I'm sure I hope I'm not speaking out. I assume you want me to
[29:10] meet there but um I'm assuming but [laughter]
[29:18] so um I you know it's just you add him on that.
[29:30] » Oh absolutely. You're going to get
[29:40] » during late morning. >> Oh, okay. I didn't know. I just said I
[29:45] wasn't sure. So, I always >> I'm not working.
[29:47] » Okay. So, late morning, early afternoon. >> So, when I'm when I'm working on one
[29:52] day, I can come see.
[29:58] Uh, anything else would you like? If I have a question for JP, is it okay? Do I
[30:05] get you to go to him or can I just go to up to you?
[30:10] » Let us
[30:16] I just want to make sure because I know you pay
[30:19] [laughter] and lawyer. I don't think I hope
[30:22] » we don't call a lawyer. >> I [laughter] HOPE I HOPE I DON'T HAVE TO
[30:26] CALL YOU. NO, I AGREE WITH YOU 100%. I HOPE I
[30:31] don't have to go in. >> Sorry. The board have any questions for
[30:35] Miss Kelly before we move on? >> No, but here, take this.
[30:38] » Thank you. >> Thank you.
[30:42] » I appreciate it. And thank you very much.
[30:44] » Hopefully I'll be seeing you soon. >> Great.
[30:47] » I start as soon as you guys start. How was that? That way.
[30:52] » I do not see anybody on the board for public comment. Miss Kelly, I do
[30:56] appreciate you taking the time out of your day. They've been here multiple
[30:59] times and we look forward to, you know, becoming good friends.
[31:08] » Mayor, your report, please. >> Okay. Well, um, for this month, the
[31:13] month of August, we have two events scheduled. Number one, on this Saturday
[31:19] from 11:00 a.m. to 3 p.m., we have a community closing giveaway.
[31:24] Um, I have a flyer
[31:29] We're going to be giving away clothes. We have several donations.
[31:36] That's going to be Saturday, August the 15th from 11:00 a.m. to 3 p.m. at
[31:41] Lighthouse Hall. It's not going to be inside the gym. It's going to be in the
[31:45] hallway. We're going to utilize one of the rooms on the side.
[31:52] » I'm sorry, Tom. Again, >> 11 to three.
[31:57] taking donations, you said. >> Do you have donations of
[32:00] » clothes? You said >> yes. No, we weren't taking
[32:05] some clothes. >> Only because I never really asked.
[32:07] » Oh, okay. Okay. >> Not a whole lot.
[32:11] » Okay. >> We don't want to clean out the whole
[32:15] » All right. Um, also on the 22nd, we're having a back to school drive. Back to
[32:22] school supply drive. um which is going to be from 10:00 a.m. to 2:00 p.m. at
[32:26] Lighthouse Hall, of course, in the hallway. Um um we're going to have uh
[32:32] Wawa Shop right and our sponsors are also going to be
[32:39] Parkland's giving tree overcomers to Christ. Um, and anybody that wants to
[32:44] donate to help us to buy supplies, I'm more
[32:48] than happy to do so, buy additional supplies for the children. Feel free to
[32:54] give me um and uh the school also will be giving
[33:00] us some supplies, um, some book bags as well as some shoes that they have, um,
[33:06] they want to give out. That's going to be August 22nd
[33:10] from 10:00 am to 2 pm in Lighthouse Parkway.
[33:15] So, um looking forward to those two events and looking forward to having a
[33:19] good outcome meet the needs of the residents.
[33:27] Any questions of mayor's events? >> Mayor, anything to add before we move
[33:32] forward? >> Not at this time.
[33:36] action items. At this time, I'll ask uh director Simpson to deliver the
[33:41] financial report for July 2026. >> I'm sorry, I just lost my internet
[33:45] connection, so I'm connecting. >> Oh, okay. I've been having trouble as
[33:49] well. >> Yeah,
[33:49] » just got kicked off. I will be momentarily back in front of
[34:36] All right. Very sorry about that. Thank you. [snorts] In June, sorry.
[34:42] In July, $110,4595
[34:47] of deposits were received into the Sharon Bank general and depository
[34:50] funds. Total general fund expenditures of $510,96460
[34:55] were dispersed which includes $220,4134
[35:00] for payroll. All bank accounts of which we are aware and receive statements have
[35:04] been reconciled through July 26.
[35:20] Council, you've heard the financial report for July 2026. Is there any
[35:24] questions of Mer Simpson? >> No.
[35:29] » This time I entertain a motion to accept.
[35:32] » I have a motion from Mr. Jackson. Can I have a second?
[35:36] » Second. >> Second from Mr. Bolton.
[35:40] All in favor, please say I. >> Any opposed? Motion will pass
[35:44] unanimously. Chief Machesky can give us the fire report for July 2026, please.
[35:49] » Sure. Fire report for July 2026. Eight fires one more
[35:59] two working fire alarms three vehicle rescue one leaks two vehicle fire two
[36:06] pedestrian stroke one CO2 alarm one alarm
[36:12] 70
[36:17] council entertain a motion to accept the fire report for July 2026 Six.
[36:23] » So move. >> I have a motion from Vice President
[36:27] Fairby. I have a second. >> Second to Mr. Bolton.
[36:34] Is there any questions or comments about the fire report prior to the call
[36:38] for action? >> Yes, I have one.
[36:42] Chief, they're going off to St. Chai Chester
[36:47] and RP staff running the fire truck.
[36:52] » So we have the three guys will send the one guy the driver
[36:57] » one guy. >> Yeah, we're trying to do
[37:00] » they'll have to supply the uh volunteer to get that truck out. They're asking if
[37:07] they did send
[37:16] » and it's always three guys. >> There's something in the
[37:20] » Yes. Okay.
[37:28] » Any other questions? >> Not hearing any. All in favor, please
[37:33] say I. I. >> Any opposed? Motion will pass
[37:36] unanimously. Chief Machesky, [clears throat] can you
[37:39] deliver the EMT report for July 2026, please?
[37:42] » There is no EMT report for July.
[37:50] » I do a firework report. >> I see that. Miss Richmond, can you note
[37:55] that we did not receive any reporting report and that uh at our next meeting,
[38:00] we'll have to double up for July and August.
[38:07] Chief Pachesky, would you deliver the fire marshall report for July 2026,
[38:12] please? >> Fire marshall report uh is one request
[38:17] for records. Uh assist fire company one on the vehicle fire submitted by Robert
[38:22] Fire.
[38:25] » Have a motion to accept the fire marshall report for July 2026. Please
[38:29] order. >> A motion by Miss Jackson. A second from
[38:36] Mr. Bolton. Is there any questions or comments about the fire marshall report
[38:40] prior to the call for action? Not hearing any. All in favor, please
[38:45] say I. I. >> Any opposed? Motion's going to pass
[38:49] unanimously. >> Mr. Stewart, there police reports
[38:52] submitted to the agenda. Do you want me to table?
[38:54] » No, I let's let's just put it in there. So, we'll entertain a motion to accept
[38:59] the police report for July 2026. Second. [laughter]
[39:08] » Let me back up. [laughter] We're gonna we're going to reel this
[39:12] back for tell Mr. Stevg to move the 10 back 15 minutes. And this at this point
[39:19] in time, the solicitor is going to ask for a motion to amend the agenda
[39:24] » to include the police report. So, may I have a motion to amend the agenda?
[39:29] » So move. I have a motion to amend from Miss Farby.
[39:33] » Second. >> And I have a second from Mr. Bolton. All
[39:37] in favor of amending the agenda to include the police report, please say I.
[39:42] » Any opposed? That motion is going to pass unanimously. Now that we've amended
[39:47] the agenda to include the police report, I'll ask Chief Machesky to deliver such
[39:51] police report for July 2026. I'm paying attention.
[39:56] » No worries. I I could have table. Uh police report for July 2026. 72 calls of
[40:00] service 94 between midnight and 8 198 between 84 and 18 between 4 and 12.
[40:08] Council, you've heard the police report for July 2026. I have a motion to
[40:13] accept. So move.
[40:15] » I have a motion from Miss Farby and a second, please.
[40:22] » I have a second from Miss Jackson. Is there any questions or comments to Chief
[40:25] Machesky prior to the call for action? Not hearing any. All in favor, please
[40:30] say I. I. Is there anybody opposed? Motion to accept the police report has
[40:35] passed unanimously. >> Who would like to do the code report?
[40:49] » Let me just see kind of what we got. We got a very extensive package report.
[40:56] » Council, I'll give you the abbreviated version. that's acceptable to the
[40:59] council. You do have the packet from Commonwealth Code Enforcement for
[41:04] um July uh 2026. It's a letter dated August 10th from
[41:11] Anthony Tartaglia addressed to the president.
[41:16] During the month of July, there was 14 rental inspections, seven real estate
[41:22] transfer inspections, seven rental reinspections,
[41:28] and three real estate sale reinspections,
[41:37] five residential contractor registrations, 11 residential permit
[41:41] applications,
[41:44] one commercial industrial application,
[41:50] seven residential rental operator licenses,
[41:54] four use and occupancy applications were received and one change of tenant
[41:59] application. Just to give the council an update on
[42:04] the transition is Commonwealth Code will be transitioning
[42:10] out of the burrow effective the 31st of August.
[42:16] The Yorkies will be taking over the first of September.
[42:22] Mr. Tagley has agreed to stay on also been very gracious with opening up
[42:30] a lot of communication with Europe.
[42:38] And I spoke to him this afternoon. He said that there are multiple meetings
[42:42] that are being scheduled. so that there is a smooth transition
[42:48] with your is there any questions or comments about
[42:53] the code enforcement report for July of 2026?
[43:08] around.
[43:18] » That's correct. My understanding is the Commonwealth Code Enforcement does have
[43:23] forces that are in place. looking for your package.
[43:31] I don't want to specifically call out individual addresses,
[43:36] but there's followups on complaints for uh trash
[43:43] highrass.
[43:48] High grass
[43:56] junk outside of properties off windows. High grass,
[44:08] abandoned vehicles, building materials and
[44:14] yards.
[44:18] So it's like one, two, three, four, five, six, seven. One, two, three, four,
[44:27] five, six, seven. So 7* 7 is 49, right?
[44:33] » I think that's right. >> So So there's there's 49 instances that
[44:37] were reported in the month of July where a door knocker was dropped off or
[44:42] letters were sent to residents. So There there is an action to put um
[44:54] unfortunately with the government process government.
[45:00] government to work, but the effort is being made to make
[45:06] people aware that we are expecting properties are well maintained and grass
[45:12] is out of order.
[45:21] » Yes. Um, so
[45:26] when are you going to give us an update on property?
[45:32] » My understanding is that is part of the handoff process.
[45:39] You know, I'll I'll put Mr. Bolton on the spot is, you know, and he he's very
[45:45] very wellversed on exactly what the code process is. So, Mr. If you could just
[45:50] give a brief overview of exactly when when a complaint is received, how it
[45:57] goes from from complaint to resolution. So you can complain about
[46:11] an account, upload pictures of the neighbor's yard and complain.
[46:19] And that automatically throws up an alert on open
[46:26] that whoever
[46:30] maintain
[46:37] that complaint.
[46:42] So it's up to them. [clears throat] You start off with a
[46:46] yellow door knocker or hanger. It's basically
[46:51] friendly reminder. That's so people don't get upset when they see that
[46:54] pretty red.
[46:58] Then you get the red. After the red one, we have a ticket.
[47:04] Ticket
[47:11] money.
[47:16] You don't resolve that citation.
[47:25] That's the process.
[47:41] Commonwealth hands over they'll be handing this to them.
[47:46] So they go into they can look at all these properties to
[47:50] see whether or not they have been addressed. You know where stage they
[47:56] whether it's a a red tag whe
[48:01] And then there's multiple stages
[48:07] [clears throat] working together.
[48:14] Any other [clears throat] questions? Comments about code.
[48:22] This time I enterain motion to accept the code report for July 2026.
[48:28] be motion
[48:35] please say I >> any oppos
[48:41] Mr. Kelly.
[48:45] » Thank you, Mr. President.
[48:59] early
[49:06] the demo of the highway department site contract will start immediately
[49:10] following termination of power. We expect that to happen next week ahead
[49:18] of the time to get Pico set with the line so that the contractor can
[49:24] demolition. The gas work uh along the streets are
[49:28] moving along little incident. We do get updates once a week on their progress.
[49:34] Um [clears throat] pothole repair. I recommend that council considers
[49:38] authorizing our office to solicit bids to make pothole repairs. The county aid
[49:44] funds that can be used for this purpose. If we do not use them, we lose them. So,
[49:49] it's a new process to the county. If you do not lose use your county aids, you
[49:56] you will lose it. There's about $5,000 there. So, it seems frivolous, but
[50:02] that's the only way we can use it is if we advertise to use it like a road
[50:07] program or fuels and then council authorizes the project. Again, it's
[50:14] going to be small $5,000 worth of work, but we can do this very very very
[50:20] quickly so that you're not wasting a lot of money in engineering yet you can use
[50:24] $5,000. So if everyone's okay with this, I don't
[50:28] know that it needs council action unless it's completely rejecting the idea. I
[50:33] will bring back um a proposed use of those funds at the September meeting
[50:39] consideration.
[50:43] » I have two questions. >> Yes. Number one, you have a status on
[50:48] play equipment. >> It's the sideboard is installed.
[50:52] » Installed. So, it's ready to be used now.
[50:54] » Yes. >> Thank you.
[50:56] » Good. >> And also, um, should we halt any
[51:00] operations within the gym until everything is completed?
[51:05] Um,
[51:08] I I would wait until we have a much more solid date that they're going to start
[51:13] this war >> indoor divorce. So, I don't know. I
[51:18] wouldn't halt anything at this point. >> Inside understood.
[51:23] » Yes. >> I think once we get a much more solid
[51:26] date that they're going to install doors andor floor, of course, we'll
[51:30] communicate that. I'm sure there's going to be at least a week's advanced notice.
[51:36] » Okay. >> So, I I would hate to say you can't use
[51:39] that facility while we're waiting and waiting and waiting for doors. So, we'll
[51:46] keep communication open. We'll tell you exactly what proposed at least within
[51:51] the week to get any of this additional.
[51:57] » Any other questions? >> I do.
[52:01] Um the storm water that we've had, you know, cleaned, cavern, um did that GIS
[52:11] also? >> Uh it did it. Yes. And that's only from
[52:17] Seventh Street to the river, not the entire. Okay. I've had some uh there's
[52:24] several areas in the burner that have uh storm water inlets that are like filled
[52:30] with dirt and they don't go anywhere. Don't even know if there's a pipe down
[52:34] there or anything. But it got brought to my attention today by one of the
[52:40] residents on Ninth Street that showed me a video of the water running down Ninth
[52:46] Street and then it runs right up the neighbor's driveway and then runs down
[52:50] the sidewalk. The same sidewalk that the kids got to walk to school and
[52:54] everything else. And our concerns are it's already bad because when they
[53:00] repave the street, they don't grind down enough and the curves get smaller.
[53:06] and the street gets higher along with the driveways. And that's kind of what's
[53:10] causing this. And now that Pico is doing the gas line and they repave the street,
[53:17] what happens is now the street's even going to get higher
[53:20] and she's been here for 50 years. And she said to me that there was a a uh
[53:29] a storm inlet right by the school that is no longer there. In other words, it's
[53:35] been covered up. So, I don't know whether or not it's been covered up
[53:39] because she's dead, but she said water used to go in years ago, but now we only
[53:44] have a storm drain up on Simpson Street, and all that water runs from there all
[53:49] the way down 9inth till it gets to the corner of [snorts] Ninth in Seville.
[53:55] By that time, it's already on sidewalks on a heavy rain.
[54:01] » So, I'll take a look at that. um immediately.
[54:06] But back to the paving situation, the contractor before he paved the road
[54:11] should do at minimum curve line milling to maintain the reveal of the curve.
[54:17] So we'll talk to people about any other restorations.
[54:23] Just it just it I mean the curves used to start out at 4 in and some of them
[54:27] are down to like two, you know, and and driveway it's even worse because now the
[54:33] water just goes straight up the driveway down the sidewalk. The problem was like
[54:37] she said to me was, you know, come winter time you get a heavy rain and it
[54:41] comes down the sidewalk and freezes. This is this is a walking path of the
[54:46] kids on your school side. So she's like, I'm the first person that's going to get
[54:51] sued by somebody
[54:56] close.
[55:03] Um, one other question about storeboard. Has it been determined where the
[55:10] infiltration is coming from? I mean, it's my guess it's from industrial
[55:14] properties. Um, a large portion is correct. Any idea
[55:19] of what the you say large portion what the percentage of our infiltration is it
[55:26] 90% of our total infiltration coming from the industrial properties 50%. It's
[55:33] probably closer to 60 >> 60%
[55:36] » 60 but the the report wasn't necessarily
[55:42] presented that way. I can interpolate it that way. We could do a
[55:48] spreadsheet preset analysis on that. >> The reason I'm asking this is
[55:54] [clears throat] since we implemented a sewer okay of
[55:59] where you're based on water usage so
[56:05] the residents pay I believe is somewhere around $6,000 gallons and the commercial
[56:11] is around seven something by a couple cents or whatever. Um, and that's the
[56:16] commercial properties. My the reasoning for this is I believe that the
[56:22] industrial properties should be paying more than that because of we're paying a
[56:28] total silver fee that the residents and the local businesses
[56:33] don't have the infiltration that the amount of flow that's coming
[56:38] through. And I noticed we had saved a total of $54,000
[56:45] one time just from when Alliance bought the property from
[56:52] u the warehouses. Yeah. >> Because once they cut off the sewer line
[56:58] there, now all the infiltration didn't go into our sewers. What was a savings
[57:02] of 50 some thousand dollars in one year just by that. So it kind of told me if
[57:08] that was properties doing it, so do the rest of the industrial properties.
[57:13] » And even at by having a third [clears throat]
[57:18] in this, and the reason I'm bringing it up because we're getting ready to do
[57:21] budget talks, um, and the ordinance has to be
[57:25] rewritten that way, but I think it's it it's still cheaper than what Del Porter
[57:32] charges their commercial properties. I mean, we have a less rate than what the
[57:38] quarter actually charges their residential customers and their
[57:41] commercial customers. Our rates actually cheaper.
[57:45] So, it's not like somebody can complain about
[57:52] understand. I I'll find out what
[57:59] plus the uh the meters remain in place. >> They're still in place. Yeah. We're
[58:04] continuing to collect data. >> Okay.
[58:07] » But the report does show clearly that there is a large infiltration in that
[58:11] area. >> I'm really interested to see how much
[58:14] infiltration is coming from 1003 industrial highway.
[58:24] » Thank you.
[58:30] One quick followup, but I know that we had Mary Sam here from
[58:36] » Yes. >> Have we reached out to her or she
[58:37] reached out to us? >> She did. Actually, we did have a brief
[58:41] email exchange and her recommendation was to tailor our um approach to include
[58:49] what we've already done, which means it to include the uh work that we've
[58:56] already done. and then get bids for additional work so we can tailor the
[59:02] scope to a much more dollar specific dollar. So we can do
[59:09] that. will move forward that the the last year
[59:14] third year I mean
[59:18] already starts
[59:32] the year
[59:38] next
[59:44] I don't know if that's January, but I'll be
[59:59] any other questions, comments
[1:00:03] for a motion to accept the engineers report.
[1:00:09] with the motion. Second
[1:00:15] » all in favor please say I motion will pass unanimously
[1:00:22] Mr. Solicitor and the rental agreement for Joe Hughes Hall an opportunity to
[1:00:28] review the proposed agreement any comments in regards to
[1:00:33] language that >> uh I I do have
[1:00:38] some concerns particularly the um the cash payment the bureau does have no
[1:00:43] cashy um so just everything should be handled
[1:00:49] by however
[1:01:04] I'm looking
[1:01:07] We have a a lot of cash that runs through the burrow. Not just for rental
[1:01:17] cash for just about anything that wants to come in and say, "I want a permit.
[1:01:34] if they can. But you know, at the end of the day, Chief, if somebody comes in to
[1:01:38] pay a parking ticket, do we take their 20 or $25? That's different.
[1:01:54] » I have I have one comment about this, >> right?
[1:01:57] » It has to do with cash. You're asking them to pay in a check or
[1:02:02] a money but then pay in cash for the other part. So you're kind of taking two
[1:02:10] different types of payments here.
[1:02:15] That's probably not you're going to pay in cash. You pay the
[1:02:20] whole thing in cash or you pay that whole thing in check or money credit.
[1:02:25] And is and is this in the intent to pay cash to
[1:02:30] the overseers. >> That is the Yes.
[1:02:34] » That's a real problem because now they're employees of the barrel and now
[1:02:38] we're paying cash. That's not excuse me. This has been
[1:02:54] an overseer can't just be handed cash and then it needs
[1:02:58] to be accounted for appropriately.
[1:03:04] » Yeah, exactly.
[1:03:20] » [laughter]
[1:03:26] » So I'm going to ask the solicitor your your opinion is that this has been
[1:03:30] hanging on for months now. Do do we want to table any action on the rental
[1:03:38] agreement this evening with the understanding that we've got to do a
[1:03:42] little bit of work in cleaning it up? >> I I I think that's fair. I think it
[1:03:55] but in any event should any events occur between now and then? I mean we can't be
[1:04:01] accepting can't be
[1:04:08] How would you recommend that the overseer be compensated for the time
[1:04:12] that the overseer puts in that corer?
[1:04:27] » How you view the service?
[1:04:36] problem.
[1:04:48] Let's table it unless there's any objection from the board item
[1:05:05] and spelling errors on it. I mean, it was horrible and it's been like that for
[1:05:10] years. So, can we before we anything out. I'm
[1:05:17] not comfortable sending anything out right now.
[1:05:21] » Can we just clean that part up and and use that part where the grammar is
[1:05:27] correct and the spelling is I mean it's horrible.
[1:05:30] » Well, look, it's a it's a rental form, right? I don't know that this is
[1:05:34] strictly requires a council vote. >> Okay.
[1:05:36] » Right. Um, but that being said, I this seems to be something that the council
[1:05:42] does does take an interest in. Has said on the agenda the last couple want it, I
[1:05:46] think that's fine. Um, >> you're going down the same road I this
[1:05:51] to me this is an administrative. >> Yeah, absolutely.
[1:05:53] » It's it's not a contractual relationship. It's it's basically
[1:05:58] policy. >> Exactly. I mean, it's an it's an it's an
[1:06:01] application, right? I mean, it's it's it's a it's a an internal form, right?
[1:06:06] someone wants to print the wall, they they take it, they look at the rules,
[1:06:10] they build it out. Um,
[1:06:21] so would it be acceptable to clean it up, correct the grammatical errors?
[1:06:26] However, incorporate that the payment from the renter to the burrow needs to
[1:06:33] incorporate an all-inclusive sum and eliminate the
[1:06:38] » handing of cash at the end of the meeting.
[1:06:40] » And of course, if it's if it's 1099 or excuse me, if it's W2, right, there's
[1:06:44] payroll taxes the bureau is paying too on that end. And that might that might
[1:06:48] that certainly raises the um the total dollar figure, right? It might not be
[1:06:53] fully accounted for. um for you know 150 bucks or $175, right?
[1:07:01] Medicare taxes, social security taxes, that kind of thing.
[1:07:07] » Questions? >> Yeah.
[1:07:12] So, you're paying um the overseers fee, they give the money to the burrow and
[1:07:17] the burrow cuts a check to the overseer. So in other words, you're paying the
[1:07:21] whole fee as one, not >> not as that $175, $150 or whatever it is
[1:07:28] is all part of that check they hand you the or the
[1:07:33] » loan with $200. >> So everything always one big fat check
[1:07:37] or well they do $200 deposits up front end. So, but I'm saying if they don't
[1:07:43] cancel, then the rest of the money should be all at one shot, not $75, $175
[1:07:48] or $150 at the end of the night handing it to somebody in cash and also be paid
[1:07:54] so that they have a good accounting of it. And that way, the person that's
[1:07:58] working is an employee. And to have the employee rights and protections under
[1:08:02] the law, you need to be paid with a paycheck.
[1:08:05] » Yes. [laughter] I think you guys are suggesting that
[1:08:07] these are all payments made either with a credit card or a check.
[1:08:11] » Yes. >> Correct.
[1:08:12] » Y >> we're trying to eliminate the use of
[1:08:15] cash. Is that what I'm hearing? >> All except for the police that's
[1:08:21] » So this it would be the same for like when you pay for the the vending
[1:08:28] machine. I mean not the vending machine. I'm sorry. Um,
[1:08:34] I'm sorry. I lost my train of thought. >> It's not a wreck board. You know how
[1:08:39] they come and they buy candy and things of that sort. Is that that's still okay
[1:08:43] to do c money or no? >> Is that the board?
[1:08:47] » That's a wreck board. It's not >> Well, that's that's totally
[1:08:50] » candy and this sort of thing, right? >> Yeah.
[1:08:53] » No, I'm just curious. >> No, of course. Of course. You know, and
[1:08:55] it's it's uh Well, I think that's I think that's fine for now. how you
[1:09:00] understand it. It's his policy of the burrow that burrows supposed to have a
[1:09:04] no cash policy, >> right? That's that's my question.
[1:09:09] » So, it's all the way across the board. >> Yes. So, it eliminates the go out to
[1:09:15] Walmart, buy what you need to buy, and then go
[1:09:18] back to the borrow and ask the borrow to reimburse you with cash. That's not
[1:09:21] happen. >> I'm sorry. The way the way I thought
[1:09:23] that that question was asked was I thought like kids are coming to the
[1:09:26] board and buy Yes. This brick board collects cash. Is
[1:09:31] that the same as collecting cash through the burrow?
[1:09:34] » Well, look, they collect cash, right? That cash needs to be deposited
[1:09:37] properly, >> right?
[1:09:38] » Right. I mean, you can't be carrying it around.
[1:09:41] » Okay. >> Yeah, we collect cash now
[1:09:44] » for a lot of things, >> right? That's my question.
[1:09:48] The issue is the issue is paying out in cash. There's the issue.
[1:09:53] » In other words, collecting the cash can be accounted for. It's paying somebody
[1:09:57] in cash. So, it's okay to collect it. We can collect it even for inspections and
[1:10:01] things of that sort. >> Well, I mean, we've been doing it
[1:10:04] forever. >> That's my point. But, but this is this
[1:10:07] is an issue when you're paying someone in the cash. That's like paying somebody
[1:10:11] under the table, [clears throat] >> right? [laughter]
[1:10:17] » That's a modern thing. That's a modern thing. Like everybody uses a bed, right?
[1:10:21] So, I think we >> we pretty much done with
[1:10:24] » Okay. Um there are other payment options.
[1:10:27] » We're we're trying to >> one of the things was
[1:10:31] » I just meant for Joe Reynolds, but >> right
[1:10:42] » all the way across the board. That's all. I mean, you're not gonna get kids
[1:10:44] to be able to come in and buy candy without some type of either app or cash.
[1:10:51] Most kids today use an app, >> but we just I think there was something
[1:10:55] else that was coming out that we were trying to switch over to
[1:10:58] » I think you're
[1:11:01] » Yeah, >> you don't have to attach it to a person.
[1:11:04] » Correct. >> Did you want to say something, Marley?
[1:11:10] » Yeah. Bank has a new program that meets all
[1:11:14] your needs. >> Actually, you were you were the one
[1:11:17] telling me that. >> I've been trying to tell you
[1:11:21] over there [laughter] and lay it out and you can tell them
[1:11:26] they can set it up so that they're small amounts on your phone. You can and you
[1:11:32] can use a QR code. They could pay their taxes if you wanted to set it up that
[1:11:37] way. Um they can pay anything they want. uh QR code or AC so they can use a debit
[1:11:44] or a credit card fee if they do it that way and then there's also a 3% they're
[1:11:50] willing to go under we're already paying charging% they can go under that and
[1:11:55] make that happen through Sharon Bank >> yes
[1:11:58] » maybe we should get Sharon Bank in here to have this discussion it's all bank
[1:12:03] they're willing to roll it out they're willing to come and meet you and and
[1:12:07] it'll
[1:12:12] go with that.
[1:12:17] » Next item on the agenda, I'll defer to the solicitor to give an explanation of
[1:12:21] the settlement for number two.
[1:12:25] » So that was that was discussed uh at length in the executive session. Of
[1:12:30] course um uh that is for litigation. So that's that's why we discussed it in
[1:12:36] executive session. It is it is my uh request for a vote from from council. Um
[1:12:44] my my advice is that uh council vote to uh accept the the uh settlement as I
[1:12:51] proposed it. Um that's what I that's what I have to say
[1:12:56] about that agenda item. Council, at this time I entertain a
[1:13:01] motion to approve the settlement of the Eastern District of Pennsylvania docket
[1:13:07] number 226-CV 00754
[1:13:12] presented by the solicitor. I have a motion.
[1:13:17] » Have a motion by Mr. Bolton. I have a second.
[1:13:20] » Second. >> Have a second for Miss Jackson.
[1:13:24] There any questions or comments that anybody on the board has?
[1:13:29] Not hearing any. All in favor, please say I.
[1:13:32] » I. >> Any opposed?
[1:13:34] » I abstain.
[1:13:40] » Do we need to do a roll call or are we good with the extension of Why don't you
[1:13:44] do a roll call just for the record? Okay.
[1:14:02] » I saying due to a possible conflict
[1:14:14] » I
[1:14:21] motion will pass six or I'm sorry five zero is not present.
[1:14:34] » Mr. Schles, I'll ask for some direction from you with the abstension of Miss
[1:14:39] Far. What is the procedure that she >> There's a uh form that uh uh the council
[1:14:44] vice president needs to fill out that just explains the u the extension.
[1:15:06] Council at this time I entertain a motion to approve or reject the
[1:15:10] partnership with Delaware County Health Department to provide health inspection
[1:15:13] services for Eddie Stone Barrow. >> So move
[1:15:17] a motion from Miss Farby. May I have a second?
[1:15:21] » Have a second from Miss Jackson. [cough] This time I'll open it up for any
[1:15:25] questions or comments from the board. >> I have a question.
[1:15:32] He doesn't do health inspection. >> Does not do health in
[1:15:44] hiring a shepherd health inspector.
[1:15:54] » I'm believing that is the desire for Any
[1:16:01] other questions?
[1:16:04] » One more. >> Yep.
[1:16:06] » Do we let the solicitor know that we're no longer
[1:16:10] um pursuing to keep the health, you know, inspection is local?
[1:16:18] I believe the solicitor is aware since he did see a copy of the draft agendas
[1:16:22] that went out and >> he thought the solicitor was working on
[1:16:26] this and I and [clears throat] I and I'll and I'll kind of bring the
[1:16:29] solicitor up to speed is is that Eddie Stone along with other municipalities in
[1:16:34] Delaware County when the health department decided that they wanted to
[1:16:37] do health inspections took action in the court of common
[1:16:42] please to basically say we have the right as a municipality
[1:16:46] to opt out of their program and do the health inspections in house.
[1:16:53] So, so now that there seems to be a change of
[1:16:58] opinion or desire, is there any action that the burrow
[1:17:03] needs to take to surgically remove itself from existing litigation?
[1:17:11] And should that be done prior to the call for action or can we take that vote
[1:17:17] and then you'll just >> because that litigation is still going
[1:17:20] on.
[1:17:23] » There's it's a never ending fight. >> Yes, Marley, please.
[1:17:28] » Um the Del County Health Department did tell us that uh you may go ahead and
[1:17:36] vote and then go ahead and withdraw from the law. They said that for for them to
[1:17:42] accept uh the council new council's willingness to join that we also need to
[1:17:49] remove ourselves from it. >> So that is that is a separate matter of
[1:17:54] of joining um uh
[1:17:59] should you have to vote to remove yourself from the lawsuit first before
[1:18:06] voting to join the health department? Uh possibly, but based on it sounds like
[1:18:13] the communication from the uh uh Department of Health folks uh that might
[1:18:19] be advisable.
[1:18:23] » What's advisable >> to uh withdraw uh first? It it sounds
[1:18:28] like they will not accept, right? The council can vote all they want to to uh
[1:18:31] » Right. But so we withdraw. It doesn't make a difference. So we should withdraw
[1:18:35] first before taking this vote to join. So you can vote.
[1:18:40] » So we need to have a vote to withdraw first and then a vote to
[1:18:47] and um I I have not uh fully uh managed to
[1:18:53] uh manage I I I'm not fully aware of what possible ramifications there would
[1:18:59] be for withdrawing from that uh that suit should there be any for for the
[1:19:03] burrow. I don't know. Um, but I think that would be part of my
[1:19:07] » because the burst is splitting this cost with the other municipalities.
[1:19:11] » I think that would be part of my analysis
[1:19:14] um to uh in in rendering my legal advice.
[1:19:23] » So [snorts] I'll just ask the question. Is it premature for the burrow to be
[1:19:28] taking or the board to be taking action at this time or do you need to reach out
[1:19:33] to for lack of a better term, the the the
[1:19:37] other municipalities that we have a joint to to Yeah, I think that would be
[1:19:43] I think
[1:19:46] without knowing the full scope of the litigation and the posture of that of
[1:19:52] that litigation, it very well could be premature for for a council to be taking
[1:19:57] this vote at this time. I would prefer to uh sort of see the entire picture uh
[1:20:03] before rendering a a legal opinion. >> I have a question. Did you not know
[1:20:08] about any of this before tonight? >> Uh I learned about some of this before
[1:20:15] tonight. However, I I have not had an opportunity to review the um posture of
[1:20:21] the litigation.
[1:20:33] Can we just vote on ending part of the litigation?
[1:20:39] » Well, you can vote to amend the agenda to
[1:20:43] include that, but I do not know the ramifications for
[1:20:47] anyone withdrawing from the litigation as it exists right now. So would you
[1:20:52] recommend that we table any action so that you have an opportunity to reach
[1:20:58] out to those that we've been joined with?
[1:21:00] » That would be best at this time. >> You don't want to turn around and you
[1:21:04] know throw a wrench into everybody else's plan
[1:21:08] without least for >> So where we are right now it's
[1:21:12] Commonwealth Code Enforcement does offer health inspection services.
[1:21:18] So, so up until the 31st of August, >> we've got Commonwealth on board.
[1:21:27] The urgency is going to come September 1 when Commonwealth code has been relieved
[1:21:32] of their responsibility here with municipality and our new BCO Yorkies
[1:21:40] does not provide that service. [clears throat]
[1:21:44] And >> they have no interest in providing that
[1:21:46] service? >> None.
[1:21:51] question please add one more thing that the health
[1:21:57] department uh we met with some people on council she was only had time for one
[1:22:03] meeting they did say that the county position is that they stopped fighting
[1:22:09] within litigation the members other other parts of municipalities like
[1:22:14] ourselves they were ordered to stop So there's it's out there. We just have
[1:22:21] to remove ourselves from the lawsuit to move forward.
[1:22:24] » But they they were ordered to stop. Was that a court order?
[1:22:27] » So they all agree. >> Well, the court wouldn't order them to
[1:22:30] necessarily stop. >> Well, I'm not a lawyer. I'm sure they
[1:22:34] made it clear that there was no fight. I I guess I'm just trying I'm trying to
[1:22:39] understand if it was a court an order from a judge or an order from the
[1:22:42] commissioners that said, "Hey, we're not going to fight this anymore." Because
[1:22:45] that that's >> that's different. a combination of some
[1:22:48] kind of things like that. But their point was that there is no fight
[1:22:53] anymore. There's an agreement and they explain there why is that one of the
[1:22:58] townships in Springfield and they have a very large restaurant base and so it's
[1:23:03] important for them to capture that to the to the municipalities whereas other
[1:23:08] municipalities don't have that. we are one of them. And so they just agreed to
[1:23:12] let municipalities who feel like that's an important source of revenue to go
[1:23:16] ahead and do it and and so they scores down. So I don't think this is
[1:23:22] complicated at all. >> No, but I think it's important that you
[1:23:26] find out all the information. >> I agree.
[1:23:32] I have a question. Um, in previous reports, has
[1:23:36] Commonwealth Coast Center inspected?
[1:23:42] » Yes, they have. >> Yes.
[1:23:46] » They handled the one with the sugar over here on the back.
[1:23:50] » And I believe they have also gone to the school and inspected the cafeteria and
[1:23:54] they've gone the route of any food establishments. Okay.
[1:24:01] Inspect. Thank you.
[1:24:06] table.
[1:24:11] » Next item is the sale of surplus equipment. And we've got the 2017 Ford
[1:24:18] Explorer XLT SUV, which is the unmarked police car. And madam manager, do you
[1:24:24] have the last five digits of the VIN so I can
[1:24:28] » 00767 >> 00767
[1:24:34] and the 2009 Ford F450 XL Superduty dump truck which that's the white one.
[1:24:45] So, council, at this time, I entertain a motion to approve the sale of surplus
[1:24:50] equipment, and that sale would be on the municip municipal auction website for
[1:24:57] the 2017 Ford Explorer XLT and the 2009 Ford F450 XL Superduty. I think the only
[1:25:06] additional information, and I'll defer to Mr. Bolt, I hate to put you on the
[1:25:11] spot, but would you recommend a reserve on this equipment or just let it
[1:25:18] go for what it goes. >> I would recommend we we we ask the um
[1:25:25] uh Joe Pinto who's been the one who does
[1:25:30] the service on our vehicles of what his opinion would be as far as what they
[1:25:35] were.
[1:25:39] We uh we put the court explorer in the AI generated thing for damage report
[1:25:48] should be valued around $1,200.
[1:25:55] What about anybody that just got here?
[1:26:02] We can do the same thing with that. I know that a turbo
[1:26:14] » and that turbo is like $5,000.
[1:26:18] » Okay.
[1:26:21] » You're [clears throat] comfortable with letting the mechanic give us a
[1:26:24] recommended reserve? We approve the sale of surplus material and the reserve to
[1:26:28] be determined >> that contingent upon the
[1:26:35] I suppose >> coming up with a number ourselves.
[1:26:38] » Yes. Yes. [laughter] >> That's fine.
[1:26:41] » All right. Have a motion. >> Got a second.
[1:26:46] » Second. >> Any questions or comments? All in favor,
[1:26:50] please say I. I. Any opposed? Motion passes unanimously.
[1:26:54] Council, at this time I entertain a motion to
[1:26:57] accept the resignation of Theresa Brewster from the position of B
[1:27:00] Secretary/administrative assistant effective 812 which is this
[1:27:04] coming Wednesday. >> I have a motion for Miss Jackson. I have
[1:27:09] a second. >> Second from Miss Farby. Is there any
[1:27:12] questions or comments from the board prior to the call?
[1:27:16] Not hearing any. All in favor, please say I. I.
[1:27:21] Motion passes unanimously.
[1:27:26] With the departure of the administrative assistant, it's uh going to
[1:27:32] create a hole in the municipality.
[1:27:37] And I would like to kind of gauge the board's temperature, so to speak, on
[1:27:45] hiring a temporary, and I emphasize the word temporary part-time administrative
[1:27:50] assistant to fill in while we go through the advertisement process or whatever
[1:27:56] process the board would like to undertake to find a replacement for Miss
[1:28:03] Brewster. How long? I'm sorry.
[1:28:08] » I have a gentleman that works for me in Milbourne. He is a college student in
[1:28:13] his early 20s. His current workload and his semester uh he has part a couple
[1:28:21] online classes at night. He said that he would be willing to come in part-time
[1:28:27] for the burrow. He does clearly understand that it would be temporary
[1:28:32] and it would be just to help work the window and take care of the
[1:28:38] financial stuff. Now he currently is doing financial work for me. Uh he is
[1:28:44] helping with both accounts payable and accounts receivable. So, he does have an
[1:28:48] understanding of municipal government and municipal accounting
[1:28:54] and is willing to step in and help if the board would like to do a temporary
[1:29:00] hire.
[1:29:06] [laughter]
[1:29:09] » He wouldn't want to get paid obviously. that salary.
[1:29:14] » That would be the desire of the board. I will tell you that I pay him $17.50
[1:29:21] an hour and billboard. I'm sure, you know, it would be a little
[1:29:27] bit of a travel here. Um, you know, $18 an hour. It's whatever the board would
[1:29:33] like to offer. If the board is even willing to make an offer,
[1:29:38] » how long is temporary? temporary is until we find somebody that
[1:29:42] wants to fill the spot.
[1:29:46] » Consider that his current semester, what's what's the semester go? Two
[1:29:50] months, three months, >> three, three, three, four months.
[1:29:53] » I think three to four months, >> but you know, be willing to come in if
[1:29:59] it's three weeks, just be willing to come in and put a
[1:30:05] little extra money in his pocket. I know, you know, I could I can tell you
[1:30:09] from a personal experience he's plug and blood
[1:30:21] that like a vote or >> it would be it' be a vote. Yes.
[1:30:28] » Do you just want to do like a straw p? Uh, we're not going to install because
[1:30:33] we're in a public setting, but >> Oh, I'll make it simple. I motion we
[1:30:37] hire the >> Okay, I'll make
[1:30:39] » the part time moose >> temporary
[1:30:44] » $1 an hour.
[1:30:48] » 20 25 hours a week. >> Sure.
[1:30:52] Well, up to 25 hours a week. >> It was over that.
[1:31:06] Okay. So, entertain a motion to approve the hiring of a temporary
[1:31:12] part-time administrative assistant, Naz Moose Nazir.
[1:31:20] We're we're in a public setting, but he was born in the United States and he
[1:31:24] speaks fluent English. Sure. Just in case anybody is asking. uh at a at a
[1:31:29] rate of $18 an hour for up to 25 hours per week to begin
[1:31:35] immediately. >> I have a motion for Mr. Bolton. May I
[1:31:38] have a second? >> Second.
[1:31:40] » There any questions or comments before the call for action? Not hearing any.
[1:31:45] All in favor, please say I. >> I. Motion passes unanimously. Last
[1:31:49] action item on the docket for this evening is to accept the resignation of
[1:31:53] Kylin Hicks from the position of full-time public works effective 814
[1:31:59] 2026. >> I have a question.
[1:32:02] » Sure. >> Is is he resigning from the whole burrow
[1:32:06] or just full time? >> Resigning from the whole barrel.
[1:32:10] » I was just curious because I had to work full time.
[1:32:13] » I was just making the designation that he is a full-time employee, not a
[1:32:17] parttime employee. All right. I thought you just confused me when you had to
[1:32:20] work full time there because we didn't have that for Miss Bruce. [laughter]
[1:32:28] » I have a motion for Miss Far, a second. >> Second for Miss Jackson.
[1:32:33] » All in favor, please say I. I. >> Any opposed?
[1:32:37] » Motion passes unanimously. Is there any
[1:32:43] urgency that the board sees with having to replace
[1:32:49] highline?
[1:32:52] » Is Kevin still here? One driving the truck.
[1:32:56] » Baptis. >> Yes,
[1:32:59] » I believe. So
[1:33:08] » Kevin Mer he brought back part time and it's temporary.
[1:33:13] » Correct.
[1:33:16] » So it's temporary and we lost a full-time person.
[1:33:20] So that's so we eventually we would have lost two people. Correct.
[1:33:26] » The reason he was brought back temporary is because we had no CDL director.
[1:33:31] So, do we have a CDL driver now? >> Yes.
[1:33:35] » And then we have one other person to help them. And Madness is just temporary
[1:33:40] helping. >> So, we don't have the three people that
[1:33:44] we would normally have. >> We normally would have three full-time
[1:33:47] people, three part-time people. Right now, you have three full-time people and
[1:33:52] three part-time people when you include No, no, you have two part-time people
[1:33:56] and three full-time people. We normally have three full-time people
[1:34:01] and uh >> I'm sorry,
[1:34:04] » three full-time, three part-time. That's our norm.
[1:34:08] » Now, right now, we have three full-time, two part-time, and one part-time
[1:34:14] temporary employee. So, right now, we're right where we always have been in the
[1:34:17] burrow. >> Okay. So, then seems like it's not an
[1:34:21] urgency, but it's it needs to be put out there eventually.
[1:34:26] That's what it's if because we have the three full time and then we Yeah. So,
[1:34:30] right. Am I hearing that right? That's how I get back.
[1:34:35] » It is an urgency or it's not urgency. >> I would say that
[1:34:58] I am not in attendance of executive session and I'm going to make sure that
[1:35:02] I for the most part provide confidentiality but there is an
[1:35:09] interest of a former employee to return
[1:35:15] or former employees >> to return.
[1:35:18] » We don't have to vote to advertise, right?
[1:35:22] No, not to advertise a position. >> Just post a position. So you just post a
[1:35:27] position and then they apply. >> One wanting one wanting full-time work
[1:35:31] and the other looking for part time. >> Two.
[1:35:35] » Can you give me a hand? >> Um what's what what do we normally
[1:35:41] have? >> Oh, really? I'm surprised at that.
[1:35:44] [laughter]
[1:35:47] » But I'm okay with I'm okay with that. Okay with what? I'm
[1:35:51] » Well, as long as it's confused. >> As long as it's posted to give everyone
[1:35:56] an opportunity, and I mean everyone, an opportunity to apply.
[1:36:15] » Well, >> and the other one was part time.
[1:36:19] » Yes. We'll handle that one.
[1:36:22] » Can I ask a question? >> Can I ask a question also?
[1:36:25] » Yes, please. >> Because we have Kevin Petro on um the
[1:36:29] highway department also with time. Would it be I mean would it be [snorts] okay
[1:36:35] to offer a position to him or he still have time? And you tell me he was
[1:36:39] offered that position, right? >> He said no before. That doesn't mean no.
[1:36:44] » We should always advertise the position. Always.
[1:36:47] » Especially if they don't have no matter what.
[1:36:50] problem without having. It's the whole reason why we have Kevin back is
[1:36:52] temporary because oh lack of CD
[1:36:57] » and then when you see the advertisement you look at it just like everybody else
[1:37:02] » think you [clears throat] just
[1:37:06] » Okay. Yeah. That's still
[1:37:09] » I'm fine with advertising. >> Yeah, I'm fine.
[1:37:11] » Y
[1:37:14] » Okay. Any other action needs to be taken in front of the board this evening? Can
[1:37:18] I ask a question? Sure. >> I'm sorry. Just brought it up. So now I
[1:37:22] need to know. We have an record has an event at the end of this month.
[1:37:26] » We can't take cash for those light up toys anymore. I need to know now because
[1:37:30] we I really need to have a meeting with you.
[1:37:32] » I think you have to. >> Okay. That's how we advert.
[1:37:36] » Okay. Thank you. All right. >> Upcoming meetings. Uh council we have
[1:37:42] committee meetings next Monday. personnel, emergency man, emergency
[1:37:46] services and finance. Uh on the 24th, the last Monday of the month, uh three
[1:37:53] more committee meetings, public health, public facilities, and community
[1:37:57] economic development. Our next board meeting is going to be the 19th of
[1:38:01] August or I'm sorry, 19th of 14th of this September. Um and that will be the
[1:38:08] conclusion of our summer schedule. So we'll go back to workshops in October,
[1:38:14] November, December. New business. Any new business topics
[1:38:20] be discussed? I'll ask the one question just
[1:38:29] um where are we at with the audit? >> I was going to ask that question.
[1:38:36] » Do you want to ask it? I'll tell you I'll withdraw my question and
[1:38:39] » No, you go ahead. That was a good [laughter] question. THAT WAS A REALLY
[1:38:42] GOOD QUESTION TO ASK BECAUSE I THOUGHT the audit was done by now.
[1:38:47] » I thought we were looking at some Was the auditor looking for like leases?
[1:38:51] » Yes. So, because you have a new auditor in place, they're asking for information
[1:38:55] that your prior auditor would have had at some point and they wouldn't have
[1:38:59] needed to ask for it. >> Okay. Um, some of that information has
[1:39:03] not been located by Marlene because it's either not available in files [snorts]
[1:39:07] or I don't know the reason I want to get to it. Um, there are a few documents
[1:39:12] including lease agreements for vehicles. Um,
[1:39:16] grant agreements um for funds received that would have been um, you know, I
[1:39:23] think kept on filed by the prior borrow manager, but they weren't able to. So
[1:39:29] last week I was able to provide some compensating support for the auditors um
[1:39:35] for several of the items. Um they're a waitformation
[1:39:39] that I think you have to work with. >> That's the only
[1:39:43] » I think if I think from our side we've given another
[1:39:52] handle. Okay. >> And they should
[1:39:56] Okay. Any
[1:40:00] other new business?
[1:40:19] » Open discussion.
[1:40:26] Anything from
[1:40:31] » Jackson?
[1:40:35] » Anything from the public?
[1:40:39] » At this time, I entertain a motion to adjourn.
[1:40:41] » So move. >> Can I have a second?
[1:40:43] » Second.
[1:40:47] » All in favor, please say I. >> I. Meeting adjourn at 8:42.
[1:40:52] Thank you.
[1:41:02] » [laughter]
