council met in executive session prior

to tonight's meeting and I will since I
was not an attendant at executive I'll
[1:33]
yield either to our solicitor or to our
vice president just to give us a brief
[1:38]
on which items of
topics were discussed in executive
[1:43]

litigation or potential litigation uh
[1:49]
personnel and real estate were discussed
[1:57]
Considering that we've got a smaller
crowd than we had yesterday, I will
[2:01]
forgo the reading of the review of the
public meeting, the quorum.

And I will introduce to council again
uh our planner from CH Planning, uh
[2:15]
Barbara Kelly. and I asked her to attend
this evening to give us a quick update
[2:20]
on the work that CH planning uh has done
to date. And I also just kind of want to
[2:27]
remind council that uh per their
proposal will be working in five
[2:32]
separate tasks. Uh task one would be
existing condition evaluation.
[2:39]
Task two would be board and leadership
engagement. Task three would be public
[2:44]
and staff engagement. Task four would be
the development of the strategic and
[2:49]
comp plan and task five would be the
adoption of such strategic and comp
[2:54]
plan. And I don't want to steal too much
of Miss Kelly's thunder. However, I do
[2:58]
believe that she is working on task one
and task two concurrently. Uh so so task
[3:05]
two being board and leadership
engagement. Uh what I would like uh the
[3:09]
members of council [snorts] to do is
make sure that you take an opportunity
[3:14]
to introduce yourself. Again, I think
most of you have met Barbara before, but
[3:19]
she has been doing a series of 101 ones
uh kind of to discuss what is important
[3:27]
uh for the members of the board and how
they see the future of Eddie Stone
[3:32]
unfolding. And without further ado, I'll
yield the floor to Miss Kelly. Thank
[3:37]

Um, yeah, I think I've been here a few
times, so I think you you know what's

going on, what's going to happen. But I
do want to go over and ask a couple
[3:51]
things. Now, uh, one of the things that,
uh, our staff does existing conditions.
[3:57]
Existing conditions are what's your comp
plan now? What's your strategic plan?

Who's here? What's your demographics?
What is your zoning? What's your
[4:05]
planning? What's your
all that stuff. We get it together and
[4:09]
we put it on boards for the public to
look at and we say, "Hey, what do you
[4:13]
want?" You know, what do you see in the
future? Some things are, I mean, pretty
[4:18]
good and some things are like, you know,
we want a golf cart right next to the
[4:22]
school, you know, that So, we try really
hard to listen and figure out, you know,
[4:29]
what's in the best interest of the
township. I'm sorry.
[4:33]
Um, the other thing is that
We do that
[4:39]
through, you know, other things like
planning commission.
[4:43]
But when we get to the point where we
need your help, we hopefully you can
[4:48]
identify um who would that be? Who would
be the person to um talk to the person
[4:55]
to talk to recation? And I'm sure I know
that already, but I just want to make
[5:00]
sure. I don't want to drop any feathers
on this person is this. No, I want to
[5:05]
make sure the biggest thing is before I
even um start doing the board and
[5:10]
leadership engagement is that I need a
point point of contact person. U it
[5:16]
could be two people one person but I
need one person to say hey I need you
[5:22]
know this is what we're doing is we need
the only reason why I want one person
[5:26]
because if one person can actually speak
for everybody that's fine but it's like
[5:31]
if five people are telling me what to do
and they're all different it's going to
[5:35]
delay the process. Does that make sense?
So, um, it's really important that that
[5:40]
point of contact person could be one or
two, but that one point of contact
[5:44]
person is someone that you feel that
would represent the group. Okay, if that
[5:49]
makes sense.
[clears throat] Yeah. Um, board and
[5:53]
leadership engagement. I'm trying to do
that now. Um, I we just got together.

Um, the Do you have the original
contract sign? Okay. Okay. So, we're

trying to get um

do and I like doing it individually, but
I have kind of done that a little bit

beforehand. So, do you want to do two
members or three members or two members

like that. So, what are the thing that's

one of the things that I like to do is
each member. But if you don't want to do
[6:30]
that, which is fine, I could do it to
2011. I know the sunshine

people like doing it two or three.

like to do it individually. I could do

it Zoom or I can do it in person. I'm

one of the things that I want to know is
who are the people in the community and
[6:56]
who are the people on staff that you
want me to interview? Of course I think

you know I went with the chief. He was
the longest member here. Um, so I
[7:05]
figured it was important to hear way
back history, you know what I mean? It
[7:09]
was just history stuff. So that was kind
of and it was fixed. It was like just so
[7:16]
um hopefully um I'll have the
opportunity within the next couple weeks
[7:23]
to do that. Um if you want I can stay
tonight and set up meeting or if you
[7:28]
want I can call you. Uh I can give you
my number you can call me. Um or we can
[7:34]
go to point of contact whichever you
like. A lot of people do it different.
[7:37]
So I don't want to bring this is how I
do it. I can tell you how I do it but
[7:43]
I'd rather know how you want to do it.

The other thing is public and staff
engagement. Which staff do you want me

to interview? That's important for me to

I'd like to know who in the community is
really important to interview. Okay.

Right? Because it's really important to
to know you know them. I don't you know

I know a few people but it's important
that you tell me who are the people to
[8:36]
really get to know who they are. Okay.
Um I also like to do focus groups and
[8:40]
focus groups would be your business.
So, um your businesses um like two or
[8:48]
three businesses that you think is
really important for me to um know um
[8:52]
and I can identify you can identify that
if you want me to. Uh and then also your
[8:58]
recreation your recreation group would
be very good. Uh your I think you have a
[9:04]
zoning group I think now. Um, so yours
or economic development, one of the one
[9:09]
or the other. And then any other group,
you have a religious organization, you
[9:13]
have, you know, you have a group that
does a lot of of community service, you
[9:18]
have a nonprofit group, any of those,
you identify five of them, that would be
[9:22]
great. Okay, you can identify five and I
may go up to, you know, seven or eight,
[9:26]
but if you can identify five of them,
that would be wonderful. Okay? And you
[9:31]
can, one of you or two of you can be
involved in that. I have no problem with
[9:34]
that.
Well, the residents I would say it
[9:40]
depends and and I'm I'm open. Okay. I'm
open. I usually do around five to seven,
[9:46]
but some I did 20. Okay. Depending on Oh
my god, you have 10 people. You're
[9:52]
really good. You really want them to be
I don't mind that. And you could do it
[9:56]
as a whole group and that would be good
too because then they can, you know, go
[10:00]
off each other, you know, unless
this way. Unless you want this group and
[10:05]
then this group to go there, you know,
sometimes like that. So I like to do
[10:10]
between five and 10. Okay. Um, now
remember, we have public meetings. So
[10:16]
the entire community is involved.
There's like three or four of them.

Okay. So everybody's involved and we
actually do a survey to the entire
[10:24]
community including the businesses,
including developers and things like
[10:28]
that. So that's really we do a survey to
everyone.

a good website or you don't have a good
website.

after the survey. Okay. But with the
[11:13]
survey you really want to get them out.

the fire company and the police. Sorry

the fire company the police usually get
to see people. They can you know um send
[11:24]
it out. We'll actually create a little
um Q code a QR code and you can put it
[11:30]
on different businesses. You can do it
in this the post office. You can do it.
[11:34]
There's a your there's a lot of places
to do it. Your school um the uh we
[11:40]
actually get the school involved. We
talk to the school districts and get
[11:43]
them involved too. So we really do go
above and beyond to get the people I
[11:50]
knowing that it's there. Okay. Um, and
the other thing is where do you want it?
[11:56]
Okay, sometimes people want it at the
township building, some people don't.
[11:59]
So, it's up to you. Do you want to do it
at a school district or a school? You
[12:04]
want to do it at a a meeting room that
has a really nice conference room. Uh,
[12:08]
you want to do it at a nonprofits. Uh,
we've done three or four of them at a
[12:12]
nonprofit, which is nice because it's
very neutral and very welcoming, that
[12:16]
type of thing. So, you can think of a
place that you want to do that. And you
[12:19]
could do three or four. I think there's
three of them I think in there or four
[12:23]
of them, but I think three are really
important. Um, so
[12:27]
identify really good places to do that
because that you'll get more people.
[12:32]
Okay? And we'll talk about the times for
them because you don't want all of them
[12:36]
the same time. You don't want all of
them during the day. You don't want them
[12:38]
all during night. You might want to do
one on the weekend. Okay? So, you want
[12:42]
to get it where you get the most people.
The especially the first one. The first
[12:47]
one is like this is who we are. you
know, this is our existing conditions
[12:51]
and what do you want to see? That's the
real big. Okay, second one's pretty
[12:56]
good, too. But that first one, you want
people there. Okay, does that make
[13:00]
sense? I mean, because you really want a
lot more information up front than later
[13:04]
on. Um, but we do adjust. Okay, and
that's the um public and staff um
[13:11]
engagement. We do a lot more things with
the public. Um, and we can get to that,
[13:16]
you know, a little bit later, I think.
Um, I'm trying to give you things to
[13:22]
baby steps of I really need this. I need
the point of contact. I need um, think
[13:26]
about the places to have a public
meeting. Think about what community
[13:30]
groups that you want me to meet. Think
about what leaders in the community you
[13:33]
want. And they don't have to be a
leader. They can be somebody who is that
[13:37]
you're like really wealth of
information. Okay. Um, think of your
[13:41]
staff. Um, and do you and the other
thing is what are some of the developers
[13:47]
or businesses in the area? That's really
important because that's the
[13:51]
organization. Um, we're thinking the
business use registration association.
[13:57]
Who would be really good with that?
That's because that's income for you.
[14:01]
Um, recreation recreation because that's
always something that people want.
[14:08]
Um and then we get into the plan. Once
we get all that information, then we
[14:13]
start identifying what you want your
comp plan and what you want
[14:17]
strategically. Okay. Uh your infra the
also during your sorry during your
[14:22]
existing commissions we talk about your
existing um infrastructure and that's
[14:27]
everything police fire staff roads
um storm water all that. And then when
[14:35]
you're doing your comp plan, your
strategic plan, it's really getting into
[14:38]
okay, what what realistically can you
do? What can you see? What do you want
[14:43]
as a community? What do you want to see?
And then we also I like putting together
[14:48]
the funding sources. Here are some of
the funding sources for each one of
[14:51]
those things that you want to do. Okay,
does that make sense? And then also the
[14:57]
um toward the end is like your
ordinances and things like that because
[15:01]
then you don't know what you want yet
until that. Does that make sense?
[15:05]
» Uh, and then your adoption. And then
that's the biggest thing, right? When
[15:09]
you get the community up again back in
and say, "Hey, this is what we're doing.
[15:13]
This is what we're going to adopt." And
then you it makes it a lot easier for
[15:16]
you to adopt when everybody knows what
you're adopting. Um, we're very very
[15:21]
transparent. Uh we want to have
everybody involved all stakeholders and
[15:26]
please tell me any unique stakeholders I
didn't mention that are important
[15:30]
because um you know your community. Does
that make sense?

all going to unfold. Um, you know, we

certainly are going to get started in
26.

um a bulk of the of the work is going to
be done in calendar year 27, but we'll

also be pushing into 28 um for you know
getting the final plan together, getting
[16:23]
the adoption uh taken care of. So uh and
I say these things from from a budgeting
[16:29]
standpoint. Um what I can do is I can
share with uh Franker Simpson the
[16:35]
proposed
um
[16:39]
timeline for the different tasks and and
and the budgeted dollars that CH
[16:44]
planning has put together for
>> uh completion of each of those tasks. So
[16:49]
it it's certainly an expenditure that I
think we've had this discussion before
[16:53]
that is going to be spread out. It's not
going to be a write a one lumpsum check,
[16:58]

I now you do it as we do the work. Okay?

We don't want to you don't pay us ahead
of time. You pay us after. So when we're
[17:07]
done
part of the job, then you pay us. So
[17:10]
then you and you have to sign off on it.

sign off on it. And it's important
because I want to make sure it's done.

Like I want to make sure that you're
happy with the work before you know you
[17:24]
sign off on it to get paid because I
really don't want to do later on say,

"Oh, wait a minute. We didn't do that.
No, no, no, no. Let's do it. Let's get
[17:32]
it done. And now there's certain things.
I'll give you an example. There are
[17:36]
certain things that you may something
has to be delayed because of of another
[17:41]
person like a PEDOT didn't come to a
meeting. So, we have to meet with
[17:45]
Pendot, you know, in two months. Okay, I
[clears throat] get that. You know, that
[17:48]
type of thing. But pretty much we get
paid for what we do.

proposal how we get paid, too. So it's
[17:57]

down where um some of them were the comp
plan and some of them were strategic

finance should be institute whoever is

your account plan should be your
planning.

to look at their plans because
if they have their own plan, hopefully

it's not multi municipal, but it's your
plan. You see what I'm saying?

you know, with, you know, your
interaction with individual members of

council and the mayor and and the staff
since she's in charge of
[24:30]
So, I would I would put her as the point
of contact for the comp plan itself. Um,
[24:36]
in regards to a steering committee, what
I'd like to do is stronghold the rest of
[24:40]
the
council and and come up with some folks
[24:45]
that were willing to step up and and and
start the steering committee process.

When you say steering committee, I'm
assuming that that would be a
[24:55]
combination of members of council,
possibly me members of the public,
[24:59]
possibly members of the business
community, and would we also possibly
[25:05]
engage some professional staff?
>> You can. Yes, you absolutely can. The
[25:12]
staff um is not any part of the Yes, you
can.

» Economic development is is a portion of
of the overall comp plan. We're dealing

every committee that we have as a
council have to be incorporated into

there. So, it seems frivolous, but

Um the storm water that we've had, you

storm water inlets that are like filled

there or anything. But it got brought to
my attention today by one of the
[52:40]
residents on Ninth Street that showed me
a video of the water running down Ninth
[52:46]
Street and then it runs right up the
neighbor's driveway and then runs down
[52:50]
the sidewalk. The same sidewalk that the
kids got to walk to school and
[52:54]
everything else. And our concerns are
it's already bad because when they
[53:00]
repave the street, they don't grind down
enough and the curves get smaller.
[53:06]
and the street gets higher along with
the driveways. And that's kind of what's
[53:10]
causing this. And now that Pico is doing
the gas line and they repave the street,
[53:17]
what happens is now the street's even
going to get higher
[53:20]
and she's been here for 50 years. And
she said to me that there was a a uh
[53:29]
a storm inlet right by the school that
is no longer there. In other words, it's
[53:35]
been covered up. So, I don't know
whether or not it's been covered up
[53:39]
because she's dead, but she said water
used to go in years ago, but now we only
[53:44]
have a storm drain up on Simpson Street,
and all that water runs from there all
[53:49]
the way down 9inth till it gets to the
corner of [snorts] Ninth in Seville.
[53:55]
By that time, it's already on sidewalks
on a heavy rain.

But back to the paving situation, the
contractor before he paved the road
[54:11]
should do at minimum curve line milling
to maintain the reveal of the curve.

to start out at 4 in and some of them

are down to like two, you know, and and
driveway it's even worse because now the

water just goes straight up the driveway

comes down the sidewalk and freezes.
This is this is a walking path of the
[54:46]
kids on your school side. So she's like,
I'm the first person that's going to get

sued by somebody

Um, one other question about storeboard.
Has it been determined where the
[55:10]
infiltration is coming from? I mean,
it's my guess it's from industrial
[55:14]
properties.
Um, a large portion is correct. Any idea

of what the you say large portion what
the percentage of our infiltration is it
[55:26]
90% of our total infiltration coming
from the industrial properties 50%. It's
[55:33]
probably closer to 60

for this is I believe that the

industrial properties should be paying
more than that because of we're paying a

total silver fee that the residents and
the local businesses

don't have the infiltration
that the amount of flow that's coming
[56:38]
through. And I noticed we had saved a
total of $54,000
[56:45]
one time just from when Alliance bought
the property from
[56:52]
u the warehouses. Yeah.
>> Because once they cut off the sewer line
[56:58]
there, now all the infiltration didn't
go into our sewers. What was a savings
[57:02]
of 50 some thousand dollars in one year
just by that. So it kind of told me if
[57:08]
that was properties doing it, so do the
rest of the industrial properties.

in this, and the reason I'm bringing it
up because we're getting ready to do

budget talks,

quarter actually charges their
residential customers and their

in place, they're asking for information

that your prior auditor would have had
at some point and they wouldn't have

needed to ask for it.

or I don't know the reason I want to get
to it. Um, there are a few documents

including lease agreements for vehicles.

think kept on filed by the prior borrow
manager, but they weren't able to. So

last week I was able to provide some
compensating support for the auditors um

waitformation

that I think you have to work with.
