[12:28] resolution is so much more important because we have the community in these

[12:32] leadership roles. They're here, they work here, they're employing people,

[12:36] they're bringing the e economic value to this area and what more can we do to

[12:41] support them? This is what we can do to support them. Support our people doing

[12:45] the mission out there like humanitarian mission and stuff for the state when

[12:58] So, just a couple questions for people that may not know though, uh, Colonel

[13:02] Robbins, um, like what is the 177 Fighter Wing? What What do they do? What

[13:06] does everybody do there? >> Okay. Yeah. Real quick, I'd like to

[13:10] start out with thank you. Huge thank you uh for uh the civic leaders and all your

[13:16] constituents uh here in Garbage Township that really support us. Uh we're around

[13:21] 1,200 strong out of the base and as Mr. Ireland said we are probably around 30

[13:27] say 35% of that reside here in EHD. So it's a significant footprint. We're

[13:32] right we're actually probably threearters of the way surrounded by EHD

[13:36] as well. Uh so there's a lot of call outs for uh mutual aid assistance or you

[13:42] know whether that's fire or uh police uh support that that that goes both ways on

[13:48] and off the base. So I I'll talk a little bit about our mission. We're

[13:52] we're a we're one of 14 Air National Guard fighter units that mans a 247

[13:58] alert site. Uh that's that's we are doing that because our geographic

[14:04] location we're kind of nestled right in between DC, New York and Philadelphia.

[14:09] So it allows us to respond to any uh I describe it uh easiest is you know we're

[14:15] the airborne 911 on call. You know what what we're the equivalent of a police

[14:20] officer uh here on the street up in the air. And then we also have a uh the uh

[14:26] state and local mission which is disaster response. think of, you know, a

[14:31] supertorm to Sandy or uh pandemic uh response or whatever it may be. Uh we

[14:37] have the ability to respond that way as well. And then then probably what you

[14:41] hear the most is we have an aviation package that's around 350 strong that

[14:46] deploys about every two years uh anywhere in the globe. So they'll deploy

[14:50] from you know four to six months to go support uh combatant commanders across

[14:56] the world as part of the normal air force.

[15:00] » So not only supporting the state mission but supporting the national mission as

[15:04] well overseas and anywhere that's needed. Um can you just tell us a little

[15:09] bit about how the F-35 would come? So if if we're doing this resolution and we're

[15:13] putting it out there, what does it mean to 177? I think if you guys get the

[15:17] F-35s. Yeah, great question. Um, so why we are especially interested in this is

[15:23] because we are currently flying some of the oldest F-16s out there. So we're

[15:28] flying 86 and 87 model F-16s, which doesn't sound too old, but if you think

[15:33] of, you know, you get a piece of machinery and you you just beat it up a

[15:36] couple times a week, uh, and then keep keep in the air. So 40 years is is a

[15:41] long time. So we we know we have about maybe call it u anywhere from three to

[15:47] six years left on these these aircraft. Then we need to figure out what uh post

[15:52] F-16 or post what our current jets look like. Uh the F-35 there are plenty of

[15:57] options out there. The F-35 is the best uh solution. It's the programmatic

[16:02] follow to the F-16. Uh and then that that program is part of the US Air Force

[16:07] that goes all the way out to like 2085. So, it's a long-term uh enduring

[16:12] mission. We could we could u we could end up in other options, other fighters

[16:17] or other flying missions out there, but they don't they don't give the the base

[16:20] in the community uh part of an enduring program out that far. So, that's why

[16:25] it's the best solution. They're currently going through basing uh

[16:29] they're currently going through two basing rounds right now. So, that's why

[16:33] we're specifically interested in that. And the the results of those will come

[16:37] out uh probably late this fall. And recently we've gotten a lot of

[16:41] infrastruct the base has gotten a lot of infrastructure. I think uh Congressman

[16:45] Vendrew got it approved for $68 million for a hanger out there. And some of that

[16:51] stuff kind of plays into the F-35 I guess decision basing correct

[16:56] » 100%. Uh yeah the the uh single project cap was capped I believe previously at

[17:03] 83 million. We did have one project that went up to 87 million versus 86 million.

[17:09] So we did need the assistance on that. But just to talk about overall military

[17:14] construction going on in the base by by a labor force that's right here in EH

[17:19] for the most part. There's 186 186 million worth of military

[17:24] construction taking place on the base in the next 5 years. So, even today, you

[17:29] drive by our our front gate and uh we're bringing that up to the the latest and

[17:34] greatest security standards to include the uh the forementioned hanger and uh

[17:39] some secure penalties that that have just been outdated that we need to

[17:44] replace on base. >> We had the privilege of being out there,

[17:48] Mr. Ireland, myself and Mr. Castellano a few weeks ago and got an update on some

[17:54] things out there. And if there is some updating that needs to be done in some

[17:56] of those buildings, there's no doubt about it. But I have to say thank you

[17:59] for that. >> That was valuable to us. Uh Mr.

[18:03] Castellano was at the tech center. Mr. Hassel was also at the tech center. And

[18:08] then you know Patrick >> one question. How's the for an army guy?

[18:14] I will butcher this for an Air Force guy. Um the train up and retro to train

[18:20] up for these planes when they come in. Is that a long process? Are they pretty

[18:23] compatible to what you're flying now? Probably not, right?

[18:26] » Uh yeah, there is. So there's probably 80% of the equipment we use to work on

[18:31] the airplane is is similar. Uh so there's an equipment piece that comes

[18:36] with the airplane, but then basically everyone that touches the airplane,

[18:39] whether that's pilots, maintainers, or support personnel, uh the Air Force

[18:44] sends off to a school. Those schools can vary anywhere from uh two months to a

[18:49] year and a half, maybe a year. And then the uh the wing if we were

[18:54] going through such a transition uh the wing is uh basically taken a knee for

[18:59] around two years to complete that transition before we are uh employed uh

[19:04] worldwide again. >> Sarah if you giving away the jets and

[19:08] you see committee Hudson trying to get a call security

[19:17] I ever got to F16 was their trainer and it would make me stick. Wow,

[19:22] » you can't fly. I got a real experience about the air person that went with the

[19:26] Thunderbirds in the second seat and she'll never be

[19:30] » experienced. [laughter] All I know is when they hit the wheel on

[19:32] the runway and saw this, I said, "Man, that's that's something. Come on."

[19:40] » Reporter, I'll say no more.

[19:42] » I I would like to extend an invite to to any of our civic leaders. I I realize

[19:49] you didn't get a chance to come out to the the base last time, but at any time

[19:53] uh you want to come out just just let us know.

[19:56] » When when I worked at Lance Police Department, I was the mayor's uh driver

[20:00] and bodyguard and um they wanted to fly us to DC in 18 minutes.

[20:05] » You make it to DC in 18 minutes? [laughter]

[20:10] » I told I told I

[20:15] wasn't getting in that. Now the next deployment is going to be

[20:18] the full it's everybody going out next. >> Yeah. The entire wing the US Air Force

[20:23] is uh we say consuming readiness but they they are uh consuming capacity from

[20:28] the Air National Guard a lot differently now. Before we would just send our

[20:32] aviation package out uh which is around that 350 people uh to to go work for

[20:37] combatant commanders around the world. Now they're asking for roughly around

[20:41] three quarters of our wing, call it 750 people. So, they're going to take our

[20:47] our our entire leadership team as as well as our administration support team

[20:52] with the aviation package and go run a a big base uh somewhere.

[20:58] » One last question though. I think it's super important though that people know

[21:02] what's the cost difference between active duty unit and a guard unit that

[21:05] we have here in New Jersey because there's a difference in belief, right?

[21:09] » Uh there is. So, uh this this is the part that uh warms my heart as a

[21:13] taxpayer. it. If you take ly and kind active duty aviation package in the same

[21:19] airframe versus a guard uh that the the Air National Guard cost about 60% and

[21:26] that that number varies to the cost of what active duty uh uh cost and a lot of

[21:31] it is because of what we see here today. We are in the local community. We don't

[21:35] have a big, you know, we don't have a big base housing to support. We don't

[21:38] have a a a runway that we have to support. We're we're working with our

[21:43] partners within the community to to bring that capability to us without the

[21:48] cost. >> Well, I know when you do the night

[21:51] flying, it goes out on social media and people are what's 90%

[21:57] of the people, there's always going to be one, but are thrilled to hear it.

[22:01] They're thrilled to hear it's like the sounds of freedom is what everybody

[22:04] calls it. So, we greatly appreciate everything you do out there. I know each

[22:08] and every one of us do. Pete, I have anything? Good.

[34:57] um as part of my responsibilities as the chief and as you'll know is to report

[35:03] monthly to the appointing authority or the governing body. Um and we typically

[35:08] and historically have done that through the monthly report that you're provided.

[35:11] Um but I'd like to think since you know for the last couple years I've kind of

[35:15] enhanced that by making sure I'm here at the meetings and sharing um things that

[35:21] the police department is doing or things that are impacting the community and

[35:24] things like that. So, this is kind of an addition to that. Uh, there's three

[35:28] things that I'm excited to share with the township committee. I discussed with

[35:32] Tom, uh, Mr. Dantino, business administrator.

[35:37] So, uh, number one is I'm we're excited to announce that we're going to finally

[35:43] partner again with our local FBI office and provide a police officer for a

[35:47] two-year assignment to the FBI safe streets task force. It's been over 20

[35:52] years since we last did this. and we have deferred those opportunities lately

[35:57] over the last couple years due to the resource allocation challenges that we

[36:01] had. Not to say that we don't have them, but it's just more uh breathable right

[36:06] now. Um it's a mutual it's a mutually beneficial relationship strengthens our

[36:11] relationship with the local office, thereby facilitating priority assistance

[36:15] and criminal investigations either initiated by our agency that touch upon

[36:19] federal areas or vice versa. when an investigation may initiate on their end

[36:25] involving a target or activity in our jurisdiction. It avoids duplication of

[36:30] efforts. Having our officer assigned provides us with a really a front row

[36:34] seat to violent crime plaguing surrounding communities, our community

[36:41] or crossover activity between our the communities. In fact, we would

[36:45] theoretically, and this is what I I think it's so important, we would

[36:48] theoretically be able to interrupt, if not prevent violent crime from um taking

[36:53] root in our community by being part of this

[36:57] um >> the quality of police services to our

[37:00] Thank you. Sorry, I'm I'm staying focused. I put it in writing. So,

[37:05] » for me to be a good move, it should be a long time ago.

[37:08] » Um thank you. So, um, the quality of police services

[37:14] to our community is enhanced by having a stronger, I say stronger because we've

[37:18] had a strong working relationship with the FBI. Um, but by having these strong

[37:22] relationships with our federal partners. Three current admin or three current

[37:26] commanders in the police department now, myself, Captain Kennedy, Captain Bergen

[37:31] are all graduates of the FBI National Academy in addition to eight previous

[37:36] commanders and chiefs from our agency who are all now retired. that's dating

[37:40] back to the 1980s. It is our time to give back for the executive leadership

[37:45] training they have made available to us since the late 80s. Any overtime

[37:50] associated with the assignment is borne by vehicle to the assigned officer. The

[37:54] assigned task force officer is subject to extensive and stringent background

[37:59] investigation where if they pass, which we hope they do, uh they're given a top

[38:04] secret clearance and will have access to classified materials that may affect

[38:08] EHT's area of responsibility. In layman's terms, if there is a terrorist

[38:14] or spy operating in EHT or even in the general area of this county, our TFLO

[38:19] will have the clearance to participate in the investigation and ensuring that

[38:23] the appropriate representation by EHTPD is at the highest levels of our national

[38:29] security apparatus. So, >> honorable officer,

[38:34] » um, it's going to be a detective. I'm just gonna not say that person's name

[38:38] because I don't, you know, don't know what their assignments are gonna be.

[38:41] » It's not that yet. So, >> so no, well, it's in the works. Um,

[38:45] » so we they're they should be they will be working in a capacity pending their

[38:51] background investigation completion probably within the next

[38:54] » Did they reach out to us? Did you reach them?

[38:57] » It's been it's been mutual. Um, you know, ever since this goes back to

[39:02] Jessica Weissman, who's has since retired, but it's been one of those

[39:06] things we just didn't have the available resources to give them a person because

[39:10] it's a two-year commitment >> right here.

[39:14] » So, good move. Like I said before, my background, it's we're the biggest

[39:19] department in the t in the county and we this is a good thing.

[39:26] » I think so, too. Like I said, now we're going to like I think it just makes our

[39:29] relationship even stronger. And just two recent cases that you're very familiar

[39:34] with where the FBI assets, if we didn't have that relationship, we might not

[39:39] have um successfully um handled or solved them. And one was

[39:45] the missing juvenile where we used they were able they used their technology,

[39:50] the surveillance plane that hasn't been used for a missing person case. Um and

[39:56] also the nature reserve case where they came right in and they were we were able

[40:00] to um access the technology of cell phone data like within um 24 hours

[40:08] » right >> which

[40:10] » no it's a good move without that relationship

[40:13] who knows if that would have been solved >> and who knows with the young man.

[40:17] » Yes. something. >> How [clears throat] uh how did you rate

[40:20] this person? >> Um based on their performance

[40:28] in their criminal investigations, um they are their investigations, but no

[40:33] one really is touched the types of investigations criminals or I'm sorry,

[40:39] drug drugrelated or gunrelated. Um, and they also know because he's he. Okay, I

[40:47] gave it away. It's a he. Well, we only have he's in the detective bureau so

[40:51] right now. But anyway, um, really the nature of the investigations he's been

[40:56] involved in. Um, just top-notch. Some in the most recent case is an

[41:03] international case that may touch upon cartel activity. And that's the type of

[41:07] person um who's being assigned and in fact they

[41:14] were recruiting him as well. So and I did check with our labor attorney.

[41:20] We did not have to have any type of selection process. I know he was here.

[41:24] » We did not have to have a selection selection process. It could have been by

[41:28] assignment um because it's not um it's not a promotion and it's an assignment.

[41:38] » Couple holes, right? >> Second thing, in the coming months, uh

[41:41] our officers will be authorized to wear specialty patches on the right to wear

[41:45] the uniform shirt. Um the patches will require approval uh first before being

[41:51] worn. And for example, and and I bring this up again because it's out of the

[41:55] norm. It's not something that previous thing uh was previously entertained. Um

[42:01] but we're going to do it. Um and I'll give you an example. Um, so the patches

[42:06] they're submitted for, they might represent the fall season specific to

[42:09] Halloween or one for Christmas holidays or who knows, you know, some uh special

[42:15] occasion. They'll be permitted to use their annual uniform allowance to

[42:19] purchase these patches and paid for any uniform alterations to display them. So,

[42:24] it's no additional cost to the township. uh the mere adorment of these specialty

[42:28] patches will be a conversation piece with the youth of our community and just

[42:32] might lighten spirits between an officer and an arrest interaction or anyone for

[42:37] that matter. So I'm going to give you an example. So here's

[42:50] » so chief in the military we used to do them for morale patches. So every unit

[42:55] had it and then that's how you signify or whatever just morale patches you

[42:58] would have a Friday patch compared to whatever

[43:01] » that's being done in >> around

[43:07] nationwide I mean I'm sorry >> nationwide

[43:10] » it's trending trending >> and it's and like uh that's who's the

[43:16] » No [laughter]

[43:18] and like I just said um it is also morale I didn't put that in there but

[43:23] it's a morale things for internally. So, and the

[43:28] they're excited to do to be able to do that.

[43:34] » It's funny. The one that Committee van Ellis, Deputy Mayor Ellis is holding was

[44:04] then finally, the police department has partnered with Lori Young, the host

[44:07] producer of News Talk WD Radio um to be featured once a month for the next year.

[44:14] Uh Lori has given us a platform to feature the various functions of our

[44:17] police department with trending topics. This past July, I kicked off that

[44:21] participation by discussing elder fraud on her program and highlighted current

[44:25] cases or past cases, most recent uh cases in hopes that her listeners don't

[44:31] fall victim to the trending scams. Um, in August, Captain Sherry Bergen and

[44:35] Sergeant Ed Sterns discuss traffic safety topics. In addition, each month,

[44:40] I'm sorry, each month we'll feature a different unit or people from our agency

[44:44] to share their areas of responsibility and how it impacts the community at

[44:49] large. Um, and that includes even our professional staff, not just sworn. So,

[44:53] we'll have dispatch records, you know, and just kind of be able to impart what

[45:00] they do and how it impacts our citizens. Um, and she's also, Lori has also

[45:08] graciously offered us radio time to prepare public service announcements on

[45:13] important topics or issues to reach a larger audience such as again traffic

[45:18] safety, crime prevention, personal safety, things like that and thinking

[45:21] outside the box type stuff. So, we're going to be doing that for the next

[45:25] year's, you know, retro record to July that we did already start without your

[45:29] permission, but I did it anyway. [laughter]

[45:37] reminder before it's coming out so we can actually

[45:40] » Well, we can what we're going to do is we're going to uh we're probably going

[45:43] to they send us for example I have the uh

[47:55] to thank you for that. Um providing the hot dogs for us this year. But um it's

[48:04] have a DJ coming out. So they're going to announce all the kids. We hired a DJ

[48:07] to come out and we're trying to do it as professional as possible.

[55:29] second thing I would just wanted to report on um the economic development

[55:34] commission um [clears throat] met in August. We uh did not meet in July, but

[55:38] we had a great meeting in August to start off our 26 27 year. and uh we

[55:46] decided collectively we were going to place uh as our number one focus area

[55:51] the Cardiff Circle um and the um Harbor Square storm wall sort of complex that

[55:58] whole area to take a look at what can be done. There's a lot of uh study that's

[56:03] been done already that we want to look at. We want to take a look at all of it.

[56:08] See what else we might uh need to study and let's let's see what we can do out

[59:16] any other names of Zion Road, Asbury Road, it's a pain in the neck because

[1:01:22] day and you know, they do a lot of hard work. So, but all of our staff does at

[1:01:26] the school. So, we just want to wish them all a great school year and

[1:01:28] reiterate what everybody else here said. Be careful of your speed. I happen to

[1:01:33] live on a school street and I just am amazed at some of the tailgating and

[1:01:37] some of the speeding that goes on. So please please

[1:01:48] know, we received a grant two years ago to do a traffic transportation study out

[1:01:52] there in the verdict that have for us phase one was complete at the end of

[1:01:56] last year. We have a meeting with the NJB DOT in two weeks to go over the

[1:02:00] results of that and then for phase two which we already have the grant for to

[1:02:04] move that forward as well. Phase one was taking the traffic attempts. Phase two

[1:02:08] is making the imple implementation on what making a plan to implement what

[1:02:13] needs to get done. So just and the state of New Jersey is putting a

[1:02:18] task force together for nextgen 911 and our IT director Steve N has been

[1:02:23] appointed to that team. So I just want to point that out.

[1:02:52] matters which may involve personnel and/or legal matters. Whereas the open

[1:02:56] public meetings act permits the exclusion of the public to the meeting

[1:02:59] in certain circumstances. And whereas this public body is of the opinion that

[1:03:03] such circumstances presently exist. And whereas the township committee may need

[1:03:07] to enter into close executive session at one or more times during this meeting to

[1:03:11] discuss matters permitted under law, including but not limited to legal

[1:03:16] contract negotiations with the team union and anticipated disclosure one

[1:03:20] year. Um an update on that with hopefully a conclusion. Whereas minutes

[1:03:26] of said post of executive session will be kept and once the matter involving

[1:03:30] the confidentiality of the above no longer requires that confidentiality

[1:03:33] then the minutes shall be made available to the public in accordance with the

[1:03:36] law. Now therefore be it resolved by the council committee tax harbor county or

[1:03:41] Atlantic City of New Jersey that the public be excluded from this meeting

[1:03:44] during such portions of the meeting as a governing body may dee necessary to

[1:03:47] discuss the matter support the bill and I'm going to ask our labor attorney

[1:03:52] Mr. Delaney to hang out for the conversation.
