[0:07] I'll meet Up.
[0:47] Recording in progress You guys know right The first set
[1:51] is so important.
[2:04] Your brother.
[2:06] I like that your family's very much.
[2:09] I be funny.
[2:13] Everybody ready ?
[2:16] Ready Ready.
[2:17] Amanda.
[2:20] OK We like to call the Elko county Commission Board
[2:25] to order Welcome you all here.
[2:28] I want to take a moment just to recognize
[2:31] our long term D.A. Representative sharon Greenberg.
[2:36] He's back counseling the commission
[2:39] It's great to have you back.
[2:41] Appreciate your service Fran, and looking forward
[2:44] to working with you for my last few months.
[2:47] So thank you and welcome back.
[2:49] Also, I want to mention if anybody's planning on speaking
[2:52] today, would You have a sign up sheet
[2:54] in the back of the room please?
[2:55] Please put your name down so that we have your name properly
[2:59] recorded.
[3:00] For the record And just remember,
[3:03] public comments is limited to three minutes.
[3:06] OK?
[3:07] All right.
[3:07] So with that I'd like to invite everybody to stand and ask Fran
[3:11] to lead us in the pledge Please join me
[3:16] in the pledge to flag as America and to the Republic as one
[3:25] nation indivisible with liberty and justice for all.
[3:31] Thanks for having looked Let the record
[3:41] show that all the commissioners are in attendance.
[3:44] We will now move to item C, which
[3:46] is comments by the general public pursuant to interest 41
[3:49] this time is devoted to comments by the general public,
[3:51] if any and discussion of those comments.
[3:54] No action may be taken upon a matter raised
[3:56] under this item on the agenda.
[3:57] And the matter itself has been specifically included
[4:01] on a successive agenda and identified to be an action item.
[4:04] So the only public comment this morning
[4:07] or this afternoon rather.
[4:10] Hi.
[4:10] Please state your name for the record.
[4:12] My name is Silvie dory.
[4:15] I am here representing elko neighbors
[4:17] for responsible industrial growth.
[4:20] Also known as Nric.
[4:21] We are a brand new organization You've
[4:25] seen our faces before but now we're representing this group
[4:28] and we formed to help Elko County residents stay informed
[4:32] about major industrial development I understand
[4:35] the decisions being made by local government
[4:38] and participate constructively in these processes We recently
[4:43] learned that the county and the city
[4:44] are already working together on data center policy We appreciate
[4:49] that this work is underway and greater goals for being
[4:52] proactive.
[4:52] We're really appreciate that you're looking into all of it.
[4:57] I brought an example for you to look at that.
[5:00] I've given you my one page summary of a model and framework
[5:05] from Truckee Meadows and regional Authority.
[5:10] They have created.
[5:11] What I consider to be a Gold Star framework in terms
[5:15] of how to involve the public in the drafting of the ordinance
[5:19] that you guys are working on.
[5:21] So they have a website that has basically
[5:26] all the survey results that they've
[5:28] collected from the public.
[5:30] They have the survey obviously is provided there.
[5:33] They have project timeline for how long
[5:35] it should take to do the drafting of the ordinance.
[5:38] And that's where they give updates
[5:41] and they're giving actual themes on their of that.
[5:45] Their considering for the ordinance
[5:48] and having public input through that.
[5:51] They're doing targeted stakeholder interviews,
[5:53] so they're bringing focus groups together
[5:55] with all of the players, which I'm
[5:57] sure you're already doing kind of internally on your own.
[6:00] But making those available to the public, whatever
[6:02] is decided there and they're having you know, open
[6:08] meetings way above and beyond the minimum standards
[6:10] that Nevada requires.
[6:13] And like I said, published surveys
[6:17] They're letting the public review the draft before it ever
[6:21] gets put, before the Planning Commission And so, you know,
[6:26] I just this is just for you guys to consider It's an example.
[6:30] I realize this is a much bigger metropolitan area
[6:33] with a lot more people, a lot more players involved.
[6:37] You know, we're just asking for you
[6:38] to consider it so that we make the best decisions as to how
[6:42] to get the public involved One thing I want to say
[6:45] is we are very new and we're just
[6:50] starting to be on social media this week.
[6:52] So we told people about this meeting,
[6:54] encourage them to watch it, encouraged
[6:56] to submit public comment and we're getting some responses out
[7:01] of people who are a little bit worried
[7:04] that there hasn't been a public announcement about the working
[7:08] group.
[7:08] So I just want you guys to be aware of that.
[7:12] We're aware that you're going through the regular process
[7:17] of what happens when you are trying to draft an amendment,
[7:22] but anything that you can do to just increase
[7:26] that public involvement and notice and all of that
[7:29] would be really appreciated And Yeah, do you
[7:34] have any questions about what i gave you
[7:37] in questions or comments?
[7:39] So I do know that this organization actually
[7:42] has put out a study to I don't know if you've seen the study
[7:46] or not, but it there's you know, obviously, a lot of resources.
[7:50] Again, I think last time you were here.
[7:51] I appreciate the civic engagement
[7:54] that you and other citizens have done.
[7:58] I think it's I think it's great.
[8:00] And just, you know, as we kind of work through this,
[8:04] you know, I mean, you know, I think
[8:06] that there's there's a sense of urgency on our on our behalf.
[8:09] But I want you know, however, that ultimate ultimately
[8:12] plays out.
[8:13] I definitely would assure you that nothing
[8:16] would be adopted unless it's you know,
[8:18] fully vetted and gone through a public process.
[8:21] So we're still working out, you know, some of the logistics
[8:24] and even though if Elko County's working
[8:26] with some of our neighboring cities in our in our county,
[8:30] you know, circumstances are, you know, different, you know,
[8:34] like all our cities have they have their own water
[8:37] systems They have their own sewer system
[8:40] where most of our local county is independent wells.
[8:43] So they're not exactly the same, But that's certainly something
[8:47] that something, in terms of zoning
[8:49] and other types of requirement, Is it
[8:51] that you'd want to look at I think the bottom line is
[8:55] i think I think everybody would concur and agree that, you know,
[8:59] we want to make sure that we have a good, robust application
[9:02] process so that we fully understand what kind of impacts
[9:05] there may or may not be.
[9:07] And I and I think with this with this thing
[9:09] you've talked about as an example,
[9:10] we've talked about water, energy,
[9:12] and they have three different three different Kattegat
[9:15] areas of that type of usage so that the jurisdiction has
[9:21] a better understanding of what kind of impacts
[9:24] that that type of facility could or could not
[9:27] have So thank you very much Again,
[9:30] I appreciate you guys being here today.
[9:32] Yeah.
[9:32] Appreciate you guys for being proactive.
[9:34] And we realize it's super complex.
[9:36] It's a lot to do.
[9:37] So thank you.
[9:39] Sure Go.
[9:41] Oh, sure.
[9:42] Sorry Can you hear me better now All right.
[9:45] Sorry about that All right.
[9:47] Sorry about that Yes.
[9:50] For the record, Scott Gavorsky and I rise on behalf
[9:53] of the local county republican Party First of all,
[9:56] just reminding everybody with fair weekend coming up,
[9:58] we're going to have a lot of candidates through here
[10:01] for the cemetery dedication at 10 a.m..
[10:05] And then the parade at 1130 downtown.
[10:09] And there'll be a number of them stopping by our booth
[10:13] at the local fairgrounds.
[10:14] So we'll look for that.
[10:17] But the main reason I rise today is i'm
[10:19] honored to speak on behalf of not only the local county
[10:21] Republicans, but the local county
[10:23] Democrats and the independ an American party in Nevada
[10:27] Once again, we're going to be working together
[10:29] to do a presentation in celebration of Conn's
[10:32] the tUtiOn Week and that will be on Wednesday, September 16 at 6
[10:38] p.m. in the public performing arts building over
[10:41] at the high school.
[10:43] Given that it is the 25th anniversary of the 911 terrorist
[10:46] attacks we're going to build our discussion on reflecting
[10:51] of the 25 years of how the Constitution has been viewed.
[10:58] 25 years after 911, we're calling it.
[11:00] We the people.
[11:01] 25 years after 911 Commission or Andreozzi has graciously
[11:06] agreed to moderated He and Matt McCarty from the school board
[11:10] are going to be working together We're
[11:12] Fielding questions from the public, which
[11:14] you can send directly to Commissioner andreozzi
[11:18] just about you know, concerns on everything from, you know,
[11:22] growth of surveillance society for instance,
[11:26] legal rights after 911, a whole range of issues.
[11:31] Again I hope to see everybody there again September 16,
[11:35] Wednesday 6 p.m..
[11:37] Thank you very much I mean, yes, police
[11:42] hope you drop something there Thank you Thank you Hi,
[12:04] I'm Sharon.
[12:06] I'm wondering to take a minute and talk to you about data
[12:09] plant data centers. you know, I'm
[12:13] of the age where I'm we got our first computer.
[12:17] I had to learn Ms-dos.
[12:20] So you know, data centers weren't a big thing
[12:22] I went to work for a company We had a major data processing
[12:28] center in our company.
[12:29] I had to learn to re punch cards.
[12:31] Then we went to lectures and then we went to this.
[12:34] And we went to that.
[12:36] Well, eventually we've come to these cell phones
[12:38] Everybody has money in their pockets
[12:41] and that cell phone you have has more computer capacity in it
[12:48] than the first Apollo rockets did
[12:51] That's a scary thing in itself to think that this is where
[12:55] those data centers are coming in for
[12:58] and they're not necessarily a bad thing In fact,
[13:03] modern day data centers will use less water
[13:06] than that ski resort flip since.
[13:09] But the problem's going to be the state in Nevada passed
[13:15] and our s 360 754.
[13:19] And that's an abatement tax abatement everybody should
[13:23] be going joining with like for Trump
[13:26] and these other cities that are already fighting these tax
[13:31] abatements and we're because data centers are coming I
[13:37] there's no way we can stop them when need them.
[13:41] Mr..
[13:42] Kerr Carp owns a restaurant He processes
[13:46] carts all the time using an Internet process
[13:50] and connecting to the bank.
[13:52] Mr. Andreozzi, you run a real estate you work a ranch,
[13:57] and now you keep your cattle on and out.
[14:00] That program the Internet and data
[14:04] has affected each and every one of us The best thing
[14:09] that this council can do is figure
[14:11] out what we can do to make it the best we can have.
[14:15] That will bring profit into elko County,
[14:18] Loudoun County gets $609 per square foot of data center sets.
[14:27] That's a lot of money.
[14:29] They're working at towards 1.1 billion.
[14:32] This year and 1.3 billion in tax revenues
[14:36] They've cut their personal property taxes to their people
[14:39] by 25%.
[14:42] This is it's not necessarily a bad thing,
[14:47] but the genie is out of the bottle I mean,
[14:50] I can remember punch cards and I'm sure none of you worked
[14:55] Ms-dos and none of you learned the little program that at that
[15:00] time with Ms..
[15:01] Dos, which was work perfect If you want to type anything
[15:07] it's not a bad thing.
[15:10] But we do need to put some guardrails in But we
[15:14] need to fight the state and giving abatements because elko
[15:17] County is a poor county.
[15:19] And if you're thinking that if we could take in 40 million,
[15:23] if you can wrap up your three minutes of it.
[15:25] But I've got to let you wrap up.
[15:27] Go ahead and write it.
[15:29] If the if we can take in 50 million
[15:33] in taxes from a data center and imagine
[15:36] what that can do for Elko, Nevada, because we're poor
[15:38] county people don't understand that we are a poor county
[15:44] and we would benefit greatly from that kind of buildup.
[15:49] Thank you.
[15:50] Thank you.
[15:52] Any other public comment this afternoon ?
[15:55] Hello How are you?
[15:57] Good.
[15:57] How about yourself?
[15:59] OK great.
[16:00] I'll talk to you about that.
[16:01] OK My name is Brian riley.
[16:03] I am Vice Commander of the third District of American Legion.
[16:07] And I would like to invite everybody
[16:09] to the opening of the Nash mills Cemetery.
[16:12] And I want to remind it's the only National
[16:14] cemetery in Nevada.
[16:17] There's other veterans, cemeteries
[16:19] but this is a Nash one.
[16:21] And as Scott said at 10:00 on Friday,
[16:24] I would like everybody to come that and also the American
[16:27] Legion will be doing a tribute on 911 out in front of the city
[16:33] hall where the 911 statue is.
[16:36] And I've invited the first responders
[16:40] because actually 911 is for them.
[16:42] They are the heroes of 911.
[16:45] And we will be doing a presentation there.
[16:46] And I would like to invite everybody
[16:49] to come by and participate in that.
[16:51] And anybody who would like to give a speech that day
[16:53] would be welcome to do that, so thank you very much.
[16:56] Great.
[16:57] Thanks.
[16:57] And I think that that cemeteries a great tribute to have here.
[17:02] It is an having to have there.
[17:05] I have.
[17:05] It's beautiful.
[17:06] Yeah.
[17:07] It's going to be a great day And there will be a lot of people
[17:10] there for from well VFW, American legion
[17:15] and i believe it's going to be some of the people from Salt
[17:20] Lake will be there, too.
[17:21] So it'll be a very fine thing for everybody to be there.
[17:24] Great.
[17:25] Thank you for the invitation.
[17:26] There.
[17:27] Any other public comments this afternoon ?
[17:32] All righty.
[17:33] Seeing them, we'll go ahead and continue on with the agenda.
[17:37] We'll go on to item D D1, which is
[17:41] a moment of silent silence for Gary Woodberry, 82,
[17:45] honoring his legacy of public service community involvement
[17:49] and family devotion as he passed away on August seventh 2026,
[17:54] at his home in pleasant Valley, Lemuel, Nevada.
[17:57] Mr. Woodberry was elected as the Elko County District Attorney
[18:00] in 1994 and holds the distinction
[18:03] of being the longest serving district attorney in Elko County
[18:06] history.
[18:07] Following his tenure in the district
[18:09] Attorney's office, he and his family
[18:11] revitalized a well Wells progressive newspaper while
[18:15] continuing to serve the public through a private law
[18:18] practice representing numerous prominent cases
[18:21] throughout his career.
[18:23] Beyond his professional accomplishment,
[18:26] Mr. Woodberry was deeply dedicated to his family which
[18:30] he considered his greatest achievement And with that,
[18:34] if you please join me in a moment of silence Thank you.
[19:04] And elko County, along with all of our residents and staff would
[19:09] like to offer our most deepest and sincere condolences
[19:13] to the Woodbury family That we'll move on to Item E
[19:19] appointments E1 Discussion and consideration of appointing Joe
[19:23] McNeil to the elko County Planning Commission for a term
[19:26] expiring December 31st 2029.
[19:28] The county Planning Commission reviewed several applications
[19:31] including One from Joe McNeil at its July 16th 2026 meeting,
[19:37] and recommends his application to be held to fill a future
[19:40] anticipated vacancy.
[19:42] This item is for possible action Corey.
[19:45] Good afternoon, Corey Rice of Cook County Surveyor
[19:47] and senior planner Jake jefferson,
[19:50] who is our One of our planning commissioners.
[19:53] Recently went to work for High Desert engineering
[19:56] and felt that there would be too much
[19:57] conflict with him to be on that board.
[20:01] And be working for High Desert because they bring the majority
[20:03] of our applications.
[20:06] So he is resigned.
[20:07] The local county planning commission
[20:09] did ask that Joe be moved up the ladder after you guys appointed
[20:13] Andrew recently.
[20:15] And so here we've got a vacant seat and the planning commission
[20:18] and staff is in support of appointing Joe to vacancy.
[20:24] Thank you, Corey.
[20:25] Questions.
[20:25] Comments.
[20:26] Yeah Got a question?
[20:28] How long has this been vacant and how long
[20:30] does it have to stay?
[20:32] It's been it's been vacant for only one month right now.
[20:36] And since we had these fresh applications
[20:38] we didn't feel that it was necessary for us
[20:40] to reopen an advertisement for it.
[20:44] OK.
[20:45] Other questions ?
[20:47] Oh, go ahead.
[20:48] I'll move your point.
[20:49] No, Joe The second case, stand your motion Gail.
[20:53] Second.
[20:54] Any other discussion as this is a public
[20:58] is this requires action?
[20:59] Is there any public comment on this item?
[21:02] Seeing none.
[21:02] All those in favor signify by saying i, i i vote.
[21:06] I also motion carries.
[21:07] Thank you, Corey.
[21:08] Thank you move on to item f flight alliance of Northeastern
[21:12] Nevada otherwise known as fan Presentation
[21:16] by the flight alliance of Northeastern Nevada fan
[21:19] regarding the regional impact of commercial air service
[21:23] at the Elko Regional Airport including
[21:25] passenger growth the minimum revenue guarantee funding model.
[21:29] The federal Small Community Air Service Development Program
[21:32] Grant and ongoing efforts to sustain and expand
[21:35] a regional air service.
[21:37] This action item or this is a non action item.
[21:40] Mr. Mayor, welcome to the county.
[21:43] Glad you're here.
[21:43] For the record, Risky owner is here at the podium with us
[21:48] along along with Jan Baum the city manager.
[21:50] Thank you.
[21:51] Thank you very much, Mr. Chairman and Commissioner
[21:53] ahrens, thank you for this opportunity.
[21:55] I'm here on behalf of Flight Alliance of northeastern Nevada,
[21:59] where I serve as the Treasurer and my sponsor
[22:04] serves as the Chair and also Amanda's
[22:08] a key member of the board, as is Rex
[22:11] And just to say thank you for the county's participation
[22:17] wanted to give a little bit of background
[22:19] for the benefit of the public after the in the I
[22:22] should say in the wake of the pandemic flight traffic
[22:26] went way down.
[22:27] It wasn't just in elko, but it was a phenomenon
[22:30] affecting all cities.
[22:33] And we had a particularly difficult time
[22:36] because SkyWest was flying in the 75 seat product
[22:40] at that time, which was really too big for this market.
[22:44] And that coupled with the fact that the joint venture went
[22:49] through just before that, and so there were no longer employees
[22:53] being shuttled back and forth between Elko in Denver and Elko
[22:57] in Las Vegas, and Elko and Toronto.
[22:59] So we had several things working against us.
[23:03] And as the traffic didn't recover
[23:08] the sky was If you want to continue
[23:12] to enjoy air service in Elko, Nevada
[23:15] you're going to have to provide some subsidies for us.
[23:18] So that so so that were whole basically.
[23:23] And so we had Covid funding, which
[23:26] lasted for probably about 18 months
[23:28] or so And after that was exhausted you know,
[23:33] we had a big decision to make either we pay up
[23:37] the ante for the flight subsidies
[23:39] or we lose our commercial air service, which really would have
[23:44] been devastating to our economy here
[23:48] several things happened The flights were
[23:51] cut to 2, 1 flight per day.
[23:54] And then along that time the SkyWest
[23:59] came out with a new product, which was a 50 c, c, r j 550
[24:04] aircraft, which was a much better size for this market.
[24:08] And the good news is, as you'll see
[24:11] in a moment in the presentation, our numbers continue
[24:14] to improve month over month.
[24:17] And we're back to where we were in 2019.
[24:21] And so I'm happy to be able to report that we had about $1.2
[24:27] million last year in subsidies, approximately,
[24:31] and we're hoping that it'll be less this year.
[24:36] We were able to bring on a mid-day flight,
[24:38] and that operates on the busiest stays,
[24:41] which are Sunday, Monday, Thursday Friday.
[24:45] And that flight is struggling just because we
[24:49] need more ridership Thankfully we were able to get a U.S. dot
[24:56] grant to help subsidize that And the fan
[25:01] was created as a fundraising mechanism.
[25:04] So it's not directly the city on the hook
[25:08] for the flight subs It is.
[25:10] And so at any rate, our return overnight flight
[25:18] is in the last 2 2 3 months has broken a little bit better
[25:25] than even, which means that skyWest remitted some money back
[25:29] to us, that we're able to use towards the subsidy
[25:33] on the mid-day flight.
[25:34] So we're continuing to promote the flight side encourage
[25:39] the counties as much as they can to use the Delta Service as well
[25:45] as the general public And Jan, if I missed anything.
[25:49] Go right ahead and maybe we should
[25:51] have Connie start the video, and then we'll entertain anyone
[25:57] and say thank you.
[25:59] Thanks.
[26:01] Will you will you introduce yourself for the record
[26:04] and for the people here in the audience, please ?
[26:08] Hi, I'm Connie I'm a consultant with Calico Collaborative
[26:13] and I work with Fan Thank you.
[26:16] Welcome to elko County.
[26:19] Virtually.
[26:20] Thank you all to be here We're going
[26:22] to play a little video for you first
[26:24] and that shows some of the achievements
[26:28] that McKenna just talked about Oh,
[26:33] see that's a great little video I
[27:44] if I could use the word handsome.
[27:45] That's a handsome video Yeah.
[27:48] Connie did all of that herself Yeah
[27:52] I worked with a great team of video loggers.
[27:56] Are there any questions ?
[27:58] Oh, Connie.
[27:58] Sorry.
[27:59] Go ahead.
[27:59] I didn't mean to cut you off.
[28:01] Go for it.
[28:01] Go for raise Only I'd ask is that midday fly would be smarter
[28:06] to push for a Reno in stead or.
[28:10] Or even just push for a Reno flight.
[28:12] In addition to I sure would like it.
[28:15] And also, I think it help of our with our converse ations
[28:20] with the with Carson City if there was a flight.
[28:24] But just a fun absolutely that's something
[28:27] that we address with sky quest each November when
[28:31] we meet with them and over the past few years,
[28:36] there's been no interest in that whatsoever However, they
[28:41] have shown more interest in that as of the last time
[28:45] that we met And we want to talk to them about the possibility
[28:50] of a new route that would include Reno to Elko
[28:54] And hopefully they'll there'll be some sustain ability
[28:58] that comes from that to give people
[29:01] additional options for flying.
[29:04] I mean, in the past, Salt Lake was such a huge Delta hub.
[29:07] I there was not even a question, but reno
[29:09] is getting to be a big enough hub that would be smarter just
[29:12] to switch to Reno anyway, right Are we just
[29:15] at the hands of Delta?
[29:16] It doesn't matter.
[29:17] Right.
[29:18] The big challenge right now, Commissioner Carr's
[29:20] the fact that SkyWest has a hub and spoke system.
[29:26] So every flight is either a originates in or terminates
[29:30] in Salt Lake City.
[29:32] So we'd have to deviate from their normal operational pattern
[29:37] on that You know, I'm really encouraged
[29:41] by seeing the ridership going up, which is great.
[29:45] And I know myself.
[29:46] I've had an opportunity to fly out of Elko a couple of times
[29:50] and for me, it was pretty convenient, right?
[29:53] You know, I can I could just get to the airport He had through.
[29:56] I mean it's the same level of security,
[29:58] but it's not like going through security in a large metropole
[30:02] It's an area you're through.
[30:04] You're in, you're out, you're in Salt Lake, and like 30 minutes.
[30:07] I mean, it's unbelievable And then I
[30:10] don't need to stay the night in salt lake.
[30:12] I don't need to pay the additional parking fee and all
[30:15] that, all that other stuff.
[30:16] So, you know, when you start calculating all that,
[30:19] it really is an attractive option for us
[30:24] And then obviously, you know, there's a tremendous amount
[30:26] of infrastructure that's been built.
[30:28] There's part of our transportation system.
[30:30] And so we appreciate all the hard work
[30:32] that you guys have done.
[30:34] And, I think elko County's been committed
[30:37] to this partnership from the beginning,
[30:39] and we see the value tremendous value in that asset
[30:44] to our communities And so seeing the increases is out.
[30:51] And, it's a that's a promising thing to see,
[30:55] you know, and and I think maybe it's the flight
[30:58] the added because a couple of times i
[31:00] have taken that and quite honestly, I
[31:02] had to run through the concourse to try to catch my flight
[31:06] And last few times I haven't had to haven't had to run.
[31:08] I could just take them.
[31:09] I could mosey on down to the concourse which was, you know,
[31:12] because once you get this body moving, it's hard to stop,
[31:16] you know.
[31:16] But anyway, thank you for the presentation today.
[31:19] All right Thank you very much for anything.
[31:22] We're next.
[31:23] I know you're I just like to add that we just really need
[31:27] to encourage the community to use the service so we could
[31:32] get the flights up or we didn't have to pay that subsidy.
[31:35] We could have the money to subsidize somebody
[31:39] coming in from Reno.
[31:41] It's SkyWest and we want to make the hubs
[31:44] just the community Please use the airplane And it is nice.
[31:51] Now that a nice plane and it is quick I mean, it's up and down.
[31:55] You're there.
[31:56] You know Absolutely.
[31:58] Again, this is kind of, Anderson, for the record,
[32:00] I'll just jump in.
[32:01] And everyone's been talking about events.
[32:03] Coming up, fan will be at Sky Fair at the elko Regional
[32:06] Airport on September 19th.
[32:08] So if the community or any of the commissioners
[32:10] here want to learn more about fan
[32:12] will have a booth with information about the flight
[32:15] and encourage people to come talk and learn more.
[32:18] It is such a valuable asset to the region
[32:21] You saw on there a number about return on investment
[32:25] and that number comes from a Nevada
[32:27] Department of Transportation study
[32:29] about economic impact for every person that
[32:32] flies into northeastern Nevada and Elko region
[32:37] And so the more people we have flying in,
[32:39] we still have some capacity on those flights
[32:41] to have people fly in, just returns tax benefit
[32:44] to the region and helps the county
[32:48] Elko County, other counties in the cities
[32:50] grow and provide resource service to citizens So
[32:55] thank you to everyone who has flown the flight.
[32:57] We're happy to hear about good experiences
[33:00] and we'll keep doing work to grow the current flights.
[33:03] Part of fans mission is to grow more flights
[33:05] I know that was a discussion earlier, so those conversations
[33:08] are happening Thank you, Mayor Keener Yeah, I just wanted
[33:13] to add and thank the county for get my ride's
[33:18] participation in the absence of a taxi service here in Elko
[33:24] That's been critical We do need more rideshare drivers.
[33:30] We have a couple of landers and but it
[33:32] can be spotty as to when it's available.
[33:35] There was a lot of that Comic-Con type event that
[33:40] was in Elko a few weekends ago and some of the feedback
[33:44] was that, you know, the air travelers weren't
[33:47] able to you know, they had to walk a mile downtown
[33:50] to get to dinner.
[33:51] And it was really hard to get around So
[33:55] if there are any perspective, rideshare drivers out
[33:59] there please, you know step up that this city recently passed
[34:06] an ordinance to where we are suspending the business
[34:10] license in the home occupation license for rideshare drivers
[34:16] And that's for a period of two years.
[34:18] And we're hoping that it'll just one less barrier
[34:24] to entry for rideshare drivers.
[34:26] So good idea.
[34:28] Yeah.
[34:28] Thank you Thanks again.
[34:30] Thanks again, Mayor, for being here.
[34:32] And Jan, thanks for being here and thanks
[34:34] for your work on this program.
[34:35] Does the commission mandate did you have anything
[34:37] else you wanted to say?
[34:38] Yeah So, Reese, thank you for that.
[34:41] Shout out to get my ride service and One of the conversations
[34:45] that we've had just here recently
[34:47] was in the last couple of months actually
[34:49] moving our administrative office,
[34:51] if you will, for or that service up to the airport.
[34:56] We're still in those conversations with Jim Foster,
[34:59] who is the airport manager.
[35:00] And going back and forth on kind of what that agreement will look
[35:03] like.
[35:04] So hopefully we'll be moving those transportation services
[35:07] under one roof where it would make a lot of sense.
[35:10] And benefits are county hopefully
[35:11] would benefit the city, as well as our residents.
[35:14] So that is in the works Perfect.
[35:17] Thanks.
[35:18] Any other comments?
[35:20] Questions?
[35:20] All right.
[35:21] Thanks again for being here.
[35:23] Moving on we're going to move on to item
[35:26] G We've got a number of planning and zoning related items here.
[35:31] And I just want to get a disclosure out of the way
[35:33] because there's like 3 or four of them
[35:35] that I need to make a disclosure,
[35:37] and I'd like to just get those out of the way.
[35:39] So my disclosure here is there are a number of applications
[35:43] on here that have been submitted by high desert engineering.
[35:45] My son works for high desert engineering
[35:48] but I have absolutely zero for culinary interest
[35:51] or any involvement whatsoever.
[35:53] And in this and I feel like I can make a fair and impartial,
[35:58] unbiased decision as it relates to all of these applications.
[36:02] So I will be participating.
[36:05] So go on to rG1 pursuant to notice number 20,
[36:15] 2630 for discussion and consideration
[36:17] of an application submitted by Paul and Laurie.
[36:20] Both Terry requesting approval of a tentative map
[36:23] for the Division of Land and a large parcels quarry
[36:28] Good afternoon, Corey Rice.
[36:29] I'll Cook County Surveyor and Senior planner
[36:32] This is a pretty straightforward, tentative map
[36:35] for division of land and a large parcel just creating
[36:41] just two parcels out of out of one bigger one.
[36:44] The planning Commission recommended approval
[36:47] with staff's recommendations, findings and conditions,
[36:49] didn't it And staff is in support of it.
[36:54] So if you've got any questions for me,
[36:56] please feel free to ask Mr. Chairman I moved
[37:02] to approve this item from the agenda
[37:06] as stipulated by their conditions, which
[37:11] were basically, you have to keep the law.
[37:14] OK.
[37:14] OK Gail, Motion stand that you're okay.
[37:17] It's all right OK, so we've started a new process
[37:21] because we're doing closed captioning,
[37:23] so we need to say who makes the motion and who the second is.
[37:27] So just bear with us.
[37:28] We're.
[37:29] We're still having a little fun with that.
[37:31] OK, So we have a motion in a second.
[37:33] Is there any other discussion on this item?
[37:36] OK Seeing none, is there any public comment on this item
[37:38] as this is an action item seeing none.
[37:41] All those in favor signify by saying I, I i, and I vote.
[37:44] I also motion carries And again, that's a tentative map.
[37:51] The final map will come back built before us too.
[37:54] So yeah, we'll probably see that the final map
[37:58] the mid meeting in October or the first meeting in November
[38:02] KG2 pursuant to notice number 20 2635 Discussion consider
[38:06] of an application submitted by M f r e to you
[38:11] ranch lLC requesting approval of a tentative map
[38:15] for the division of Large Lake I'm sorry land in large parcels.
[38:18] Curry Again, this is a pretty straightforward division
[38:21] of land in large parcels.
[38:23] Map.
[38:24] It's pretty remote.
[38:27] I'll let you drive out basically to the west southwest
[38:32] of south Fork Reservoir Some of this property
[38:36] will be sold to the we used to be all of the mine and company.
[38:40] I'm drawing a blank on the equinox Thank you.
[38:44] So it is.
[38:44] It is basically connected with that project.
[38:47] Again the Planning Commission recommended approval unanimously
[38:51] with staff's recommendations, findings and condition and staff
[38:55] is in support of it and can consider
[38:59] the aerial I couldn't tell which of the other way
[39:04] the other, which they've got.
[39:07] Okay.
[39:07] So this one is I do understand your question,
[39:11] Rex Remember that.
[39:20] Remember which sections we use section one and this
[39:25] is a section one which is going to be the fair the farm.
[39:30] OK.
[39:31] That's one or not north east one.
[39:33] There, but it's said two.
[39:36] Pardon Doesn't say two.
[39:38] It says Section one, township 30, North range 53 East
[39:44] So it's an it maps to the division of land
[39:46] and a large parcels to create two parcels each.
[39:50] You parcels located within section one.
[39:53] OK.
[39:54] Okay.
[39:54] Gotcha Any other questions Oh I'll
[40:01] move to approve the staff's recommendations, findings
[40:03] and conditions Second.
[40:05] Kay Steninger motion.
[40:07] Gail Second.
[40:07] Any other comment?
[40:11] Any public comment on this action item?
[40:13] Seeing none.
[40:14] All those in favor signify by saying I. I. I. I vote.
[40:17] I also motion carries.
[40:19] Thank you Moving on to g Three pursuant
[40:22] to notice number 2636 discussion in consideration
[40:27] to approve resolution number 20 2629 regarding Vincent Scott.
[40:34] I'm going to mess up his last name.
[40:35] I'm terribly sorry I tried to squat tryto
[40:38] thank you Request to vacate and relocate to a portion of Monte
[40:47] Carlo drive right away.
[40:49] Corey.
[40:51] Thank you Okay, this is a simple, really.
[40:56] Basically just reload.
[40:58] Hitting the right of way.
[40:59] It matches where the existing road
[41:01] is This is the exhibit that will go along with the both
[41:08] the vacation and as well as the new deed of dedication
[41:13] So the existing right of way is the dash line.
[41:18] And you can see the lighter dash line,
[41:20] which is the actual roadway.
[41:22] So they're wanting to just move this right of way
[41:25] over to better fit the existing roadway.
[41:28] Both the Jackpot Advisory Board and the local county planning
[41:32] commission voted unanimously to recommend approval of this.
[41:37] And so to staff OK Steninger moves
[41:41] to approve resolution 2026 DoorDash 30.
[41:44] Gail second, thank you Any other discussion
[41:48] any public comment on this item?
[41:51] Seeing none.
[41:51] All those in favor signify by saying i.
[41:54] I I. I vote.
[41:55] I also motion carries g for pursuant to notice
[41:58] number 20 2637 discuss and consideration
[42:02] to approve an alternate compliance request
[42:04] submitted by Bob Tebow of High Desert Engineering
[42:07] to allow access to parcels number one, 2, three and four
[42:11] by a 30 foot wide private access easement,
[42:14] as shown on parcel map for the George l l Eldridge William
[42:18] T, Eldridge and Sherry, a Peterson Corey again, Corey Rice
[42:23] Elko County Surveyor and Senior planner.
[42:28] This with the highlight the the green, blue highlighted area.
[42:31] There is the area that is there wishing
[42:34] to have as a private access easement and not
[42:37] a dedicated county right.
[42:38] Of way staff is in support of this and recommends approval
[42:44] So there's a little unsure on that correct.
[42:46] So it comes off the the main road there and that
[42:50] that's still going to remain public
[42:52] and that still remains public It's just the green area going
[42:55] around the edge of the parcel map
[42:57] there to access those parcels three and potentially
[43:01] parcels two and think could you go to that for vicinity map?
[43:06] Because I couldn't tell from that map where this is
[43:10] and see the id, the home I can either go,
[43:19] it's down here off to the right now look
[43:22] not that was know isn't it that blue section right there
[43:27] right smack dab in the middle.
[43:29] Yep.
[43:30] Right there.
[43:30] Loose section Oh okay.
[43:32] Okay Right along lower side Valley Road
[43:36] Yeah, there's numbers on top, but I didn't see that so.
[43:39] Thank you.
[43:40] Yeah just.
[43:44] Okay Any questions about what's being requested here
[43:49] with this parcel map i bring?
[43:53] I'll move to approve the request OK.
[43:57] For Skinnygirl second and were there conditions on that one?
[44:00] There is no just the only conditions
[44:03] that go along with parcel maps are basically
[44:05] the standard boilerplate.
[44:06] OK In our and county code requirements Okay.
[44:10] I have a motion by Gail second by Steninger.
[44:12] Any other discussion, any public comment on this item scene?
[44:17] And all those in favor signify by saying I, absolutely.
[44:20] I vote.
[44:21] I'll also motion carries.
[44:22] Thank you Okay, we've got g five pursuant to notice number
[44:30] 20 2638 discussion and consent resolu ocean number 20 2630
[44:35] regarding a request submitted by Tyler W
[44:38] ag for the dedication of a portion of Hamilton Stage Road
[44:44] Corey Let's go back to the deed.
[44:45] A dedication, please.
[44:47] Amanda thank you again.
[44:48] Corey Rice of the county surveyor and senior planner
[44:52] to mr. AG owns this parcel that is out there in the Western
[44:59] Hills area.
[45:01] And Hamilton stage Road bisects his parcel Hickory,
[45:07] I had a question on that.
[45:08] Are you sure that's Hamilton State Road Well, there's
[45:12] a there's kind of there's some a little bit of confusion there
[45:16] So some maps call it Meadow View Drive.
[45:19] There's other maps.
[45:20] Carl Hamilton, Stage Road.
[45:23] I don't know how to resolve that issue
[45:26] And for the purpose of this I do not
[45:28] believe it really affects anything No, I don't agree.
[45:32] It doesn't affect that.
[45:33] I was just Yeah.
[45:34] Is there is there is some confusion out there of which
[45:38] what that is.
[45:39] I personally feel that Hamilton stage road is more appropriate
[45:43] because of the way Meadow View Drive circles around already It
[45:47] would basically make three roads that work,
[45:49] but it's not called Hamilton Stage Road on the other side
[45:52] of the mountain.
[45:54] Yep And it crosses.
[45:55] And there's also Hamilton Stage Road
[45:57] is also part of this subdivision.
[45:59] Further off to the west here.
[46:02] Also on that side of the mountain.
[46:03] So there are eventually all connect.
[46:06] That's the theory.
[46:07] Yeah.
[46:07] And I think probably the notwithstanding the confusion
[46:12] on the names, there is those bearings that are identified to.
[46:17] So that's I mean, those are very specific.
[46:20] Yes.
[46:21] Yeah This is an actual surveyed dedication
[46:25] So Mr. AG aG is requesting to dedicate this road.
[46:30] He's paying property taxes underneath it
[46:33] and can't utilize it So that does kind of clean up that.
[46:37] And it also does.
[46:39] It's a good step forward in cleaning up some of the issues.
[46:43] We've got with that road going from Meadow view, Meadowview
[46:47] Drive down to the South Fork Highway
[46:52] So this starts cleaning that up because there
[46:53] is no right of ways or easements on that road
[46:56] right now as it exists And this does help start to fix this.
[47:01] And also this would give the offer tunity
[47:05] the right of way would automatic split his parcel.
[47:08] So he would actually be able to utilize this lower triangle
[47:12] below that parcel in a much more efficient manner
[47:15] than he can now.
[47:18] So he was good to me Steninger will move to approve Resolution
[47:22] 2026 to 30 gale Second, our motion
[47:26] and second Amanda can go back to that map I do have one question.
[47:29] Sorry about that Sorry.
[47:31] You know you're fine.
[47:32] The only question I had, Corey, was it looks like you know,
[47:36] this is kind of cockeyed but I'll say the right side of that,
[47:39] where it says point of the other side right there,
[47:42] the keep going down, down, down.
[47:44] I'm sorry, Amanda Is that who's driving?
[47:46] I am.
[47:47] OK.
[47:48] I mean, okay Down by the by the signature down that.
[47:51] OK.
[47:52] Now to the right.
[47:53] To the right.
[47:54] A little more.
[47:55] Little right there about the point of beginning.
[47:57] Yeah.
[47:58] So is that that right away there already exists up
[48:02] till doesn't agree that this on the right hand
[48:06] side of that boundary line, which is so north
[48:08] is pointing to your right on the screen.
[48:10] So to the east that is on BLM land.
[48:13] And there currently is not a right of way on that.
[48:16] OK.
[48:17] This if this is approved I will be put in an application.
[48:20] Okay.
[48:20] To the county to get that right of way from the BLM.
[48:24] And I am also going to approach his neighbor
[48:26] to the east there to see if he'd be interested in dedicating
[48:31] the portion of that road that goes through his passes as well.
[48:34] Okay.
[48:34] And I thought by looking at that map
[48:36] that that already existed but it does not.
[48:39] Now, there was a little confusion in there.
[48:41] Some people thought it existed, did
[48:43] some pretty extensive research on it recently and it does not.
[48:46] Okay All right.
[48:50] And we do have a motion a second, then.
[48:52] Any other questions any public comment
[48:54] on this item to have public comment?
[48:57] Yeah, come on up State your name for the record,
[48:59] please Seth Emerick in.
[49:02] I'm resident Western Hills.
[49:03] OK so I had just had some questions
[49:08] by the names of the roads and stuff too, but declared it up.
[49:12] But so I opposed this The counties never had interest
[49:18] and I've been out there for 47 years.
[49:22] The counties never had any interest in this road
[49:24] or helping us with maintenance So I
[49:29] don't understand why wouldn't that little section would
[49:33] need to be put under county control
[49:34] when they're not going to when it says they're not
[49:36] going to maintain it anyways It makes there's absolutely
[49:41] no purpose for it in My opinion.
[49:44] Do you want to try to explain it?
[49:46] Corey well, as it sits right now and for I
[49:52] don't know how many decades that road has been,
[49:54] you access it already, as is so in my opinion,
[50:00] this does this is an appropriate move
[50:02] to put it into under a public right of way.
[50:06] It does clear up the legal access issues on it.
[50:09] And if I can get the rest of the road dedicated from or permitted
[50:13] from the BLM as well as the other one,
[50:15] it cleans up that whole section and does
[50:18] make it a legal public Access Grant.
[50:19] And if I may, I didn't catch your last name.
[50:22] So.
[50:22] So I never argue.
[50:24] That's a good basic name It sounds like it's not basketball
[50:27] All right.
[50:28] Well, I apologize for I'm going to just stick with Seth,
[50:30] if that's all right with you.
[50:32] All right.
[50:32] So, you know, I mean, basically the county the property owner
[50:38] has to submitted this application for consideration
[50:41] So it's really nothing that we've asked for.
[50:43] We're just determining whether or not we would accept that.
[50:47] So, I mean, every property owner has the right
[50:50] to ask for these types of things OK.
[50:53] I just don't see the purpose of it
[50:54] because there's another three quarters
[50:57] of a mile of private property after that So all these people
[51:01] go through actually my grant.
[51:03] So i think the bottom line is benefits to the property owner
[51:07] and he's asked us to do so And also
[51:10] just to point out the other off to further out down that road
[51:14] down was that private property.
[51:15] Those roads are already dedicated by the map
[51:18] to created the subdivision, you know,
[51:22] so that the property owner i guess, is my question.
[51:26] Well, it take.
[51:27] There's two ways.
[51:28] It helps and one it it takes that portion of the property off
[51:32] of his tax roll.
[51:33] So he's not paying taxes on property
[51:36] that he can't utilize into it Does
[51:39] it does have the potential of automatically splitting
[51:42] his person.
[51:42] So he can utilize that lower triangle more effectively
[51:47] and he could then post road no no,
[51:50] this is can't close you know once once it's dedicated.
[51:52] It's public Right.
[51:53] So he could put it for a vacancy permit or for this.
[51:58] Correct.
[51:58] I'm well I mean, technically, he could maintain it all.
[52:04] Yes, I do say Yeah, we don't want
[52:07] to dedicated road that's that's not a road that I would ever
[52:10] support vacating once it was dedicated
[52:13] and nor nor I think the planning commission ever would either.
[52:17] So called correct me if I misunderstand this right now
[52:21] because it's not dedicated.
[52:22] He could close this off that becomes
[52:25] more of a legal question, but in my opinion technically, yes.
[52:28] Okay.
[52:29] So once it's dedicated though, for public access he cannot do
[52:33] that.
[52:34] He would not be able to close it.
[52:36] So that's the only section of road in Western Hills That's.
[52:39] That's correct.
[52:40] Public access.
[52:41] That's correct.
[52:41] Yes.
[52:42] You i didn't know that.
[52:44] We were always told it's all public access and Western hills.
[52:47] So yeah, up in the Western Hills subdivision,
[52:50] all those roads are this one.
[52:51] However is not it's the only good
[52:54] And this piece right here that's the BLM section
[52:58] That is the BLM section that if this is approved
[53:02] I will be putting in an application
[53:03] to get that right of way from the BLM
[53:07] and then just to be clear, because I think this is helpful,
[53:10] the piece that's dedicated is the green piece.
[53:13] There, correct?
[53:13] Yes, that is correct.
[53:14] And so and you're saying that other piece
[53:17] just on the outside of the green piece
[53:19] that you said to the East wall, here's to the west.
[53:24] So I am going to approach this owner
[53:26] and ask him if he'd be interested in dedicating
[53:28] that little portion that goes through his property as well.
[53:32] There.
[53:32] And then also put it in the application
[53:34] with the BLM that completely cleans up that road at all,
[53:38] puts an end to public right of way.
[53:40] OK.
[53:40] Know this is a good example of public private cooperate
[53:45] because a difficult landowner could
[53:47] require the road to go around their parcel
[53:49] and rebuild the road.
[53:51] In this case, he's offering it at no cost to the public.
[53:55] That's correct So it's something that
[53:57] is a win win for the public.
[53:59] It also benefits him because he likes the road there Sometimes
[54:05] if somebody tries to close off a road like this,
[54:07] it results in litigation And because the other owners like
[54:10] yourself would say, well, that's always been used.
[54:13] It's a prescriptive.
[54:14] Right And they'd come up with theories
[54:16] of why it should remain open and that just
[54:18] creates a good lawsuit This is a much better result
[54:22] to avoid litigation.
[54:23] And like I said, a win win Any anything any other question
[54:32] if that's truly what it is that I can agree with,
[54:35] that if we make sure it stays open.
[54:38] But okay it just seems unusual I mean, it actually is with me.
[54:46] Yeah Through the years, we've done similar situations
[54:50] throughout the years maybe once every couple of years we
[54:53] come across a road like this.
[54:55] And we go through this process.
[54:57] Yeah well, thank you.
[54:58] Thank you for your comments Clears it up
[55:00] for passing on just one second.
[55:01] Go, go ahead, Brian.
[55:03] Yeah, I've got a question Corey.
[55:05] How many acres is a little triangle
[55:08] that, I don't know off the top of my head right now?
[55:11] If this is approved, there will be a record, a survey filed,
[55:14] and I know exactly what that is at that time.
[55:16] Do we know how big the whole lot is?
[55:18] That's a little over 40 acres.
[55:20] Okay So it is a big enough area that I mean,
[55:23] it's over two acres.
[55:24] Yeah, it's a big enough area to be
[55:26] able to have a well and septic system.
[55:29] Yeah.
[55:30] OK OK.
[55:32] Any other questions, comments, any other public comment
[55:37] Seeing none.
[55:37] All those in favor signify by saying I, i i vote.
[55:40] I also motion carries Thank you.
[55:42] Thank you and have a good afternoon.
[55:44] You to move on to item h.
[55:47] Elko County Board of Highway Commissioners
[55:49] Each one discussion consideration
[55:51] to approve a change order.
[55:52] Public works project EL2 2026 197 Spring Creek Valley Parkway
[55:57] reconsider action project with Hat Creek materials
[56:00] and construction incorporated in the amount of $27,650
[56:04] for unforeseen subgrade stabilization work.
[56:07] Dennis Dennis Price Local County Road Superintendent So this
[56:13] change order going to happen during paving
[56:17] we had a description in the letter,
[56:19] but the days that we started, the main line paving,
[56:22] we discovered an issue deep in the subgrade in this section
[56:26] near the storage sheds And that's
[56:29] they had to do a bunch of additional work
[56:31] that was unplanned to get that repaired,
[56:33] so that we could continue paving that date
[56:37] And I don't know if anybody's been out there and driven
[56:39] on that.
[56:40] But it turned out it turned out, yeah, it's nice Very nice.
[56:44] Good job.
[56:45] I am.
[56:46] I move to approve each one as presented.
[56:48] OK.
[56:48] I have a motion from Gail I'll second Second from Gerber.
[56:53] Thank you.
[56:54] Any other discussion is One thing I wanted to bring up.
[56:57] I know you guys brought this back, which
[56:59] is what you have to do when and I don't know if we have this
[57:04] or not.
[57:05] When I was at the city, we had a policy because, you know,
[57:08] sometimes you can't get the elected body
[57:10] to do a change order, right?
[57:12] So it kind of puts you in an awkward position.
[57:14] We used to have the latitude of the city.
[57:15] I think to go up to, like 5% of the I
[57:19] can't remember the exact number, but had
[57:21] the staff had the ability to up to 5%
[57:23] or something like that for a change order because
[57:27] of the timing of and then it would
[57:28] come back and get ratified.
[57:30] So you know I can see how going forward
[57:33] that that could cause an issue.
[57:35] So I think that that's something you should study and see
[57:39] if there's a a number that this body is
[57:43] comfortable with of giving you administrative approval up
[57:46] to a certain percent.
[57:47] And we and we had that at the city.
[57:50] I don't know if it's still there but we
[57:52] did Yeah, I would like to look into that because any
[57:56] of these construction projects you never know there
[57:59] anything can kind of pop up.
[58:02] Okay.
[58:03] Thank you I've noted that.
[58:04] Okay, Thanks.
[58:05] And the other comment, any public comment on this item?
[58:08] Seeing none.
[58:09] All those in favor signify by saying I I, i.
[58:12] I vote.
[58:12] I also motion carries.
[58:14] Thank you Thanks.
[58:15] I County Sheriff's Office discussing consideration
[58:18] to approve a renewal of a cannabis business license
[58:22] for cheyenne Medical Elko already
[58:24] 267 LLC doing business as thriving cannabis marketplace
[58:29] located at 1868 Royal Drive Jackpot Nevada 89825
[58:37] I know the background information here
[58:40] says you have received the required application in
[58:42] and sheriff's department is recommending
[58:45] approval, which this is the second or third time.
[58:48] Yes this is we've done this throughout the last few years.
[58:51] Okay.
[58:52] Everything we have is I'll make that motion.
[58:55] This is car the background check So we're good.
[58:57] Okay.
[58:58] Car makes the motion to approve.
[59:00] Second, Gail Thank you.
[59:02] Any other discussion, any public comment on this?
[59:09] Seeing none.
[59:09] All those in favor signify by saying I i, i.
[59:13] And I vote i also motion carries Man,
[59:16] that was like to and governance walking at the same time,
[59:18] I thought that was that was tough for me say just
[59:21] circling that and make a talk.
[59:24] All right discussion consideration
[59:26] approve stripping usable parts from seven seven.
[59:33] Elko County Sheriff's office vehicles
[59:35] and subsequently selling the vehicles, the vehicles that
[59:39] have exceeded their serviceable life due to high mileage
[59:42] and engine hours.
[59:43] The cost of necessary repairs exceeds the current value
[59:46] of the vehicles and they are no longer
[59:48] suitable for operate tional or patrol
[59:51] use There is a list of vehicles on the agenda.
[59:54] Sheriff These are seven vehicles that have been in our fleet
[59:59] for many, many years.
[1:00:00] They're older black and whites Some of these vehicles have up
[1:00:04] to 144,000, 140,000.
[1:00:07] These vehicles we're going to get rid of them through bank
[1:00:11] or we'll put them on a truck, take them down in Utah.
[1:00:15] What they do, they some amount after they strip them and then
[1:00:20] whatever they get, whatever they make
[1:00:23] we get a percentage of that back and put that
[1:00:25] back into the general fund or back to the lease program.
[1:00:30] These vehicles are sold.
[1:00:31] So these vehicles.
[1:00:32] We own outright, these are just we ordered them.
[1:00:35] So whatever we get for moving to go towards the general fund
[1:00:39] or the lease program.
[1:00:40] Okay And then just one last question
[1:00:43] And I think it would be pretty obvious what you
[1:00:45] plan on stripping out of them.
[1:00:46] It's probably light bars, radios Well, yeah, we'll
[1:00:50] take those strip that, strip the cages.
[1:00:53] And we've already done most of it but they'll strip the cages
[1:00:57] and we can't use those cages because throughout the years,
[1:01:02] the vehicles the size always change.
[1:01:04] So they're never the same.
[1:01:05] Every time we buy new vehicles, they're
[1:01:07] inside the center controls.
[1:01:09] Everything changed So they sell whatever they can't.
[1:01:12] And then we profit from that.
[1:01:15] OK.
[1:01:16] Any other questions I got a question Go ahead.
[1:01:20] Is there any purpose that the county should
[1:01:23] hang on to a couple of those?
[1:01:25] I mean and 44th 141,000 to me, just it's oh,
[1:01:33] the way they make vehicles we all it.
[1:01:36] We have with the new vehicles that we are purchasing
[1:01:40] in this year, we've already got some coming
[1:01:41] in the new expeditions and then we have the older
[1:01:44] Chevy's from the last So our vehicle fleet with the new ones.
[1:01:50] And the ones we've got in the last few years,
[1:01:53] we'll use those for the back of vehicles
[1:01:55] So we have the spares these vehicles.
[1:02:00] I'm sure you'd be interested you Rex
[1:02:01] being ranchers the normal vehicle would last
[1:02:05] you guys probably a long time.
[1:02:08] The way we drive them after Hundreds 4,000, 50,000,
[1:02:12] we were constantly exceeding the speed limits are going to search
[1:02:18] and rescue is going to do mass shootings When we get done with
[1:02:23] the big 150,000, they're pretty much we're out in 100.
[1:02:30] I was I didn't mean to interrupt you, Sheriff,
[1:02:32] but I know that there's a patrol vehicle in Mountain City.
[1:02:35] And one in Java.
[1:02:36] I don't know if you have one.
[1:02:37] Yes, we use those vehicles.
[1:02:39] The one and garbage were just talking today
[1:02:41] We do have a they're part of our search and rescue.
[1:02:45] So what they do in garbage, if they
[1:02:47] they do belong in the sheriff's office.
[1:02:49] So there is an incident in garbage,
[1:02:51] which I believe this Should they respond to three of them.
[1:02:55] And the people that are saying those people, that vehicle or
[1:02:58] go out and deal with whatever they have,
[1:03:00] the search and rescue and then they just park it.
[1:03:03] The one Man City we used to move around for traffic.
[1:03:05] Well, we're going to go get that one and probably sell them one.
[1:03:08] Right.
[1:03:09] Is well okay.
[1:03:11] And I think, I think the sheriff's point,
[1:03:15] you know, I mean, if you have vehicles in your fleet
[1:03:17] that aren't being used, it's going
[1:03:18] to cost you more to keep them than it is to to liquidate them,
[1:03:22] because insurance, maintenance And then
[1:03:24] and then, you know the I mean, you
[1:03:28] have to outsource all of your maintenance.
[1:03:30] Now.
[1:03:30] Right?
[1:03:31] So I mean it just gets complicated.
[1:03:34] And if you have i don't know the deputies probably
[1:03:37] have a vehicle assigned to them or whatever.
[1:03:39] But these are going to be the vehicles that
[1:03:41] are last picked Yeah.
[1:03:44] These this sort of fleet that we have this year will be good
[1:03:47] for and believe our lease, we've been leasing them go as high
[1:03:51] as 80 90,000 miles and then we'll replace them.
[1:03:54] But what it's done as leasing these newer vehicles is
[1:03:58] dramatically cost are saved.
[1:04:01] Our maintenance, a few years back.
[1:04:04] I don't know you remember we were the last like six inches
[1:04:08] in the patrol cars and they were I believe,
[1:04:11] close to $300,000 for all of them.
[1:04:13] And the maintenance for that year.
[1:04:15] So we were way over budget but we were.
[1:04:17] So now we lease them.
[1:04:19] So by the time they start again, we're out get rid of them,
[1:04:23] and they'll send us a new vehicle, something
[1:04:25] that's been very, very helpful for us OK.
[1:04:29] Any other questions, comments?
[1:04:30] And just going to Mr. Gal's question,
[1:04:35] I think it's also important that the sheriff not
[1:04:39] have any breakdowns on a way to do it.
[1:04:41] Yeah.
[1:04:42] Yeah, that's the last thing you need is a mechanical problem
[1:04:45] So you got to keep in tip top.
[1:04:48] We need reliable vehicles, you know,
[1:04:50] So it's really increased our service.
[1:04:55] We'll have to keep getting them towed and every time we
[1:04:59] tow vehicle use cases anywhere like 5 or $600.
[1:05:03] So it's really safe as cars and there's
[1:05:07] no program is going working for really working well
[1:05:10] for the sheriff's office.
[1:05:13] Well, Steninger moves to approve the sheriff's plan
[1:05:16] for this Seven vehicles listed here and I to my
[1:05:19] to Gayle second motion to second any other discussion,
[1:05:24] any public comment on this item seen and all those in favor
[1:05:26] signify by saying I i, i, i vote i also motion carries.
[1:05:30] Thank you Item J. Elko County Assessor's office Chair one
[1:05:34] Discussion Consideration of approval of a gas enterprise
[1:05:37] consultant agreement between Oak county and Max Mapping LLC
[1:05:41] formerly known as G Geospatial solutions for a base annual
[1:05:46] amount of 54,000, funded from the Assessors Technology Fund.
[1:05:50] Additional hours emergency and after hours
[1:05:52] support on site visits and travel expenses
[1:05:55] will be build separately at the rates established
[1:05:58] in this agreement Hello, sir, How are you?
[1:06:01] And good, Dennis.
[1:06:02] And for the record Elko County Assessor's Office just
[1:06:07] wanted to bring this before you to just to we
[1:06:11] can use some extended services on our Yes
[1:06:14] portion of for our mapping, our parcel viewership of the connect
[1:06:20] explore all of those things.
[1:06:23] We have our gentlemen in the office
[1:06:26] that does our day to day work.
[1:06:28] And this is more for the back end
[1:06:30] side of things that really needs to be utilized better.
[1:06:36] So that we can work better with the city
[1:06:39] of Elko, City of Wells Wendover, Carlin,
[1:06:41] all of those type of things.
[1:06:43] And then also just for our normal county services 911
[1:06:47] and that type of stuff.
[1:06:48] So if you got any questions.
[1:06:50] And happy to entertain anything you may have there's I just
[1:06:53] curious that the separate billing for the time over the 20
[1:06:58] hours at $175 an hour was that to get
[1:07:02] the covered by the enterprise the Enterprise
[1:07:06] fund also It would be, yes technology fund Technology
[1:07:12] fund I noticed the justice system was down last week
[1:07:18] Was there a problem with the server or what was I
[1:07:23] don't know if there's any thing that there
[1:07:25] was some partial mess we pulled up
[1:07:27] or property details where the map would not load.
[1:07:31] Oh, I know that they were having some issues with the server,
[1:07:35] but I don't know if that was county
[1:07:37] or if it was like this particular gentleman here.
[1:07:41] He'll maintain our server for us.
[1:07:44] So that doesn't have to be stored on site.
[1:07:46] All our data can be stored with him, protected by him.
[1:07:49] So that that's another plus.
[1:07:53] And we've been working with this company or this gentleman
[1:07:56] for a number of years This is just
[1:07:59] we're just kind of upgrading what he can do for us Okay.
[1:08:05] Any other questions Steninger move
[1:08:09] to prove the guys enterprise consultant agreement Second,
[1:08:14] Gail Kevin motion a second.
[1:08:16] Any other discussion, any public comment
[1:08:19] on this item saying that all those in favor
[1:08:21] signify by saying i, i, i vote.
[1:08:24] I also motion carries.
[1:08:25] Thanks.
[1:08:26] Thank you.
[1:08:27] Elko County Ambulance Kalen discussion consideration
[1:08:29] to approve an agreement between local county
[1:08:32] and e-services technology for credit card payment processing
[1:08:35] integrate it directly with sharp ambulance billing.
[1:08:38] This agreement includes a processing rate
[1:08:40] of 1.25% plus interchange fees and a $20 monthly merchant

[1:09:12] has recommended this service technology

[1:09:28] Chris McCann EMA Chief Rural County Ambulance
[1:09:32] Really that introduction says most of it.
[1:09:34] Our current vendor for England announced a price increase that
[1:09:39] was less than appealing for us.
[1:09:40] So we started shopping a little bit
[1:09:42] As we looked around kind of some of the services
[1:09:45] the county has in different departments
[1:09:49] And then we got a referral to E services
[1:09:51] from our billing department.
[1:09:53] These services are already integrated
[1:09:54] with the billing with Sharps, and so it
[1:09:57] makes a much smoother customer experience
[1:09:59] for those who are looking to pay their bills online.
[1:10:02] And so in all the pricings were pretty similar.
[1:10:06] So we, we selected these services as our preferred.
[1:10:09] So we're just looking to get that agreement approved.
[1:10:11] OK.
[1:10:12] So we charge back to the customer
[1:10:13] like if I paid my bill online do we charge
[1:10:16] that for our current system?
[1:10:18] No, but we will start doing that in the new one because we've
[1:10:21] been in a lot of credit card surcharges
[1:10:23] I got to see in this item it says the option
[1:10:27] to pass on the price from year to year.
[1:10:30] And then take that option.
[1:10:32] That's that was our plan, was to pass it on to the customer.
[1:10:36] Those fees, I think last year was about $80,000.
[1:10:39] If I remember.
[1:10:40] Right.
[1:10:40] So it's adding up in our revenue.
[1:10:42] So that's good.
[1:10:43] I'm going to pass it on.
[1:10:45] So I was also curious about the agreement includes
[1:10:48] a process saying rate of 1.25% plus interchange fees
[1:10:54] and it doesn't give an amount per year, but what.
[1:10:57] So so the interchange fees differ depending on the card.
[1:11:00] So like Visa has a certain interchange fee.
[1:11:02] Mastercard and so there is a way to do that to find that.
[1:11:07] But it is a long charge a credit card charge.
[1:11:11] Yeah, yeah, yeah So question the the id, the customer who
[1:11:16] pays by credit card for their ambulance service
[1:11:20] will not pay an additional 1.25%.
[1:11:23] They will pay an additional 1.25% plus
[1:11:27] whatever their card says.
[1:11:29] So it might be 3%.
[1:11:32] Yeah I believe with our current vendor,
[1:11:35] if I remember the number correct, it's around 2 to 2.5%
[1:11:37] as well.
[1:11:39] Okay.
[1:11:39] So Yeah, you need to just have the standard like 3% be done on.
[1:11:45] OK That's what I do.
[1:11:48] I don't steninger to prove the gross Enterprise Consultant
[1:11:52] agreement and I. Jay One second.
[1:11:56] So.
[1:11:56] Oh, who got that one?
[1:11:57] Go ahead, Jack Yeah.
[1:11:59] Gail Second.
[1:12:01] You know, the only thing I'm thinking about
[1:12:03] with this because this is kind of what he's talking about,
[1:12:06] these fees collected really is kind of a policy thing.
[1:12:09] I'm just wondering if we shouldn't
[1:12:10] formalize that and just bring it to the commission
[1:12:13] for consideration.
[1:12:15] I mean I don't think anybody in you
[1:12:18] know, should be making those kinds of decisions,
[1:12:20] you know what.
[1:12:21] I'm saying Yes, it makes sense Yep.
[1:12:24] I mean, I think that's a board decision.
[1:12:26] I think we all agree with it.
[1:12:27] But I think we have to formalize it.
[1:12:29] I don't understand what he said.
[1:12:32] So we have no he's talking about going
[1:12:33] from not charging to charging.
[1:12:35] That's, I think that needs to be come to the board for the board
[1:12:39] to do that because, A, it's it's on an agenda.
[1:12:42] It's transparent.
[1:12:43] And that decision is with the board instead of staff.
[1:12:47] I think I'd include that.
[1:12:48] And whatever services we charge a credit card,
[1:12:52] if I pay my property tax for the credit card, I pay these guys.
[1:12:55] It's I'll kind of the same.
[1:12:56] So we really should if we're looking at I agree with you,
[1:13:01] then bring it all.
[1:13:02] Unless there's parts that we can't, but the parts
[1:13:04] we can have as a standard rate, I
[1:13:07] think we should So I'm agreeing with you.
[1:13:10] Okay, So that makes sense Yeah, but that's not
[1:13:13] on today's agenda.
[1:13:14] So we can't discuss that.
[1:13:16] No perjury to bring it back Yeah.
[1:13:19] And each service is different.
[1:13:21] This is different than taxes, which
[1:13:23] isn't such a timely emergency type payment.
[1:13:26] But in this case, if you find that people
[1:13:28] are balking to charge their card because of that fee,
[1:13:31] it may be better to back off the fees and just collect the money
[1:13:34] rather than have to collect it later and lose even more.
[1:13:38] So I mean, imagine imagine you collect more upfront if you
[1:13:42] if you take the credit card payment.
[1:13:44] So, I mean, it's a tradeoff.
[1:13:45] Yeah, it's a tradeoff.
[1:13:46] I mean, some people are willing to pay for the convenience,
[1:13:48] just pay it at midnight while they're
[1:13:49] sitting in their pajamas, and some people
[1:13:51] don't want to pay that extra convenience fee.
[1:13:53] So they would rather to pay it in person.
[1:13:55] So I guess it's not that they're sitting in the Amex.
[1:13:57] They might be at home after they're already
[1:13:59] out of the hospital.
[1:14:00] Yeah.
[1:14:01] OK.
[1:14:01] So okay, well, we they're not receiving our bill for weeks.
[1:14:05] Usually at least.
[1:14:05] Okay.
[1:14:06] So it's not on them.
[1:14:07] OK That that clarifies that for me.
[1:14:08] Yeah I just it's not something we're
[1:14:10] doing on the side or anything like that in the ambulance
[1:14:14] here at that.
[1:14:14] Yeah.
[1:14:15] I am aware of private ambulance services that
[1:14:18] do that sort of thing, but we do not need to transfer care Yeah.
[1:14:25] Yeah.
[1:14:26] OK.
[1:14:27] I guess we have a motion in a second.
[1:14:29] Any other discussion Any public comment
[1:14:32] saying that all those in favor signify by saying i.
[1:14:34] I, i and I vote.
[1:14:36] I also motion carries.
[1:14:39] Thank you.
[1:14:39] K to discussion consideration to ratify the county manager's
[1:14:43] preliminary approval and approve the mutual aid agreement
[1:14:47] with west with Wendover Ambulance to Ambulance
[1:14:50] Services of Tulsa LLC doing business
[1:14:53] as Mountain West Ambulance chris Amanda
[1:14:57] both you guys taking this one or whatever you want to do?
[1:15:00] I mean.
[1:15:00] Sure, Chris.
[1:15:01] If you want to give the background and yeah,
[1:15:03] I'll provide some background.
[1:15:04] So we've had a mutual aid agreement
[1:15:06] with Wendover Ambulance for many years.
[1:15:08] Looking back, it's probably at least a couple
[1:15:10] of decades The that's a private ambulance
[1:15:13] service The current owner is sailing, selling it over
[1:15:16] to Mountain West ambulance, Mountain West is
[1:15:21] trying to they're trying to get this done fairly quick.
[1:15:23] So when it came to us, they needed enforcement
[1:15:26] in the first place.
[1:15:27] So amanda kind of granted that preliminary approval
[1:15:31] to just say that you have, we agree,
[1:15:33] is the county for the reassignment
[1:15:35] of that mutual aid from Wendover or to Mountain West.
[1:15:38] And then we're looking to just get that decision ratified.
[1:15:42] And we will be pursuing updated mutual aid and/or agreement
[1:15:47] with Mountain West Ambulance.
[1:15:48] But for now, we're just having the current agreement
[1:15:52] reassigned.
[1:15:53] OK.
[1:15:54] Any questions Entertain a motion I'll make the motion
[1:16:01] to approve to ratify the county manager's preliminary approval
[1:16:05] to approve the mutual aid agreement with Wendover
[1:16:08] Ambulance to Ambulance services of Tully, Utah,
[1:16:11] or to an LLC doing business as Mountain West ambulance.
[1:16:16] Okay Car second.
[1:16:17] So it's to Gerber motion.
[1:16:19] Any other discussion ?
[1:16:21] Any public comment on this item.
[1:16:23] Seeing and all those in favor signify by saying I i,
[1:16:26] I vote i all motion carries.
[1:16:27] Thanks.
[1:16:28] Item l.
[1:16:29] Okay Oh, I think we're going to table.
[1:16:31] This one, right?
[1:16:33] Yeah.
[1:16:33] Okay.
[1:16:34] Stalled around Didn't get that done until last night.
[1:16:38] So draft a William Simpson and he wants
[1:16:44] to rewrite it a little bit.
[1:16:46] So OK so we're going to table one.
[1:16:48] Thank you.
[1:16:49] Commissioner Steninger.
[1:16:50] Moving on to l two discussion consideration to direct staff
[1:16:54] to draft a letter supporting the United States Forest Service
[1:16:57] proposal rescission of the 22,001 roadless area
[1:17:03] conservation rule.
[1:17:04] Curtis This sounds like good news Yeah,
[1:17:07] so it's pretty much just what it says on the ten there looking
[1:17:12] for some direction on sending in a comment
[1:17:16] to support the rescission of that rule.
[1:17:21] We have quite another couple of weeks to get that coming in.
[1:17:26] Yeah.
[1:17:27] We've got until i'm in early October.
[1:17:32] If I were to remember right here and scroll down to the bottom
[1:17:48] here September 21.
[1:17:52] Yeah yeah.
[1:17:54] I don't know why this is coming forward,
[1:17:56] but to me, this is good news.
[1:17:58] You have a great backup information from Naco,
[1:18:01] which I think is very relevant.
[1:18:05] I don't know what what's the rest of the commissioners
[1:18:07] feelings on this item?
[1:18:09] Well, it's true that it would allow the Forest Service,
[1:18:12] assuming they actually do this greater flexibility consider
[1:18:15] road access for us health and fuels reduction.
[1:18:19] Well, it said somebody will litigate this,
[1:18:22] but it sounds fantastic.
[1:18:23] So make the motion to write the the letter.
[1:18:26] OK.
[1:18:27] Not me writing it.
[1:18:28] Let's make sure that we're with the county to write the letter.
[1:18:32] Second, it's not me making the motion Yeah, Commissioner
[1:18:37] carr Motion.
[1:18:38] Gail second, any other comments, any public comment on this item?
[1:18:44] I just say I remember when this road was First being discussed
[1:18:49] by the Forest Service.
[1:18:50] We went to the Forest Service and opposed it.
[1:18:53] And there was a lot of people from Elko County that opposed it
[1:18:57] because we could see how Detrick mental
[1:18:58] this was to every industry in the county
[1:19:02] and also to wildlife chief, also to forest and range management,
[1:19:08] especially with respect to fire We've learned as these roads are
[1:19:13] some of the best firebreaks and if they're maintained
[1:19:16] and if they're accessible we can put out fire.
[1:19:20] And this was one of the most wrongheaded rules
[1:19:23] that has ever been proposed.
[1:19:24] So I'm really happy to see it's been officially rescinded Great.
[1:19:30] Okay.
[1:19:30] Well, hopefully it does get rescinded.
[1:19:32] I definitely want to support it.
[1:19:33] I and I remember some of the discussions
[1:19:35] to Travis where there was discrepancies
[1:19:38] on what road, Right.
[1:19:40] I mean, there were maps that were generated.
[1:19:42] And I mean we're talking a lot and lots of roads
[1:19:48] Oh, your father's cheerleading at the moment.
[1:19:50] I guarantee you.
[1:19:51] Yes.
[1:19:51] That was very scary because That's right.
[1:19:54] It was very vague.
[1:19:55] And probably intentionally vague And even
[1:19:57] if they had defined the roads, they
[1:19:59] would have been closing more roads.
[1:20:01] I mean, it was scary The roads.
[1:20:03] They were proposing to close these
[1:20:05] were very well used roads and very very
[1:20:08] important for firefighting.
[1:20:10] So I'm very happy to see this that, number one,
[1:20:13] it didn't go forward And number two, that it's being officially
[1:20:18] proposed to be rescinded Okay.
[1:20:21] We did get a motion and a second on that one, right?
[1:20:23] Yes.
[1:20:23] OK Any other discussion any public comment
[1:20:27] saying that all those in favor signify by saying I,
[1:20:29] I i, i, i, i vote i also motion carries
[1:20:33] m Elko justice and municipal court M-1 discussion
[1:20:36] consideration to adopt resolution number 20 2631
[1:20:40] memorializing the fiscal year 2026 compensation
[1:20:42] and adjustment for the Elko County Justice of the Peace.
[1:20:46] and establishing a consistent method for future base wage
[1:20:50] adjustments Amanda okay, so we promised
[1:20:54] to bring this back during the budget process.
[1:20:58] And so this, this does just serve
[1:21:00] to memorialize what we approved for the budget process
[1:21:03] and how we plan to make peace made adjustments
[1:21:06] for the justices of the peace going forward
[1:21:12] Are there any questions or concerns since they left?
[1:21:15] Can we just not give him raises for everyone?
[1:21:20] I'll make a motion to approve and one is presented.
[1:21:23] This is car steninger or second.
[1:21:26] Thank you.
[1:21:27] Motion the second.
[1:21:28] Any of the other discussion any public comment
[1:21:30] on this item saying that all those in favor
[1:21:32] signify by saying i.
[1:21:34] I I vote.
[1:21:35] I also motion carries in Elko County finance and one
[1:21:39] discussion consideration to approve an enhanced meant
[1:21:42] to Elko County existing clear go contract include the complete
[1:21:46] budget management system and next generation transparent city
[1:21:49] center in the amount not exceed $54,840.
[1:21:55] Mary's issue Yes, it is.
[1:21:58] OK, you have the copy of the amendment
[1:22:01] to the current agreement we have with clerk of the
[1:22:03] does our transparency website This amendment would give us
[1:22:08] the three budgeting modules a digital budget book, and then
[1:22:12] a graded the next generation of their transparent c website
[1:22:19] for us to use They go hand in hand the budget modules
[1:22:24] really help on the back end with staff and in my office
[1:22:27] and getting everything in.
[1:22:28] It'll all be done electronic now instead of me
[1:22:31] and 50 spreadsheets trying to get all them done,
[1:22:35] which always has some inherent inaccuracy and could be errors.
[1:22:40] And it all of our scenarios and everything
[1:22:42] can be ran through that the biggest part of it,
[1:22:45] though, I think especially for the citizens and the board
[1:22:48] is we'll get the digital budget book,
[1:22:50] their software for the digital budget book
[1:22:52] will read from our budgeting modules,
[1:22:54] help me to put together a digital budget book that's
[1:22:56] easier for the citizens and for you as a board to understand.
[1:23:00] I know the state's farms are not the easiest
[1:23:02] to read The other thing is it will give us
[1:23:06] a much better and increased transfer to website that
[1:23:10] will include the digital budget book The digital budget book is
[1:23:14] somewhat interactive.
[1:23:15] They can ask questions, but instead of me just
[1:23:18] talking on and on about how wonderful it is,
[1:23:22] clear of did prepare for us to show you a short form
[1:23:25] video regarding it.
[1:23:26] So you can kind of get a visual to see what the digital budget
[1:23:29] book and transfer to website could look like Not rather,
[1:23:32] take your word for an improvement.
[1:23:34] This is card i thought you might say that it is 4 minutes long,
[1:23:38] but i will provide this video if any of you are interested.
[1:23:42] But as Mary said, we essentially for every department
[1:23:45] and almost every fund we have a separate spreadsheet
[1:23:48] that we send out to departments.
[1:23:49] They populate that comes back to us.
[1:23:52] We consolidate that into a spreadsheet.
[1:23:54] Those of you that have been involved in the budget Committee
[1:23:57] know that there are inherently things that
[1:24:00] get left off, whatever else.
[1:24:01] And so not only that, but this budget module
[1:24:05] allows us to play with it a little bit.
[1:24:07] So we can say, well, what happens if we fund these two
[1:24:10] things or these three things?
[1:24:12] And it will give us those different scenarios
[1:24:14] It allows us to do that with salaries and benefits
[1:24:16] as well as services and supplies and capital projects.
[1:24:20] And at the end of it, once it's approved
[1:24:23] it allows us to actually impose put that data
[1:24:25] into Central Square so we're not hand, keeping all that data.
[1:24:29] Again, an opportunity for error, right?
[1:24:31] So increase efficiency, better accuracy, budget book,
[1:24:36] you will love.
[1:24:36] I love it But anyways, so Amanda.
[1:24:40] Second is that policy No, she doesn't have it.
[1:24:43] Some major winning it will also increase the timeliness
[1:24:47] of information out on the transparency website
[1:24:49] as part of this.
[1:24:50] They will build a bridge between our central square.
[1:24:52] And that or it'll auto update Instead
[1:24:54] of waiting for me to send the information to them to be
[1:24:57] uploaded so the citizens will have
[1:24:58] more up to date information as this been Four minutes already.
[1:25:03] I know.
[1:25:03] I'm sorry I'm still going down.
[1:25:05] Lots of roads.
[1:25:06] And now we've got bridges, we've got i do have a motion
[1:25:11] but I do not have a second or a second.
[1:25:13] All right, Gail Second, thank you very much.
[1:25:15] Any other discussion, any public comment on this item?
[1:25:19] Seeing none.
[1:25:19] All those in favor signify by saying I i, i, i thought i also
[1:25:23] motion carries all.
[1:25:25] Boy this road bridges and now we have the bus service
[1:25:28] to handle the roads and bridges.
[1:25:29] You know early Oh, get my ride transit service.
[1:25:34] Oh one discussion consideration to approve
[1:25:36] an amendment extending the contract
[1:25:38] between the local transit and Amtrak
[1:25:40] The contract was originally approved in October 2020
[1:25:43] for the.
[1:25:44] The amendment includes a 3% increase,
[1:25:47] bringing the total contract amount to $218,545.40.
[1:25:52] Yes, Kayla is in training today, so i'll
[1:25:55] give you the information on this It's basically
[1:25:57] what it says on the agenda.
[1:25:58] It does extend the contract for another year.
[1:26:00] So through September 30th of 2027.
[1:26:03] And it does have a price increase for us
[1:26:05] to continue to provide the service essentially
[1:26:08] what we do is we transport folks from platform to platform.
[1:26:11] So that they can safely make that travel.
[1:26:14] In addition, not only are we providing the platform,
[1:26:17] the platform, but we are providing
[1:26:20] transportation services to and from the Amtrak station.
[1:26:24] I make a motion improve because the location of that.
[1:26:27] And this layout and the design, I
[1:26:29] don't think we have a choice Karmakar
[1:26:32] motion My only question was they're
[1:26:35] getting a pretty good deal with a 3% increase over two years.
[1:26:38] So i'm sure the cost of service women way more than 3%.
[1:26:45] I can certainly ask Kayla to go back and negotiate
[1:26:47] That was probably at least 3% a year,
[1:26:52] probably I think the big thing is to make sure or at least
[1:26:55] covering correctly.
[1:26:56] And I remember originally we were covering our costs
[1:27:00] and had a little bit of a buffer.
[1:27:02] But i think that's a good point.
[1:27:03] So I don't know if i think if you
[1:27:07] if you don't mind making your motion, John, to say
[1:27:10] subject to renegotiating the increase are you okay with that
[1:27:15] then?
[1:27:16] OK with that, Do we get a second?
[1:27:19] Yeah.
[1:27:19] Now Steninger a second motion.
[1:27:22] A second.
[1:27:23] Any other discussion?
[1:27:25] Just need to go ahead.
[1:27:26] I'm just doing some quick math.
[1:27:28] If the county is being paid $218,000 for this service
[1:27:32] at $600 a day, so that that's pretty lucrative contract
[1:27:36] to help also keep get my ride going.
[1:27:39] Yep Yeah.
[1:27:42] OK Thanks for the comment Travis any other public comment
[1:27:46] on this item Seeing none.
[1:27:48] All those in favor signify by saying i, i.
[1:27:51] I. And I vote.
[1:27:52] I also motion carries Thank you.
[1:27:54] Item p assembly bill 519 of the 2023 legislative session.
[1:27:59] P one Discussion and consideration of Nevada Supreme
[1:28:03] Court's decision in the county's challenge
[1:28:05] to Assembly bill 519 2023, the Nevada supreme Court
[1:28:10] upheld the District court's determination
[1:28:12] that Sections two and eight of aB five
[1:28:15] mean 19, together with the portion of section three.
[1:28:18] Referencing those sections were unconstitutional The provisions
[1:28:23] used a narrowly defined population class
[1:28:25] application that applied only to Elko County
[1:28:29] and required the county to levy a tax that
[1:28:32] was neither limited to a specific project
[1:28:34] nor imposed for a defined period of time.
[1:28:37] The Supreme Court's decision will
[1:28:39] be issued as a published opinion establish a binding precedent
[1:28:44] for the interpretation of similar legislation
[1:28:47] affecting counties throughout Nevada.
[1:28:49] Copies of AB 519 as an acted the District Court's ruling
[1:28:54] and Nevada's supreme Court's decisions
[1:28:56] are included For reference.
[1:28:59] And we have ran to Randy.
[1:29:02] It's a great one to welcome you back home loves.
[1:29:04] And I see that smart four possible actions
[1:29:06] I don't see what action we I action to take on it.
[1:29:10] Yeah yeah so it's a done deal.
[1:29:13] And I think it's a wonderful press precedent that the Supreme
[1:29:17] Court is now put in that you can't make these narrow windows
[1:29:21] that pick on small counties.
[1:29:23] And I was grateful to be part of that.
[1:29:26] That litigation at least at the beginning,
[1:29:28] and see that it came out I thought
[1:29:31] I thought you did a great job with the framework
[1:29:35] of this argument, you know, because that's what
[1:29:38] this whole thing hinged on.
[1:29:40] And in reality when I don't know if anybody else was, but I
[1:29:44] was sounding the alarm thinking, you know, it's not just
[1:29:47] any other county, it's any other taxing entity
[1:29:49] that this precedent could have been.
[1:29:52] They could have gone to a city and said,
[1:29:54] you will raise your taxes some arbitrary number allowing
[1:29:58] you to go above the cap And the thing
[1:30:01] I think like I've said from the beginning,
[1:30:03] there are portions of 85 19, which are good,
[1:30:06] which is that grant process for rural schools.
[1:30:10] Set aside the funding for a why he they never even
[1:30:13] bothered to ask us if we would be willing to give them, which
[1:30:17] was the intent all along you know and and so the fact that.
[1:30:21] I mean, this is a great day for I'm excited about this
[1:30:25] and i'm glad you brought this and I'm
[1:30:27] glad that we had this decision And I'm glad it's only agenda.
[1:30:31] So that people can see, you know,
[1:30:34] this could have been an absolutely devastate living
[1:30:37] thing had, you know, we don't like
[1:30:38] to fight We don't fight often.
[1:30:40] But when we do it's out of absolute principle.
[1:30:43] And this was one where you know, we were all dug in and said, no,
[1:30:48] or we're fighting this.
[1:30:49] And all the way up to the Supreme Court.
[1:30:51] And I just congratulate that and thank the DA's office
[1:30:55] for your diligent work on this item.
[1:30:58] And again, I would also even like
[1:31:00] to thank the fellow commissioners
[1:31:02] for having the the fortitude to push this through and take
[1:31:08] a stand on this item and not just let that
[1:31:12] but let them do that to us.
[1:31:15] I think this is a huge thing going forward
[1:31:18] So anybody else have anything else
[1:31:20] you'd like to add to your comments
[1:31:22] that this this is a relatively small mandate but in principle,
[1:31:27] as a mass of overstep and and if this had been allowed to slide
[1:31:33] or if the Supreme Court had not put an end to this this could
[1:31:36] have been a 5% or a 10% or a 50% mandate that down the future
[1:31:42] that would exceed a cap that was otherwise in place.
[1:31:45] So the government's got to follow its own rules.
[1:31:49] And this this Supreme Court held them to that standard
[1:31:54] I was curious the aspect of setting precedent
[1:32:00] I wonder if it will affect it seems like I remember they often
[1:32:03] say a community over a million and that there's a specifically
[1:32:10] Las Vegas.
[1:32:12] Yeah Yeah so if we get into the minutia of the law those things
[1:32:17] are actually allowed And what's not allowed is when they make
[1:32:20] these short little tiny windows, the window they made for L.A.
[1:32:23] County was 5,000.
[1:32:25] So communities like Las Vegas I mean,
[1:32:28] I guess if we looked I don't know
[1:32:30] a long time in the future Elko County
[1:32:32] could eventually get to that point.
[1:32:33] And it would meet the same criteria.
[1:32:35] And that's kind of the difference
[1:32:37] there, whether narrow thing down in that
[1:32:39] are really looking at one community versus when
[1:32:42] you hit a certain point, all communities
[1:32:44] are going to fall under that.
[1:32:46] So that's the distinction that actually, I
[1:32:49] remember reading that you said yeah, well, that to random.
[1:32:53] There was a very specific time frame
[1:32:55] that we had to work through that process as well Correct.
[1:33:00] And I remember too, because I questioned at the time I go hey,
[1:33:06] we're not we're not in that range anymore
[1:33:08] And they go, no, it was on that day So that's exactly that.
[1:33:12] Yeah.
[1:33:13] And the Supreme court even pointed out
[1:33:15] that our name was mentioned several times
[1:33:17] in the legislative minutes going.
[1:33:18] Hey, this is just for Elko County.
[1:33:20] Like it's probably just for local county.
[1:33:22] Then Well, I think the only thing that's missing here today
[1:33:27] is a big piece of cake, because this truly is a celebration
[1:33:33] And this isn't necessarily a poke in any anyone branch,
[1:33:37] but i mean, holy smokes we were on.
[1:33:41] We were on the losing end of this deal.
[1:33:44] And again, I'm proud of you guys for all
[1:33:47] taking a stand on this one.
[1:33:49] This was a biggie So we have cake.
[1:33:52] Next time.
[1:33:53] Yeah we just happen to have this on the agenda perpetually.
[1:33:56] Are having desserts back there.
[1:33:57] So.
[1:33:58] All right I mean, we just have this on.
[1:34:00] You want to cake?
[1:34:01] Yeah Maybe 519.
[1:34:03] Can Randy, do you have a question?
[1:34:06] If I may?
[1:34:07] So in terms of the actual statute because this is codified
[1:34:12] now in statute, will they actually have
[1:34:14] to remove sections, two and eight in those that piece of it
[1:34:17] probably will in the next legislative session
[1:34:19] I would assume.
[1:34:20] But I mean whether they do or not, it doesn't have Yeah.
[1:34:25] Okay, great.
[1:34:26] Great.
[1:34:27] Thank you You know, and the funny thing
[1:34:29] is, when they write legislature legislation in the future,
[1:34:34] it's going to cite this case, Elko versus State of nevada,
[1:34:38] forever That man, that's awesome.
[1:34:42] I made that motion and include Brian's name.
[1:34:45] Yeah, it's awesome Did I say that was awesome I might even
[1:34:50] bring this up in reports later on It
[1:34:52] was your name on the brief right?
[1:34:55] I don't know.
[1:34:56] I don't think so.
[1:34:57] I'm not for the Supreme Court tailoring.
[1:35:01] Tyler And I think Amanda's actually in the history books.
[1:35:04] Yeah.
[1:35:05] So.
[1:35:06] All right Well, thanks.
[1:35:08] Good job, everybody.
[1:35:08] Thanks, Amanda, for making sure that got on the agenda.
[1:35:11] I appreciate item Q, Grant award approvals EMQQ one discussion
[1:35:17] consideration to accept a grant award from the Public Safety
[1:35:22] office of Training Safety, Traffic Traffic safety
[1:35:25] Enforcement Program in the amount of 17,500,
[1:35:29] the Elko County sheriff's Office.
[1:35:32] This funding will support the Sheriff's office participation
[1:35:34] and Joining Forces, a statewide program involving
[1:35:37] multijurisdictional traffic enforcement events conducted
[1:35:41] throughout the year to reduce speeding,
[1:35:43] distracted driving and other unsafe driving behaviors.
[1:35:46] The grant requires a $4,375 match,
[1:35:50] which will be satisfied through the in-kind contributions
[1:35:52] consisting of department vehicle use and fuel.
[1:35:56] This item is possible action and I'm sorry,
[1:36:00] the sheriff's not here, because I made a note that contingent
[1:36:05] that we do not the sheriff's does not
[1:36:09] give sobriety checkpoints or police roadblocks
[1:36:13] and i talked to them when the city did it.
[1:36:15] And I know you won't do it, but i just
[1:36:18] wanted to say that in the record.
[1:36:20] OK And how how does everybody else feel
[1:36:26] I mean, do you have a motion for a grant for that purpose
[1:36:30] so it can be used for many other things?
[1:36:32] Yeah.
[1:36:33] Typically ours is on speed enforcement Yeah.
[1:36:36] So i'll make the motion to approve a and
[1:36:41] and note for the sheriff that that's not
[1:36:43] to include sobriety checkpoint.
[1:36:46] OK Second Gail and that was just a motion.
[1:36:52] Any other questions, comments any public comment
[1:36:56] seen and all those in favor signify
[1:36:57] by saying I I. All right.
[1:36:59] I vote i also motion carries Q to discussion consideration
[1:37:03] to accept an airport improvement grant from the Federal Aviation
[1:37:07] administration for the jackpot.
[1:37:08] Hayden field Airport.
[1:37:10] The FAA has awarded Elkhart County up to $138,051
[1:37:16] for the design phase of Taxiway B rehabilitation project
[1:37:19] at the Hayden Field Airport This grant will fund at nine 5%
[1:37:23] of eligible project costs and require a 5% local match
[1:37:27] estimated at approximately $7,313.
[1:37:30] The local match has been budgeted.
[1:37:32] This item is for possible action Is there
[1:37:36] any questions or Amanda, do you have anything additional?
[1:37:38] No.
[1:37:39] This has been before you a couple of times.
[1:37:41] We did have to apply application amount.
[1:37:43] Once we got the independent fee estimate back.
[1:37:46] So this is i think the third time you've
[1:37:48] seen this in the recent months.
[1:37:50] We are comfortable standing or moved approved EMQQ Q2
[1:37:56] you'll second have a motion.
[1:37:57] And the second, any other discussion, comments, questions,
[1:38:00] concerns, any public comment seen and all those in favor
[1:38:03] signify by saying I. All right all right.
[1:38:05] But I also motion carries commission meeting,
[1:38:08] calendar standing or moves to approve Gale second motion.
[1:38:12] Second Any other discussion any public comment?
[1:38:16] Seeing none.
[1:38:16] All those in favor signify by saying i, i, i vote.
[1:38:20] I also motion carries ask consent agenda steninger
[1:38:24] moves to approve ale second motion a second.
[1:38:28] Any other comment question concerning any public comment?
[1:38:32] All those in favor signify by saying i.
[1:38:33] I. I I vote.
[1:38:35] I also motion carries We'll move on to commission committee
[1:38:40] reports.
[1:38:41] Commissioner Gale and looking forward to meeting
[1:38:44] with the state engineers office at at the Dixie creek ten mile
[1:38:53] water overreach or anyways or getting it back
[1:39:00] and that's all I got.
[1:39:02] Okay.
[1:39:03] Commissioner Carr so the couple minutes ago
[1:39:06] or meeting and/or whatever it was,
[1:39:08] I said I would write a letter to our senators and Stead.
[1:39:12] I had lunch personally with senator Masto
[1:39:16] and I'll go over how that went I first talked about outcome based
[1:39:21] grazing, because that we just had the news on Trump allowing
[1:39:26] non tariffs on outside beef and she actually said,
[1:39:31] Why aren't we doing the outcome based grazing anyway Which
[1:39:36] led me to a big smile.
[1:39:37] I'm going.
[1:39:39] Good question.
[1:39:40] Aren't you on that committee.
[1:39:41] And those things?
[1:39:42] So she actually recommend that Brian and the other ranchers
[1:39:46] actually reach out and see why that's not
[1:39:49] an option from because she was kind of almost a little
[1:39:52] surprised that where we doing outcome based grazing giving
[1:39:56] the flexibility of our biologists
[1:39:58] to maneuver on the grazing rights
[1:40:02] So be curious to have you try or somebody
[1:40:05] try to give some pushback.
[1:40:06] So we can reap a spine back to her on in the trenches.
[1:40:11] What's going on Secondly I learned more
[1:40:14] on the bill on nuclear waste part of the bill
[1:40:19] that she also included from Senator Rosen was
[1:40:23] So they are actually putting a bill
[1:40:25] to change that, that it can be recycled
[1:40:27] and the interest because of that.
[1:40:30] But also if states wanted to allow nuclear waste,
[1:40:33] they can apply for it.
[1:40:35] It doesn't just mandate yucca mountain.
[1:40:38] So I was actually pleasantly surprise
[1:40:40] to hear that as well, that there actually
[1:40:43] seeming reasonable on nuclear waste solar.
[1:40:48] I also talked to her about why aren't we doing smart things
[1:40:51] like putting in between railroad tracks ?
[1:40:54] I saw Sweden and Norway and cited
[1:40:56] that I also went solar for between I-80 East and Westbound
[1:41:00] lanes.
[1:41:01] It's already public or is federal land
[1:41:03] that we can't use things like that she
[1:41:07] gree and wants us to talk to and i
[1:41:10] but then that also finally led to.
[1:41:12] And as well.
[1:41:13] And she's going to get us some contacts on between jackpot
[1:41:18] and wells that lovely road section after we
[1:41:22] had just what couple more ten people
[1:41:24] die if not more in the last month or Two So no
[1:41:28] she even agreed on that concern and is getting me some context
[1:41:33] and how to relook at that.
[1:41:35] I forgot how to.
[1:41:36] I forgot the topic of the communications
[1:41:39] on our our TV viewership that i forgot that site
[1:41:45] and bring the DMA up.
[1:41:46] But no it was actually a very good conversation
[1:41:50] once again highlights my respect for the woman.
[1:41:54] I really think she's I disagree.
[1:41:57] Some times with her decision as a Democrat.
[1:41:58] But I think we do have a reasonable senator there
[1:42:01] that especially some of the ways some of our public officials
[1:42:07] are going.
[1:42:07] She's extremely reasonable.
[1:42:09] So lucky to have her.
[1:42:10] But I'll follow up more on that.
[1:42:12] But it was a wonderful conversation with her Good.
[1:42:14] That's great.
[1:42:14] There's sound like you were going to ask him a question.
[1:42:17] And I was just going to say, I can't remember what happened.
[1:42:20] The outcome basically.
[1:42:22] And there was a big Yeah, this is what I was going to mention.
[1:42:25] I think this is what I recall.
[1:42:26] And i was going to tell this to Brian.
[1:42:28] If he's going to look at this, what they did is like us,
[1:42:32] they were going to do like a study plot
[1:42:36] because as I understand it the review
[1:42:38] that the BLM doesn't have that tool toolkit in their bag.
[1:42:43] They can't allow you to do targeted.
[1:42:45] So they were going to use some sample plots
[1:42:48] like I think in Cottonwood and a couple
[1:42:50] other places where they were going to test it.
[1:42:52] And they were going to see how it worked
[1:42:54] and then look at amending the regulations.
[1:42:56] That's what I recall And I think that the Biden administration
[1:42:59] stopped it, as I thought was, yeah, I
[1:43:02] thought that was part of the and as I recall,
[1:43:05] too, there are two different ideas that the outcome based
[1:43:10] curbing.
[1:43:10] And then the targeted area And I don't know
[1:43:15] was the Biden i kind of went because I was part of the Green
[1:43:21] New Deal in California that i don't
[1:43:22] remember what it was called.
[1:43:23] It was called the Demonstration Project.
[1:43:25] They did demonstration projects.
[1:43:27] Anyway, Brian, if you want to ask some of your fellow rancher
[1:43:30] junior self or however I know how many grazing rights
[1:43:32] or whatever you have, but just see what
[1:43:34] the word on the street, if you try that, what comes back?
[1:43:37] OK.
[1:43:38] My understanding right now is it's really expensive
[1:43:42] to determine how much the animals have
[1:43:46] utilized the ground.
[1:43:47] So you have to get a professional right now we're
[1:43:49] going through the process of, well, we
[1:43:53] have a guy coming to our ranch and he's looking at everything.
[1:43:58] And seeing what's there what kind of habitat we have.
[1:44:01] And it's expensive because it takes
[1:44:05] a lot of know how to do these types of studies on the ground.
[1:44:10] So that might be part of the problem The good news is
[1:44:15] you can there the technologies advancing to
[1:44:18] where you can do that with drones.
[1:44:22] That a drone can fly over and say,
[1:44:24] okay, we've got 70% utilization or whatever
[1:44:29] So I think it's timely to get on top of this right
[1:44:33] now because the technology will advance
[1:44:37] to make it cheap and easy.
[1:44:39] Also for $100 a year, you can put a little dog collar
[1:44:45] on each cow.
[1:44:46] So that gives them a little jolt when they're in the wrong place
[1:44:50] And that's run by satellite.
[1:44:52] And with that then you don't have to put up so many fences.
[1:44:56] So you want targeted grazing in one particular area
[1:45:00] If all your cows have this collar,
[1:45:02] you can kind of herd him.
[1:45:03] There from the comfort of your laptop in bed
[1:45:08] and push him in that area.
[1:45:10] And then they'll, you know do their thing.
[1:45:15] like I said, if you find more on that.
[1:45:16] And I can relay that back to the senator.
[1:45:18] Okay I think maybe a crook is actually doing that.
[1:45:22] There there are a few that you're talking about.
[1:45:24] The the GPS collars.
[1:45:27] Yeah, there's a few people there.
[1:45:29] All those are absolute I mean, it's just,
[1:45:31] you know I think we've been saying it for years.
[1:45:35] I mean, that's just a logical thing to do.
[1:45:37] You know, it's a twofold right?
[1:45:39] It's a win for the for us as consumers of beef
[1:45:42] and the ranching industry And we reduce the fire.
[1:45:47] I mean, yeah, Holy mackerel.
[1:45:50] Yeah And the fire where cattle graze they fire just
[1:45:56] can't go very well I mean, unless you
[1:45:59] got a lot of sage brush overstory, you know,
[1:46:02] even if that doesn't spread Yeah.
[1:46:05] Yeah.
[1:46:06] Where the grazing happens it fire just doesn't go as bad.
[1:46:12] Well, I appreciate your.
[1:46:13] You know your relationship that you have with the Senator Cortez
[1:46:18] Masto.
[1:46:18] So keep up the good work.
[1:46:20] Yeah.
[1:46:20] A couple other things to that.
[1:46:22] I the nuclear waste.
[1:46:24] They just appointed a new member to that board
[1:46:27] and it serves for specifically bragged about the fact
[1:46:31] that she had said she will never allow the killer waste in Nevada
[1:46:39] So we still got big problems there Well nuclear waste is
[1:46:43] the Yucca mountain storage and there's verbiage in here
[1:46:48] would still be the governor and the legislature
[1:46:50] want to approve it.
[1:46:52] They could.
[1:46:52] So that's how they're changing the law.
[1:46:54] But also they are changing it that it could be recycled.
[1:46:58] So for some fluke reason, Nevada wanted to approve recycling it
[1:47:01] and bring it to Nevada It won't probably happen,
[1:47:05] but at least a law will change that.
[1:47:06] It could happen in nevada, 1 to 2,
[1:47:09] and then also remember screenings something.
[1:47:12] So somewhere that somebody questioning the fact
[1:47:15] that the traffic deaths from years 93 are high.
[1:47:19] You remember that.
[1:47:20] And I know understand how they could do that.
[1:47:24] I think they must be using the whole 93 instead
[1:47:28] of that section between wells and jackpot because that just
[1:47:32] doesn't make sense to me.
[1:47:35] I explain that whole reason why I think it's different
[1:47:39] The short stretches of hills, corners,
[1:47:42] turns all the way up to jackpot, whereas from Wells South
[1:47:46] there's a lot longer stretches that have also
[1:47:49] and you're getting impatient when I can actually see and make
[1:47:52] has with the rV and everybody else doing 50
[1:47:55] and you're trying to do 70.
[1:47:56] But and they've had the passing lanes there
[1:47:59] for years on the south highway and 93 know.
[1:48:03] So I will keep up on them because now I'd
[1:48:05] like to make that a priority because obviously, it's
[1:48:08] a problem They have made improvements there.
[1:48:12] I mean, there is a really good passing lane north
[1:48:15] of the wayne Cope headquarters.
[1:48:16] Yes, but you missed the days of they'd come here and go,
[1:48:19] what's your part?
[1:48:19] We go that road and they kind of smile at us,
[1:48:23] and thank you for your info and just we're studying it.
[1:48:26] Well, you know, every inch of that ground.
[1:48:28] What part?
[1:48:29] Studying.
[1:48:30] Yeah.
[1:48:30] It was the same as turning at 80 miles an hour and 80.
[1:48:33] Yeah, we're studying it 50 years now.
[1:48:36] Case it changes Anyway, that was my comments.
[1:48:39] Thank you, guys.
[1:48:40] Thanks.
[1:48:41] Commissioner Gerber says few comments and resource management
[1:48:46] County has an interest in managing
[1:48:48] either the county has an interest in improving beef
[1:48:53] product and according to statistics,
[1:48:56] Elko County has 50% of the beef that it had you know,
[1:49:01] 60 years ago.
[1:49:03] And only 10% of the sheep if even that, have what
[1:49:06] existed 60 years ago.
[1:49:09] And so I had an idea that the county could consider this
[1:49:13] as hiring a professional range, kind of like Brian is saying,
[1:49:17] this is expensive work to hire somebody
[1:49:19] to come in and do a full study.
[1:49:21] But imagine if the county had a range con on staff
[1:49:26] that their job was to prioritize and and map and and study, which
[1:49:35] areas are being underutilized and then
[1:49:39] and then could prepare more detailed studies where we find
[1:49:44] problem areas where the range needs to be managed for fire
[1:49:49] control And also because it's been underutilized,
[1:49:52] we're missing out on that resource for perhaps that
[1:49:58] would be a good way to pass that information along
[1:50:03] to Forest Service, to BLM and their range cons could then,
[1:50:08] you know, their probably understaffed anyway.
[1:50:10] And that way the county would be an advocate for fire protection
[1:50:16] and for underutilized range to increase beef production
[1:50:21] in the county.
[1:50:22] And it may more than pay for that position.
[1:50:26] Plus information is power And if there's ranges out there,
[1:50:29] there have been in years.
[1:50:31] And I believe there are, I go out riding horses or motorcycles
[1:50:35] or just driving out there.
[1:50:36] I'm shocked at how much grass is on the range Right.
[1:50:39] And there's not a cow in sight that should be being grazed.
[1:50:43] So I think it's being underutilized
[1:50:45] where maybe missing a huge opportunity here to manage
[1:50:49] our own resource although we don't control the federal lands,
[1:50:52] if we control the information and can get
[1:50:55] that information to the public and to the agencies that
[1:50:57] do control it, we could make some real change,
[1:51:00] because right now nobody is doing that.
[1:51:05] And if there's a nuisance out on the public range of too much
[1:51:08] grass or if a resource is being underutilized,
[1:51:13] we would be the ones to to right that they by having somebody out
[1:51:20] there advocating for the county So I think that, you know,
[1:51:25] let's say if you had a position paid, if they say it's a ph.D.
[1:51:31] With all the certifications or everything,
[1:51:33] you're paying them 150 $200,000 a year to write these reports
[1:51:37] shine a light that that could mean millions of beef production
[1:51:42] and also millions And in in fire suppression.
[1:51:46] So it may be a good a good investment.
[1:51:49] That's really exciting.
[1:51:50] Travis that's really exciting.
[1:51:54] And also we could we could use that range gone.
[1:51:59] Yeah And you're about in the ballpark for the price of one
[1:52:04] and we could add at 50% benefits.
[1:52:13] Yeah Then they could also develop the science
[1:52:17] that we're waiting for to develop the you know,
[1:52:22] aerial assessment science for using
[1:52:27] drones and stuff like that.
[1:52:29] I mean Yeah, we, we are county with enough cattlemen
[1:52:33] in it that it would make a difference.
[1:52:36] If we could go from 50% utilization to 60% utilization.
[1:52:41] That's still a very big deal Yeah.
[1:52:45] Yeah.
[1:52:46] If you could put some numbers together
[1:52:48] are you being closer to the industry maybe
[1:52:51] we could continue explore that or even talk to some experts
[1:52:55] and then bring it onto the agenda at some point?
[1:52:59] Yeah, I I'm, I'm pretty skeptical of that
[1:53:03] First of all, I don't think the BLM would listen to you
[1:53:07] that they're not they're not famous for that.
[1:53:10] They say to take your cows off.
[1:53:13] And on August 15th and you take them off them,
[1:53:16] whatever they don't care if there's a grazed grass there
[1:53:19] or not It's in their plan And and but I do agree,
[1:53:25] as you look at what is your find in places with a lot of grass,
[1:53:29] we ought to look into it.
[1:53:31] I mean, who's whose allotment is up.
[1:53:34] That's what I'm saying is if we could focus on the areas
[1:53:38] where this professional could I could identify,
[1:53:42] this is clearly underutilized And then we
[1:53:44] hold the BLM or the Forest Service to their own standards.
[1:53:47] Yeah.
[1:53:49] Because I think that it's not being studied
[1:53:51] That's why they don't listen is because they don't study it
[1:53:53] and they don't have enough staff to follow their own regs.
[1:53:57] So if we were enforcing their standards um,
[1:54:03] they would have to follow them under understaffing
[1:54:07] is always their answer.
[1:54:09] That's always why they can't do whatever
[1:54:10] they're doing because they just don't have enough people for it.
[1:54:13] And maybe they don't.
[1:54:14] And this is how the county can say to them that, yeah you
[1:54:18] don't have enough people.
[1:54:19] Well, it's in our interest also.
[1:54:21] So we're going to put this forth.
[1:54:23] I'll look, I'll look into it and see
[1:54:25] if I can't find anything concrete by analogy during Covid
[1:54:30] and so forth When the federal Government was closing all
[1:54:33] the national parks in Utah due to understaffing
[1:54:36] and due to their regulations and the Utah delegation came,
[1:54:40] forces will staff will open them,
[1:54:42] you know, and they stepped up, because it
[1:54:44] was in the state interest to keep those parks open.
[1:54:47] And same in this case.
[1:54:49] If the federal government's understaffed and can't
[1:54:53] do the job then maybe it's time for the state
[1:54:56] to start doing just like we took over more fire responsibility We
[1:55:01] might need to take over more range conservation OK,
[1:55:08] thanks for having the other report That's everything.
