is comments by the general public pursuant to interest 41

this time is devoted to comments by the general public,
[3:51]
if any and discussion of those comments.
[3:54]
No action may be taken upon a matter raised

under this item on the agenda.

And the matter itself has been specifically included
[4:01]
on a successive agenda and identified to be an action item.

My name is Silvie dory.

I am here representing elko neighbors
[4:17]
for responsible industrial growth.
[4:20]
Also known as Nric.
[4:21]
We are a brand new organization You've
[4:25]
seen our faces before but now we're representing this group
[4:28]
and we formed to help Elko County residents stay informed
[4:32]
about major industrial development I understand
[4:35]
the decisions being made by local government
[4:38]
and participate constructively in these processes We recently
[4:43]
learned that the county and the city
[4:44]
are already working together on data center policy We appreciate
[4:49]
that this work is underway and greater goals for being
[4:52]
proactive.
[4:52]
We're really appreciate that you're looking into all of it.
[4:57]
I brought an example for you to look at that.
[5:00]
I've given you my one page summary of a model and framework
[5:05]
from Truckee Meadows and regional Authority.
[5:10]
They have created.
[5:11]
What I consider to be a Gold Star framework in terms
[5:15]
of how to involve the public in the drafting of the ordinance
[5:19]
that you guys are working on.
[5:21]
So they have a website that has basically
[5:26]
all the survey results that they've
[5:28]
collected from the public.
[5:30]
They have the survey obviously is provided there.
[5:33]
They have project timeline for how long
[5:35]
it should take to do the drafting of the ordinance.
[5:38]
And that's where they give updates
[5:41]
and they're giving actual themes on their of that.
[5:45]
Their considering for the ordinance
[5:48]
and having public input through that.
[5:51]
They're doing targeted stakeholder interviews,
[5:53]
so they're bringing focus groups together
[5:55]
with all of the players, which I'm
[5:57]
sure you're already doing kind of internally on your own.
[6:00]
But making those available to the public, whatever
[6:02]
is decided there and they're having you know, open
[6:08]
meetings way above and beyond the minimum standards
[6:10]
that Nevada requires.
[6:13]
And like I said, published surveys
[6:17]
They're letting the public review the draft before it ever
[6:21]
gets put, before the Planning Commission And so, you know,
[6:26]
I just this is just for you guys to consider It's an example.
[6:30]
I realize this is a much bigger metropolitan area
[6:33]
with a lot more people, a lot more players involved.
[6:37]
You know, we're just asking for you
[6:38]
to consider it so that we make the best decisions as to how
[6:42]
to get the public involved One thing I want to say
[6:45]
is we are very new and we're just
[6:50]
starting to be on social media this week.
[6:52]
So we told people about this meeting,
[6:54]
encourage them to watch it, encouraged
[6:56]
to submit public comment and we're getting some responses out
[7:01]
of people who are a little bit worried
[7:04]
that there hasn't been a public announcement about the working
[7:08]
group.
[7:08]
So I just want you guys to be aware of that.
[7:12]
We're aware that you're going through the regular process
[7:17]
of what happens when you are trying to draft an amendment,
[7:22]
but anything that you can do to just increase
[7:26]
that public involvement and notice and all of that
[7:29]
would be really appreciated And Yeah, do you
[7:34]

in questions or comments?

So I do know that this organization actually
[7:42]
has put out a study to I don't know if you've seen the study
[7:46]
or not, but it there's you know, obviously, a lot of resources.
[7:50]
Again, I think last time you were here.

I appreciate the civic engagement
[7:54]
that you and other citizens have done.
[7:58]
I think it's I think it's great.
[8:00]
And just, you know, as we kind of work through this,
[8:04]
you know, I mean, you know, I think
[8:06]
that there's there's a sense of urgency on our on our behalf.
[8:09]
But I want you know, however, that ultimate ultimately
[8:12]
plays out.
[8:13]
I definitely would assure you that nothing
[8:16]
would be adopted unless it's you know,
[8:18]
fully vetted and gone through a public process.
[8:21]
So we're still working out, you know, some of the logistics
[8:24]
and even though if Elko County's working
[8:26]
with some of our neighboring cities in our in our county,
[8:30]
you know, circumstances are, you know, different, you know,
[8:34]
like all our cities have they have their own water
[8:37]
systems They have their own sewer system
[8:40]
where most of our local county is independent wells.
[8:43]
So they're not exactly the same, But that's certainly something
[8:47]
that something, in terms of zoning
[8:49]
and other types of requirement, Is it
[8:51]
that you'd want to look at I think the bottom line is
[8:55]
i think I think everybody would concur and agree that, you know,
[8:59]
we want to make sure that we have a good, robust application
[9:02]
process so that we fully understand what kind of impacts
[9:05]
there may or may not be.
[9:07]
And I and I think with this with this thing
[9:09]
you've talked about as an example,
[9:10]
we've talked about water, energy,
[9:12]
and they have three different three different Kattegat
[9:15]
areas of that type of usage so that the jurisdiction has
[9:21]
a better understanding of what kind of impacts
[9:24]
that that type of facility could or could not
[9:27]

of the local county republican Party First of all,

just reminding everybody with fair weekend coming up,

we're going to have a lot of candidates through here

for the cemetery dedication at 10 a.m..
[10:05]
And then the parade at 1130 downtown.
[10:09]
And there'll be a number of them stopping by our booth
[10:13]
at the local fairgrounds.
[10:14]
So we'll look for that.

But the main reason I rise today is i'm
[10:19]
honored to speak on behalf of not only the local county
[10:21]
Republicans, but the local county
[10:23]
Democrats and the independ an American party in Nevada
[10:27]
Once again, we're going to be working together
[10:29]
to do a presentation in celebration of Conn's
[10:32]
the tUtiOn Week and that will be on Wednesday, September 16 at 6
[10:38]
p.m. in the public performing arts building over
[10:41]
at the high school.
[10:43]
Given that it is the 25th anniversary of the 911 terrorist
[10:46]
attacks we're going to build our discussion on reflecting
[10:51]
of the 25 years of how the Constitution has been viewed.
[10:58]
25 years after 911, we're calling it.
[11:00]
We the people.
[11:01]
25 years after 911 Commission or Andreozzi has graciously
[11:06]
agreed to moderated He and Matt McCarty from the school board
[11:10]
are going to be working together We're
[11:12]
Fielding questions from the public, which
[11:14]
you can send directly to Commissioner andreozzi
[11:18]
just about you know, concerns on everything from, you know,
[11:22]
growth of surveillance society for instance,
[11:26]
legal rights after 911, a whole range of issues.
[11:31]
Again I hope to see everybody there again September 16,
[11:35]

I'm wondering to take a minute and talk to you about data
[12:09]
plant data centers. you know, I'm
[12:13]
of the age where I'm we got our first computer.
[12:17]
I had to learn Ms-dos.
[12:20]
So you know, data centers weren't a big thing
[12:22]
I went to work for a company We had a major data processing
[12:28]
center in our company.
[12:29]
I had to learn to re punch cards.
[12:31]
Then we went to lectures and then we went to this.
[12:34]
And we went to that.
[12:36]
Well, eventually we've come to these cell phones
[12:38]
Everybody has money in their pockets
[12:41]
and that cell phone you have has more computer capacity in it
[12:48]
than the first Apollo rockets did
[12:51]
That's a scary thing in itself to think that this is where
[12:55]
those data centers are coming in for
[12:58]
and they're not necessarily a bad thing In fact,
[13:03]
modern day data centers will use less water
[13:06]
than that ski resort flip since.
[13:09]
But the problem's going to be the state in Nevada passed
[13:15]
and our s 360 754.
[13:19]
And that's an abatement tax abatement everybody should
[13:23]
be going joining with like for Trump
[13:26]
and these other cities that are already fighting these tax
[13:31]
abatements and we're because data centers are coming I
[13:37]
there's no way we can stop them when need them.
[13:41]

Kerr Carp owns a restaurant He processes
[13:46]
carts all the time using an Internet process
[13:50]
and connecting to the bank.
[13:52]
Mr. Andreozzi, you run a real estate you work a ranch,
[13:57]
and now you keep your cattle on and out.
[14:00]
That program the Internet and data
[14:04]
has affected each and every one of us The best thing
[14:09]
that this council can do is figure
[14:11]
out what we can do to make it the best we can have.
[14:15]
That will bring profit into elko County,
[14:18]
Loudoun County gets $609 per square foot of data center sets.
[14:27]
That's a lot of money.
[14:29]
They're working at towards 1.1 billion.
[14:32]
This year and 1.3 billion in tax revenues
[14:36]
They've cut their personal property taxes to their people
[14:39]
by 25%.
[14:42]
This is it's not necessarily a bad thing,
[14:47]
but the genie is out of the bottle I mean,
[14:50]
I can remember punch cards and I'm sure none of you worked
[14:55]
Ms-dos and none of you learned the little program that at that
[15:00]
time with Ms..
[15:01]
Dos, which was work perfect If you want to type anything
[15:07]
it's not a bad thing.
[15:10]
But we do need to put some guardrails in But we
[15:14]
need to fight the state and giving abatements because elko
[15:17]
County is a poor county.
[15:19]
And if you're thinking that if we could take in 40 million,
[15:23]
if you can wrap up your three minutes of it.
[15:25]
But I've got to let you wrap up.

If the if we can take in 50 million
[15:33]
in taxes from a data center and imagine
[15:36]
what that can do for Elko, Nevada, because we're poor
[15:38]
county people don't understand that we are a poor county
[15:44]
and we would benefit greatly from that kind of buildup.

I am Vice Commander of the third District of American Legion.

to the opening of the Nash mills Cemetery.

And I want to remind it's the only National
[16:14]
cemetery in Nevada.
[16:17]
There's other veterans, cemeteries
[16:19]
but this is a Nash one.
[16:21]
And as Scott said at 10:00 on Friday,
[16:24]
I would like everybody to come that and also the American
[16:27]
Legion will be doing a tribute on 911 out in front of the city
[16:33]
hall where the 911 statue is.
[16:36]
And I've invited the first responders
[16:40]
because actually 911 is for them.
[16:42]
They are the heroes of 911.
[16:45]
And we will be doing a presentation there.
[16:46]
And I would like to invite everybody
[16:49]
to come by and participate in that.
[16:51]
And anybody who would like to give a speech that day

a moment of silent silence for Gary Woodberry, 82,
[17:45]
honoring his legacy of public service community involvement
[17:49]
and family devotion as he passed away on August seventh 2026,
[17:54]
at his home in pleasant Valley, Lemuel, Nevada.
[17:57]
Mr. Woodberry was elected as the Elko County District Attorney
[18:00]
in 1994 and holds the distinction
[18:03]
of being the longest serving district attorney in Elko County
[18:06]
history.
[18:07]
Following his tenure in the district
[18:09]
Attorney's office, he and his family
[18:11]
revitalized a well Wells progressive newspaper while
[18:15]
continuing to serve the public through a private law
[18:18]
practice representing numerous prominent cases
[18:21]
throughout his career.
[18:23]
Beyond his professional accomplishment,
[18:26]
Mr. Woodberry was deeply dedicated to his family which
[18:30]
he considered his greatest achievement And with that,
[18:34]

like to offer our most deepest and sincere condolences

appointments E1 Discussion and consideration of appointing Joe
[19:23]
McNeil to the elko County Planning Commission for a term
[19:26]
expiring December 31st 2029.
[19:28]
The county Planning Commission reviewed several applications
[19:31]
including One from Joe McNeil at its July 16th 2026 meeting,
[19:37]
and recommends his application to be held to fill a future
[19:40]
anticipated vacancy.
[19:42]
This item is for possible action Corey.

who is our One of our planning commissioners.

Recently went to work for High Desert engineering

and felt that there would be too much

conflict with him to be on that board.

And be working for High Desert because they bring the majority
[20:03]
of our applications.

So he is resigned.

The local county planning commission
[20:09]
did ask that Joe be moved up the ladder after you guys appointed
[20:13]
Andrew recently.

And so here we've got a vacant seat and the planning commission
[20:18]
and staff is in support of appointing Joe to vacancy.

Nevada otherwise known as fan Presentation
[21:16]
by the flight alliance of Northeastern Nevada fan
[21:19]
regarding the regional impact of commercial air service
[21:23]
at the Elko Regional Airport including
[21:25]
passenger growth the minimum revenue guarantee funding model.
[21:29]
The federal Small Community Air Service Development Program
[21:32]
Grant and ongoing efforts to sustain and expand
[21:35]
a regional air service.
[21:37]
This action item or this is a non action item.
[21:40]

along along with Jan Baum the city manager.

ahrens, thank you for this opportunity.
[21:55]
I'm here on behalf of Flight Alliance of northeastern Nevada,
[21:59]
where I serve as the Treasurer and my sponsor
[22:04]
serves as the Chair and also Amanda's
[22:08]
a key member of the board, as is Rex
[22:11]
And just to say thank you for the county's participation
[22:17]
wanted to give a little bit of background
[22:19]
for the benefit of the public after the in the I
[22:22]
should say in the wake of the pandemic flight traffic
[22:26]
went way down.
[22:27]
It wasn't just in elko, but it was a phenomenon
[22:30]
affecting all cities.
[22:33]
And we had a particularly difficult time
[22:36]
because SkyWest was flying in the 75 seat product
[22:40]
at that time, which was really too big for this market.
[22:44]
And that coupled with the fact that the joint venture went
[22:49]
through just before that, and so there were no longer employees
[22:53]
being shuttled back and forth between Elko in Denver and Elko
[22:57]
in Las Vegas, and Elko and Toronto.
[22:59]
So we had several things working against us.
[23:03]
And as the traffic didn't recover
[23:08]
the sky was If you want to continue
[23:12]
to enjoy air service in Elko, Nevada
[23:15]
you're going to have to provide some subsidies for us.
[23:18]
So that so so that were whole basically.
[23:23]
And so we had Covid funding, which
[23:26]
lasted for probably about 18 months
[23:28]
or so And after that was exhausted you know,
[23:33]
we had a big decision to make either we pay up
[23:37]
the ante for the flight subsidies
[23:39]
or we lose our commercial air service, which really would have
[23:44]
been devastating to our economy here
[23:48]
several things happened The flights were
[23:51]
cut to 2, 1 flight per day.
[23:54]
And then along that time the SkyWest
[23:59]
came out with a new product, which was a 50 c, c, r j 550
[24:04]
aircraft, which was a much better size for this market.
[24:08]
And the good news is, as you'll see
[24:11]
in a moment in the presentation, our numbers continue
[24:14]
to improve month over month.
[24:17]
And we're back to where we were in 2019.
[24:21]
And so I'm happy to be able to report that we had about $1.2
[24:27]
million last year in subsidies, approximately,
[24:31]
and we're hoping that it'll be less this year.
[24:36]
We were able to bring on a mid-day flight,
[24:38]
and that operates on the busiest stays,
[24:41]
which are Sunday, Monday, Thursday Friday.
[24:45]
And that flight is struggling just because we
[24:49]
need more ridership Thankfully we were able to get a U.S. dot
[24:56]
grant to help subsidize that And the fan
[25:01]
was created as a fundraising mechanism.
[25:04]
So it's not directly the city on the hook
[25:08]
for the flight subs It is.
[25:10]
And so at any rate, our return overnight flight
[25:18]
is in the last 2 2 3 months has broken a little bit better
[25:25]
than even, which means that skyWest remitted some money back
[25:29]
to us, that we're able to use towards the subsidy
[25:33]
on the mid-day flight.
[25:34]
So we're continuing to promote the flight side encourage
[25:39]
the counties as much as they can to use the Delta Service as well
[25:45]
as the general public And Jan, if I missed anything.
[25:49]

[25:51]

that we address with sky quest each November when
[28:31]
we meet with them and over the past few years,
[28:36]
there's been no interest in that whatsoever However, they
[28:41]
have shown more interest in that as of the last time
[28:45]
that we met And we want to talk to them about the possibility
[28:50]
of a new route that would include Reno to Elko
[28:54]
And hopefully they'll there'll be some sustain ability
[28:58]
that comes from that to give people
[29:01]
additional options for flying.
[29:04]
I mean, in the past, Salt Lake was such a huge Delta hub.
[29:07]
I there was not even a question, but reno
[29:09]
is getting to be a big enough hub that would be smarter just
[29:12]
to switch to Reno anyway, right Are we just
[29:15]
at the hands of Delta?
[29:16]
It doesn't matter.
[29:17]
Right.
[29:18]
The big challenge right now, Commissioner Carr's
[29:20]
the fact that SkyWest has a hub and spoke system.
[29:26]
So every flight is either a originates in or terminates
[29:30]
in Salt Lake City.
[29:32]
So we'd have to deviate from their normal operational pattern
[29:37]
on that You know, I'm really encouraged
[29:41]
by seeing the ridership going up, which is great.
[29:45]
And I know myself.
[29:46]
I've had an opportunity to fly out of Elko a couple of times
[29:50]
and for me, it was pretty convenient, right?
[29:53]
You know, I can I could just get to the airport He had through.
[29:56]
I mean it's the same level of security,
[29:58]
but it's not like going through security in a large metropole
[30:02]
It's an area you're through.
[30:04]
You're in, you're out, you're in Salt Lake, and like 30 minutes.
[30:07]
I mean, it's unbelievable And then I
[30:10]
don't need to stay the night in salt lake.
[30:12]
I don't need to pay the additional parking fee and all
[30:15]
that, all that other stuff.
[30:16]
So, you know, when you start calculating all that,
[30:19]
it really is an attractive option for us
[30:24]
And then obviously, you know, there's a tremendous amount
[30:26]
of infrastructure that's been built.
[30:28]
There's part of our transportation system.
[30:30]
And so we appreciate all the hard work
[30:32]
that you guys have done.
[30:34]

that Sections two and eight of aB five

mean 19, together with the portion of section three.

Referencing those sections were unconstitutional The provisions
[1:28:23]
used a narrowly defined population class

application that applied only to Elko County
[1:28:29]
and required the county to levy a tax that

was neither limited to a specific project
[1:28:34]
nor imposed for a defined period of time.

The Supreme Court's decision will

which is that grant process for rural schools.

Set aside the funding for a why he they never even

bothered to ask us if we would be willing to give them, which

was the intent all along you know and and so the fact that.

glad that we had this decision And I'm glad it's only agenda.

Commissioner Gerber says few comments and resource management
[1:48:46]
County has an interest in managing
[1:48:48]
either the county has an interest in improving beef
[1:48:53]
product and according to statistics,
[1:48:56]
Elko County has 50% of the beef that it had you know,
[1:49:01]
60 years ago.
[1:49:03]
And only 10% of the sheep if even that, have what
[1:49:06]
existed 60 years ago.
[1:49:09]
And so I had an idea that the county could consider this
[1:49:13]
as hiring a professional range, kind of like Brian is saying,
[1:49:17]
this is expensive work to hire somebody
[1:49:19]
to come in and do a full study.
[1:49:21]
But imagine if the county had a range con on staff
[1:49:26]
that their job was to prioritize and and map and and study, which
[1:49:35]
areas are being underutilized and then
[1:49:39]
and then could prepare more detailed studies where we find
[1:49:44]
problem areas where the range needs to be managed for fire
[1:49:49]
control And also because it's been underutilized,
[1:49:52]
we're missing out on that resource for perhaps that
[1:49:58]
would be a good way to pass that information along
[1:50:03]
to Forest Service, to BLM and their range cons could then,
[1:50:08]
you know, their probably understaffed anyway.
[1:50:10]
And that way the county would be an advocate for fire protection
[1:50:16]
and for underutilized range to increase beef production
[1:50:21]
in the county.
[1:50:22]
And it may more than pay for that position.
[1:50:26]
Plus information is power And if there's ranges out there,
[1:50:29]
there have been in years.
[1:50:31]
And I believe there are, I go out riding horses or motorcycles
[1:50:35]
or just driving out there.

I'm shocked at how much grass is on the range Right.

And there's not a cow in sight that should be being grazed.

So I think it's being underutilized

where maybe missing a huge opportunity here to manage

that information to the public and to the agencies that

do control it, we could make some real change,

because right now nobody is doing that.

we would be the ones to to right that they by having somebody out

there advocating for the county So I think that, you know,

let's say if you had a position paid, if they say it's a ph.D.

With all the certifications or everything,

you're paying them 150 $200,000 a year to write these reports
[1:51:37]
shine a light that that could mean millions of beef production
[1:51:42]
and also millions And in in fire suppression.

So it may be a good a good investment.

forces will staff will open them,

you know, and they stepped up, because it

was in the state interest to keep those parks open.

And same in this case.

If the federal government's understaffed and can't
[1:54:53]
do the job then maybe it's time for the state
[1:54:56]
to start doing just like we took over more fire responsibility We
[1:55:01]
might need to take over more range conservation OK,
