And whereas, for five generations, the

Welke family and their dedicated

families celebrate milestones,

express sympathy, and honor life's most

Item E, Village Manager report.
[12:21]

[12:23]
first item under my report this evening
[12:25]
is to review and act on the cooperative
[12:27]
intergovernmental agreement for training
[12:30]
facilities and services relating to
[12:32]
fire, rescue, and emergency medical
[12:34]
services uh specifically within the city
[12:36]
of Wauwatosa and the use of their tri-
[12:39]
fire tower training facility. Um this is
[12:41]
an agreement that has evolved over time.
[12:44]
Um initially there was an
[12:45]
intergovernmental agreement between the
[12:47]
city of Wauwatosa and just a small
[12:49]
handful of municipalities for use of
[12:51]
their facili- facilities, but for
[12:53]
various reasons that uh interest in
[12:55]
joint use has grown over time.
[12:58]
Um as indicated within your memo, our
[13:00]
training tower uh for the Elm Grove Fire
[13:03]
Department located within the DPW yard
[13:06]
has kind of aged out for lack of a
[13:08]
better term. We did have an engineering
[13:10]
assessment of our tower conducted last
[13:12]
year, and the findings were that it is
[13:15]
indeed deteriorating and in need of
[13:17]
significant repair, uh which will be
[13:19]
costly. So, that has minimized our
[13:22]
ability to utilize the tower, especially
[13:24]
with live uh
[13:26]
active fire training. And uh really it's just reduced now to smoke training
[13:31]
and some other
[13:33]
smaller type of exercises. So what we're
[13:35]
requesting is that the board this
[13:37]
evening formally
[13:38]
take action to ratify this agreement
[13:41]
with the city of Wauwatosa so that our
[13:43]
firefighters and EMS and perhaps even PD
[13:47]
personnel can utilize the the Tosa
[13:49]
facility which is relatively close
[13:52]
actually. It's just on the other side of
[13:53]
124th Street. For this year it's
[13:56]
prorated and next year the cost will
[13:59]
actually go up to a total of $2,186
[14:03]
which is relatively minor in the grand
[14:05]
scheme of things. The cost for
[14:07]
engagement will come out of the
[14:08]
operations line item budget and with
[14:10]
that I'll answer any additional
[14:12]
questions you might have.

out of spancrete.

So even just demolishing it is a

relatively expensive endeavor.

apart but then the question is what do

we do with all that concrete? We could

also modify it

very specific types of training but fire

chief Naylor I wish he was still in the
[14:40]
room. He'd be able to to address this
[14:42]
better than I but it's still being
[14:43]
explored as far as what we're going to
[14:45]
do with it.

back in the DPS area right now.

[18:14]
We Energies and their overhead to
[18:16]
underground resiliency efforts, as well
[18:19]
as an update on year-to-date power
[18:21]
outages. So, kind of two separate items
[18:23]
here.

I did reach out to Jennifer Bogner of We
[18:26]
Energies, who's the municipal
[18:28]
representative. She'll be compiling the
[18:30]
data for year-to-date power outages that
[18:32]
we'll have available for review in
[18:35]
September.

And then we'll also have somebody here
[18:38]
to give us an update on all of this
[18:40]
overhead to underground effort, where
[18:42]
the projects currently stand and how
[18:43]
much left how much scope is left in that
[18:45]
effort as well. So, this is kind of
[18:48]
intended to to tee it up, if you will.
[18:51]
If you have anything additional that you
[18:52]
would like me to request they bring
[18:53]
forward,

what the heck are we doing about

with We Energies? And you know, I just

have to explain

you know, we don't control them.

But we will engage. And I did I reached

out to Jim

excuse me, President Klusken and I said,

we got we have to re-engage.

Because the the

whatever it was 36 hours out within a
[20:07]
6-week period. And that's not that's
[20:09]
like three or four different outages.

It's absolutely bonkers. Every time we

get rain or heavy wind, they lose power
[20:15]
over there.

And and this constant nonsense of well,
[20:19]
it's trees. There's nothing we can do
[20:20]
about it. We can do something about it.

They can do something about it. They can
[20:24]
be proactive and they can look at those
[20:26]
trees. There have to be problem areas.

This does not make sense. Nowhere else in the metropolitan area, I
[20:31]
can't imagine loses power at a rate that area of the village does. It just
[20:36]
makes no sense.

that they actually had to bring in

that's a that's a very viable business

and

you know, granted it is a private club,

but still

you know, for facility that large to

experience those problems and then for
[21:08]
that length of time where they
[21:10]
they're they just can't get anyone to
[21:12]
help them over that weekend. I mean,

that was absolutely crazy. They had to
[21:16]
shut everything down. They had to cancel
[21:17]
their, you know,
[21:19]

there's any question that it is

problematic. And I really wish that they

would take this seriously and take a
[21:42]
look at it cuz it makes no sense.

do a serious cutting until we get to

that project, which is a ways out. I

forget, it's like still 2 years out, if

electricity, particularly in a in a

community where we have wells. So, when

water for people in the community when

we lose electricity.

been plenty of instances where they are

argument with them, is there any way we

can start dialogue now and see what

prevents you from going out and

you know, reviewing the lines in the

northwest area along Highland and seeing

where potential areas are. And get that
[24:14]
most Get that ball moving. Otherwise,
[24:16]
they're going to come here, and this
[24:17]
will be this back and forth with nothing
[24:20]
really happening from it.

them, like this area's reporting a lot

know they said they couldn't get the

people to do it themselves. They

But bring it to the village's attention,

and then at least we can decide how to
[25:10]
tell the people or ask people to you
[25:12]
know, recommend that they make
[25:15]
tree removals and limb removals to
[25:17]
improve, reduce the risk of power
[25:19]
outages. Otherwise, we'll have the same
[25:21]
we'll have a repeat of the last meeting.

individuals that are concluding their
[26:21]
summer season, perhaps looking to take a
[26:23]
next step, uh or move on from their
[26:26]
existing position, advance their
[26:27]
careers. To date, we have received three
[26:29]
applications. Uh the position will be
[26:32]
remain open until filled, meaning we're
[26:34]
reviewing applications as they're
[26:36]
received. And um in the near future,
[26:38]
we'll begin begin scheduling um
[26:41]
interviews for those. So, happy to say
[26:43]
we do have some traction. We will be
[26:45]
doing a blast tomorrow on different
[26:47]
social networks, so we're really trying
[26:49]
to drum up drum up the interest as well
[26:51]
as spread the word. Um trying to make
[26:53]
some uh
[26:54]
direct points of contacts with
[26:55]
individuals that we already know of that
[26:58]
may be interested also. So, stay tuned.

The Elm Grove Fire and EMS
[27:08]
Organizational Assessment Status Update.
[27:11]
So, this item is on the agenda this
[27:13]
evening to continue to apprise the board
[27:15]
on our ongoing efforts here uh to focus
[27:18]
on the Elm Grove Fire and EMS
[27:20]
departments to hopefully gain some
[27:21]
efficiencies and uh ultimately to
[27:25]
determine the path forward for both
[27:27]
departments. We are We already know
[27:29]
this. We've discussed in the past that
[27:30]
we're unique. We separate operate two
[27:32]
separate departments.
[27:34]
And uh what we'll be looking for in the
[27:36]
very near future is authorization from
[27:38]
the board to engage a consultant to help
[27:40]
us identify our blind spots and answer
[27:43]
the hard questions that even as a a very
[27:45]
talented internal working group, we may
[27:47]
not be able to answer ourselves.
[27:50]
So, to date uh we've had conversations
[27:53]
with two separate consulting firms that
[27:55]
focus on this exact task and goal is to
[27:58]
identify uh how to gain efficiencies in
[28:01]
the organizational model, the
[28:02]
operations, the financials, assess
[28:05]
facilities assessments, the list goes
[28:07]
on.
[28:08]
Um
[28:09]
Thursday, we Whoop. Did this cut out?

Excuse me. Thursday, we have another
[28:13]
meeting scheduled uh with a third
[28:15]
consulting firm. Um all of these fir
[28:18]
Well, two of these firms have had
[28:19]
success um implementing organizational
[28:22]
health assessments, if you will, um in
[28:24]
the Milwaukee metro area and providing
[28:26]
recommendations for steps forward. So,
[28:29]
uh Trustee Schindler has been a
[28:31]
participant in these internal
[28:32]
conversations as well as Fire Chief
[28:34]
Nailer, EMS Director Ben Roy, and
[28:36]
myself, as well as uh former Fire Chief
[28:39]
David Kastenholz. So, we have a strong
[28:41]
internal working group. We've been
[28:43]
trying to keep the frequency of
[28:44]
communication uh at a very high level uh
[28:47]
so this doesn't
[28:48]
become stale on the vine.
[28:51]
So again this is an update for you to
[28:53]
realize that hopefully in the very near
[28:55]
future we'll be coming forward with a
[28:56]
proposal for engagement.
[28:59]
>> And we've been meeting weekly
[29:01]
to keep things moving forward.
[29:03]

>> This has to come to a head fairly soon
[29:07]
so we can come to a resolution and get
[29:10]
some ideas of exactly how the
[29:12]
department's going to look in the next
[29:13]
couple years.

>> Indeed. So I have just a couple of very
[29:18]
brief updates and that will conclude my
[29:20]
report. One of the items here being
[29:22]
Metronet. This is the T-Mobile fiber
[29:25]
internet that is expanding throughout
[29:26]
the village. Prior to them beginning
[29:29]
construction we had a a pre-con meeting
[29:31]
with their entire team of eight
[29:34]
individuals. The village was provided
[29:36]
assurances about the level of
[29:37]
communication Metronet and T-Mobile
[29:39]
would be sending out to residents in
[29:41]
advance of the work taking place within
[29:43]
the right-of-way. That worked very well
[29:45]
for the first two and a half months of
[29:47]
their installation and as recent as a
[29:50]
week ago we began fielding concerns and
[29:54]
complaints for lack of a better term
[29:55]
from residents about the lack of
[29:57]
communication, no notice,
[30:00]
workers were out on site poking holes in
[30:02]
the right-of-way which precipitated
[30:05]
staff having to follow up, explain what
[30:07]
a right-of-way is, what their rights are
[30:09]
to work within the right-of-way.
[30:11]
There were some valid complaints as well
[30:13]
as T-Mobile members accessing private
[30:15]
property without prior authorization.
[30:18]
That's all to say that today we had a
[30:20]
conference call myself and Richard Paul
[30:22]
Jr. DPW director with their system
[30:26]
manager and their project manager. We
[30:29]
issued a
[30:30]
stop work order for T-Mobile until
[30:32]
September 9th. What we found out was
[30:35]
that the correspondence that was
[30:37]
supposed to go out 30 days prior to them
[30:39]
starting work in their specific phase
[30:41]
area they're working right now was not
[30:43]
sent out because there was an error at
[30:45]
the printer and they intended to send
[30:47]
those notices out in September.
[30:48]
Meanwhile, they're already working.
[30:50]
Um so, they are afforded a week. The
[30:54]
printer expedited those letters. They
[30:56]
should be in the mail tomorrow. So,
[30:58]
we're allowing them at least a week to
[30:59]
get the letters to the residents, try to
[31:01]
mitigate some of this. We'll be putting
[31:03]
a a notice out on the village website as
[31:04]
well
[31:06]
with a map that identifies these areas
[31:08]
that were not notified. So, we think we
[31:10]
have it under control at this point. We
[31:12]
uh
[31:13]
I think they got the point in the
[31:14]
conversation today and hopefully this
[31:16]
doesn't take place again, but um that is
[31:19]
your update on T-Mobile.
[31:20]
>> So, I will tell you what they told the
[31:22]
neighbors in my area because I have
[31:24]
neighbors that are very, very upset
[31:25]
about this.
[31:27]
They told
[31:28]
the neighbors in my area that the reason
[31:31]
notifications didn't go out is that Elm
[31:34]
Grove as well as Menomonee Falls are the
[31:36]
only two communities suburban
[31:38]
communities in the greater Milwaukee
[31:40]
metropolitan area that refused to send
[31:43]
out notices like that to the residents.
[31:46]
So, I will tell you that the neighbors
[31:48]
in my neighborhood think it is the
[31:51]
village's fault and they're asking me
[31:53]
why in the heck and what do we do to
[31:55]
change that. So,
[31:59]
it's interesting.
[32:00]
>> I said well, thank you for sharing that
[32:01]
and that was that was the crux of the
[32:03]
conversation is just the the
[32:05]
disappointment that there were
[32:06]
assurances provided and now it looks as
[32:08]
though we're mismanaging this. So, we
[32:11]
will take steps uh to communicate to
[32:13]
residents exactly what's going on and
[32:15]
>> Cuz the residents really think it's the
[32:17]
village that dropped the ball, not Elm
[32:19]
Grove.
[32:19]
>> Correct.
[32:20]
>> So, our area was done a couple two
[32:22]
months ago, month and a month and a half
[32:23]
ago. We never received anything. I mean,
[32:25]
until they started marking the streets,
[32:27]
that's what drew me attention to it and
[32:30]
I had a couple neighbors that are like,
[32:31]
"What is going on?" I said, "I don't
[32:32]
even know myself what's going on." Until
[32:34]
we started to see the come so.
[32:37]
>> I didn't know either when they started
[32:39]
asking me. I had no idea
[32:42]
>> Okay. Well, that's I need to hear that
[32:44]
feedback. So, thank you for sharing it.
[32:46]
Um, yeah, and again, we'll address and
[32:48]
take the
[32:49]
necessary steps to correct it.

I'm the other trustee on that

commission, so I will do a quick review.

We approved a plan of operation and
[34:58]
conditional use for the Centered Self
[35:01]
LLC. This is the sixth of seven tenants
[35:05]
on the wellness grow grow building. We
[35:08]
cannot take action on this because we're
[35:11]
still waiting for
[35:12]
the notice. It has to be noticed for so
[35:15]
many days, so we'll be able to do that
[35:17]
next month.
[35:19]
We also approved a conditional use
[35:20]
permit to exceed the maximum lot
[35:22]
coverage area at 1105
[35:26]
Red Barn. Um this week request was at
[35:28]
the limit at 32.9
[35:31]
with a maximum of 33% coverage. We had
[35:34]
these before.
[35:35]
Um we noted this for the record since it
[35:38]
was close so close to being at the
[35:40]
maximum. Again, because of notice, no
[35:42]
action will be taken on this tonight.

Committee reviewed and approved a
[35:48]
request to keep chickens by Samuel
[35:51]
DeMatteo at 15005
[35:54]
Wisconsin Avenue. Um prior to our
[35:57]
approval, there was quite a lengthy
[36:00]
discussion.
[36:01]
Um and everyone really kind of weighed
[36:04]
in. There was one neighbor who was
[36:07]
objecting.
[36:09]
Um but um
[36:11]
Commissioner Cranberry had walked the
[36:14]
property and said that there was quite a
[36:16]
bit of education in the backyard really
[36:18]
shielding the neighb- the neighbor that
[36:21]
was concerned. And also Mr. DeMatteo
[36:23]
actually moved that coop a little bit
[36:25]
closer to his house, too. So, um I was
[36:30]
unanimous. Everyone felt very
[36:32]
comfortable approving that.
[36:34]
It from there went to building board and
[36:36]
it was approved there, as well.
[36:39]
Um lastly, there was a um discussion on
[36:43]
the public visioning workshop. And this
[36:46]
was discussed at length. Um it was felt
[36:49]
that the workshop missed the mark,
[36:51]
specifically as it was too oriented to
[36:54]
development of larger buildings, that were three and four
[36:58]
stories, four stories and higher.
[37:01]
Um Vanderwalt Vanderwalt said they took
[37:04]
the feedback seriously and were
[37:07]
there to discuss a path forward. I will
[37:09]
tell you that in general,
[37:11]
um everyone on the commission was
[37:13]
pretty upset with the way that um
[37:16]
visioning workshop was was handled. All
[37:19]
committee members weighed in on their
[37:22]
expectations and concerns, which I feel
[37:25]
are well summarized in the committee
[37:26]
notes, if you want to take a look at
[37:28]
those specifically.
[37:30]
The commission confirmed that going
[37:32]
forward, the commission would have an
[37:34]
opportunity review survey questions
[37:37]
before they went out to the community.
[37:40]
President Kaleski set an expectate
[37:43]
expectation
[37:45]
and he wants 50% of residents to engage
[37:48]
in the survey before moving forward with
[37:51]
any plans to make sure
[37:54]
all residents are adequately
[37:56]
representated represented and not just
[37:58]
special interest groups. Um
[38:02]
Yeah, there was
[38:03]
We do have people within the community
[38:06]
that are business owners and they're
[38:08]
also residents and they were weighing in
[38:10]
multiple times. So, he really wanted to
[38:12]
make sure that we adequately
[38:15]
really listen to all of our residents.
[38:18]
Discussion followed on how to best
[38:21]
engage residents in this survey process.
[38:25]
Um the discussion closed with President
[38:27]
Kwasneski stating that the comprehensive
[38:29]
plan update should be a um
[38:33]
regular standing item for the Plan
[38:35]
Commission each month, including what
[38:37]
was accomplished in the last 30 days and
[38:40]
what is planned in the next 30 days.
[38:42]
There also was discussion on not rushing
[38:45]
this process and making sure that we
[38:47]
adequately got input from the community.
[38:50]
Um the next committee commission meet um
[38:53]
meeting falls on Labor Day, so um the
[38:57]
group discussed moving the date to
[38:59]
September 10th as an alternate date, and
[39:02]
that seemed to work for everyone, so
[39:04]
that is the date of the next
[39:07]
um Plan Commission meeting. And that
[39:09]

excuses, but I don't think they really

listened in what was really alarming to

both the Plan Commission and I think to

trustees is we had given very specific
[39:46]
directions, and it was felt that they
[39:50]
have a way of doing things, and they're
[39:51]
just following the same blueprint and
[39:54]
treating El Grove just like any other
[39:56]
community. And it was stated that
[40:01]
what they shared at the meeting was what
[40:05]
they shared with us when they first came
[40:07]
here to present what you know, when we
[40:10]
were deciding who to go with, and
[40:12]
nothing had differed at all, so they
[40:14]
hadn't listened to any of the village
[40:16]
input at all. And I think what I didn't
[40:20]
state in this
[40:21]
um
[40:23]
report was that um prior to meeting with
[40:26]
the plan commission um
[40:29]
Ann and
[40:31]
um Tom and Jim and I got them on the
[40:34]
phone to kind of set expectations for
[40:36]
them and we were supposed to have a
[40:38]
meeting and they knew that we were very
[40:41]
disappointed and very upset
[40:43]
and Jim and I both arrived here
[40:46]
expecting to for the four of us to meet
[40:48]
with them in person and we had one of
[40:51]
them on Zoom and that was it. Which
[40:53]
again just seemed like their commitment
[40:56]
wasn't really there and um
[41:01]
it was very disappointing. So
[41:03]

think when you the vote was taken and

you know who to go with, I think it felt

at all that was presented and they

certainly didn't listen to the

community. Um I think coming out of that

I almost felt like I wanted to start all

else. It was it was so disappointing.

Uh Fogo membership is long as a little
[42:38]
bit higher than they were last year.
[42:39]
best numbers they've had, about 157
[42:42]
members. If anybody on the board here is
[42:44]
not a Fogo member, I highly recommend
[42:47]
joining Fogo as a member of the you
[42:49]
know, the Friends of the Grove Library.
[42:51]
Um the library is currently on boarding
[42:53]
four new employees, one library
[42:55]
assistant and then three library pages.
[42:58]
These are temporary
[42:59]
part-time jobs to replace the people
[43:01]
that went back to college and moved on.
[43:05]
So, that's keeping Sue pretty busy right
[43:07]
now.
[43:08]
Um
[43:08]
As regards to the library board's act-
[43:11]
activities, we're looking at trying to
[43:14]
find ways to improve the layout, the
[43:16]
design of the library.
[43:18]
Um
[43:19]
Basically, to improve the efficiency of
[43:21]
the operations within the library, as
[43:23]
well as improving the patrons' enjoyment
[43:25]
of the facilities themselves, making it
[43:27]
more functional and more flexible to
[43:30]
have different needs, different table
[43:32]
sizes, just to make the the current
[43:34]
existing footprint
[43:36]
more efficient and a better better
[43:38]
experience for people.
[43:39]
Uh so, Fogo is getting involved as well
[43:41]
with Sue to help go through the
[43:43]
different um options and review
[43:45]
different
[43:47]
furniture supply companies and things
[43:49]
like that and see what are the options
[43:50]
are. And the board itself, the library
[43:52]
board's meeting extra meetings a month
[43:55]
to actually try to go through that
[43:56]
process and just move it along and not
[43:58]
make it just a typical every month we do
[44:00]
it the same thing, but actually get
[44:01]
something done. And try to get Fogo to
[44:04]
ask for some revenue that's available
[44:06]
and actually start changing things in
[44:08]
the library so that people come in, they
[44:10]
can see the change. They can see the
[44:11]
improvements and realize that the
[44:13]
library is going to, you know,
[44:14]
investments and activities of Fogle is
[44:17]
coming in
[44:18]
making changes at the library, making
[44:20]
improvements and making everybody's
[44:22]
enjoyment of the library better. Um we
[44:25]
also have a resolution. This resolution
[44:27]
comes up every year.
[44:29]

on August 10. The first order of

business was to discuss the changes to

the daylighting project design that CPKC
[46:16]
is requesting.

The railroad is requesting riprap be
[46:20]
placed at three meander sections instead
[46:22]
of the stepped quarry stone.
[46:25]
The railroad is also requesting that the
[46:27]
village pay for a clogged 24-in culvert
[46:30]
that the railroad owns beneath its
[46:31]
right-of-way.
[46:33]
The village wants an agreed cost share
[46:35]
in advance and intends to seek an offset
[46:37]
through a reduction in the property
[46:39]
acquisition price.
[46:42]
The committee further discussed a 6-ft
[46:44]
fence between the pathway and the
[46:45]
railroad tracks and the requested
[46:48]
easement by the railroad for access to
[46:50]
the tracks
[46:52]
from Wall Street.
[46:53]
At the time of the meeting, Stantec was
[46:55]
preparing the village response.
[46:57]
The good news is that litigation is
[46:59]
formally paused through the end of
[47:01]
September

as settlement discussions continue.

We were then updated on the progress of
[47:07]
a Highland Drive pathway.
[47:10]
Both layers of the base gravel have been
[47:12]
installed. Concrete curbs and ramps have

been poured.

Paving is expected to begin this week or

early next week.

They're still behind schedule, but
[47:22]
they've been catching up due to the good

Okay, we then received some favorable news on the Village Pond.

Before you zoom in, I'll kind of set

Okay, last year's initial research
[48:13]
indicated possible 6 ft of sediment
[48:15]
covering the bottom.
[48:21]
We now we went out last year due to the
[48:23]
fact that we've got
[48:26]
Hold on before you go too far into that.
[48:34]
Researching this to set the table is the
[48:37]
pond has been getting covered with algae
[48:40]
for the last several summers. We've been
[48:42]
putting algaecide on it. But the amount
[48:45]
of vegetation material in the pond has
[48:47]
become overwhelming.
[48:49]
So, we wanted to find out what the what
[48:52]
the issue was, what's causing it, and
[48:54]
how to interrupt that cycle.
[48:56]
I went out last year with some
[48:58]
researchers from School of Freshwater
[49:00]
Sciences and
[49:03]
Southeast Watershed Trust.
[49:05]
Our initial indications were that there
[49:07]
was 6 ft of sediment because we were
[49:09]
hitting bottom and sucking up sediment
[49:12]
at 9 ft instead of 15, which it should
[49:15]
be.
[49:16]
We went out again this year and we got
[49:18]
some better news. It appears now that
[49:21]
our working theory is that after the
[49:24]
flood were floating algal mats floating
[49:27]
6 ft off the bottom that were covered
[49:29]
with sediment due to the floodwater that
[49:32]
had come in that spilled over from the
[49:34]
creek.
[49:35]
So, this year we were able to get down
[49:37]
to 14 13 14 ft
[49:41]
indicating there's only about 2 ft of
[49:43]
sediment at the bottom. That is very
[49:45]
good news. That is much more
[49:47]
easy to deal with.
[49:49]
Um
[49:51]
Newly installed temperature monitoring
[49:54]
buoys, which if you zoom in, we
[49:56]
installed these couple weeks ago. Go to
[49:58]
the north uh basin, please.
[50:02]
These are
[50:05]
monitoring instruments that float
[50:07]
continuously out there. They send data
[50:09]
to a cell phone that goes to the
[50:10]
internet every 5 minutes. Click on that.
[50:13]
Go to dashboard.
[50:15]
And this gives us temperature
[50:16]
indications at the surface, 3 ft, 6 ft,
[50:19]
and 10 ft. If you scroll down,
[50:22]
it gives us a continually running
[50:24]
record. And what we see here is very
[50:26]
interesting. It shows that the bottom
[50:28]
water is very cold. There's a 20°
[50:31]
difference, so that top water is not
[50:33]
mixing with the bottom.
[50:35]
This is important for us to know because
[50:37]
we can check the phosphorus content at
[50:39]
the bottom and the top.
[50:41]
And at the bottom, it is off the charts.
[50:44]
It is 10 times what we would expect to
[50:46]
see in a healthy pond.
[50:48]
It is much less than that at the top.
[50:51]
So, what happens during the summer as
[50:52]
things are dying, they filter down to
[50:54]
the bottom of the pond. It becomes
[50:56]
anoxic.
[50:58]
And the phosphorus, it's a limiting
[50:59]
nutrient, starts remobilizing and is
[51:03]
brought into the water column.
[51:05]
We analyze the sediment, and what we I
[51:07]
don't want to get too far into the
[51:08]
chemistry here, but what we found is
[51:10]
that um
[51:13]
due to the profile, we expect that the
[51:15]
phosphorus is recycling in the pond
[51:17]
rather than new stuff being brought in.
[51:21]
So, this indicates we will have a
[51:24]
cost-effective road forward to remediate
[51:27]
the pond. Very good news.
[51:30]
And uh we also found
[51:33]
E. coli was strongly detected in the
[51:35]
pond.
[51:37]
And the university is doing genetic
[51:39]
sequencing to determine if the source is
[51:41]
human, goose, or dog.
[51:44]
We can find out where that's coming
[51:45]
from. Uh interesting fact also if we do
[51:49]
get another flood, we'll be able to tell
[51:51]
if that water from the creek mixes with
[51:54]
the water in the pond or just stays on
[51:55]
the surface.
[51:57]
So, more to come, but we've got some
[51:59]
really good data and good results so
[52:02]
far. So, it looks promising.
[52:05]

>> Uh probably there's a product that we
[52:10]
would use. It's alum alum.
[52:13]
Uh trade name is Phoslock. It chelates
[52:16]
the phosphorus, takes it out, and
[52:18]
sequesters it in the sediments. It's not
[52:20]
bioavailable.
[52:22]
Cuz what we're doing now is just adding
[52:23]
algaecide. Kills the algae, but it
[52:26]
breaks down to phosphorus, which then
[52:27]
comes back again.
[52:29]
>> From the citizens' view looking at the
[52:30]
pond, how would they know this is
[52:32]
happening?
[52:33]
Would there be a
[52:34]
>> Clean, the bigger fish will be able to
[52:36]
grow. We have to restock every year if
[52:39]
we uh
[52:40]
stop the
[52:42]
destruction of the dissolved oxygen,
[52:45]
that will allow the population to
[52:47]
regenerate itself rather than having to
[52:49]
restock every year.
[52:51]
And we'll get bigger fish, not just the
[52:53]
little stunted ones.
[52:57]
Okay, in other updates, utility work for
[52:59]
the road paving should be completed by
[53:01]
month's end with paving started starting
[53:04]
soon after. Pilgrim Road will be treated
[53:07]
with crack sealing from Ace Hardware to
[53:09]
Gebhardt Road to extend the life until
[53:13]
eventual reconstruction.
[53:15]
And lastly, the Juneau Boulevard culvert
[53:18]
beneath the Village Hall driveway is
[53:19]
planned to be replaced this year.

the big items again, recall that we were

able to generate an extra $16,800 in

unbudgeted revenue because of our
[57:03]
agreement with
[57:04]
Elmhurst United for um
[57:06]
rental of the of the fields, which we
[57:08]
were getting $0 previously. Um that
[57:12]
offsets a number of other revenues that
[57:14]
were lower, including tennis.

and again, fortunately some of our

additional revenues for the village,

too, in terms of our park and rec since
[1:00:22]
we do have a lot of needs. I mean, we
[1:00:25]
had that great plan and we've got a lot
[1:00:27]
of things that we could do there, but I don't want us to miss the opportunity
[1:00:32]
where she

maybe sets something up with another
[1:00:35]
municipality and so
[1:00:38]
I'm just putting that out there.

board understands that that was one of

the things that was

uh, gut punch might be a little strong,

but learning that was was very

disappointing that we weren't able to go

look at our
[1:02:32]
wreck plan and and see what we can't do

than what we had those years ago when we

had no applicants or we had one

applicant. So, even if we get no more

applicants, we're in a better spot than
[1:04:03]
we were three or four years ago. Um my
[1:04:05]
hope is that we we do get more and I my
[1:04:08]
suspicion is getting three this early,
[1:04:10]
we'll we'll get more.

Um so, I'm optimistic about
[1:04:14]
finding a good candidate.

that'll be a nice

It doesn't exist anymore.

So, it just doesn't. We we tried to
[1:05:07]
engage. There was there was feelers and
[1:05:10]
what we learned was that they just don't
[1:05:12]
exist anymore. The other community swim
[1:05:15]
groups are also I'm not going to say
[1:05:17]
they're all gone.
[1:05:18]
Um but it's not what it was
[1:05:21]
those years ago. It's just one of those
[1:05:22]
things that have disappeared.
[1:05:24]

[1:05:25]
have a daughter now in Madison and the
[1:05:28]
community that she's in Shorewood Hills
[1:05:30]
they have huge swim team and swimming is
[1:05:33]
such a big thing in the Madison area.

They have these conferences between all
[1:05:36]
these just different public pools and
[1:05:39]
they have
[1:05:40]
the
[1:05:41]
big invitational so to speak that kind
[1:05:44]
of the end of the year
