[7:37]
We will do an introdu auction of members.
[7:40]
Present, starting with drew.
[7:42]
Withdrew.Hello, Andrew Kauf
[7:45]
Connor Madison.
[7:46]
Keith Whitehouse, Valerie.
[7:47]
Thanker.
[7:48]
And Kristen Murphy conservation and sustainability planner for the town.
[7:53]
And that is perfectly
[7:55]
a quorum.
[7:55]
Yep.
[7:56]
For the quorum.
[7:57]
It's exciting.
[7:59]
We'll start out with any public.
[8:02]
Comments
[8:03]
it doesn't.
[8:05]
Doesn't look that way and I assume.
[8:08]
There's no one on one.
[8:09]
Yeah.
[8:11]
And that's totally fine.
[8:13]
.
[8:14]
So then we're breezing through.
[8:15]
So then our first action item.
[8:18]
Went a short wedding, conditional use experiment for the expansion of the existing parking
[8:21]
lot.
[8:22]
For service credit union at 1 0 9 eeping road tax map, 55, lot 67.
[8:27]
I believe
[8:28]
Mike
[8:30]
ward is here to presume.
[8:30]
Yeah.
[8:31]
Keith covered.
[8:31]
I'm so close.
[8:34]
Well, well,
[8:37]
thanks for having me.
[8:38]
Sorry.
[8:38]
I wasn't able to make the sidewalk, but I know Tom.
[8:41]
Tom, you have good hands with probably Tom.
[8:42]
So.
[8:44]
Keith coming from bowler.
[8:45]
This is a existing service federal credit union at 1 0 9 ING road.
[8:49]
All they're looking to do
[8:51]
is.
[8:53]
Zoom down.
[8:55]
Right.
[8:55]
Is the building footprint staying the same?
[8:57]
It just consisted and unsafe.
[9:00]
With the number of parking spaces they have, they're looking for more parking.
[9:03]
And they're also looking for a longer queuing for the, for the drive-through the
[9:06]
teller and the ATM.
[9:08]
ATM. So on this plan right now.
[9:11]
And C is again, this access drive here.
[9:15]
Access drive down here.
[9:17]
And then there's an existing detention basin here.
[9:20]
Which is under jurisdictional wetland by the state considers that even though it's just
[9:24]
Man-made stormwater basin.
[9:25]
There's some limited drainage out there that now pipes its way to.
[9:30]
This
[9:31]
detention basin.
[9:32]
And then it outlets to the existing wetland, which is.
[9:36]
Sorry.
[9:37]
Yep.
[9:38]
Let's screen for you.
[9:40]
Ah, thank you.
[9:45]
I didn't set it up right.
[9:47]
Some way
[9:48]
.
[9:50]
Yeah, just go ahead.
[9:51]
I'll pick it up.
[9:52]
Okay.
[9:52]
Thank you.
[9:54]
And then the other wetland jurisdiction, wetland that you guys care about is up
[9:58]
is up here, the forest wetland, something, those are the two wetlands that.
[10:02]
Are on the site
[10:04]
and that were in.
[10:06]
Well, lemme report from Tom, from Ts.
[10:09]
He also is here, so he can answer some additional questions about that.
[10:13]
Thank you.
[10:14]
Mm-hmm so that's the general site.
[10:15]
The site is only about 1.2929 acres.
[10:20]
And as you mentioned, the existing, the existing drainage and that filled wetland that
[10:24]
we're talking about here.
[10:26]
Is just about 700 square feet.
[10:27]
And you'll notice in the next plan I'll show, we actually look at this
[10:30]
replicate that area.
[10:32]
In in this area.
[10:34]
There is no impact
[10:36]
to the other, the other.
[10:38]
Web, just the buffer.
[10:40]
This is the diagram that kind of just shows.
[10:43]
The impact areas.
[10:43]
So the light green.
[10:45]
Is the
[10:48]
sorry.
[10:49]
I say the,
[10:50]
the temporary.
[10:51]
Oh.
[10:52]
Sorry about that.
[10:55]
The light green.
[10:57]
Is the temporary impact to the buffer.
[10:59]
And the dark green is.
[11:01]
The permanent.
[11:03]
So next plan.
[11:08]
We'll show that.
[11:08]
So the idea here is right.
[11:10]
We're right now, this is not, this is kind of where the existing basin
[11:13]
is.
[11:13]
Right.
[11:14]
So the idea is.
[11:15]
We're keeping this access point and getting this access point and moving it further
[11:20]
up.
[11:22]
But further up here.
[11:24]
And this is the added impervious area, right.
[11:26]
And there's gonna be retaining wall here, cuz we're trying to limit the disturbance
[11:30]
into the buffer area.
[11:32]
So the added in Perus is only two acres.
[11:35]
And the limit, the disturbance of the whole site is only 0.8 acres.
[11:39]
So we have a full stormwater design to handle that additional impervious.
[11:43]
And obviously we are as mentioned, moving.
[11:46]
That existing stormwater basin.
[11:47]
So it's part of the submittal was a full drainage report showing how we're
[11:51]
hailing quantity and quality.
[11:54]
The idea is it's still, again, the site's still discharging to the wetland.
[11:57]
We have deep some point of catch basins.
[12:00]
Basins hydrodynamic, separators and underground detention.
[12:04]
System and a filtering practice.
[12:05]
So I'll show you that on the next page.
[12:07]
Which is the drainage plan.
[12:11]
So here is the subsurface detention system.
[12:15]
Right.
[12:15]
And then the idea is it outlets to the wetland application area, which is
[12:19]
directly abuts the wetland.
[12:21]
So again, no wetland impact.
[12:22]
It's.
[12:23]
It's just the, the, the buffer.
[12:26]
So the temporary buffer impact as noted on the application is 4,380 square feet
[12:31]
The permanent impact to the buffer area is 1,550.
[12:34]
Eight square feet.
[12:36]
The other thing we sent some back and forth.
[12:38]
Thank you about the stream.
[12:40]
So there is a stream within the 150.
[12:43]
Foot buffer.
[12:45]
So that's why we also need the conditional use for the Shoreland protection.
[12:48]
We just need it locally.
[12:49]
We don't need the state.
[12:50]
Shoreland.
[12:52]
And our, with our impact is all temporary.
[12:54]
No permanent within the 150 foot buffer.
[12:57]
Is 2,410.
[12:59]
Square feet.
[13:00]
And again, that's all in the application.
[13:01]
So you have two different applications conditionally use for the wetland conservation overlay and
[13:06]
for the shoreline protection district.
[13:11]
And then other things just wanted to show you.
[13:14]
Just if you're interested
[13:15]
is obviously this is a motion control plan, which is part of it.
[13:18]
We can show, show the construction entrance here.
[13:22]
And we have the erosion controls in place.
[13:23]
I can talk further about if you'd like, and we also have.
[13:26]
A full landscape plan.
[13:28]
Obviously, everything's gonna be stabilized with seating and we're adding some more landscaping to
[13:33]
the existing site to make it work.
[13:34]
But again, the whole thing for this, the whole.
[13:37]
Reason for this
[13:38]
is that right now, actually the parking and the queuing doesn't really work for
[13:41]
service credit union.
[13:42]
So the idea was to just try to make it more safe.
[13:45]
So the we've expanded.
[13:48]
This direction towards the wetlands.
[13:50]
Wetlands at the same time, trying to limit obviously the wetland impact and making
[13:53]
sure we're handling stormwater.
[13:55]
Other thing to note, just in the stormwater.
[13:57]
We are treating the whole site.
[13:59]
So right now there's some stormwater treatment.
[14:01]
The stormwater treatment is considerably better on what we're doing.
[14:04]
So, not only are we obviously treating the new, we're treating all the impervious
[14:08]
to meet the local, the local bylaws.
[14:12]
Bylaws.So it's a better system.
[14:13]
That's presently out there.
[14:18]
That's all I had in this, this.
[14:20]
Questions.
[14:21]
Thank you.
[14:22]
Yeah.
[14:23]
I just have a couple, so I, we, all of us around the sidewalk
[14:26]
actually.
[14:26]
Yes.
[14:27]
Well,
[14:28]
that's never happened before.
[14:29]
Yeah.
[14:30]
That's.
[14:32]
The
[14:34]
the new, I guess we'll call it like a.
[14:36]
Drain water basin
[14:38]
or the, the new wetlands is the grade going to go right into the
[14:42]
existing wetland or is there gonna be a berm?
[14:45]
I wanna zoom in there.
[14:46]
So just, it's a good question.
[14:49]
You guys probably had smaller plans, very different health.
[14:51]
See, I'm assuming.
[14:53]
You know what I'm gonna go to.
[14:58]
Get out of this.
[14:58]
Yeah, you can zoom in.
[15:00]
That's fine.
[15:01]
Let's see if I can go to hold on one second.
[15:06]
Out of the presentation.
[15:08]
Plan to have, I did not have the grading plan on here, but we
[15:10]
easier to see.
[15:15]
The full plan set.
[15:17]
And I can go to the grading plan and zoom in.
[15:21]
Be easier to see.
[15:42]
so, yeah, there's, there's no berm.
[15:44]
So we're basically, you know, and I do the wetland mitigation replication up to
[15:48]
the line.
[15:49]
So the idea is just increase.
[15:50]
Increases that, that wetland
[15:53]
and again, the wetland is not functioning.
[15:54]
Wetland application of the wetland is not functioning as any stormwater treatment.
[15:59]
The everything I just went through with the stormwater design.
[16:02]
Totally handles that we're not counting on the wetland for any of that treatment
[16:05]
So the idea is it's filtered treated before it makes it to the wetland
[16:08]
and the wetland application area.
[16:13]
And just so you know, I believe I'm trying to remember.
[16:15]
I think we did.
[16:17]
You know what I, I'm not sure.
[16:19]
Double check if we did one-to-one replication or one and a half to one
[16:22]
I don't recall, but it's at least one-to-one I think it was one and
[16:25]
a.
[16:26]
Half to, was it one, half to one?
[16:27]
Sorry.
[16:27]
Yeah.
[16:28]
Yep.
[16:34]
This doesn't qualify and it's under the a O T.
[16:37]
T disturbance
[16:38]
it is.
[16:39]
Would you not 50?
[16:39]
So no OT. We do not need a, a OT, but we will be
[16:43]
going for the state wetlands permit.
[16:48]
That was the thing that came up on site is you might.
[16:51]
Unless we address that here and now then we you'd probably have to come
[16:55]
back.
[16:57]
For our review of the state permit.
[17:00]
Usually we review those separat separately.
[17:05]
What would you recommend?
[17:06]
Kristin?
[17:08]
I think it's the comfort level of the board.
[17:11]
You know,
[17:13]
you don't have the formal.
[17:15]
Application and sorry, you don't have the formal.
[17:17]
Application in front of you.
[17:19]
I suspect you're not gonna have any additional details that you don't see now
[17:23]
in terms of plan set.
[17:25]
So.
[17:25]
It's really just the state form.
[17:28]
That is not in front of you.
[17:30]
If you're comfortable with that, then you could add that to your, you know
[17:33]
add a third motion to have a recommendation.
[17:37]
To the state or you just.
[17:40]
Are silent on the application.
[17:42]
Or they come back.
[17:43]
We wanted to present to you first, before we send to the state, in
[17:45]
case you had any comments or concerns, therefore, then we could address them.
[17:49]
And send that to the state.
[17:50]
Same things.
[17:50]
Chris just mentioned.
[17:51]
If you have a recommendation that helps the point is there would be, if
[17:54]
you guys have no comments, the, the state's gonna get exactly the same.
[17:58]
The same plan.
[17:58]
We're not changing anything.
[17:59]
So if you can just condition it on.
[18:02]
The state approval, like we're not planning on changing anything and it's a small
[18:05]
minor impact where I'm expecting Tom.
[18:08]
Correct me if I'm wrong.
[18:08]
Any issues with the state permit?
[18:11]
Yeah.
[18:11]
Usually just comment on them.
[18:12]
And so if we didn't comment, does it.
[18:15]
Was that removed that whole like delay
[18:18]
delays, the review or changes the.
[18:21]
State review based on whether or not the conservation commission.
[18:24]
So I think, I think because they're not.
[18:27]
Seeking expedited review.
[18:29]
That was just the expedited standard.
[18:31]
So it's the standard.
[18:31]
So it would just the standard review time.
[18:33]
Okay.
[18:34]
It's just whether or not.
[18:36]
You want to offer, offer comments, an advisory opinion to the state?
[18:39]
Sure.
[18:41]
And I believe again, Tom, correct me.
[18:42]
I can correct me line.
[18:43]
It's just permit by notice.
[18:44]
Right?
[18:45]
Cause it's such a limited impact.
[18:47]
Is that correct?
[18:47]
It wouldn't be a permit by notice.
[18:49]
Notification
[18:50]
it wouldn't.
[18:51]
I'm sorry.
[18:51]
I'm telling Sokoloski.
[18:54]
The Whitland scientist of record on the project.
[18:56]
There, it wouldn't be a permit by notification because you were altering.
[19:00]
The wetlands, but we need to review that more closely when we get into
[19:03]
the actual application phase.
[19:06]
Okay, because there were some changes as was alluded to by the conservation commission
[19:09]
in the wetland rules.
[19:12]
That goes back to the revisions that happened in 2019.
[19:16]
And these days with all of the more recent changes as well.
[19:20]
I, I go back to the book every time for a permit application these
[19:23]
days.
[19:24]
Just to make sure I'm current.
[19:29]
That was a good answer.
[19:31]
Smart.
[19:33]
it's.
[19:35]
So for this, we're not using the wetland creation as a, like a mitigation
[19:39]
tool.
[19:40]
No, we're using, we strict.
[19:43]
Strictly just put, and I figured you guys may want kind of like, was
[19:45]
trying to get this moving along.
[19:46]
Didn't wait for you to cross.
[19:48]
It's literally just of Cape the well, and there's no treatment.
[19:51]
Part of that.
[19:51]
Again, all the stone water design is treated in the deep sum of catch
[19:55]
basin in the separators.
[19:57]
That unground tension handles the
[20:00]
volumes right in the, the P flows.
[20:02]
And then the filtering practice.
[20:04]
So that meets the criteria.
[20:06]
The time, which I believe city just defers to the, even though we don't
[20:09]
need the a O T it's still meeting.
[20:12]
The a O T requirements for Stonewater treatment.
[20:15]
Even though we don't have to get physically get that permit from them cuz
[20:18]
we're underneath the threshold.
[20:21]
So the deep sum and all of that is that.
[20:25]
Is occurring under in the parking lot.
[20:28]
Yeah, so
[20:30]
you go back to the drainage plan to easy to see.
[20:40]
Nipple.
[20:43]
All the pipe piping catch basin.
[20:45]
Heads to this subsurface detention area.
[20:49]
Right.And then that filtering practice.
[20:51]
Right here,
[20:52]
then get this details as probably set is, is right.
[20:55]
Is right here.
[20:56]
So again, it's being treated.
[20:58]
Filtered after, after, so we don't have to do it before, after the detention
[21:03]
Before it goes to the wetlands.
[21:05]
Wetlands.Okay.
[21:05]
And that's,
[21:07]
that is
[21:08]
a closed system.
[21:09]
You're not infiltrating.
[21:10]
It's closed, closed system.
[21:13]
Yep.
[21:13]
Correct?
[21:13]
There's no infiltration.
[21:14]
The soils out there are D.
[21:16]
So we can't, we don't, we're not gonna get the infiltration, so we don't
[21:20]
have to hit that criteria.
[21:22]
Because it's a Desso and doesn't, the rates are too slow.
[21:24]
So it's strictly a detention.
[21:26]
Detention system.
[21:27]
Okay.
[21:29]
And we did see that.
[21:30]
So there were two test pets out there.
[21:32]
Correct.
[21:35]
And those were in that wetland creation area.
[21:38]
They were, we didn't want to rip up the parking.
[21:40]
I don't know if they show on here.
[21:44]
Or there were three test pets.
[21:46]
Even there was one by the four, the basin.
[21:49]
We saw and then two out in the woods.
[21:51]
There's one here.
[21:53]
Right.One here,
[21:54]
one here.
[21:56]
And one here.
[21:58]
Okay.
[21:59]
Oh, so we were out there.
[22:01]
Okay.
[22:02]
So those zones
[22:04]
zones.
[22:04]
That's helpful.
[22:06]
So in part of the, in the, in Paul, the drainage report, if you
[22:09]
want, but that information's in the drainage, in the drainage report.
[22:12]
The logs and it talks about, obviously you want to make sure that.
[22:16]
We were we where the groundwater was and all of that.
[22:18]
So those, those logs are part of that drainage important and provided in there
[22:25]
What were you looking for?
[22:26]
A depth to.
[22:28]
Groundwater is that what you were looking.
[22:30]
For, or that's my next question.
[22:31]
So
[22:33]
.
[22:36]
For that webinar.
[22:36]
Are you going to hit groundwater?
[22:38]
I guess was my question.
[22:39]
So we went, yes.
[22:40]
So we went exactly.
[22:41]
The idea is it's.
[22:42]
Basically that you can see we're put at the same elevation as the existing
[22:45]
weapon.
[22:46]
So that's, that's the idea and then we're feeding it, right?
[22:49]
We're actually, if you notice the outlet.
[22:52]
After everything's treated actually is right here.
[22:55]
Discharges to that wetland application area.
[22:59]
And again, as I mentioned in the existing conditions, again, same thing.
[23:03]
The site is discharging to the, so we're holding that, like you said, it
[23:07]
went from that existing.
[23:09]
Stormwater basin to the wetlands were mimicking.
[23:12]
You know, the drainage patterns.
[23:15]
And required again, we're not flooding, we're not sending more.
[23:17]
Right.
[23:17]
That's why they have detention system.
[23:19]
And the drain board talks about the peak flows and for all the storm
[23:22]
events, we're.
[23:23]
At a less,
[23:24]
but it's, it's pretty close.
[23:25]
You know, we're kind of matching what the existing flow to the wetlands is
[23:29]
Even with the added areas.
[23:31]
Areas,
[23:32]
just a question off of that.
[23:35]
It looks like it in your.
[23:37]
Plan, but is there gonna be like armoring for that, that culvert coming out
[23:42]
Yes.
[23:42]
Yep.
[23:42]
Because right now it kind of just.
[23:45]
Ditches through the, yep.
[23:46]
So right here, that's showing right here that is that I'm in a wrap
[23:50]
flat end section.
[23:51]
Yep.
[23:53]
To make, to obviously protection, make sure the number, version issues, correct?
[23:57]
Yep.
[23:59]
And again, all those slopes you're seeing again, if you go back to landscape
[24:01]
plan, we have that all seated and stabilized.
[24:06]
Yeah.
[24:06]
So those do fall.
[24:07]
I'm sure that, you know, they fall within the.
[24:10]
One 50
[24:11]
Shoreland zone.
[24:12]
Yep.
[24:12]
So.
[24:13]
I'm sure there's special requirements that.
[24:16]
All DEFRA Kristen on, but we'll get to that.
[24:21]
For planting in the
[24:23]
Shoreland mm-hmm
[24:27]
or fertilizer.
[24:29]
Yeah, so
[24:31]
so, if you say the I'm sorry, I was trying to pull up the
[24:34]
criteria response, cuz I somehow.
[24:36]
Misplaced the written version of that.
[24:39]
A have 'em.
[24:39]
Oh, okay, good.
[24:40]
He wanted to fill 'em right up on screen.
[24:41]
I can do that when we're ready to do that for both of the
[24:43]
criteria for both.
[24:45]
We'll do that when, so what was the question?
[24:47]
The 150 50 Shortland zone.
[24:49]
Yep.
[24:50]
I assume there's high end restrictions for working inside of there.
[24:54]
As far as
[24:56]
so the, the only restrictions.
[25:00]
That they
[25:01]
the only reason they need a conditional use permit for the Shoreland district is
[25:05]
for the presence of the district.
[25:07]
So that's limitations on fertilizer.
[25:10]
Use
[25:11]
and that.
[25:11]
So if they're replanting, for example, they'd need a waiver from that criteria.
[25:16]
Mm-hmm .
[25:17]
Or sorry, waiver from that condition from the planning board.
[25:23]
But I don't.
[25:24]
Don't it looks like there's some plantings.
[25:27]
Plantings
[25:29]
a little landscape plan.
[25:31]
And then the other one was the imper exceeding 10% impervious cover within the
[25:36]
district, which they don't, it doesn't mean within.
[25:39]
The one 50,
[25:40]
because it's yeah.
[25:41]
That's all because the dis quote unquote temporary impacts.
[25:44]
Yeah.
[25:45]
So the district, yeah, exactly.
[25:50]
The the dark line that's there is the Shoreland district.
[25:54]
So just the, the
[25:56]
plantings this line right here.
[25:57]
Mm-hmm thank you.
[25:59]
Yep.
[26:02]
But they're outside of the 75 foot.
[26:06]
Vegetated, but buffer they're outside of.
[26:09]
All the other
[26:12]
or
[26:13]
restrictions.
[26:16]
So
[26:17]
that Steve slope
[26:20]
proposed deep slope seed.
[26:22]
Mix over six inches of top soil.
[26:25]
That's that zone that has.
[26:28]
Bittersweet.
[26:30]
Well, I guess that's further back.
[26:32]
Maybe we didn't fully inspect that.
[26:35]
That area.
[26:37]
Yeah,
[26:38]
I didn't walk that.
[26:39]
That's why I didn't, we didn't get that far out, but it's pretty thick
[26:42]
in general.
[26:48]
Will that be like, that's a mode.
[26:51]
Lawn
[26:52]
landscaped area.
[26:53]
What is that?
[26:54]
No, that would not be, that would just be no.
[26:58]
It's
[26:59]
I can probably, we probably have details here once you gotta take on what
[27:02]
that Cmix, but that's the idea is not to be mowed.
[27:04]
No.
[27:06]
It's a natural, natural seed mix.
[27:08]
Okay,
[27:09]
but, but the lawn on like the left.
[27:12]
Of the parking lot will be.
[27:14]
So there isn't a, I don't, I'm not, there's not an obvious delineation of
[27:17]
sort of owed areas versus non.
[27:21]
Maintained areas.
[27:22]
Yeah.
[27:22]
If you go to.
[27:25]
You should be a legend here showing the.
[27:32]
Go down the hatch legend down here.
[27:45]
Okay.
[27:46]
So we have
[27:48]
this hatch is the really lawn areas, mowing areas.
[27:50]
Okay.
[27:51]
The other one is the new England, the wetland mix, and then the slope
[27:55]
seed mix.
[27:55]
So the.
[27:56]
Only like lawn area to be maintained.
[27:58]
Is this hatch.
[28:00]
Okay.
[28:00]
Which if we go back to the plan.
[28:03]
Is none of the areas we're talking about.
[28:04]
What we're talking about here, here, here.
[28:07]
The areas within the buffer and all that.
[28:09]
That's again, not the natural.
[28:11]
CMEX not going to be.
[28:13]
Mode, correct.
[28:14]
Not gonna be mode and there's details in there.
[28:16]
If you want in here, they talk about the seed mixes and.
[28:20]
Might be on a detail sheet.
[28:23]
That Le that
[28:25]
I have a hard time believing that.
[28:27]
Left
[28:28]
side.
[28:28]
Won't also be mowed.
[28:31]
That might just be
[28:33]
a hatch
[28:34]
mistake.
[28:36]
Maybe here, but there's no intention down here.
[28:38]
There's Frank kind of steep slope stand there's no intention.
[28:41]
Pull that down there.
[28:42]
Okay.
[28:42]
You might be right.
[28:43]
Maybe through here.
[28:44]
you know, that may come back to us, say they want a nice
[28:47]
salon on that side, but yeah, the area we're talking about all back here
[28:51]
there's no need on that.
[28:52]
Slope and on the back side of that wall to, to do any sure
[28:56]
Means means for the line.
[29:03]
Anything else.
[29:04]
Yeah.
[29:04]
I'm still thinking about what you said about, should it be burned or because
[29:08]
it's not like a for bay sort of.
[29:11]
Thing.
[29:11]
I don't, I'm not used to this.
[29:14]
I haven't seen one.
[29:14]
Design.
[29:14]
Like it.
[29:15]
That's why I'd ask.
[29:17]
Yeah, we, is there any benefit?
[29:19]
To not having a separation.
[29:24]
Between
[29:25]
this zone you're creating and the.
[29:29]
Undisturbed area.
[29:31]
So there's no planned maintenance of this wetland.
[29:37]
Is that right?
[29:37]
It's just correct.
[29:38]
You're constructing this.
[29:41]
And then yep.
[29:42]
It's a wetland.
[29:42]
Correct.
[29:43]
And is made no one's going in is mating for the stormwater, but not
[29:46]
for the, for the wetlands.
[29:47]
No.
[29:48]
Nope.
[29:49]
Yeah.
[29:50]
Isaiah is the planet.
[29:51]
You've obviously, you know, get in the water there and just to let it
[29:54]
you know,
[29:55]
we obviously showed the plan.
[29:56]
You know, we had the.
[29:58]
New England splitting the wet seed mix in there.
[30:00]
That's it?
[30:01]
And the idea is just.
[30:03]
You know, give you a, give you a little more wetland area to replicate
[30:06]
what we disturbing, but there's no, there's no plan doing to maintain it.
[30:09]
Right.
[30:10]
And if you did put like a.
[30:11]
Berm with like an overflow and that then you would kind of need to
[30:15]
you'd have to maintain it, maintain that.
[30:17]
Yeah.
[30:17]
That structure to any kind of structure.
[30:20]
In there that there's a separation, there's some engineered thing in there.
[30:23]
Yep.
[30:23]
We'd have to put that as pattern that then fall underneath the Stonewater.
[30:28]
Meets with the maintenance for the Stonewater.
[30:30]
Yep.
[30:30]
So I've we figured this was best, cuz it's just.
[30:33]
Again, we're just expanding the area of the existing wetlands to replicate and.
[30:39]
Just let it, let it go.
[30:40]
Right?
[30:41]
Let it be.
[30:42]
I was a thought.
[30:43]
So we tend to see applications where the outlet is at the well and
[30:47]
edge.
[30:47]
Right.
[30:47]
Mm-hmm .
[30:47]
And so this one has a human.
[30:51]
Created
[30:52]
wetland.
[30:53]
Before you get to the natural wetland edge.
[30:55]
So.
[30:56]
You're sort of further away from the natural wetland than you would be otherwise
[31:00]
Right.
[31:01]
And for like,
[31:03]
in my experience, yes.
[31:05]
Like typically yeah.
[31:06]
The overflow is at the wetland edge.
[31:08]
Yeah.
[31:08]
Yeah.
[31:10]
Okay.
[31:10]
And from my experience, we were like doing an actual wet one replication.
[31:14]
You want it next to a wetland mm-hmm so it can kind of
[31:18]
Migrate mm-hmm
[31:20]
that's when you get better success for it, I just haven't seen it.
[31:24]
Done like this before.
[31:25]
So.
[31:29]
It's interesting.
[31:33]
Anything else.
[31:33]
So we have two applications.
[31:35]
The
[31:37]
wetland conditional use permit.
[31:40]
For the buffer impact and then the Shoreland.
[31:43]
Buffer impact.
[31:46]
Do we wanna start with the wetland condition?
[31:48]
All use.
[31:55]
You wanna have the applicant step through the criteria I do, because I think
[31:58]
I'm scrolling past it.
[31:59]
Right.
[32:00]
Okay.
[32:01]
Do you want me to pull it up or you want just, I have
[32:02]
it printed too.
[32:03]
I can just kind of run through it or I can pull up my
[32:05]
screen here.
[32:06]
Do you wanna just have him run through it verbally?
[32:09]
I'm fine with that.
[32:09]
What do you guys think?
[32:10]
Sure.
[32:11]
Yep.
[32:11]
All right.
[32:11]
So we're doing the, the wetlands one first.
[32:14]
And that's the one with the, a criteria, right?
[32:16]
So first one, the site proposed use is permitted in the underlining zoning district
[32:21]
Yes.Suppose you permitted with an underlying zoning district and it's also an existing use
[32:26]
No alternate design, which does not impact a wetland wetland buffer, or which has
[32:30]
less detrimental impact on the wetland and wetland buffer is feasible.
[32:34]
So again, the.
[32:35]
Whole I reason why we're doing this and there's no other place to go
[32:37]
with.
[32:37]
Additional parking and queuing is unfortunately, two weeks closer to the wetlands and the
[32:42]
wetland buffer.
[32:43]
So the idea was, you know, we didn't have any other options, obviously on
[32:46]
which direction we could go to add the.
[32:49]
Additional impervious wetland scientists has provided impact evaluation.
[32:53]
That includes the functions and values of the wetlands.
[32:56]
Wetlands an assessment of potential project related impacts in.
[32:59]
Concluded to the extent feasible.
[33:00]
The proposed impact is not judgemental to the value and function of the wetlands
[33:04]
or the greater hydraulic.
[33:06]
System.
[33:06]
So as mentioned, Tom who's here submitted as part of this application, his report
[33:11]
So if there's any further questions than that, let me know.
[33:13]
But.
[33:15]
Basically
[33:17]
to the extent practical,
[33:18]
next one, number four.
[33:20]
Design construction maintenance of, of the proposed use will to the extent feasible, minimize
[33:25]
digital impact on the wetland or wetland buffer.
[33:31]
Again, I don't, besides my response was just the design proposed features.
[33:36]
Features to reduce the extent feasible.
[33:38]
So idea is we obviously introduce the retaining wall, right?
[33:41]
So that's a cost that you know, that our client has to.
[33:44]
Have to the idea of just limiting that grading impact to the buffer and
[33:48]
actually allowing us.
[33:50]
More area to do that replication area.
[33:52]
So again, this, some money being spent, not just replication area, but to make
[33:56]
sure that we try to stay you.
[33:58]
Know, limit our impacts.
[34:02]
Number five.
[34:08]
That the proposed use will not create a hazard to individual or public health
[34:12]
safety in wetland due to the loss of wetland to the contamination of groundwater
[34:16]
or.
[34:16]
Other reasons.
[34:19]
except exempting.
[34:19]
The man-made stormwater basin wetland identified the beginning of the letter for the proposed
[34:24]
parking lot.
[34:25]
So my understanding was that was not in, even in.
[34:27]
The jurisdiction.
[34:28]
Correct.
[34:28]
So, so yeah, so.
[34:30]
We're only buffer.
[34:31]
So all work within the buffer area has been designated to avoid direct impacts
[34:34]
logistic wetlands with no filling, greeting or alteration occurring within the, we.
[34:38]
Wetland itself.
[34:39]
The limited buffer disturbance is necessary to accommodate the proposed improvements and we manage
[34:43]
through appropriate erosion and salmon controls and stormwater.
[34:47]
Management practices as the result project will not adversely affect wetland function, groundwater quality
[34:51]
or drainage patterns.
[34:53]
No will create hazard to individual.
[34:55]
Or public health, safety or welfare accordingly, the proposed use is expected to have
[34:59]
only a minor impact on the wetland, buffer wild, fully preserving the adjacent wet
[35:03]
Wetland resource.
[35:05]
The applicant may propose an increase in wetland buffer elsewhere on the site.
[35:10]
That ha that's surrounded wetland of equal or greater size.
[35:13]
And of equal or greater function value.
[35:16]
Then the impact of Redland the site is too small to propose an increase
[35:18]
in a wetland buffer elsewhere, except for we are proposing the one, one and
[35:22]
a half to one wetland location.
[35:24]
Medication for the filling of the manmade stone motivation.
[35:27]
Seven in cases where a proposed use is temporary or construction activity, district evidence
[35:32]
adjacent to the immediate use.
[35:33]
The applicant has included.
[35:35]
Included a restoration proposal.
[35:36]
Revegetating any disturbed area within a buffer.
[35:40]
With the goal to restore the site as nearly as possible.
[35:43]
To the original grade and conditioned following construction.
[35:46]
Yes.
[35:47]
And that again, parks to the, obviously that replication area where we were showing
[35:50]
on the plans.
[35:52]
Plans
[35:52]
eight.
[35:54]
That all required permits shall be obtained.
[35:57]
I'm not gonna be the whole thing, basically saying that we're gonna get the
[35:58]
state permit.
[36:00]
Which we are gonna get state permit again, hasn't been filed yet, but it
[36:02]
will be filed shortly.
[36:04]
From the DS.
[36:12]
Any more questions?
[36:13]
Do we have a motion for the wetland conditional use?
[36:24]
I'll motion that we have no objections.
[36:26]
To the issuance of
[36:28]
wetland conditional use permit.
[36:31]
I'll second that
[36:35]
do we have any discussion?
[36:39]
I'm pretty good.
[36:41]
All right, so we can vote all those in favor.
[36:44]
Of the motions.
[36:45]
Aye.
[36:46]
Aye.
[36:46]
Aye.
[36:47]
Aye.Aye.
[36:47]
All those opposed
[36:49]
the motion passes.
[36:51]
Passes for to zero.
[36:52]
Thank you.
[36:53]
That was just the wet ones.
[36:54]
Yep.
[36:54]
I know we still shoreline.
[36:55]
Right.
[36:55]
So now we have Shoreland, which I do have in front of me.
[36:59]
Somewhere.
[37:01]
You're doing a good job.
[37:02]
You can keep running through them.
[37:03]
all right.
[37:04]
You all set?
[37:05]
Keep going.
[37:05]
Yeah.
[37:06]
Do you have the, the shore.
[37:07]
Shoreland in front of you.
[37:08]
I do just a through E.
[37:10]
Correct?
[37:10]
Yep.
[37:10]
Yeah, you can just.
[37:12]
Circle through 'em sure.
[37:16]
The proposed use will not definitly affect the surface water quality of the adjacent
[37:19]
river or tributary or otherwise result in unhealthy.
[37:23]
Unhelpful conditions
[37:25]
pros use will not definitely affect the service water quality.
[37:28]
Of the adjacent river at tributary nor result in Hanna falls.
[37:32]
To fall unhelpful conditions, the only activities within Shoreland protection district consist of the
[37:36]
temporary grading and establishment.
[37:38]
Of the wetland replication plannings appropriate erosion, semi controls will be implemented during construction
[37:42]
in the completed.
[37:43]
Replication will provide vegetation and soil.
[37:46]
That will protect water quality and support stormwater infiltration.
[37:50]
Pro use will shut no wastewater on site other than the normally discharge by
[37:55]
domestic wastewater disposal system and will not.
[37:58]
We're not involved onsite storage or disposal of hazardous or toxic waste.
[38:03]
As here and defined.
[38:05]
The proposed use will not.
[38:07]
There's no, basically there's no hazardous to toxic materials that will be stored.
[38:11]
Stored
[38:12]
or disposed within the shoreline protection jerseys as part of the proposed work, temporary
[38:15]
grading and planning activities associated with the weld notification area will not generate.
[38:20]
Wastewater
[38:20]
or hazardous.
[38:22]
Waste streams.
[38:24]
The proposal used will not result in undue damage to spawning grounds.
[38:28]
Grounds in other wild habitat.
[38:31]
The work is limited to the creation and establishment of the wetland application area
[38:34]
in associated temporary grading.
[38:36]
No impacts are proposed to the adjacent perennial stream.
[38:39]
As we know how we talk about how far away we are there.
[38:42]
And the replication areas intended to restore and enhance wetland functions and habitat values
[38:47]
A command completion of steward and vegetarians will continue to be provide wildlife habitat
[38:51]
and ecological benefits within the district.
[38:55]
The pros use complies with the use regulations defined.
[38:58]
Defined, sorry, identified an article 9.3 0.4.
[39:00]
Exodus Shoreland protection district ordinance.
[39:03]
Use regulations in all other applicable sections of this article.
[39:08]
The proposed use complies with the use regulations of article 9.3 0.4.
[39:13]
In all of the applic provisions of article 9.3, the proposed activities are limited
[39:17]
to the wetland application in restoration measures necessarily and mitigate proposing facts.
[39:22]
Elsewhere on the site, no prohibited uses the structures I proposed within the show
[39:25]
and protection district.
[39:27]
The last one, the designing construction of the proposed use will be consistent with
[39:30]
the intent.
[39:32]
Of the purposes set forth in article article 9.3 0.1, Exodus shore land protection
[39:36]
district ordinances, authority, and purpose.
[39:38]
Designing construction of the pros use are consistent with.
[39:42]
The purpose of the shoreline protection district as set forth in article 9.3 0.1
[39:46]
closed wetland replication area has been designed to protect water quality.
[39:50]
Serve natural resource functions, maintain wildlife habitat and support the long-term ecological health of
[39:56]
the adjacent.
[39:57]
Stream corridor.
[39:57]
The limited temporary disturbance required for implementation will be stabilized and be vegetated.
[40:03]
Resulting in restored wetland area, that
[40:05]
advances the overall objectives of the district.
[40:10]
Thank you.
[40:14]
Anything further.
[40:18]
Oh motion that we reviewed the short land, conditional use permit application, and are
[40:22]
in support of the application as.
[40:24]
Proposed
[40:26]
second,
[40:29]
any discussion.
[40:33]
So all those in favor.
[40:35]
Aye.
[40:35]
Aye.
[40:36]
Aye.
[40:36]
All those opposed.
[40:38]
And the motion passes for.
[40:40]
To none.
[40:41]
Great.
[40:42]
I wish you luck.
[40:44]
With the planning board.
[40:44]
Thank you very much.
[40:45]
Yeah.
[40:45]
We have a TRC with them later this month, I think.
[40:48]
And then we'll be in front of the board.
[40:50]
In the beginning of October, maybe think about right.
[40:53]
I think that's right next week's CRC, something like that.
[40:55]
So yeah, we'll be in front of thank you very much for your time
[40:57]
Thank you.
[40:58]
Thank you.
[40:59]
Thank you.
[40:59]
Are you on the TRC?
[41:00]
Kristen?
[41:01]
I am.
[41:03]
Typically
[41:05]
we don't have an application come to you before it's been through TRC.
[41:08]
Yeah, that was an error on my part because I didn't realize there was
[41:12]
storm water.
[41:13]
Such detailed storm water
[41:15]
treatment.
[41:16]
And so without a town engineer, fully staffed, we like to have Underwood take
[41:21]
a look at it.
[41:21]
So we sent them to TRC.
[41:23]
But it seemed straightforward enough that I figured, and it'll still go.
[41:27]
It'll still go.
[41:28]
Yeah.
[41:28]
Should, should.
[41:30]
Something
[41:31]
happen with stormwater.
[41:33]
Design that increases buffer impacts.
[41:36]
You know, it's a risk we'd come back, but I don't think that's likely
[41:43]
And moving on forward.
[41:44]
It seems like we only have committee reports.
[41:48]
Thank you.
[41:49]
Just one card in case
[41:51]
you wanna talk about reins.
[41:53]
Rains.
[41:54]
Thank you.
[41:56]
Thank you.
[42:01]
You wanna talk about rains does keep sure.
[42:03]
Either way he's got the shirt on.
[42:06]
That's right.
[42:07]
I like it.
[42:08]
Kristen, go ahead.
[42:09]
I'll we I'll I'll I'll join in which it we'll chime in.
[42:12]
So
[42:13]
at the last meeting.
[42:15]
We're doing the boardwalk at the last meeting,
[42:18]
I was tasked with doing a doodle poll or such to try to get
[42:22]
a sidewalk scheduled.
[42:24]
That went down in flames.
[42:25]
Didn't get a whole lot of responses.
[42:27]
So.
[42:28]
My hope is that we, with all of us here together, we could set
[42:31]
a date to move that forward.
[42:34]
So that there's committee eyes on the site.
[42:37]
Before you make choices.
[42:39]
I know Keith.
[42:40]
Is eager to at least have a go no-go conversation.
[42:44]
Iation about that.
[42:46]
Exactly.
[42:48]
Yeah.
[42:49]
I was like, oh, I'll just go out there on my own.
[42:51]
Did I.
[42:53]
No. I said the same thing and I did not.
[42:56]
So.
[42:58]
But we need, we need to have one.
[43:00]
Correct.
[43:02]
That's required.
[43:04]
Required.
[43:04]
Do we all go in as a quorum?
[43:05]
I'm trying to, I don't, I'm not sure.
[43:07]
I mean,
[43:08]
I, I, I think that's a fair conversation.
[43:10]
Not all applications.
[43:12]
Come have a sidewalk associated with it.
[43:15]
The commission said they want, they wanted to have a site walk to look
[43:18]
at the site cuz it was salt.
[43:20]
Marsh and yeah.
[43:21]
Priority resource area.
[43:22]
So in this case, I actually have a similar question about a future project
[43:26]
later in on the agenda of your correspondence.
[43:28]
But
[43:31]
that was my understanding.
[43:33]
Okay.
[43:34]
That was the wishes of my understanding of the wishes of the board.
[43:41]
So we need to make a sidewalk happen.
[43:43]
Yeah,
[43:44]
I, how do we do that?
[43:47]
I think we just pick a.
[43:50]
Time, do we want to do it before the next meeting?
[43:55]
I think so I'd like that.
[43:57]
Yes.
[43:58]
If that's possible.
[43:58]
Can we just say like,
[44:01]
yeah, that's our sidewalk.
[44:02]
And if someone else wants to come along and you just gotta post it
[44:05]
24 hours, right?
[44:06]
Yeah.
[44:07]
Right.
[44:10]
So when, what, what works.
[44:13]
It's yes.
[44:13]
Another applicant comes along and they wanna also want to, we need to do
[44:17]
another sidewalk.
[44:19]
So I know we have you, you mean the night of the meeting?
[44:23]
The night, the meeting.
[44:24]
That's what I was thinking.
[44:24]
We just do it at, for the October.
[44:27]
Meeting.
[44:28]
I do know there's a.
[44:31]
Sidewalk and a potential second.
[44:34]
I think it would, it's a quick walk.
[44:35]
Could, I don't know.
[44:36]
It seems like maybe you could.
[44:38]
Do that another day, but, or we could just up.
[44:41]
Yeah.
[44:41]
It's, it's pretty,
[44:43]
just, it's pretty quick.
[44:44]
You go.
[44:45]
Do the
[44:46]
underpass and
[44:48]
through the little wet area and then up on the Upland to the, to
[44:52]
the site.
[44:54]
And say, all right, this is.
[44:56]
With landing was you or what we think it was based on the rocks
[45:00]
Rocks the two large rocks that are there.
[45:04]
Yeah, you sent the drone video of it.
[45:06]
It's pretty cool.
[45:08]
Yeah.So that's Joe stag?
[45:08]
No, he does awesome work.
[45:10]
So.
[45:13]
You know, it seems pretty clear that that's where it was based on looking
[45:16]
at the situation.
[45:17]
So as far as a boardwalk,
[45:19]
specifically goes
[45:22]
you know, I like Joe's idea, which was, if you get across the 80
[45:26]
feet,
[45:27]
of wet is muddy area.
[45:30]
With hummocks it's wetland.
[45:31]
Okay.
[45:32]
So with, with planking.
[45:35]
And then you're on the Upland and you can go all the way across
[45:37]
the Upland to the strip in the grasses, in the river.
[45:41]
Or to your left and to the, you know, to the right is the
[45:44]
railroad.
[45:45]
Track
[45:46]
often the distance, and then you.
[45:48]
Come to a spot where that there's an opening, there's a little jut out
[45:52]
of land.
[45:54]
And there's a, a place.
[45:57]
Where you could just build
[45:59]
a.
[46:00]
Observation platform or viewing platform, and it would not require a boardwalk, not require
[46:05]
a lot of funds, not require.
[46:07]
You know, this is basically the planking over the wet area.
[46:10]
You're on the uplands.
[46:11]
You can make a, there's sort of a trail there now.
[46:14]
And then you come to an area that you can view the river and
[46:18]
you could build a.
[46:20]
A small platform there and you can see both ways up the river.
[46:22]
It's it's very awesome.
[46:24]
And you wouldn't be in the grasses.
[46:25]
You wouldn't be in the.
[46:28]
You know, in the area that you would be boring or any, you know
[46:30]
like into.
[46:32]
Again, I'm not an expert.
[46:33]
Like you guys on the, on the, what's a film.
[46:36]
It's not, it's not a marsh, right?
[46:38]
It's not a marsh.
[46:38]
You're you're, it's, it's an area that's on the edge of.
[46:41]
The woods it's on the edge of the woods.
[46:42]
Right?
[46:42]
And so you have a great spot for a.
[46:45]
A viewing platform.
[46:46]
So this, you know, this, it kind of avoids the grandiose big boardwalk coming
[46:51]
from the.
[46:52]
You know, from the under, from the underpass and going all the way out
[46:56]
and then out to the directly, out to the.
[46:59]
Into the grasses and getting a, a dredge in fill permit and all these
[47:03]
types of things.
[47:03]
It's just, again, I don't have a ton of experience of.
[47:07]
Of the permitting process.
[47:10]
In fact none.
[47:11]
So
[47:12]
you know,
[47:13]
I'm not, I just want to get out people out there and say, Hey
[47:16]
this is.
[47:18]
Cool.What a great spot.
[47:19]
What can we do?
[47:20]
What can't we do and how do we make it happen?
[47:22]
Yeah.
[47:28]
Yeah, I think it sounds like it should be separate from right before the
[47:31]
meeting.
[47:32]
For next time.
[47:32]
Yeah.
[47:32]
Or could we start earlier?
[47:34]
I just worry about, so one of 'em is a.
[47:37]
Could could be a complicated.
[47:40]
Application.
[47:44]
So I just worry about fitting it.
[47:46]
Fitting three potential's three.
[47:48]
Is there some time in the interim?
[47:50]
Let's just do some other time then.
[47:51]
Do we want to do a Tuesday?
[47:56]
Yeah.
[47:56]
I mean that narrows it.
[47:57]
So.
[47:59]
I'm available Tuesday I can do, can you do a Tuesday?
[48:02]
Mm-hmm .
[48:06]
So Tuesday the 15th.
[48:09]
Is that what we're
[48:11]
next Tuesday?
[48:12]
Yeah, the 15th.
[48:17]
I could do next Tuesday.
[48:18]
Depends on the time.
[48:19]
Yeah.
[48:19]
If it's at five.
[48:21]
You tell me
[48:23]
.
[48:23]
Yeah.
[48:24]
That work.
[48:25]
Yeah, I just can't do earlier.
[48:27]
So yeah, Tuesday at five.
[48:29]
Okay, do it.
[48:32]
Put the word out to the others.
[48:34]
You're making it in the calendar.
[48:36]
Yeah.Great.
[48:36]
Great.
[48:39]
5:00 PM.
[48:41]
Five to five 30.
[48:44]
We'll be five to six, Jessica.
[48:45]
Yeah.
[48:46]
Do five to six.
[48:49]
Yeah, this there's quite a few.
[48:52]
What I would call choices.
[48:55]
To be made.
[48:58]
There are you just made it seem very simple though?
[49:01]
that's well, I mean, somebody might say, all right, well, we come.
[49:05]
Out of the underpass and go this way and it's, you know, a little
[49:07]
longer, but it's more direct or we go straight across and there's less impact
[49:11]
on the wetlands or we go.
[49:13]
Take a jog to the left and, and there's a high spot.
[49:15]
And then we, you know, avoid a little bit there.
[49:16]
So there's some discussion there.
[49:18]
It does seem like the, you want to do direct crossings and.
[49:21]
Stick to the Upland.
[49:24]
Yes.
[49:24]
You're your closest spot, right?
[49:26]
So that's our avoidance and minimization, right?
[49:29]
So the plan for the planking would just be to the only thing that
[49:32]
would be touching would be four by four is so the planking would be
[49:35]
12 foot.
[49:37]
Two boards four by four is underneath.
[49:39]
So the only thing that would be touching the, the wetland would be the
[49:42]
four by fours and there would be eight feet of those for every section
[49:45]
And it requires
[49:48]
wires,
[49:49]
probably six.
[49:51]
Or seven sections, depending on what we do.
[49:54]
Eight foot eight times six, seven.
[49:56]
So you'd be have, yeah, you'd have that much.
[49:58]
Touching
[50:01]
the
[50:03]
impact area.
[50:05]
You,
[50:05]
but you're saying, is it flagged right now?
[50:07]
If we go out.
[50:09]
No, no, it's it's but there's, you know, it's been walked on so that
[50:13]
it's been walked on there.
[50:14]
The ferns are.
[50:15]
Parted. And it's very clear as to what then once you get to the Upland
[50:18]
part.
[50:20]
There really is, is
[50:21]
not.
[50:22]
Like we saw today, overgrown, you know, like there's not a ton of bittersweet
[50:26]
and there's not like a.
[50:28]
The multi-floor rose or any of that.
[50:30]
So it's pretty.
[50:31]
Navigable.
[50:32]
Nice.
[50:36]
Sounds like we have a date.
[50:38]
Do you need anything further on that?
[50:41]
Nope.
[50:44]
Great.
[50:45]
Sticking with rains.
[50:47]
Rains.
[50:47]
All right.
[50:47]
They assume that's the next one, right?
[50:50]
The sure.
[50:50]
Betsy Ross.
[50:53]
Yeah.
[50:53]
So we do have a flag that was donated.
[50:58]
To
[51:00]
from the customs house in Newbury, port of Betsy Ross flag, do we wanted
[51:03]
to hang inside the barn for the show?
[51:06]
For the art show.
[51:07]
Oh, take it.
[51:07]
We can take it down after that.
[51:10]
But it's, it's very awesome.
[51:11]
It's 12 by.
[51:13]
18 feet.
[51:14]
So it's huge.
[51:16]
And so, you know, picture that, covering that wall.
[51:19]
That'll be put on the right hand side, just as a.
[51:22]
Sort of a bonus for the two 50th for the.
[51:26]
Art show coming up on the 26th.
[51:29]
Should be good to interior area.
[51:31]
Don't know why I was reading the, yeah, the exterior.
[51:34]
Yeah, I'm gonna put it on the interior.
[51:38]
Are there other interior?
[51:40]
Requests.
[51:41]
Oh, so
[51:43]
the other interior request is that we're going, there's currently a flag Hener hanging
[51:47]
in the center of the barn.
[51:48]
We're gonna take that down.
[51:49]
It's very nice flag, but it's.
[51:51]
It's
[51:52]
it's covering the
[51:55]
Hayfork.
[51:56]
Hayfork, which is in, in the ceiling and the rafters.
[51:59]
Right.
[51:59]
So we're gonna illuminate that.
[52:01]
So that it's sort of highlighted as you, as you come in and look
[52:04]
at it.
[52:04]
It's huge.
[52:05]
You can't see it.
[52:06]
Cause it's dark up there.
[52:08]
You know, and the other lights are below it.
[52:10]
So you're kind of looking into lights and you're like,
[52:12]
I think I see it, but if you get a flashlight, if we're gonna
[52:15]
so we have a.
[52:16]
A cupped
[52:18]
spotlight.
[52:19]
That will
[52:20]
run.
[52:21]
Down and, and plug into the outlet right below it.
[52:24]
And we'll turn that off and on when we're in, in the barn and
[52:27]
take it off, you know, turn it off when we're out.
[52:29]
So.
[52:30]
I think that will be.
[52:32]
Pretty cool to take a look at that fork, which is.
[52:35]
Pretty big
[52:36]
it, you know, it's the one they, that they reeled up and.
[52:39]
Put the, the bales up on, in the very third floor up there.
[52:42]
So.
[52:43]
Huh.
[52:45]
.Yeah, I dunno.
[52:47]
Cool.
[52:48]
Yeah, that's pretty, pretty neat about that at all.
[52:49]
Yeah.
[52:51]
So you need a motion for the flag or anything.
[52:54]
No just if the board is supportive,
[52:56]
great.
[52:59]
In case we trust.
[53:00]
Yeah.
[53:00]
,
[53:01]
don't say that.
[53:03]
Okay.
[53:04]
Very good.
[53:05]
And, but it is important decisions are made by.
[53:08]
Yeah.
[53:08]
Yeah, no, I appreciate that.
[53:09]
Thank you.
[53:10]
Yeah.
[53:11]
It's a very awesome flag.
[53:12]
I looked it up as like, it's a lot of money for those types
[53:15]
of flags.
[53:16]
I had no idea
[53:17]
and it's just unknown.
[53:18]
We're not keeping it.
[53:20]
No, it was given to us given we can, we can find the spot
[53:22]
for it if it doesn't work in the long term.
[53:24]
But I, I would, I think once you see it, you'll be impressed.
[53:28]
Yeah.
[53:28]
Yeah.
[53:28]
And we're going to keep it there.
[53:30]
I mean, we don't know, we don't have to it's up to this board
[53:32]
to figure out what they want to do after the art show.
[53:35]
I'm just worried.
[53:36]
About
[53:37]
if it's worth a lot of money.
[53:38]
Yeah.
[53:39]
Like degrading, well it's given to us, so it's for it's free.
[53:42]
It is covered.
[53:43]
You know, it is inside.
[53:45]
Okay.
[53:45]
I don't think any rodents will eat it.
[53:47]
I don't know.
[53:47]
You never know in that place, but it's.
[53:51]
Again, this get, you know, to the, to the core of this.
[53:53]
Yeah.
[53:53]
Is that if, if the more we.
[53:56]
Use the barn, right?
[53:57]
The less of that type of issue we'll have.
[53:59]
So.
[54:01]
There are bats, a couple of bats living in there.
[54:03]
There's guano on the, on the floor occasionally and there are no longer any
[54:07]
pigeons in there.
[54:08]
So.
[54:09]
Thanks for Kristen.
[54:10]
so.
[54:14]
Speaking of events and keeping it busy art in the barn.
[54:20]
Yes.
[54:21]
Do you have, you have a, you have a.
[54:25]
A painting.
[54:26]
I didn't bring one.
[54:27]
So we've been receiving that looks nice.
[54:29]
A lot of submissions.
[54:31]
Really nice.
[54:32]
Yep.
[54:33]
Riverwood.
[54:34]
I, I wanna say we're up to like 20.
[54:37]
Maybe yeah, 20.
[54:38]
And then I just got three more today.
[54:39]
So 23 and then I know some folks here.
[54:42]
Yeah.
[54:43]
I just turned two of 'em in.
[54:44]
Okay.
[54:45]
Beverly has a dozen, at least great
[54:47]
people are really excited about it.
[54:49]
So I'll just show the one, one that was dropped off today.
[54:53]
Oh, nice.
[54:53]
You're not great.
[54:54]
Some of them highlight that's strong.
[54:56]
Some of them are, you know, just colorful and vibrant and beautiful others are
[55:00]
you know,
[55:01]
simple and line drawings and I just love how diverse all of it is
[55:06]
but the event.
[55:08]
As we talked about was September 26th.
[55:11]
Keith and Beverly
[55:13]
and Michelle have been hard at work, trying to.
[55:17]
They met once, right.
[55:18]
To talk about the logistics.
[55:21]
Logistics for the event day.
[55:23]
Beverly's been attaching.
[55:25]
Hooks to the back of these so that they could be hung in the
[55:28]
barn.
[55:28]
Yep.
[55:28]
There's plenty in a uniform.
[55:30]
You should talk about that.
[55:30]
yeah.
[55:31]
In a uniform manner.
[55:31]
Yeah.
[55:32]
So she, you know, put the little screws.
[55:33]
Screws in and then a wire.
[55:34]
So they all hang.
[55:36]
Hang nicely.
[55:37]
There were some boards in the barn that were.
[55:40]
I think they were won by eights.
[55:42]
Eights.
[55:42]
And we, we put those, you know, cleaned them off and put 'em up
[55:46]
at eye level.
[55:47]
Two, so it's wide.
[55:48]
So we have a, a way to go and display them all there's room
[55:52]
for like 110 mm-hmm .
[55:54]
And there we could go around.
[55:56]
And take those little signs that are there.
[55:59]
That explain about the barn, move those temporarily.
[56:00]
And there's another spot there.
[56:01]
We can put another.
[56:04]
30 probably if that's the case.
[56:05]
So we should be in good shape.
[56:07]
So, what needs to be done from here is, is more, you know, that
[56:11]
that room needs to be cleaned.
[56:14]
We need to
[56:16]
work on the reception.
[56:19]
For the artist
[56:20]
and we need to.
[56:23]
You know, get the submissions, right.
[56:24]
Get all the wires on and get everything.
[56:27]
Hung up in the, in the week proceeding.
[56:29]
And they had recently
[56:32]
hayed again, which made the, the grass.
[56:35]
Shorter.
[56:36]
So that makes it good for parking.
[56:38]
If if needed
[56:40]
and
[56:41]
what else should we discuss about that?
[56:44]
That's an awesome painting.
[56:46]
So the plan is we'll do an artist reception.
[56:50]
Before the event for an hour and then a quick break and then open
[56:53]
it up to the public from one to four.
[56:56]
We'll need support for cleaning in advance for.
[57:00]
Probably hanging the, you know,
[57:02]
the paintings
[57:04]
that morning before the artist's reception, Michelle volunteered to get some.
[57:08]
Pastries.
[57:09]
I think Beverly had talked about cocoa and coffee.
[57:13]
Yeah.
[57:13]
And tea and tea.
[57:15]
Yeah.
[57:17]
Yeah,
[57:18]
so
[57:19]
any and all help would be appreciated.
[57:21]
I think, yeah, I could definitely help set up that morning.
[57:24]
Okay.
[57:25]
Great.
[57:25]
Thank you.
[57:27]
And just let me know.
[57:28]
Yeah, no, I'll if there's other stuff.
[57:29]
Yeah.
[57:30]
Yep.
[57:31]
So also I should mention that Michelle was able to, to
[57:34]
get the sign at Foy insurance mm-hmm for the week proceedings.
[57:39]
So.
[57:39]
Saying, you know, art in the barn, rains barn.
[57:42]
26th.
[57:43]
Oh, nice of September.
[57:44]
So that's a very.
[57:46]
Helpful thing.
[57:46]
I mean that a lot of people see that.
[57:49]
So that'll be good.
[57:50]
So.
[57:51]
We've had a lot of.
[57:55]
You know, just talking to people.
[57:56]
Good comments about, oh, I'm excited about, you know, I wanna see what this
[57:59]
is and.
[58:00]
And so we encourage everybody to, to come out and, and support.
[58:05]
This event and support the barn.
[58:08]
So one of the, the, the methods that I think we should.
[58:11]
Discuss is probably,
[58:13]
you know,
[58:14]
a payment system about, you know, is it just gonna be.
[58:18]
Cash or checked, cuz I, I was in Stillwells.
[58:22]
Stillwells yesterday.
[58:23]
and I saw a six and a seven year old paying with a
[58:26]
card.
[58:27]
And the seven year old was figuring out how to tip.
[58:31]
And I was impressed with that.
[58:32]
So things have.
[58:34]
Have changed since I was a kid, I guess .
[58:36]
So
[58:37]
it was pretty cool to see him navigate that whole deal at age seven
[58:43]
So I, I don't know.
[58:44]
I, I I'm, I'm asking, I don't know what, what.
[58:48]
Is there a, another way to it's good.
[58:50]
That's a good thing to talk about.
[58:51]
Yeah, I don't, I don't really know.
[58:53]
The town doesn't have a Venmo system.
[58:56]
Right.
[58:59]
check or cash.
[59:00]
Okay.
[59:01]
Any donations over a hundred dollars, we need to offer a receipt.
[59:05]
Yep.
[59:06]
Can we do a Venmo?
[59:08]
You, we did a, I sneak.
[59:11]
We didn't do it that.
[59:16]
Yes, we could just see how it goes.
[59:18]
You know.
[59:19]
Okay.
[59:19]
I do have a Venmo, I guess if it came down to it, maybe
[59:23]
We could use it.
[59:24]
I don't have permission to do something like that, but.
[59:28]
Yeah.
[59:30]
Yeah, like not
[59:32]
I'm trying to skirt the wall, but could they Venmo me and then right
[59:36]
Donate mean the beauty of that, the beauty of Venmo going to an in
[59:40]
Individual person is you do have a official record of transactions.
[59:45]
So there's.
[59:47]
There's no way to sort of doctor that up.
[59:49]
Right from that
[59:50]
Venmo, right?
[59:51]
Yeah.
[59:51]
But, but I do know
[59:53]
in conversations.
[59:56]
For associated with the 250th, they were hoping for Venmo and they were told
[1:00:00]
town doesn't have such a thing.
[1:00:02]
So.
[1:00:04]
I think we'll just have to work it out day of, and.
[1:00:07]
Okay.
[1:00:07]
Go from there.
[1:00:08]
Yeah.
[1:00:10]
And hopefully people, I think we need checks or cash.
[1:00:13]
I think we need.
[1:00:15]
I would
[1:00:16]
think we would want to incorporate it into some messaging.
[1:00:19]
If, if we're not taking credit cards.
[1:00:22]
Cards then people need to know that mm-hmm ahead of time.
[1:00:25]
Mm-hmm .
[1:00:27]
Cause, yeah, people, people are gonna generally show up the expectation.
[1:00:30]
Yes.
[1:00:30]
We're not gonna might not show up with cash or cards, right.
[1:00:33]
Or checks.
[1:00:35]
Checks, they might just have a credit card.
[1:00:37]
So that could
[1:00:41]
could slow the sails down.
[1:00:44]
Venmo could be a help.
[1:00:47]
Yes.
[1:00:48]
Is there another method?
[1:00:50]
That I'm, I don't know, not familiar with, could accept.
[1:00:53]
Is there a business that we could partner with?
[1:00:57]
Who could
[1:00:59]
just thinking that art association or.
[1:01:03]
Yeah, I mean,
[1:01:06]
Sarah has, do you have a sponsor for you?
[1:01:08]
I think Sarah has square and we could.
[1:01:12]
but then again the same kind of thing.
[1:01:14]
Yeah.
[1:01:14]
And there's fees associated with that as well?
[1:01:17]
Yes, there are.
[1:01:18]
Yeah,
[1:01:20]
right.
[1:01:21]
Mm-hmm is there, is there a fee associated with Venmo?
[1:01:25]
No, no, I don't not, not there.
[1:01:27]
There can be a like commercial levels, but not the,
[1:01:31]
not the typical personal yeah.
[1:01:32]
Okay.
[1:01:35]
Okay.
[1:01:36]
Well, we just, why it's a good thing.
[1:01:37]
Yeah.
[1:01:38]
We should try to work on the details of that.
[1:01:41]
If the cash or check should be.
[1:01:43]
Definitely promoted, but
[1:01:45]
maybe we could say cash or check.
[1:01:48]
Preferred or yeah.
[1:01:51]
Okay.
[1:01:53]
They couldn't come in here to the city, like the next.
[1:01:56]
Week and
[1:01:58]
pay with the credit card, somewhere situation complicated.
[1:02:01]
Okay.
[1:02:01]
All right.
[1:02:01]
Yeah, that would like give him a voucher or something.
[1:02:04]
That'd be tough.
[1:02:05]
Okay.
[1:02:05]
All right.
[1:02:06]
That.
[1:02:06]
Could be a thing though.
[1:02:07]
You like reserve one, you put the, I know that's what, like.
[1:02:12]
At art openings.
[1:02:14]
Openings. If someone wants to buy something.
[1:02:17]
They can like say I'm gonna buy this.
[1:02:19]
And then they put a sticker on it and says
[1:02:21]
it's purchased.
[1:02:23]
But they don't want to like take, have them, everybody run away with the
[1:02:27]
art right now.
[1:02:28]
Cuz you want people to be able to see the art.
[1:02:31]
This is, do you know what I mean?
[1:02:32]
This is a good
[1:02:33]
if, if right, if you have these people come and say, oh yeah, I'm
[1:02:37]
taking that.
[1:02:37]
And that, and that, and that.
[1:02:39]
And they walk out in the first 20 minutes, then you just lost your
[1:02:42]
the 10 best.
[1:02:43]
Well, we did say, oh, that's a good point.
[1:02:45]
The art would remain through the end of the event.
[1:02:47]
Through the end of the event.
[1:02:48]
Yep.
[1:02:48]
Okay.
[1:02:50]
Yeah.So that's, that's a good idea.
[1:02:51]
And just so you could have a way where someone says I'm gonna buy
[1:02:55]
it, I'm gonna buy this and I'll pay a.
[1:02:58]
Check next week and we say, okay, but I don't know.
[1:03:01]
Yeah.
[1:03:01]
That how that would work.
[1:03:02]
That might be okay.
[1:03:03]
I don't know that.
[1:03:05]
Hm.
[1:03:06]
Ideally it would be cash or check at the event.
[1:03:09]
Yes.
[1:03:09]
Yeah.
[1:03:10]
Like when they, I mean, they can look at it in the morning, say
[1:03:12]
I want it.
[1:03:14]
Kick cash, come back.
[1:03:14]
Go home.
[1:03:15]
Yeah, I guess they could just come back.
[1:03:16]
Okay.
[1:03:17]
Yeah.
[1:03:17]
All right, Adam, I'm not trying to make it complicated, but no, no, no
[1:03:20]
That's a good point.
[1:03:21]
And we could, we could.
[1:03:22]
I will double check with Corey to see if there's a way that I
[1:03:25]
could.
[1:03:26]
Collect it through Venmo.
[1:03:28]
Yeah.
[1:03:29]
I don't think I can.
[1:03:30]
And you know, it's not getting dark until six 30.
[1:03:33]
We could stay a little later.
[1:03:34]
If people wanted to come, I would be glad to stay a little later
[1:03:36]
and have people can come back a little, you know, after.
[1:03:39]
Afterwards and, and bring a check or whatever, you know, and.
[1:03:43]
Flexible with that for sure.
[1:03:45]
Okay.
[1:03:47]
Or if they can't take 'em till the end of the event and they
[1:03:51]
don't want to stay, I don't know how, how long has the event.
[1:03:54]
One to four, one to four, I guess it's not that long.
[1:03:57]
No.
[1:04:00]
We'll figure that out.
[1:04:01]
Yeah.
[1:04:02]
I said, if we could stay a little longer, if they want to say
[1:04:04]
oh, I'll open to Oklahoma, come back, whatever.
[1:04:06]
Yeah.
[1:04:06]
You know, so, okay.
[1:04:08]
Is there a plan for leftovers?
[1:04:11]
Leftovers
[1:04:12]
the food.
[1:04:13]
No, no, the, I know I'm kidding.
[1:04:15]
I know so there was talk of having some sort of crap of
[1:04:19]
Follow up craft fair.
[1:04:20]
Beverly had mentioned that.
[1:04:21]
Yes.
[1:04:21]
So she'd discussed around Christmas time or November.
[1:04:25]
Thanks Thanksgiving area.
[1:04:27]
Of piece of art to give sort of another opportunity for people to buy
[1:04:31]
as you get closer to the holidays, maybe with the, yeah, with the.
[1:04:35]
Holiday celebration downtown.
[1:04:37]
Yeah.
[1:04:38]
Okay.
[1:04:38]
Yeah.
[1:04:38]
So there there's some.
[1:04:40]
Discussion of having sort of a craft fair.
[1:04:43]
In the barn type of thing.
[1:04:44]
Mm-hmm, like, you know, like they have it CMS or one of these
[1:04:47]
types of events and then keep, take the.
[1:04:51]
The art as part of that and with, you know, selling like.
[1:04:56]
Soap or corn bags or pot holders or what, you know, the right various
[1:05:00]
ephemera.
[1:05:02]
So.
[1:05:04]
Which would mean another event at the barn.
[1:05:07]
Yes.
[1:05:07]
Oh, wow.
[1:05:07]
Yes.
[1:05:09]
Keeps on giving.
[1:05:11]
In
[1:05:12]
any other committee reports?
[1:05:14]
I feel like we haven't heard.
[1:05:18]
Just a couple items.
[1:05:19]
So tomorrow I think you all have received a couple emails from me about
[1:05:25]
a.
[1:05:25]
A walk
[1:05:26]
at the river, run community at five 30 to take a look at the
[1:05:31]
Riverbank restoration project.
[1:05:32]
It's kind of a cool opportunity to.
[1:05:35]
See
[1:05:36]
kind of a hybrid living shoreline constructed shoreline project.
[1:05:41]
In process.
[1:05:43]
And so if you remember a wetland application came to you, mm-hmm , there
[1:05:46]
were bank failures along the Exeter river shoreline.
[1:05:51]
And so they secured some grant funding, a mix of private.
[1:05:55]
Funding and they're putting a pretty complicated and.
[1:05:58]
Detailed
[1:05:59]
riverbank restoration project together.
[1:06:01]
So.
[1:06:02]
They invited
[1:06:03]
planning board conservation commission river study committee.
[1:06:06]
To
[1:06:07]
and Exeter squam Scott local advisory committee to take a look at the site
[1:06:13]
Great.
[1:06:13]
As far as I know, there's no rain, cancellations
[1:06:16]
prepared or planned.
[1:06:18]
Weather looks pretty good tomorrow.
[1:06:19]
Okay.
[1:06:19]
It's cloudy.
[1:06:20]
So,
[1:06:21]
so it should be a go.
[1:06:23]
We're gonna meet at the community center.
[1:06:26]
And then the other thing, there has been some progress on the pickpocket dam
[1:06:30]
If you.
[1:06:32]
So there, I think in the final design stages, they got the results of
[1:06:36]
the.
[1:06:37]
Phase one archeological investigation.
[1:06:39]
And I believe we're starting phase two.
[1:06:41]
So if you have not, the there's a website dedicated to it, but if
[1:06:45]
you.
[1:06:45]
Have not checked in with the pickpocket
[1:06:47]
dam project.
[1:06:48]
It might be interesting for you to.
[1:06:51]
Take a look at that website.
[1:06:54]
Is Trevor been going to this?
[1:06:56]
Yep.
[1:06:56]
Yeah.
[1:06:57]
Yeah.
[1:06:57]
Trevor's participated.
[1:07:00]
And then the tree committee.
[1:07:01]
We have a grant to plant 28 trees over the next two years, we
[1:07:05]
had.
[1:07:06]
15 sites
[1:07:07]
marked out and dig saved.
[1:07:09]
So we'll be able to plant those this year.
[1:07:11]
Great.
[1:07:12]
So some great progress there.
[1:07:13]
We're focus.
[1:07:14]
Focusing on front street on the far end of front street.
[1:07:21]
And then
[1:07:23]
yeah.
[1:07:23]
And that's it.
[1:07:24]
I had other stuff up for correspondence, but that's later in the agenda.
[1:07:28]
And the September 25th, is there still room in that plan?
[1:07:32]
Reading?
[1:07:33]
Seminar.
[1:07:34]
Oh, probably I'm not hosting the seminar.
[1:07:36]
Right.
[1:07:36]
I suspect so.
[1:07:37]
Okay.
[1:07:37]
Yeah.
[1:07:38]
We, I, I think.
[1:07:42]
I don't know if I, I thought I heard someone had registered to okay
[1:07:47]
So if, if you do want to register, go ahead and then send me
[1:07:50]
the receipt.
[1:07:50]
I'll get you reimbursed.
[1:07:51]
Okay.
[1:07:51]
There's enough funds left
[1:07:53]
in the budget.
[1:07:54]
Con com budget.
[1:07:55]
Even if people do attend the N H a C C annual meeting.
[1:07:59]
So.
[1:08:06]
There was talk at the.
[1:08:09]
Somewhat recent select board meeting.
[1:08:11]
I don't know if anyone was there or listened to it.
[1:08:14]
About creating this
[1:08:15]
pedestrian.
[1:08:18]
Bike.
[1:08:19]
Accessibility committee.
[1:08:22]
Safety committee mm-hmm to try to improve.
[1:08:26]
Pedestrian access mm-hmm .
[1:08:29]
But they didn't actually create the committee.
[1:08:33]
But it might be created at a future date.
[1:08:35]
Talking about the pros and cons.
[1:08:37]
Yeah of another subcommittee and.
[1:08:41]
Maybe taking another look at all of the committees and.
[1:08:46]
To not spread resources too thin.
[1:08:49]
Cuz town has a lot of committees and subcommittees.
[1:08:53]
Subcommittees.Yeah.And one thing that struck me in that conversation, which I didn't fully.
[1:08:57]
Realize, but I, I guess it makes obvious obvious when I say it here
[1:09:01]
is that.
[1:09:02]
There's town staff.
[1:09:04]
And select board.
[1:09:05]
Who's not here tonight, but the select board goes to all of these.
[1:09:09]
I mean, I can't imagine being the select board.
[1:09:12]
Member and having to go to the select board meetings, which are every other
[1:09:15]
week, but then it's four nights to go to two other yeah.
[1:09:18]
Committee meetings.
[1:09:20]
Meetings.Right.
[1:09:21]
And they seemed pretty intent on.
[1:09:24]
Not creating sort of
[1:09:27]
more
[1:09:29]
committees that are not under the purview of that.
[1:09:33]
Sort of framework, which makes sense to connect everybody and.
[1:09:37]
It's it's, it's a lot of work.
[1:09:38]
It's it makes it the limit.
[1:09:41]
It's tough because a lot of times.
[1:09:43]
I shouldn't say a lot of times, but quite a few times, there's not
[1:09:45]
a quorum.
[1:09:47]
Quorum.
[1:09:47]
So there's
[1:09:48]
you don't the meeting is canceled, right?
[1:09:50]
So.
[1:09:52]
But that's not really known until sometimes the day before.
[1:09:56]
Like, or the, you know, and so I've, or the, a couple days before
[1:10:00]
So that makes it
[1:10:03]
tough on everybody's schedule, you know, especially town staff and, and select board.
[1:10:08]
Representatives that's, that's kind of how I read into it that I was like
[1:10:12]
well, they're already go, you know,
[1:10:15]
doing something some up to four nights a week.
[1:10:20]
The select board reps.
[1:10:21]
And then, you know, you know what I mean?
[1:10:23]
You got a calendar and then it gets, yeah, it gets canceled.
[1:10:26]
And if it gets canceled two months in a row,
[1:10:30]
stuff builds up and you know what I mean?
[1:10:31]
There's, there's, it's not efficient.
[1:10:34]
For getting stuff done in a timely basis.
[1:10:38]
So
[1:10:39]
I think that was part of the concern as well.
[1:10:45]
That's all.
[1:10:45]
I just wanted to mention as.
[1:10:51]
Do we want to go into the approval of minutes and then do correspondence
[1:10:54]
or sounds.
[1:10:57]
I went through.
[1:11:00]
I forgot last meeting was.
[1:11:05]
After the fact.
[1:11:05]
Okay.
[1:11:07]
Oh, goodness.
[1:11:07]
Yes, it was.
[1:11:09]
Yeah, August 11th.
[1:11:14]
I didn't see anything of note.
[1:11:17]
Anyone else did
[1:11:19]
I didn't either.
[1:11:21]
I didn't.
[1:11:28]
Sounds good.
[1:11:29]
He does a great job.
[1:11:30]
My name is spelled with one N but.
[1:11:32]
I'm not gonna lose sleep over it.
[1:11:40]
So
[1:11:41]
do we motion for this?
[1:11:42]
So yeah, you should motion.
[1:11:44]
Sidewalk and meeting minutes separate.
[1:11:48]
Was there a sidewalk?
[1:11:52]
Was there a sidewalk meeting minutes that I missed.
[1:11:55]
Yes, there were
[1:11:59]
okay, so we'll do the meeting minutes.
[1:12:02]
A motion to approve the meeting minutes as, as drafted.
[1:12:06]
From August 11.
[1:12:09]
Second.
[1:12:11]
Any discussion.
[1:12:13]
All those in favor.
[1:12:14]
Aye.
[1:12:14]
Aye.
[1:12:14]
Aye.
[1:12:15]
All those opposed.
[1:12:17]
Motion passes forward.
[1:12:20]
O, and then for the state walk,
[1:12:24]
any
[1:12:26]
edits or discussion on that, on those meeting minutes.
[1:12:31]
Nope.
[1:12:32]
No, a motion to approve.
[1:12:34]
I'll second.
[1:12:34]
It.
[1:12:36]
All those in favor and say, aye.
[1:12:38]
Aye.
[1:12:38]
Aye.
[1:12:39]
All those opposed.
[1:12:39]
Aye.
[1:12:41]
Motion passes.
[1:12:43]
Asses correspondence.
[1:12:45]
So I, I had
[1:12:48]
one thing, one
[1:12:50]
I guess inquiry from an applicant.
[1:12:53]
So we have
[1:12:55]
Unitil has a utility line corridor project.
[1:12:59]
That
[1:13:00]
is within a, an existing corridor.
[1:13:02]
It goes from drink water road through the academy property up toward like the
[1:13:08]
Gil Gilman lane.
[1:13:09]
Mm-hmm .
[1:13:10]
And then there's an additional extension that crosses that spans the river and then
[1:13:15]
connects to it also on academy property.
[1:13:19]
And
[1:13:20]
we typically don't do sidewalks for.
[1:13:23]
Power line projects.
[1:13:25]
Projects, but they wanted me to confirm that you, we wouldn't get there that
[1:13:29]
night and that you would wanna sidewalk before taking action on the application, which
[1:13:33]
I think is a.
[1:13:34]
Fair request.
[1:13:35]
I think most of the utility line projects that.
[1:13:38]
We review have been in the town forest.
[1:13:40]
So you're all probably pretty familiar with the location anyway.
[1:13:44]
But or rains farm.
[1:13:45]
So.
[1:13:47]
I guess just an inquiry as to whether you feel.
[1:13:51]
That a site visit to something like that would be helpful.
[1:13:56]
And if, so
[1:13:57]
we would add that.
[1:13:59]
Prior to the meeting.
[1:14:04]
Concerned about a specific area.
[1:14:07]
I feel like linear projects are often.
[1:14:09]
Large.
[1:14:10]
And that's where we go.
[1:14:11]
Two sidewalks.
[1:14:12]
Sidewalks?
[1:14:13]
No. I mean, so it's, so the corridor that goes from drink, water road
[1:14:18]
Up toward,
[1:14:20]
I'm pretty sure it's Gilman lane, but the Northern DEA. Huh?
[1:14:24]
Two P like behind the field.
[1:14:25]
Yeah.
[1:14:25]
Through pea.
[1:14:26]
Yeah.
[1:14:26]
That's going
[1:14:27]
that.
[1:14:29]
A portion of that is, does have an AC an access road developed mm-hmm
[1:14:33]
the other one, the access road is grown in and so they wanna
[1:14:36]
re.
[1:14:37]
Reestablish it much like they did in the town forest.
[1:14:41]
So, you know,
[1:14:44]
that's one section and then the other.
[1:14:47]
Sort of connection to the west.
[1:14:49]
Across the river,
[1:14:51]
it trips both a Shoreland.
[1:14:53]
And a
[1:14:54]
wetland conditional use permit.
[1:14:56]
So, but there's a variety of places of the, of those buffer impacts throughout
[1:15:01]
both.
[1:15:03]
Corridors.
[1:15:11]
I'm happy with that.
[1:15:12]
Say visit
[1:15:13]
no site visit.
[1:15:14]
Yeah, I don't, I don't think that's okay.
[1:15:17]
Unless they're planning on
[1:15:19]
filling, but I feel like utility projects usually don't fill a wetlands by.
[1:15:26]
I, I can confirm that.
[1:15:28]
I, I don't think so.
[1:15:29]
I mean, there's some PO like there might be minor, Phil.
[1:15:33]
If a poll moves, for example.
[1:15:35]
Yeah.
[1:15:35]
I just meant like, but work area, like they're using timber mats.
[1:15:38]
Yeah.
[1:15:38]
It's
[1:15:39]
temporary impacts for most of it with timber, Matt.
[1:15:41]
Matting, they're doing
[1:15:43]
a culvert replacement.
[1:15:44]
I think in two locations.
[1:15:47]
Locations
[1:15:48]
so that the access road can pass wetland.
[1:15:51]
Sections.
[1:15:54]
But nothing, not like a major weather and fill associated with it.
[1:15:57]
For sure.
[1:15:59]
Okay.
[1:16:00]
Yeah.
[1:16:00]
In my experience, the only time we've done site visits or that I do
[1:16:03]
site visits for utility projects, when we do a standard judgment.
[1:16:07]
Fill mm-hmm .
[1:16:09]
That doesn't really sound like that's the case for this one.
[1:16:11]
That's a good policy.
[1:16:15]
Yeah, I'm good with that.
[1:16:17]
Great.
[1:16:18]
And then the second one is sort of not correspondence, but I have another
[1:16:23]
I guess I should have brought it up under other.
[1:16:25]
Business.
[1:16:25]
But many meetings ago, we talked about sort of honoring honoring conservation commission.
[1:16:31]
Members who have served 10 or more years and we were going to do
[1:16:35]
Recognition on the benches out at rains, but in thinking about that, you know
[1:16:40]
just being exposed to the elements, all of that just didn't quite make.
[1:16:43]
Sense.
[1:16:43]
So
[1:16:44]
we created a board to recognize those members and I'd love to have this
[1:16:48]
posted at rains or.
[1:16:52]
Or potentially here in the town office building.
[1:16:54]
I think having it at rains is a little more.
[1:16:57]
Like con calm,
[1:16:58]
specific.
[1:16:59]
So,
[1:17:00]
but.
[1:17:02]
I just wanted to get your thoughts on that, where you'd like, ultimately for
[1:17:05]
that to go.
[1:17:09]
If hanging it rains makes sense.
[1:17:10]
Or if you wanna consider something more formal, like the town office.
[1:17:17]
I think rain.
[1:17:18]
I like rain Oaklands.
[1:17:19]
No, yeah, yeah,
[1:17:21]
yeah.
[1:17:23]
On.
[1:17:23]
The back of it.
[1:17:26]
no.
[1:17:27]
I think rains is perfect.
[1:17:28]
Okay.
[1:17:29]
Yeah.
[1:17:30]
I like that.
[1:17:31]
Great.
[1:17:32]
What's what's Andrew at Andrew.
[1:17:35]
I think I'm at 10.
[1:17:36]
Oh yeah.
[1:17:36]
Yep.
[1:17:37]
Nice.
[1:17:38]
And then I sort of preemptively.
[1:17:40]
So.
[1:17:42]
Doug Eastman actually put this together.
[1:17:44]
I'm not a detail person.
[1:17:46]
so I couldn't have like, Doug did it.
[1:17:47]
All of this.
[1:17:49]
Equally spaced and all of that.
[1:17:50]
So I'm very thankful to his effort in that process.
[1:17:54]
Some of some names were preemptively added, so they.
[1:17:57]
Have to stay on the board another year, but oh
[1:18:00]
yeah.
[1:18:01]
But it, it, it's great to see.
[1:18:03]
I mean, these are names from the very beginning of the.
[1:18:05]
Establishment of the conservation commission in 68.
[1:18:08]
All the way through now.
[1:18:09]
Oh, wow.
[1:18:10]
Wow.
[1:18:10]
Yeah.
[1:18:11]
Awesome.
[1:18:11]
Yeah.
[1:18:13]
And I mean, that's, that's some work to comb through all that.
[1:18:15]
Absolutely.
[1:18:16]
Yeah.
[1:18:16]
Oh yeah.
[1:18:16]
Yeah.
[1:18:17]
But fun, right?
[1:18:18]
Yeah.
[1:18:19]
Fun.
[1:18:20]
To think about and
[1:18:22]
acknowledge and recognize
[1:18:23]
that long that's a long time to dedicate to a volunteer board.
[1:18:28]
Hmm, desires recognition in my opinion.
[1:18:33]
That's excellent.
[1:18:34]
That's cool.
[1:18:35]
That's thanks for doing that.
[1:18:36]
Yeah.
[1:18:38]
Want to look at the list.
[1:18:39]
Yeah.
[1:18:41]
We'll hang that up before the show.
[1:18:43]
Sounds good.
[1:18:43]
Yeah.
[1:18:43]
Yeah.
[1:18:44]
Definitely
[1:18:47]
I was gonna mention one thing about as the treasurer.
[1:18:51]
Am I the treasurer?
[1:18:51]
I think I'm the treasurer.
[1:18:52]
You're still the treasurer.
[1:18:53]
Just the, we had some talk.
[1:18:55]
Last meeting about the budget.
[1:18:57]
And, you know, we're going for some things.
[1:19:01]
And Kristen, as far as I understand.
[1:19:04]
Head of had a good meeting.
[1:19:05]
I wasn't there for it and knew Dave didn't show up either, but you
[1:19:09]
had a good meeting.
[1:19:10]
Yeah, we presented.
[1:19:11]
So your.
[1:19:12]
You're requesting an increased budget in a tight budget year.
[1:19:15]
And.
[1:19:17]
And the town manager and assistant town manager and finance director were supportive.
[1:19:21]
They felt like the reasoning was justified.
[1:19:23]
And so.
[1:19:24]
It was good to have an increased budget request supported.
[1:19:29]
The next steps from there, it goes to a budget subcommittee.
[1:19:31]
They sort of,
[1:19:33]
you know,
[1:19:34]
either review, ask, ask
[1:19:37]
questions.
[1:19:38]
Questions. And then they present that to the full budget committee.
[1:19:42]
Ultimately that's the entity who presents it to the select board.
[1:19:47]
And then from the select board, it goes onto the town warrant.
[1:19:51]
So we have a meeting coming up.
[1:19:54]
Before next meeting.
[1:19:55]
Mm-hmm the 30th.
[1:19:58]
Trying to go to
[1:20:00]
September 30th.
[1:20:01]
That's the budget.
[1:20:03]
Yeah, the full budget, full budget committee.
[1:20:04]
Mm-hmm so I think Dave and I might try to go to that
[1:20:08]
It's six 30.
[1:20:10]
September 30th and that's opened to everybody that's open.
[1:20:12]
Yes.
[1:20:12]
Yeah.
[1:20:12]
So anyone else can come too?
[1:20:14]
Six 30 on the, what day of the week is that?
[1:20:16]
It's a Wednesday.
[1:20:17]
Okay.
[1:20:19]
Thank you.
[1:20:20]
I can try to remind you.
[1:20:23]
If you're interested.
[1:20:23]
Appreciate that.
[1:20:24]
Thank you.
[1:20:25]
Okay.
[1:20:28]
And then I think there's one in October, too.
[1:20:31]
There's another
[1:20:33]
whatever the next iteration is.
[1:20:36]
There were two night meetings that I was gonna go to.
[1:20:38]
I think C I P C I P potentially.
[1:20:40]
Yeah.
[1:20:43]
But I'll let you know before that, how the subcommittee conversation goes.
[1:20:47]
sure.
[1:20:47]
Connect with.
[1:20:51]
Anything else you wanna discuss before the closeout?
[1:20:58]
They broke ground.
[1:21:00]
Are they cleared the Ray farm.
[1:21:03]
That's gotten cleared.
[1:21:05]
They just did none.
[1:21:10]
Huh?
[1:21:12]
Yeah.
[1:21:13]
The intent cut was approved by the select board or, you know, received by
[1:21:17]
the select board.
[1:21:19]
Two meetings ago.
[1:21:20]
So,
[1:21:22]
Hmm.
[1:21:23]
Hmm.
[1:21:27]
Well, then I will motion.
[1:21:29]
This meeting is adjourned at eight.
[1:21:31]
16
[1:21:32]
next meeting is the 13th submission deadline of.

[1:21:39]
That
[1:21:41]
all those in favor, say aye.
[1:21:44]
Aye.Aye.
[1:21:44]
Aye.
[1:21:45]
Oh, there's post.
[1:21:48]
Motion passes.
[1:21:50]
Passes to zero.
