[3:29] owner of 707 6th Place uh attending the meeting with Mr py and I there is a
[3:35] bacon house on the lot as you may recall uh that house that that beon house was
[3:40] creating a lot of havoc and so the owners had the uh occupants evicted
[3:45] there is a possibility of building a three uh three SLE family detached
[3:50] housing units there I suggested that uh I mean a suggestion that I contact uh
[3:55] Stephanie prel director of hip to discuss proposed development and I will

[4:52] Church forly uh known as Metropolitan it's a historic site we met with Mr
[4:57] Thomas gross and and Casey coin of Prince geordan County Department of
[5:01] planning to discuss funding and upgrading the church we all agreed that
[5:06] an engineer should come out to assist the condition of the building but we're
[5:11] not sure uh whether or not the cracks that are there uh whether they're
[5:16] foundational or are the reasons so we're going to look for funding for that
[5:20] that's a soft cost uh there are there are non- capital reimbursement grants
[5:26] that are available maybe to help with the cost for engineer here uh we will

[6:22] [Music]
[6:28] [Music]
[6:38] good evening Council good evening vice mayor andma
[6:44] Heights uh I wanted to first start off by um this is going to be a brief update
[6:50] from our report I submitt for work session and get into uh the school year
[6:57] um the town of High police department has formed a very well uh working
[7:05] relationship with Robert gay Elementary in the principal of school um where a
[7:10] lot of our kids attend elementary school here in the town of Grandma Heights even
[7:14] though the school is outside of our town um we have pledged to at times help with
[7:19] the crossing guard assignments um we have also pledged to try to do patrols
[7:25] around the area where the buses are letting out from the high school school
[7:29] and the middle schools to make sure that these kids are safe getting off the bus
[7:33] can get in um last year um there were several robberies in the county not in
[7:39] the town but as I go to meetings every Thursday I go to a crme meeting every
[7:43] Thursday morning to get the updates on everything that's going on in French
[7:47] County um there were people who were um praying on kids getting off the bus and
[7:53] walking home catching them byel so um pretty much all alties and County
[8:00] Police we're trying to saturate these areas where these buses are letting out
[8:04] at different town all of our kids are getting home
[8:08] safe um we were there for the first day of school um and there are times at the
[8:14] end of school where we are um sitting out on the roadway to make sure these
[8:19] kids are um getting um in with their parents and um some who are riding the
[8:25] bus um one thing I didn't realize about the the elementary school that school is
[8:33] 90% um parent drop off or walking students it's only a small fraction of
[8:38] kids who catch the bus to go to Robert gry elementary school as you all have
[8:43] seen all the school violence that are that is going on around this country we
[8:48] have to do a better job as a community to make sure that these kids are able to
[8:53] go to school and learn in peace um we're going to do all we can do on our part
[8:57] here at the police department along with other um jurisdictions around um the
[9:01] area as well um as I move I'm sorry about
[9:06] that um move forward um earlier today um officer cogill and officer Colin um
[9:14] arrested a juvenile suspect in the town um who we had locked up prior on a prior
[9:22] robbery charge two prior robbery charges last year on Halloween the same
[9:27] individual who lived in the town is 16 years
[9:30] old we locked him up today cuz he had two outstanding warrants in Prince
[9:34] georg's County for aggravated assault and he was also wanted um in DC DC sent
[9:41] two of their officers here to the town um two days ago and I had a meeting with
[9:46] them where they left the information saying they were looking for this guy
[9:49] once we got the information then we started um patrolling the area and we
[9:54] end up catching him coming back from DC back into the town and he was arrested
[9:59] today so um his parents were notified he s in the boys Village in sheltonham
[10:04] Maryland where he is waiting to go to court
[10:07] so um uh we are asking all of our citizens
[10:13] to please be mindful that the elections are coming up um I'm getting a lot of um
[10:18] information from um the governor's office in reference to election
[10:23] interference election intimidation um and other type of
[10:28] violence doing this election cycle so we're just passing it on if you get any
[10:32] information of people trying to intimidate you as a voting citizen um
[10:38] for any election um Town local state federal whatever it is um please pass
[10:44] the information on so we can get it to the proper authorities so they can do um
[10:48] a a proper investigation and last but not least um this Saturday we're doing
[10:55] uh Bike Rodeo here in the town of FMA Heights if you have kids uh who are
[10:58] inter in coming to the town hall to um learn how to ride a bike learn bike
[11:04] maintenance bike safeties and I believe we're probably going to give away uh a
[11:09] couple of the bikes that we had donated from um earlier this year so we were
[11:13] trying to figure out a way how to give them out but um during this bike rad I
[11:17] believe we're going to give away a couple of bicycles but we have a couple
[11:20] of other other municipalities um who are should be joining us on Saturday it's a
[11:25] lot going on Saturday because it's also Glenn arton day and one other
[11:28] municipalities St but we're all trying to work around it so we can all support
[11:31] each other and last but not least um we are
[11:38] also getting ready uh getting prepared for uh next major holiday which is
[11:43] Halloween uh which we uh know that's one of
[11:49] the on the law enforcement side this is one of the days that uh are really
[11:54] challenging for a lot of people because it gets people excuse to wear masks even
[11:58] though they wearing masks a l lot now so we are coming together with um um other
[12:03] municipalities and County officers to try to put a comprehensive plan together
[12:08] to how are we going to attack Halloween um as far as patrolling but I just
[12:13] advise um uh citizens and councel and mayor
[12:19] that if you do have kids and then we're going to try to go to a a group type
[12:23] activity I know we do trunk Retreat here I believe we're going to do that again
[12:26] this year and I believe the Masonic Lodge does something but
[12:29] I would really encourage those type of events opposed to walking up and down
[12:33] the street going door too how we used to do as kids and it was great but we're
[12:38] just in different times right now so um and that will conclude my report thank
[12:46] you Chief
[12:51] [Music] sure um including myself three okay um
[12:59] all y work the same Shi No what's the shift well I usually work majority they
[13:05] work and they they'll rotate a schedule sometimes it could be 2 to 10 it could
[13:09] be 3: to 11 uh and if there's court involved then they will have to come in
[13:13] early go to court and then whatever the remain of that ship is
[13:19] is August 14th
[13:23] someone mhm between 1 3 and mhm
[13:30] today somebody stole a package off my
[13:34] porch one day last this m was going around knocking on my door next to my
[13:40] neighbor's door across the street MH they called the police they say we don't
[13:45] have nobody on on call call 911 I'm really scared to come out my
[13:52] house now they call they you said they had call they told the person to call
[13:56] 911 who was they PG count I don't know so when he call
[14:01] 911 we assume that it will automatically come to the Fe he
[14:06] District they him on the phone have
[14:15] anybody so it's to the point now I'm afraid to come out my house because I
[14:21] don't know who's lay outside front of the house mhm we live on a corner they
[14:27] post up you got light you got two lights you go down 59 count the lights on each
[14:34] block they got two lights on each block I have nothing on
[14:40] my y I don't what I don't understand maybe it's just me cuz the alley been
[14:46] here since I was a kid we used to cut through the
[14:49] alley y'all put lights in an alley in the and we had none on our shirt on our
[14:58] street what where what your 100 block of 59 10 the th block
[15:02] 1014 mhm okay 104 1010 I don't know I got you I got you you know I don't I
[15:10] don't understand I just paid my property taxes I'm pretty sure if you look at the
[15:14] town taxes we pay out a lot of money Le I know I pay out a lot of money and I
[15:19] should feel safe in my town I should feel safe you know what
[15:24] I'm saying if it's three police officers the time should be DED out 8
[15:31] hours in the morning 8 hours in the evening 8 hours from tonight to morning
[15:36] we could never have one officer work by herself overnight that's that's nobody
[15:39] would do that at all got this dummy car sitting in the neighborhood ain't SC
[15:44] ain't deter no okay some people love to see it that's why we do it
[15:48] Ain okay that now that you say you have no lights we're going to work on your
[15:52] lights and we're going to do more patrols on 59th Avenue if if you don't
[15:56] come in and let me know that you don't have any lights so I can talk to public
[16:00] works or anybody else I just don't know y'all come down that street at night
[16:05] time y'all can see it there no there no it's not y'all can see when you coming
[16:09] down a y'all can see maybe because I'm not
[16:13] the old man that was here maybe that's why y'all put the lights in that I I
[16:17] don't know nothing about what you yeah that's what it sound like you blaming me
[16:20] I don't know nothing about I'm here to help you fix the problem what I am
[16:23] blaming is how much money I'm dishing off of taxes and I'm I feel like I'm not
[16:28] safe I understand that I don't come I don't come here every Eventing only time
[16:32] I come here is when something happen and I feel like I'm unsafe I come out the
[16:37] house I got a pack of foxes walking down the middle of my
[16:41] street you know what I'm saying so I'm not trying to get
[16:45] bit you know what I'm saying so what am I supposed to do about that if I cat
[16:49] somebody in my car if I kill him something happened to him I'm
[16:54] responsible I just want to feel safe with the money I'm dishing out I want to
[16:58] feel safe in my neighborhood you know what I'm saying I
[17:02] ain't worried I say it but I get what yall
[17:07] doing about the kids I understand Rob great but it don't take three police
[17:14] officers to post up in front of elementary school I I never said three
[17:19] post police officers post up in front of Robert elementary school but listen your
[17:23] your concerns are valid and we will address your concerns I'm not here to
[17:27] downplay them or anything else I'm want to look into everything that you're
[17:30] talking about y ride down my street y see the blind on the cor I got a lady
[17:35] that's across from me she ain't she come in the house when it's daylight and
[17:39] don't leave out of her house cuz she's afraid to come out her house I got
[17:43] Spanish people cross from me they don't want to come out the house because they
[17:47] people was banging on they door last week trying to break into their house
[17:51] they never been their cars have been stolen out driveway almost every vehicle
[17:56] we've had has been stolen from either out of our driveway or in front of our
[18:01] house and now it's getting worse I've been in Heights for 26 years and and I
[18:08] know when the seasons are and I'm coming from that Eastern Avenue side it's
[18:14] starting to get worse so we just have to the
[18:18] presence it get
[18:22] worse I understand what you're saying so let me say
[18:25] this um again my my third officer just started on Monday so myself and officer
[18:33] coill have been holding everything down as much as
[18:37] can with their assistance from County Police I hear your concerns and I'm
[18:42] going to look into your concerns personally which means that um like I
[18:47] always do and people who live in the town see me I do patrols myself I'm not
[18:52] just here sitting in this office or anything else I'm out pulling traffic
[18:55] I'm out doing making uh stops I'm out makeing arrest when I have to I had uh
[19:01] uh we had two uh arrests last week on Sheriff Road I'm all doing everything I
[19:07] can with two people we just added a third we got wait and let me finish let
[19:12] me finish we got to get him through his
[19:15] field training and then we're going to move forward with the assistance of
[19:20] Prince Jers County and DC police I've met with the 6D Commander about
[19:24] everything on E Avenue well we have a couple initiatives that we're going to
[19:27] be out doing on Eastern Avenue in reference to uh sex sex activity out
[19:32] there and the way the people are riding up and down there speeding and
[19:36] everything else it's a lot of car theft car jackings robberies that go on for
[19:42] the most part on the district side we have a small amount to the uh TR Trinkle
[19:47] over to the FMA high side or the C Pleasant side and we're all together
[19:52] trying to do the best we can with the least is possible so just be patient
[19:56] with us I'm going to look at into it and Mr SW SW look every time you got a your
[20:02] issue you and I usually able to talk it out and and come up with a plan with
[20:07] this this this ain't the first time one of my viewers sto ain't the first time
[20:12] they stole my GMC and this goes beyond you but like I said I paid my
[20:21] taxes what's this September and August I seen what I this is the first time I
[20:26] really looked at the amount that I pay for town
[20:30] taxes and if anybody look at their town taxes and see what they pay they will
[20:35] feel the same way that I do somebody stole and you know what I'm
[20:41] saying y'all get it I get what y saying but y'all ain't the ones who got to go
[20:46] through the whole process of dealing with a headache looking for a car over
[20:51] again and pray to God don't knowbody come and get that you know what I'm
[20:56] saying like I said the the trashman come what the day what's the days for the
[21:03] trashman they can pull up in front of my house and bluntly see you can't P make a
[21:08] left turn no right turn cuz it's a blind side if someone they put speed bumps
[21:15] throughout the neighborhood they put those pretty stock signs with the pretty
[21:19] lights but check y put lights in a Alle and this is where I'm not I'm not
[21:27] understanding when everybody ride down 59th Avenue I'm pretty sure she seen cuz
[21:33] she lives around the corner she got to come up 59th AV get to her house but
[21:37] that's a long way street y'all two I don't know if y'all
[21:41] ever come up through Heights I know you don't K should have to come up 9th avue
[21:46] sometimes yeah and see that there no lights it's pissed dark in front of my
[21:52] house and it shouldn't be like that when yall got a grant or whatever y'all got
[21:57] to put LED lights in an app you don't get you don't you don't
[22:04] get this in University Park College Park or nowhere you probably don't get in and
[22:10] see pleasant but I'm trying to I want to
[22:14] know where my money is going that's what I want to know where's
[22:19] my money going where is that I'm not I feel unsafe in my own
[22:22] neighborhood I really feel unsafe you know what I'm saying y'all
[22:26] talk about Rober y bust somebody on sh Road or y'all dealing with EAS Avenue I
[22:33] can give [Music]
[22:35] two two whatever about what goes on
[22:41] E the corner of has been a problem for a long time my
[22:47] daughter was a product of a hit and run on that
[22:51] corner nothing's been done nothing's been done my daughter was what like
[22:57] seven she's 24 now and it's still a blind side it's
[23:03] still no lights things that happen on my side
[23:07] people got robbed and everything on that side and nothing is
[23:14] happened should no one feel unsafe walking out their house do you
[23:19] feel unsafe when you walk out your house you sa God be you don't have your gun on
[23:24] your do you feel un safe it's plenty of places I don't feel
[23:29] safe with but I understand your point I'm not here to I I understand I
[23:34] understand give us an opportunity to work on what your problems
[23:39] are and again my question is again I reported my car stolen in August August
[23:46] the 14th do y'all get a report or anything
[23:51] saying hey this happened the night the morning of
[23:56] my that you're going yes are you getting new reports yes so no one came to our
[24:02] house and said anything about it and yall the Town Police yall should least
[24:06] came to our house and say hey we heard y'all had a situation we going to try to
[24:11] take care of it or I ain't asking y'all to go out there and look for my car but
[24:16] so what do you mean take care of it I'm just trying to do something in the town
[24:20] hey we sorry what happened you know what I'm saying anything y'all the Town
[24:26] Police I shouldn't have to depend on PG County got am I paying PG County with
[24:32] the town taxes or am I paying from Heights
[24:38] supp you know I'm dishing this money out to the town I just want to feel safe
[24:42] when I come out my house or do I got to take do I got to do
[24:47] something to somebody and then for y'all to come and lock me
[24:51] up cuz frankly I'm getting tired of this stuff happening somebody stole $300
[24:57] worth of TI off my porch today where was that at on my porch they
[25:03] were sitting on your porch the tires on my
[25:06] porch what time was that it has been like between 1 and
[25:11] 2 but they gone now a.m. you got camera footage yeah all
[25:19] right I tell you what a got camera footage I'm still in my car
[25:22] too it's no sense to open close the B doors after the system got out
[25:28] [Music] yeah I think with he say I wasn't
[25:33] say it's a problem right up in there even coming on my street on 51 K Street
[25:40] that whole strip up in there it's the three stol car one day broad daylight
[25:46] saw four young men get out of a stolen car another car in front of my door they
[25:51] jumped in there now three trib ago I didn't hear in your report officer
[25:57] Carill and Five County car cars was there over little car he said he
[26:03] couldn't leave the car because the car was under investigation you couldn't get
[26:08] up and down the street you had to turn around and go back the other way to come
[26:13] up the one way street com my street I don't know what happened is it something
[26:18] that we should look out for something more what we saying where the Swan House
[26:25] is coming on around the C Street that one it's no we we don't see police
[26:32] patrol the tree across the street where they used to do prostitution still doing
[26:38] prostitution we all got together and had the tree down so nothing hanging over
[26:43] there but that's the spot they put stolen cars in stolen things in people

[35:08] that on my street there is a household of seven
[35:11] vehicles and five are parked on the street two in the driveway which is

[41:44] information concerning celebration of Hispanic month on the website the county
[41:49] has a lot of information that we can also post on
[41:55] Ouran Okay so line item number three for you cap request meeting for f he

[42:16] updated report as far as the development of the school um which is also a
[42:22] historic site okay so now we're going to go down to mayor's report um the mayor
[42:28] is not here today we gonna go down to the council members report we gonna
[42:31] start with council member St
[42:36] [Music]
[42:40] John um Mr work I can just talk right you can I don't need to un
[42:45] right I don't need
[42:49] to the there we [Music]
[42:55] go all right good evening everyone citizens um in the building and online
[43:01] um this is my report um pretty much for the month of July and August as we were
[43:07] currently on recess um just want to always remind everybody that um we do
[43:13] have all information going out on all social media platforms um you guys can
[43:19] stream uh the meetings now we have made an update so you're able to watch any
[43:24] work sessions as well as any Town meetings um via Facebook Twitter or
[43:29] Instagram as well as our YouTube channel um and then we'll be working on being
[43:34] able to post the link directly from the website as well so you guys can catch
[43:38] that if you're not able to make any live meetings um past events uh there were
[43:44] several events that I attended um the tri Municipal meetings uh for our 20743
[43:50] Coalition has started um if anyone is unfamiliar with that we are working um
[43:55] with the town of capital Heights and the City of SE Pleasant to um basically come
[44:01] together as one um to have better resources to be able to um have a better
[44:07] united front because most of us all struggle with some of the same things so
[44:10] as us all being one um we're able to kind of be in unison ask for more things
[44:15] be able to get more resources um also National Night Out we did that August
[44:19] the 6th at the North FMA heights park that was a great turnout um I also
[44:24] attended alongside with Miss Seri um our housing Symposium um we had people in
[44:30] attendance like um Governor Moore who spoke um basically trying to tackle the
[44:35] housing uh market right now and looking for solutions for us to be able to have
[44:40] more affordable housing um as well as property dwellings uh food giveaway just
[44:46] want to remind everybody about the food giveaway we're doing food giveaways
[44:49] every 1 and 2 Sunday um we are also looking for volunteers for those um so
[44:55] typically those hours are in between about 11: to 4:00 p.m. um any regular
[45:00] volunteers any daily volunteers you can do half the day the full day um but we
[45:05] would like for you guys to not only help um but also come and take part in
[45:09] getting some of the food that we're giving away um we also did a back to
[45:14] school drive um that was in August we did that again with the town SE Pleasant
[45:19] and Capitol Heights and that was hosted um in goodwi park so our first annual it
[45:24] was a great turnout we expect to be able to keep doing that going forward um and
[45:29] probably changing different locations um also attended a meeting
[45:33] with Civic plus um being able to make updates and go through some trainings
[45:38] just to make sure our websites our social media um is up to par and get
[45:42] refreshed training um aside from that wanted to just kind of talk about
[45:47] upcoming events and things that we are looking towards planning I won't steal y
[45:52] thund up for the harvest party but I'll mention obviously we want to do a
[45:55] harvest party um um Missi kind of mentioned already as well but we have
[46:00] had our first meeting in regards to the town's 90th anniversary that'll be
[46:04] kicked off next year um so be on the lookout for mailers information coming
[46:09] out um for good things coming up we want to be able to celebrate all year long um
[46:14] so look out for your mailers your flyers and we'd like as many volunteers as
[46:18] possible um and just want to do something special for the town um and
[46:23] also coming up um for October um what we'd like to be able to see is us to be
[46:29] able to do something for breast cancer awareness as well as we're going to do
[46:32] bulk trash um we just need to get a debt a date set for that um alongside with
[46:38] the harvest party coming up um moving along to things on the list so just want
[46:45] to announce some of the things that we have accomplished and still kind of
[46:49] working on for um the communications committee so um we did roll out a
[46:54] communication survey we have been kind of having issues
[46:57] um with getting more full participation so I kind of mentioned in the work
[47:00] session that um I started off um with 58th and 59th um going out to resident
[47:06] so it was kind of a little bit back and forth I did have people who did come out
[47:09] and engage and kind of share their concerns um but a lot of people probably
[47:14] not still aware I did have my shirt on but not really aware of what was going
[47:17] on the reason for trying to reach out to the community um so what we have decided
[47:22] is we're going to try a different route and be able to just send mailers out to
[47:25] everyone um um with a prepost stamp so that they can fill out the survey form
[47:30] mail it back into us and again the reasoning for doing this um is to get
[47:34] more engagement to be able to make sure that people are being informed we have
[47:37] lots of complaints of people not getting flyers in the mail um or not being aware
[47:42] of certain things so we want to be able to reach out get input um get lots of
[47:46] feedback so that we're not making decisions and you know you guys have to
[47:50] come to meetings to to ask questions about those things we want to be able to
[47:53] try to get you guys engaged in advance um to be able to do that um and then
[48:00] lastly um we want to be able to start working on uh the newsletter project and
[48:07] uh I'm sorry I said lastly but really lastly um I was able to make contact
[48:11] with the liaison at the Fairmont Heights High School so we have been talking
[48:15] about being able to find some way that we can partner back up with the school
[48:19] so that we can start either figuring out how we're going to be able to offer the
[48:22] scholarship fund or be able to do some type of partnership um so I was able to
[48:27] make contact with Mr McBride um so conversations are starting so that we
[48:31] can start being able to get back to the school and as well as find opportunities
[48:36] for them to um help us here get community service hours or whatever we
[48:41] may have um and that will conclude my report thank you council member St John
[48:47] um council member
[48:53] lewit that's okay all right good evening everyone um
[48:59] I just have a couple of things one was um I also attended National Night Out um
[49:05] it was a great event I do like to have it um actually up at the um up at the
[49:11] park it it just gave us more room and I really really um I just want to say
[49:17] thank you to Public Works and all the staff because it was just amazing um
[49:21] each year just seems like it's growing so I'm very very uh thankful to everyone
[49:25] for their help and um I'm glad I could could be a part of that um as far as
[49:29] economic development there are just a couple of things I want to touch on um
[49:33] it seems like in the fall which I am actually going through um I've been
[49:37] doing that for the past couple weeks going through to find all of the
[49:41] deadlines to see how they would coincide with um our next upcoming uh economic
[49:47] development meeting um so they're uh from the sustainability action Grant uh
[49:53] they're due November 8th um the next uh cdbg Grant that's actually due November
[50:00] 1st um and then there is one other grant that
[50:06] um I did not mention
[50:11] um oh sustainable Maryland that's the other I said that one uh cdbg there
[50:17] there are a few of them that we possibly could qualify for and um get some uh
[50:22] projects uh get the ball rolling for those um so some of the things that um I
[50:29] want to just just mention for the next meeting we will be planning that um I
[50:35] have to just get with everyone's schedule to see uh what will work best
[50:38] but I would like to have that in um probably October to get give everyone a
[50:43] chance to attend um so I know that one of the things that we were talking about
[50:50] was the um strategic plan I would like to go over that as well as um just
[50:56] project updates as well as um get stakeholder input so that's input from
[51:02] all of the um uh from the staff to the uh to the um
[51:11] to our community see what their their needs are how we can meet those needs
[51:16] and again like I mentioned addressing the funding and resources and um also in
[51:22] uh my role of capital impr Improvement project planning um I'm seeking a
[51:27] property to um acquire for our Public Works and um I'll be working with Mr
[51:33] roomy probably to identify one of the grants that have a deadline coming up or
[51:38] any other uh funding sources for rehabilitation so those are the major
[51:43] things that I'm working on and that concludes my report at this time thank
[51:47] you council member left wi council member Oscar yes good night everyone
[51:53] um i' like to say that now that school is open and um want to keep the kids of
[51:58] the streets even after school keep them busy with certain activities and some of
[52:04] the activities I would like to recommend or highlight that goes on in the
[52:07] community is those that um particularly goes on at the
[52:11] library um they have this after school program called The tetin Zone where
[52:16] schools um the kids can go to the library and be
[52:20] productive um meet other kids uh there are several different activities that
[52:26] they can do do there's video games uh crafts and a variety of other fun
[52:31] activities that they could engage in instead of really frequenting on the
[52:35] streets and being Nuance in the communities um there's also Legos if the
[52:40] kids are um very artistic and they enjoy building
[52:44] things um in addition to that uh there's also
[52:49] computer basic open Labs that they have at the library where the librarian take
[52:54] the responsibility to educate the the children of the basic and fundamental
[52:59] skills in computer literacy um we have programs that
[53:05] involves Microsoft Words internet and definitely things that can help them
[53:10] while they at school and um in addition to that I just want to Echo what um
[53:18] council member uh St John said about the harvest party the Harvest Festival that
[53:22] we trying to have on October 26th where
[53:27] we trying to have that AC have this party for the kids um like the
[53:32] um the uh the chief said that we prefer to have the kids doing indoor activities
[53:40] so this is one of the indoor activities that we'll be hosting um they could have
[53:44] candy music movies and it's just would just be a fun time for them and they
[53:49] wouldn't have to be on the streets um in addition to that we have or lastly uh
[53:55] Veterans Day is coming up and I think we will also be having a a ceremony at the
[54:00] plaza so we'll be planning for that also that's all I have thank you council
[54:04] member Oscar yeah council member Downing um good evening everybody I think
[54:13] m in the the
[54:19] we and we have the OU
[54:50] but they've been here many times
[55:03] yeah for kids in the summer like when we was kids
[55:09] they haded Library downstairs like C pleas they had a summer program for kids
[55:16] do they have anything for the kids ENT time I think the library does have a lot
[55:24] of activities for the kids in the summertime
[55:48] yes all basketball swiming pool in
[55:54] there remember this stuff you I did all my activities down silver
[55:59] Vista Baptist Church that's where I was at they do
[56:04] activities can we participate can we just hold back for
[56:09] um participation the what you call
[56:14] it citizen participation I think the librarian is trying to say something
[56:19] let's just continue she is
[56:28] M you have
[56:32] theor can you hear me we can um this is just in reference to um I guess the
[56:38] stuff that goes on in the summertime during the summer the major initiative
[56:43] is the summer reading program and we do have a lot of paid programmers who come
[56:49] um we Supply lunches for the children we do movies crafts all kinds of things all
[56:57] of that information is on our website if you all know somebody who you would like
[57:03] to um have come to the library all you have to do is let me know and I'll send
[57:08] that information to our Administration and they'll have the
[57:13] budget for that they'll pay for the um individual and then you all can use the
[57:18] space for free that is also if you all are planning any other thing as well
[57:24] because you all are municipality so you all are able to use our meeting room
[57:29] spaces and things like that for other
[57:33] programs thank you so much all right council member
[57:42] Downey they don't when my children would come up
[57:47] they had books when on the phone
[57:56] but you got M thank you so much good afternoon
[58:02] everybody good afternoon is it
[58:06] on
[58:10] S all right I think that's it good afternoon everyone um I am councilwoman
[58:15] Sher Downing and um I have um been collecting it's a a
[58:21] very important election season right now and um I've managed to get the training
[58:26] so I can sign anybody up to register to vote and to check their voting status
[58:31] cuz we vote because at one point in time none of us could and I think it's very
[58:38] important um one of the things that um councilwoman St John tapped on is a
[58:44] beautiful um event or opportunity that the town of feema heights Capitol
[58:50] Heights and SE Pleasant are embarking on and when we met they did not know that
[58:57] we were all 20743 even Chapel Oaks and um Cedar
[59:05] Heights uh Saturday I attended a meeting with the president of the Chapel Oaks
[59:13] Association because I'm about neighbors making friends with my
[59:18] neighbors because we have the same problems and listening to their
[59:23] policing uh one of the things that we talked about was was the shortage in
[59:29] policing and how everybody's struggling and the only thing that we can do are
[59:36] cameras cameras and uh the type of cameras that are
[59:41] reliable there is something ring has a neighborhood ring neighborhood where we
[59:47] all can communicate on the same network um we
[59:51] can dialogue with one another about what is going on in our community Community
[59:57] um Mr Swan if I'm not mistaken you too have had the chief will tell you in one
[1:00:04] month the police have asked for my footage three times
[1:00:12] so footage don't stop people from taking your stuff no it doesn't but what it
[1:00:17] does your items are what it does though is it gives data it gives numbers it
[1:00:25] lets people know that we have a problem here and what I'm letting my neighbors
[1:00:30] know is that when somebody breaks your window and break in your car you know
[1:00:33] what they don't do they don't report it and that doesn't help us so what I'm
[1:00:39] asking our neighbors to do is whatever you do make sure you report it and the
[1:00:44] next time you two have a problem put it in
[1:00:48] writing email the town of fah Heights Representatives so that and and email
[1:00:55] all of us so we're all on the same page um I'm not going to take up a lot of
[1:01:00] time today I just wanted everyone to know that I will be going to court on
[1:01:03] the fourth for Mr Hamilton because Mr Hamilton does not live in fah Heights he
[1:01:10] has a business that he has wrapped in black tarp and created a
[1:01:15] junkyard on our face on the on the face of font Heights used to be Hamilton's
[1:01:22] bail bond right next to Hip Hop Chicken it does not bring jobs into our
[1:01:27] community and it certainly does not bring about visual
[1:01:32] appeal lastly um I'm sorry to say I don't know if you all have heard but a
[1:01:38] very longstanding 19-year Council woman Jacqueline wood doson resigned so she's
[1:01:45] no longer on the council but I know that life has got some good things for her
[1:01:49] cuz she has a heart to serve with that said I will be taking over her committee
[1:01:55] for seniors because AARP Prince George's
[1:02:00] County Department of Aging um have so many programs and with the 20743
[1:02:08] Coalition hopefully we'll be able to have a bus that Services all of us what
[1:02:13] I'm asking for we can't do this without you all we can't do it so we ask for
[1:02:22] your support we ask you to come and say okay what can I do to help and with that
[1:02:29] said I'm going to let you all have the rest of your evening and I want to thank
[1:02:33] you another question NE you know what I'm talking about
[1:02:40] absolutely right there on right across from the fire station they have people
[1:02:44] stop signs to stop the traffic fire department come out there while they out
[1:02:50] there bringing that trash car truck
[1:02:56] black p pictures and emails and they knock send it to us they knock my mail
[1:03:03] box off and I was looking for my mailbox and it was up in the tree mhm pictures
[1:03:10] send it to us and then say we teach people how to treat US based on what we
[1:03:16] accept if we don't accept it and we let him know that your business is impacting
[1:03:22] our homes so thank you I'm sorry
[1:03:28] pictures and email us thank you thank y'all so much um I'm going to give my
[1:03:35] report um Park Renovations at the F he Park they did um come pass cuz we had
[1:03:40] our nationalite out at that event up there uh it was a lot of damages done to
[1:03:45] the playground I reached out to Sally Dorman and um the park and planning
[1:03:50] committee they did REM they did fix the part the playground for the kids
[1:03:56] the um play on I'm also reaching out to coordinate with Park planning to redo
[1:04:02] the F Heights Park um that's still in process um as council member St John
[1:04:08] mentioned um we attended National Night Out the food drive is still the first
[1:04:13] and second Sunday of the month I think we had the PG CMA meeting which is
[1:04:17] tomorrow at 6 o'clock at 6 o'clock here at the Town f Heights 7 7 we'll be
[1:04:24] sponsoring it um Jeff Garner from the um Department of
[1:04:31] Public Works of L pla had plenty of salt to give us we couldn't accept it well I
[1:04:36] rece I didn't respond back to the email cuz we have no place to put the salt in
[1:04:40] our um at our location so we're pass that by until we get the proper
[1:04:45] materials for us to keep the salt um that concludes my
[1:04:57] paint yellow and the blue because it has worn off are they going to repaint we
[1:05:02] can we can repaint yeah have they considered the type of paint that
[1:05:07] they're using because it it does not appear to yeah okay we look into that we
[1:05:13] look into that but yes we do plan to and the poop
[1:05:21] station poop station okay okay um so we had citizen participation
[1:05:30] umine we starting online starting in is Con online right we we do have two
[1:05:38] residents that signed up who at there or Miss
[1:05:46] Russell Lawrence Swan uhuh and barnhard uhuh were the two that signed up online
[1:05:54] to speak okay lawen okay come on this
[1:06:00] [Music]
[1:06:09] [Music] B good evening everyone evening marz
[1:06:15] Bart president of the citizen
[1:06:19] Association uh I want to be the dead horse but I do want to uh Express this
[1:06:26] to the citizens that Public Safety is number one in our
[1:06:31] community um helping our citizens with resources such as the town has been
[1:06:37] doing with the food giveaways and um Public Works doing a good job of
[1:06:42] cleaning up but Public Safety is number one um I know the chief when he came on
[1:06:49] he took on a responsibility that was great cuz it was nobody here um before
[1:06:55] he got here Chief Avy was here and he roam
[1:07:00] these streets by himself for a long time am I am I am I
[1:07:06] right you're right I I want somebody to to to hear what what was here by
[1:07:12] himself um and unfortunately he's not here no more and chief MO is here and
[1:07:17] that's a good thing and we're getting new cops and we getting folks to come on
[1:07:22] this is the issue that I have when we call
[1:07:26] 911 and they're saying that Fe Heist is not on duty which we've heard the chief
[1:07:32] say before they're call 911 so Prince Jordans County can respond but then I
[1:07:37] got citizens sending me pictures of our our only cops doing part-time
[1:07:44] work in other places now I don't know what the mayor and Council or the chief
[1:07:50] have a range but I have pictures of our other officer doing parttime work other
[1:07:58] places so that's what I have a problem with now that's a difference when you're
[1:08:02] going to a meeting or you going to a conference or you going to some training
[1:08:07] but if our officers are doing part-time work at a club at a liquor store at a
[1:08:13] Best Buy at a church and we don't have no patroling in our community that's a
[1:08:19] problem and that's and that's not poking the bed that's just being transparent
[1:08:24] that's being honest because when you got somebody calling you saying hey look the
[1:08:28] guy just roll down the street rob somebody on a bike and then we call 911
[1:08:34] at Prince Georgia County show up then we got here Prince Georgia County say hey
[1:08:37] look where's y' offices at cuz that's what they tell us when they come on the
[1:08:41] scene where's your officers at okay and then we get a picture or we get somebody
[1:08:45] saying hey look I I seen our cop up at Best Buy oh I seen them doing security
[1:08:51] at the church so I'm just I'm just I'm just
[1:08:55] being honest I'm going to be honest with you too done done so so now we know that
[1:09:02] schedules timelines and things like that supposed to be very confidential because
[1:09:06] of the safety of the officers so we'll never know their schedule because of
[1:09:10] their safety and we don't know if they off or we don't know if they on but my
[1:09:14] thing is this if you don't have no patroling at all but you got them in
[1:09:18] other places National Harbor going down to you know 495 going the opposite way
[1:09:24] from FMA Heights I think that's a problem so Chief not to be personal no
[1:09:31] you personal let me let it's not it's not being personal resp it's not being
[1:09:35] personal but my thing is this like Mr Swan said we pay our taxes my wife
[1:09:41] almost got carjacked in our own driveway and she's the vice chair okay yeah she
[1:09:47] almost got carjack in our own driveway okay then I'm not a personal
[1:09:51] person I'm I'm just not going to just so so and and then right in front of New
[1:09:57] Abundant Life the neighbor C the street that has a catering business her husband
[1:10:01] got his van stolen right in front of the church it's on the ring camera the
[1:10:05] church 2:00 in the morning so my thing is this I've been out here in these
[1:10:10] streets before I roam the town of fil Heist see the heist see Pleasant you
[1:10:15] know if you don't see presents if I'm if I'm in that line of work guess what it's
[1:10:22] open season I'm coming through I'm taking whatever I want I'm selling
[1:10:25] whatever I want I'm doing whatever I want if I don't see no
[1:10:30] presence so I'm just saying when this Administration came on it was promised
[1:10:35] that we was going to have police presence that was the promise to get
[1:10:39] people in these seats now I don't care what y'all do
[1:10:44] with nothing else y'all ain't got to pick up no trash y'all ain't got to
[1:10:47] throw no food giveaways y'all ain't got to do none of that take all the money
[1:10:51] and put in the police department and give us 10 cops give us eight cops
[1:10:56] I rather see somebody on the street with a gun and a badge picking a trash off my
[1:11:01] streets cuz my life is more precious than
[1:11:05] trash I'm just being honest me wait
[1:11:11] to I'm
[1:11:16] F I'm F I need to
[1:11:21] okay thank you mhm okay okay so let me let me address
[1:11:27] the elephant in the room as far as for whatever reason
[1:11:32] um Mr barart and maybe I guess citizens who spoke with him don't see a police
[1:11:37] presence because I know a lot of You See Me Myself riding around this town I ride
[1:11:42] out of your house and I blow the horn and speak to you on multiple
[1:11:46] occasions myself and one other officer now you telling me he he works A8 to a
[1:11:51] 10 hour Chef he doesn't have the right to go
[1:11:55] possibly Works in secondary employment we are the lowest paid Police Department
[1:11:59] in Prince George's County oh let me finish and he's trying to supplement his
[1:12:04] income so he can get some insurance to take care of his
[1:12:09] family and along with other officers so he can help eat cost a rent $3,000 for
[1:12:15] an apartment um for him to live in he's struggling to get by but guess
[1:12:20] what he's dedicated to this town he's to work every day some weekends so if he
[1:12:25] gets off is able to go to Best Buy and make $50 an hour to guard that for 4
[1:12:31] hours it's a 4 hour minimum 4 hours to put some food on his
[1:12:36] plate I authorize it the chief authorize it
[1:12:39] absolutely he work this8 hours for the day oh wait a minute so now he's not
[1:12:44] entitled to go home and get some rest and have the rest of his day to himself
[1:12:48] it's two people he using aight police car oh
[1:12:56] so we he you don't do that you don't take Police Every County every
[1:13:02] Department in this in this in this county in the state has a take-home car
[1:13:06] policy program and they do that's part of the
[1:13:10] incentive along with when they hire you they give you $5 to $20,000 signing
[1:13:15] bonuses to come work for them take your car to his car it's to and from home and
[1:13:20] work he's not out at a club partying he's not at a baby shower he's going to
[1:13:25] work and back that's it same with my vehicle I drive it to home and back and
[1:13:31] you know why in case we do have to respond back or we do have to come back
[1:13:34] to open up something or we got an alarm or something we got to respond to
[1:13:38] absolutely you guys want the best you want me to recruit the best and have the
[1:13:42] best I got to be able to offer them something and $53,000 is at the bottom
[1:13:48] of the barrel but they come because of me because of what I'm I'm I'm telling
[1:13:53] them what we can do here how we can build it up so he comes in and works his
[1:13:59] whole shift he's we we don't have overtime he can't come in work overtime
[1:14:03] that'll exceed the budget you'll being here complaining about the police
[1:14:06] department using overtime no not you Mr bonard he know
[1:14:11] I'm talking about I'm talking to him don't Department I'm not well that you
[1:14:15] have a right as Citizens to do what you want to do call one County show I guess
[1:14:20] we just need County do our police if that's how you feel Mr B you do that
[1:14:26] Police Department that do our work which is if that's what you feel we have two
[1:14:30] officers right now we just started the third possibly another part-time officer
[1:14:34] so here's the thing so you can pay new officers to come on but you can't pay
[1:14:38] the other officer to be here overtime you can pay these other two
[1:14:41] officers you about to hire to come on but our other officer have to go do
[1:14:45] overtime somewhere else instead been out town but you going bring in two more not
[1:14:49] just I can't make him stay over for a 10 to 12 hour shift it's no type of
[1:14:55] emergency or stuff like that after absolutely he can instead of being in
[1:14:59] our absolutely he can absolutely he can it's in our policy and to send out
[1:15:03] general
[1:15:11] orders uh Morris Dela Cruz Morris and Dela Cruz and cocko
[1:15:18] three okay so the new officers have been those new those officers didn't make it
[1:15:24] through everything didn't hire them so we had put somebody else through
[1:15:28] a full background through the police training commission that individual has
[1:15:32] been cleared and has has has started on Monday so even with with that when when
[1:15:39] when Morris was said which was everybody's friend he worked secondary
[1:15:42] employment nobody had a problem with it the problem is well I I'll I'll be quiet
[1:15:47] with that I'll leave that alone I'll leave that alone I'll leave that alone
[1:15:50] I'll leave that alone I'll leave that alone I I'll leave that alone we are
[1:15:54] here are doing so much with less doing everything we can do to make sure we are
[1:16:01] working hard in this town every time you come in here to complaint nothing ever
[1:16:05] positive and I have a problem with that not you Mr Swan I'm talking to you I'm
[1:16:10] talking to you and we are in in the process of of fixing it get somebody
[1:16:14] ride around our town constantly so Mr Swan don't get his car broken into m m
[1:16:18] Mr Bon Her driver Mr bonart we have two people we have a third one getting ready
[1:16:24] to start now if you want us to work 24 hours shift and never go home is that
[1:16:27] what you telling me I'd rather have y'all come in service out Town than
[1:16:31] working part any more questions
[1:16:40] I'm Avenue the busy streets it's going to help all of y'all put some Jersey
[1:16:45] walls up here if you can block us from DC cuz that's where they come in that
[1:16:50] what help you guys Comm in okay we can talk to the council about doing Jersey
[1:16:53] wall I can't make that putey but we can have a conversation if
[1:16:58] it's going help that's fine
[1:17:03] say [Music]
[1:17:06] decision okay any more questions no any more questions
[1:17:15] online no question how many people live in this to you have a th registered
[1:17:19] voters
[1:17:29] people2 househ so so if I pay what I'm paying for
[1:17:34] taxes and they paying they shouldn't be complaining about money funds because I
[1:17:41] know what I pay off the town it's hard to find good police I get the county is
[1:17:47] struggling understand understand wait minute I understand
[1:17:53] but when I ask what happens to the money after everything is paid off it's still
[1:18:00] got it's still a kit that's going to roll over to the following
[1:18:04] year so that kitty should be spent on things that they
[1:18:11] need like bonuses or whatever over over time you know what I'm saying because
[1:18:18] that'll help them out then they wouldn't complain about
[1:18:22] overtime so ask him why is struggling to find credible officers struggling to
[1:18:28] find people getting people to pass the drug
[1:18:32] test and the criminal background if I if I if I if I have 20
[1:18:37] candidates I may get one or two out of that then one or two maybe one may
[1:18:44] pass okay so if you up the salary would that help abolutely so if you up the
[1:18:50] salary that would help it it would it would give us an opportunity to compete
[1:18:54] with extended their jurisdiction
[1:18:59] too they pick and choose so just give you
[1:19:04] give you give you an example we had a candidate who came in and we thought
[1:19:08] that we were going to hire him and it starting s was
[1:19:12] 53,000 to come to the police Upon A fulltime police officer well we thought
[1:19:17] we had him we thought we had an agreement we thought that he was going
[1:19:19] to be the one to start chevolet Al offered him
[1:19:22] $66,000 and the $1 15,000 sign upus and a take home car like everybody else does
[1:19:28] in this County so what's the incentive for me to go come and work at my Heights
[1:19:33] if if there if that's outside of well CH I really want to work but I mean we got
[1:19:38] to get we got to we got to I got to get a little more more money to live my rent
[1:19:41] is 2500 2600 and I'm in a one bedroom apartment um so so then you understand
[1:19:48] you understand when you came on that being here 33 years going through all
[1:19:53] the Chiefs that I've G G through and what I asked Chief Watkins when he was
[1:19:58] here I say do us a favor and help us transition so that we have Prince
[1:20:05] George's County coverage help us because you all go home you all don't have mass
[1:20:12] men walking in front of your homes I had an armed robbery last month I you can't
[1:20:17] we we we all everybody if you live in this County everybody is equal with the
[1:20:21] crime F he has one of the lowest the low crime R because they don't report it
[1:20:26] well that that's that's that's your opinion yeah but everybody Buy has a 50
[1:20:31] man Police Department law city has a 88 man police department and the crime is
[1:20:35] Sky High they got 88 people 10 people patroling on each sh 24 hours a day the
[1:20:41] crime rate is is very low but one crime is too many I I get it I I I I I live in
[1:20:47] the woods I had somebody come in and threw my long driveway and break in and
[1:20:51] stole my son's car I'm not a a shielding from the crime I'm a police officer I'm
[1:20:57] not shielding from the crime I saw somebody get robbed in front of me in
[1:21:00] Clinton um two blocks not two corners down from me Chief it happens Chief I'm
[1:21:07] going to go ahead and close out this meeting you're fine nobody for it's
[1:21:11] happening everywhere so don't feel like it's Just Happening Here we just got to
[1:21:14] get a grip of and get the right Personnel in here and more personnel and
[1:21:17] then make it better for everybody that's all I'm saying we can't afford it though
[1:21:22] we don't have I'm going call this meeting back into
[1:21:26] oh real quick can I just say real quick can you guys pick up with the important
[1:21:30] dates for if you want to change your party affiliation if you want to
[1:21:36] register and the last day to register I'll put them over outside thank
[1:21:43] you I would like to journ this meeting motion let wej
[1:21:50] this a second all in favor I thank you all right
