[0:07] - Regular session for Wednesday, April 15th, 2020.
[0:11] So it's happy tax day everybody.
[0:14] Or if you're like, my son-in-law just filed it yesterday.
[0:18] Can we have a roll call please?
[0:21] - Councilor Todd? Present. Councilor Copeland? Here.
[0:26] Councilor Owen. Here. Councillor Deline. Here.
[0:30] Councillor Weber. Here. Mayor Erna
[0:33] - Here.
[0:34] And for the record, Councillor Marker is homesick.
[0:37] I'd rather him be home and than get anybody else sick.
[0:40] If we could stand for the Pledge of Allegiance.
[0:45] - I pledge allegiance to the flag
[0:47] of the United States of America
[0:49] and to the republic for which it stands.
[0:51] One Nation under God, individual
[0:54] with liberty and justice all.
[0:57] - Do we have any citizens wishing
[0:59] to comment on agenda items?
[1:03] - No requests were received.
[1:05] - Okay, let's see.
[1:06] First we have mental health.
[1:10] We, so whereas mental health is everyone's overall health
[1:13] and wellbeing, and addressing the health needs
[1:15] of Fairview children use adult, seniors
[1:18] and families of fundamentally is fundamental
[1:20] to having a healthy community.
[1:22] And whereas all the, all people experience times
[1:25] of difficulty and stress in their lives with the prevalence
[1:27] of mental health conditions in our, in our nation,
[1:30] it's important for all members of the community to know
[1:32] that specific tools exist, which can be used
[1:34] to better handle challenges
[1:35] and protect one's health, be health and wellbeing.
[1:38] And whereas prevention is an effective way
[1:40] to reduce the burden of mental health conditions.
[1:42] And with early
[1:43] and effective treatment, individuals
[1:46] with mental health conditions can manage their mental health
[1:48] and lead full and productive lives.
[1:49] And whereas it is appropriate to recognize the importance
[1:52] of having Im, IM improving the mental health of all
[1:56] of our residents, let it be proclaimed that the city
[1:58] of Fairview recognizes the month of May, 2026
[2:02] as mental awareness health,
[2:04] mental health Awareness Month in the city of Fairview,
[2:06] when we encourage citizens, businesses, organizations,
[2:09] and agencies to work collaboratively to reduce the stigma
[2:12] of mental illness and to increase the
[2:14] mental health of our community.
[2:17] And let's see, we have,
[2:21] and whereas Americans have served every single day
[2:25] by public servants at the federal, state, county,
[2:28] tribal city, and in many other areas of public service,
[2:32] these unsung heroes do extraordinary work
[2:34] that makes our make our lives better
[2:36] and our nation stronger.
[2:38] And whereas public employees take not only jobs,
[2:40] but oaths to make cri crucial
[2:43] contributions in our communities in America,
[2:45] their tireless efforts are critical to the wellbeing of all
[2:49] who are served, sometimes even risking
[2:51] their lives for public service.
[2:53] And whereas day in
[2:54] and day out, public servants provide diverse
[2:57] services demanded by the American people
[2:59] and their government with deficiency and integrity.
[3:02] And whereas without these public servants at,
[3:04] at every level, con continuity would be
[3:07] impossible in democracy.
[3:09] That regularly changes its leaders
[3:11] and effective elected officials.
[3:13] Now therefore, be it proclaimed that the city
[3:15] of Fair recognizes that the week of Sunday, May 3rd
[3:18] through Saturday May 9th is public Service Recognition week.
[3:23] And all citizens are encouraged to
[3:26] recognize the accomplishments
[3:28] and contributions of our public employees at all level.
[3:31] So in regards to public works, I believe this ties in.
[3:35] I want to, I wanna say that outwardly, that is the group
[3:38] that outside of the walls of this building,
[3:42] they're the ones that are out there every week.
[3:43] And I want to appreciate them in storm.
[3:46] They, they, they're the ones
[3:47] that go out in the worst weather when
[3:49] we're hunkered down in our homes.
[3:51] So I I do recognize that, and we have one more here.
[3:56] Whereas in 1872, the Nebraska Board
[3:58] of Agriculture established data to be set aside for planting
[4:01] of trees, which is celebrated all around the nation as AR
[4:05] and, and the world is Arbor Day.
[4:07] And whereas trees can help produce the impacts
[4:09] of climate change by moderating the temperature,
[4:11] lowering heating and cooling costs, cleaning the air,
[4:13] producing oxygen, reducing erosion of topsoil by wind
[4:17] and water, and providing habitat for wildlife.
[4:20] Whereas trees in our city, increased property values
[4:24] enhanced our economic vitality
[4:25] of business areas in Beautif fire community.
[4:28] Whereas Oregon has proclaimed the entire month
[4:30] of April was ARB month.
[4:31] And whereas in 2026, the city of Fairview was designated
[4:35] by the Arbor Day Foundation in the Oregon Department
[4:37] of Forestry as Tree City USA, thank you very much,
[4:41] which recognizes the city's commitment
[4:43] to managing public trees through tree care standards,
[4:45] best practices and investments.
[4:47] Now therefore be proclaimed, the city of Fairview recognizes
[4:50] and honors a April, 2026 Harbor month in the city
[4:54] of Fairbury and en encourages the community to protect care
[4:57] for and plant trees for the benefit in future
[5:01] of future generations.
[5:02] Proclaimed on this to April 15th, 2026. Thank you.
[5:06] Thank you for letting me go through those council business.
[5:10] We're not doing Asian Pacific. Excuse me.
[5:12] - Did I miss, miss? Yep. I believe you have one
[5:14] - More.
[5:15] I did. Okay, let's see. Oh, here it is. I apologize.
[5:18] Thank you very much. Whereas official designation May is
[5:22] Asian American, native Hawaiian
[5:24] and Pacific Islander Heritage Month
[5:26] and was signed into law in 1992
[5:28] and celebrates all Asian Americans, native Hawaiians
[5:30] and Pacific Islanders, known as A-A-N-H-P-I, I have
[5:35] to make sure I say that right.
[5:36] Community whose variety
[5:37] of contributions have built our culture and society.
[5:40] And whereas we celebrate all of those who are in
[5:43] included within the A-A-N-H-P-I community, which is made up
[5:47] of culturally and linguistically diverse peoples,
[5:51] representing populations from many countries and islands.
[5:53] Whereas we recognize the Inable contributions,
[5:56] vibrant cultures and rich heritage
[5:57] of the A-A-N-H-P-I community.
[6:00] And whereas we acknowledge and appreciate
[6:02] and continue to seek the contributions
[6:04] and leadership of the many Asian American Native Hawaiian,
[6:07] and Pacific Islanders who have played significant role in
[6:10] our, in our local history, in the community fabrics
[6:12] and fields of science, education, agriculture,
[6:15] government commerce, and the arts, and many others.
[6:18] Now therefore, be a proclaim that the city
[6:20] of forever recognizes the month of May, 2026
[6:23] as Asian American Native American Native Hawaiian
[6:27] and Pacific Ary Heritage month proclaimed on this
[6:29] to April 15th, 2026.
[6:32] Thank you for bringing that up.
[6:34] The pages start together there.
[6:36] Next is budget committee member appointment process.
[6:41] I don't have a name who, who is leading that.
[6:47] - Did you want to leave it, mayor? Yes, please. I can.
[6:49] Thank you. The budget process, I want
[6:54] to just quick a little update on what occurred
[6:56] and kind of give some,
[6:58] some guidance we got from our legal attorney.
[7:00] So there was a, a member that was appointed back in January
[7:05] and he had written in
[7:07] and indicated that he would resign if the
[7:09] city got more applications.
[7:11] So he, he sent it in twice.
[7:13] So the last what, so what occurred,
[7:16] and correct me if I'm wrong dere on this,
[7:17] but what happened, the last counseling when,
[7:19] when the second gentle was appointed was that the counsel
[7:23] had a proclamation in the proclamation
[7:25] and was awarded that it would be contingent upon
[7:28] the first one re resigning.
[7:31] So our legal looked at it
[7:33] and said that actually the proclamation
[7:35] process was a little off.
[7:37] So I think it's, it is just, it is just more of an update
[7:40] for everyone we, we can strengthen up.
[7:42] But I also wanna let you know, I did send an email to
[7:44] that gentleman, said, you know, the situation
[7:47] as you had resigned, you said you had resigned twice.
[7:49] So I took that to be you
[7:51] resigned, we appointed someone else.
[7:53] So he came back through Councilor Rowan and said, I think,
[7:57] because I don't think I, I don't,
[7:59] I didn't receive any direct emails,
[8:01] but I think it was through Councilor Rowan, they came back
[8:04] 'cause I thank you councilor for bringing it up to me.
[8:05] But he came back, said, now I think there's something wrong.
[8:08] And so I did reveal with our legal,
[8:10] and legal said technically
[8:11] because he had not officially resigned,
[8:13] even though he indicated twice he would, he,
[8:15] he hadn't fully resigned.
[8:17] So I wrote back
[8:18] and said, okay, you're actually on,
[8:19] you are on the committee That's correct.
[8:21] By our legal. So I wanted to make sure, you know,
[8:23] legal we're sound, which we are.
[8:25] So I think the idea of having this on the agenda,
[8:29] and our mayor had asked to have this on the agenda,
[8:30] and the talk about is, is simply, and, and,
[8:33] and by the way, not just, I mean,
[8:34] I think it's a good idea of the agenda too.
[8:36] Don't get me wrong. I wasn't trying to call anybody out.
[8:38] But the idea is that first of all,
[8:41] I wanted to be aware of would've happened.
[8:43] There are options. Counsel could, you know,
[8:46] counsel could choose to thank the person for his service
[8:50] and remove him and then appoint someone else.
[8:51] The other person's appointed
[8:52] counsel can leave it the way it is.
[8:55] And then for the future, we just need to make certain,
[8:57] and we'll make certain internally, that if someone offers
[8:59] to resign such a, it's an unusual situation.
[9:02] I've never had this happen. If someone to offer to resign,
[9:04] then we'll just make that clearer to the council that, hey,
[9:07] if someone's off resign, and at
[9:08] that moment you can make a decision, we're gonna ahead
[9:11] and accept that resignation.
[9:12] Because by a state authority,
[9:14] this board can remove and appoint the members.
[9:16] You don't have to have anybody's resignation.
[9:18] You can remove any time
[9:19] and appoint anybody anytime you want.
[9:21] But we, from the staff side, will make it more clear about
[9:24] what the intent was and what we're recommending.
[9:27] So the council's a little more certain about it.
[9:29] And then as we adopt the resolution, then we'll make certain
[9:32] that the resolution is properly adopted.
[9:34] There was just some confusional language.
[9:36] I think the intent was that, you know,
[9:39] we thought things would just go the way it intended,
[9:41] but we thought it would be intended.
[9:42] It didn't quite go that way.
[9:43] So I think that's the basic update.
[9:46] I hope that covers everything, mayor.
[9:48] - I believe it does. Thank - You.
[9:51] - Is there, so at this point we are,
[9:57] do we need to revisit that last appointment
[10:03] resolution and modify it?
[10:05] Is that what we, we don't de
[10:07] - Go ahead. De Okay.
[10:09] - I I think it depends on, I mean,
[10:11] the way the resolution stands, the one person was appointed
[10:15] to redundant the first position.
[10:20] That second person at this time is not appointed
[10:23] because the resignation piece did not happen.
[10:26] Got it. So if counsel wants to make any changes to that,
[10:29] then they could make a motion.
[10:33] But it's up to you.
[10:34] - Okay. Is there any discussion from council questions
[10:38] on what's happened?
[10:40] - Yeah, I, I mean, I don't have any questions.
[10:43] I did get involved
[10:48] in a conversation with the budget committee member,
[10:52] Ted Toru, and, and, and looked at some emails and dates
[10:58] and reviewed the meeting
[10:59] because I wasn't here at the meeting.
[11:03] And, you know, based on everything that I saw and, and the,
[11:05] and the timing of such
[11:07] and communication from the city recorder back to,
[11:13] to Ted, I mean, it, it, it appeared
[11:16] where we're at today is really where we need
[11:18] to be from a matter of fairness and,
[11:20] and the timing of the way it was.
[11:22] And so I would recommend we just move on.
[11:26] And I know that his term expires at the end
[11:30] of 27, right?
[11:34] The end of 27. And we have a full budget committee now.
[11:40] We do. My recommendation just be, just
[11:43] to leave alone the way it is based on the sequence of events
[11:46] that happened and the,
[11:48] and the emails that transpired. Okay.
[11:53] - Any other comments or questions? Mayor? I'm sorry.
[11:58] I just wanna let, I'm sorry. May I speak?
[12:01] Yes, I hit the wrong button. I
[12:03] - I was looking for the light. It didn't
[12:04] - Pop up.
[12:05] I'm sorry. I hit the wrong light over here. I was gonna say,
[12:06] if the council wants, I'm happy to go through that email
[12:08] and go through the timeline and everything if you
[12:10] want information.
[12:11] So, I mean, it's actually a public record they want to, so
[12:16] - Okay.
[12:18] - If - Anybody requests that they can,
[12:19] they can request that from you. That is correct.
[12:22] - I, I would like to see those emails.
[12:24] - Yeah, happy to. Do you want me to go
[12:26] through it just briefly right now?
[12:27] Or you want me just to forward? No, just,
[12:29] - Just, just to forward them.
[12:31] - We're okay.
[12:35] - So it doesn't,
[12:36] it sounds like we have a full budget committee
[12:38] and we're good to go for right now.
[12:39] Unless anything else?
[12:40] - I, I don't know. I I mean, I don't think it's big secret.
[12:43] What I think, I'm kind of curious
[12:45] because I thought that this board had made its intentions
[12:48] clear that we were ready to move on and now we're not.
[12:55] I I am asking us, asking us.
[12:57] I, I thought that we had said, Hey look, if this,
[13:00] if Ted's gonna resign, then we will put this person in.
[13:03] And Ted said that he was gonna resign apparently
[13:04] twice, but Ted didn't resign.
[13:06] So we're just gonna say, screw it. And Ted can stay
[13:08] - Based on the language that was used that night.
[13:11] In fact, I even think you had a comment
[13:14] to the, to the same effect.
[13:15] It was always based on the resignation, not based on,
[13:20] or based on an accepted resignation because it hadn't been.
[13:24] So that's where we talked to legal, we talked to,
[13:30] we, we, we took a look at the,
[13:31] we took a look at the transcripts and everything else,
[13:34] and that's what it comes down to is there was a,
[13:38] our resolution was based on a
[13:40] resignation that did not happen.
[13:42] - Sorry, our intent was there,
[13:43] but yeah, we mumbled the words.
[13:45] - We, yes. - So is the intent still there
[13:48] or is the intent not there?
[13:50] - That's up to you. That's up to counsel.
[13:53] If you want to address it, we can address it.
[13:56] I believe it. Can you send those
[13:58] - To me too?
[13:59] Nathan? Why
[14:03] don't you just send it to everybody?
[14:05] I'm sorry, mayor, would you like me
[14:07] to run down print copies for everybody?
[14:10] - Do we need to? - No. Okay.
[14:12] - No, I have, I'm done right now.
[14:15] - Just order 'em tomorrow might be helpful. Yeah,
[14:18] - I didn't see the order.
[14:19] I apologize. I'm gonna go with Councilor Todd,
[14:21] - I asked, I, I guess I have a question
[14:25] and then based on that, an answer to councilor down line's
[14:30] question to, to council one.
[14:32] So is the, it's dead. There's a bug.
[14:37] It's the bug that goes with the flowers.
[14:39] Oh, spouse of this one over.
[14:44] So the, so my understanding then is without getting too deep
[14:47] in the weeds, that the, that the resignation that was
[14:51] offered was not a full resignation
[14:54] and it's not sitting out there for us to accept.
[14:57] Is that correct?
[14:58] - Yes. Ma mag bank council or Mayor, I'm sorry. Yes.
[15:02] So there were two emails written to Dere back in January
[15:07] that said if the council gets more applications,
[15:11] the first one said, the council gets more
[15:13] applications, I will resign.
[15:14] The second one said the council gets
[15:16] four or more applications.
[15:17] I resign. The council actually got seven applications.
[15:21] Four people were appointed ultimately.
[15:24] And so a week
[15:25] after that appointment, then we got an email back that said,
[15:30] said, I've decided not to.
[15:32] Okay. And that's where I wrote
[15:33] and said, well, from my understanding, you'd resigned.
[15:36] So legally I was incorrect. So I I accept that correction
[15:40] - From our, okay.
[15:41] So that, so, so
[15:42] what we should have done is when we got seven applications,
[15:46] messaged that person
[15:47] and said, Hey, we got seven, we would like your resignation.
[15:51] Now we didn't do that. That is correct.
[15:53] And so that's where we sit now where there was a statement
[15:57] that of intent to resign but not a resignation.
[16:00] And that's why we sit where we're at now. Am I correct?
[16:03] - That's correct. And once again,
[16:05] you wouldn't have known about the, the staff.
[16:07] We, we could, I could have done a better job explaining the
[16:10] last council meeting and I didn't.
[16:11] Okay. Because it's,
[16:12] it's the most unusual situation I've ever
[16:14] seen in this case. But, okay,
[16:16] - So with that in mind,
[16:20] I mean I still, I still have the feeling I did when we had
[16:25] the discussion before as far
[16:26] as getting new people involved in the budget process
[16:29] and including new people, building our bench,
[16:33] all those kind of things.
[16:39] One of the discussions we had was just going
[16:40] through this budget process
[16:42] and then replacing the person
[16:45] that we're discussing after this.
[16:47] But that was one stream of thought that,
[16:50] that we had in discussion of get through this budget,
[16:53] these budget meetings and then and replace.
[16:58] So I guess that's kind of where I'm at at this point,
[17:01] as rather than having to go through removing someone
[17:04] and replacing at this point.
[17:06] But I still feel like going forward that would be best.
[17:09] But considering what I now know about the
[17:13] not really resignation and it didn't get followed up
[17:16] and formally happened for us to accept, that's,
[17:22] I guess where I'm at is that we're sort of,
[17:25] we're in this bed for one more set of budget meetings.
[17:31] - Council President Nolan.
[17:35] - Yeah, I, you know,
[17:39] I don't think I have anything else
[17:40] to add just based on the discussion, what's happened here.
[17:43] I mean, I, I, you know, what, what started this is,
[17:46] and I know that our, our city manager's gonna send the,
[17:50] the email string out to everybody and it's not fair
[17:53] 'cause you don't have it in front of you to really look at
[17:56] as you, and,
[17:58] and like Nathan said, I mean this started on
[18:02] January 24th, 2026
[18:07] offering up, there are four applications that I would resign
[18:11] to let a do applicant take my place.
[18:13] But, you know, then where things started changing was,
[18:18] say recorder sending a message out on April 2nd, and,
[18:23] and I'm not reading, you don't want me
[18:25] to read the report forward.
[18:29] And it says here just an excerpt of it,
[18:34] the candidate is aware that counsel's approval
[18:37] for their appointment is based on your continuing
[18:40] willingness to resign.
[18:42] You are still the appointed member of the position
[18:44] until you confirm resignation.
[18:47] So I haven't seen anything
[18:49] after that date that, that did any confirmation
[18:56] to the, you know, for, for, for resignation.
[18:59] And then there was a follow up
[19:04] email from the city reporter on April the seventh
[19:09] that this indicated
[19:10] that the last interview round had two applicants.
[19:13] One was appointed to fill the vacancy
[19:15] and the other appointed with the caveat of your resignation.
[19:19] It was made clear to the applicant
[19:20] that the appointment was dependent on whether your existing
[19:23] member you chose to resign.
[19:26] So there's no doubt, I mean there's, you know, if you read
[19:29] through this, I mean, I think at least from my perspective,
[19:33] a city reporter is an employee of the city
[19:38] representing the city and,
[19:39] and trying to do the right thing each and every day.
[19:44] It, it, to me it's just very clear.
[19:46] Now, you know, some may have some, you know, other questions
[19:51] or, or doubts maybe as to what the best path would've been.
[19:55] But I just feel like we as a governing body are
[19:59] really obligated to, to, to live up to what we've said here,
[20:04] either through ourselves
[20:05] or through the folks that we work with and, and hire.
[20:09] We hire Nathan. We don't hire the, the city recorder.
[20:14] But it, it is clear to me the intent is to,
[20:22] it, it it is to have him still be
[20:25] represented on the budget committee.
[20:26] Now, if council just made some decision that, you know what,
[20:30] I just don't like it, I don't wanna do it, I think
[20:34] that's their prerogative to do that.
[20:37] But I just feel like we
[20:40] are just following the steps and the correspondence
[20:44] and the communication that happened.
[20:47] - And to me, it's just the right thing to do.
[20:50] - I have not forgotten real quick Counsel Weber.
[20:54] - Yeah, I don't think I have too much more to add.
[20:57] I will just say response to new counselor that, that night,
[21:03] my intent was based around the fact that
[21:06] this budget committee member had expressed intent to resign,
[21:12] had, had that not been part of the equation,
[21:14] I probably would have, I mean, I definitely would've
[21:18] nominated differently since I was the one
[21:20] that nominated them both.
[21:21] But yeah.
[21:23] And, and I still am in agreement that I am a huge supporter
[21:27] of getting new people
[21:29] and new perspectives into our committees.
[21:33] So I I do support that.
[21:36] But I hear what everyone has said about
[21:43] the intricacies of this situation and,
[21:47] and I understand if, if the course taken is to keep
[21:52] that member on the budget committee
[21:55] for this round,
[21:58] - We do.
[21:59] As it just so happens we do have
[22:00] that particular member here.
[22:02] If you'd like to come up and say something.
[22:04] I know you expressed an interest.
[22:05] I think it's, now's a good, an appropriate time.
[22:08] I have not missed you council, city manager
[22:12] and council. I haven't missed you either.
[22:14] - Thank you, mayor. I think you guys deserve an explanation.
[22:19] - Sure. - In January when I applied
[22:24] and I was interviewed, I was not doing very well.
[22:29] I have a bad disease. PHI I'm not supposed to talk about it.
[22:32] And it's very debilitating.
[22:35] And I didn't know at that time that if I could,
[22:37] that I could serve.
[22:39] And when I looked at a list
[22:40] of applicants, there wasn't enough.
[22:42] And I thought, well, you know, if, if they find somebody,
[22:46] you know now in January I will resign at that time.
[22:51] Well, from January to April working with two other docs,
[22:55] I got a little better and I am doing better.
[22:59] So when there was no advertising that I could see on the,
[23:05] on the website, I thought, well, there's no one else there.
[23:08] And then all of a sudden I find out
[23:10] that they're appointing people from my position
[23:13] when I really, like I say, my health changed
[23:18] and that's what changed my wanting to stay and not resign.
[23:22] It was nothing to do with any other reason.
[23:25] And I'm still suffering with it,
[23:26] but I've had it for two years
[23:28] and it's, it's not a neat thing.
[23:30] Plus it's other stuff I got. But that's immaterial.
[23:33] But that's the reason from January to April
[23:36] that I changed my mind.
[23:38] Okay. And as I said, I love this city.
[23:41] I was a counselor, I was a mayor, you know,
[23:43] and I like to serve the city.
[23:45] - That's what I like. That's what I try to do. Okay.
[23:48] Appreciate that insight. Thank you.
[23:52] I will get Councilor Copeland.
[23:57] Well, I'm not,
[23:58] - I'm not sure my question's relevant anymore.
[24:00] That helped clear things up a little bit for me.
[24:04] I was, I was just gonna ask, so prior,
[24:07] after the email, emails that counselor Owen read,
[24:11] did you say there was an email sent to you saying
[24:15] that he would no longer like to resign?
[24:18] Is that the under, is that my understanding?
[24:22] - I'm happy to, I if I may, mayor. Yes,
[24:24] - Please.
[24:25] - Let, let, yes, let me, I thank you.
[24:28] So let me, let's really quickly.
[24:30] So in January, Ted sent an email saying, I intend
[24:33] to resign if the other applicants,
[24:35] he reiterated again the same thing.
[24:38] And then fast forward along, we got to the point.
[24:41] So our understanding was, I want you,
[24:43] this was not something documented,
[24:44] it's just internal discussion.
[24:45] And internally we talked. Well, he said he resigned.
[24:48] Said he resigned. So when we put together the intent from
[24:52] staff's point of view, at least, was that
[24:54] we have an applicant who said he resign.
[24:56] So that's why we weren't really concerned.
[24:59] We brought to the council,
[25:00] thought everything was good, it was approved.
[25:03] Our city recorder sent an email
[25:05] and said, Hey, just to let you
[25:06] know, are you planning on resigning?
[25:07] 'cause we just adopted this. And then we got an email back
[25:10] that said, no, I'm not resigning.
[25:12] This was a week after, a full week
[25:13] after the, the de the appointments were on the April 1st.
[25:17] We got an email back on April 8th and not resigning.
[25:20] Well, I was faced with a choice
[25:21] because here I am, what do I do?
[25:23] So as city manager, I take full responsibility.
[25:25] I looked through it and thought the intent was to resign.
[25:28] And so I wrote him an email
[25:29] and said, thank you for your service.
[25:31] You know, counsel's appointed someone.
[25:33] And you know, and then of course I had some feedback that,
[25:36] that might not be proper.
[25:37] So I checked with our attorney and my, an attorney
[25:39] and I went over it and she said, legally
[25:43] that's not correct in naturally resign.
[25:44] So I wrote back and said, I apologized for my error.
[25:47] And legally you are still on the count.
[25:50] On the count, I'm sorry, on the budget committee.
[25:52] So I want you to know where I stood
[25:54] and what I did, what I did.
[25:55] And I certainly apologize that I didn't realize
[25:58] that was a legal standing,
[25:59] but I was going with the intent
[26:00] that we understood from staff
[26:01] and what I understood from counsel.
[26:03] - So - Did that answer your question, counselor? Yeah,
[26:07] - Thank you.
[26:08] - You're welcome. Okay.
[26:10] - I I have no problem. Table listen, tabling this
[26:12] until the 1st of January or 1st of June.
[26:14] Sorry. Let's get through budget and we have what we have.
[26:17] Let's work, let's not rock the boat. Yeah. Until after.
[26:21] - We can address it at a later date. Yep, exactly.
[26:23] Is that what I'm hearing? Yes. Okay. Excellent.
[26:27] We have a full budget committee. Let's see.
[26:31] We have city manager reports.
[26:35] MCSO report.
[26:38] - Mayor, if I, yes.
[26:39] If I may, I want to
[26:41] introduce our Public works director first.
[26:42] - You, you're right. I knew that we talked about We are so
[26:46] so It's not polite if it's not on the paper.
[26:49] I ******* well
[26:51] - It all came to, I apologize.
[26:53] No, no, it's fine. Thank you.
[26:54] I want to just introduce Silas Richardson
[26:57] and he was most recently the Public
[26:59] Works director at Gladstone.
[27:00] And he has, I wonder if I'll have him introduce
[27:03] himself more to his report.
[27:04] Yes. Because he'll be up there.
[27:06] But just have, do you wanna go up now? Talk about yourself.
[27:09] Okay. I'll have him just say a few things and why not
[27:12] - Let's, let's shake it up.
[27:13] Do the report. Yeah, bring it, do your report come
[27:15] - In.
[27:16] And then we'll to the sheriff's office that we're,
[27:18] - We're not, - We're really excited to be here.
[27:19] He is already been crazy busy. No, that's
[27:23] - Great.
[27:24] Welcome. Welcome to, welcome to Fairview.
[27:26] - Thank you. I'm happy to be here.
[27:27] It's, it's been, it's an honor and yeah, it's been great.
[27:31] Two weeks drinking from a fire hose as they say,
[27:34] or climbing up the hockey stick.
[27:36] Trying to absorb as much as I can.
[27:38] But a little bit about me, I'm local.
[27:43] Grew up in East County. Let's see, went to Barlow
[27:48] East, orient Mountain Community College, put myself
[27:50] through college and during that time
[27:53] just worked in farms around the area.
[27:55] Berry farms and local construction jobs.
[27:58] Got an excavating in the mid-county sewer kind
[28:00] of boom back in the late eighties, early nineties, working
[28:04] for local excavators
[28:05] and then took a little time off in college.
[28:08] Did AmeriCorps for a year where I was in TR Lake Washington.
[28:12] And I got connected with the city.
[28:14] Aggression, became a seasonal and
[28:17] after graduating from Oregon State,
[28:20] started my career in public works, worked my way up
[28:23] through at the city of Gresham and kind of got to the top
[28:26] and needed to branch out.
[28:28] So Portland Water, Gladstone and here.
[28:33] So I'm happy to be here.
[28:34] I've been in public works pretty close to 27 years.
[28:40] Happily married, stepdaughter daughter
[28:43] that's in New York City, not a student.
[28:47] So just happy to be here, love the industry
[28:50] and I'm eager to just really help out
[28:52] and continue building the team
[28:55] and making good moves for public
[28:57] - Works.
[28:58] So
[28:58] - If you ever wanna know anything else, hobbies?
[29:01] I, I like to ski, but I'm kind of limited now.
[29:04] Got a little bit of arthritis in the bones from
[29:06] all the skiing I did when I was younger.
[29:07] But I do a lot of walking, some hiking and my wife
[29:10] and I like to travel so that's kind of our thing now.
[29:13] So, but yeah, it's really good to be here.
[29:16] I'm sorry if I'm a little nervous
[29:18] and I've only been here two weeks
[29:19] so my report's gonna be a little short,
[29:21] but I'll tell you what I do know.
[29:25] I think my report is, is in good standing
[29:28] when I've seen a public works over the last two weeks.
[29:31] And what I've gotten from the operations manager is we've
[29:33] been doing a lot of routine tasks, mainly in parks,
[29:38] a lot of mowing right now the grass has grown
[29:40] so they've been taking care of the regular mowing as well
[29:43] as RightWay and alleyways.
[29:45] They're doing the regular inspections of parks
[29:48] of all the playground equipment,
[29:50] making sure they're in good working order, the garbage runs.
[29:52] There's a little bit of an uptick
[29:54] now 'cause more people are out.
[29:55] So they're making sure all the garbage is picked up.
[29:58] Special projects and parks.
[29:59] We've been doing some dock work at the docks that we have.
[30:03] I don't know exactly where they're at,
[30:05] but I know there's two of 'em.
[30:07] One of 'em is at Fairview.
[30:08] - I I pass by one of them all the time
[30:10] and my wife elbows me.
[30:11] When is that gonna get fixed?
[30:13] - We've got both of them on slated to get fixed.
[30:16] One of 'em is done I believe, and the next one is up.
[30:19] So they should be fixed by
[30:21] this summertime when we start getting into the summer.
[30:26] Let's see, what else For parks we're,
[30:29] we're working on hiring some seasonals for the season.
[30:32] We're in that process. And then just the general public
[30:36] calls that come in, just asking about maybe a
[30:38] low branch or this or that.
[30:40] Also been working with engineers, engineering
[30:43] or civil tech to identify
[30:47] and put together also the operations manager.
[30:50] Different concrete repairs that are needed.
[30:52] Down pathways within parks
[30:54] and different areas that are city owned.
[30:56] So we've got a couple different projects
[30:58] that we're putting together for that for some repairs.
[31:00] That'll be coming up here as well.
[31:04] One other thing they're doing is a lot
[31:05] of shrub bed maintenance right now
[31:07] and some herbicide application in when, when it's needed.
[31:09] So that's storm water wise we're doing
[31:14] regular inspections of outfalls, especially
[31:17] during rainy times and just making sure
[31:19] that the system is working correctly.
[31:21] Our engineer tech is working on the
[31:23] N-D-P-E-S permit renewal.
[31:25] That's our permit with DEQ. He's always working on that.
[31:28] Yeah, it it's almost like Daniel, it really is.
[31:32] 'cause you're around Waterwise.
[31:36] We did have a little bit of a hiccup at R, well eight, one
[31:40] of the three phases for the VFD blew a fuse.
[31:45] It's just related to age. May have been a surge in power.
[31:48] PGE did come out and look at it
[31:49] and said that the power incoming was good,
[31:52] but we had a service call so we replaced all the fuses
[31:55] and have scheduled some other
[31:57] maintenance here in the next month.
[31:59] Just to kind of clean up the VFD.
[32:00] It's, it's aged, it's about 15 years,
[32:02] which is typical life of A VFD.
[32:05] So we'll be talking about what possible, what's a VFT?
[32:07] A V FD is a very variable frequency drive. That's
[32:10] - How you make a motor change
[32:11] speed without changing voltage.
[32:12] - Correct. Yeah. - How how big is that? 400?
[32:14] - 800? I don't know the actual capacity.
[32:17] It's a four 80 volt. I know that.
[32:19] Yeah, but I don't know the size of the motor so big.
[32:22] But anyways, that happened.
[32:25] We also had a little hiccup with our transducer for one
[32:28] of our reservoir levels.
[32:30] Crews climbed it and did some repairs to it.
[32:33] So it's, it's functioning
[32:34] but I think we're gonna have to probably replace it as well.
[32:36] So that's kind of what's been going on in water.
[32:39] Otherwise it's just routine.
[32:41] They're continuing on with flushing right now.
[32:43] They're almost done with south of Sandy,
[32:45] a couple more streets to take care of.
[32:47] And then they'll be on the north side of Sandy doing the,
[32:50] I guess they call that the lower pressure zone.
[32:53] But flushings going real well.
[32:55] And then routine sampling is going on just for
[33:01] regulatory reasons and then for daily samples
[33:04] that we're doing just for chlorine residuals
[33:06] and other orthophosphate to make sure
[33:10] that levels are in good conditions.
[33:12] So wastewater, we've just been doing a lot
[33:16] of different customer calls related to repairs for,
[33:20] for customers, just giving information that's needed,
[33:23] talking through processes and stuff.
[33:25] So let's see some other stuff that's going on.
[33:31] Well, 10 is progressing well.
[33:35] The driller recently reached what we believe is the,
[33:38] what GSI, the consultant believes is the sand
[33:41] and gravel aquifer.
[33:42] So they're at about, they got to 491 feet,
[33:46] which was the level that they wanted to see.
[33:50] But what's called the confining unit of clay wasn't quite
[33:54] as thick as they were anticipating.
[33:57] So we exploratory, drilled another 50 feet
[34:01] to check and the results were proved out
[34:05] that we were within the, the aquifer that we need to be in.
[34:09] So that's good. The next
[34:13] work has also begun on one of the buildings.
[34:18] So they're starting to do some foundation work,
[34:20] some footings, some forms that'll be happening.
[34:23] And then this next week it's anticipated
[34:27] to start putting in the permanent casing as well
[34:31] as the seal at the base of the well,
[34:33] which seals in the screen where the motor
[34:36] and the pump will actually sit in the bottom of the well
[34:39] and that'll encapsulate the make sure that the water
[34:43] and the aquifer that we're pulling from goes up
[34:45] through the casing basically.
[34:47] And we get that water and nothing else with that.
[34:50] However, there will be 24 hour work.
[34:53] So we just learned that today
[34:55] and we're starting, notifications will be
[34:58] hanging notices on homes.
[35:01] It's, it's a job where once they start they can't stop
[35:04] because for
[35:05] - How long?
[35:06] - For one day. - Oh hell, I can deal with
[35:08] - That one day, one night and
[35:10] - I can set my clock by those guys firing I rig
[35:13] - Up.
[35:14] It won't be as noisy as the regular drilling. Okay.
[35:16] - It's actually, it's so full disclosure,
[35:18] I live one lot away from it
[35:20] and it actually, they have been amazingly unobtrusive.
[35:24] There's a really low rumbling that relative
[35:28] to the planes on the ILS runway, you know,
[35:31] two eight right approach.
[35:32] It's quieter than that.
[35:34] - So. So that's probably what you'll hear at night.
[35:36] So if you like white noise it might actually, yeah,
[35:38] - It might be beneficial.
[35:39] My wife will sleep better or something. I don't know.
[35:41] Yeah, you might get a good night sleep though.
[35:42] - There you go. So that is happening
[35:44] and we will, we will be putting door hangers on the 250
[35:48] - Radius - Thank you. Homes tomorrow.
[35:50] - So, because otherwise calls will happen. Yeah.
[35:52] - And I believe, we'll why are
[35:53] - They working around the clock? Yeah, they kind of,
[35:56] - Yeah.
[35:57] And if we would've known sooner, we would've done it sooner.
[35:59] But I think we're also posting it on the website.
[36:02] Maybe social media too.
[36:03] But that just happened at the end of the day today.
[36:05] So we're working feverishly through that.
[36:08] Let's see, the project manager,
[36:13] Nate Mid Ley, has been working with 12 mile disposal
[36:16] to coordinate bulky item pickup for multi-family residents
[36:20] as part of the May spring cleanup event Outreach.
[36:24] Outreach has been finalized
[36:25] to all multi-family property managers
[36:28] and they're now scheduling pickup dates with the
[36:30] - Collector. So
[36:31] - That's been going on in recycling
[36:36] Type of work that we do.
[36:38] Also, the city recently submitted a metro
[36:43] local share application to access funding
[36:45] for park improvements at s ponds.
[36:48] Metro had set a deadline for jurisdictions
[36:51] to get under contract by the end of June,
[36:53] which is now on track.
[36:55] The city's now on track to meet some of the improvements
[36:58] that we're gonna try to
[37:00] accomplish are improved site parking,
[37:02] including some A-D-A-A-D-A parking space,
[37:06] a covered picnic area, some invasive species removal,
[37:09] some native plannings, new educational signs
[37:14] and additional plat fishing platforms on the east pond.
[37:19] The majority of which were included in the 2017
[37:22] Master parks master plan.
[37:25] I think the project will also include a robust community
[37:27] engagement process, but it's all in kind
[37:30] of application form right now.
[37:32] So that's in the works as well.
[37:38] And lastly, there's some other items. Sorry,
[37:42] - I just got an email.
[37:45] - So - I just wanna point out, he's been here two weeks
[37:48] and he said this was gonna be a quick report. Oh, okay.
[37:51] - Three, three more things and I'm done.
[37:56] Our civil engineer tech,
[37:58] he's also working on A-C-D-B-G design project
[38:00] with all county as well as a CD BG reimbursement processing.
[38:05] He's working on
[38:08] updating city standards and specs.
[38:11] He's compiling PCI and traffic count data
[38:15] and some multimodal inventory for odot.
[38:18] And he's reviewing different right
[38:20] of way private development projects that are coming in.
[38:22] So that's my end of report. Thank you very much. You're
[38:26] - Pretty in depth for two weeks, man.
[38:27] For two weeks. That's pretty good. Okay.
[38:30] I'll get better too. So, and quicker.
[38:33] I, you know what, we're happy you're here. Thank you.
[38:37] You know, not to belabor who, who is left
[38:39] or who wasn't, who isn't here,
[38:41] but I kind of felt like we finally had a management team.
[38:43] We finally had some solid footing and damn John.
[38:46] Okay, we're gonna lose one,
[38:48] but we're very happy you're here.
[38:49] Very happy to, happy.
[38:51] - Thank you. So thank you. Thank you very much.
[38:54] - Is there anything else you wanted to say?
[38:56] I something Oh yes, please.
[38:59] - And I will email you about this
[39:01] 'cause I know that you're, you're new, so a lot
[39:03] of this probably won't make sense to you,
[39:05] but I am having an issue over on Chinook Way.
[39:08] So I live in the town homes on the south side of the street
[39:12] and there's apartments across from us
[39:14] and there's two sections where the, it's kind
[39:17] of set back from the street to allow for angled parking.
[39:21] Yep. So the issues we're having on this street is one,
[39:24] we have a ton of people that park the wrong
[39:26] way all over the place.
[39:28] And then these angled spots, there's room
[39:31] for four cars if properly parked,
[39:34] but it leaves enough room for a small car
[39:37] or a huge giant truck to park there, which
[39:42] they're a third of the way into out of the street.
[39:45] And the rest of them it's walking the street
[39:47] and multiple times I've seen it
[39:49] where there's no way a fire engine could get through there.
[39:51] So wondering if we could possibly look at painting
[39:57] stripes and then the cross out
[40:00] or the section that is the note parking
[40:02] and maybe even like some signs for front end parking only
[40:05] because when people back up, I mean,
[40:08] we'll have people parked this way
[40:09] and then somebody else is this way
[40:10] and then somebody else comes around this way
[40:12] and it, it's just, it's chaotic.
[40:15] - I, I've actually heard this
[40:16] and it's on my to-do list, so Okay.
[40:18] I'm, I'm working on it and coming up with a plan.
[40:20] I'll be working with the operations manager. So there's,
[40:22] - Okay.
[40:23] And, and to piggyback on that, all
[40:24] of the pocket parks in the village, you're, we sandbag you.
[40:28] 'cause there's three of us who live in the village, the all
[40:32] of the pocket parks are not, there's no parking.
[40:34] They're under 20 feet by state code.
[40:37] Tell that to the moron who decides
[40:38] that they've gotta do whatever and park there.
[40:40] And I've gone out and said, Hey,
[40:42] you really can't park here if a
[40:43] firetruck has to get through an ambulance.
[40:46] And those curves hadn't,
[40:47] those curbs haven't been read in over a decade.
[40:51] So it would be really cool if we could paint all
[40:53] of the stuff that's no parking in the village, at least,
[40:56] you know, for the next few years to be able to say,
[40:58] Hey, you can't park there. Yeah.
[40:59] - Also signs in the alley.
[41:01] 'cause that's the other part that we struggle
[41:03] with is there's limited parking.
[41:05] So then people park in the alley
[41:07] and they're, you know, half their cars on the black top.
[41:10] They're just parked in front of the garage, but it's not an
[41:13] - Accident.
[41:14] And then I go down and I yell at them and yeah.
[41:15] And then call it in. And
[41:16] - Same thing like the concern is that a fire engine would,
[41:19] would not be able to get through.
[41:20] - I completely understood. If you could get a list
[41:22] and give it to Nathan and we will discuss it and I'll,
[41:26] - He's jotting things down. I will
[41:28] - By the way, as I can. Perfect.
[41:30] - Email. Nathan. - Thank you.
[41:33] - Thank you. Thank you. And welcome. Welcome. Yeah. Yes.
[41:36] Is there anything else you wanted to say
[41:37] or was that left on from last time?
[41:39] That's all Mayor. Thank you. Okay, thank you very much.
[41:42] Do we wanna start off with MCSO Down?
[41:56] - All - Right, good evening. And with respect
[41:58] to Councilman Todd,
[41:59] I know if it was represent your favorite English premier
[42:02] club outta worn all my Manchester United gear
[42:05] and we can go start with a turf war in here
[42:07] and we'll start throwing beer steins at each other.
[42:13] Chelsea is, they're well below in terms
[42:18] of dislike Liverpool leads Man city. Yeah,
[42:21] - But we've also won every trophy that exists.
[42:23] - It's true. You have, yeah. So we
[42:26] - No you haven't, you don't have a club World cup
[42:28] and you don't have a conference league.
[42:30] Let's move on to your report.
[42:33] - Okay. - Tonight on ESPN,
[42:36] - I have a T-shirt that lists them all with pictures.
[42:39] Is that a mic drop
[42:40] - Moment?
[42:43] - Alright, anyway, do your actual Yeah, what's that? Yeah,
[42:46] - Yeah.
[42:48] - All right. So March was again a relatively quiet month,
[42:53] 581 calls for service 300 and
[42:58] or yeah, 361 of those were self-initiated.
[43:01] 220 were actually dispatched calls for service
[43:05] 191 traffic stops were done in Fairview.
[43:08] And I'm sure some of you might have seen maybe this week,
[43:11] I know they've been hitting it again this week
[43:13] with traffic missions throughout the village
[43:15] and throughout all the different areas.
[43:17] So hopefully for April we'll be able
[43:22] to have even more for cases
[43:26] in the detective unit.
[43:27] There were nine that came in.
[43:28] Nothing really of note that came in.
[43:31] If anyone has any questions specifically at the end,
[43:34] I can kind of answer those.
[43:35] But there were nothing, nothing too egregious that came in.
[43:40] I do wanna mention all the crime categories, person property
[43:44] and society crimes.
[43:46] We talked about it on Monday. Person crimes in Fairview.
[43:50] Slight decline over the course of the last year.
[43:53] Property crimes, more notable decline over the
[43:56] course of the last year.
[43:57] And society crimes, which would be kinda like your drunken
[44:00] disorderly, those kind of problems
[44:02] for some reason they've kind of gone up a little bit,
[44:04] seeing a little bit of a spike.
[44:05] I don't have any analogy as to why.
[44:08] Usually we see those in the summer months.
[44:10] So not St Patrick's Day could have been, that usually in
[44:14] and of itself will cause a big spike,
[44:16] but that's usually more downtown Portland.
[44:18] So one stolen car over
[44:22] the, the last month.
[44:26] And really that is about it.
[44:29] Of note, does anyone have any questions about
[44:32] activity levels?
[44:34] Any questions from our law enforcement community?
[44:38] No, not good. I will mention that there has been
[44:42] a change in, I guess, leadership positions
[44:45] and movement throughout the sheriff's office in the last
[44:48] couple weeks due to a a retirement.
[44:51] So with that, I am now also covering the River Patrol
[44:56] dive team and the civil unit.
[44:59] So it's been a little bit busy the last couple weeks
[45:03] once Captain Hacker's back and I think he's in town now,
[45:06] but starting next week I will be out at River Patrol
[45:09] and Civil for the foreseeable future
[45:11] until we can get some people hired and positions replaced
[45:15] and maybe they'll let me come back.
[45:17] Okay. So for the foreseeable future,
[45:19] you probably won't be seeing me here.
[45:21] So I wish I'd have known, I would've definitely won
[45:23] if I do get asked to come back.
[45:25] It's almost a guarantee at this point, regardless of
[45:27] what the sheriff says, so.
[45:30] Excellent. Well thank you so much. Appreciate it. Thank you.
[45:33] Alright, so we've kind of scrambled everything up.
[45:35] Where do we wanna go from here, Mr. City Manager?
[45:37] Pick between, let's go
[45:38] to our community development directors
[45:40] and our recreation director then you got it.
[45:42] Plants and me Community development. Why not at this point?
[45:47] It's all up in the air next time.
[45:49] Can we do it by color or pick your favorite color is pick.
[45:53] Pick a number. Pick a number. I I, I like.
[45:58] - That's right. All right. Good evening,
[46:00] mayor Cona and counselors.
[46:02] So I'm gonna go through the different areas
[46:05] of community development.
[46:06] Permitting has been sort
[46:09] of on the quieter side this last month,
[46:11] but we've been using that time
[46:13] to do some other improvements, including
[46:16] the e permitting system is now allowing people
[46:19] who need a public works permit, like a right of way permit
[46:23] to do a sidewalk replacement to apply directly
[46:27] for their permits online.
[46:28] Whereas previously it's had to come
[46:31] through our permit technician on A PDF or on paper form
[46:35] and she's had to do all of that work.
[46:37] So we're glad for another streamlining process improvement.
[46:40] I think that will be helpful for the customers
[46:43] and hopefully help to encourage people to
[46:46] schedule their inspections and close out their permits.
[46:51] Let's see, in code compliance,
[46:54] we've been having the typical busy springtime activity
[46:58] letters have gone out.
[47:00] We're trying to make sure that people
[47:02] who own particularly vacant lots are mowing their lots.
[47:07] I know that there are some like nearby
[47:09] where the grass is getting quite long just due
[47:11] to our early spring season here.
[47:13] So we've been working on that.
[47:16] Also, union Pacific Railroad was out today doing
[47:22] some camp clearing
[47:23] and posting along the railroad on the south
[47:27] side of I 84.
[47:30] There were two to three camps in that area
[47:34] and that's been something
[47:35] that we've been working on a lot over
[47:37] the last couple of months.
[47:39] Both coordination with the railroad and ODOT
[47:42] and the Hope team to post
[47:46] and help people move along
[47:47] and then schedule the, the cleanup as needed.
[47:53] We've also been trying
[47:55] to tackle more vehicle storage issues
[47:58] as our code compliance officer John has just been more
[48:01] proactively working.
[48:04] There's just a lot of vehicles being improperly stored,
[48:07] both on the street and on private property.
[48:09] So those are, there are a number of cases for that as well
[48:14] as some related to home occupation businesses.
[48:17] So we are working through those as well.
[48:22] Let's see, in planning, we've been doing some coordination
[48:27] around future applications, which may be development
[48:32] or code amendment applications coming forward.
[48:35] So we're just doing, I think a lot of early coordination
[48:38] with applicants right now.
[48:41] We also are preparing for the May 6th work session
[48:46] to bring forward some proposed tree
[48:48] amendments to the city council.
[48:51] Following up on the Arbor Day proclamation, the
[48:54] Oregon Department of Forestry did a press release announcing
[48:58] the Tree city USA designation for Fairview.
[49:01] So that got picked up by the Outlook
[49:03] and some other news outlets
[49:05] and we're working on getting a spot to hang up the
[49:10] road signs that, say Tree City USA
[49:14] in economic development.
[49:17] There been a few businesses that we've been coordinating
[49:21] with lately who are interested in leasing some
[49:24] of the vacant commercial spaces
[49:25] and interested in the grants.
[49:27] So there are three businesses right now
[49:30] that I think are making good progress, a mix
[49:34] of different commercial businesses.
[49:35] So I'll be eager
[49:38] to share more information once we actually get
[49:41] an application turned in.
[49:43] Yeah. So that's it
[49:45] for community development today. Unless there are any questions,
[49:47] - Does council have any questions? No,
[49:49] - Just congratulations on Tree City.
[49:51] - Oh, thank you. I mean, yeah,
[49:52] - That, that was a long time coming
[49:54] and when I first started on planning
[49:56] and asked about it, it was like,
[49:59] and now that we are, it's like, yay. So yeah. Yeah.
[50:02] - And we're looking forward to some
[50:04] of the capital improvement projects like the community
[50:07] development block grant sidewalk project
[50:09] that will be happening in historic Fairview
[50:11] as an opportunity to implement some
[50:13] of the New Tree standards. Cool.
[50:14] - That's fantastic. I know I shared with you one-on-one
[50:17] that my appreciation for getting that done as well.
[50:20] Real quick, I don't think it's anything,
[50:23] I don't think there's an encampment yet,
[50:25] but I've noticed some increased activity on the heart
[50:28] of Fairview site in Long Halsey.
[50:30] Just East Village Street. There's the,
[50:32] there's the depression where the grade is level
[50:34] with the sidewalk and then just right up on top of the hill,
[50:37] I've noticed an accumulation of stuff.
[50:41] - Okay, we'll go check it out. Okay.
[50:42] There's been, that has is a popular spot.
[50:45] There's been a couple that,
[50:46] - Yeah, yeah.
[50:47] It kind of comes and goes but,
[50:49] but as a city owned property, I thought, yeah, it might be
[50:53] kind of good and and
[50:54] and the funny part is it's not very well hidden.
[50:57] Right. It's, it's pretty obvious. Yeah,
[51:00] - It's very close to the road.
[51:01] - Okay. Excellent. Yeah, - Thank you
[51:02] for letting me know. No
[51:03] - Problem.
[51:06] Recreation.
[51:19] - Good - Evening, mayor Council, I'll start off
[51:21] with Play East.
[51:24] So we have our spring
[51:25] and summer registration is open for folks
[51:29] who look at programs.
[51:31] We have, you should got the guide in the
[51:33] mail earlier this month.
[51:35] We're excited to start offering two new programs
[51:39] with two new providers.
[51:40] One is Webby Dance,
[51:43] but they will be actually doing gymnastics
[51:45] as though this is something that the community
[51:46] has been asking for.
[51:49] We also are going to be partnering up with soccer shots,
[51:52] offering weekend programming as that.
[51:55] Again, something that the community
[51:56] has been looking forward to.
[51:58] So we're excited. Currently we have 276
[52:03] registered participants and we still have many programs
[52:08] to open for registration.
[52:09] And we are projecting to end the spring term
[52:13] with about 300 registered participants.
[52:15] So this is an increase of 12%.
[52:16] So we're kind of seeing that pick back up.
[52:19] I know we had seen some decline earlier this year,
[52:24] last month we also held a fundraising dinner
[52:28] with AG Burrito shops, the Wood Village Shop, Dale Gresham,
[52:32] lake Oswego Burrito Shop.
[52:33] We finally got the amount that we raised from that night,
[52:39] a little more than $1,100.
[52:40] So that goes towards our fundraising efforts
[52:43] and we're excited about that.
[52:46] We're, we also have a grant partnership
[52:50] with the rental school district.
[52:51] So they applied for a grant
[52:53] to help their McKinney bentos program students.
[52:56] So that's a program that we'll be coordinating to offer
[53:01] free programs to those students that are participating in
[53:03] that program from the school district.
[53:07] Also, play East participated at both city events,
[53:11] which went really well.
[53:13] Now for the recreation side.
[53:16] Obviously ties into the Easter event that was held
[53:19] the first Saturday in, in, in April.
[53:23] We estimate anywhere from 1,215 com 1500 community members
[53:27] attended, which was a great success for us to see.
[53:31] We held this first year that we did a mini parade
[53:35] that highlighted Play East participant
[53:38] MCSO, the Easter Bunny.
[53:39] And our mayor also walked during that small parade there.
[53:44] This year was our first year where we also obtained
[53:48] sponsorships that really helped reimagine the event.
[53:52] And so a big shout out
[53:53] and thank you to our platinum sponsor,
[53:55] first Community Credit Union, our gold sponsor,
[53:58] Smith Brothers and our silver sponsors,
[54:00] river City Environmental.
[54:02] With their help, we were able to add new enhancements
[54:06] to the event as a petting zoo balloon animals professional
[54:09] photographer with the Easter Bunny.
[54:12] And then we got some free items to give away to the kids.
[54:16] It also really helped us to
[54:18] enhance our sensory friendly area.
[54:21] That was a big thing
[54:23] that the city had been doing for many years.
[54:25] And so it was just a great opportunity
[54:27] to enhance that section.
[54:29] That was also a great partnership that we collaborated
[54:31] with Fairview Elementary and their STEM Pro step program
[54:35] and the Oregon Autism Society that helped really shape that.
[54:41] A big thank you to all our volunteers
[54:43] and vendors that helped make the event what it was.
[54:46] A big thank you to the Public Works team.
[54:48] Corey, Tyler Christie for helping, and Kevin
[54:52] and Garrett for helping for the event as well.
[54:55] Also the recreation team.
[54:57] And a big shout out to Annie
[54:59] who really coordinated this whole event.
[55:01] So that, that's it. And I'll end your name. Any questions?
[55:07] - I think the only question I have is, remind me,
[55:10] I sincerely apologize,
[55:11] I should have this date ingrained in my brain.
[55:14] When is our fund, when is the place Fundraiser night over
[55:17] at Fairview Food Plaza.
[55:18] - It's Thursday, May 14th.
[55:20] May 14th, starting at 6:00 PM Commu, it's open
[55:23] to all community members to come celebrate with plays.
[55:27] There'll be food raffle tickets for raffle baskets,
[55:30] and then some small performances and some videos
[55:33] and photos of what place has been able to do throughout
[55:37] - The year.
[55:38] So shameless plug to this council,
[55:40] I would love to see us there.
[55:42] It's, it, it's a great event.
[55:45] Just being absolutely shameless on that. Any questions?
[55:51] I, Nope. I think we're good. Awesome. Thank you so much.
[55:53] Thank you. That takes us down
[55:57] to Dr.
[56:00] City Manager or do we wanna start with city recording?
[56:03] City recorder slash HR slash little bit of everything.
[56:08] - So good evening mayor and council.
[56:10] So I'm gonna start off with it.
[56:13] She's been really working hard, learning
[56:16] all things 365.
[56:19] One of the more exciting things
[56:20] that came out is there's a program
[56:22] that she is entering, I shouldn't say entering.
[56:26] Yes, I guess entering is the right word.
[56:28] All of our city devices into this program.
[56:31] And it will allow her to push apps out
[56:34] and also retrieve apps
[56:37] and give, you know, instead of having everybody have
[56:39] to load an app on their phone, she can just blanket do it.
[56:46] She's also rolled out multifactor authentication
[56:49] for all city staff.
[56:51] And I believe counsel, you will be getting emails here soon
[56:54] that you will be do set up on the same thing.
[56:58] And hr, we're working on preparing for the heat
[57:02] and wildfire training for all of our staff to have
[57:06] completed by June.
[57:08] When the those, those things become prevalent,
[57:14] the employee handbook update has gone very well.
[57:18] I day, my HR assistant did a great job
[57:20] and then I just wrapped up a bunch of edits.
[57:24] Our handbook was last updated in 2011.
[57:28] So this handbook is much more robust
[57:32] and it's, it's been sent out to all
[57:36] of our department directors.
[57:38] They may not not know that yet for their review.
[57:41] And so hopefully we'll have a final document here in
[57:44] the next month or so.
[57:47] And we've also been working on getting our elec,
[57:51] our HR records, personnel records,
[57:55] more into our Tyler software
[57:59] and starting to utilize that HR module
[58:01] to track certifications, trainings,
[58:04] reviews, all of those things.
[58:08] So that's all I have tonight, unless you have questions.
[58:13] - I don't believe so. That was very thorough.
[58:15] Thank you very much. Finance.
[58:19] - Good evening mayor.
[58:20] And Council Finance is always busy.
[58:25] Tricia and I got back last Friday from a conference,
[58:29] Tyler conference, and we learned a lot
[58:33] of stuff about how we're not using our, our software.
[58:39] - And here we were thinking we were doing so good.
[58:42] - They, they, they do updates all the time and,
[58:45] and the conferences keep us, you know, updated on,
[58:48] on the improvements and stuff that they've been making.
[58:51] So we, we both came back with some good ideas on
[58:54] how we can continue to streamline things.
[58:58] Part of the software is called Content Manager
[59:02] and we did not know that we could create forms
[59:06] PDF forms and route them.
[59:09] So employees that need to fill out, say an insurance form,
[59:13] we can push that through the software.
[59:15] They can digitally fill it out, sign it,
[59:18] and then it, once they submit it, it gets routed back
[59:20] to the, the appropriate person that needs to deal with it.
[59:23] So we're gonna soon start looking at, at doing that as well.
[59:30] Next week Tyler is going to be working with Leslie, Shelly,
[59:35] and Anna on a utility billing business review to make sure
[59:40] that the methods that we're we're using
[59:44] to process payments and send out bills
[59:47] and stuff are being done the most efficiently
[59:51] that we can through the software.
[59:52] So they'll, they'll review our processes, they will
[59:56] suggest improvements, we can either do 'em or not.
[1:00:00] And then what we end up with
[1:00:02] after the end of this review is a document
[1:00:06] that outlines the processes for utility billing,
[1:00:08] which we don't have yet.
[1:00:11] So that will be a, a big accomplishment for utility billing.
[1:00:16] And I have been working on budget.
[1:00:19] I'm hoping to have a preliminary document done
[1:00:23] by the beginning of next week for review.
[1:00:27] We have our first meeting May 4th.
[1:00:31] So may the fourth be with you and budget and all of that.
[1:00:36] - Really. Star Wars Day.
[1:00:37] - Really? It is Star Wars Day. Yes.
[1:00:40] - On how could you not though?
[1:00:43] I guess, guess it's appropriate.
[1:00:46] - It, it is progressing
[1:00:47] and we should have a, a pretty good document this year.
[1:00:50] Hopefully everything balances.
[1:00:55] And then last audit.
[1:00:58] We, we are on schedule to present
[1:01:01] our 2223 audit
[1:01:05] to you on your council meeting on May 6th.
[1:01:09] - Okay. Sounds like May 6th is getting to be real busy.
[1:01:14] Oh, it's, yes.
[1:01:16] It, it could be so it's actually the next Wednesday too,
[1:01:19] if we need a third budget committee.
[1:01:21] So we could be seeing a lot
[1:01:22] of each other those first couple weeks.
[1:01:23] Yeah. Does anybody have any questions? Okay.
[1:01:27] First off, it's not a question, it's a thank you.
[1:01:34] I I it, it is hard to explain to people Yeah.
[1:01:37] We are five years behind on our audits.
[1:01:38] That that's, that's embarrassing.
[1:01:41] Three audits in a year is impressive. Yeah.
[1:01:45] And, and I myself wanna thank you
[1:01:48] and your team for accomplishing that
[1:01:52] while preparing this year's budget.
[1:01:54] Right.
[1:01:56] - I'm very thankful I have Leslie because talk
[1:01:58] - About spinning plates. Yeah.
[1:02:00] - She can handle a lot of the audit issues while
[1:02:03] I'm working on budgets. Well,
[1:02:04] - I, it, - It takes a little off.
[1:02:06] - Yes. It's appreciated. Well, thank you. Yeah.
[1:02:10] I know that you walked into a buzz saw and you've been
[1:02:15] - By choice. Yeah.
[1:02:17] - It's not like she was less your Yeah, I'm just saying it.
[1:02:21] But no, thank you. I I, I, I believe I speak for all of us.
[1:02:26] Thank you. Yes, he does try.
[1:02:27] Well, this, we're working as hard
[1:02:28] as you are to get us back on track.
[1:02:30] - This last year truly has been,
[1:02:35] I wanna say a joy working with, well, you've an
[1:02:39] - Interesting definition of the word joy,
[1:02:42] - But, but I, it is been a real pleasure having,
[1:02:46] having counsel, having you to work with, you're very easy
[1:02:50] to work with and,
[1:02:51] and I do appreciate that it makes what I have to do,
[1:02:56] especially being
[1:02:57] behind in the audits and stuff, much easier.
[1:02:59] - Well, just, I, I, I just wanna make sure
[1:03:02] that your efforts are not unrecognized.
[1:03:05] So thank you. They are senior manager.
[1:03:10] - Thank you, mayor. I got a few things to go over.
[1:03:12] I'll try, try to be brief. Just a quick update.
[1:03:15] Our comprehensive compensation study was finalized.
[1:03:19] I sent it out to you. If you have questions, come talk
[1:03:21] to me in a really basic overview.
[1:03:24] It was, this was a comparison of cities
[1:03:27] that were roughly no more than 50% below our population.
[1:03:30] No more than 50% above.
[1:03:32] So I think the smallest one was capo,
[1:03:34] and the greatest one I think was probably Troutdale.
[1:03:37] Somewhere along there.
[1:03:38] These were cities specifically chosen
[1:03:40] for their geographic location, chosen for their services.
[1:03:43] They offer comparable ours as possible,
[1:03:46] as closely possible as, as you can get.
[1:03:49] Again, Oregon's only 4 million people don't have a lot
[1:03:51] of cities, and especially not our, specifically our size.
[1:03:55] The came back financially we're a good place
[1:04:00] because Ann had budgeted
[1:04:02] and a little bit more than we thought we would get in the,
[1:04:06] the cost of living increase.
[1:04:07] And she had budgeted for 3%.
[1:04:09] We're actually, it's gonna be two
[1:04:10] and a half percent this year.
[1:04:11] So with that, we really didn't go much over
[1:04:14] with our retro pay and everything.
[1:04:16] So the, the way it works really generally is everyone,
[1:04:19] then all the positions are put into a market
[1:04:22] rate within those cities.
[1:04:23] And something I, I talk to staff about a reminder
[1:04:26] that our market is not comparing with Gresham and Portland.
[1:04:30] You know, our market is with those cities.
[1:04:32] And so that's, that's our market.
[1:04:33] So all the, nobody got, you can't legally drop people below,
[1:04:38] but some, some people, some positions
[1:04:41] were a little bit higher than other positions,
[1:04:42] but everything is now within a range
[1:04:44] where they can have progression
[1:04:46] and they can continue their steps.
[1:04:48] So that's, that's the basic overall.
[1:04:51] And I have the, our union president's gonna meet
[1:04:53] with me later this week to,
[1:04:54] to go over that and she some questions.
[1:04:56] And so looking forward to that.
[1:04:59] We have a good, we have just quickly our,
[1:05:03] our leadership team that worked with the Union Dere and Ann
[1:05:06] and I have really worked hard
[1:05:07] to build a good rapport and it's gone really well.
[1:05:09] So homeless services update.
[1:05:12] Just really quickly, I went
[1:05:13] and spent some time about an hour downtown just today
[1:05:16] with the director of our department of homeless services
[1:05:19] with the county and trying to get a better understanding of
[1:05:22] how it works here and what they, what they provide for us.
[1:05:25] And so she's very receptive conversation.
[1:05:29] You know, I'm, I'm looking for of course money
[1:05:31] and what can we do and so forth.
[1:05:33] And they have a contracted service.
[1:05:35] I don't know if you know much about it,
[1:05:36] but the way it works is that the county provides funding
[1:05:40] or services for all parts of the county.
[1:05:43] We are area three
[1:05:44] or something, which is the three small cities,
[1:05:47] Dalewood Village, Fairview.
[1:05:48] And we receive funding
[1:05:50] and all that funding goes to a third party vendor who works
[1:05:54] with help homeless people experiencing
[1:05:56] homelessness have services.
[1:05:58] So it does not include enforcement, it does not include
[1:06:02] cleaning up of any camps or anything.
[1:06:04] So that's what I was learning more about.
[1:06:06] And you know, I'm always trying to, trying to influence
[1:06:08] and doing things a little bit more that we can.
[1:06:11] So I'll be working with her.
[1:06:12] And so I have a good relationship with her.
[1:06:15] Also wanted to give a quick update on the Village Street,
[1:06:20] not Village Street, but the sidewalks, just to let you know,
[1:06:23] there were a lot of, if you remember, there was a RFP
[1:06:26] that was done here just before Silas came.
[1:06:27] And that was to go out and repair all the little
[1:06:30] areas in our parks.
[1:06:32] They have sidewalks, they have multipass, they have issues
[1:06:35] so that there are some sidewalks in the village,
[1:06:38] those are sidewalks in front of the parks.
[1:06:39] Those weren't, so those were actually our responsibility
[1:06:42] just to, just to clarify.
[1:06:44] And one the county, county
[1:06:49] roads and maintenance.
[1:06:51] And since I came here, since I already first met
[1:06:54] with his body, I have been working on the county roads.
[1:06:58] And so I feel like we're getting closer
[1:07:00] and I wanna thank Councilor O who gives me lots
[1:07:02] of updates on things that need to be taken care of.
[1:07:04] I really appreciate that because
[1:07:06] we actually had a meeting today.
[1:07:07] There's a monthly meeting, which I have joined now
[1:07:10] with our PolyWorks director,
[1:07:11] with our community development director and our operations
[1:07:14] and manager talking about overall strategies, you know,
[1:07:17] things we're working on accounting, but also maintenance.
[1:07:19] And I made sure all those things
[1:07:21] that counselor are only given me
[1:07:22] and many others were on that list of maintenance.
[1:07:23] So been working really hard.
[1:07:25] I think I reported a while ago, I went
[1:07:27] and met with the director of community services
[1:07:30] for the county that oversees all of our roads and systems
[1:07:32] and working with her.
[1:07:33] I've met a couple times with Commissioner Jones Dixon on
[1:07:37] what can we do to really help our, our maintenance of our,
[1:07:40] you know, the different areas of our city that res
[1:07:42] that belong to the county.
[1:07:43] How can we get those moving and getting those things done?
[1:07:47] So we have on the list now everything,
[1:07:48] and we're working really hard
[1:07:49] and I've asked them, I want expectation dates,
[1:07:52] so when these things will be filled,
[1:07:53] so we can take a look at that.
[1:07:54] So we're working hard
[1:07:56] to get like actual deadlines when
[1:07:57] these things will be taken care of.
[1:07:58] And so I just want you to know that I'm very professionally
[1:08:02] and working with them, trying to move these things along.
[1:08:05] Very lastly, I want to give a quick update on the fire
[1:08:08] district discussions.
[1:08:10] Where we're at right now is we're waiting for two more.
[1:08:14] Our representatives are also our mayor and Councillor Weber.
[1:08:17] And they can give you updates as well if you,
[1:08:19] if you so desire.
[1:08:20] But we are working with the committee
[1:08:22] to get more information and proposals.
[1:08:25] Right now we're waiting for proposal from Fire District 10
[1:08:27] and a proposal from Clacks Fire District,
[1:08:30] fire District 10 was supposed
[1:08:31] to have given us a proposal this month.
[1:08:34] Fire District 10 was again, not prepared.
[1:08:36] And I will say again, because they were supposed
[1:08:38] to give us a proposal a year ago when the city managers met
[1:08:41] and they didn't give us a proposal.
[1:08:43] It was just a discussion.
[1:08:45] Ackmans came in with an amazing proposal back at that time.
[1:08:49] The Gresham City of Gresham has given us a proposal.
[1:08:53] We have two more proposals to go.
[1:08:55] Once we have those proposals, we'll be moving forward.
[1:08:57] I'm not sure exactly the direction of the committee,
[1:09:00] but at some point it'll be coming back to the councils.
[1:09:02] There may be a good time for the three councils meeting,
[1:09:05] the three cities to meet again and discuss where they're at.
[1:09:08] I think those, some things have been expressed
[1:09:09] by especially our representatives, councilor Webley Council
[1:09:12] and Mayor Una.
[1:09:14] So that's where we're at. I dunno if anybody has any
[1:09:16] questions on that, but we are working forward a lot
[1:09:20] of discussion about service levels, about design
[1:09:22] of fire stations.
[1:09:23] We're so there, there's a lot to discuss.
[1:09:26] So that is all the updates I have tonight,
[1:09:28] unless I has any questions.
[1:09:30] You already heard a lot about me
[1:09:31] from me in the work session,
[1:09:32] - So any questions?
[1:09:37] Nope. Excellent. Thank you so much. Thank you.
[1:09:39] Well, it is April, so we are gonna start at
[1:09:41] that end with which end?
[1:09:45] This end. Oh, that end. Okay. Even or odd. Even odd even.
[1:09:49] That's how I'm trying to break it down. Okay. Okay.
[1:09:51] So it's an even month, January from our March,
[1:09:53] April we started that end.
[1:09:54] Okay. I may have screwed it up last month.
[1:09:56] And that would be on, I think we should do colors
[1:09:58] and numbers and
[1:10:01] - I don't have anything further
[1:10:02] to report on the fire district
[1:10:05] - Conversation.
[1:10:07] - We started at the odd end. Is
[1:10:08] - That what you We did, we started the audit.
[1:10:10] Oh. Start with, do you want print?
[1:10:13] Oh, that's okay.
[1:10:16] - A simple pointing - Or calling. I thought I did.
[1:10:20] I thought I did. And, and was in the process of it is
[1:10:22] it's on's on me.
[1:10:24] I missed it. It's on me. That's on me.
[1:10:26] - I made it about me and - Councilor Johnson.
[1:10:29] - I don't have anything like cogent or pressing to update.
[1:10:33] The transportation committees are envisioning
[1:10:36] processes at this point.
[1:10:37] And there all the other projects
[1:10:39] that you know about are proceeding.
[1:10:44] - Agreed. Council Copeland,
[1:10:47] any updates? No.
[1:10:51] - PSAC has not met - Since our last council meeting. Okay.
[1:10:54] - We decided to skip this month.
[1:10:57] We are still in the process of discussing
[1:11:00] frequency of meetings.
[1:11:02] - Okay. Excellent. Council president, when is the
[1:11:05] - Shred again?
[1:11:06] Is that scheduled?
[1:11:09] - When is, you know, Ooh, - I don't remember the date. It,
[1:11:12] - It's Saturday, - May, May 9th, 10:00 AM
[1:11:14] to 2:00 PM in front of Fairview
[1:11:16] - City Hall.
[1:11:17] Thank you, Deborah. Thank you.
[1:11:19] - Okay, council president,
[1:11:21] - I'd like to yield my time to Councilor Weber this evening.
[1:11:28] - Living Awesome. I love it.
[1:11:34] Councilman, I'm sorry.
[1:11:36] - Where to start? No, I, I really have nothing.
[1:11:40] Mounted comm cable Regulatory Commission is slowly dying
[1:11:43] and will be dead by the end of June.
[1:11:46] And everybody knows my opinions on everything else.
[1:11:49] So I would actually like to request
[1:11:52] that we put the budget committee membership
[1:11:58] for possible action on the first meeting in
[1:12:01] June, if possible.
[1:12:05] - I'm sorry, what was that? I - Was reading.
[1:12:06] I would like to discuss the kerfuffle
[1:12:10] - Oh yeah.
[1:12:11] - Of what has happened. And I don't play.
[1:12:14] I'm, I'm, I'm a political idiot.
[1:12:16] I just like to get I'm sorry. Stuff done.
[1:12:21] And, and I don't like what happened.
[1:12:24] I don't like that there was an intent,
[1:12:26] but we're gonna tap dance because Yeah, This was the intent.
[1:12:31] And it's no secret my feelings about the gentleman
[1:12:33] who was sitting there while we were sitting here the hour
[1:12:35] before and he was still sitting there.
[1:12:37] We were dealing with the aftermath of his crap.
[1:12:40] And that's why I don't want him on budget.
[1:12:43] I, I, I've said this before, I've said it again.
[1:12:47] That's my feeling. So I didn't like what happened.
[1:12:51] We had an intent. You said you were gonna resign.
[1:12:53] You said you were gonna resign twice
[1:12:55] and then you go, oh, I'm miraculously better.
[1:12:58] I wanna stay. Okay.
[1:13:00] That doesn't excuse you from the lack of SDCs,
[1:13:03] the police department, the fire contracts,
[1:13:06] I forgetting things in there that we're having to deal
[1:13:10] with now fiscally.
[1:13:12] So I don't feel like rewarding people
[1:13:14] for their ill behaviors.
[1:13:15] But I also know that, you know what, I don't wanna sit here
[1:13:18] and discuss it for the rest of the night.
[1:13:19] So I would like to discuss it the 1st of June. I
[1:13:23] - Okay, council, what?
[1:13:26] Nothing more to report.
[1:13:29] - I'm sorry. I should have yielded my time to you. But
[1:13:32] - From my previous report five minutes ago.
[1:13:35] - Okay. As for me,
[1:13:39] these sort event was fantastic.
[1:13:40] The weather could not have been better.
[1:13:44] It was just fan phenomenally warm.
[1:13:46] We, I, I'd, I'd hesitate to put numbers on it,
[1:13:49] but in the world's shortest parade,
[1:13:53] which started barely on the north side of this building,
[1:13:57] went down to the street and went around the corner
[1:14:00] for about a hundred feet.
[1:14:02] So shortest parade known to mankind
[1:14:07] yet kids line up on every side,
[1:14:10] on both sides, just having a ball.
[1:14:13] And, and it, it was really fun to see the faces.
[1:14:16] It's fun to see kids having fun.
[1:14:19] I want to commend our rec department for putting,
[1:14:21] for putting together a fantastic program.
[1:14:24] It, it was a lot of fun in regards to,
[1:14:29] it's funny that you mentioned the county and Rhodes.
[1:14:32] We are coming up on election season
[1:14:34] and there is already a push for the next
[1:14:37] Mullum county chair.
[1:14:38] So I had been reached out by one person, one candidate
[1:14:41] that is, that is running for chair.
[1:14:46] We did have quite the lengthy discussion about needs
[1:14:50] and that actually I brought that up.
[1:14:52] Like, you guys have the money, but not the personnel.
[1:14:55] We can get the personnel. We don't have the money.
[1:14:58] Let's peanut butter and chocolate this thing together.
[1:15:00] Let's make it happen. I think we can help us.
[1:15:03] I think we can help each other out in this, in this case.
[1:15:05] So trying to do that end and,
[1:15:07] and also I think mentioning it,
[1:15:09] every time I see Commissioner Jones Dixon, which is
[1:15:14] every time, Hey can we, can we start taking over?
[1:15:17] Can, if you, if you pay
[1:15:18] for it, we'll take care of the roads.
[1:15:19] We'll take it off your plate. I I'm going to be a pest on
[1:15:23] that one at every, at every moment.
[1:15:26] And again, I'm gonna promote fundraiser. May, May 14th.
[1:15:30] I'll do it again next month. It's a great event.
[1:15:34] And you get dinner. Yeah. From the food trucks. Yeah.
[1:15:38] If you raffle basket, wet raffle baskets are gonna be fun.
[1:15:43] If you've ever been to that
[1:15:44] or a volunteer appreciation event, you don't go home hungry.
[1:15:49] So just putting that out there, it's,
[1:15:53] it's a fantastic deal.
[1:15:54] So that's all I have at this point.
[1:15:56] Unfortunately I was not able to meet go to last Eco fist,
[1:15:59] but I will be at the next one.
[1:16:02] Looking forward to seeing if Ackman Fire District one does
[1:16:06] come with a presentation on what that looks like.
[1:16:08] By that point, hopefully they will have
[1:16:11] a fairly good handle on what's happening
[1:16:14] with their May elections.
[1:16:15] So that's gonna have a heavy impact on what they do with us.
[1:16:19] So we'll see what, we'll see what the may,
[1:16:22] what the May election bring.
[1:16:26] That's all I have.
[1:16:27] Do we have any citizens wishing
[1:16:28] to comment on non agenda items?
[1:16:30] No request. We received no request for received. Okay.
[1:16:34] Well there's only one more there. One more.
[1:16:37] Motion entertain. You guys can arm wrestle.
[1:16:40] - Motion to dismiss - To adjourn.
[1:16:42] - Adjourn. Sorry. - Motion to get outta here. Second.
[1:16:48] I heard council Todd on that one. I'm gonna break the tie.
[1:16:52] All favor say aye. Aye. Aye. Any opposed? It passes.
[1:16:56] Thanks guys. We are done.
