First we have mental health.
[1:10]
We, so whereas mental health is everyone's overall health
[1:13]
and wellbeing, and addressing the health needs
[1:15]
of Fairview children use adult, seniors
[1:18]
and families of fundamentally is fundamental
[1:20]
to having a healthy community.
[1:22]
And whereas all the, all people experience times
[1:25]
of difficulty and stress in their lives with the prevalence
[1:27]
of mental health conditions in our, in our nation,
[1:30]
it's important for all members of the community to know
[1:32]
that specific tools exist, which can be used
[1:34]
to better handle challenges
[1:35]
and protect one's health, be health and wellbeing.
[1:38]
And whereas prevention is an effective way
[1:40]
to reduce the burden of mental health conditions.
[1:42]
And with early
[1:43]
and effective treatment, individuals
[1:46]
with mental health conditions can manage their mental health
[1:48]
and lead full and productive lives.
[1:49]
And whereas it is appropriate to recognize the importance
[1:52]
of having Im, IM improving the mental health of all
[1:56]
of our residents, let it be proclaimed that the city
[1:58]
of Fairview recognizes the month of May, 2026
[2:02]
as mental awareness health,
[2:04]
mental health Awareness Month in the city of Fairview,
[2:06]
when we encourage citizens, businesses, organizations,
[2:09]
and agencies to work collaboratively to reduce the stigma
[2:12]
of mental illness and to increase the
[2:14]
mental health of our community.
[2:17]
And let's see, we have,
[2:21]
and whereas Americans have served every single day
[2:25]
by public servants at the federal, state, county,
[2:28]
tribal city, and in many other areas of public service,
[2:32]
these unsung heroes do extraordinary work
[2:34]
that makes our make our lives better
[2:36]
and our nation stronger.
[2:38]
And whereas public employees take not only jobs,
[2:40]
but oaths to make cri crucial
[2:43]
contributions in our communities in America,
[2:45]
their tireless efforts are critical to the wellbeing of all
[2:49]
who are served, sometimes even risking
[2:51]
their lives for public service.
[2:53]
And whereas day in
[2:54]
and day out, public servants provide diverse
[2:57]
services demanded by the American people
[2:59]
and their government with deficiency and integrity.
[3:02]
And whereas without these public servants at,
[3:04]
at every level, con continuity would be
[3:07]
impossible in democracy.
[3:09]
That regularly changes its leaders
[3:11]
and effective elected officials.
[3:13]
Now therefore, be it proclaimed that the city
[3:15]
of Fair recognizes that the week of Sunday, May 3rd
[3:18]
through Saturday May 9th is public Service Recognition week.
[3:23]
And all citizens are encouraged to
[3:26]
recognize the accomplishments
[3:28]
and contributions of our public employees at all level.
[3:31]
So in regards to public works, I believe this ties in.
[3:35]
I want to, I wanna say that outwardly, that is the group
[3:38]
that outside of the walls of this building,
[3:42]
they're the ones that are out there every week.
[3:43]
And I want to appreciate them in storm.
[3:46]
They, they, they're the ones
[3:47]
that go out in the worst weather when
[3:49]
we're hunkered down in our homes.
[3:51]
So I I do recognize that, and we have one more here.
[3:56]
Whereas in 1872, the Nebraska Board
[3:58]
of Agriculture established data to be set aside for planting
[4:01]
of trees, which is celebrated all around the nation as AR
[4:05]
and, and the world is Arbor Day.
[4:07]
And whereas trees can help produce the impacts
[4:09]
of climate change by moderating the temperature,
[4:11]
lowering heating and cooling costs, cleaning the air,
[4:13]
producing oxygen, reducing erosion of topsoil by wind
[4:17]
and water, and providing habitat for wildlife.
[4:20]
Whereas trees in our city, increased property values
[4:24]
enhanced our economic vitality
[4:25]
of business areas in Beautif fire community.
[4:28]
Whereas Oregon has proclaimed the entire month
[4:30]
of April was ARB month.
[4:31]
And whereas in 2026, the city of Fairview was designated
[4:35]
by the Arbor Day Foundation in the Oregon Department
[4:37]
of Forestry as Tree City USA, thank you very much,
[4:41]
which recognizes the city's commitment
[4:43]
to managing public trees through tree care standards,
[4:45]
best practices and investments.
[4:47]
Now therefore be proclaimed, the city of Fairview recognizes
[4:50]
and honors a April, 2026 Harbor month in the city
[4:54]
of Fairbury and en encourages the community to protect care
[4:57]
for and plant trees for the benefit in future
[5:01]
of future generations.
[5:02]

Asian American, native Hawaiian

and Pacific Islander Heritage Month
[5:26]
and was signed into law in 1992
[5:28]
and celebrates all Asian Americans, native Hawaiians
[5:30]
and Pacific Islanders, known as A-A-N-H-P-I, I have
[5:35]
to make sure I say that right.
[5:36]
Community whose variety
[5:37]
of contributions have built our culture and society.
[5:40]
And whereas we celebrate all of those who are in
[5:43]
included within the A-A-N-H-P-I community, which is made up
[5:47]
of culturally and linguistically diverse peoples,
[5:51]
representing populations from many countries and islands.
[5:53]
Whereas we recognize the Inable contributions,
[5:56]
vibrant cultures and rich heritage
[5:57]
of the A-A-N-H-P-I community.
[6:00]
And whereas we acknowledge and appreciate
[6:02]
and continue to seek the contributions
[6:04]
and leadership of the many Asian American Native Hawaiian,
[6:07]
and Pacific Islanders who have played significant role in
[6:10]
our, in our local history, in the community fabrics
[6:12]
and fields of science, education, agriculture,
[6:15]
government commerce, and the arts, and many others.
[6:18]
Now therefore, be a proclaim that the city
[6:20]
of forever recognizes the month of May, 2026
[6:23]
as Asian American Native American Native Hawaiian
[6:27]
and Pacific Ary Heritage month proclaimed on this
[6:29]
to April 15th, 2026.

Next is budget committee member appointment process.

Thank you. The budget process, I want
[6:54]
to just quick a little update on what occurred
[6:56]
and kind of give some,
[6:58]
some guidance we got from our legal attorney.
[7:00]
So there was a, a member that was appointed back in January
[7:05]
and he had written in
[7:07]
and indicated that he would resign if the
[7:09]
city got more applications.
[7:11]
So he, he sent it in twice.
[7:13]
So the last what, so what occurred,
[7:16]
and correct me if I'm wrong dere on this,
[7:17]
but what happened, the last counseling when,
[7:19]
when the second gentle was appointed was that the counsel
[7:23]
had a proclamation in the proclamation
[7:25]
and was awarded that it would be contingent upon
[7:28]
the first one re resigning.
[7:31]
So our legal looked at it
[7:33]
and said that actually the proclamation
[7:35]
process was a little off.
[7:37]
So I think it's, it is just, it is just more of an update
[7:40]
for everyone we, we can strengthen up.
[7:42]
But I also wanna let you know, I did send an email to
[7:44]
that gentleman, said, you know, the situation
[7:47]
as you had resigned, you said you had resigned twice.
[7:49]
So I took that to be you
[7:51]
resigned, we appointed someone else.
[7:53]
So he came back through Councilor Rowan and said, I think,
[7:57]
because I don't think I, I don't,
[7:59]
I didn't receive any direct emails,
[8:01]
but I think it was through Councilor Rowan, they came back
[8:04]
'cause I thank you councilor for bringing it up to me.
[8:05]
But he came back, said, now I think there's something wrong.
[8:08]
And so I did reveal with our legal,
[8:10]
and legal said technically
[8:11]
because he had not officially resigned,
[8:13]
even though he indicated twice he would, he,
[8:15]
he hadn't fully resigned.
[8:17]
So I wrote back
[8:18]
and said, okay, you're actually on,
[8:19]
you are on the committee That's correct.
[8:21]
By our legal. So I wanted to make sure, you know,
[8:23]
legal we're sound, which we are.
[8:25]
So I think the idea of having this on the agenda,
[8:29]
and our mayor had asked to have this on the agenda,
[8:30]
and the talk about is, is simply, and, and,
[8:33]
and by the way, not just, I mean,
[8:34]
I think it's a good idea of the agenda too.
[8:36]
Don't get me wrong. I wasn't trying to call anybody out.
[8:38]
But the idea is that first of all,
[8:41]
I wanted to be aware of would've happened.
[8:43]
There are options. Counsel could, you know,
[8:46]
counsel could choose to thank the person for his service
[8:50]
and remove him and then appoint someone else.
[8:51]
The other person's appointed
[8:52]
counsel can leave it the way it is.
[8:55]
And then for the future, we just need to make certain,
[8:57]
and we'll make certain internally, that if someone offers
[8:59]
to resign such a, it's an unusual situation.
[9:02]
I've never had this happen. If someone to offer to resign,
[9:04]
then we'll just make that clearer to the council that, hey,
[9:07]
if someone's off resign, and at
[9:08]
that moment you can make a decision, we're gonna ahead
[9:11]
and accept that resignation.
[9:12]
Because by a state authority,
[9:14]
this board can remove and appoint the members.
[9:16]
You don't have to have anybody's resignation.
[9:18]
You can remove any time
[9:19]
and appoint anybody anytime you want.
[9:21]
But we, from the staff side, will make it more clear about
[9:24]
what the intent was and what we're recommending.
[9:27]
So the council's a little more certain about it.
[9:29]
And then as we adopt the resolution, then we'll make certain
[9:32]
that the resolution is properly adopted.
[9:34]
There was just some confusional language.
[9:36]
I think the intent was that, you know,
[9:39]
we thought things would just go the way it intended,
[9:41]
but we thought it would be intended.
[9:42]
It didn't quite go that way.
[9:43]
So I think that's the basic update.

And, you know, based on everything that I saw and, and the,

and the timing of such
[11:07]
and communication from the city recorder back to,
[11:13]
to Ted, I mean, it, it, it appeared
[11:16]
where we're at today is really where we need
[11:18]
to be from a matter of fairness and,
[11:20]
and the timing of the way it was.
[11:22]
And so I would recommend we just move on.
[11:26]
And I know that his term expires at the end
[11:30]
of 27, right?
[11:34]
The end of 27. And we have a full budget committee now.

We do. My recommendation just be, just
[11:43]
to leave alone the way it is based on the sequence of events
[11:46]
that happened and the,
[11:48]
and the emails that transpired. Okay.

It was always based on the resignation, not based on,

or based on an accepted resignation because it hadn't been.

So that's where we talked to legal, we talked to,

we took a look at the transcripts and everything else,
[13:34]
and that's what it comes down to is there was a,
[13:38]
our resolution was based on a
[13:40]
resignation that did not happen.

So the, so my understanding then is without getting too deep

So there were two emails written to Dere back in January

the first one said, the council gets more

four or more applications.

I resign. The council actually got seven applications.
[15:21]
Four people were appointed ultimately.
[15:24]
And so a week
[15:25]
after that appointment, then we got an email back that said,
[15:30]
said, I've decided not to.
[15:32]
Okay. And that's where I wrote
[15:33]
and said, well, from my understanding, you'd resigned.
[15:36]
So legally I was incorrect. So I I accept that correction
[15:40]
- From our, okay.
[15:41]
So that, so, so
[15:42]
what we should have done is when we got seven applications,
[15:46]
messaged that person
[15:47]
and said, Hey, we got seven, we would like your resignation.
[15:51]
Now we didn't do that. That is correct.
[15:53]
And so that's where we sit now where there was a statement
[15:57]
that of intent to resign but not a resignation.
[16:00]
And that's why we sit where we're at now. Am I correct?

you wouldn't have known about the, the staff.

We, we could, I could have done a better job explaining the
[16:10]
last council meeting and I didn't.

it's the most unusual situation I've ever

seen in this case. But, okay,

I mean I still, I still have the feeling I did when we had
[16:25]
the discussion before as far
[16:26]
as getting new people involved in the budget process
[16:29]
and including new people, building our bench,
[16:33]
all those kind of things.

One of the discussions we had was just going
[16:40]
through this budget process
[16:42]
and then replacing the person
[16:45]
that we're discussing after this.
[16:47]
But that was one stream of thought that,
[16:50]
that we had in discussion of get through this budget,
[16:53]
these budget meetings and then and replace.
[16:58]
So I guess that's kind of where I'm at at this point,
[17:01]
as rather than having to go through removing someone
[17:04]
and replacing at this point.
[17:06]
But I still feel like going forward that would be best.
[17:09]
But considering what I now know about the
[17:13]
not really resignation and it didn't get followed up
[17:16]
and formally happened for us to accept, that's,
[17:22]
I guess where I'm at is that we're sort of,
[17:25]
we're in this bed for one more set of budget meetings.

to add just based on the discussion, what's happened here.

I mean, I, I, you know, what, what started this is,

and I know that our, our city manager's gonna send the,

the email string out to everybody and it's not fair
[17:53]
'cause you don't have it in front of you to really look at
[17:56]
as you, and,
[17:58]
and like Nathan said, I mean this started on
[18:02]
January 24th, 2026
[18:07]
offering up, there are four applications that I would resign
[18:11]
to let a do applicant take my place.
[18:13]
But, you know, then where things started changing was,
[18:18]
say recorder sending a message out on April 2nd, and,
[18:23]
and I'm not reading, you don't want me
[18:25]
to read the report forward.
[18:29]
And it says here just an excerpt of it,
[18:34]
the candidate is aware that counsel's approval
[18:37]
for their appointment is based on your continuing
[18:40]
willingness to resign.
[18:42]
You are still the appointed member of the position
[18:44]
until you confirm resignation.
[18:47]
So I haven't seen anything
[18:49]
after that date that, that did any confirmation
[18:56]
to the, you know, for, for, for resignation.
[18:59]
And then there was a follow up
[19:04]
email from the city reporter on April the seventh
[19:09]
that this indicated
[19:10]
that the last interview round had two applicants.
[19:13]
One was appointed to fill the vacancy
[19:15]
and the other appointed with the caveat of your resignation.
[19:19]
It was made clear to the applicant
[19:20]
that the appointment was dependent on whether your existing
[19:23]
member you chose to resign.
[19:26]
So there's no doubt, I mean there's, you know, if you read
[19:29]
through this, I mean, I think at least from my perspective,
[19:33]
a city reporter is an employee of the city
[19:38]
representing the city and,
[19:39]
and trying to do the right thing each and every day.
[19:44]
It, it, to me it's just very clear.
[19:46]
Now, you know, some may have some, you know, other questions
[19:51]
or, or doubts maybe as to what the best path would've been.
[19:55]
But I just feel like we as a governing body are
[19:59]
really obligated to, to, to live up to what we've said here,
[20:04]
either through ourselves
[20:05]
or through the folks that we work with and, and hire.
[20:09]
We hire Nathan. We don't hire the, the city recorder.
[20:14]
But it, it is clear to me the intent is to,
[20:22]
it, it it is to have him still be
[20:25]
represented on the budget committee.
[20:26]
Now, if council just made some decision that, you know what,
[20:30]
I just don't like it, I don't wanna do it, I think
[20:34]
that's their prerogative to do that.
[20:37]
But I just feel like we
[20:40]
are just following the steps and the correspondence
[20:44]
and the communication that happened.
[20:47]
- And to me, it's just the right thing to do.

I will just say response to new counselor that, that night,
[21:03]
my intent was based around the fact that
[21:06]
this budget committee member had expressed intent to resign,
[21:12]
had, had that not been part of the equation,
[21:14]
I probably would have, I mean, I definitely would've
[21:18]
nominated differently since I was the one
[21:20]
that nominated them both.
[21:21]
But yeah.
[21:23]
And, and I still am in agreement that I am a huge supporter
[21:27]
of getting new people
[21:29]
and new perspectives into our committees.
[21:33]
So I I do support that.
[21:36]
But I hear what everyone has said about
[21:43]
the intricacies of this situation and,
[21:47]
and I understand if, if the course taken is to keep
[21:52]
that member on the budget committee
[21:55]
for this round,
[21:58]
- We do.

As it just so happens we do have
[22:00]
that particular member here.
[22:02]
If you'd like to come up and say something.

I think it's, now's a good, an appropriate time.

- Sure. - In January when I applied
[22:24]
and I was interviewed, I was not doing very well.
[22:29]
I have a bad disease. PHI I'm not supposed to talk about it.

And it's very debilitating.

And I didn't know at that time that if I could,
[22:37]
that I could serve.
[22:39]
And when I looked at a list
[22:40]
of applicants, there wasn't enough.
[22:42]
And I thought, well, you know, if, if they find somebody,
[22:46]
you know now in January I will resign at that time.
[22:51]
Well, from January to April working with two other docs,
[22:55]
I got a little better and I am doing better.
[22:59]
So when there was no advertising that I could see on the,
[23:05]
on the website, I thought, well, there's no one else there.
[23:08]
And then all of a sudden I find out
[23:10]
that they're appointing people from my position
[23:13]
when I really, like I say, my health changed
[23:18]
and that's what changed my wanting to stay and not resign.
[23:22]
It was nothing to do with any other reason.
[23:25]
And I'm still suffering with it,
[23:26]
but I've had it for two years
[23:28]
and it's, it's not a neat thing.
[23:30]
Plus it's other stuff I got. But that's immaterial.
[23:33]
But that's the reason from January to April
[23:36]
that I changed my mind.
[23:38]
Okay. And as I said, I love this city.
[23:41]
I was a counselor, I was a mayor, you know,
[23:43]
and I like to serve the city.
[23:45]

after the, the de the appointments were on the April 1st.

Well, I was faced with a choice

because here I am, what do I do?

So as city manager, I take full responsibility.

I looked through it and thought the intent was to resign.

And so I wrote him an email

and said, thank you for your service.

for local excavators

and then took a little time off in college.

Did AmeriCorps for a year where I was in TR Lake Washington.

And I got connected with the city.

Aggression, became a seasonal and

after graduating from Oregon State,

started my career in public works, worked my way up

through at the city of Gresham and kind of got to the top
[28:26]
and needed to branch out.

And what I've gotten from the operations manager is we've

been doing a lot of routine tasks, mainly in parks,
[29:38]
a lot of mowing right now the grass has grown
[29:40]
so they've been taking care of the regular mowing as well
[29:43]
as RightWay and alleyways.
[29:45]
They're doing the regular inspections of parks
[29:48]
of all the playground equipment,
[29:50]
making sure they're in good working order, the garbage runs.
[29:52]
There's a little bit of an uptick
[29:54]
now 'cause more people are out.
[29:55]
So they're making sure all the garbage is picked up.
[29:58]
Special projects and parks.
[29:59]
We've been doing some dock work at the docks that we have.

I don't know exactly where they're at,

but I know there's two of 'em.

One of 'em is at Fairview.

and put together also the operations manager.

Different concrete repairs that are needed.

Down pathways within parks

and different areas that are city owned.

So we've got a couple different projects

that we're putting together for that for some repairs.

One other thing they're doing is a lot

of shrub bed maintenance right now
[31:07]
and some herbicide application in when, when it's needed.
[31:09]
So that's storm water wise we're doing
[31:14]
regular inspections of outfalls, especially
[31:17]
during rainy times and just making sure
[31:19]
that the system is working correctly.
[31:21]
Our engineer tech is working on the
[31:23]
N-D-P-E-S permit renewal.
[31:25]
That's our permit with DEQ. He's always working on that.
[31:28]
Yeah, it it's almost like Daniel, it really is.

We did have a little bit of a hiccup at R, well eight, one
[31:40]
of the three phases for the VFD blew a fuse.

It's just related to age. May have been a surge in power.

PGE did come out and look at it

and said that the power incoming was good,
[31:52]
but we had a service call so we replaced all the fuses
[31:55]
and have scheduled some other
[31:57]
maintenance here in the next month.

Just to kind of clean up the VFD.

It's, it's aged, it's about 15 years,
[32:02]
which is typical life of A VFD.
[32:05]
So we'll be talking about what possible, what's a VFT?

A V FD is a very variable frequency drive. That's

We also had a little hiccup with our transducer for one

of our reservoir levels.

Crews climbed it and did some repairs to it.

So it's, it's functioning

but I think we're gonna have to probably replace it as well.
[32:36]
So that's kind of what's been going on in water.
[32:39]
Otherwise it's just routine.
[32:41]
They're continuing on with flushing right now.
[32:43]
They're almost done with south of Sandy,
[32:45]
a couple more streets to take care of.
[32:47]
And then they'll be on the north side of Sandy doing the,
[32:50]
I guess they call that the lower pressure zone.
[32:53]
But flushings going real well.
[32:55]
And then routine sampling is going on just for
[33:01]
regulatory reasons and then for daily samples
[33:04]
that we're doing just for chlorine residuals
[33:06]
and other orthophosphate to make sure
[33:10]
that levels are in good conditions.
[33:12]
So wastewater, we've just been doing a lot
[33:16]
of different customer calls related to repairs for,
[33:20]
for customers, just giving information that's needed,
[33:23]
talking through processes and stuff.
[33:25]
So let's see some other stuff that's going on.

Well, 10 is progressing well.
[33:35]
The driller recently reached what we believe is the,
[33:38]
what GSI, the consultant believes is the sand
[33:41]
and gravel aquifer.
[33:42]
So they're at about, they got to 491 feet,
[33:46]
which was the level that they wanted to see.
[33:50]
But what's called the confining unit of clay wasn't quite
[33:54]
as thick as they were anticipating.
[33:57]
So we exploratory, drilled another 50 feet
[34:01]
to check and the results were proved out
[34:05]
that we were within the, the aquifer that we need to be in.
[34:09]
So that's good. The next
[34:13]
work has also begun on one of the buildings.
[34:18]
So they're starting to do some foundation work,
[34:20]
some footings, some forms that'll be happening.
[34:23]
And then this next week it's anticipated
[34:27]
to start putting in the permanent casing as well
[34:31]
as the seal at the base of the well,
[34:33]
which seals in the screen where the motor
[34:36]
and the pump will actually sit in the bottom of the well
[34:39]
and that'll encapsulate the make sure that the water
[34:43]
and the aquifer that we're pulling from goes up
[34:45]
through the casing basically.
[34:47]
And we get that water and nothing else with that.
[34:50]
However, there will be 24 hour work.
[34:53]
So we just learned that today
[34:55]
and we're starting, notifications will be
[34:58]
hanging notices on homes.
[35:01]
It's, it's a job where once they start they can't stop
[35:04]
because for
[35:05]
- How long?
[35:06]
- For one day. - Oh hell, I can deal with
[35:08]
- That one day, one night and
[35:10]
- I can set my clock by those guys firing I rig

and they're now scheduling pickup dates with the
[36:30]

- That's been going on in recycling

Type of work that we do.

Also, the city recently submitted a metro
[36:43]
local share application to access funding
[36:45]
for park improvements at s ponds.
[36:48]
Metro had set a deadline for jurisdictions

to get under contract by the end of June,
[36:53]
which is now on track.

The city's now on track to meet some of the improvements
[36:58]
that we're gonna try to
[37:00]
accomplish are improved site parking,
[37:02]
including some A-D-A-A-D-A parking space,
[37:06]
a covered picnic area, some invasive species removal,
[37:09]
some native plannings, new educational signs
[37:14]
and additional plat fishing platforms on the east pond.
[37:19]
The majority of which were included in the 2017
[37:22]
Master parks master plan.
[37:25]
I think the project will also include a robust community
[37:27]
engagement process, but it's all in kind
[37:30]
of application form right now.

So that's in the works as well.

where there's no way a fire engine could get through there.

to do a sidewalk replacement to apply directly

for their permits online.

Whereas previously it's had to come

through our permit technician on A PDF or on paper form

and she's had to do all of that work.

So we've been working on that.

Also, union Pacific Railroad was out today doing

some camp clearing
[47:23]
and posting along the railroad on the south
[47:27]
side of I 84.
[47:30]
There were two to three camps in that area
[47:34]
and that's been something
[47:35]
that we've been working on a lot over
[47:37]
the last couple of months.
[47:39]
Both coordination with the railroad and ODOT
[47:42]
and the Hope team to post
[47:46]
and help people move along

and then schedule the, the cleanup as needed.

We've also been trying

to tackle more vehicle storage issues

as our code compliance officer John has just been more

proactively working.

There's just a lot of vehicles being improperly stored,

both on the street and on private property.

So those are, there are a number of cases for that as well

as some related to home occupation businesses.

Following up on the Arbor Day proclamation, the

Oregon Department of Forestry did a press release announcing

the Tree city USA designation for Fairview.

So that got picked up by the Outlook

and some other news outlets

and we're working on getting a spot to hang up the

road signs that, say Tree City USA

in economic development.

There been a few businesses that we've been coordinating

with lately who are interested in leasing some

of the vacant commercial spaces

and interested in the grants.

that I think are making good progress, a mix

of different commercial businesses.

We're excited to start offering two new programs
[51:39]
with two new providers.
[51:40]
One is Webby Dance,
[51:43]
but they will be actually doing gymnastics
[51:45]
as though this is something that the community
[51:46]
has been asking for.

We also are going to be partnering up with soccer shots,
[51:52]
offering weekend programming as that.
[51:55]
Again, something that the community
[51:56]
has been looking forward to.
[51:58]
So we're excited. Currently we have 276
[52:03]
registered participants and we still have many programs
[52:08]
to open for registration.
[52:09]
And we are projecting to end the spring term
[52:13]
with about 300 registered participants.

So this is an increase of 12%.

So we're kind of seeing that pick back up.

I know we had seen some decline earlier this year,
[52:24]
last month we also held a fundraising dinner
[52:28]
with AG Burrito shops, the Wood Village Shop, Dale Gresham,
[52:32]
lake Oswego Burrito Shop.
[52:33]
We finally got the amount that we raised from that night,
[52:39]
a little more than $1,100.
[52:40]
So that goes towards our fundraising efforts
[52:43]
and we're excited about that.
[52:46]
We're, we also have a grant partnership
[52:50]
with the rental school district.
[52:51]
So they applied for a grant
[52:53]
to help their McKinney bentos program students.
[52:56]
So that's a program that we'll be coordinating to offer
[53:01]
free programs to those students that are participating in
[53:03]
that program from the school district.
[53:07]
Also, play East participated at both city events,
[53:11]
which went really well.
[53:13]
Now for the recreation side.
[53:16]
Obviously ties into the Easter event that was held
[53:19]
the first Saturday in, in, in April.
[53:23]
We estimate anywhere from 1,215 com 1500 community members
[53:27]
attended, which was a great success for us to see.
[53:31]
We held this first year that we did a mini parade
[53:35]
that highlighted Play East participant
[53:38]
MCSO, the Easter Bunny.
[53:39]
And our mayor also walked during that small parade there.
[53:44]
This year was our first year where we also obtained
[53:48]
sponsorships that really helped reimagine the event.
[53:52]
And so a big shout out
[53:53]
and thank you to our platinum sponsor,

With their help, we were able to add new enhancements

She's also rolled out multifactor authentication

for all city staff.

And hr, we're working on preparing for the heat

Part of the software is called Content Manager

and we did not know that we could create forms
[59:06]
PDF forms and route them.

So employees that need to fill out, say an insurance form,

we can push that through the software.

They can digitally fill it out, sign it,
[59:18]
and then it, once they submit it, it gets routed back
[59:20]
to the, the appropriate person that needs to deal with it.

So we're gonna soon start looking at, at doing that as well.

Next week Tyler is going to be working with Leslie, Shelly,

and Anna on a utility billing business review to make sure
[59:40]
that the methods that we're we're using

to process payments and send out bills

and stuff are being done the most efficiently

It was, this was a comparison of cities
[1:03:27]
that were roughly no more than 50% below our population.
[1:03:30]
No more than 50% above.
[1:03:32]
So I think the smallest one was capo,

and the greatest one I think was probably Troutdale.
[1:03:37]
Somewhere along there.
[1:03:38]
These were cities specifically chosen
[1:03:40]
for their geographic location, chosen for their services.
[1:03:43]
They offer comparable ours as possible,
[1:03:46]
as closely possible as, as you can get.
[1:03:49]
Again, Oregon's only 4 million people don't have a lot
[1:03:51]
of cities, and especially not our, specifically our size.
[1:03:55]
The came back financially we're a good place
[1:04:00]
because Ann had budgeted
[1:04:02]
and a little bit more than we thought we would get in the,
[1:04:06]
the cost of living increase.
[1:04:07]
And she had budgeted for 3%.
[1:04:09]
We're actually, it's gonna be two
[1:04:10]
and a half percent this year.
[1:04:11]
So with that, we really didn't go much over
[1:04:14]
with our retro pay and everything.

So the, the way it works really generally is everyone,

then all the positions are put into a market

rate within those cities.

And something I, I talk to staff about a reminder

that our market is not comparing with Gresham and Portland.

You know, our market is with those cities.

and spent some time about an hour downtown just today

with the director of our department of homeless services
[1:05:19]
with the county and trying to get a better understanding of
[1:05:22]
how it works here and what they, what they provide for us.
[1:05:25]
And so she's very receptive conversation.
[1:05:29]
You know, I'm, I'm looking for of course money
[1:05:31]
and what can we do and so forth.
[1:05:33]
And they have a contracted service.
[1:05:35]
I don't know if you know much about it,
[1:05:36]
but the way it works is that the county provides funding
[1:05:40]
or services for all parts of the county.
[1:05:43]
We are area three
[1:05:44]
or something, which is the three small cities,
[1:05:47]
Dalewood Village, Fairview.
[1:05:48]
And we receive funding
[1:05:50]
and all that funding goes to a third party vendor who works
[1:05:54]
with help homeless people experiencing
[1:05:56]
homelessness have services.
[1:05:58]
So it does not include enforcement, it does not include
[1:06:02]
cleaning up of any camps or anything.
[1:06:04]
So that's what I was learning more about.
[1:06:06]
And you know, I'm always trying to, trying to influence
[1:06:08]
and doing things a little bit more that we can.
[1:06:11]
So I'll be working with her.

And so I have a good relationship with her.

Also wanted to give a quick update on the Village Street,
[1:06:20]
not Village Street, but the sidewalks, just to let you know,
[1:06:23]
there were a lot of, if you remember, there was a RFP
[1:06:26]
that was done here just before Silas came.
[1:06:27]
And that was to go out and repair all the little
[1:06:30]
areas in our parks.
[1:06:32]
They have sidewalks, they have multipass, they have issues
[1:06:35]
so that there are some sidewalks in the village,
[1:06:38]
those are sidewalks in front of the parks.
[1:06:39]
Those weren't, so those were actually our responsibility
[1:06:42]

And one the county, county

roads and maintenance.

And since I came here, since I already first met

things we're working on accounting, but also maintenance.

And I made sure all those things

that counselor are only given me

and many others were on that list of maintenance.

So been working really hard.

I think I reported a while ago, I went

and met with the director of community services
[1:07:30]
for the county that oversees all of our roads and systems
[1:07:32]
and working with her.

I've met a couple times with Commissioner Jones Dixon on
[1:07:37]
what can we do to really help our, our maintenance of our,
[1:07:40]
you know, the different areas of our city that res
[1:07:42]
that belong to the county.
[1:07:43]
How can we get those moving and getting those things done?
[1:07:47]
So we have on the list now everything,
[1:07:48]
and we're working really hard
[1:07:49]
and I've asked them, I want expectation dates,
[1:07:52]
so when these things will be filled,
[1:07:53]
so we can take a look at that.
[1:07:54]
So we're working hard

to get like actual deadlines when
[1:07:57]
these things will be taken care of.

And so I just want you to know that I'm very professionally

and working with them, trying to move these things along.

district discussions.

Where we're at right now is we're waiting for two more.

But we are working with the committee

to get more information and proposals.
