[0:42] yes
[0:55] all right again
[1:24] much
[1:31] good evening thank you for attending
[1:34] tonight's annual meeting
[1:36] this is certainly not a traditional
[1:39] style of annual meeting
[1:40] i don't think we want to be out here in
[1:42] the middle of march
[1:44] it's unfortunate we were shut down five
[1:47] days prior to our regular scheduled
[1:49] meeting
[1:50] but here we are tonight and we shall
[1:53] carry on
[1:54] at this time i would like to ask all in
[1:57] attendance to please continue to adhere
[1:59] to
[2:00] the guidelines no social gathering
[2:02] during or after the meeting
[2:04] keep six feet of social distance apart
[2:06] and we recommend you wear face masks
[2:09] if you need to ask a question you may
[2:11] take off your mask
[2:13] and address the audience if we cannot
[2:15] hear you please come up to the
[2:17] microphone
[2:18] in the middle of the pavilion before we
[2:21] begin
[2:22] with the election of moderator i would
[2:24] like to briefly explain
[2:25] our current budget articles that will be
[2:27] presented to you this evening
[2:30] during the months of january and
[2:31] february prior to the state's executive
[2:34] order
[2:35] the towns department heads town council
[2:38] finance director and budget committee
[2:39] members finalized our budget
[2:42] the 2020 year budget is derived from the
[2:44] 2019 revenues
[2:46] which are comprised of tax commitments
[2:49] the fund balance
[2:50] which had an increase from the previous
[2:52] year of approximately 70 000
[2:54] the betty and homestead revenues this
[2:58] year
[2:58] we had some uncontrollable increases we
[3:01] needed to factor into our calculations
[3:04] those increases which are reflected in
[3:06] the warrant articles
[3:07] are as follows we had a seven percent
[3:10] increase from our health insurance three
[3:13] percent
[3:14] cola cost of living increase for our
[3:16] union and non-union
[3:18] employees a 6.34
[3:21] professional liability increase in each
[3:23] department
[3:25] workers compensation insurance remains
[3:27] the same
[3:28] and due to a leak year we have had to
[3:30] prepare a 53 pay period into this year's
[3:33] budget
[3:34] last week we received the school's
[3:36] proposed budget
[3:38] which will be voted on sometime in july
[3:40] a 40 000
[3:42] decrease was added to fort kent's
[3:45] portion due to the school's fiscal year
[3:48] and the town's calendar year that amount
[3:51] has been adjusted to reflect the town's
[3:53] budget
[3:54] i have included inserts on page 41 to
[3:57] reflect the new numbers
[4:00] in 2019 we had a mill rate of 22.36
[4:04] and this year we are presenting a
[4:06] projected mill rate of 22.44
[4:09] an increase of 0.0008
[4:12] including the school's budget this
[4:14] relates to an eight dollar
[4:15] tax increase on a hundred thousand
[4:17] dollar home
[4:19] i would now like to elect the moderator
[4:22] i need a motion from the floor
[4:37] in order to get travis sworn in i need
[4:40] at least three ballots to vote him in
[4:42] can i ask at least three people to come
[4:44] forward to sign the ballots
[4:46] please come forward to see angela
[4:58] thank you travis you are now elected as
[5:22] moderator
[5:36] is
[6:03] [Music]
[6:04] so
[6:12] a new venue a little airy
[6:15] i like it pretty rude i like it
[6:20] do you have a good meeting i like it um
[6:23] just a couple things from my standpoint
[6:26] uh we've got masks on i definitely know
[6:30] 99 of you with that said though
[6:34] when i asked when we do motions and you
[6:36] give a first or a second and i
[6:38] acknowledge you
[6:39] i would ask that you say your name even
[6:41] if you're the same person making the
[6:42] motion every time
[6:44] it helps for record keeping and every
[6:46] once in a while in all honesty i get a
[6:47] little flustered
[6:49] um the other thing too as we know with
[6:53] some town meetings or meetings in
[6:55] general there can be some items or
[6:57] articles that
[6:59] involve a bit more discussion um
[7:02] one of the practices that i do as a
[7:04] moderator is i
[7:05] time the discussion you're allowed five
[7:08] minutes per article
[7:10] um i will allow leniency on that
[7:14] but if i find at any point that the
[7:16] discussion is becoming repetitive in
[7:17] nature
[7:18] i will ask for a motion from the floor
[7:20] to continue
[7:21] the discussion or a vote from the floor
[7:24] excuse me to continue the discussion
[7:26] or to cease the discussion that just
[7:28] helps move the meeting along
[7:30] and uh make sure that everybody gets
[7:32] saved goodnight to their kiddos if they
[7:33] have young ones
[7:37] at this time we'll start with article 2.
[7:42] to see if the town will vote
[7:44] to authorize the town
[7:45] treasurer under the direction of the
[7:47] town council to accept and sell the
[7:49] property given to the town of fort kent
[7:51] from the veteran's afford foreign wars
[7:54] former
[7:54] dfw rot on august 2017
[7:58] this is tax map 18 lot six questions
[8:08] second lloyd sissy second any discussion
[8:12] on article two
[8:14] all those in favor i would ask that
[8:18] i didn't explain that but please raise
[8:20] your yes tag
[8:21] if you're in favor all those opposed
[8:26] article two moves is ready
[8:30] article three to see if the town will
[8:32] vote to raise appropriate december 462
[8:36] 102 for the administration department
[8:40] appropriating the 2019 427th
[8:45] the motion from senior bully to move
[8:48] was the second from eric bouchard and in
[8:51] discussion on article three
[8:53] larry yes there's a thirty four thousand
[8:56] dollars increase what's the reason
[9:04] so we had salaries uh increased three
[9:07] percent
[9:08] increase for our employees workers comp
[9:11] professional liability
[9:13] um stayed the same by professional
[9:15] liability went up six point three
[9:16] four percent our health insurance went
[9:19] up seven percent
[9:20] and then we have one of the employees uh
[9:23] sign on with the
[9:24] health insurance plan plus we have a 53
[9:26] pay period
[9:28] um year this year instead of 52.
[9:31] what's the chance of that next year page
[9:37] saying who works before camp how many
[9:39] years they're working for
[9:41] what they which department and what
[9:43] they're making
[9:45] um do that yeah we can and i also have
[9:49] a detailed um form if you want to come
[9:52] pick one up
[9:55] i have a detailed outline form if you
[9:59] want to see one i can bring one to you
[10:07] any further discussion on article three
[10:10] all those in favor all those opposed
[10:15] article three moves is read article 4
[10:19] to see if the town will vote to raise
[10:21] and appropriate the sum
[10:23] of 178 929
[10:26] for the planning and economic
[10:27] development department appropriated in
[10:30] 2019
[10:31] 168 731
[10:35] budget committee recommends 178 929
[10:41] danny nicholas first
[10:44] cindy bully's second any discussion on
[10:47] article four
[10:51] larry is it ten thousand dollars
[11:00] like the previous article we had salary
[11:03] increases of 3
[11:04] there's a 53 pay period we have health
[11:07] insurance that increased
[11:08] 7 and our
[11:11] professional liability also went up six
[11:13] point three four percent
[11:14] throughout all the departments
[11:18] you guys check them out for that yes we
[11:21] have
[11:21] and because because we're under a 50
[11:25] person um employer
[11:28] it's difficult to find insurance companies that will take on
[11:33] that are
[11:34] as close to comparable and without a
[11:38] high
[11:38] deductible or premium
[11:48] any further discussion on article four
[11:51] all those in favor all those opposed
[11:55] article four moves is read article five
[11:58] to see if the town will vote to raise an
[11:59] appropriate percent of seven hundred
[12:01] and forty two thousand five hundred and
[12:03] forty seven dollars for the police
[12:06] department appropriated in 2019
[12:09] 696 163
[12:12] budget committee is recommending 742
[12:16] 547
[12:21] eric first lloyd second
[12:29] 46 000 increase is that the same thing
[12:32] again
[12:33] yeah we had an employee take on health
[12:37] insurance
[12:38] and then we have we're very limited with
[12:40] our police staff so
[12:42] our police are working overtime so
[12:45] that's costing as well
[12:46] we also have the health insurance that
[12:48] went up
[12:49] um professional liability that went up
[12:52] and the salary increases our police
[12:56] officers
[12:56] are union so we have to follow the union
[12:59] contracts
[13:02] any further discussion on article 5
[13:05] all those in favor all those opposed

[14:03] fine
[14:04] all in favor
[14:07] all those opposed
[14:10] article 48 reads to see if the town will

[14:14] the amendments of the town of fort kent
[14:15] zoning ordinance section 3.1 zoning

[14:34] expansion
[14:36] there's a motion on the foot the move is
[14:38] written
[14:40] there's a second by danny
[14:43] i'll give you guys a second to read the
[14:45] article if you wish
[14:50] any discussion or an article
[14:54] mr you know or whoever
[14:59] [Music]
[15:03] explain the difference between the new
[15:10] language
[15:20] the main difference in the article is to
[15:24] allow for
[15:24] bulk propane storage in the wellhead
[15:27] district area
[15:30] the way previously written we could
[15:33] store no
[15:34] new fuel tanks in the wellhead with this
[15:37] wording
[15:38] we can
[15:50] ready for the discussion on article 48
[15:53] all those in favor
[15:57] all those opposed article 48 moves is
[16:06] written
[16:08] we will now move back to article six
[16:12] to see if the town will vote to raise
[16:13] and appropriate the sum of ninety three
[16:15] thousand four hundred and forty four dollars for
[16:19] the fire department
[16:21] appropriated in 2019 85
[16:25] 763 the budget committee is recommending
[16:28] ninety three thousand four hundred and
[16:30] forty four dollars
[16:32] there first
[16:36] bully's second any discussion on article
[16:38] six
[16:40] all those in favor all those opposed
[16:45] article six moves is ready article seven
[16:48] to see if the tower votes to raise and
[16:51] appropriate the sum of nineteen thousand
[16:53] dollars
[16:54] for the fire station parking lot
[16:57] there's a motion on the floor to move
[17:01] there's a second by eric is there any
[17:03] discussion on article 7
[17:06] yeah gary lambert um my question is that
[17:09] a one-time deal that 19
[17:11] 000 or is that going to be a yearly
[17:12] ordeal
[17:16] what specifically is that for me for the
[17:17] parking lot um
[17:23] okay all right thank you thank you
[17:26] they're 19 000. this year
[17:29] hey we're looking at thousand dollars
[17:31] increasing
[17:34] i mean we can maybe skip it here try and
[17:37] save some taxes over here
[17:52] the reason we are asking for it this
[17:54] year we have skipped
[17:56] several years the parking lot that's
[17:57] there now is the original one when the
[18:00] building was built in 1987
[18:03] uh it's just crumbling almost to nothing
[18:05] and that's not just a parking lot it's
[18:07] our ramp for our fire apparatus
[18:09] where we test holes and we train on it
[18:11] right now we can't even stand up
[18:26] and that's doing the bare minimum we're
[18:28] not tearing the whole thing out
[18:30] we're patching and resurfacing one area
[18:32] and the only reason we're tearing the
[18:34] whole thing out in some places
[18:36] if we can't build it up too high the
[18:37] water will run into the firehouse
[18:39] so we're doing this as cheap we as we
[18:41] can
[18:43] i tried to make it a little wider there
[18:45] but they wouldn't do it
[18:51] any further discussion on article 7 all
[18:54] those in favor
[18:56] all those opposed article seven moves is
[18:59] ready
[19:01] article eight to see if the town was
[19:03] both to raise and appropriate
[19:08] that was
[19:16] [Music]
[19:18] for the public works department
[19:20] appropriated in 2019
[19:36] big increase
[19:41] again we have the three percent union
[19:44] increase
[19:44] that we we have to follow the union
[19:47] contracts
[19:49] we have to follow union contracts um
[19:52] we also have the professional liability
[19:55] of six point three four percent
[19:57] health insurance of seven percent and a
[20:00] 53
[20:00] pay period just that adding that one
[20:03] extra pay period
[20:04] does
[20:15] all those opposed articles
[20:25] [Music]
[20:32] second any discussion on article nine
[20:36] arrows in favor all those are pros
[20:41] article nine news is written article 10

[20:55] 250 3 658
[21:00] budget committee recommends 264
[21:03] thousands
[21:04] there's a motion by assuming the move is
[21:06] written
[21:08] is there a second uh error
[21:12] is the second and i'll open articles
[21:18] i thought everything was close you
[21:20] should be saving some money
[21:25] it goes back to the union
[21:31] yeah travis i got a question now uh at
[21:34] this point in time i'd like to know the
[21:35] status of the skating rink
[21:37] we have a recent high school graduate
[21:39] eden parody did an extraordinary
[21:42] well thought out plan to save the fort
[21:44] can skating right to move it to the
[21:45] lonesome pine ski area i just want to
[21:48] know
[21:49] what the status of that project is okay
[21:54] that is not on this year's uh that's not
[21:56] on this year's warrant article
[21:58] so we're we're still working on that and
[22:00] if um
[22:01] in the near future maybe next year's one
[22:04] article will have something
[22:05] on that one thank you any further

[30:27] one point uh first of all i want to
[30:30] compliment the towns
[30:31] town council and town manager for
[30:33] converting to led lighting as far as the
[30:36] street lights it's
[30:37] like night and day all over town it's
[30:38] incredible difference so
[30:40] thank you but my question is on those
[30:43] downtown main street victorian
[30:45] light posts um for years and years we
[30:48] had the frosted glass on it and i
[30:50] believe
[30:50] tony and company did a trial experience
[30:53] with some clear glass to make it a
[30:54] little more visible
[30:56] i want to know at what point that
[30:58] project has
[30:59] proven to be successful
[31:03] well we're we're not completely done i
[31:05] don't know if you notice the bucket
[31:06] truck we did right here

[31:11] town at night we notice quite a
[31:13] difference all right you can see where
[31:15] the light
[31:16] the other ones you can't see yeah so the
[31:18] whole thing is going to be converted
[31:19] yes oh wonderful by the end of the week

[34:28] appropriated in 2019 is recommending
[34:32] 1500.
[34:45] explain first time this year we have
[34:48] that
[34:50] so last year we had the 150th
[34:52] anniversary
[34:54] and we had appropriated five thousand
[34:56] dollars from the town for
[34:57] marketing our 150th anniversary and then
[35:00] we had also appropriate 2500
[35:02] for the 150th committee group so that
[35:06] was 7 500
[35:07] that we had committed to our taxes so we
[35:10] don't have that this year
[35:12] so we decided to add a 1500
[35:15] town marketing so when we do i need to
[35:17] publicize something
[35:18] we have some funds to publicize and work
[35:22] and try to get some business into town
[35:26] or
