[1:56] 21st but Matt born raised in Dayton Kentucky so a Campbell County young man

[2:03] and has had some stints with Wilder Edgewood and most recently the Florence

[2:09] Fire Department so we're excited to have Matt joined the city of Fort Thomas and

[2:15] the for Thomas Fire Department family that like I said captain lumps here

[4:22] idea of a fairness ordinance I was completely unsure how it would be

[4:27] received and as a chance just to observe the process I have been terribly

[4:33] terribly impressed by mark by your committee and the work that you have

[4:38] done Adam and Roger you guys are on that committee too and you've you've helped

[4:42] with the city attorney to look at this from all angles and to prove them

[4:50] which fits for Thomas very nicely and I don't presume to predict how things will

[4:58] work the rest of the night but I want to tell you as a dad

[5:02] how much it means to me knowing that my son will have the same rights and

[5:07] protections that I do and that's that's what it is for me and for our community

[5:14] but once again thank you guys very very much would anyone else like to address

[5:19] council friends mere house council my name is Chris Hartman I visited you all

[5:30] several months ago now I'm the executive director of the fairness campaign and I

[5:34] just wanted to reiterate the thanks sheriff shared with councilmember Bowman

[5:41] when I came in I said it used to be a year and a half two years ago I would

[5:45] come to a city where they were passing fairness ordinance or considering it and

[5:49] we'd show up two hours early and the room would already be full with people

[5:54] with very strong opinions on both sides and we're not seeing that any longer

[6:00] here in Northern Kentucky especially you all will if you approve the fairness

[6:04] ordinance tonight you'll become the fifth city in Northern Kentucky and the

[6:08] 17th city in the Commonwealth of Kentucky to pass this type of ordinance

[6:14] to protect LGBTQ people in the same way you protect everyone else in your

[6:19] community and it will happen with little fanfare and that is the true progress of

[6:25] of the way we've seen this movement work and the way that I've seen legislation

[6:31] get passed up here in Northern Kentucky I've been incredibly impressed with the

[6:35] respectful tone here and in the other cities that we've seen passing these

[6:40] ordinances recently and I just want to again extend my mind credible gratitude

[6:45] for your all's thoughtfulness for the time that you spent on this to once

[6:49] again to councilmember Bowman for bringing it up and to you all for being

[6:54] receptive of the conversation again I want to continue to be a resource in any

[6:59] way that I can for folks but I'm just happy to be up here to watch you all

[7:03] take the vote and hopefully again become the 17th city in the Commonwealth to

[7:08] extend these protections that I wish we would have statewide but you all

[7:12] hopefully will add to the momentum to get us to that point where we won't just

[7:16] have 25% of the Kentucky's population covered but eventually we'll have a

[7:21] hundred percent so thank you all very much tonight

[7:31] city administrators report this bill okay I really don't have a lot to report

[7:36] tonight I do have a couple of requests of council

[7:40] first I'll report that updating our our IT website selection we've actually had

[7:47] some productive meetings with some potential providers to update our take

[7:54] over our website as you all know we've we've lost contact with our informatics

[8:00] group from NKU so we're looking to fill that gap and we've have found that our

[8:05] platform is fine that people can can step in and work within the platform

[8:10] that we're in so we're not talking about huge costs to engage somebody in that

[8:15] process we think we have a couple of viable candidates and Joe's worked

[8:21] really hard with at the staff level working toward that so I think we're in

[8:25] a position that will be bringing somebody on board and updating our

[8:29] website and doing that work very quickly within the next 30 days so that's good

[8:35] news to report a couple of other things with council we've kind of had a little

[8:41] bit of conversation I think I brought it up at the last meeting about trying to

[8:44] get a joint meeting with the school board we're still working on that so why

[8:50] I have everybody here the school board group is available on Monday

[8:57] January 20th that is Martin Luther King holiday we've always moved our meetings

[9:04] to avoid that but at this point that's the best possible date it's the day

[9:09] before when we would have had our regular meeting didn't know if council

[9:13] had an ability to make a commitment at this point but I would like to get that

[9:17] on the calendar we're having a regular meeting on the following no we will not

[9:21] have a meeting on the 24th so this meeting was in lieu of our meeting on

[9:24] the 21st what time well we haven't set a time but probably

[9:32] in the evening at 6 or 7 o'clock I was what we were looking you know we're

[9:37] probably at the facility at 20 grand Oh everything just so council can be in

[9:43] that location right and it would be advertised as special meeting and we

[9:48] would have a specific agenda obviously as a special meeting I think that might

[9:56] be a go thank you awesome the next item is really

[10:01] committees that we're going to be asking council to join staff and one is the

[10:06] public works committee that meets in January so I originally asked you all to

[10:13] hold of me on the 21st in the evenings not sure if you want to do back-to-back

[10:17] nights but I do have the Public Works Committee and the Finance Committee that

[10:22] I would so if you want to do something that next evening we could just plan to

[10:28] do that I'm good public work I mean I don't see you I hold two

[10:33] titties are you kidding me yeah the fact that I okay but we don't have a council

[10:37] meeting so we'll do it all over four or five thirty somewhere in the late

[10:42] afternoon I can confirm the times those are the two committees that we're

[10:46] looking to go okay well I'll reach out to Council to confirm those deeds but if

[11:16] you're not opposed to Singh on two nights a year or get him done get him

[11:20] over here fair enough that's really all I had so I

[11:30] okay discussion of proposed bank redesign study yes as you all have

[11:43] probably witnessed some communication from our public regarding the tank

[11:48] redesign study that's been in the works for about nine months we've mentioned

[11:52] that in the past meetings they're drawing to kind of a close with that

[11:57] process and they're conducting public meetings in fact they have one going on

[12:00] this evening the local administrators are invited to a meeting specific for

[12:07] the city representatives tomorrow which while I

[12:11] but they are recommending some changes in in what they're offering in their

[12:17] routes and it does affect the city of Fort Thomas routes so I will actually

[12:23] get more information about that that's posted online I put it on the agenda

[12:27] because there was some potential for it to be a conversation potentially with

[12:33] residents coming here so we want to make sure that we were able to discuss it if

[12:35] we need it to but it's really a work in progress moving forward we will engage

[12:41] at the city leader level and there conducting public meetings for open

[12:47] forum and then they hold meetings at the Fiscal Court and just for point of

[12:52] reference two years ago we went through a similar process with them where they

[12:56] reduced some of the route delivery we participated in those meetings we will

[13:02] continue to participate in those meetings ultimately the Fiscal Court

[13:06] votes to finance the tank budget through the respective Fiscal Court

[13:14] there is a reduction in what they're offering in our community I was I was in

[13:18] attendance at today's meeting and I had a discussion with like this and really

[13:21] yellow their general manager but compared to what are the last round of

[13:30] changes where this is far more drastic I mean it it'll it basically takes for

[13:34] Thomas off their mat so anything we can do to advocate for the continuation of

[13:41] public service I questioned them about right sizing their vehicles things you

[13:45] know as if you don't have the riders and why don't you use a little shuttles and

[13:48] he said most of the cost is in the driver of the vehicle on that might be a

[13:53] 10% savings are so estimated but for Thomas has basically taken off the map

[13:59] so I hope there's something we could do to advocate there was a meeting today at

[14:03] the South game South Bank city managers and and the mayor's group met together

[14:10] today this morning and this was part of the topic too and one of the things

[14:14] they're proposing for the tank is not proposing but a side company to do an

[14:19] uber like addition to supplement the buses are taken away the way it's

[14:29] being proposed and feel comfortable in it because they were looking for

[14:33] additional revenue from the cities to fund this well we already have tax

[14:37] revenues funding tanked but the concept of tanked eventually going to an apple

[14:43] even saying that is more focused on when ridership is needed it's maybe a

[14:48] possibility we had that meeting today there's several other means there's also

[14:52] the mayor's camaccounting mayor's is the 26th or 28th whatever that

[14:59] Tuesday is of this month and Andy will be at that meeting as well to discuss

[15:04] the tanking so at least they're being open-minded and having discussions with

[15:08] people in a garage right we have to stay on top of this and I and I've received

[15:12] several emails from people about this issue and you know one of the first

[15:17] things that's been repeated several times is like the 11 is 11 or not

[15:22] supposed to be eliminate completely 16 is still there but at least looking at

[15:26] rush hour time and looking at making adjustments to the schedule rather than

[15:30] eliminate so yes it's high on the list of what we have to stay on topic to see

[15:37] how we can keep services can they talk about specific numbers and costs of

[15:48] these routes and you know what I mean they hit a lot of statistics about

[15:55] ridership declines and how you know we compared to other cities too and but not

[16:03] a lot of other proposals on the table as far as solutions whether that be more

[16:08] put into advertising and promoting bus ridership you know other other things

[16:13] other than just erasing routes off the map there weren't a lot of other

[16:17] alternative form of proposals but yeah there was a lot of statistical analysis

[16:21] that was pretty you know presented in a PowerPoint the one they did present it

[16:26] is forward-thinking lose the idea Park &

[16:30] Ride locations to encourage more use of that and there was a sentence on that

[16:34] but you don't have a car that exactly I mean a lot of the census that's using

[16:38] the buses as a park and right it's not an option and I unless they move her to

[16:41] the park and ride location yeah you know yeah that's not practical I think that

[16:45] that drop-off was in in Newport and it's just it's just not there's there's a

[16:51] part of our population that utilizes boss that we have to make sure that

[16:56] we're doing everything to kind of bring everybody in sure you know it's a really

[17:01] tough issue and then we felt it the last time when they reduce service to our

[17:05] routes this time there was an actual elimination of that and that's a pretty

[17:10] drastic step but it's not surprising in that it's come that far just because of

[17:16] the resources that are required to run routes and when you have specific

[17:20] convocation the ridership is always the issue if you're not picking people up

[17:25] and they're not paying to be transported then you know the return on investment

[17:30] of running them there isn't there we've had some more conversations in our

[17:35] last come with them two years ago about the size

[17:40] of the vehicles and that really is not a huge cost savings for them it's really

[17:44] the time spent servicing those area without getting ridership so it's really

[17:49] difficult but it's a major step because it eliminates the 11 route completely

[17:53] and the 16 route only Energon as far as Sammy's and the Express route on 27 that

[18:02] you know touches our city a little bit right but that's it's very minimal in

[18:07] terms of what the service was providing for that the way it's presently being

[18:11] presented this is all supposed to be on tanks website now to all the proposed

[18:15] changes anybody wants to look at it so we will report in the future

[18:24] all right discussion of City alcohol beverage regulation um this is a topic

[18:30] and mr. pilot asked that we included again because we're in a special meeting

[18:33] not putting on an agenda don't know where we want to go with the discussion

[18:37] exactly so I'll kind of turn it over the thoughts to you sure you know typically

[18:42] I would say that stuffin victory a search committee

[18:46] before it comes here this being a simple change and all three too many members

[18:50] beat here I'd like to be more proactive on this is that are reactive because

[18:55] other cities are making adjustments at this time currently on Sundays are

[18:59] sailing alcohol are at 11:00 a.m.

[19:05] Newport is and I am

[19:09] living on their City Council if their city comes we need probably at 9:00 a.m.

[19:13] change I have their ordinance in front me I gotta confront this an

[19:16] administrator on the other day they will didn't have especially if everything is

[19:20] approved which it should be they poke people but still 1 6 a.m. there if a

[19:24] couple that they approve it that could actually have another special even

[19:26] following day devoted in the place in a week or two everyone that takes no

[19:33] reason bringing up is our the slice and logic proactive instead of reactive all

[19:36] this stuff I talked to some other cities around herself in high school experience

[19:40] to try to hear everybody long I think that we need to give our businesses

[19:45] earlier they want to be cheap markets so I think it's only fair

[19:52] talk about it possibly put in James Han I must say we vote tonight with

[19:56] everybody agrees to it

[20:00] right ordinance we vote on next time I just didn't feel

[20:03] this simple subject was worth having a special meeting for day mark and Roger

[20:09] to meet about significant meter tonight they have agreed to it it's real

[20:18] the propane the process be to move for a committee meeting to discuss it with the

[20:22] appropriate committee like Labor Relations I don't think it's necessary

[20:26] if they feel that it is necessary to meet with them there also we sit right

[20:29] here they feel that they need to I have just so everybody knows I spoke to every

[20:34] single business proposed to be in town everybody from the marathon to the mayor

[20:45] stopped and I went to where Thomas meets up with Shell station every single owner

[20:50] PP Highlander grant everybody's in favor of other things

[20:54] so it's really pretty simple change so that's why that's the only reason one

[21:01] apparently these these so many members feel that they need to discuss it

[21:04] further please take it to committee first I just

[21:08] didn't I didn't want like I said before I'll say it again I want be proactive

[21:11] instead of reactive so it's two additional hours on Sunday and no I mean

[21:23] for me that's a simple change I'd be okay not having a committee that would

[21:26] differ to my other committee members on that yeah I think as long as we're kind

[21:30] of keeping things uniform with that's kind of the theme of what we try to do

[21:34] is keep things uniform with other cities in the region and in the county I guess

[21:41] can could pull some ordinances to see

[21:53] - they're doing 9 a.m. it's statewide where this is statewide

[29:07] this ordinance adopts a policy to promote fair treatment and equal

[29:11] opportunity for all persons regardless of race color religion national origin

[29:16] sex age over the age of 40 disability sexual orientation gender identity or

[29:23] feminine familial status all claims filed with the city's fairness officer

[29:29] alleging discrimination and employment public accommodations housing financial

[29:34] and credit transactions based on race color national origin religion age over

[29:40] forty familial status and disability shall be referred to the Kentucky

[29:44] Commission on Human Rights for investigation and enforcement in

[29:48] accordance with the Kentucky Civil Rights Act the city shall reserve the

[29:53] resolution of all claims of discrimination based on sexual

[29:57] orientation or gender identity complaints may be filed investigations

[30:02] conducted conciliation attempted and if necessary hearings health

[30:10] second second all right I want to have a little bit of discussion I just want to

[30:15] make a couple of statements I've talked to a number of citizens and received a

[30:19] number of emails and appreciate everybody's endeavor to make this happen

[30:23] there isn't anybody I talked to that is against the idea of fairness for

[30:28] everybody but there are people who are concerned about this being more of a

[30:31] political issue and really shouldn't be at the city level

[30:34] I personally am concerned from a liability standpoint for the city to put

[30:39] that onus on us to have to deal with this particular issue as the ordinance

[30:44] states everything else is handled by the Kentucky humanities or whatever is

[30:48] called it really should be done at a state level and I think even folks

[30:51] involved understand that that's a preferred that it would be at a state

[30:55] level or even at a federal level that we didn't have to do this at a local level

[31:00] so I am concerned about that I've had a number of people express concern they

[31:04] would prefer that we did not do it and I just wanted to share that because it was

[31:08] brought to my attention so any other discussion okay mr. cammeron hi mr.

[31:36] I do feel to give that a couple of those comes for me just give me a sense of I

[32:06] thought that occurred to me about this and you know this question of whether or

[32:12] not this level rise and you don't hope there's nothing yeah issue and you have

[32:17] some process and Sanders you know some potential cost to the city of this and

[32:22] you know is it really necessary is it political and all those kinds of things

[32:27] reminds me of you're not gonna believe this comparison though when we were

[32:34] dealing with the deer issue and there were a lot of people that were doing

[32:39] there were people that were concerned about the danger that could result from

[32:49] shooting arrows in the city and I remember at the time we did some

[32:54] research and couldn't find any information at all about accident you

[33:01] know arrow shooting accents couldn't find it and you know Internet's pretty

[33:06] powerful and if that happened he could but the thought occurred to me that you

[33:11] know even if it's not real if somebody doesn't

[33:14] feel safe that's a real problem and so you know we took steps when we did a lot

[33:21] of shooting to limit it to certain times so that those people would not be scared

[33:27] they would feel safe even though I think this is but we certainly want people

[33:38] that may have a feeling I'm not feeling welcome to feel welcome and I think that

[33:43] has some value and I you know I despite the fact that it's you know taking some

[33:48] staff times taking my personal time to review this and you know maybe like for

[33:58] Thomas there's a very important value to me all right thank you again so 19 this

[34:21] is a summary of ordinance Oh 19 2018 an ordinance amending the text of the

[34:26] official zoning ordinance of the city of Fort Thomas Kentucky to include outdoor

[34:30] seating as a list of permitted use in a general commercial zoning district under

[39:40] that's the first reading so no action is required on that and we have one

[39:45] executive order executive 0:01 executive order eo1 2020 and executive order

[39:57] appointing Matt fight as a perfect probationary firefighter paramedic grade

[40:02] 3b for the city of Fort Thomas Campbell County Kentucky Fire Department and

[40:06] fixing his compensation for the fiscal either awesome now the song and dance

[40:23] well very excited to be before council tonight this man needs no introduction I

[40:29] think you all know Chris Manning with human nature who has been working with

[40:33] our staff on implementation the plan I stand before you today first of all come

[40:41] in the prior council in this council for the action they've taken to get us to

[40:45] this point I always told my kids growing up things don't happen by accident all

[40:50] the time that right there represents things that don't happen my accident you

[40:55] know we went through a process a year-long process engaging our community

[41:00] to create our community I think we did a great job it's being

[41:04] recognized outside this room for the team that we put together the effort

[41:08] that we made the process that we used and I think that's really important and

[41:12] this council's chosen picked up that momentum and kind of carried us for the

[41:17] next step of implementation so we challenged ourselves at the beginning of

[41:21] the last year this time last year when this council came on board about

[41:26] implementation and we worked through the first quarter of the year with myself

[41:31] kind of leading in charge and trying to intermingle the implementation process

[41:35] with other things that we do every day in our community and it was a challenge

[41:41] and again I come in council I think it was in our Finance Committee meeting or

[41:45] not look we for us to do a really good job we probably need to bring to the

[41:52] outside resource to help me direct our staff and to work individually to

[41:58] accomplish some of the things and keep that little down that's where this is

[42:02] young man she liked the group and since then we've had measurable progress and

[42:07] that's why we're here tonight so it was really like to kind of walk you through

[42:11] the process it's pretty impressive you all see it and hear it on a

[42:15] month-to-month basis we live it every day as far as what we're doing in this

[42:20] and staff who have a great staff and the community feels it and we all go but

[42:25] sometimes it's nice to pause and stop and look at where we are having said

[42:31] that we would like to get to the point where we're focusing on so we'd like to

[42:42] touch on where we've been and talk about the things that are in front of us and

[42:46] Kris and I are going to do that together so with that I guess we'll start

[43:14] Oh

[43:21] we're going this is the outline that we're involved tonight I've given you an

[43:25] introduction we have working committees implementation tools project updates and

[43:30] then we talk about next steps

[43:37] sure first I just wanted to take a moment to thank mayor and council for

[43:42] the opportunity to be part of this you know used to being part of the visioning

[43:45] and the planning and used to doing construction documents and following

[43:49] things but that gap in between strategy I don't get to do that often and it's

[43:55] really fun so we're a lot my sleeves work with the committee's work with Ron

[43:59] that's it the night here so thank you for the opportunity it's a lot of time

[44:04] so we've been having committee meetings and this is how sort of broken down sore

[44:11] and understand public works parks and recreation in particular have been the

[44:16] most active today buildings and utilities that lengthing up and as I was

[44:21] talking to Roger earlier funding it's going to get very important very soon

[44:26] we're getting to that point where we need to really prioritize and start to

[44:31] lay out budgets all these fun projects so that's coming and we've also

[44:37] developed some new tools kind of building upon some of the tools that we

[44:42] developed in the community we have these project implementation worksheets that

[44:49] are built in Excel so everybody has access to them and use them and you can

[44:55] see at the bottom kind of how it's structured you have the area you have

[45:01] the project responsible committees and contact people you have a calendar in

[45:06] the middle funding and partnerships and then comments and notes to the right

[45:12] now we have five of them we have at our Park and Midway district working sheet

[45:25] that will continue to evolve so this is very much important and we use it every

[45:32] time we meet Chris in our first session that we can see in front of you is blank

[45:43] and it took the entire table in the Centennial room and we started there and

[45:48] it's been a great tool for us that's because all these blocks were the size

[45:52] of the stickers here it was huge so that was our starting point and it allowed us

[45:58] to stay on task more importantly it's allowed us to project forward not just

[46:03] we don't want the bond but really no longer

[46:06] kind of a rear block but we're starting to move everything into an appropriate

[46:12] location and face it off over reality and we're

[46:21] so with that we'll move into the project updates and there's there's a lot of

[46:25] them to start off with the town park Midway

[46:29] district area and we're going to start at the entrance the Talon targets were

[46:34] and so make some improvements around the towel and not too long ago there's a

[46:40] beautiful building says our icon this is an entrance to a

[46:46] regional destination park we're talking about including all the crosswalks and

[46:50] the intersection creating another problem ever side

[46:55] and that that's where the location of the jumped on the statue will go when

[47:00] funding is complete for that you can kind of see how those things complement

[47:06] celebrates the entrance the park makes it safer also investigating the

[47:13] possibility that stop which we hope we can accomplish at

[47:17] parties improvements over time really celebrate

[47:22] just you know as we go through these just

[47:26] kind of captured the concept that all of our projects are really designed have an

[47:32] initiative of a purpose and it's an improvement it's safety conscious so

[47:39] there's always the undertone of providing a safe atmosphere and then the

[47:44] last thing is a sense of place so if you picture these things as we go through

[47:47] them those are some of the underlying

[47:54] next as we move into the park we're talking about some related intersection

[47:59] improvements as we complete the parking and roadway improvements around the mess

[48:04] hall in conjunction with Alexander Circle this intersection takes on more

[48:08] importance

[48:11] solve some of the alignment issues that have been a challenge for a long long

[48:14] time an important process and pretty four-way stop kind of conditions make

[48:20] them all 90 degrees also gives us the opportunity to create a new trailhead

[48:25] but here is this is one major traveling south parking create some amenities that

[48:30] to go with that and then to create a very clear threshold where the

[48:35] residential parking is for the homies to the west

[48:40] creating a threshold there was some signage acquaintances so it's literally

[48:44] the best

[48:47] so those are some things as we move into the park and then continuing further in

[48:53] course there's a bigger project the appurtenances red weddings and parking

[48:59] around the mess hall in partnership with what's going on

[49:04] kind of represents that as we do that of course we're talking about some

[49:10] improvements around the mess hall itself there's a big need to improve the

[49:16] findings around the mess hall and so to the lower left there's a proposed

[49:21] landscaping enhancement plan sitting right on that and you can see to

[49:28] the right or right some in progress of construction parking area that's also we

[49:36] really become more usable from the mess hall and it's also a place where we can

[49:41] hold more community events and the details here as you all know

[49:48] funny we've done in one take this building that the armory building

[49:54] the first steps

[49:58] the dirty carpet in the brain and cows kind of a thing it really creates that

[50:03] as I sort of where you're lacking and Chris mentioned

[50:07] when this is said and done you know the landscaping in front of the building

[50:11] within finishes important and and all those

[50:16] details are hand all the plans this view that you see looking at the sided but

[50:22] that's all is under construction but when it's completed it will have a

[50:26] network a sidewalk it will have lighting it's appropriate for the parking in the

[50:30] walkways you'll have a landscape here and so it all comes in one of the other

[50:39] components it's going to need an upgrade is everything around

[50:44] new is a softball field itself and so this is more of a diagram make it

[50:57] function better make it drain better new restroom that is closer to the new

[51:03] parking use their new small shelter playground in that area which would be

[51:15] great for that event your simple residents but also for people who were

[51:19] maybe looking for a smaller

[51:23] alternative and then definitely new fencing the bleachers that because all

[51:33] these things in him findings surrounding it

[51:42] the zipline routes course that proposin and community playing behind this all

[51:49] just reporting progress on that we get hope to be identified a potential

[51:55] operating partner it turns out they're more of a design build and they are

[52:01] operated

[52:05] so we're sort of stepping back again looking for that partner doing kind of a

[52:11] national search for that partner and the project moving forward so we have that

[52:16] partner to help us implement the course and then manage an operator so depending

[52:24] on who that is if it ever happens the designs of course of course for the ball

[52:32] and who is a move further and of course these are some up-to-date

[52:36] photographs of the progress and Alexander circle it's really really

[52:40] exciting to see that happening but the inside and outside I didn't take any

[52:47] inside photographs

[52:51] well you can kind of see the new besides and when the new colors many rooms in

[52:57] windows new garage is going on the house and then asked yeah so really exciting

[53:04] progress and then there we work for decades to make this possible staff see

[53:10] it actually happen

[53:14] kind of okay to counsel first of all this type of weather will

[53:21] go miles completing this project because the site development

[53:27] [Music] but the better whether the utilities are

[53:32] always buddies now so you know it was a completely rebuilt there's a moment this

[53:37] is really like a new some of these structures were all over the place

[53:40] so only underground utilities and all brand-new everything but they are all in

[53:46] place now and of course we had a obligation to do or airline industry

[53:52] technically before the sidewalk

[54:02] but all of the paving here is to go back a couple slides around the bass hole

[54:12] that will be resurfaced in the spring all that Sidewalk work around the new

[54:17] parking areas will be completed and all

[54:24] is a new house so yes and I would expect occupancy court

[54:30] documents in here probably

[54:36] I have to give the developer a lot of credit they serve

[54:41] where they come to our meetings four times

[54:47] very patient very responsive and I've been inside some of the houses and I've

[54:59] been impressed with the quality of materials they're using you know it

[55:03] they're doing a really good job

[55:08] you know you've seen this before and then there's a plane just like this that

[55:12] spreads it out on the site actually that this is the shelter three area and

[55:16] construction has started on that area of the old shelter

[55:25] a combination of contractors and city crews will be building this

[55:35] this will come out of the ground we work with communities all over the Midwest

[55:47] and I have to say it's one of the things that makes for talking special to do is

[55:51] work in our city originally in partnership with contractors with

[55:56] developers it's not everybody has very few do it as well

[56:04] and we're also looking at the stables building that we continue to chip away

[56:09] at the possibility of

[56:14] as a gathering space and we're talking about improvements around that building

[56:21] that add to the parking clarify circulation through pedestrian

[56:27] crosswalks all around the VA State Building area so these are some plans

[56:35] and studies to improve parking increase the number of parking that we have to

[56:40] move forward as partners

[56:46] and we're continuing competition really important potential partner in

[56:52] the Midway district their presence is there depends on who went there how

[56:58] accepted they are but we do have they can't help but lead over into our

[57:11] properties we would like to have that reciprocated with some of the potential

[57:19] the concept here we actually have some other ones that have sent out on the

[57:23] streets kids and impulsivity a property in the Midway district is doing really

[57:30] well and eat more with all businesses so we moved from

[57:38] town park Midway to town centre CBD and of course everybody's notice the

[57:45] difference there one Highland demolition of several structures is taking place

[57:52] today photographs so all the buildings are down are there still some foundation

[57:58] walls and everything [Music]

[58:01] exciting new project right in the center Prospero

[58:06] and you complain

[58:12] and then with city building team has been selected led by Joe Hayes who's

[58:18] done such a wonderful job on our schools [Music]

[58:24] current work is focused on some of the basic cost we need to investigate

[58:33] lately to address before we get to some of the

[58:38] big changes just as an update to that actually Jonah

[58:44] you know we kind of dissected this project potential in million sections

[58:51] and the first one is again they've been driving the time but our

[58:56] needs were see how our true infrastructures have

[59:00] better is the starter killer and he has

[59:04] completed that evaluation we start talking about that which will allow us

[59:07] to have the next conversation about service delivery and that would actually

[59:13] or the street cake so we're kind of at the branch there and

[59:20] obviously part of that conversation

[59:29] we're kind of getting to that you know we have to be doing how we're going to

[59:35] accomplish the other thing

[59:41] this also work on the garages in the parking as well as this just a builder

[59:46] well that's what I was speaking of context

[1:00:02] sweetie building one Highland exists the area and as CBD continues

[1:00:09] live in Rome and see progress made you know that parking is going to be

[1:00:17] they need to be addressed and we'd like to be proactive about that and really

[1:00:23] need to do more study understand where an existing

[1:00:28] market is where there's potential for parking

[1:00:32] connect part came by get to it

[1:00:41] so really looking at that into the next step

[1:00:52] is very about what

[1:01:00] we will because those GT players property

[1:01:08] so we're taking the first steps toward identifying and

[1:01:14] [Music]

[1:01:27] incredible progress made on the trails this park next March

[1:01:32] a lot of volunteers and city crews

[1:01:38] and that's kind of urging everybody to get a flying

[1:01:48] [Music]

[1:01:51] it's just exciting to see the trail system evolve later and it becomes

[1:02:02] you know on that what are this trail maps available there I quit and I

[1:02:08] couldn't finally of the city website I think they're

[1:02:13] posted in all these maps and then there's also the ones that go throughout

[1:02:20] the community where there are emblem out there a lot

[1:02:26] of sidewalks where you

[1:02:30] there are copies on paper available and left by the tennis courts yeah

[1:02:44] [Music] it'll be easier to find I mean I don't

[1:02:50] see for example you could search for a me that's psychotic

[1:02:57] it's such an active community

[1:03:04] and then at the end of the coalsack right there where the developer is

[1:03:08] talking about improvements to that area

[1:03:14] well this active street really

[1:03:18] sidewall extended one of these

[1:03:28] yeah we're really excited you know this is reference

[1:03:34] this is Lisa Silvia this facility that all partridges have

[1:03:40] holiday okay the training for snow on the ground

[1:03:43] somebody is thinking they're going to the ballpark literally yeah but

[1:03:47] everybody just keeps sensing the same is going to the dogs

[1:03:53] yeah but I'm excited because you know we place this a number of years ago

[1:04:03] amenity to it and I think the truth

[1:04:26] and they did an online poll they had good response they probably worked eyes

[1:04:31] you know kind of hey we like a lot of things but here what we might identify

[1:04:35] it is the most important things and they understand that that's the best way to

[1:04:39] approach the city they're willing to do a fundraising event

[1:04:45] they feel really excited about the possibility with the vegetarian

[1:04:51] they exist and you have and it shows where and having

[1:04:58] kind of a design concept - if it were stuck just starting to get to and I

[1:05:08] would also just point out and you see on this diagram and maybe another slide

[1:05:14] show of that people there is a kind of a comprehensive effort to create a

[1:05:19] walkability with in the park the Ohana marks existed for a long time

[1:05:24] the truth and everybody in the back part when we did the phasing and the new

[1:05:34] shelter they kind of stopped earlier pedestrian access to the vault there is

[1:05:40] a plan to do work along the funnies among people and then as you can see

[1:05:45] here I found such kind of picked up and of an actual paper path regional

[1:05:57] connectivity and the partnerships are really important in all of our parts and

[1:06:03] the folks that have assembled

[1:06:10] you'll see the community the benefit of that as we start to engage with them and

[1:06:19] and that's duplicated with the baseball team

[1:06:24] that meeting but that duplication is important

[1:06:37] and celebrate that sense of volunteerism throughout our system but this is a

[1:06:44] great thing

[1:06:47] then we have the baseball field

[1:06:53] better braking we can

[1:06:58] you can see the end of the walkway loudly extended

[1:07:07] there's mental operations happening in the lower area there the horizontal

[1:07:12] bodies we this is a great plan roughly showing the lumen to that be

[1:07:19] consistent with the community plan that we look at conferred parking and

[1:07:24] pedestrian trail head slash mark in this area

[1:07:33] what what is it stairs the the building took place there to

[1:07:39] date has little just to generate some public the city's been doing we haven't

[1:07:44] opened that of the fuel project we do have to require a permit to nested one

[1:07:47] I've had conversation that the affected abutting property owner although we

[1:07:53] haven't finalized any details and that was just the red line that you see there

[1:07:58] for example right is judge Folgers property enough

[1:08:02] that would say me and maybe I've met with the Swim Club and whether they

[1:08:07] allow that temporary encroachment would just change how we grade but the

[1:08:12] intention here is the project at one Highland is to bring that filter or

[1:08:17] going to be done very quickly it'll be places the control Phil we

[1:08:21] won't have a prolonged you know improve you know the truck bringing the feeling

[1:08:26] it'll be convincing a very short time frame

[1:08:29] big expensive I mean it seems like every about a project

[1:08:36] well if being hold in for free so the one you have to do is great in

[1:08:40] compactive yell

[1:08:46] as part to some of our major core projects

[1:08:51] one of us exciting committees

[1:08:56] partnerships and collaboration community and in that committee this idea talking

[1:09:02] to our neighbors and library major projects like us

[1:09:07] came out of that and the naturally down subtraction

[1:09:14] really sorry formalize and we talking about with some funding

[1:09:20] together

[1:09:23] between several cities in the county and then the holistic supporting partners

[1:09:28] vistas and everybody some [Music]

[1:09:33] just a lot of momentum and a lot of potential

[1:09:45] and I think you'll have

[1:09:49] through those involved in

[1:09:57] and scheduling our meetings it's really kind of neat that this really sprung

[1:10:02] from our efforts

[1:10:06] the regional collaboration from the businesses anything in the past and this

[1:10:13] is a direct result of that committee kind of stretching our boundaries and

[1:10:17] pretty exciting that really truly inconvenient for almost two

[1:10:21] years and it's grown exponentially to include a number of partners okay I know

[1:10:28] other partners beyond the interval with a lot of momentum and discussion

[1:10:34] and were kind of getting to the point where or organizing we've added all the

[1:10:43] some realities report has a grant for the portion of 27 and that's when to

[1:10:48] kind of service the starting point literally figuratively

[1:10:52] or their selections made about streetscaping and lane road diets

[1:10:59] there's discussion about those topics interacted with tank

[1:11:04] service providers

[1:11:08] is really strong in terms of the support Philippine

[1:11:13] and I'm really excited about where this who not just do the four continents but

[1:11:18] how it will link everything over for the region and it really sort of is kind of

[1:11:25] that that study where I think that will be duplicated in Indonesia and other

[1:11:29] parts of country quite honestly if it suddenly was intelligent and then route

[1:11:35] 8 to the bottom left you see an analysis that was produced by CT itself kind of

[1:11:42] documenting where some of moving areas have been conditions are there and then

[1:11:48] to the right you see the image that which really the first time starting to

[1:11:54] look at a bold idea for what they could be the ideas

[1:11:59] a big plot it's evolves into more park like road traffic

[1:12:07] you slow down we have stops crossings trailheads we have one road trails or

[1:12:16] else connecting we have water trails canoe kayak input

[1:12:22] takeout places so that's the vision so interestingly we would have had to

[1:12:27] approach KYTC anyone to start to work towards that vision it just got sort of

[1:12:33] accelerated some of the conditions that we have and so we've been working really

[1:12:39] hard to remind everyone about this vision and start to sort of catalyze

[1:12:45] together

[1:12:57] and really important partners one of the Southbank because being part of the good

[1:13:03] flight commons six city vision we can pursue state federal funds with south

[1:13:11] bank of the partner to make things in

[1:13:17] they're going to keep through that facilities partnerships

[1:13:23] how do we fund these things how we fund local matches how we can effectively

[1:13:30] we were often example another way to agree that like you know

[1:13:35] what a tsunami yeah well we would is the latest is there any you know what recent

[1:13:43] update [Music]

[1:13:54] a kind of an agenda every study of this area let's do a lead-in

[1:14:03] the utility companies are very organized in terms of their effort to figure out

[1:14:08] how important it is as a service provider of utility what it means to

[1:14:14] them respectively the ordered sanitation water sanitation do the energy they have

[1:14:20] a major transmission line that runs down there and served over half of camel

[1:14:25] County CSX has already seen someone who

[1:14:30] invented system so there's a lot of players in there

[1:14:38] affected by the outcomes here those huge price tags to the traditional method of

[1:14:44] poaching getting a step back from that and then putting it into some realities

[1:14:51] and maybe where you see this concept if it doesn't have to be what it was before

[1:14:55] but it's really important is where we're trying to lead the conversation it's

[1:15:01] important to our community it's important to the county or to all of

[1:15:06] Campbell County but you know where we land on that thing is still very much

[1:15:19] hopefully we can have a shared vision

[1:15:27] you know taking some of the burden frankly off the table you can see

[1:15:30] because there's just such a diminished ridership

[1:15:37] go away that's where all the memories are definitely

[1:15:40] they they can't the investment I made so we have to work

[1:15:48] with all of our partners and now

[1:15:58] and then Grand Avenue you know a lot of discussion and it's been explored a

[1:16:04] little bit for possibility birthday

[1:16:11] around about the grand major gateway into the city that's picking up steam

[1:16:22] study of the round out the initial costing that we need to go further into

[1:16:29] some engineering there further revisiting the road diet what that means

[1:16:35] exactly the idea that it becomes and neighborhood friendly slowing

[1:16:43] traffic down type of street was really exciting and it says

[1:16:49] and the Melvin okay like you see is pretty to here but this represents a

[1:16:56] project where there's a lot of potential for other funding mechanisms outside

[1:17:01] it's a safe growl you know this type of activities great certainly

[1:17:09] I guess strength in what way delivers opportunities for buttons

[1:17:17] to accomplish some of these seven so we'll be exploring that and this is in

[1:17:22] concept but KYTC is also partnering with us in this process to assist with the

[1:17:27] studies Oh

[1:17:31] please help us

[1:17:37] we got abused to sit in their seat Joe Fisher excited about this project in

[1:17:45] have fun

[1:17:53] and then water rarely project with a very important one from a safety stake

[1:17:59] one james Avenue in Highland as you know that intersection

[1:18:04] same problem the issues there the vertical alignment

[1:18:10] trying to exit you're facing uphill

[1:18:15] see pedestrians and now that lawyer has you know finished its project and that

[1:18:23] circulation there it's time to really make some improvements to this in

[1:18:27] say

[1:18:30] this is a study that CG did show how that grade has worked he have a plan at

[1:18:36] the top and the cross section just below it show how extending flat spot

[1:18:43] it will require some retaining Al's to the sides to limit impacts these days

[1:19:02] and even many those requests that we have a following

[1:19:15] it's really important city the fuel project will take place in

[1:19:22] squaring in this project obviously follow

[1:19:28] and then there's been some concerns expressed by citizens at the waterworks

[1:19:33] a memorial intersection so city explored several options for how to deal with

[1:19:40] that this was the preferred option which is very inexpensive but very effective

[1:19:52] or subscribing and

[1:19:58] I just saw that being implemented down in Bellevue as well

[1:20:06] there's a very low-cost but effective method and you know it can even be a

[1:20:12] temporary thing

[1:20:28] so that the Georgian state route disabled quarter TYT see clearly now

[1:20:37] because I know somebody that can take senator shoulder yeah I saw that

[1:20:41] response but it wasn't as I thought the same thing that's not on a State Street

[1:20:46] well though this week so we're all

[1:21:00] village Italy to locate some exercise of

[1:21:10] discussion about using that for health and wellness program and so we've

[1:21:17] selected some workout equipment and we selected the locations of those these

[1:21:23] pictures we have new heights and suppressed types and

[1:21:29] room to add

[1:21:33] but we selected the equipment the manufacturer and even the color

[1:21:37] we're getting ready just like

[1:21:42] that's our next step

[1:21:47] [Music] and then you know some of the down

[1:21:51] stirring recommendations from the community plan was needed out they are

[1:22:02] and so that requires eating line many were complaining commission can't

[1:25:16] so as you continue to accomplish a lot you all all of us

[1:25:22] lay the groundwork the right way with the plan itself but the work thing can

[1:25:27] happen to a planet I've seen it you know

[1:25:31] see that it's it's too long this plant never got a chance to see

[1:25:37] their boss on it yes and that's the best testament to the role of our community

[1:25:42] to the council to staff to move forward and we're pretty excited about how far

[1:25:47] we've come and that's a lot we just talk about it a lot and they're working with

[1:25:54] and all the people that have started to engage you know from the dog park people

[1:25:58] to you know Joe citizen on the street that hasn't ended it's all starting to

[1:26:04] come together to this there's a lot of things that are there a lot of no very

[1:26:08] attainable some of them are conceptual some of them are more initiative works

[1:26:12] as a project the prioritizations will be going important in the discussion at

[1:26:18] some point has to come back

[1:26:27] funding an implementation words to convey Chris tension the park advisory

[1:26:32] last recreation and maybe that are probably going to have a public open

[1:26:39] public lead over the public forum because they've accomplished a lot of

[1:26:43] conversation about a lot of areas in the park I was kidding about the person

[1:26:48] that's select the person's gonna page work through the equipment that's you

[1:26:52] know half joking I mean we have to have partners for some of this we have to

[1:26:56] have other resolution it's not going to be

[1:26:58] in the city budget but you know those people out there those resources out

[1:27:04] there

[1:27:08] really excited about how far we've come a really excited about what's next I

[1:27:14] live your dream is productive here so hopefully we're sitting here a

[1:27:18] year from now and it's not just this it's the next thing the next thing for

[1:27:22] two years and we're down and where that might lead us

[1:27:27] a lot of this fun

[1:27:33] just wanted to take the opportunity and update counsel again great work I

[1:27:38] appreciate the opportunity work with Chris makes our job a lot easier when we

[1:27:43] have some that kind of focus on this driving the

[1:27:47] boss a little bit when when we can't we're really excited
