[2:29] the minutes from the regular meeting on August 3rd of 2026. Since there were no

[2:33] objections, we'll go to the next item, which is the approval of the bills and

[2:36] go to Trustee Savaria. >> Thank you, Mr. Mayor. Bills tonight uh

[2:40] equal $1,172,965.39.

[2:45] Uh this figure is comprised of the general corporate fund at $379,131.34,

[2:53] the motor fuel fund, which had nothing in it, um capital development fund at

[2:58] $86,646.74,

[3:03] sewer and water operations and maintenance, $202,218.01,

[3:10] and then the sewer and water extension fund at $504,969.30.

[3:16] And those are the bills. >> All right, thank you. Uh we have a

[3:19] couple items from the Committee of the Whole and uh for the first one, uh we'll

[3:22] go to uh Trustee Vergott. >> Thank you, Mayor. First item is Pfeiffer

[3:25] Road multi-use path. The village is advancing plans to construct a multi-use

[3:29] path along the east side of Pfeiffer Road extending from Laraway Road to Pine

[3:33] Ridge Drive. This project will be constructed in

[3:37] conjunction with the proposed multi-use path along Pfeiffer Road from Laraway

[3:41] Road to Sauk Trail and along the north side of Laraway Road from 80th Avenue to

[3:45] Pfeiffer Road. Together, these projects supports the

[3:48] village's long-term goal of improving connectivity between neighborhoods, the

[3:52] Old Plank Trail, and the large regional trail network.

[3:56] Village staff has been working to secure the necessary public right-of-way to

[4:00] accommodate the path. Frankfort School District 157C

[4:04] owns a vacant parcel on the east side of Pfeiffer Road, south of Laraway Road,

[4:08] and has agreed to convey the necessary right-of-way to the village for

[4:11] construction of the path. Pursuant to Illinois Local Government Property

[4:16] Transfer Act, the village must formally request the transfer of the property by

[4:19] ordinance. The school district has also required that the village enter into a

[4:24] property transfer agreement establishing the terms of its conveyance.

[4:29] At its July 13th, 2026 meeting, the Committee of the Whole reviewed the

[4:33] proposed property transfer and related agreements and recommended approval of

[4:37] the property transfer request, the property transfer agreement, and the

[4:41] dedications necessary to construct the multi-use path.

[4:45] We have four motions before us, and those four motions are to accept the

[4:50] recommendation of the Committee of the Whole, waive the first and second

[4:53] readings, and pass an ordinance requesting the transfer of property from

[4:56] Frankfort School District 157C to the Village of Frankfort pursuant to the

[5:00] Illinois Local Government Property Transfer Act. Next motion is to accept

[5:05] the recommendation of the Committee of the Whole and approve the agreement for

[5:08] transfer of property by Frankfort School District 157C to the Village of

[5:12] Frankfort. Next motion is to accept the recommendation of the Committee of the

[5:16] Whole and accept and approve the plat of dedication for public streets and

[5:20] utilities to the Village of Frankfort, Illinois granted by the Board of

[5:23] Education of Frankfort School District 157C for the construction of a multi-use

[5:29] path along Pfeiffer Road prepared by Robinson Engineering LTD and dated

[5:33] August 11th, 2026. The next motion is to accept the

[5:37] recommendation of the Committee of the Whole and approve the grant of of

[5:41] easement for temporary construction to the Village of Frankfort, Illinois

[5:44] granted by the Board of Education of Frankfort School District 157C for the

[5:50] construction of a multi-use path along Pfeiffer Road, prepared by Robinson

[5:53] Engineering LTD, dated August 11th, 2026.

[6:07] Uh our next items we'll go to um Trustee Leddin.

[6:11] » Uh thank you, Mr. Mayor. So, this item is the sanitary manhole rehabilitation

[6:16] project. As part of the Village's 2025 sanitary sewer evaluation survey, 215

[6:23] manholes were inspected to identify defects that could have allowed inflow

[6:28] and infiltration into the sanitary sewer system during wet weather events.

[6:33] Of those inspected, 154 manholes were identified as requiring rehabilitation.

[6:39] The Village issued a request for proposals for the rehabilitation work

[6:43] and received proposals from five contractors.

[6:46] At its August 3rd, 2026 meeting, the Committee of the Whole reviewed the

[6:50] proposals and forwarded recommendation to accept the lowest responsive and

[6:54] responsible bid and award the contract to Horcher Construction Incorporated.

[7:00] The motion before us this evening is to accept the recommendation of the

[7:03] Committee of the Whole, adopt the resolution authorizing the execution of

[7:06] contract with Horcher Construction Incorporated for the 2026 sanitary

[7:11] manhole rehabilitation project in the amount not to exceed $370,425.

[7:21] Uh our next item we'll go to uh Trustee Burley.

[7:24] » Thank you, Mayor. Uh this item's the sanitary sewer

[7:27] cleaning and televising project. Uh each year the Village conducts a sewer system

[7:31] evaluation survey to identify and address sources of inflow and

[7:34] Right? >> I really don't know.

[7:42] Uh to identify and address sources of

[7:44] inflow and infiltration within the sanitary sewer system. As part of this

[7:48] year's uh survey, the village issued a request for proposals for sewer

[7:51] inspection, cleaning, and televising services within the Heritage Knolls and

[7:55] Founders Place subdivisions, as well as the Bannes Drive Industrial Park area.

[7:59] At its August 3rd meeting, the Committee of the Whole reviewed proposals and

[8:02] forwarded a recommendation to accept the lowest responsive and responsible bid

[8:06] and award the contract to Visu-Sewer of Illinois, LLC. The motion before us is

[8:10] to accept the recommendation of the Committee of the Whole and adopt a

[8:13] resolution authorizing the execution of a contract with Visu-Sewer of Illinois,

[8:17] LLC for the 2026 sanitary sewer cleaning and televising project in the amount of

[8:21] $76,025.00.

[8:54] » Thank you, Mayor. Pickup truck purchase approval. At its August 3rd, 2026

[8:59] meeting, the Committee of the Whole reviewed a request

[9:02] from the Utilities Department to purchase a 2027 F-250 Ford pickup truck

[9:07] from Curry Motors of Frankfort. Through the Suburban Purchasing Cooperative

[9:11] Purchasing Program. The vehicle will be outfitted with a snow plow equipment to

[9:16] assist with snow removal operations. It was the consensus of the Committee to

[9:21] forward a recommendation authorizing the purchase of the pickup truck and the

[9:25] related vehicle upfitting. The motion before us is to accept the

[9:29] recommendation of the Committee of the Whole, adopt a resolution authorizing

[9:33] the purchase of a 2027 Ford F-250 4x4 pickup truck

[9:38] from Curry Motors of Frankfort in the amount of $50,335

[9:43] and authorizing related vehicle upfitting including a snow plow and

[9:47] safety lighting in the amount not to exceed $10,500

[9:52] for a total expenditure not to exceed $60,835.

[10:00] All right, and for our final items here we'll go to a Trustee Petro.

[10:04] » Thank you, Mayor. The final two items are the police

[10:07] replacement vehicle purchase approval and disposal of surplus vehicle. At its

[10:12] August 3rd, 2026 meeting, the Committee of the Whole reviewed a request from the

[10:16] Police Department to purchase a 2027 Chevy Equinox vehicle to replace a 2012

[10:22] Ford Escape currently assigned to the Investigations Division.

[10:26] The replacement vehicle will be purchased from Phillips Chevrolet

[10:29] through competitive bid procurement process. The vehicle will also require

[10:33] installation of emergency equipment and graphics which will be provided by

[10:37] Public Safety Direct Incorporated. It was the consensus of the committee to

[10:41] forward a recommendation authorizing the purchase of the replacement vehicle and

[10:46] related upfitting as well as the disposal of the 2012 Ford Escape upon

[10:50] delivery of the new vehicle. There are two motions before us. The

[10:53] first is to accept the recommendation of the Committee of the Whole and adopt a

[10:57] resolution authorizing the purchase of a 2027 Chevy Equinox four-wheel drive or

[11:03] is that via uh vehicle from Phillips Chevrolet of Frankfort in the amount of

[11:08] $24,400 and authorizing related vehicle

[11:13] upfitting including the installation of emergency equipment and graphics by

[11:16] Public Safety Direct in the amount not to exceed $10,000 for a total

[11:21] expenditure not to exceed $39,400. The second is to accept the

[11:27] recommendation of the Committee of Whole, waive the first and second

[11:30] readings and pass an ordinance authorizing the sale and disposal of the

[11:34] surplus 2012 Ford Escape owned by the Village of Frankfort through public

[12:13] they passed only with a three to one vote uh they'll require 2/3 of the uh

[12:19] uh trustees to vote, which is uh four

[12:22] trustees must vote in favor of those items, motion one and two, in order for

[12:27] that to pass. Um because of that uh plan commission

[12:31] recommendation, the mayor does not vote even in case of a tie.

[12:34] Then on items three and four, uh those were both uh denied by the plan

[12:39] commission. The recommendation comes to the board

[12:43] and uh they're written in the affirmative

[12:46] um but those ones uh also require uh four votes in order to

[12:50] overturn and uh the mayor does not vote in these situations. So, uh we'll go to

[12:56] uh Trustee Savaria. >> Thank you, Mr. Mayor. The next item is

[13:00] Corazon Restaurant. Applicant Joe G. Tirumala Reddy proposes to operate

[13:06] Corazon Restaurant at 10211 West Lincoln Highway, the former location of Simply

[13:11] Smokin Restaurant. To accommodate the proposed business, the applicant is

[13:15] requesting approval of a special use permit for a full-service restaurant

[13:19] with liquor sales, a special use permit for outdoor seating, a special use

[13:24] permit for a drive-up service window, and a major change to the Brookside

[13:28] Commons Office Center Planned Unit Development.

[13:31] The request requested major PUD change would allow the interior and exterior

[13:36] improvements in the property including reconstruction of the deteriorated

[13:41] entrance tower and replacement of the existing EIFS

[13:46] facade with dark gray brick veneer to enhance the building's appearance and

[13:50] address the deteriorated condition of the existing exterior.

[13:55] At its June 11, 2026 public hearing, the Plan Commission reviewed the project and

[14:00] recommended approval of the Village Board of the major PUD change and the

[14:04] special use permit for a full-service restaurant with liquor sales

[14:09] by a vote of 3-1. The Plan Commission considered a motion to recommend

[14:13] approval of the special use permit for outdoor seating. Motion failed by a vote

[14:18] of 1-3 citing concerns regarding limited parking availability within the

[14:23] development and additional parking demand that may be generated by the

[14:27] outdoor dining patrons. As a result, the Commission recommendation is for a

[14:32] denial of the request. The Commission considered a motion to recommend

[14:36] approval of the special use permit for a drive-up service window. The motion

[14:41] failed by a vote of 0-4 citing concerns regarding potential traffic concerns,

[14:48] congestion resulting in recommendation for denial. And I believe there is four

[14:53] motions here and uh Mayor we're going to vote on each one individually, right?

[20:03] Frankfort Area Historical Society and the Frankfort Preser- Preservation

[20:07] Foundation. It's a fun, family-friendly event and uh features free ice cream.

[20:12] Always very popular. Uh kids games and uh live music by the Frankfort Brass

[20:16] Band. Uh they also have the uh pie eating contest, too. It's a great

[20:20] opportunity to come out and enjoy an afternoon with your neighbors and

[20:23] celebrate Frankfort's history and community.

[20:26] Our 58th annual Frankfort Fall Fest returns over Labor Day weekend and it

[20:31] runs from Saturday, uh September 5th, through Monday, September 7th. Actually,

[20:35] it starts Wednesday night with the carnival.

[20:38] Uh and then Thursday night is the Lions event and Friday they've got live bands.

[20:42] [clears throat] Um it's sponsored by the Chamber of

[20:45] Commerce, this uh award-winning event. I think this year they came in number

[20:49] three in the country. Um which is pretty amazing and it's an

[20:53] all-volunteer run event. Uh this award-winning event features uh

[20:57] 300 artisan booths, live entertainment, a food court, carnival rides, uh a

[21:03] great parade on Sunday, and much, much more.

[21:06] The festivities, again, they begin with the carnival that's located on White

[21:09] Street and it opens Wednesday night uh from 5:00 until 9:00. There is also a

[21:15] special needs time. Uh Trustee Rossi, do you ever recall what uh

[21:19] » 3:00 to 5:00. >> 3:00 to 5:00. Okay. Um sensory uh

[21:23] sensitive as well. So, um

[21:26] it's a great event. And uh the Frankfort Lions are hosting their Wurstfest on the

[21:30] Thursday night and then uh we have the garden entertainment tent and that's uh

[21:34] starts on Friday night. That's located at Kansas and Oak Street.

[22:03] at uh 8:00 a.m. right here at the Village Administration Building. The

[22:06] event is open to Frankfort residents. Uh you have to be 62 years and older and it

[22:11] will include breakfast, uh village updates, and a question-and-answer

[22:14] session with uh the village officials and staff.

[22:49] Village uh Administration Building, uh 432 West Nebraska.

[22:54] Uh it's going to be convenient drive-thru event. It's open to Frankfort

[22:58] residents and provide secure onsite shredding of confidential documents.

[23:03] Residents may bring up to two copy paper size boxes of loose paperwork per

[23:07] vehicle. This is a great opportunity to safely

[23:10] dispose of sensitive documents while helping to protect your

[23:14] personal information. And there is no limit to the number of scammers that are

[23:17] out there. You have to be very careful to protect your information. So this is

[23:21] just another service that we want to offer to our residents.

[23:26] There are plenty of opportunities to get out and enjoy our summer in Frankfort

[23:29] downtown. We have Cruise in Frankfort every Monday night. It's going on right

[23:32] now. It'll go through September 21st.

[23:36] It's [snorts] from 5:00 until 8:00 in downtown Frankfort. Our award-winning

[23:40] Country Market continues every Sunday through October 25th. And that's from

[23:44] 9:00 a.m. to 1:00 p.m. There's live music as well as everything else going

[23:48] on. And our Concerts on the Green

[23:50] feature entertainment on Sunday, August 23rd. There'll be Bandelier. And they're

[23:55] performing country and folk rock favorites from 6:30 until 8:00 p.m.

[24:01] We will be working on the the trail. I'll be seal coating it. It's

[24:06] been delayed a little bit because of the weather. It's supposed [clears throat]

[24:08] to start now, weather permitting. It'll start tomorrow, Tuesday, August 18th.

[24:13] It'll take about a week to do the work. Um

[24:17] I want to thank everybody who came out for the the night out against crime. It

[24:21] was a great turnout. Our police did a great job and I think

[24:25] our residents really enjoyed getting a chance to meet the people that

[24:29] serve and protect here. And also our partners that came out with the

[24:33] Touch-a-Truck. The fire department was there, too. And

[24:37] it's just a really great night and we want to thank everyone for coming out.

[24:40] And the last little bit, we're we're definitely [clears throat]

[24:43] thanking our residents for their patience. Um

[24:46] you know, ComEd has had a very difficult uh

[24:50] difficult job. They're this last storm over August 11th and 12th.

[24:55] Um They're at They're at 99% restoration at

[24:59] this point. Uh it's one of the largest restoration efforts that they've had all

[25:04] year. They brought in uh 4,500 personnel,

[25:07] contractors, and uh mutual aid crews in support and response after this the

[25:13] destructive winds, the tornadoes, >> [clears throat]

[25:16] » and the repeated uh severe weather uh that just damaged the electrical

[25:20] infrastructure and uh disrupted service uh to over uh

[25:25] 41,000 customers.

[25:28] And um they they've done an amazing job. The

[25:31] crews have come in. Uh and I were just in

[25:34] Indiana the other day and they're uh they're still without power and they

[25:38] expect uh Indiana maybe another 2 to 3 weeks before power is restored over

[25:43] there. So, our prayers, our thoughts are

[25:45] definitely with them and uh um

[25:48] that's a rough time. Uh again, we

[25:52] these were difficult times. We we thank our residents for their patience. We

[25:55] thank all of our crews, our staff, uh our elected officials as well for

[25:58] getting out there and helping and um you know, let's hope uh we we have a

[26:04] nicer summer the rest of the way. That's it for the mayor's report and we'll go

[26:14] next Village Board meeting, um as well as Committee of the Whole

[26:17] meeting, will be Monday, September 14th at 6:00 p.m. here at

[26:23] Village Hall. Um noting that because of the Labor Day

[26:27] holiday, it's a different week than usual and it is the only meeting in

[26:30] September. So, um second is we are looking ahead to the

[26:36] consolidated election that will be held on Tuesday, April 6th, 2027.

[26:42] Um there will be three Village Trustee um

[26:48] positions on the ballot and each will serve for four for a four-year term. So,

[26:52] nominating petition packets will be available beginning Tuesday, August 25th

[26:57] here at Village Hall. Um and candidates may begin circling

[27:01] nominating petitions on August 25th. Um

[27:08] potential candidates are encouraged to read the 2027 candidates guide prepared

[27:12] by the Illinois State Board of Elections at elections.il.gov.

[27:18] Um and then those papers will be collected in November and more

[27:22] information will come about that, but if you have questions, um you may

[27:27] contact Deputy Clerk Teresa Cork here at Village Hall or um again, that's

[27:31] elections.il.gov. And that's all I had tonight.

[27:59] wonderful event. Uh the police, fire department, everybody did a great job.

[28:03] Kids had a wonderful time there. And I would like to thank the village

[28:08] and the police, fire, and public works especially for getting us through

[28:13] another post-storm period because it's been pretty rough and everybody's done a

[28:18] phenomenal job. Thank you very much. That's all I have.

[28:24] piggyback on what Trustee Leddin said. Um public works has been doing a

[28:29] phenomenal job. I think they're still working overtime trying to clean up

[28:32] everything. It it, you know, every time they think they have it cleaned up, we

[28:37] get hit again. So, um they've done a great job and and thank you to them. And

[28:42] then, hard to believe it's uh Labor Day coming up and summer's almost over. So,

[28:48] if you're going to be uh at Fall Fest on maybe Thursday or Worst Fest, as always,

[28:53] Trustee Borelli will be buying drinks. So, you know, come out and see us.

[29:03] item that I read this evening is just another step on um the whole bike plan

[29:08] and that portion of the rail line on the south. Uh what the what I read was that

[29:13] the bike path going south on Laraway from the west side of Stone Creek. Um I

[29:18] know that over the years we've had number of residents asking about these

[29:21] connections. This was a connection that wasn't originally thought of, but this

[29:25] village board um thought that it was important to provide another connection.

[29:29] So, I'd like to thank um 157C for their cooperation on getting that dedication

[29:33] and easements to us. Also, I'm going to echo, I feel like it's Groundhog Day. I

[29:37] know myself with the storm lost power for a number of days um as well as then

[29:42] with public works being right back out there again. So, I'd like to take a

[29:45] moment to thank them as well as staff. I'd like to thank our residents for

[29:48] their patience as public works now goes back out again and um cleans up. I know

[29:53] that there's still some areas even out today, they were still gathering trees.

[29:57] So, I can ask you for your continued patience as we begin to get back to I

[30:02] don't like to use the word normal, but but get back to um cleaning up and

[30:06] hopefully hopefully it's blue skies from this on out. So, thank you.

[30:16] works, our police, our fire, our village administrative. I mean, to be hit with

[30:20] multiple storms like this has definitely rocked everybody. Um and once we had it

[30:25] all cleaned up and shiny, it's back at it again. So, I'm looking forward to

[30:27] seeing Frank come down my street, but I'll know that we are in the home

[30:31] stretch of the secondary uh pickup, but thank you to everybody involved.

[30:35] Um I cannot believe that we are at Labor Day. Fall Fest is an event not to be

[30:40] missed. I mean, there's nothing more Frankfort than Fall Fest. I can't wait

[30:43] to see all of the volunteers that are yellow shirts and all of our visitors

[30:48] coming to enjoy our beautiful town. So, get out there and enjoy our wonderful,

[30:53] you know, homegrown fest that has just brought so much joy to this town and to

[30:57] the people who get to enjoy it year on year. Um and because it is almost Labor

[31:01] Day, it means that we are almost to back to school. So, I just want to wish all

[31:06] of our teachers and our residents and our students a really great school year

[31:20] works I've had uh just a a handful of people that have come up to

[31:24] me and just asked me to pass along their their thanks and and gratitude to

[31:29] to all of you and and how quickly the public works is working to to clear the

[31:32] roads. I think it's been amazing given what we've gone through over the last

[31:36] few weeks. So, uh the residents do appreciate it. But and so it can't be

[31:41] said enough. Um

[31:43] you know, the ice cream social that's a that's a big deal. So, if if you're

[31:47] someone who goes annually or you've never been there, you should definitely

[31:50] go. It's it's a great time, free ice cream. I don't know if the police are

[31:54] scooping this year. No, they are, great. Another great reason to go.

[31:57] Um and then obviously the pie eating contest is uh just one of my favorite

[32:02] things about Frankfort. So, uh I don't participate. I'm I'm no good at it, but

[32:05] I got a wife and a daughter that are really good and

[32:08] past champions and they're looking to to give it another run this year. So,

[32:12] that'll be exciting. Um Uh Lincoln-Way East football starts this

[32:17] Friday. They moved up the season, so they're opening against Brother Rice. Uh

[32:23] that's a tough it's a tough opener, but it's it's here in Frankfort.

[32:27] And if anyone wants to pre-game, uh get some food ahead of

[32:31] time, stop by my house. Uh There'll be a number of Brother Rice

[32:35] fans there. I'm not one of them, but unfortunately I'm I'm real Well, not

[32:38] unfortunately, but for better or for worse, I'm related to several of them,

[32:41] so they'll be at my house and then we're going to head over there and uh

[32:44] with different all of my East gear on, they'll have

[32:46] their Ice gear on. It'll be a good time, so we'll go East.

[32:49] Um looking forward to Fall Fest. Um

[32:55] just pray for good weather. I know that I know that

[32:59] everyone's going to have everything picked up in the in a couple weeks, so

[34:55] an opportunity to appeal the decision of the trustees and the votes. So,

[35:02] we'd like to move forward with the restaurant as we have it now, but

[35:08] I just wanted to get some feedback as to

[35:11] what would be um something that we can do to improve the

[35:16] situation with the uh two outstanding issues.
