and

searching high and low, we were able to
meet and interview a co- officer whose
[31:41]
name is Casey Dwin.
Casey come to much experience and

and many many many praises.

So after speaking with her and telling
her the mess we're in, she told her she
[32:00]
need 24 hours to clean up Michael Bay
and um she agreed to take on for
[32:11]
um
taking this on and I think with the task
[32:16]
force what's been going on we have come
across a mess

and due to the mess and filing and the
way it's been kept it's going to take
[32:24]
some going to get caught up. Um I talked
to Margaret Teser who was our tax
[32:29]
assessor and he was very
say he gave a good advice. He said you
[32:37]
need to compare salary
code officer as you would do a tax
[32:42]
assessment. They're dropped hand in
hand. That's how you get the honest
[32:46]
written back on the tax law moving
forward and it's going to be built. and
[32:51]
um unfortunately last few years he
hasn't had that with the private
[32:54]
holdups.
So right now I think DC has a lot of
[32:59]
work to do and she's got a lot of files
to get caught up on and
[33:05]
because of the fact that I do or past
record keeping
[33:10]
um I'm asking that we would give the
case the $6,000 raise to be comparable
[33:15]
with the tax assessment.
uh both positions require handling
[33:21]
significant leav interaction and
regulatory compliance.

I know we need to move the budget the

Hi everyone.
[46:02]
Um I'm Caroline Dodd. Um I am the proud
association and I am the extremely
[46:09]
recently appointed private smart
communities coordinator. Um, so this is
[46:13]
a new position to me, but I'm not new to
Aka. Um, and I am here to talk about the
[46:19]
climate smart communities program, which
um, the town of Franklin has already
[46:26]
passed. You you all have already passed
a resolution to um, participate in which
[46:30]
is awesome and great. Um, but so I can
talk a little bit about what the program
[46:36]
is um, just for context. So climate work
smart program is a free and voluntary
[46:43]
program for municipalities
and the goals are to reduce greenhouse
[46:48]
gas emissions and build community
resilience to the impacts of climate
[46:53]
change. Um, and it involves a
categorized list of actions that support
[47:00]
local climate initiatives, but also
support um, more broadly just local
[47:05]
initiatives that kind of build um,
resilience and um, preserve natural
[47:11]
spaces and things like that in your
community. Um, and it's really adaptable
[47:15]
especially to rural municipalities which
is um, kind of the only type of
[47:20]
municipality I work with because I am
the coordinator for the north country.
[47:23]
So um it's sponsored by state sorry
eight state agencies but it's
[47:29]
administered by the DEC so I'm funded by
the DEC
[47:33]
um so the benefits of participation in
the program um participating and
[47:38]
certified communities are better
positioned to earn points towards
[47:42]
climate smart grant funding. So, um, in
the most recent round of grant funding,
[47:47]
which the applications were in July, um,
there were $18 million available. So,
[47:54]
um, it's quite a lot of funding that can
be used for a lot of various projects.
[48:00]
Um, you don't have to be a certified
community in order to apply for that
[48:04]
funding, but once you are a certified
community, you get um and then another
[48:09]
benefit is technical assistance, which
is me and also the Anka climate and
[48:14]
energy team more broadly. Um, but I'm
the official appointed regional
[48:18]
coordinator. Um, and then there's a
whole bunch of resources that I can
[48:22]
distribute to you all. There's webinars,
there's um an email list that's kind of
[48:27]
like a regional, not not regional,
statewide network of participating
[48:31]
communities. Um and then there's a lot
of tools and templates that can help you
[48:36]
get certified. So you're not just
starting from scratch. Um and then it
[48:40]
provides a framework in the future that
you can use to inform um other planning
[48:45]
um which it sounds like you're working
towards a comprehensive planning effort
[48:49]
which this can um kind of go hand in
hand with which is um great. So then
[48:55]
just distinguishing between registered
and certified, you all are registered
[49:01]
community, certified communities
complete um 122 points worth of actions
[49:08]
and the town of Franklin has already
through clean energy communities and
[49:13]
working with Nancy Bernstein who's the
coordinator for that program um
[49:17]
completed like I think around a hundred
of those points. I think there's a
[49:21]
resource that was distributed um that
describes
[49:25]
how many points you already have, but um
there are basically a couple of options
[49:29]
for high point value actions that you
all can um work towards to achieve
[49:37]
bronze certification and the timeline
for that there's a January deadline and
[49:41]
there's a June deadline. So um among
task force members it can be determined
[49:48]
which um which posted lines makes the
most sense as a goal post. Uh a little
[49:53]
bit more context of program there's 474
registered communities. Um that being 18
[49:59]
million New Yorkers in large part
because New York City is a close
[50:02]
community. Um but also this this as you
can see this is a map of all of the um
[50:09]
participating communities. So it's like
pretty well distributed across the
[50:12]
state. Um and there's 185 certified
communities. Um 20 only 25 of them are
[50:19]
silver certified which is the highest
level right now. Um and I think is
[50:23]
actually working towards that
certification. Um and then this is just
[50:27]
a map of that's zoomed in of the north
country. Um these little blue dots are
[50:33]
registered and the the brown ones are
broad survey.
[50:36]
» Um so quite a few neighbors. there's a
lot of regional precedent for this
[50:41]
program and that also just means there's
a lot of um work that's already been
[50:45]
done that you can kind of copy and build
upon um which is helpful. Um there's a
[50:52]
list of pledge elements. I don't need to
read them all to you but the stage
[50:55]
you're in is the first pledge element
which is build a climate community. So
[50:59]
that is the resolution that you already
passed and then there's a second
[51:02]
resolution that um involves the
appointment of a task force. So the task
[51:07]
force has already been meeting but um
and I can't remember I don't think
[51:12]
you've already passed this resolution
but it's um a task force leader and then
[51:15]
membership and then a unit
representative which will be presumably
[51:20]
um and [clears throat]
unless he quits
[51:25]
and [laughter]
and then there's beyond that um kind of
[51:30]
you can pick and choose across the
different um elements to um pick the
[51:35]
ones that work best for you. But there's
a list of priority actions that um you
[51:40]
have to do I think free of and then
there's a list of um other actions that
[51:44]
you can complete and get various points
for and I will be available to assist
[51:50]
along the way. Um the task force is
again advisory board that collaborates
[51:56]
with local government to accomplish the
goals of the plan. Um and kind of looks
[52:02]
different in every community. Some task
forces have an extremely large amount of
[52:07]
people. Some task forces are three
people. Um it can be done either way. Um
[52:11]
obviously more people is nice but not
necessary. And then um again there's a
[52:18]
lot of different actions. You have
already completed two of the like main
[52:23]
priority actions um regarding greenhouse
gas inventory and um an energy out for
[52:30]
this building which is great. Um, and so
you're kind of ahead of the game. A
[52:35]
couple other others that the task force
has been discussing recently is having a
[52:39]
presence at Garlic Fest, which would
count towards education and engagement.
[52:43]
Um, and yeah, there's um plenty of ideas
and ways to incorporate these actions
[52:48]
into existing programming as well.

So yeah. Um a little bit more about the
grant programs. They are 50/50 match or
[53:22]
the D contribution can be up to 80% with
demonstrated financial hardship. And it
[53:27]
covers both planning and implementation.
So planning as in comprehensive planning
[53:32]
or uh climate action planning and
vulnerability assessments, things like
[53:35]
that or implementation is projects like
the town hall for example. Um quite a
[53:41]
few communities in the north country
recently qualified for these grants.
[53:45]
Lewis County got $200,000 for a blood
study. um the town of Platsburg, excuse
[53:50]
me, town of Platsburg got $100,000 for
their comprehensive plan. Um which has
[53:56]
sustainability elements that have to do
with the program. Um and then Sak Lake
[54:02]
also just got um $72,000 for a
vulnerability assessment. Um so people
[54:08]
are doing this all over. Um, I will
mention one other element of the program
[54:15]
that we are working on right now is a is
a countywide initiative. It's called
[54:20]
climate adaptation and resilience
planning. KARP is the acronym with two
[54:24]
C's. Um, and it's basically we are
funded to provide a free countywide
[54:30]
adaptation and resilience plan. um which
is more specifically dealing with
[54:36]
threats and vulnerabilities and how do
we create adaptation actions to address
[54:41]
those vulnerabilities and uh bolster
community resilience. So um that's
[54:46]
something we're currently working on in
Lewis County and then we're trying to
[54:49]
identify a second county to um work on
that with. Um but yeah, that's just
[54:55]
another element of this program uh for
your awareness. And then
[55:00]
these are all pictures which are not
that important. And then just in
[55:06]
conclusion the support that I can
provide um you don't necessarily need
[55:11]
guidance on formia task force anymore
because you have task force which is
[55:14]
great um but I can provide support
especially in accessing the portal which
[55:19]
is the website. It looks like this.
These are the ashes. This is where they
[55:24]
calculate your points. Um, and I can
help you kind of make sure that the
[55:29]
things that you've already done are
documented correctly so that they
[55:32]
actually earn the points that you should
be learning. And um,
[55:37]
and also it is to your advantage to um,
access this portal sooner rather than
[55:44]
later so that you're not trying to
submit all of it all at once at the end.

Um, and then I think they do have that
kind of information
[55:52]
if you can read this. This is why
um and that's all I have

we're going to be spending on the K
and so that money you know we have

elements that would satisfy the uh the
grants that we could maybe double that

money by getting a grant for the
pavilion Yeah.

» So, it could be lighting their heater. I
don't know. I have no idea what. But

spending that money, it would be a way
to augment that with more money.

talking about. And then the other

element of it is this we will be
required to pass two resolutions.

And on the very last page of the
handout, it's a little annotated, but

it's the resolution uh for us to become
finance for our community. One important
[57:42]
thing is it does not um in any way
require us to uh uh upfront spend money.

going to cost us anything to do this.

Historically maintenance has been shared

sort of a an agreement on file but
neither one of our towns can locate that
[1:13:52]
agreement. So Deina put it forth that
we're responsible for our side, they're

responsible for theirs. She
advised that they are solely responsible

for the entry road and they don't expect

have it almost ready to go. I also had

to do the new grant for 2027, which I
wrote the grant, filled everything out,

sent to them by the deadline. So, that's
in place for 2027.

meetings, a group meeting, um really
more just training, trying to figure out

were still talking with Roger and Roger
[1:17:15]
and I talked quite a bit over the week
about uh which permits that are
[1:17:19]
currently out there would be exempt,
which one we would be looking at. So,
[1:17:22]
Roger contacted
14 people and asked them to come to the
[1:17:28]
next meeting, which was very well
attended. Of those, 14, 11 showed up.
[1:17:33]
Uh, and of course, as we know, Roger
resigned right before it, so it kind of
[1:17:37]
turned out to be a little bit of a messy
meeting, but I think we did okay. Uh, it
[1:17:41]
remained cordial, I'm happy to say. And,
uh, nobody got mad at us, too mad at uh,
[1:17:48]
to so far, we have not approved or
denied any permit or project whatsoever.

Um, we did another meeting last night
and we're kind of getting on the same
[1:18:00]
page with Casey. We're kind of going
slowly through files. Amy's helping us a

» Yes. So, there were three people who
really want or I'm sorry, four actually

who really wanted a a permit or were
kind of held up in the process. So, last

night, you know, we we have 42
uh permits that we thought we need to
[1:18:49]
either look at. Most of them, I think,
are going to be exempt. Um, so we

actually looked at the four that were
pressing last night. We only got to nine
[1:18:58]
total, but four of those were those and
so now they're in Casey's hands to
[1:19:03]
locally get those carpets out.

reiterate. So, the the task force will
[1:19:14]
put together a list of recommendations
um and then present them to you and then
[1:19:19]
Amy can put together a resolution and
then you are the the final word on
[1:19:24]
whether or not the variance or waiver of
the moratorum will be um will be
[1:19:29]
granted. So, that's what you should look
for. So they should be doing the, you
[1:19:33]
know, the clerical work, the backup
work, working with Casey, going through
[1:19:36]
their process and then saying to you,
okay, here's a list of 10 people, for
[1:19:41]
instance, that are uh we feel are
eligible for a waiver. And then you you
[1:19:47]
all would create the waiver. They can
continue to build and then Casey will
[1:19:51]
then take new permits in and then if she
determines that again the task force
[1:19:57]
needs to review those, then they'll they
will do that. Come to you. you make the
[1:20:01]
final decision. So that's that's what
the process will look like. And I think
[1:20:04]
that after going through these 42 or
whatever, um, you know, I think the
[1:20:10]
little bit of a glitch was that once the
task force started looking at what the
[1:20:14]
former enforcement officer was
collecting, they realized that things
[1:20:18]
weren't being collected. So that's
really what has has stalled, you know,
[1:20:22]
the process. So hopefully Casey here,
get them up to speed, get them running,
[1:20:26]
and then it should just be, you know,
more plain than, you know, new
[1:20:30]
applications coming in. The board knows
what the criteria are, you know,
[1:20:34]
Jonathan is is comfortable running it or
what, you know, whatever. And then
[1:20:37]
again, um, Henry, they should be able to
to do all of that unless, you know,
[1:20:41]
something comes up quote unquote legally
or they have questions and I but no need
[1:20:47]
for me to be sitting there, you know,
while they do their normal job. So the
[1:20:51]
assault stat for me in case she can
disapprove and don't have to go
[1:20:56]

fall under the you know the um criteria

in the mortorium she absolutely can
approve those that can go straight and

elected positions. Nothing about
volunteer goals. So I got a

clarification on that please.

If something comes up for instance the

board is talking about a road they need
to consult you. So therefore you would

help them to to maneuver a site plan so
that the town is um is covered and that
[1:28:50]
the developer is properly putting a rope
together and and meeting those

specifications. So they need you to help
them with that. So therefore,

take place is if we had a talk in a
discussion about taking a road because

as far as I know, and if you can point

knows what her work entails. She can sit

at our budget hearing and she'll give it
to Dick Clever and she'll say, "Listen,

I have a lot of work." Like every year
you say to us,

» all of us do. Listen, I've got a lot of
work. my budget I deserve x I want more

than a 2% increase but we're elected
official
[1:34:39]

to bring that up

because we're overspending you know

against council person agree that we're
overspending on a town attorney lot and
[1:34:52]
just out of curiosity we never had a
town attorney here as often as we

» well have okay but let's go back our
first town attorney when I came was Eric
[1:35:02]
then we ended up because Eric wasn't
doing things fast enough when we were
[1:35:06]
doing the highway garage. We had buying
them property and the buildings and
[1:35:09]
everything. We got a an offer from
somebody from the town to go proono and
[1:35:14]
they're going to be on call all the
time. Wasn't going to charge us whenever
[1:35:17]
we needed them. Well, that turned into a
huge disaster. I don't think I have to
[1:35:21]
go back to what that was about. Then the
following year, we asked Eric if he
[1:35:25]
would come back. Eric said yes. And Eric
decided that he was going to go help a
[1:35:29]
certain land developer in this town
because he knew there was a lot of money
[1:35:32]
to be made. we had they gave us up as
our to be our attorney anymore.
[1:35:36]
» So from there we ended up getting some
uh an offer to do this from a local
[1:35:42]
person that said I would like and that's
how we have Joel and I'm going to say
[1:35:47]
one thing when you progress in a town in
the builds it's going to cost money.
[1:35:51]
» If you don't have the proper people
sitting as a code officer or different
[1:35:55]
positions your money you're paying them
is actually being wasted because they're
[1:35:58]
not doing their job. So the money that
was given out the last several years to
[1:36:03]
a code officer as far as I'm concerned
was money that we will never get back
[1:36:06]
and the job was never performed to the
capacity it should be performed in. So
[1:36:11]
this is where I'm coming from and I hope
everybody can see that that this going
[1:36:14]
forward we're a town. We're a growing
town. We need to protect the safety of
[1:36:19]
our uh taxpayers and we need to know
that if someone builds something maybe
[1:36:24]
they're only building it to rent out
well or when they rent it out people
[1:36:28]
renting it safe. We want to make sure
it's up to code. What happens if they
[1:36:31]
sell it again? Is the code is the house
at up to code that if they sell it, the
[1:36:36]
next family comes in is going to be
protected and safe. So that's that's the
[1:36:40]
problem. That's where we are concerned.

like the moratorum should be applied to
how we handle that in the correct way

and I think that's where our task force
needs to make sure that we're getting

exactly the town attorney wants to do
it. So that's that's the I passing them

through to the town board. I think we
understand the process and and I think
[1:38:17]

and um what I found was that at times it

generally that occurred when more than
one person was talking at the same time.

Um, I didn't have any tr trouble hearing

» So, that's probably a good improvement.

so in general though, I just think um
it's nice to have the option to attend a

meeting online
for those people that for whatever

reason don't come to meetings.
So that's one one thing. The other thing

I just wanted to mention was u beaver
activity on sink road right now. uh
[1:40:25]
the the section that's graveled
occasionally, you know, seasonally
[1:40:32]
gets flooded. Usually it's just one lane
of traffic. Right now it's across both
[1:40:37]
lanes of traffic. Um not super deep, but
um I'm sure God was aware.
[1:40:46]

» Yeah. And I will tell you there is a
problem and you're aware of it.

I tried dealing with it. There's a
gentleman that has a dam and he puts
[1:40:59]
more material on top of it. We've had
gravel to that road several times. I've

addressed it through DC.
I when we work for the APA, I used to go
[1:41:08]
in there and knock on the door a while
back and pull some material off. The
[1:41:14]
last time I was in there, it was a heavy
windtorm. I had all the guys getting
[1:41:19]
ready. It was a Friday or Saturday. I
think it was I think it was a Friday we
[1:41:22]
were off. It was it was around 410.
I was very tired at the end of the day.
[1:41:26]
I took one of my guys. We came in from
room three. We didn't try to hide. His
[1:41:30]
house was right there. Great big glass
windows. He came out short version. He
[1:41:34]
threw me out the property because he
wanted to go to the he wanted me to go
[1:41:37]
to the center of the dam. And I said
because there's a drop off and there's a
[1:41:42]
lot of sticks. But what's also being put
in there is grass clippings. be around
[1:41:46]
clipping grass
rocks the size of basketballs and it's
[1:41:51]
built up and that's one of the issues
tried addressing it and you remember we
[1:41:55]
had a phone conversation right out of
this office and he called after one time
[1:42:00]

population, geography, demographics, and

other factors, and decisions are best
made at the local level by the
[1:46:53]
government that best understands their
town's attributes, challenges, and
[1:46:57]
character. Whereas 933 towns in New York
State are claimed as home owned by more
[1:47:03]
than 9.1 million New Yorkers, New York
town should not be considered
[1:47:07]
subsidiaries of the state, but rather as
partners to shaping New York's future.
[1:47:13]
So the bill of rights is to protect and
defend our municipal home rule
[1:47:17]
um of the federal government closest to
the people's best positions to
[1:47:21]
understand local needs. Balancing
competitive balance competing interests
[1:47:27]
and making decisions that shape daily
life in meaningful ways. Preserving that
[1:47:32]
authority matters not just for towns but
for the health of local democracy
[1:47:37]
itself. Protect our lands. to guide our
development. Land use and zoning
[1:47:41]
decisions belong in local hands, not in
statewide zoning schemes or arbitrary
[1:47:45]
shot clock deadlines that ignore the
voice of residents and elected officials
[1:47:50]
that live there. Freedom from unfunded
mandates. Local taxpayers should not be
[1:47:55]
expected to bear the brunt of orders
placed by bureaucrats in Albany and
[1:47:59]
Washington DC. Taxpayers deserve
fairness and local budgets need relief.
[1:48:04]
Number four is monogize transpar
transparency, accessibility and
[1:48:08]
engagement, outdated public notice
requirements, soak up very essential
[1:48:13]
dollars and school budget by forcing
them to pay money for print public
[1:48:17]
notices that can be up in this and are
counterproductive civic awareness. And
[1:48:22]
number five is a voice in the city
impacting our hometowns. A true
[1:48:27]
partnership between the state of New
York and its local governments will
[1:48:30]
propel the entire state forward and bear
dividends to benefit all New Yorkers as
[1:48:34]
a governing body closest to more than
9.1 million New York New Yorkers. Town
[1:48:39]
government should be treated by the
state as true partners not as an afterth
[1:48:44]
of thought or world theory. So, do I get

would like to express our sincere

sincere appreciation for the outstanding
support of Santa Cl volunteer fire
[1:49:30]
department was provided since the
establishment of our automatic mutual
[1:49:34]
aid agreement in 2021. That agreement is
provided. We're an automatic daytime
[1:49:39]
response to Louisville residents that
have been an invaluable resource to our
[1:49:42]
community we serve. Over the past five
years, your members have responded to
[1:49:47]
numerous insists alongside our
firefighters with professionalism,
[1:49:49]
dedication, a spirit of operation that
exemplifies the fire service. We're
[1:49:54]
grateful for the assistance your
department has provided and a strong
[1:49:57]
working relationship that has developed
between our organizations.
[1:50:01]
After careful review of our operation
needs capabilities, the Blooming
[1:50:06]
volunteer fire department has determined
that this automatic mutual aid request
[1:50:10]
is no longer necessary. Accordingly,
this better serves as formal notice that
[1:50:15]
the request for automatic mutual aid
established in 2021 will be terminated
[1:50:20]
effective Monday, August 31st at 7:00
a.m. The towns of Franklin and St. Arman
[1:50:25]
have been notified of this decision and
the Franklin County officer Office of
[1:50:30]
Emergency Services will be notified no
later than Friday, August 7th, 2026 so
[1:50:36]
that the appropriate dispatch procedures
may be updated before the effective
[1:50:40]
date. Please accept our sincere thanks
for the unwavering support department
[1:50:44]
has provided over the years. We greatly
value the relationship between our
[1:50:48]
departments and the floor to continue to
work together under fun under our
[1:50:51]
existing mutual aid agreements whenever
assistance feels required. The
[1:50:55]
Bloomingdale Volunteer Fire Department
remains committed to responding whenever
[1:50:58]
the Senate Volunteer Fire Department
requests our assistance and we
[1:51:02]
appreciate knowing that we can continue
to count on your department when the
[1:51:06]
