[0:08] Ready to the phrase about a regional hospital district board meeting for September 24th, and I'd like to start immediately by recognizing that the area we call the phrase about a regional hospital district, where we're gathering today is the homeland of 31 different first nation communities.
[0:23] Actions and decisions made by governments in the past to let many indigenous communities untrusting of the Canadian healthcare system.
[0:30] It's our collective responsibility to keep this at the forefront of our minds as we make decisions.
[0:35] Since the decisions we make have a direct impact on the physical and mental well-being of all community members, both indigenous and non-indigenous, with that in mind, I'd like to call to order the September 24th, 2026, Fraser Valley Regional District, regional hospital district board meeting.
[0:51] And I'd like to acknowledge that our normal chair, our director, Pranger, was unable to attend today, so I'll be acting here for class.
[1:01] can first item please Ms. Kennedy. Thank you, looking for approval of the agenda, agenda and late items.
[1:08] I should check, move by Drifacio, seconded by Director Gibson, any changes, all those of favor, opposed.
[1:17] That's carry next item, please.
[1:19] 4.1, the draft Fraser Valley Regional Hospital District Board, meeting minutes of July 30, 2026.
[1:25] of a mover, moved by Director Smith, seconded by Director Dahmo, and the air's emissions business
[1:32] arising. Seeing that all those of favor? Opposed. That's carry. Thank you. Next item, please,
[1:38] Ms. Goodman. Item 5.1 is long-term care advocacy, and this is a verbal report from yourself, from
[1:43] our recent activities at UBCM. Thank you. I'll start us off, and then I'll go to Ms. Goodman
[1:48] for the more detailed notes. We met with the Minister, I'm sorry, the Deputy Minister of
[1:53] infrastructure while you practice and spoke with her particularly about the two extended
[1:59] care projects that the hospital district is helping to fund and that were repaste.
[2:05] The details were more than we had time to share at this evening but essentially the projects
[2:11] will be coming back online as I hope before the Treasury Board after they have been adjusted
[2:19] for design to make the cost more affordable. Essentially what they're trying to do is reduce
[2:26] the $1.5 million per bed, average cost to a $1 billion per bed, average cost to standardized design.
[2:34] We have that meeting of course before the election was called an interim ensued, so we're not
[2:39] sure what the implications of that are, but I'll turn it over to Ms. Kinneman and see if there's anything
[2:43] have missed. Thank you, Acting Chair. No, I think you summarize that quite well. Looking at my notes,
[2:51] they just mentioned that they were working quite collaboratively with the other health authorities,
[2:55] the seniors advocate as well as private sector industry in both British Columbia and across Canada
[3:02] to see what they can learn in terms of how to bring those costs down through, as you said, standardized
[3:07] designed group purchasing opportunities. We did ask a question about the footprint and understand
[3:15] that all of these projects maybe have different properties and how an earthy could do a
[3:22] standardized design that would accommodate all of them and they assured us that the intent would
[3:26] not be to the prescriptive about what the specific building looked like as per the site but more
[3:33] around that there would be standardized rooms, bathrooms, and that sort of thing.
[3:38] We were provided with a direct contact with the ADM of the Minister of Ministry of
[3:43] Infrastructure and so we expected to have some ongoing dialogue and updates more
[3:48] frequently, which was one of our requests.
[3:52] And I guess just lastly, in terms of advocacy, I did want to advise the board that I did
[3:57] send a letter to Fraser Health last week on behalf of the hospital district
[4:03] just reaffirming the board's commitment to fund the long-term care projects despite withdrawing
[4:08] from the funding MOU. Our decision to withdraw from the MOU is simply due to that repacing
[4:15] of the projects and that there's really no need for us to be sending over the funding to
[4:19] Fraser Health if they're not in the process of construction. So we're able to reinvest that money
[4:24] in the meantime until it's needed. However, Fraser Health when they met with the other authorities
[4:30] and with the ministry, they felt it was really important for them to be able to demonstrate
[4:34] that there was still a continued partnership with the hospital district and a desire for
[4:39] these projects to be kept as a high priority. And with that, I think that's the update.
[4:44] Thank you. I think the only thing I made it for gotten to include was the two projects
[4:47] that are in our region were part of, I want to say, is it eight or eleven? My memory fails.
[4:52] I was going to say seven. So somewhere in that park. In other words, it wasn't just hours
[4:58] And so they're all sort of designed to come back once this standardized design is is is is is is the best questions or comments.
[5:08] Seeing none next item, please, Ms. Kinnamon.
[5:11] So the next item is 5.2, which is the joint capital planning update and as you all know, we've been working through this process with
[5:19] of health rather steadily over the last number of years and have had some success moving that
[5:26] ball forward down the court. I had the opportunity to meet with our representatives from Fraser
[5:32] Health two weeks ago and they were very much hoping to schedule the next joint capital planning meeting
[5:39] with you folks to go over the 2027 capital funding request letter that's usually provided to us in
[5:46] October and November of each year. Due to the election cycle, we agreed that Fraser Health would provide our staff with the draft letter as well as an appendix that offers the board a little bit more of a detailed explanation of how the current year's request aligns with the health needs of Fraser East communities, as well as how the impact patient outcomes, which is something that this board has been advocating for.
[6:13] So our staff will include this letter and an overview of the joint capital planning process that we've been through once we get the opportunity to orient the new board after it's inaugurated.
[6:27] And we decided that the most opportune time to have Fraser Health come back to this group and engage in another official joint capital meeting would be in January of 2027.
[6:37] So we hope to get that on the calendar pretty soon so that everyone has shared expectations and we don't lose any of the momentum that we've already
[6:45] built up due to changes in the board composition. Thank you very much. Thank you. Questions or comments?
[6:52] Seeing that next second please.
[6:54] So moving down to reports for board directors.
[6:57] Directors.
[6:59] First time in four years I got to speak on the hospital board of Ops.
[7:04] Anyway, just on an outset, we've just opened a Helly Fort back up in Hope to close in 2013
[7:09] because of trees and unfortunately, in the other nature, the flood took out all the trees,
[7:13] so it took away that we said we couldn't do.
[7:16] So that's helped in two years of very suffering getting it done, but it's very important for getting people
[7:21] for our community and emergencies.
[7:23] And also announced that just actually an hour ago on my phone.
[7:27] So December 1st in Hope, the specialty clinic.
[7:30] And that in its only for district of open area A and B for service thing and that. So what happens is that people from that area can go to that because we're paying for the rent and everything on the building. So it's pretty.
[7:41] We have a lot of older people in that and so that will really help with our two regional districts to try and help look after them. So very important to us. Thank you. Thank you.
[7:50] Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Anybody else?
[7:54] I'll give it an update on the North Shore Health Fraser Health Forum that was hosted in
[8:00] mission.
[8:01] I'll remind all that it was intended to reach anywhere from the KC traditional territory
[8:07] in Maple Ridge, all the way up to 12th territory.
[8:11] It was well attended, even though it was a fairly quick turnaround when we finally actually
[8:16] got everything set up and so we had 42 professionals from the sectors of health care, social
[8:22] well there in housing, and additionally many staff from Fraser Health who did a great job in
[8:27] helping to facilitate the evening.
[8:29] Sue Davis was the facilitator funded by the City of Michigan, and by all counts in the
[8:36] informal debrief we've had so far it was a very productive evening, and I think a bit of
[8:41] a sea change from what Fraser Health is used to, where I think the biggest accomplishment
[8:46] was that I have to realize they could come into the room and interact with community professionals
[8:51] and stakeholders without feeling unsafe,
[8:55] which is a very basic expectation at this point.
[8:58] And it was meant to be the start of general conversations.
[9:02] I'm going to really encourage Director Spadey and Director Gill
[9:05] and their new roles in post November 2nd to continue that dialogue
[9:09] because myself and Director Pranger have been really working
[9:13] to coordinate this and they're supposed to be a chapter 2,
[9:17] which is a North Shore Health Forum that is for the community
[9:20] members themselves and this was always extended all the way from municipal and electoral areas
[9:28] to to folks in on First Nations. The other part of it is that I will make sure that director
[9:34] Gill has the debriefing of all of the questions and topics that were raised at this
[9:40] North Shore platform because there were some exceptional themes that were intended to help
[9:46] people in our area with navigation of the system, access, equity, dignity, and being informed.
[9:52] And one of the most basic things that was a product of it, and I think is easily transported to the next form as well.
[9:58] It was about 20 to 25 minutes of it was felt spent on what I would call Fraser Health 101.
[10:04] And Ms. Kinnomin, you'll be happy for the first time in many years.
[10:07] I think they managed to somehow not format things using the typical Fraser Health format of 836 words per slide.
[10:15] all in orange. So it was a great job of actually reaching people and kind of building a foundation of understanding and then being good listeners.
[10:24] I'm very hopeful that it will continue. I think it represents a distinct change in the way that the Fraser Health Authority is working with municipal first national electoral leadership. So I hope people will continue that later on. Anybody else?
[10:40] Thank you, and with that, Ms. Kennedy.
[10:43] Thank you, and for the record, it's also green type that I object to.
[10:47] Okay. Moving down to section eight,
[10:49] its public question period for items relevant to the agenda,
[10:52] and we'll just turn things over to our corporate officer, J. Maybed.
[10:55] Yes.
[10:56] Thank you. We do not have any members of the public with us in person,
[11:00] but we do have two members of the public on Zoom tonight.
[11:04] So this would be your opportunity to ask a question
[11:07] relevant to the hospital district agenda, and if you do have a question to just hit the
[11:12] raise hand function, in the meantime, I'll just note that we have not received any written
[11:17] questions.
[11:18] And we'll just get one more moment here.
[11:20] It does not appear that our two members have any questions relevant to the hospital agenda we
[11:25] can move on.
[11:26] Thank you very much.
[11:26] Ms. Pinnon, what's next?
[11:27] Looking for a motion to adjourn.
[11:29] So, I would like to move by direct capacity of seconded by direct director, Clute, all those
[11:34] of favor.
[11:35] Suppose that's hearing, thank you very much.

[11:54] as 69 groups with interest in the area.

[12:04] and called to order the September 24th, 2026, Fraser Valley Regional District Board, being a daughter.

[12:39] to advise the members of the public online how to proceed.
[12:43] We'll be paying to our, to the members of our viewing public,
[12:46] we're going into a closed session.
[12:47] And so if you could end your Zoom session and check back in, you'll be able to join later
[12:53] at a later point in the evening where we resume our open meeting.
[12:58] And if you could end your Zoom session, it'll make getting back into your Zoom session
[13:02] that much easier.
[13:06] Maybe then again, we will read convene the Open Meeting of the First Value Retail District
[13:11] Board meeting of September 20, 2020, 2006.

[22:22] highlights, those concerns, and...
[22:30] But also looks at opportunities to open up some of those dates to active transportation.

[23:06] Chair, please, and then Dr. Horne. Thank you. Thank you to staff for providing this letter.
[23:14] I read somewhere, yesterday, I believe, that the Ministry has received over 200 or 230 responses,
[23:20] and I might be wrong, it might be over 300. But yeah, I'm happy to get our input involved as well.
[23:26] I just want to point out a couple things that I'm going to quote from an VCA Council released
[23:31] a letter last week.
[23:32] It is on their website.
[23:33] I have a copy here.
[23:34] I'm happy to leave it behind.
[23:35] They're staffed.
[23:36] As people know, they represent over 20,000 part businesses in our province within more than
[23:40] 96% of the farm gate sales in BC.
[23:44] And the language they use when they were engaging the membership, the overwhelming majority
[23:49] in the quote expressed concern that the proposed new rule would negatively impact the strength
[23:54] embedded in this of our sector, seriously compromising the integrity of the LR in exchange for
[24:00] a limited economic benefit, unquote. But the reality is I was reading some of the reporting
[24:06] are some of the what they heard and you know there's things in there that came forward for me that I didn't even
[24:13] realize, but when we talk about classification of soil, they're talking about class 4 and 5
[24:18] soils, but there are agricultural uses as in today's world that class 1-5 would do just fine.
[24:25] I think of container yards for nurseries. I think of the vineyard sector. They like class
[24:32] 1-5 soil. So the remains concern that the 5% rule is very low threshold. And I know we had some good
[24:40] meetings last week that you'd be seeing I'm not even convinced it was worth our time now that we have
[24:44] provincial election on a horizon. So I guess we just all wasted our time in my mind. But
[24:50] I'm happy to see these comments and I'll leave this behind of the glad that's referenced and
[24:54] they're also to connect with the ALC as well as the BCA Council. I think it's important. Thank you.
[25:01] Thank you, Dr. Martin. Thank you. I appreciate the revisions that came after our
[25:06] Rocks Committee meeting. I think they've largely captured everything that was discussed there,
[25:12] there is one thing and I don't think it changes the motion because the motion does say to incorporate
[25:17] the committee comments and it has to do with the elements of the comments that relate to the
[25:24] five percent rule. The report on the comments framed is as questions being asked and I think
[25:31] the point that I would hope we would emphasize more is that if they're going to have the five percent
[25:35] rule they need to have a stronger enforcement and auditing capacity and I would just suggest that
[25:41] we add that line each more directly. I think asking it as a question is one thing but I think one
[25:48] of the things that is missing from our perspective and it's sewn up in other areas like soil
[25:53] deposit issues is the ALC is not in the position to enforce the very things that are causing the
[25:59] issues now and this one becomes even more of an issue because the community can see illegal dumping.
[26:06] But they can't see when people are processing less than 5% from the local property.
[26:12] And so I would ask that we add that small amendment to the comments to make sure that it's clear.
[26:18] We expect them to do some regular auditing.
[26:21] Good point, Dr. Horne. Thank you for pointing that out.
[26:24] It's an important one.
[26:27] So let's say any other comments or questions on favor of the motion?
[26:32] Now, it posed, or since Carrey, next item, 12.8 is municipal protected areas program proposed submission.
[26:41] Dr. Dickie, do you want to speak to this one?
[26:43] Yeah, thank you, Madam Chair.
[26:45] I would like to ask that this item be referred back to staff to allow the public community
[26:51] to create, to be moved from the municipal protected areas program.
[26:57] Do we have a second, Dr. Clute?
[27:00] Let's see, and there's a question, so I'll give you a favor, any post, Ocean's Carried.
[27:06] Next item.
[27:07] 12.9 is the 2026 Regional Real Strategy Monitoring Report.
[27:11] This is an information item.
[27:14] Any questions?
[27:17] Does it look like it?
[27:18] Again, very good work.
[27:19] A lot of good information in there.
[27:21] It's very much appreciated.
[27:24] All right, next item.
[27:26] And then we move all the way down to item 15, which is items for correspondence.
[27:31] And using anyone which to speak to.
[27:34] Some look like it.
[27:36] Next item.
[27:36] Item 17 report by board directors.
[27:41] Anyone?
[27:44] Doctor.
[27:45] Oh.
[27:46] Let's see who's first.
[27:47] Okay.
[27:48] Let's see who's first.
[27:49] Director Hart.
[27:50] I'd just like to speak to the portion of our regional district meeting with Minister
[27:55] Parkworth that involved the extension of the 701 line.
[28:00] others speak about the other matters that we raised there. But to myself and Director Pranger and
[28:07] and three of our Electoral Area representatives as well as staff and the chair, I met with
[28:14] Minister Farworth and made it clear that we understand that the ministry is not the one who's
[28:21] directly funding that seven to one expansion, but that the expansion relies on money getting sent to
[28:27] we see transit for all of the expansion requests
[28:30] and I have confidence that it will be funded
[28:34] if BC transit's given that money.
[28:37] I wouldn't say that we necessarily heard anything concrete
[28:40] and I don't think we would normally hear anything concrete
[28:42] and one of these meetings, but particularly
[28:45] when there might have been some chatter in the background
[28:48] that spending and other initiatives
[28:50] would be suspended during an election call.
[28:54] But we have delivered that message
[28:55] And I think it was received, respectfully.
[28:58] I wish I could give more, more impact on this.
[29:02] But the advocacy will continue.
[29:04] And I think that all of the North Shore communities
[29:07] will need to work with including
[29:09] personations on that over the next few years.
[29:15] Dr. Spadey, thank you.
[29:18] I just wanted to let you guys know
[29:20] that tomorrow is our grand opening for the Let's
[29:23] Mod Aquatic Center and all the directors
[29:25] are have been invited. Thank you.
[29:30] It's a night and day for you.
[29:33] All right, Dr. McCohannick?
[29:37] One second.
[29:39] I'm
[29:42] so sorry.
[29:44] Um, good things. So Sunday,
[29:47] 8.30, Thompson Regional Park.
[29:50] People will be gathering to do the Paul cleanup for Rivers Day.
[29:53] Everyone's welcome. We have people coming from.
[30:00] And really appreciate everyone who comes out. The second item is something I brought up in the one of the electoral area forums at UBCM.
[30:11] And this really concerns me, and I know a lot of people don't seem to be talking about it. And that's that the province has taken down the contact information for all staff, all government staff that's been about four weeks now.
[30:24] I did bring it up, Brittany Anderson was at the meeting and I've heard a couple of different reasons for this, but her reason was that there had been a havoc and they were going to get it fixed soon.
[30:42] I also heard that the reason I heard when I acquired the first time was that.
[30:50] government staff were being harassed sometimes so that it wasn't safe for them to have their contact information, so this is what I heard from the province and I'm really concerned that this is not democracy and we really need to be able to access our government provincial staff and then with elections coming up with a local government and the change over how would people know who to get ahold of to do anything so I just want to bring it to
[31:19] people's attention. I think it's very important. And if anybody knows anything that I don't,
[31:26] I would open to hearing it. But I've heard two very different answers, folks, from ministers.
[31:32] So thank you very much.
[31:34] Thank you.
[31:35] Well, I just want to thank everybody who was able to attend the UBCM last week. Just outstanding work.
[31:41] You represented your communities and the regional district very well. A lot of busy hardworking
[31:46] people so your time is appreciated there.
[31:51] Right. Next item. So now I'm moving to public question period for items relative to the agenda.
[31:57] We'll just turn things over to our corporate officer, Jamie Vennas.
[32:01] Thank you. We have one member of the public still on Zoom with us tonight so this is your opportunity
[32:06] to ask a question relevant to tonight's agenda. And while we wait to see if our online viewer has a
[32:13] I'll just note we have no members of the public joining us tonight.
[32:18] Just give one member a moment here.
[32:22] It does not appear that our online viewer has any questions,
[32:25] and we can move to the next item.
[32:27] Thank you.
[32:30] I'm excited.
[32:34] So now we will go back to the clothes.
