[0:02] Good afternoon, everyone. Welcome to the July 2026 Board of Education Work session. We're going to call this meeting to order 1.02 approval of the July 8th, 2026 meeting agenda. Do I have a motion to approve the meeting agenda?
[0:19] Motion to approve.
[0:21] Thank you, Miss Galber.
[0:23] Miss Yohoe.
[0:24] All those in favor say aye.
[0:29] Any against?
[0:31] So that's unanimous for all members present, including the student member.
[0:36] All right, 1.03.
[0:39] Bit item.
[0:39] This is an action item.
[0:44] Good afternoon.
[0:46] For the new student member, my name is Bill Minkings.
[0:48] I'm the purchasing manager.
[0:50] We wanted to let the board know that we have one bid for RFP-26M-4 for HVAC filters.
[0:57] That we are recommending for rejection, basically the project's requirements have changed.
[1:05] So the items that we put out, we aren't necessarily going to need.
[1:09] So what we're going to do is we're going to take this feedback, we're going to reevaluate it and put it back out.
[1:17] Thank you, Mr. Meekens.
[1:18] All right, can I get a motion to reject RFP 26M4?
[1:26] Move to reject RFP 26M4. Thank you.
[1:31] Second. All right. Ms. Johos, so Ms. Monier motion, Ms. Johos seconded. Any questions or comments?
[1:46] Any public comment?
[1:50] All right. Seeing none, all those in favor of rejecting RFP 26M4, please say aye.
[1:58] Hi.
[2:01] Any against?
[2:04] All right.
[2:04] So that's unanimous including the student member.
[2:07] Thank you very much.
[2:08] All right.
[2:09] We've got 1.04 Judy Center expansion grant.
[2:12] This is information discussion and action.
[2:18] I can start us with a motion to accept this Judy Center grant.
[2:24] Do you have a primary?
[2:26] Thank you, Michelle.
[2:27] Second.
[2:29] Thank you, Ms. Monier.
[2:30] All right.
[2:31] Ms. Bass, may I have some information to share?
[2:35] I sure do. Thank you so much, Mr. Rose.
[2:39] I'm joined today by Leslie Fry.
[2:42] Our early childhood supervisor and Kathy Allen,
[2:45] our duty center coordinator,
[2:47] to seek board approval for this super exciting opportunity
[2:51] to expand our duty centers to Northern Frederick County.
[2:55] This $33,000 grant will allow us to open a GD center early learning hub at Thermat Primary School and serve children birth through five and their families in northern fritter county.
[3:11] So with that being said, I'd like to ask if there are any questions from the board.
[3:17] Thank you and before I ask my question, let me just say I am really glad as you pointed out that we're now getting
[3:24] standing to the North part of the county as we talk about equity all the time. We've got a community school at Lewis townhouse. It's wonderful to have these resources and personnel at the
[3:36] back in call of the northern part of the county, but I did want to ask a question about what is a
[3:42] sea site-based coordinator, family service coordinator, what is the level of education background
[3:52] that they need to be able to apply and hold these jobs? Can I ask Ms. Allen to respond to that?
[4:03] Sure, I'm happy to. Hi, everyone. Thanks for today. I'm happy to answer that it is either a bachelor's degree, minimum preferred as a master's degree for the coordinator position, but we will take experience in those positions.
[4:22] and then minimal for the outreach family service coordinator is an associate's degree,
[4:34] but we are looking with the employment reallocation through HR to increase that requirement for both positions,
[4:50] to at least a bachelor's degree for the outreach court manner.
[4:57] Thank you, appreciate the information.
[5:01] Any other questions?
[5:07] I'd like to just want to echo what I'm sure every member of our board is thinking is that
[5:13] as Michelle Jose and we're really thrilled to have this duty center going in the northern part of our county.
[5:19] So thank you so much for applying and getting this grant.
[5:22] We're excited to have it.
[5:28] All right, is there any public comment
[5:30] on this Judy Center expansion grant?
[5:36] All right, hearing none, we have a motion on the floor,
[5:39] so for all those in favor of the Judy Center expansion grant,
[5:43] please say aye, aye, aye.
[5:48] Any against?
[5:52] All right, hearing none, that is unanimous
[5:54] for all members present, including the student member.
[5:58] Thank you, Ms. Bass, thank you, Ms. Allen.
[6:03] All right, we're gonna move on to 1.05 risk management
[6:06] grant. This is also information discussion and action.
[6:14] I'm here again. And joined by
[6:19] Scott Blundell, our director of safety and security management to seek board approval
[6:25] of a $55,000 grant from the Maryland Association of Boards of Education. And these grant funds
[6:32] would be used to support and enhance safety and reduce the risk of injury among our support staff at our schools.
[6:44] And with that, I'd like to ask if there are any questions for either myself or Mr. Blindell.
[6:53] Ms. Yoha.
[6:54] Sorry, really quick, is this the first time Maeve has done or that we've gotten a grant from Maeve like this?
[7:03] Ms. Yoho, we have been receiving these grants from Maeve for quite a number of years.
[7:10] It used to, the fund, has always been called the risk management grant, but they used to only allow us to use it for workers' compensation-related activities. Anything that would be to reduce injury amongst our...
[7:30] Or cafeteria workers, operation staff. And this is really the first time that they've expanded the activities that allow us to purchase and install the antennas and to use the funds for safety, as well as for preventing risk injury.
[7:49] The, um, uses these funds from its workers compensation, I don't want to say profits, but from the funds that they, because I believe it's an nonprofit organization, but they, the funds that they generate from their workers compensation support, they use this to seek to put back into the workers compensation to reduce claims.
[8:15] So that might have been a long answer for your short question.
[8:19] No, thank you. I appreciate that. And that does that does seem to make sense.
[8:23] Also, last part or last question here is that I know typically we like to see that
[8:29] no local funds have to be used when we get a grant.
[8:33] In this case, it's an additional 4,137.
[8:38] But in my opinion, that seems like a good bang for the buck, and especially keeping our people safe.
[8:44] all those future injuries definitely saves this money.
[8:48] So I won't be voting in favor, thank you.
[8:54] Since Michelle, who kind of touched on it there,
[8:56] I just want to be real quick, is the 4,137
[9:00] for anything specific that wasn't covered by the grant
[9:03] or is that just what the estimate was?
[9:05] Was the estimate $59,000 over the $55,000 grant?
[9:12] Mr. Bundel, would you like to respond to that?
[9:14] That additional funding is to help cover the antennas, because of the cost of the antennas
[9:20] that spread across those four schools.
[9:25] Perfect.
[9:26] Thank you.
[9:27] Appreciate that.
[9:29] Any other questions?
[9:34] All right.
[9:34] Do I have a motion to accept the risk management grant?
[9:43] I will move that we accept the risk management grant.
[9:46] Thank you, Michelle.
[9:47] Second.
[9:49] Was that Ms. Monier?
[9:51] Sure was.
[9:52] All right.
[9:52] Thank you very much.
[9:53] I do have any public comment on the risk management grant.
[10:01] Right? Hearing none, all those in favor of accepting the risk management grant, please say aye.
[10:08] Aye. Aye. Aye. Aye.
[10:09] Any opposed?
[10:11] All right.
[10:13] Seeing none, that's all members present.
[10:16] Plus the student member.
[10:18] And since we're getting through this pretty quick, I'm just going to take a moment.
[10:22] I know Ms. Manyea put it in the chat, but I just wanted to welcome Fora to her very first
[10:28] FCPS Board of Education meeting. Thora, they won't all be this fast or this easy, but
[10:34] congratulations on getting through your very first meeting as a student member of the board
[10:39] and we're excited to have you.
[10:42] Thank you. I'm really looking forward to the next one.
[10:47] We'll look forward to seeing you in person
[10:49] and August.
[10:52] Thank you everyone.
[10:53] Thank you for taking just a few minutes out of your day so that we could get these business
[10:57] items taken care of this July, appreciate your time, and we're going to adjourn our meeting.
