[1:22] the budget. I'm supposed to keep the public

[1:54] Next up on the agenda is Mayor's Announcements.
[1:57] Don't forget to stop by the Heritage Museum
[2:00] during normal business hours and extended Saturday hours
[2:03] five to 8PM to vote on your favorite
[2:05] tree or wreath during the Glenn Festival of
[2:08] Trees event. And thank you to everyone that
[2:11] participated and attended the Fire District's Lighted Christmas
[2:14] Parade last Saturday night. It was the biggest
[2:17] parade yet and we're thankful for all the
[2:19] effort that goes into this community wide event.
[2:21] I'd like to give a special thank you
[2:23] to the community events committee for designing and
[2:27] constructing the villages float. It was wonderful. And
[2:30] finally, tonight is the last meeting of 2024.
[2:33] Happy holidays from all of us in the
[2:35] village. And we look forward to seeing you
[2:36] at the first meeting of 2025, which will
[2:39] occur on Tuesday, January 14 at 7PM. And
[2:43] that concludes Mayor's announcements. Now's the time if
[2:47] you would like to speak before the board
[2:48] on any topic, please approach left turn to
[2:50] your left, to our right and make your
[2:52] comments. If anyone would like to speak before
[2:55] the board on any issue tonight, now's the
[2:57] time. Seeing no movement, we'll go on to
[3:01] the approval of minutes. May I please have
[3:02] a motion on item number one? Move for
[3:05] approval of 11/26/2024 of Village Board Meetings. Second.
[3:10] I have motion and second. Trustees, you've reviewed
[3:12] these minutes. Do you have any edits or
[3:14] changes? Please call roll. Trustee Malachesky. Abstain. Trustee
[3:19] Foley. Aye. Trustee Smith. Aye. Trustee Amatola. Aye.
[3:23] Trustee Rands. Aye. Thank you. Moving on to
[3:26] item number two. May I please have a
[3:27] motion? I move for approval of the 11/26/2024
[3:30] executive session. Second. Again trustees, any edits or
[3:35] changes to these executive session minutes? Please call
[3:40] roll. Trustee Malachesky? Abstained. Trustee Foley? Aye. Trustee
[3:44] Smith? Aye. Trustee Yamatola? Aye. Trustee Ramsay? Aye.
[3:49] Moving on to the acceptance of payment report,
[3:52] may I please have a motion on item
[3:53] number three? I move forward. Move forward acceptance
[4:00] of the payments made between 11/23/2024 through 12/06/2024,
[4:07] and the net activity amount of 1,726,000. 7
[4:13] hundred 30 3 dollars and 30 2 cents.
[4:16] Second. Miss courted. Honorable mayor and board of
[4:19] chiefs. Hereby requesting a motion to accept the
[4:21] payments made during the time period November 23
[4:24] and December 6 and the amount mentioned. Notable
[4:27] payments during that time included two debt service
[4:30] payments, one for the 2018 bond, one for
[4:33] the 2020. That's a mistype of 02/2008. It's
[4:36] actually 2020 bond. The city of Edwardsville ice
[4:40] rink contribution, progress payment for the 2024 street
[4:44] program and a dump truck body purchase for
[4:47] Rush Truck Centers. Great, thank you. Trustees, any
[4:51] comments on these payments? Please call roll. Trustee
[4:54] Malachesky. Aye. Trustee Foley. Aye. Trustee Smith. Aye.
[4:58] Trustee Yamatola. Aye. Trustee Reins. Aye. Thank you.
[5:02] Moving on to item number four. May I
[5:03] please have a motion? I move for the
[5:05] approval of the November 2024 Treasury Second. Mr.
[5:09] Tucker, good evening. Madam mayor, trustees, examine books
[5:13] as usual, everything's in good order. Nothing more
[5:16] changes we've got going on right now. The
[5:18] money market with UC Bank Investments is still
[5:21] outperforming and they get the bonds so they'll
[5:23] stay there until market issues change. We'll just
[5:26] keep an eye on it. Well money's liquid
[5:28] so we can invest if they intend to
[5:30] want to. If anybody has any questions please
[5:32] let me know. Trustees, you have the treasurer's
[5:35] report. Do you have any questions for Ms.
[5:37] Cutco? Please call roll. Trustee Malachesky. Aye. Trustee
[5:42] Foley. Aye. Trustee Smith. Aye. Trustee Yamatola. Aye.
[5:46] Trustee Rands. Aye. Thank you. We have no
[5:49] old business tonight. We'll move on to the
[5:51] new business. May I please have a motion
[5:52] on item number five? I move for approval
[5:54] of resolution twenty twenty four-twenty six. The resolution
[5:58] authorizing the auction of surplus property in 2008
[6:03] New Holland Backhoe. Second. Mr. Slimer. Good evening.
[6:07] I'm honorable mayor of those trustees. The item
[6:09] for consideration is resolution twenty twenty four dash
[6:12] 26, which authorizes the auction of the villages
[6:15] 2008 New Holland Backhoe through Clinton County Auction.
[6:20] This backhoe has been used for several years
[6:22] as our yard backhoe. We've recently replaced it
[6:25] with the Old Street backhoe so we no
[6:27] longer need it. Proceeds for this sale will
[6:30] go back into Farm 270. I already recommend
[6:33] approval. Trustees, any questions for Mr. Sloan? Please
[6:38] call roll. Trustee Malachesky? Aye. Trustee Bolley? Aye.
[6:42] Trustee Smith? Aye. Trustee Yamatola? Aye. Trustee Rantz?
[6:46] Aye. I please have a motion on item
[6:49] number six. I move for approval of resolution
[6:51] twenty twenty four dash twenty seven. A resolution
[6:54] authorizing auction surplus property truck number 22. Second.
[6:59] Mister Slimmer. Hi, good evening again. This item
[7:01] for approval is resolution 124Dash27 authorizing the auctioning
[7:06] of truck number 22 through Clinton County Auction.
[7:10] This vehicle is a 1993 dump truck. We
[7:13] recently in October, we got us replacement. So,
[7:16] it's time to go ahead and get that
[7:19] up for auction. Again, proceeds would be placed
[7:22] in front two seventy, a record of approval.
[7:25] Trustees, any questions, comments? Please call. Trustee Malachesky.
[7:30] Aye. Trustee Foley. Aye. Trustee Smith. Aye. Trustee
[7:34] Amatola. Aye. Trustee Rands. Aye. Thank you. Moving
[7:37] on to item number seven. Agenda, may I
[7:40] please have a motion? I move for approval
[7:41] of resolution to donate K9 griff to handler
[7:44] Josh Daniels. Second. Chief Link. Thank you, mayor
[7:49] and trustees. As stated before you, is approval
[7:52] of resolution to donate K9 GRYFT to his
[7:56] handler, Joshua Daniels. In 2017, our police department
[8:00] launched our K9 program. We acquired two K9s
[8:04] at that time, K9 Rath and K9 GRYFT.
[8:08] We did so using a donation from a
[8:12] doctor who was a friend of the police
[8:14] department and who donated the money for both
[8:16] dogs. The dogs have done an amazing job,
[8:20] but they're reaching the end of their serviceable
[8:23] life now. And I had originally planned to
[8:25] retire them in summer of twenty twenty five.
[8:28] Here recently a development has occurred where one
[8:31] of our two canine handlers, actually the handler
[8:35] for Griff, has indicated that he will be
[8:37] resigning most likely in April to take a
[8:40] job with the Illinois State Police. Because of
[8:42] that, I think it's it'd be more prudent
[8:45] to go ahead and retire these dogs now
[8:49] and with this approval this dog would be
[8:53] retired to Joshua Daniels, his handler. Officer Daniels
[8:57] has indicated to me that he wants to
[8:59] keep Griff and take care of Griff for
[9:02] the remainder of his life. Okay. And what
[9:07] is the village's plan regarding the continuation of
[9:09] the K-nine program? We will continue it. We
[9:12] have a plan to go on. We will
[9:15] get back to the position where we have
[9:16] two active dogs all the time. I would
[9:19] imagine that will be in that position probably
[9:23] by the summer or fall of '20 '5.
[9:25] Great. Trustees, any questions for Chief Link? Please
[9:29] call roll. Trustee Malachesky. Aye. Trustee Foley. Aye.
[9:33] Trustee Smith. Aye. Trustee Amatola. Aye. Trustee Rands.
[9:37] Aye. Thank you. May I please have motion
[9:38] item number eight. I move for approval of
[9:41] resolution to donate canine brass to handler Lewis
[9:44] Mitchell. Second. Chief Lugar. Again, thank you for
[9:47] the opportunity to speak to you about this.
[9:49] This is essentially the same thing I just
[9:51] discussed with the exception of one thing and
[9:53] that is the newspaper said today that both
[9:56] K-nine handlers were going to be moving on
[9:58] to Illinois State Police. Officer Mitchell Mentzler is
[10:01] actually staying with us. He will be training
[10:06] our new officers in field training. They should
[10:09] be with him in January and February. Once
[10:12] he's done training them, we will officially retire
[10:16] Rath because Louie likes to have the dog
[10:18] when he trains so he can show that
[10:20] to the officers and pick our decks and
[10:22] group of canine handlers. So that Rath with
[10:26] this tonight would be approved to be donated
[10:30] to Louie at sometime in the future, but
[10:32] the official retirement date for Rath would be
[10:34] February twenty eighth of twenty twenty five. Louis
[10:37] at that time will probably move to investigations
[10:40] and work as an NAO for us. Okay
[10:43] well thank you very much to Josh Daniels,
[10:46] Lewis McVicilar and K9 Rath and K9 Riff
[10:50] for all their service. If I may, do
[10:52] you mind if I make comment about that?
[10:53] Absolutely. I'll be quick. I would like to
[10:55] say thank you to Doctor. Mark Evinson for
[10:57] his donation to us and helping us launch
[10:59] our Canine program. Had he not been so
[11:02] generous, I don't know that we would have
[11:04] been successful in starting a Canine program. I'd
[11:06] also like to say thank you to Hawthorne
[11:08] Animal Hospital because they have given us free
[11:11] medical care, free food. They've been there for
[11:14] us for both of these dogs and our
[11:15] third dog that we still have in service.
[11:18] And again, without them and their generosity, don't
[11:21] know that we could have sustained a successful
[11:23] K-nine program. And finally, I'd like to say
[11:26] thank you to Officer Louis Mitchell and Officer
[11:28] Josh Daniels, our first two K-nine handlers. Without
[11:32] their hard work and dedication, we could not
[11:35] have had all the success that we've had
[11:37] with the wrath and grift. They've done a
[11:39] tremendous job and I appreciate all their work
[11:41] for us. Well, you, Chief. Trustees, any comments?
[11:45] Please call roll. Trustee Malachesky. Aye. Trustee Foley.
[11:49] Aye. Trustee Smith. Aye. Trustee Yamatola. Aye. Trustee
[11:52] Rands. Aye. Moving on to item number nine,
[11:55] may I please have a motion? I move
[11:56] for approval. Move proceed. Authorize, Danny. Second. Thank
[12:04] you mayor trustees. Before you, I've come before
[12:08] you before to ask this and I'm asking
[12:09] it again. It's a request that approved exceeded
[12:12] approval to exceed authorized manning. Our authorized manning
[12:17] is 28 sworn officers. We're looking at three
[12:22] retirements or I'm sorry two retirements in January.
[12:25] A sergeant is retiring in January, a lieutenant
[12:28] is retiring in January. Unfortunately, we also have
[12:31] an officer who's a very good officer but
[12:33] did not pass field training and the remedial
[12:37] training that we've gone into has also been
[12:40] unsuccessful. So he's decided that he's going to
[12:42] resign and move on. That's three officers and
[12:45] as you know, we're potentially looking at four
[12:48] officers leaving in April to take jobs with
[12:50] the Illinois State Police. It's not a guarantee
[12:52] but the Illinois State Police has an annual
[12:55] academy and I would imagine that at least
[12:57] two of them would go to that April.
[12:59] So as I've done in the past, I'm
[13:01] asking to exceed the three immediate openings that
[13:05] we have and add an additional officer so
[13:07] we can get ahead of it for the
[13:10] April exodus of officers to Illinois State Police.
[13:13] Okay. Is this going before public safety committee?
[13:16] This is not because this came up after
[13:19] the last. Okay. All right. Thank you very
[13:22] much for the report. Trustees, any questions for
[13:24] Chief Lipton regarding access made? None. Please call
[13:29] roll. Trustee Malachesky. Aye. Trustee Foley. Aye. Trustee
[13:33] Smith. Aye. Trustee Yamatola. Aye. Trustee Rands. Aye.
[13:37] Thank you very much. Thank you, Chief. Moving
[13:39] on to item number 10. May I please
[13:41] have the motion? I move for the approval
[13:43] of ordinance twenty twenty four-forty one, ordinance for
[13:47] the tax levy and assessment of taxes for
[13:49] the tax year 2024 in the amount of
[13:52] $3,487,619 for the ability of my apartment, Madison
[13:58] County, Illinois. Right. Miss Courtney. Good evening again.
[14:02] I'm rolling on board. Miss Shees, before you,
[14:04] you have a tax levy for your consideration
[14:05] and they for 2024. Excuse me, in the
[14:08] amount of $3,487,619. This these amounts that are
[14:14] included in this proposed tax levy have been
[14:16] included also in the proposed proposed budget that
[14:18] will be for your consideration later this evening.
[14:21] The Finance and Administrative Committee reviewed and approved
[14:24] this ordinance on Monday, December 9. And just
[14:28] to let you know some statistics there, the
[14:30] proposed tax levy represents 8.14% increase in the
[14:33] amount expected to be collected over the prior
[14:36] year. A public hearing because of this exceeding
[14:39] the 5% level was held on November 26
[14:41] and no public comments were made. The final
[14:44] tax rate will not be determined until the
[14:46] spring of twenty twenty five once the EAV
[14:49] related amounts are released from Madison County. Okay.
[14:52] So, are in the unfortunate position where we
[14:54] actually have to sign a tax on before
[14:56] the county does this equal assess value? Correct.
[15:01] Okay. And then a good statistic that people
[15:03] like to know is if they have a
[15:06] $300,000 home, how will that affect? So we're
[15:09] estimating based on estimates for the EAV. Obviously,
[15:12] these are not final. It'll range anywhere from
[15:14] an increase of $13 to $35 for a
[15:17] $300,000 combined home for the villages portion of
[15:20] your property tax. And that's the only village's
[15:22] property. Trustees, would you like to have any
[15:26] questions for Ms. Porte? Ms. Cole. Trustee Malachesky.
[15:32] Aye. Trustee Foley. Aye. Trustee Smith. Aye. Trustee
[15:36] Yamatola? Aye. Trustee Reins? Aye. Moving on to
[15:40] item number 11, please have a motion. I
[15:43] move for approval of ordinance twenty twenty four-forty
[15:46] two, an ordinance to adopt the Knowledge of
[15:48] Metropolitan Budgeting for the fifth speaker beginning 01/01/2025
[15:52] and ending 12/31/2025. Second. Ms. Courtney. Again, as
[15:58] this budget was presented and discussed at the
[16:01] finance committee for the past couple of months
[16:03] and also has been provided to the village
[16:05] board for review. The listing tonight is an
[16:08] actual listing of all of the revenue and
[16:11] expense accounts with detailed amounts based on what
[16:13] has been requested and to be included in
[16:15] the budget. This does represent the general fund
[16:18] being balanced and allowing us to transfer funds
[16:21] to cover future capital needs of the village.
[16:26] Thank you very much. Trustees, you've had an
[16:29] ample opportunity to review and consider the budget.
[16:32] Know this budget is a lot of hard
[16:34] work for our village staff. I'd like to
[16:35] extend thanks to Administrator Bowden and each of
[16:39] my department heads for putting in a lot
[16:41] of time and effort into the budget, especially
[16:43] in Coving Court because we do have a
[16:46] lot of positive growth in the village. As
[16:48] you know, we did a comprehensive plan this
[16:51] year. We upgraded our parks plan. So now
[16:53] that we have the plans, we actually have
[16:55] to spend the money to ensure these plans
[16:59] come into effect in the upcoming year. So
[17:02] with that said, I'll turn it over to
[17:04] any trustees. Any questions for this quarter or
[17:06] comments regarding the budget? Just can't go by
[17:10] without making a comment. I think one thing
[17:14] that we see in our park plan is
[17:16] that we want to increase the amount of
[17:19] park space that we have, and if anybody
[17:21] would want to just look across the street
[17:23] at Shawam Park and see all the activity
[17:26] that would not have happened if years ago
[17:28] we did not make that investment into that
[17:30] facility. And there's, reading the park plan, there's
[17:35] a lot of requests for different type of
[17:37] park activities, exercise activities, physical activities, and space.
[17:42] We have very little way of park space
[17:44] on the East Side of town, and probably
[17:46] that's what we need to, we have some
[17:49] landers that's available, but we haven't developed it
[17:52] because a lot of the money's been going
[17:53] to invest in Shum Park. But if it
[17:55] doesn't make I think once we look at
[17:59] the response that we get of people using
[18:01] Shon Park, the activities that have been created
[18:04] because of Shon Park, it shows that we
[18:06] need to continue that investment. Land is not
[18:10] cheap, it's expensive. Development is not cheap, it's
[18:13] expensive. And so when you look at our
[18:16] budget and you see that there's a lot
[18:19] of cost for those type of activities plus
[18:21] our street activities, it's necessary improvement for us
[18:27] continue to be considered a top flight community.
[18:31] Thank you very much, Trustee Malachesky. Trustees, any
[18:34] other comments, questions? Please call over. Trustee Malateste.
[18:39] Aye. Trustee Foley. Aye. Trustee Smith. Aye. Trustee
[18:43] Amatola. Aye. Trustee Rands. Aye. Thank you. And
[18:46] moving on to our last action item of
[18:47] the evening is number 12. May please have
[18:49] a motion? I move for approval of ordinance
[18:51] twenty twenty four-forty three, the last one for
[18:54] the year. An ordinance amending ordinance twenty twenty
[18:57] three-forty six, which adopted the Village Of Glen
[18:59] Park's budget for fiscal year beginning 01/01/2024 and
[19:03] ending 12/31/2024. Second. Ms. Courtier. Again, thank you
[19:09] for your consideration this evening for this listing
[19:12] of budget amendments that are being proposed. These
[19:14] were also discussed and recommended for approval at
[19:16] the finance committee meeting last night. This is
[19:18] done following a review of actual versus budgeted
[19:22] revenues and expenses and determining which one of
[19:24] the items need to be adjusted. I have
[19:27] a listing provided for you if you'd like
[19:29] any questions on any of the detail on
[19:30] any of those I can provide that. And
[19:32] thank you very much. I did review review
[19:34] the listing. It looks like the good news
[19:36] is you're not adding anything new to 2024.
[19:38] Yes. It actually if you look at double
[19:40] tabulation it's actually a reduction in the appendix
[19:42] and budgeted expenditures. Great. Trustees, any questions from
[19:48] this board? Please call roll. Trustee Malachesky. Aye.
[19:52] Trustee Foley. Aye. Trustee Smith. Aye. Trustee Antola?
[19:57] Aye. Trustee Rivans? Aye. Thank you very much.
[19:59] We'll be going into executive session tonight and
[20:03] we'll be returning to
