[8:00] launched our K9 program. We acquired two K9s

[8:04] at that time, K9 Rath and K9 GRYFT.

[8:08] We did so using a donation from a

[8:12] doctor who was a friend of the police

[8:14] department and who donated the money for both

[8:16] dogs. The dogs have done an amazing job,

[8:20] but they're reaching the end of their serviceable

[8:23] life now. And I had originally planned to

[8:25] retire them in summer of twenty twenty five.

[8:28] Here recently a development has occurred where one

[8:31] of our two canine handlers, actually the handler

[8:35] for Griff, has indicated that he will be

[8:37] resigning most likely in April to take a

[8:40] job with the Illinois State Police. Because of

[8:42] that, I think it's it'd be more prudent

[8:45] to go ahead and retire these dogs now

[8:49] and with this approval this dog would be

[8:53] retired to Joshua Daniels, his handler. Officer Daniels

[8:57] has indicated to me that he wants to

[8:59] keep Griff and take care of Griff for

[9:02] the remainder of his life. Okay. And what

[9:07] is the village's plan regarding the continuation of

[9:09] the K-nine program? We will continue it. We

[9:12] have a plan to go on. We will

[9:15] get back to the position where we have

[9:16] two active dogs all the time. I would

[9:19] imagine that will be in that position probably

[9:23] by the summer or fall of '20 '5.

[10:20] to the officers and pick our decks and

[10:22] group of canine handlers. So that Rath with

[10:26] this tonight would be approved to be donated

[10:30] to Louie at sometime in the future, but

[10:32] the official retirement date for Rath would be

[10:34] February twenty eighth of twenty twenty five. Louis

[10:37] at that time will probably move to investigations

[10:40] and work as an NAO for us. Okay

[12:48] officers leaving in April to take jobs with

[12:50] the Illinois State Police. It's not a guarantee

[12:52] but the Illinois State Police has an annual

[12:55] academy and I would imagine that at least

[12:57] two of them would go to that April.

[12:59] So as I've done in the past, I'm

[13:01] asking to exceed the three immediate openings that

[13:05] we have and add an additional officer so

[13:07] we can get ahead of it for the

[13:10] April exodus of officers to Illinois State Police.

[14:24] this ordinance on Monday, December 9. And just

[14:28] to let you know some statistics there, the

[14:30] proposed tax levy represents 8.14% increase in the

[14:33] amount expected to be collected over the prior

[14:36] year. A public hearing because of this exceeding

[14:39] the 5% level was held on November 26

[14:41] and no public comments were made. The final

[14:44] tax rate will not be determined until the

[14:46] spring of twenty twenty five once the EAV

[14:49] related amounts are released from Madison County. Okay.

[14:52] So, are in the unfortunate position where we

[14:54] actually have to sign a tax on before

[14:56] the county does this equal assess value? Correct.

[15:01] Okay. And then a good statistic that people

[15:03] like to know is if they have a

[15:06] $300,000 home, how will that affect? So we're

[15:09] estimating based on estimates for the EAV. Obviously,

[15:12] these are not final. It'll range anywhere from

[15:14] an increase of $13 to $35 for a

[15:17] $300,000 combined home for the villages portion of

[15:20] your property tax. And that's the only village's

[16:13] has been requested and to be included in

[16:15] the budget. This does represent the general fund

[16:18] being balanced and allowing us to transfer funds

[16:21] to cover future capital needs of the village.

[16:32] Know this budget is a lot of hard

[16:34] work for our village staff. I'd like to

[16:35] extend thanks to Administrator Bowden and each of

[16:39] my department heads for putting in a lot

[16:41] of time and effort into the budget, especially

[16:43] in Coving Court because we do have a

[16:46] lot of positive growth in the village. As

[16:48] you know, we did a comprehensive plan this

[16:51] year. We upgraded our parks plan. So now

[16:53] that we have the plans, we actually have

[16:55] to spend the money to ensure these plans

[16:59] come into effect in the upcoming year. So

[17:02] with that said, I'll turn it over to

[17:04] any trustees. Any questions for this quarter or

[17:06] comments regarding the budget? Just can't go by

[17:10] without making a comment. I think one thing

[17:14] that we see in our park plan is

[17:16] that we want to increase the amount of

[17:19] park space that we have, and if anybody

[17:21] would want to just look across the street

[17:23] at Shawam Park and see all the activity

[17:26] that would not have happened if years ago

[17:28] we did not make that investment into that

[17:30] facility. And there's, reading the park plan, there's

[17:35] a lot of requests for different type of

[17:37] park activities, exercise activities, physical activities, and space.

[17:42] We have very little way of park space

[17:44] on the East Side of town, and probably

[17:46] that's what we need to, we have some

[17:49] landers that's available, but we haven't developed it

[17:52] because a lot of the money's been going

[17:53] to invest in Shum Park. But if it

[17:55] doesn't make I think once we look at

[17:59] the response that we get of people using

[18:01] Shon Park, the activities that have been created

[18:04] because of Shon Park, it shows that we

[18:06] need to continue that investment. Land is not

[18:10] cheap, it's expensive. Development is not cheap, it's

[18:13] expensive. And so when you look at our

[18:16] budget and you see that there's a lot

[18:19] of cost for those type of activities plus

[18:21] our street activities, it's necessary improvement for us

[18:27] continue to be considered a top flight community.
