[6:45] designating the building located at 7 North Lane and known historically as the

[6:50] first Presbyterian Church of Glen Cole as an individual landmark. And I know the

[6:56] landmark committee has been working on this for quite some time. Are there any

[7:19] I'm going to speak in favor of landmarking, not because I'm a member of the Marks preservation

[7:24] and not even because I'm currently serving a city historian.

[7:29] But I've lived in Blenkov my entire life.

[7:32] I was brought up in that church, the first Presbyterian church, went to Sunday school there, went

[7:39] the church there, my parents were members of the church for many years, and even not

[7:43] for that reason, but I go on a lot of the historic Glencove sites, the social media, specifically

[7:51] Facebook. If somebody posts a picture of the first

[7:54] Presbyterian church, people that haven't lived here in 40 years know immediately that that's

[8:01] Glencove. People who haven't even lived in Glencove but have passed through Glencove will

[8:08] They'll say, oh, I know that, that's Glencove.

[8:10] I would say that the first Presbyterian church

[8:13] is the most identifiable landmark in the city of Glencove.

[8:18] And we can debate about it, but I challenge you

[8:20] to come up with a more identifiable landmark

[8:23] than this beautiful tutor building.

[8:27] So, and the beauty of the whole process

[8:29] is that we almost, we could have lost the building.

[8:34] People would have made it into a commercial site or something,

[8:37] but we actually have a religious congregation that purchased the building which was the

[8:42] best outcome that we could hope for and it's a congregation that has had services in

[8:51] the building for about 30 years and they love the building so they are the new owners

[8:55] of the building and even they are in favor of landmarking the building so you couldn't

[9:00] for better outcome.

[9:03] So, even though it'll be known in future as the Evelaceous Apostoles,

[9:08] the Profethas Emanuel Fidius, it will be known historically as the first Presbyterian

[9:15] Church was built in 1906, so it's 120 years old this year, and I strongly encourage you

[9:22] to landmark this building.

[9:46] I urge you strongly to move forward on this application for landmarking the first Presbyterian Church at 7 North Lane.

[9:58] The church itself was founded in 1869, here in the city, out on Hendrix Avenue, and it moved to its current location when the property was given to the church, or they purchased it on unclear as to what happened in 1905,

[10:16] and the church building itself was constructed in 1906.

[10:20] So, as of this year, it's 120 years old, certainly meets the guidelines of what is in landmark

[10:28] as far as the age is concerned.

[10:31] As was stated, it is constructed in the tutors style.

[10:35] We do not know who the original architect was or who the builders were.

[10:41] However, on the Presbyterian website, and I quote, it is called a striking community landmark.

[10:51] With the problem being landmark, it has only enjoyed, and for decades, a protected status.

[11:01] It has never been designated a landmark, and the protected status was originally considered

[11:08] by the commission as a stopgat measure to halt development for approximately six months

[11:17] Once, while it was investigated whether the A structure was landmark worthy or not, however,

[11:25] at some point in time the application never moved forward and the landmark status was

[11:31] never officially designated.

[11:34] I strongly urge you to consider this and let's move forward with this application.

[12:19] That building, there's not many buildings in our city that have lasted so long in the same use as it's been.

[18:22] So this agreement authorizes the city to utilize auction services for the sale and disposal

[18:27] of obsolete surplus duplicate or unused equipment and materials allowing the city to maximize value while efficiently removing unneeded assets.

[18:40] D, resolution authorizing the mayor to enter into a 36 month agreement with Thompson Reuters to provide legal research services for the city attorney's offices.

[18:50] So this resolution authorizes the mayor to execute a three year renewal agreement with Thompson Reuters for the West Law legal research platform used by the city attorney's office.

[19:03] E, resolution authorizing the mayor to enter into and that is at a monthly cost of $1,600.

[19:11] dollars. A resolution authorizing the mayor to enter into an agreement with IDMEA identity

[19:17] and security to purchase the live scan system in the amount of $35,471. So this is the purchase

[19:25] of a new fingerprint machine for the police department. IDMEA informed the PD that the current

[19:31] machine is at the end of life, which is 15 years. This is being paid for through a grant.

[19:36] F, resolution authorizing the mayor to enter into a five year agreement with integrated

[19:42] wireless technologies for the maintenance of the Z-Tron system located in the Fire Department

[19:48] Dispatch Office in the amount of $7,085.35 per year so maintaining the existing system

[19:57] through the applicable service provider is necessary to ensure compatibility, continuity

[20:02] of service and proper support of the equipment.

[20:06] GA, resolution authorizing the mayor to execute an agreement with charge point ink to renew

[20:12] the maintenance, management and cloud plans for the Polesky Street garage dual port EV charging

[20:19] station for a period of five years at an amount not to exceed $5,800 so this agreement will

[20:25] renew all coverage needed for the EV charging station at the Polesky Street garage for a period

[20:32] of five years.

[20:34] H, resolution authorizing the mayor to execute an agreement with charge point ink, to renew

[20:40] the maintenance, management, and cloud plans for the Brewster Street dual port EV charging

[20:46] station for a period of five years at an amount not to exceed $6,050.

[20:53] So this agreement will provide all coverage needed for the EV charging station at the Brewster

[20:58] district garage for a period of five years.

[31:12] I'm excited to share that the Glent Cool beautification

[31:17] litter prevention program and the Glent Cool beautification Commission is launching a new

[31:23] cigarette litter recycling program through Keep America Beautiful.

[31:27] We got a grant from them.

[31:28] I brought some samples tonight too, if anybody's interested in seeing them,

[31:32] We'll be installing specially designed cigarette receptacles in appropriate locations throughout Glencove, and also partnering with local businesses to collect and recycle the cigarette waste, instead of having it end up on our streets in the storm drains and eventually our waterways will be at the Island Vibes event, and we'll also be at the Glencove street fair.

[31:58] We'll be handing out information, and free pocket ash trays, and asking residents to help us identify cigarette litter hotspots throughout the city.

[32:09] This is a really positive, practical program, and it's got one simple message.

[32:16] We want to recycle our cigarette litter together and keep Glencove clean and beautiful.

[32:28] So we have handouts, these are little pocket ash trays that we're giving out at island bives and we'll be doing at the street fair too.

[32:36] So anybody that's a smoker, this fits in your ash tray and inside your cup holder in your car because they don't have ash trays anymore.

[32:43] So you get this, and then we also have these little foil bags that you can either put

[32:50] ashes in, you keep it in your pocket, or you can also, if you smoke cigarettes are not

[32:56] cheap, and you only smoke a couple of pops, you may want to save your cigarette, you could

[33:00] save it in that, and then we also, we're giving out these bags, and this is how you recycle

[33:06] the cigarettes, you actually put the cigarette butts, and you can put the ashes in there

[33:11] two. You do the QR code, and you type in your name, and you put down Glencoup beautification

[33:18] on it, and you get a free mailing label, and you mail this, and it goes to Terrace Cycle,

[33:26] they're a partner in the program, and they actually recycle the cigarette butts. So that's

[33:31] what people can do. And then we also, we got part of the grant, we got receptacles, so

[33:38] We have two different types.

[33:39] We have 18 about this tall.

[33:44] And they can get strapped to any size pull or to a fence or

[33:49] they can get bolted to a building.

[33:51] And then we also got five big stand up that bolts to the ground.

[33:55] And like I said, we are doing some that are going to be on city property with everyone's permission.

[34:02] We're not doing anything without getting the okay from you guys.

[34:05] And then we're also trying to do a partnership where it's kind of an adopt the spot type thing.

[34:11] So we're asking, we're going to give them one of the receptacles.

[34:15] But then they have to maintain it, empty it, and send in the cigarette butts to recycle them.

[34:22] And then we're keeping track of how many pounds of cigarette butts get recycled.

[34:28] One dollar per pound goes back to keep America beautiful.

[34:31] People did ask me, you're not getting anything back either.

[34:35] And I said, well, we were fortunate enough to get a grant for $15,000 to buy all this stuff.

[34:41] So, and it's for me, person that doesn't like litter, and the mayor doesn't like litter.

[34:47] We're always picking it up off the side of the road, this is a great program.

[34:51] And it's getting recycled, it's either going to be made into the plastic components,

[34:57] get made into recycled plastic chairs, tables, things like that.

[35:01] And then the cigarette, they have a process.

[35:08] I mean, TerraCycle is an incredible company, what they recycle.

[35:13] They take the cigarette paper and whatever is left inside the cigarette.

[35:19] And they do some sort of processing to it to get all the toxins out of it.

[35:23] And they actually make it into mulch.

[35:27] I also am going to announce one other thing that I spoke to Dr.

[35:31] Sharon Harris about this, she was very excited and she said what about vapes, what about

[35:37] e-cigarettes. So I did ask, keep America beautiful if I would be able to purchase one vape

[35:45] container. It's actually a very expensive program and the expenses really the mailing part

[35:53] of it. But we got one five gallon pale which I did put in email to the fire chiefs to talk

[36:00] to them about where we can keep it, but it would be great to also recycle those.

[36:06] They're not supposed to go in the trash, and they're not supposed to end up in landfills.

[36:11] They actually have lithium batteries in them, and they are recyclable too.

[36:17] But the shipping is, I'm going to say it's like $300 plus dollars to ship it back.

[36:23] So we are looking into other ways to recycle them for the future.

[36:29] I did actually speak with New York State about it.

[36:32] There's only one county right now in New York, Monroe County, that recycles vapes.

[36:41] So I actually, I did speak to them.

[36:43] They were using another company and they just bought the Terra Cycle Unit too, and they're testing it out.

[36:49] We're off to a good start as much as I hate litter and cigarette butts.

[36:53] But I detest smoking, and I really hope that this just isn't a look that makes it that smoking is okay, because it gets there.

[37:03] I mean, I don't like cigarette smoking either, but there are people that do smoke, and I think it's a better look to have people put cigarette butts into a receptacle, instead of seeing it on the ground.
