[0:00] Sorry, now we're live. There we go.
[0:04] >> Okay. Call the meeting to order. Sample
[0:06] stewardship committee meeting today,
[0:09] March 19th at 3:04 p.m. In the room, we
[0:13] have a full house from the stewardship
[0:15] committee. We have Molly Taylor, Mike
[0:17] Keelso, Mark Pope, and Tom Dylan. We
[0:22] have a new employee, Matt Milan, joining
[0:24] us today. And then we have Melody
[0:27] McCandless who is the um liaison from
[0:29] the Grand County Commission and we have
[0:31] Jennifer Jones from the BLM and myself
[0:35] Andrea Brand director and Matt Olding is
[0:38] with us via Zoom.
[0:41] Okay. So the first order of business is
[0:44] approval of the minutes.
[0:48] Let me uh bring
[0:52] >> Can I don't know if people get a chance
[0:54] to review them.
[0:55] >> Yeah,
[0:57] >> I motion to approve.
[0:58] >> Okay, Tom makes a motion.
[1:00] >> I second.
[1:02] >> Molly seconds. Any discussion?
[1:07] Okay,
[1:09] go ahead. All in favor?
[1:12] >> All right, that is unanimously.
[1:14] >> I don't
[1:17] She does. You go. I go.
[1:18] >> I need a vote. I got I don't fall.
[1:22] >> Okay.
[1:24] >> All right. Um, so the next is the
[1:27] financial information. We'll get into
[1:30] that. Whoops. Let's shut that off.
[1:34] >> So,
[1:35] >> okay. So, you the balance sheet for
[1:37] 2025. Is that
[1:38] >> No, I want the one with the graph.
[1:44] » I'm holding it up.
[1:45] >> I got it. Okay, here we go.
[1:52] » Okay. So,
[1:55] and actually No, that's fine. Have that.
[2:03] » Do you have it up yet? We don't see it
[2:06] yet.
[2:06] >> Oh, you don't? Oh, sorry. Let me
[2:10] share again. Uh, share
[2:14] screen. Screen one.
[2:18] Can you see it now?
[2:19] >> No.
[2:20] it's blank.
[2:21] >> Blank.
[2:23] >> Okay.
[2:25] >> Did it come up?
[2:26] >> Yeah, it came up. If people need another
[2:28] one, I have them here because it's not
[2:30] very big on there.
[2:32] >> How's that? Is that better?
[2:33] >> Is there?
[2:34] >> That's great.
[2:34] >> Okay. So, um, we finished out on here.
[2:39] you will see 8 80 85,644
[2:44] for end of year 2025.
[2:47] You don't have to switch, Matt. But if
[2:49] you look at your um December 31st
[2:53] um end of year, you know, balance
[2:56] sheets, the second page,
[3:00] the re they are the clerk's office, they
[3:05] showing 817,787.
[3:09] So, the reason they're showing uh more
[3:11] is because I don't have the expense
[3:14] reimbursements shown on this remitt
[3:17] sheet. Um that was for selling the um
[3:22] floor or floor of the Moab greater Moab
[3:25] landscape books. So, that's where that
[3:28] reimbursement is. And um that's part of
[3:32] the difference. What was my other
[3:35] difference? Oh, also they don't they
[3:40] have more showing for rec.gov than I do.
[3:43] So, I'm not sure why they're always a
[3:45] little bit different, but um it depends
[3:48] on where it comes in and they might be
[3:51] look it doesn't come in exactly at the
[3:53] end of a month. So, it kind of depends
[3:55] how you interpret it, but um it always
[3:57] balances out. So anyway, I have 62,820
[4:01] and they have 60 69,000.
[4:05] Yeah. 560. So um that's and there's
[4:08] still a difference of 1900. I'm not
[4:11] really sure um why they're showing 1900
[4:13] more, but um I will dive into that with
[4:16] them. But anyway, it's an it's over. But
[4:19] um
[4:21] so and then for 2026
[4:26] um so far the first two months I'm sorry
[4:29] I had to write it in there 44,726
[4:33] $726
[4:34] and that is 4% up compared to last year
[4:37] at this time.
[4:40] So that's nice. We also the fees raised
[4:42] were
[4:43] >> the fees were raised. Okay. So I did not
[4:45] pull out You're right. Thank you for
[4:47] pointing that out. Uh although we just
[4:49] really only had the month of February,
[4:50] people were camping kind of like the
[4:52] last two weeks or so. We didn't have
[4:54] that many camping yet. Um now they are
[4:57] for sure. Um okay. And then if we go and
[5:01] Matt, you can go to the
[5:04] uh April balance sheet from the screen
[5:08] if you want.
[5:12] » Yes. And I've sent you in the email.
[5:15] Don't even bother with the first page
[5:16] because it is until after the audit. But
[5:20] I will say that we are, if you look at
[5:23] the December one we were just looking
[5:25] at, we have 615,000 in our fund balance
[5:31] in the combined
[5:33] cash fund.
[5:36] So
[5:38] out of cash.
[5:39] >> Yeah. Well, let's save it up for that
[5:41] road, right? We have to put in some
[5:43] money.
[5:44] Um, okay. So, the April one, if you
[5:47] could just go.
[5:49] Oh, I can show you this one. Let's see.
[5:51] Um, yeah, the fees online are accurate
[5:55] and the fees there that they show 51,427
[6:00] at the top of page two. Those are those
[6:02] are correct with what I'm, you know,
[6:04] clerk's office and us. And then if you
[6:06] go to the last page, Matt, um
[6:10] everything's really um in line with what
[6:13] we expect. At this time of year, if you
[6:14] look at percentages, the only thing
[6:16] that's a little up is vehicle
[6:18] maintenance. And that's because we had
[6:21] to get a new turbo for the SF-150 that
[6:24] we have. That's 2017. We own that one.
[6:27] And um
[6:29] oh, uniforms is 70% and that's because I
[6:32] gave everybody their uniform checks just
[6:35] a little while ago. And um yeah, those
[6:37] are the only things that are I mean,
[6:39] still within line, of course, but
[6:41] stop a little bit.
[6:43] Yeah, just look at there any questions
[6:45] about anything on there?
[6:54] » Okay, moving along. So, um Mark, Matt,
[7:00] could you get the PowerPoint up, please?
[7:01] Uh Mark Mark will have pictures.
[7:05] >> Yep. Hold on here.
[7:14] that
[7:18] is where high baking. Is that where
[7:20] we're at?
[7:21] >> Yes, Matt. Let's uh start with that one.
[7:23] The the next four slides are u are all
[7:28] in sand flat. So, I'll talk to those
[7:29] about those first. Um so I have been
[7:32] concerned for quite a while about high
[7:34] banking in the sandy sandy areas
[7:37] primarily on fence and um what I would
[7:41] like to do is to for this committee to
[7:44] make a a recommendation to do something
[7:47] about it. Um so the next four slides are
[7:51] all taken on the north side of fence.
[7:55] Slow down Matt. Let's let's stay on the
[7:56] first one first. on the north side of
[7:59] fence, right after you leave Santa Claus
[8:00] Road, you go through a cattle gate and
[8:03] then this is immediately after the
[8:06] cattle gate. So this particular picture
[8:08] was taken right after a rainstorm and
[8:11] the very first vehicle that entered the
[8:14] trail drove off the trail
[8:16] >> me.
[8:20] I wonder if they consider it like skiing
[8:22] fresh.
[8:23] >> It is. It is. So I get got ahead just a
[8:28] little bit. So the reason the reason I'm
[8:30] concerned about high banking is several
[8:31] reasons. One, it's I think it's very
[8:33] unsightly. Secondly, it promotes
[8:36] irresponsible recreation. It encourages
[8:39] people to drive off of the trail. I
[8:41] think there's a safety issue involved. I
[8:43] know I have been out there on more than
[8:45] one occasion where there's a sideby-side
[8:46] link on it side because they were going
[8:48] too fast and I bank and flopped over.
[8:50] And if we don't do anything, it's only
[8:53] going to get worse. it's going to
[8:54] continue to widen the trails. So, the
[8:56] next three slides are in sequence. Um,
[8:59] so this this one you can see that the
[9:02] high bank is still somewhat within the
[9:04] main line of the trail. Uh, the next
[9:07] slide, Matt, is just downstream of that.
[9:11] And the high bank in this case is 100%
[9:14] off of the line of the trail. And in
[9:16] this particular case, you had some rocks
[9:18] that sort of encouraged people to try to
[9:20] drive around the rocks. And now people
[9:22] are are leaving the trail completely to
[9:24] drive up on the bank. And it's hard to
[9:27] see in this picture, but the next two
[9:28] will show as you look downstream.
[9:30] Thanks, Matt. That's that's the main
[9:32] line right there with the rocks. You
[9:34] can't you can't really see, but the next
[9:36] couple slides are immediately downstream
[9:38] of that where the banks are not as high,
[9:41] but people are now weaving in, weaving
[9:43] out, and they're starting to form. So,
[9:45] this is on the left side, and the next
[9:47] one down, Matt, is on the right side.
[9:51] You can see it. Look in the foreground
[9:52] of that one. Um
[9:55] >> you can go back to the one you were just
[9:57] on, Matt.
[9:57] >> Yeah. So these things are sequential. So
[9:59] in the foreground of this one on the
[10:00] right hand side, you can see a small
[10:02] bank that's forming. And then the next
[10:04] slide is up close. So these are right
[10:07] after one right after another where the
[10:10] first one, you know, people are are
[10:11] banking. The second one they've left the
[10:13] trail completely. And then the next two
[10:15] slides you can see where they're
[10:17] beginning to bank left and right. the
[10:19] trails getting wider and wider. Um, so
[10:22] stop there for a second, Matt, because
[10:24] uh I want to don't want to get ahead of
[10:27] myself. Um,
[10:29] the thing is about whatever we do
[10:32] doesn't have to be done everywhere and
[10:34] it doesn't have to be done all at once.
[10:37] We just need it begins with the resolve
[10:40] to do something and that's us. We have
[10:43] to make a decision that we're either
[10:45] going to do something or not and then
[10:46] the devil's in the details. Um what I
[10:49] wanted to show you in the next couple
[10:50] slides is something that
[10:53] uh shows that there is hope. There's
[10:55] actually solutions that are sustainable.
[10:58] So this particular picture is out on the
[11:00] 3D trail and I was out hiking on it once
[11:03] and I noticed that what it is. It's a fairly short wash that goes from
[11:11] as you approach from this side, it goes
[11:12] from west to east. And the the u the
[11:16] juniper tree on the right was had
[11:18] already been destroyed and I could tell
[11:21] it got more and more traffic that it was
[11:23] people are going to start speeding
[11:25] through there. So Matt, if you continue
[11:27] the next slide, um this is what I did.
[11:31] It's kind of hard to see if you in in
[11:35] the next couple of slides will be easier
[11:36] to see. If you look all the way dead
[11:38] center in the back, you can see where I
[11:42] chopped down a little bit. I tried to
[11:43] square the the bank, which is kind of
[11:46] academic because it doesn't last long.
[11:48] But yeah, what you can see right on the
[11:50] edge of the bank is I put in a couple of
[11:53] wooden posts.
[11:56] Um you can see them
[11:59] in the very back of that slide.
[12:03] >> The next slide has
[12:04] >> and then the next slide. So what you're
[12:05] doing is you're looking east from there.
[12:08] So this is the west side and you can see
[12:10] the two posts on the right hand side
[12:11] next to the dead tree. Um like I said
[12:14] the trying to carve in I was trying to
[12:16] square off the roaded and that doesn't
[12:19] last long. It really isn't important at
[12:21] all. The key is those two little posts
[12:23] on the right as you enter those posts
[12:26] are right in front of you right up on
[12:27] top of the bank. And then Matt go to the
[12:29] next slide.
[12:33] Okay. So, what I did, I should mention
[12:36] this this previous two pictures that I I
[12:39] just showed you were taken in March of
[12:42] 2023.
[12:43] That's when I when I went out there and
[12:45] did that work. This picture is the west
[12:48] side taken in February of 2026.
[12:54] There's really no change. And if you go
[12:55] to the following slide, you're looking
[12:57] at the east side. So, those are the two
[12:58] posts that were in the background
[13:00] before. Those posts were put up in March
[13:03] of 2023 and they're still there in
[13:05] February of 2026. Now, I have to let you
[13:08] in on a secret, and I know this is being
[13:10] filmed, but when I went out there to do
[13:12] that, I had no materials to work with. I
[13:15] had two 8 foot long bucking rail rails.
[13:19] I cut them in half. Those posts are 4T
[13:22] long in total. They're sitting in the
[13:25] sand maybe a foot to to 16 in. anybody
[13:29] in this room could walk out there and
[13:30] knock them with one hand and they're
[13:33] still there three years later because
[13:35] for some reason reason people just don't
[13:37] want to drive their vehicle post
[13:40] >> for some reason.
[13:41] >> So um what I believe we should do the
[13:46] proper course of action I think is to
[13:48] ask the motorized trail committee for
[13:50] recommendations to deal with high
[13:52] banking. when they give us their
[13:54] recommendations, we can either accept
[13:56] one of theirs or adopt our own. Um, but
[14:00] as I said earlier, it begins with a
[14:02] decision for this for this group that we
[14:04] want to do something about it. And if we
[14:07] commit to do that, then we can work on
[14:09] the details about how to implement.
[14:11] >> And could I just give a little
[14:13] background from Samot's uh side of
[14:16] things? Uh, so I don't know, this was a
[14:18] while ago, maybe a decade ago, and I had
[14:21] the road department go in from the Fox
[14:23] campground, and I had them cut down all
[14:26] those high embankments that were there.
[14:28] And then we put some signs up. We did
[14:30] not do this, but we put signs up, and
[14:33] within three month months, two and a
[14:35] half months, it was all high banking
[14:37] again. And so we can't, you know, I was
[14:40] using that part that was really
[14:42] accessible for the road department.
[14:43] they're not going to go out further on
[14:45] the trail, but we were trying to see
[14:46] will it work. And then we also had put
[14:49] some Tposts in a few places or fencing,
[14:52] but it makes you really nervous because
[14:55] people could get hurt, damage their
[14:57] vehicles, whatever going up on that. And
[14:59] so this basic simple idea of putting
[15:02] these wooden posts in, I'm all for it. I
[15:05] think it's I think it's great.
[15:07] >> Well, and for the amount of time it's
[15:08] been there, they're still up.
[15:10] >> Yeah. Now, how popular is that? and
[15:13] knocks it down to pin it back up and
[15:16] back into place. But it gives them
[15:18] something to look at and say, "Oh, I
[15:20] need
[15:22] >> Yeah, 3D is not as nearly as heavily
[15:24] used." But the concept still works. And
[15:27] if I had more, I probably would have put
[15:29] more posts in,
[15:30] >> but it's kind of good that I was limited
[15:31] because you really only have to stop
[15:33] people at the entrances and the exits.
[15:36] You don't have to line the whole bank.
[15:38] You just like the the the one slide I
[15:41] showed where they they had completely
[15:42] left the trail. If you simply put two
[15:45] posts
[15:47] parallel to the trail, off off of the
[15:49] trail, but parallel to the trail, it
[15:51] effectively prevents people from making
[15:52] a left turn into the bank.
[15:54] >> Yeah.
[15:54] >> And for what we do, I would recommend
[15:56] probably six to eight inch posts and put
[15:58] them, you know, three or four feet into
[16:00] the ground. and and and it's sort of
[16:02] like the post and cable, but I like not
[16:04] having cable because when you have cable
[16:07] and one post goes down, it pulls the
[16:09] others down and there's no reason for
[16:10] cable.
[16:11] >> I have more chance for people to get
[16:12] hurt and people don't see it.
[16:14] >> I'm sorry, Molly.
[16:15] >> Oh, no. I just have a question. I
[16:16] apologize for not understanding the
[16:18] sequence of whatever. What? Why is this
[16:20] even in front of the board instead of
[16:22] just like a trail maintenance thing
[16:24] within staff or
[16:25] >> Well, Mark wanted to bring it to the
[16:27] board, but yeah, we could just start
[16:29] doing it, but we want to have buy in
[16:31] from motorized trail committee and Red
[16:33] Rock four-wheelers and all that. So,
[16:34] >> okay. No, I just start doing it.
[16:38] >> You'd be right. I just thought the right
[16:39] thing to do is
[16:41] I was just trying to
[16:45] fact that they're still there. Of
[16:46] course, like you say, 3D isn't nearly as
[16:49] much used, but they're still there, and
[16:52] they're just a foot or 18 inches in, and
[16:56] if they do get knocked down, it's not
[17:00] going to get tangled up and damage a
[17:02] vehicle or a person. And it's easy to
[17:07] repair if they get knocked in because
[17:09] they're not going to get broken. I don't
[17:10] think if it's a 6 inch diameter post,
[17:14] >> you know, you're back far enough that
[17:17] when they come around, they're not right
[17:19] on it.
[17:20] >> Right. Right.
[17:21] >> So, when they come around and say, "Oh,
[17:24] I see it." And and tells you to move.
[17:28] The only ones are going to say, "Oh,
[17:30] look at that. Let's go and hit it."
[17:32] You're going to have that
[17:33] >> type.
[17:35] I think it'd be good to acknowledge the
[17:37] types of wheelers that are using things
[17:39] versus 3D. I I have a Bronco and I would
[17:41] prefer to go to 3D just based upon the
[17:42] volume. We have more people in sideby
[17:44] sides looking to go fast or like stream
[17:46] to the rush.
[17:47] >> So, how do we know they aren't going to
[17:49] just schmuck these things right away?
[17:50] >> Yeah, you don't. This is it. You don't
[17:53] have to put it everywhere all at once.
[17:54] You can try it as as a test. Like this
[17:56] section where I took the first four
[17:58] photographs, you've got four banks in a
[18:00] row.
[18:01] >> Let's just limit it to that.
[18:03] >> My concern is visibility. They're still
[18:04] they blend really well. Is there a way
[18:07] that we can
[18:08] >> Oh, go ahead. I have another idea is
[18:11] that um I don't have it here with me. We
[18:13] have five of them in the shed and um I
[18:16] think I showed them to you at one of the
[18:17] meetings, but anyway, they're these
[18:19] white posts that are used on the highway
[18:22] and they're light carsonites, but
[18:24] they're a lot more expensive. They're
[18:25] about 50 bucks a piece and um they're
[18:28] reflective and they're white and I got
[18:30] them to put it at a Falcon parking lot
[18:33] to protect the tree and I have one in
[18:35] the bee campground to protect a tree and
[18:36] they seem to be working really well.
[18:39] That could maybe be another thing or
[18:41] definitely having reflectors on the wood
[18:43] post or have those white ones. Do we
[18:46] start do we start with white
[18:51] please
[18:54] not quite as
[18:57] >> yeah I have something to some input from
[18:59] me and I was just out there yesterday
[19:01] with um the other Matt M2 or M1 I can't
[19:06] remember what we're calling each other
[19:07] but but you know so Mark on the on the
[19:11] photo that I have up you know one of the
[19:13] reasons that I I don't know If everybody
[19:15] knows this, why that section of the
[19:18] trailer, and there's many sections like
[19:19] this, why is it getting so much wider?
[19:22] Is it really because they want a high
[19:23] bank? It it is not. Is because they just
[19:26] don't want to go through the bumpy rocky
[19:28] area where they're supposed to go. And
[19:31] so people people go around those
[19:33] sections and they create it wider and wider and plus two get more
[19:37] high banks out of it. And you're right,
[19:40] >> because people just don't want to go
[19:41] over the rocks. They want to go faster
[19:43] and they want to go around them. And
[19:45] it's just like, no, stay in the middle
[19:46] of the trail. That's where you're
[19:47] supposed to stay.
[19:48] >> Well, that's exactly the problem, Matt,
[19:50] is that people are going to try to drive
[19:52] around the rocks, but they should not.
[19:54] So, how do you discourage them from
[19:56] doing that? So,
[19:57] >> correct.
[19:57] >> If you had some posts on the right hand
[19:59] side where you cannot drive away from
[20:01] the rocks, you have to slow down and
[20:03] drive over the rocks.
[20:04] >> Yeah.
[20:05] If you don't do anything,
[20:07] >> people are going to continue to drive
[20:08] off to the right.
[20:09] >> Oh, yeah. Yeah. And it's just, you know,
[20:11] people ask me, you know, how's the
[20:13] trails up at Sands Flats? And, you know,
[20:15] over the years, I've been working up
[20:16] here. You know, the the trails, people
[20:19] aren't creating new trails, but the
[20:21] existing trails are definitely getting
[20:23] deeper and wider, you know, because of
[20:25] more traffic use. And people get they
[20:28] don't want to drive over these rocks.
[20:29] They just want to go fast, you know,
[20:31] around round them and stuff. So, yeah.
[20:34] So I do agree Mark you know putting some
[20:36] type of post you know that you know make
[20:39] people you know force them to go in the
[20:42] direction where the trail should is you
[20:44] know that's what we should be doing.
[20:47] Yeah, even just a couple posts, right?
[20:49] Space them out five feet so you're you
[20:52] simply cannot
[20:54] drive around them.
[20:55] >> I'd want to put reflectors on them too
[20:57] because we have a lot of night you you
[21:00] know
[21:02] you have not just high speed
[21:07] what
[21:07] >> the cost
[21:09] >> it's not that expensive. Oh, no.
[21:12] >> Could even be 4x4s with some reflective
[21:14] taper on the top. Just
[21:15] >> some of it's challenging, man. If you
[21:16] scroll down to the second picture, the
[21:19] one where the high bank is completely
[21:21] off of the trail keeps going down.
[21:23] Correct direction. Oh, nope.
[21:26] >> Did I had nine?
[21:28] >> There were nine, but maybe in a
[21:29] different sequence.
[21:30] >> I tried to
[21:33] >> um
[21:34] >> or this one.
[21:36] >> Yeah. No, the the one you just had
[21:38] previously.
[21:39] >> Okay. That one right here.
[21:42] >> Yeah. Now, that one, the perspective is
[21:44] different because I've actually walked
[21:45] off the trail a little bit to take the
[21:47] picture. The below the sand is rock.
[21:51] So, the solution will still would still
[21:53] work, but you can't just dig a hole in
[21:56] sand. You're going to have to augur into
[21:58] rock to put something in there.
[22:00] >> Um, I mean, you could you could put
[22:01] something in the bank and that would be
[22:04] fine. In a case like this, what I would
[22:06] like to see is to actually have your
[22:08] backho person try to bring some of that
[22:09] sand forward and and recover the trail
[22:13] and remove the high bank,
[22:14] >> right?
[22:15] >> Um,
[22:16] >> we could maybe with the mini X with Mini
[22:18] X.
[22:19] >> Yeah. So, in a case like this, simply
[22:21] having two posts in the foreground and
[22:23] two posts in the background
[22:26] and then just try to bring that, you
[22:28] know, bring the sand forward again,
[22:30] you're basically forcing people to stay
[22:32] on the rocks.
[22:34] Well, and we only going off the rocks
[22:36] because they want to go fast. I mean,
[22:38] those machines go over I know. I'm like
[22:41] so guilty right here.
[22:44] >> We do have speed.
[22:46] >> The speed limit is 15.
[22:47] >> It's not amusement.
[22:49] >> Well, the speed limit is 15. Remember it
[22:51] used on other BLM back country roads is
[22:53] 25 and then I
[22:56] >> the other one.
[22:57] >> Oh, really? Okay. Well, anyway, I got it
[22:59] changed to 20 with the sheriff and then
[23:01] we got changed to 15 posted. Yeah, that
[23:03] is correct.
[23:04] >> So you can
[23:04] >> and I don't ride like that the places
[23:11] go to sand.
[23:13] >> I don't want to tell you that we Okay,
[23:15] we have to do the post. I I what I my
[23:17] objective is for us to commit to doing
[23:19] something.
[23:20] >> I think the post would stop being
[23:21] someone that's driven like that. I think
[23:22] that the post would definitely I'm not
[23:24] going to run my machine into posts and
[23:26] you're definitely going fast when you
[23:28] hit those spots. So you're really not
[23:29] going to the reflector things though
[23:31] that I concern that you just turn right
[23:32] those right over because you wouldn't
[23:34] necessarily care.
[23:34] >> Well I mean the post need to have
[23:36] reflectors on them too.
[23:37] >> Yeah reflectors but yeah as long as but
[23:39] they can't be those flexible things that
[23:41] are all over BLM land that you can car
[23:47] >> heavier duty than cares.
[23:48] >> I can see people run their tires
[23:52] like
[23:54] >> Oh right.
[23:55] >> Oh now you've just given 20 million
[23:57] people.
[23:59] the big club and definitely
[24:03] >> it's 20 million, right?
[24:05] >> Watch this.
[24:06] >> Watch our sand.
[24:09] >> My my one thought about the white
[24:10] reflectors is I don't know if they would
[24:12] be indicative of whether or not this
[24:15] solution would work because I think
[24:16] people would be inclined to try
[24:20] the post was
[24:23] on
[24:23] >> when you put rebar behind them. They
[24:25] still do it.
[24:26] >> Yeah. Well, an experiment. Like we go
[24:29] into this fully knowing it's an
[24:31] experiment, right?
[24:32] >> We're doing our due diligence to make it
[24:34] reflective and highly visible
[24:36] >> even though it's not available for my
[24:39] use.
[24:41] >> Yeah.
[24:41] >> I would like to try
[24:43] >> you want to make sure people break the
[24:44] law.
[24:45] >> Yeah.
[24:48] >> Does it need to be one more sign at the
[24:50] start of the trailer that says we
[24:51] discourage high banking? Because no high
[24:54] banking signs have been made years ago,
[24:56] but then people were upset because they
[24:59] had a UTV on them. Like that's who's
[25:01] high banking
[25:02] >> and motorcycles.
[25:03] >> But yeah, motorcycles, too.
[25:05] >> I just don't think signs discourage
[25:08] >> No. I don't know. We had the signs
[25:10] either.
[25:10] >> Yeah, we had the signs after the road
[25:13] department fixed the road. We had signs
[25:15] and it didn't matter,
[25:16] >> right?
[25:18] >> Yeah. I would say we pick out a couple
[25:20] of areas, you know, like especially on fins and things and just, you know,
[25:24] let's just do it and, you know, the next
[25:27] month, but let's pick out a few
[25:28] different, you know, areas on the trail.
[25:31] Um, you know, I I got my, you know, like
[25:33] Mark, some of these sections that you
[25:35] picked out, I I totally Yes, I agree.
[25:37] They're just getting wider and deeper
[25:40] and uh and just see what happens and
[25:42] just, you know, you know, put these logs
[25:44] in and and uh let's just go for it.
[25:49] Okay. Do we need to uh bring it to the
[25:53] Red Rock four-wheelers or the motor? I
[25:56] can mention it to Cliff, but
[25:57] >> yeah, we're we're fine with it and all
[26:00] we'll do is let them know what we are
[26:03] doing, but there won't be no problems.
[26:07] >> Okay. Okay. Good. I know Cliff is an
[26:09] advocate of smoothing the rocks down,
[26:12] which if you go to the first slide that
[26:14] I showed, there's no rocks there.
[26:16] >> Yeah. So, I don't think that's that's
[26:18] the solution. The rocks definitely
[26:20] encourage people to leave the drill. But
[26:23] >> yeah, but the high banks really
[26:24] encourage people to want to go from
[26:25] them.
[26:26] >> They do. I know. It's fine.
[26:27] >> My side by side all the time.
[26:29] >> You know, I haven't tied back yet so
[26:32] much as I am right now.
[26:37] » I know. I don't ever go in that hurry.
[26:42] » You mean the forest service?
[26:45] or service in state lands my private
[26:48] property.
[26:50] >> That's right. But I agree with him. We
[26:53] should pick out
[26:54] >> Yeah.
[26:56] >> three four places
[26:59] and you know like some areas you say we
[27:01] want to do here here but spread them out
[27:06] and see how it works.
[27:08] >> Okay. So
[27:09] >> we know we know it works pretty good
[27:10] because he had the other ones in there
[27:12] for how long?
[27:12] >> Three years. So for a location like
[27:15] this, would the post be the right
[27:16] solution or looking for ropes on this?
[27:17] is a little more extreme in my mind
[27:20] implementing some protection just the
[27:22] post might encourage people to go around
[27:23] or might not be enough line of sight or
[27:25] protection. We're really trying to
[27:26] funnel them down. We need to do ropes
[27:28] and posts like
[27:33] » if you go to this site, I think you'll
[27:34] see that you don't need the ropes and
[27:36] you don't need that many posts. And also
[27:39] we want to see if Cliff was on board
[27:41] with taking the Miniac X out there and
[27:43] bringing that bank back and that would
[27:45] change how it looks probably quite a
[27:47] bit.
[27:48] >> Yeah, because we didn't have a a vehicle
[27:51] to do the equipment to do that.
[27:52] >> If you had the post spaced four feet
[27:54] apart, by the time you got to the second
[27:56] post, you would have to be literally a
[27:58] 90° turn to get to the bank,
[28:01] >> which is why you don't need a lot of
[28:02] posts. And and I I think there's a
[28:04] safety issue with the cabling. people
[28:07] with motorcycles and stuff that, you
[28:08] know, they're just they just don't.
[28:10] >> So, it will it will require some more
[28:12] maintenance though, making sure those
[28:13] posts are still up. First one gets
[28:14] clipped and then we're back to where it
[28:15] was again.
[28:16] >> Yeah, that's like the whole thing's an
[28:17] experiment.
[28:20] >> I think so. With that experiment, my
[28:22] inquiry
[28:24] question is,
[28:26] >> would you want to utilize a social media
[28:29] component for awareness of that or do
[28:31] you want to just do it quietly and see
[28:33] what the response is?
[28:37] Quiet.
[28:37] >> I like the second one. Quiet.
[28:39] >> That's why I'm asking.
[28:40] >> We'll get feedback at the booth.
[28:45] » I just think what do you think?
[28:48] >> Well, no. I think just using post work
[28:51] really well. And I'm bringing up an
[28:54] area. Can you guys see my uh map of
[28:56] Hell's Revenge?
[28:58] >> Yeah. Where are you on this?
[28:59] >> Okay. So, this is the the uh the
[29:02] overlook at the very end. Here's Hell's
[29:04] Gate. And if I zoom in, you could see
[29:07] this old road that went this way. Now,
[29:10] this is probably back in 2017. Sonia and
[29:14] I put just two post right here and two
[29:17] old logs. And nobody nobody has gone
[29:21] through that since. And that's been, you
[29:23] know, now almost eight years or so,
[29:26] which I feel really every time I go out
[29:28] there, I'm very happy and pleased that
[29:29] nobody's touched that area. And so then
[29:32] yeah, this little section right in here
[29:33] and nobody's touched it that many years
[29:36] just by putting two carsonites in a log
[29:39] right there blocking that off and so
[29:41] nobody uses it anymore. But you know,
[29:43] simple things like that work in my
[29:45] opinion.
[29:46] >> The right place.
[29:47] >> Yeah, the right place. Yeah. But there are some places I feel like yeah,
[29:51] you do need, you know, some rope or some
[29:53] cabling to really block off stuff. Uh
[29:57] but uh I think in most places you can
[29:59] just put a a carcinite or an old dead
[30:02] log and people don't go there because
[30:05] they don't want to ruin their vehicle.
[30:07] They don't want to, you know, ding it or
[30:09] dent it if there's something physically
[30:11] there.
[30:13] >> No,
[30:15] >> that's my my comments.
[30:17] >> All right. Thank you, Matt.
[30:19] All right. Well, any
[30:22] else to add, Mark, or I think Sounds
[30:24] good.
[30:26] Definitely with that. Yeah.
[30:27] >> Do we need to make a motion? We just
[30:30] need just need to implement.
[30:31] >> Yeah, I don't think we need to vote on
[30:33] it.
[30:33] >> I think we're fine. I didn't have it
[30:35] that way either. Um Matt, do we have any
[30:38] citizens to be heard?
[30:40] >> No, we're we're still boring. Sorry
[30:43] about that.
[30:45] >> They're two and
[30:48] >> Okay, so I have two letters here.
[30:51] Um the first one we need to ratify
[30:55] because that one um is after the fact. I
[30:58] have already sent the letter in and um
[31:03] there is some changes you may or may not
[31:05] know about because when we talked about
[31:07] this grant before we were going for a
[31:11] capital project grant. So what happened
[31:15] was I met with the engineer in the road
[31:17] department and um well Melissa Jeff was
[31:20] there too and we decided after rereading
[31:24] and Joseph Deill was working with us
[31:26] after rereading the new grant this year
[31:29] now formerly raised now build
[31:32] it didn't look like we had any chance if
[31:35] we weren't shovel ready and had other
[31:37] matching funds so I said why are we
[31:40] throwing our money away applying for a
[31:43] capital grant that it doesn't look like
[31:45] we have any chance of getting it. Let's
[31:47] make it a planning and design grant. And
[31:49] so they all said, "Yes, that's a great
[31:51] idea. Let's do that." So, it's only a $
[31:54] 1.5 million grant is what we're going
[31:57] for. If we get it, we'll know in June.
[32:00] And then, um, we can get something
[32:03] shovel ready. We can apply for a build
[32:05] grant in the future. We can apply for a
[32:06] flap grant. You know, all kinds of
[32:08] options. So, uh, yeah. So that's what we
[32:12] did and I didn't contact you all because
[32:16] I said well you all are very much in
[32:19] support of the road being improved. So
[32:23] this is just a little tweak that really
[32:25] the build grant we wouldn't have any
[32:27] chance if we didn't uh if we went for a
[32:29] capital grant again. So and the
[32:32] commission approved their letter to go
[32:35] to for the build grant and so I had to
[32:38] get all the letters in. Well, actually
[32:40] they gave us an extension until March
[32:42] 13th. So I got I mean that's on there.
[32:45] So I got the letter from the city in
[32:47] March 11th. I went before the city. So
[32:50] anyway, I'm looking for
[32:52] your approval for the uh build grant
[32:55] letter.
[32:56] >> I read the letter. We don't have any
[32:58] recommendation any uh edits and I would
[33:01] make a motion that we approve your bill
[33:03] grant letter.
[33:04] >> Okay.
[33:07] >> Do we have a second? I will second.
[33:10] >> Okay.
[33:13] Um,
[33:15] vote in favor.
[33:18] All right. Unanimous.
[33:22] Okay. And then the next letter is um
[33:26] something completely different here. Um,
[33:30] so did you get a chance to look at that?
[33:33] And then I have the proposal. Matt, you
[33:36] got the bill went up. You can put the
[33:38] other Oh, there.
[33:42] Can you put up the other letter?
[33:44] >> Yeah. What's the other letter? The Is
[33:46] this Hawk Glide?
[33:48] >> Yeah, this W.
[33:49] >> Okay. Hawk Glide one. Okay.
[33:51] >> That's the Hawk Glide one.
[33:53] >> Okay.
[33:55] >> So, did folks get a chance to read the
[33:59] proposal from Trailmix? And this got
[34:01] passed last week, right Matt?
[34:04] >> Yeah.
[34:05] >> At the Trail meeting. correct
[34:08] >> on the 10th. So that got passed. And so
[34:11] what I'm what I have here is a draft
[34:13] letter to Dave Pals at the BLM
[34:17] uh saying that we are in support of the
[34:19] proposal from Trail Mix.
[34:22] So I wanted to know if you have any
[34:24] edits for this letter.
[34:26] >> No, but I'm in agreement. I've I've
[34:28] hiked it.
[34:30] >> Put your life in your hand. take that
[34:32] trip
[34:34] because you have oncoming traffic at
[34:36] high speeds coming around corners pretty
[34:38] quickly. So, um yeah, it's it's a I
[34:42] think the proposal go one way is very
[34:44] good thing.
[34:47] » Okay. Any further discussion?
[34:52] Does anyone want to make a motion for
[34:55] the letter? If there were no edits on
[34:56] the letter,
[34:59] >> you edit it and said she said it.
[35:01] >> Yes. Yes, thank you for catching my
[35:03] silly mistake.
[35:05] West to east, east, west.
[35:08] >> That's why you always need more people
[35:09] looking at something. Um, okay. I motion
[35:13] to um accept. Is that what we want to
[35:16] accept it? Yes.
[35:18] >> How did I write it? Trail mix proposal
[35:21] for Huxly designated. Yeah,
[35:25] >> I'll second that.
[35:26] >> Okay. So, Molly made a motion and then
[35:31] um seconded. Okay. All in favor.
[35:36] Okay. Unanimous. Thank you. And then
[35:39] we'll get that over to the BLM.
[35:42] Uh maybe tomorrow.
[35:45] All right. So, what do I have next on
[35:48] here? Matt, you can go to the PowerPoint
[35:51] again. Okay. So, I have some statistics
[35:54] about the festive tree that was up there
[35:56] at the Slick Rock Bike Trail in December
[36:00] or actually it was the end of November
[36:02] till first week in January. And so, this
[36:05] is from Ally from U Moab Office of
[36:08] Tourism and she said, "Here are the
[36:11] results of our broadcast and digital PR
[36:14] efforts surrounding the tree.
[36:17] 64 million total audience reach, 500,000
[36:23] social impressions, 16 million broadcast
[36:26] and digital impressions,
[36:28] 148 million press release audience.
[36:32] >> That's extreme.
[36:34] >> I can't even believe those numbers. So,
[36:36] >> I will say I went up a couple times and
[36:39] there were people really enjoying it.
[36:41] >> Yeah, I went up there like three times
[36:43] and I was alone each time I went up
[36:44] there. Oh, but uh yes, I had all
[36:47] positive feedback. I didn't have any
[36:48] negative feedback.
[36:49] >> Yeah, it was like meditative people.
[36:51] >> It was beautiful and and people were
[36:53] Yeah, I mean I heard people were just
[36:54] loving it.
[36:56] >> But that kind of social media reaction,
[36:58] I would think that would have included
[36:59] their whole um package about the bridge
[37:02] as well and other things.
[37:05] >> They didn't put the package out like
[37:06] they did.
[37:08] >> No, the difference. I got to say coming
[37:10] into town and seeing the light up at
[37:12] Lions Park was really
[37:13] >> We did want them to add that in there. I
[37:15] don't think it happened. This was the
[37:17] new not Madden but the other
[37:20] >> camp floors idea and they kind of put it
[37:22] all together and took it and created
[37:25] this PR because they're the PR people
[37:28] and they didn't do the the bridge
[37:30] lighting which I think that came was a
[37:32] little sad about. Um but this is just
[37:35] festive tree.
[37:37] Yeah, because I think people actually
[37:39] anyway not that many people went to that
[37:42] but I can't believe those numbers.
[37:43] >> Well, I will say
[37:46] >> right in the beginning I met I can't
[37:48] remember her name. I met this woman that
[37:49] was one of the influencers that was out
[37:52] there with Ally and Mick and myself and
[37:55] the next day they sent me a video of her
[37:57] like or a few days later in San Antonio
[38:00] speaking to them and then my
[38:01] sister-in-law in Chicago sent me a video
[38:04] of her interviewing Chicago and it was
[38:06] long. It was over five minutes that they
[38:09] were talking about the tree and Moab and
[38:12] Moab as well in general.
[38:14] >> Yeah. So, I heard I saw two of them and
[38:16] I think there was at least 16 cities. I
[38:18] think she told me
[38:21] major cities.
[38:24] So, next year they'll all be here.
[38:26] Looking for a tree that may or may not
[38:27] be here.
[38:28] >> Speaking of next year, can we make sure
[38:30] to capture those numbers in the minutes,
[38:32] please? And thank you.
[38:33] >> Yes. And then if
[38:36] the collective
[38:38] forces that be so whether that's the mob
[38:40] office of tourism or grain county or
[38:43] sand flats or all the above choose to do
[38:45] something like this
[38:47] >> advanced planning which you did
[38:50] >> and then there was a little ball drop in
[38:52] there and recognizing it that you
[38:54] absolutely did a great job communicating
[38:56] more than 60 days in advance for the
[38:59] permitting piece through BLM. it was the
[39:02] followup that was not of your control
[39:04] that just needs
[39:05] >> and the closure the closure messed them
[39:07] up too.
[39:07] >> So the other thing is it would probably
[39:09] be ideal to pick an alternate location
[39:13] because of some of the resources that
[39:15] were identified there and this all
[39:17] happened before the permitting and
[39:21] all of that. So we can improve upon that
[39:23] and we've learned which is great. We've
[39:25] also learned that people really enjoyed
[39:27] it. So it was a good learning
[39:30] opportunity and there were things that
[39:32] went really well and there are things
[39:33] that can go better is the message from
[39:35] our lands and realy staff.
[39:36] >> Right. Right. Because and that was Mont
[39:39] working with them. I didn't have the
[39:41] >> again but yeah
[39:42] >> it is what it is. So
[39:44] >> well
[39:44] >> I went up and looked at it a couple
[39:46] times.
[39:46] >> Yeah.
[39:47] >> I thought every morning.
[39:49] >> Every morning.
[39:51] because I had to leave
[39:53] early and go for my ear
[39:59] then I would come back and then she the
[40:01] next day and
[40:03] >> so I don't know if it's Ally and
[40:04] >> I think it's Ally and Mick because who
[40:07] it is but make sure we let them I think
[40:10] there was a commissioner strongly behind
[40:12] this
[40:15] >> whoever it is closed down in the winter
[40:18] or No, no, we
[40:20] >> because I say if you picked a campground
[40:22] where people could just cycle in or park
[40:25] and everything on a trail, it' already
[40:28] be like kind of fenced up or because the
[40:30] campground trees are
[40:33] >> Yeah, but I thought the way coming in to
[40:35] tell
[40:36] >> Well, this is about the sand one.
[40:39] >> Yeah, this is a pine
[40:40] >> that will happen again this year, but
[40:41] this is different. Yeah.
[40:42] >> Yeah, this is it was one hill.
[40:44] >> I still like it. outouses.
[40:49] » Uh well, you know, we had picked, you
[40:52] know, originally they came to me like in
[40:53] August
[40:54] >> and they were thinking of some
[40:57] backcountry place flats where people
[41:00] could hike into it and then they were
[41:01] like, "Oh, we really want them to be up
[41:02] in the Las hiking into it." I'm like,
[41:04] "Do you want search and rescue to be
[41:06] really busy this agenda of increasing
[41:09] recreational access for folks?"
[41:11] >> Yeah. So then they were like, "Oh, well,
[41:13] how about these places at Sandbox?" I
[41:15] said, "You know, we need to have
[41:16] toilets. We need to have parking. We
[41:18] need to have safety."
[41:19] >> You're right.
[41:20] >> How about Slick Rock? Because everybody
[41:22] knows about it and it's easy to find and
[41:25] you know, but but I said
[41:27] >> at 8:00
[41:28] >> and and I did say, "Well, Slick Rock is
[41:30] still not ideal if we get snow or ice."
[41:33] >> Yeah. I didn't realize the part was you
[41:35] should be hiking in because otherwise
[41:36] it' just be off the parking lot or
[41:38] something. So, if this coming August
[41:41] happens to be a conversation about this,
[41:43] well,
[41:43] >> yeah,
[41:44] >> let's let's further that conversation,
[41:45] right?
[41:46] >> Because they dropped Yeah, because I
[41:48] thought they were taking care of the
[41:49] permit and nothing was happening
[41:52] apparently until the last minute and
[41:54] they
[41:54] >> Anyway, yeah, you know,
[41:55] >> I got it down and happening. Yes, they
[41:59] this is an idea to have continue and so
[42:03] I think that this is really great
[42:04] information. Yeah. which I was involved
[42:07] in it, but I but I am a commissioner and
[42:09] I I know I know about behind it. So I'll
[42:12] make sure it's related.
[42:14] >> Yeah, because I did everything I could.
[42:15] I was writing to people at the BLM
[42:18] saying uh do you know about this?
[42:21] >> So anyway,
[42:22] >> my next question is could I be bold and
[42:24] ask if I can just jump in because I need
[42:25] to leave.
[42:26] >> Oh yeah,
[42:28] >> I see you know the film and whatnot.
[42:30] You'll get me an invoice for holiday
[42:33] film for the
[42:34] >> this one. It's the next
[42:36] >> the next one. The creatures at night or
[42:39] June or June.
[42:40] >> June. Yep. Just make sure to share an
[42:41] invoice and Canyon Lands Natural History
[42:44] Association. We'll get that and
[42:46] >> you want me to share it with you because
[42:48] I have to submit it to their portal.
[42:50] >> So that would be great. Um I'm not sure
[42:53] what you want for the Falcon Climb trail
[42:55] updates other than it terminates at
[42:57] Juniper currently.
[42:59] >> Yeah. Right. I have that on there.
[43:02] Um, not sure what you want for the
[43:05] porcupine update. So, I'm just kind of
[43:06] cruising through here.
[43:07] >> Oh, on my list.
[43:08] >> Yeah. Um, you I think covered it. You
[43:11] had asked me to talk about events. You
[43:14] do have the event calendar. I don't have
[43:15] it in my brain, but it is event season.
[43:18] >> Yes.
[43:19] >> Um, I did talk with our folks, our
[43:21] outdoor recliners, and they will CC you
[43:24] on the email. Friendly reminder to
[43:27] please be respectful and stop at the
[43:29] stop signs. I saw that. Thank you.
[43:31] >> Yes. Okay, so that already went out.
[43:34] >> Yes, I saw that today. Friendly reminder
[43:36] for people those outfitters to slow down
[43:38] and stop at the booth.
[43:39] >> Yep. Thank you. In and out.
[43:41] >> Yep.
[43:43] >> Um what's the other piece?
[43:47] You said something about the build, but
[43:50] it's on the agenda. Slants Road, the
[43:53] grant we just talked about, I think.
[43:56] Um, I guess big BLM updates that are on
[43:59] my mind was thank you so much for the
[44:01] class one ebike stickers that hopefully
[44:04] went out.
[44:04] >> Yep. Yep. They went up.
[44:06] >> Came by picked up some more. They had
[44:08] done the initial, you know, trail head
[44:10] access
[44:12] front portions and are going in and
[44:14] completing some of the the further in
[44:16] sections. So, class one ebikes are okay
[44:19] on all the five trails. So, thank you
[44:21] for your help with that, especially um
[44:23] in the sandflots world. Then GCAT helped
[44:25] out immensely with the 313 trails. So
[44:28] Navajo Horse Thief and
[44:33] what am I trying to say? The uh not what
[44:36] is it called? Magnificent 7.
[44:38] >> Okay.
[44:39] >> Sorry, I just couldn't pull it out of my
[44:40] head.
[44:41] >> That's all right.
[44:42] >> Um much appreciated. Uh we're starting
[44:45] to see the busy season as you are. All
[44:47] the campgrounds are open. Things are
[44:49] happening. Um
[44:51] trying to think of what other updates.
[44:53] Obviously, the River Road SR128 project
[44:56] is well underway. We have 300 days to
[44:59] complete that. So, plan on delays and
[45:01] onelane traffic through October 31st.
[45:05] Um,
[45:07] any questions? I mean, those are the big
[45:09] updates on my mind.
[45:13] >> We think so. I've been, you know,
[45:16] working with Jeep.
[45:18] >> Thank you. Yes, the sticker. I don't
[45:20] know when it's going to come out, but
[45:22] for Mark Pope in particular,
[45:24] we do have permission from Jeep Legal
[45:27] for the are they seven flat spaces
[45:31] grill, the correct grill. Um, we're
[45:35] working with Sarah Finocha Pipe Dream
[45:38] for what will most likely be a second
[45:41] sticker. And Nah's apparently in the
[45:43] loop. This is a Scott Brown thing. He
[45:45] did get permission from legal. So, I
[45:48] don't think it's going to be here in
[45:50] time for Easter Jeep Safari, but it is
[45:52] in process and it's timeless, right? He
[45:55] actually wanted the sticker updated to
[45:57] have the Moab Jeep on it.
[46:00] >> Yeah. As well as some language on the
[46:02] back from Jeep Legal about trademark.
[46:05] And we'll put the partner logos which is
[46:08] natural history association and grant.
[46:12] >> Yeah. when I got you saw in the emails
[46:14] and permission from Melissa and got them
[46:17] to you.
[46:18] >> Three different types I got three
[46:20] different styles you could choose from.
[46:21] >> And then just because we talked about it
[46:23] before the recording started, Mud
[46:24] Springs Trail System does officially
[46:26] open on April 16th. We continue to work
[46:29] with Grand and San Juan County as well
[46:31] as Utah Department of Transportation for
[46:34] a new and improved, safer, more
[46:38] userfriendly
[46:39] access road to that trail head which
[46:42] will be off the Pat Creek cut off. Um,
[46:44] hats off to Utah Department of
[46:46] Transportation who is financially very
[46:48] committed and has shared those funds. It
[46:51] can't happen soon enough. We're all
[46:52] aware of it and we'll be moving in that
[46:54] direction
[46:57] >> and hoping to maybe start phase two
[47:00] environmental assessment in let's say
[47:02] June.
[47:06] » Wow.
[47:07] >> That's good to know because I've every
[47:09] time I turn a left I think am I going to
[47:10] get clever here?
[47:11] >> You're not alone. So but other people
[47:13] can
[47:14] >> Oh it's it's
[47:15] >> from the beginning. Yeah.
[47:16] >> Yeah. It's been from the actually it's
[47:18] been two and a half years worth of
[47:19] conversation. So, this isn't new, but um
[47:22] EDOT has been super supportive and I'm
[47:25] very excited for the help from San Juan
[47:27] and Green counties.
[47:29] >> It's it's a team effort for sure.
[47:31] >> And nobody will even understand how
[47:34] challenging it was when it's all said
[47:35] and done.
[47:36] >> Kind of like the 128 project,
[47:38] >> right? Right.
[47:42] » Um and then we had this on here with you
[47:45] for talking about the Jeep work day.
[47:48] >> Oh, yes. But al also um you know I've
[47:51] been working with Scott Brown and
[47:53] everyone for the place for reserving Fox
[47:57] Campground and then the loop behind it
[48:00] for their big event day which will be on
[48:02] um well they'll be there for four days,
[48:04] five days really. They're reserving it
[48:06] for five nights.
[48:07] >> Great.
[48:08] >> But um they will be doing their event
[48:11] stuff there and their social media stuff
[48:13] on Monday. The Where are we? Monday, the 30th. Yes. And then till
[48:23] Wednesday, April 1st. And so I've been
[48:25] working with with them.
[48:26] >> And you're in the loop about the lion's
[48:28] back thing again.
[48:30] >> Yeah. Yeah. That was all very simple.
[48:31] They've been doing that all along. Yeah.
[48:33] >> Film permit. And
[48:35] >> I haven't seen the film permits yet. I
[48:37] asked Katie for
[48:38] >> It's coming. Yep. It'll be done by
[48:40] tomorrow.
[48:41] >> I have the fee for the box campground. I
[48:44] mean out of that where there
[48:46] >> there is another um work project
[48:49] happening I I want to say 29th I'm not
[48:53] positive I forget and don't have it in
[48:55] front of me with tread lightly uh and
[48:58] Bronco and that's down at King Creek
[49:01] they're installing a new steel motif at
[49:03] the top kiosk which will be in that
[49:06] airown area uh just past ledge B kind of
[49:11] adjacent just downstream from the
[49:13] corrugated toilet and across from where
[49:15] you enter King Creek or Cane Springs
[49:18] depending on who's referring it. What do
[49:21] you call it?
[49:23] >> King Creek.
[49:24] >> The King Creek that goes into the King
[49:25] Creek road.
[49:26] >> So there's going to be a building at
[49:28] Baby Lions back too.
[49:29] >> No, no, no. This is proper lions back on
[49:31] Trust Lands in the very top.
[49:34] >> Oh, they're going to be on again.
[49:35] >> So they did it five years ago and
[49:37] they're doing it again.
[49:39] >> But they're not because I was thinking
[49:40] Baby Lions, too. Yeah, baby Lions back
[49:43] they're using too, but I didn't know
[49:45] there was filming no filming there.
[49:46] Okay.
[49:47] >> I I don't know. But we have a specific
[49:50] film permit that's in process for Lions.
[49:53] >> Is it that's on yours?
[49:55] >> Well, the top 150 ft is
[49:58] >> it's all trust lands up lion's back to
[50:00] the top of the fin and the very top is
[50:03] BLM and it's not a designated route. So
[50:07] just like five years ago, we have a film
[50:09] permit that they will be issued.
[50:10] >> And so Sit gives them a film permit too
[50:12] for
[50:14] Okay.
[50:16] >> Okay. So what do you know what day that
[50:17] is? You're going to be up there filming.
[50:20] >> Don't remember.
[50:21] >> Maybe you can let me know.
[50:23] >> Actually, I might have it in my notes
[50:26] >> just because you know people are going
[50:27] to be talking.
[50:28] >> That's why I wanted to make sure you
[50:29] were in the loop.
[50:32] >> Yeah. Can we drive up Zack? It's open
[50:34] again.
[50:35] >> No.
[50:36] We got people up there.
[50:39] >> No, no, no. We're just filming.
[50:43] >> Okay. And the work day is coming up.
[50:45] >> 28th per Saturday.
[50:47] >> Pens and things.
[50:50] >> Installing how many feet events? And
[50:52] something
[50:52] >> about 165t.
[50:54] I've got some slides in there. We
[50:57] >> don't like
[50:58] >> That's good.
[51:00] >> Thank you, Mark, so much for all
[51:01] coordination and working with everybody
[51:03] on that project. That's thousands. It
[51:05] keeps getting bigger.
[51:06] >> You know what? I don't think I put those
[51:08] slides in. I'm sorry.
[51:09] >> All right, that's fine cuz I was
[51:10] >> You did send those earlier. Yeah, that's
[51:13] >> in general in It's on what I call the
[51:15] things portion of Fins and Things, which
[51:17] is the north side just after the the
[51:19] Fort by 4x4 trail comes in. There's a
[51:22] very very wide section of trail and just
[51:25] beyond that is a very very wide section
[51:27] of trail and we're going to be doing a
[51:30] combination of range fencing and natural
[51:32] barriers. um at that location to try to
[51:36] take seven lanes down into one and a
[51:38] half. And just beyond that, partly to
[51:41] keep people busy and partly because it's
[51:42] needed badly, there's many many braids
[51:45] that we we in and out. We're going to
[51:47] try to take some people down and
[51:48] whatever dead and down we can find to
[51:50] try to channel people into a single
[51:52] path. Um the Samp staff will be there.
[51:55] We'll have extra tosts in and they'll
[51:58] bring extra signs in case we want to put
[52:00] some signs down in that braided section
[52:02] as well. And my hope is that that can be
[52:05] the beginning kind of to put a stake in
[52:07] the ground for that section of the
[52:08] trail. Maybe we can work in both
[52:10] directions and try to do some things in
[52:12] the future to to control it a little
[52:14] bit.
[52:16] >> Thank you.
[52:16] >> It's going to be great.
[52:17] >> Yeah, BLM will be there. Jeep will be
[52:19] there. Red four-wheelers, sand flat
[52:21] staff. I think there's someone coming in
[52:23] to film us to do stuff. It's it's going
[52:26] to be a lot to manage on the ground.
[52:28] That's my focus is to keep people safe
[52:30] and task.
[52:33] Well, I'm so glad you're
[52:35] >> And what's the date of that, Mark?
[52:36] >> That's the 28th. It's the first Saturday
[52:38] of Jeep Safari.
[52:40] >> Remember I said I needed you, Matt.
[52:45] » But what section of trail is that, Mark?
[52:48] Again,
[52:48] >> it's north section just after the
[52:51] porcupine 4x4 comes in on the right
[52:54] where the fence makes a left turn.
[52:56] >> Yeah.
[52:57] >> After that, it's very, very rough and
[52:59] it's very wide. And there's one section
[53:02] that Nita calls the limema bean
[53:04] >> where people have gone so far off the
[53:06] right hand side and continue to even go
[53:08] further off the right hand side.
[53:10] >> That's that's the section we want to
[53:11] corral updates.
[53:13] >> Okay.
[53:14] >> Almost all of them. I was thinking
[53:16] nobody had
[53:18] >> I have to leave it for two and but I
[53:20] mean she had a bunch of the updates.
[53:22] She's like busier than I am. And
[53:25] unless anybody had anything for me. I
[53:27] mean, we have other things that go on in
[53:28] the county, but not necessarily that
[53:30] affect the area. So,
[53:33] >> so you're staying with us?
[53:34] >> You're staying with us?
[53:35] >> Yeah. I didn't let take it.
[53:38] >> I was like, you guys were so kind. I'll
[53:40] just say and it's interesting for me
[53:42] because I'm like, you already are on the
[53:43] trail mix, you know. You know, I'm like,
[53:45] I I need to have some of that
[53:47] >> back, you know, some of this peace.
[53:50] >> You got to learn a little bit all around
[53:51] the county. So,
[53:53] >> this is a busy play. Yeah, I can maybe
[53:55] have it next year. Then I'll take trail
[53:56] mix or something else, you know, swap.
[53:58] >> Yeah.
[53:59] >> Oh, right. Because he's a trail mix.
[54:00] >> Yeah. I'm like, you already have trail
[54:01] mix. I'm gonna keep sending, you know,
[54:03] makes sense. I'm like, I'll give you my
[54:04] healthcare district.
[54:07] >> He didn't want that though.
[54:11] » I have like all the healthcare stuff,
[54:12] which is okay because I was EMT for 20
[54:15] years, but I would give some of it away.
[54:17] I have I have a lot I have healthcare
[54:19] special service district the EMS special
[54:21] service district four corners mental
[54:23] health and the uh health uh four corners
[54:27] health so I have four
[54:29] >> oh my gosh
[54:30] >> yeah so I tried to get one of those like
[54:32] I got to keep this fun one because you
[54:34] guys made me feel so good too but yeah I
[54:37] don't have anything that is I mean the
[54:39] county is super busy we have lots of
[54:40] projects going out especially with those
[54:42] you know the care center working on RFP
[54:44] for that working on RFP for the uh
[54:47] public safety buildings to possibly
[54:49] expand our courthouse and jail. Oh yeah.
[54:52] >> Um we have an RFP out for the land use
[54:54] code updates. So lots of
[54:56] >> Quinn kind of told me, oh you might be
[54:58] moving, but we're talking a lot of
[55:00] years, right?
[55:01] >> Um I don't know. I don't know.
[55:04] >> Do I have to not retire and keep
[55:06] working? Well, and I was just outra
[55:08] yesterday and so I mean I was just all
[55:11] of those shows out there if if they give
[55:13] us if we get given that land I mean all
[55:14] those trails I'm like that's perfect.
[55:16] We'll just relocate everybody that's on
[55:18] this side of the lot out there.
[55:22] >> Oh where on all those out there? There's
[55:25] bathrooms. There's
[55:26] >> Oh, way out there.
[55:27] >> Oh, I wouldn't want sandflots out there.
[55:29] That's too far away. That's too far
[55:32] away. Yeah. I mean, we can move we can
[55:33] move you guys over to like this
[55:35] somewhere because we can move the
[55:36] sheriff's back into the building, but I
[55:38] mean, we would be looking at Yes.
[55:41] >> Let me know when I can be at these
[55:42] meetings to advocate for so or you can
[55:44] advocate for us because I don't want to
[55:46] be any further away from the
[55:48] >> Oh, yeah. And that makes sense. So, I
[55:51] think that's I'm glad that you said
[55:52] that.
[55:53] >> Some people could move out there,
[55:55] >> you know, but because you know, we used
[55:56] to be at the bottom of the hill.
[55:58] >> Yeah. And then we were up at where EMS
[56:00] is and now we're here and that's okay.
[56:02] We're still pretty close. But I do not
[56:04] want to be out there. We cannot we
[56:06] wouldn't be able to function, right?
[56:07] >> You know, that tourism could be out
[56:09] there and our planning and zoning could
[56:11] be out there for a little while. I mean,
[56:12] it's not that's not that's not long
[56:14] term. It's not like it'd be out there
[56:15] forever. It would just be out there
[56:16] while we were building. So, we would
[56:18] build on this on this block.
[56:20] >> So, when are we are we thinking this
[56:22] could start happening? Two years, three
[56:24] years, five years.
[56:25] >> Yeah. You know, we haven't even been in
[56:28] here. I only got this I was on here in
[56:31] 2020, so we haven't even been on here 10
[56:34] years.
[56:35] >> They can go around.
[56:37] >> Yeah,
[56:38] >> but I think we're going to get the
[56:40] school. I heard the school is going to
[56:41] be sold.
[56:42] >> No. Well, working I'm working on that.
[56:44] >> And the title company working on that,
[56:46] too.
[56:46] >> That's ridiculous.
[56:50] » That should be out of town. That should
[56:52] go to the address. Then we have to then
[56:54] we have to um transport. So then you
[56:56] have the cost of transporting prisoners.
[56:58] Yeah.
[56:58] >> You know if we put the jail out there at
[56:59] Entra then we're gonna but we wouldn't
[57:01] be
[57:02] >> I mean they wouldn't be permanently out
[57:04] atra. It would just be there from a
[57:06] moment in time while we were building
[57:07] and then everybody would come back and
[57:09] then everybody would be on this
[57:10] >> complicated.
[57:11] >> It's all of a thing to make money off of
[57:13] prisoners. So it's to spend 8 million to
[57:16] make some money.
[57:17] >> Yeah. to make sure that we don't get
[57:19] sued by
[57:21] >> they relocate the the jail like outside
[57:23] of town and just have all the stuff that
[57:25] we really need in town in town but I
[57:27] know they have to take them into the
[57:29] courthouse and all that but
[57:30] >> and then you transport them back and
[57:31] forth and stuff. I mean there's pros and
[57:32] there's the pros and cons everywhere
[57:34] >> and these are all just discussions and
[57:36] we have RFP out there to give us you
[57:38] know but the people that are
[57:39] professionals not me that you know come
[57:42] back and give you the really good ideas
[57:43] and stuff and how much it's going to
[57:44] cost and
[57:46] >> those things. So
[57:48] >> yeah, just seems like Anyway, I know
[57:50] we've always had the jail right
[57:51] downtown, but it's kind of like why put
[57:53] the jail out of town.
[57:54] >> Yeah, I was talking about put the jail
[57:56] out there and the trans for the
[57:57] prisoners, but and it could be option as
[57:59] well. It's nothing's nothing like
[58:01] conversations.
[58:02] >> Does the county still own that property
[58:04] in San County where the racetrack is?
[58:07] >> We do, but we couldn't put our jail in
[58:08] San County.
[58:10] >> You can't? No. I just wonder because
[58:14] when I was, you know, when we had to
[58:16] leave the BLM place and we were up here,
[58:18] I was researching all the places we
[58:20] could be. I looked at the old um
[58:22] shooting range up near Slots. I looked
[58:25] at the mosquito abatement, which I
[58:26] really didn't want to be. They didn't
[58:27] have any room for us in there. That's
[58:29] what they told us that area. And I
[58:30] didn't anyway know we wanted to be
[58:32] there, but and then I looked at, you
[58:34] know, EMS. We were supposed to be up
[58:36] there with them, but then that didn't
[58:37] work out. So I did. And then I looked
[58:38] at, okay, there's that property we sell
[58:40] the town where the,
[58:42] >> you know, race track is. I was like,
[58:44] "No, we don't want to be out there." But
[58:45] I was like looking at all the county
[58:46] property like, "Where can we go?" And
[58:48] they said, "Well, the shooting range
[58:49] would be great. It's beautiful, but you
[58:50] have to clean all that up, all that
[58:52] lead." We're like, "We don't have any
[58:53] money to clean all that up." So,
[58:55] >> I know it's there. There's lot I've
[58:57] looked at lots of lands for lots of
[58:58] reasons, lots of housing and all the
[59:00] different lots of different things that
[59:01] we've looked at all the different
[59:02] properties that we have in the county.
[59:05] >> So, we'll keep on
[59:07] >> keep on looking. But you got to start
[59:08] somewhere. I mean, you have to start
[59:09] with the conversation and then you
[59:11] >> Well, this property was EMS's property.
[59:14] They had bought it from the Shoot
[59:16] family, but then it didn't have enough
[59:17] room for the parking and everything they
[59:19] needed, so then the county paid them
[59:21] back and let us move on here.
[59:24] >> Yeah.
[59:24] So, anyway. All right. Well, okay.
[59:28] Well, we're looking a few years out.
[59:30] >> Yeah. Yeah. It's not going to be And
[59:31] there's no decisions made at all. It's
[59:33] like totally we're like in the in the
[59:35] learning all of the things stages.
[59:37] >> Well, what we need is a visitor center
[59:39] up at Sale Flats. I mean, I've thought
[59:40] that for 10 years and I put it right
[59:43] next to the Slick parking lot and I put
[59:45] a visitor center and administration.
[59:47] >> We'll take the animal shelter and have
[59:48] the animal shelter go somewhere else to
[59:51] San County and the racetrack.
[59:54] >> We could move you right in there then,
[59:56] couldn't we?
[59:56] >> But we will talk about in two months I
[59:58] can have I'll have more. I'll I'll
[1:00:00] update you on it
[1:00:01] >> next. Okay. on the agenda for the next
[1:00:03] one.
[1:00:03] >> Sure, I can update you then. But I have
[1:00:05] another meeting after
[1:00:06] >> Sorry about that. Told you I kind of
[1:00:10] >> Thank you so much.
[1:00:12] >> Recycling and mosquito abatement out of
[1:00:14] the old racetrack in S County and you
[1:00:16] could be baited in there.
[1:00:18] >> Nobody wants to take the recycling way
[1:00:20] out there.
[1:00:22] >> I would continue to push that.
[1:00:23] >> Oh yeah.
[1:00:24] >> Well, I brought it up a few years back
[1:00:27] and get the BLM to give you their land.
[1:00:29] >> You got to put it on the front burner. I think about how many people get
[1:00:32] camping permits at the booth done
[1:00:35] indoors where people aren't being held
[1:00:38] >> and I put it so my idea right now anyway
[1:00:40] is to put it just look like a parking
[1:00:42] lot you know in the back.
[1:00:43] >> Yeah.
[1:00:44] >> And maybe have lot bigger and put it
[1:00:46] back further but like Matt
[1:00:49] >> I I like that idea.
[1:00:50] >> Yeah. That's where it should go in my
[1:00:52] mind and then you could have
[1:00:54] administration building
[1:00:55] >> toward the little pond out there or
[1:00:57] >> No, I wouldn't go too close to the pond.
[1:00:58] I just go No, the back.
[1:00:59] >> Oh, the back. the long end.
[1:01:01] >> So, so how do we keep this more visible
[1:01:03] because this is the first time you heard
[1:01:04] of it as soon as you mentioned I thought
[1:01:05] this looks
[1:01:06] >> I just kind of thought but I didn't want
[1:01:08] to spend the last years with Sam I'm
[1:01:10] trying to get the road paid but yeah
[1:01:12] it's
[1:01:12] >> Mark let's go out for a beer and I'll
[1:01:14] give you the scoop
[1:01:15] >> okay
[1:01:18] >> yeah it's I mean can I come
[1:01:21] >> yes yes you can come too
[1:01:23] >> we should we should try to pursue like
[1:01:25] funding and like how that could happen
[1:01:27] >> because I think I think the road's got
[1:01:28] its own course No,
[1:01:30] >> I think there's a plan and there's
[1:01:31] people behind it. So, it's got to start
[1:01:33] the next ball.
[1:01:34] >> The next plan for something else.
[1:01:36] >> Yeah, but you can't retire until
[1:01:38] >> I'll retire in my 70s.
[1:01:41] >> All of your plans done.
[1:01:43] >> Always one more.
[1:01:46] >> I know. I'm like because I remember
[1:01:48] Diane Allen. She spent the last five
[1:01:49] years of her career with the park
[1:01:51] service building the Arches Visitor
[1:01:53] Center and it was not fun. I was like,
[1:01:56] >> how many years was she? How many years
[1:01:58] before she retired?
[1:02:00] >> Yeah,
[1:02:00] >> I don't know. But it took her five years
[1:02:01] to build it.
[1:02:02] >> Just the visitor center.
[1:02:04] >> Yeah, the visitor center to do all the
[1:02:05] planning.
[1:02:05] >> Your offices could be in there.
[1:02:07] >> Well, you want to actually
[1:02:09] you want to really go
[1:02:11] >> done it for years. Well, you could do
[1:02:13] modular stuff. I mean, it wouldn't have
[1:02:14] to be stick built. I mean, it depends
[1:02:16] how you
[1:02:16] >> It's got to be stone so it fits in
[1:02:18] perfectly with the background.
[1:02:24] It would be beautiful with that, but
[1:02:28] we got we got the CPR and first aid
[1:02:31] coming up um for us. Okay. So, okay. All
[1:02:35] right. Now,
[1:02:37] Mark Finley just sent me the film like a
[1:02:42] few hours ago. So, I haven't even
[1:02:44] watched the whole thing. It's like 10
[1:02:46] minutes long. So maybe we should just
[1:02:48] watch like five minutes of it and I can
[1:02:50] forward it all to you and we can decide
[1:02:52] if we if you guys have edits just tell
[1:02:54] me and I'll set
[1:02:54] >> because we watched it before.
[1:02:56] >> No, but this is like the that was like a
[1:02:58] parts of it.
[1:02:59] >> Okay.
[1:03:00] >> So Matt, can you Oh, you want me to do
[1:03:03] it? I need to do it.
[1:03:05] >> They won't be able to hear anything if I
[1:03:08] see it's almost 12 minutes. We'll just
[1:03:10] watch for five minutes.
[1:03:12] >> Can you bring it up on your end? Yep.
[1:03:14] >> I got it. I got it.
[1:14:39] Very
[1:14:52] good.
[1:14:55] >> It's longer than I thought.
[1:14:59] » The first timer package for keeping. I
[1:15:01] wish I could just sit them all down and
[1:15:03] watch all of these
[1:15:05] >> great communicated, but I can't beat
[1:15:08] nearly That's why we're we're doing
[1:15:10] this. So, Matt, we're back.
[1:15:13] >> Okay. Can you see my screen?
[1:15:15] >> Yes. Yes. Thank you.
[1:15:17] >> Okay. We're on Falcon Flow up.
[1:15:19] >> Yeah. Let me let me go through these uh
[1:15:21] quickly here. Um so, this is Falcon
[1:15:25] Climb and Wait, you Yeah, don't move it
[1:15:28] down because then we're too far. That's
[1:15:30] good. Oh, no. Go back up. Anyway, we can
[1:15:35] see it. The blue line. So the blue line
[1:15:37] on the left where it hits the green
[1:15:39] line, that's where the um falcon climb
[1:15:42] starts and a lot of you in this room
[1:15:43] have walked it before it was built. And
[1:15:46] then the pink there is the Juniper
[1:15:49] hiking trail. So right now it ends where
[1:15:51] it intersects the Juniper hiking trail.
[1:15:53] People have to come onto the road and
[1:15:55] then go up to the north. So um they GCAT
[1:15:58] wasn't able to finish it um this for
[1:16:02] spring. So they will be working on again
[1:16:04] next fall. They're they're limited
[1:16:05] because of wildlife and stuff when they
[1:16:08] can work on that. So anyway, um
[1:16:12] >> they're closed.
[1:16:14] >> What? They're close. Yeah, it's
[1:16:16] >> If I remember that last section, it's
[1:16:18] pretty
[1:16:19] >> relatively flat. It's close to the road.
[1:16:22] >> yeah,
[1:16:23] >> the hard part's done,
[1:16:24] >> I think. So maybe a little bit
[1:16:28] >> closer to the end, maybe. But yeah, it's
[1:16:32] And they really move quickly. They got a
[1:16:33] part of it done in a like in one week
[1:16:35] they had over I think I said two miles
[1:16:37] or over a mile in one week. That's what
[1:16:39] it was in one a mile. Okay. Um so let's
[1:16:43] go to the next one. Matt.
[1:16:46] Okay. The dinosaur track site maybe.
[1:16:48] Okay. There we are. That's good. So um
[1:16:51] this project was is complete. So this
[1:16:54] picture shows before and you see that
[1:16:57] the boulders are back closer to the rim.
[1:16:59] You see some of the tracks on the right
[1:17:00] side and those are ones that were
[1:17:01] exposed to being driven on. Go to the
[1:17:04] next slide, Matt, please. And so, this
[1:17:07] is looking the other way, but the
[1:17:08] bowlers now are further away from the
[1:17:11] rim. The heavy equipment operator, Lee
[1:17:12] Primman, was out there with us. Um, the
[1:17:15] uh paleontologist from the BLM, Emily
[1:17:17] Lesnner, was there as well while this
[1:17:19] was happening. And then Lee put cut in
[1:17:22] the new road there. We had to move it
[1:17:25] over. And then this is a little picture
[1:17:27] of a sign, one of the signs that is
[1:17:29] going to go up there. We have this big
[1:17:31] area now that's closed off and people
[1:17:34] might say, "Oh, well, why?" And there's
[1:17:36] all these different tracks in different
[1:17:38] places. So, we're thinking about I mean,
[1:17:40] this is sometime this year. We're hoping
[1:17:43] to maybe even have like a little
[1:17:44] self-guided tour on your phone where you
[1:17:47] could go and look at all the tracks. And
[1:17:50] um so anyway, this is one sign that
[1:17:52] sampl will pay for. Then go to the next
[1:17:55] uh slide. And so this is looking from
[1:17:59] the tracks and then looking toward um
[1:18:01] the booth and your the Sitler property
[1:18:03] is further away. So go to the next one.
[1:18:08] So the Sitla property there on the
[1:18:11] right, the Alasar Sarah Pod Lake tracks
[1:18:13] and then the picture on the bottom left
[1:18:15] that is the Dave Cousins was our
[1:18:18] contractor and he put all those boulders
[1:18:20] out there and what we had to do was we
[1:18:23] actually broke up percentage of the
[1:18:26] boulders down in the parking lot that we
[1:18:29] built like four years ago that go down
[1:18:30] to Potato Salad Hill. So Dave broke a
[1:18:33] bunch of those up and brought them out
[1:18:35] there and we still have plenty in that
[1:18:37] parking lot.
[1:18:38] >> So then where's all the parking
[1:18:42] >> if that's the trail?
[1:18:43] >> It's okay. It's It's still wide enough.
[1:18:45] Yep. Yep. Yeah, I know. We're going to
[1:18:47] see how it goes, but remember they moved
[1:18:49] the road over and yeah, we were very
[1:18:51] >> cognizant of like parking and volume of
[1:18:55] people up there. Is
[1:18:56] >> there still that large area further in
[1:18:59] further to the north? No park.
[1:19:02] >> No, partially part part of that is still
[1:19:04] there. I didn't expect it to go that
[1:19:06] far, but when we went out there with the
[1:19:08] paleontologist, she like, "No, it needs
[1:19:10] to be protected."
[1:19:12] >> So, um, and Sitla paid for Dave Cousins
[1:19:16] contract and they paid us reimbursement
[1:19:18] for the boulders.
[1:19:19] >> Awesome.
[1:19:20] >> So, we're getting about 8,500 back from
[1:19:22] them.
[1:19:24] >> So, we have more boulders for more
[1:19:26] places.
[1:19:26] >> More places. And then this is a picture.
[1:19:28] We were out there last Monday, not this
[1:19:30] past one, but the one before with the
[1:19:32] Gastonia Club, the local paleontological
[1:19:34] club, the BLM paleontologist, myself,
[1:19:38] other staff members. We spent four hours
[1:19:41] raking, I mean raking, sweeping all the
[1:19:44] tracks along the whole rim. And then the
[1:19:46] next day, a gentleman came from
[1:19:49] operations center in the regional
[1:19:51] office, I guess, of uh the BLM in
[1:19:53] Denver, and they photographed all of
[1:19:55] them. So they have a special
[1:19:57] photoggramometry which is like 3D photos
[1:20:00] and that's what they did years ago in
[1:20:02] 2012 before that track was stolen.
[1:20:06] They did that and that's why they were
[1:20:08] able to recreate that track afterwards.
[1:20:11] And this one by my foot here on the
[1:20:13] right that's a reverse of a therapod
[1:20:15] track and that's pretty rare. They don't
[1:20:17] usually have them coming up. They're
[1:20:19] usually depressions. So that when I saw
[1:20:22] that I was like we've got to protect
[1:20:23] this. That was the track that made me
[1:20:25] say, "I need to call the BL. We need to
[1:20:27] get this protected." So, I mean, it had
[1:20:29] more and more was getting exposed. This
[1:20:31] is all from I mean, Molly, when you
[1:20:34] worked out there,
[1:20:35] >> were there dinosaur tracks visible yet?
[1:20:38] >> Well, yeah. But one like one even lifted
[1:20:42] like one season like, "Oh, look. We I
[1:20:44] mean like a vehicle actually hit the
[1:20:47] rock." Yeah. And so, it's like look
[1:20:49] there's they're under this layer. But I
[1:20:51] remember when we didn't even know there
[1:20:52] were tracks out there because they
[1:20:53] haven't been exposed yet from people
[1:20:55] driving.
[1:20:56] >> Yeah.
[1:20:57] >> So in five or 10 years we have to do
[1:20:59] something else because more will be
[1:21:00] exposed. But uh yeah anyway. Okay.
[1:21:03] What's the next one? Oh, so MTC has been
[1:21:08] really busy with us with us this spring.
[1:21:10] Uh this is a picture of a ramp that they
[1:21:13] created. You were up there, right? Yep.
[1:21:15] And my staff and and MTC members
[1:21:18] and um volunteers. And so we put about
[1:21:21] 20 bags of cement in there and um
[1:21:24] covered it up. And that's the little
[1:21:25] mini that Ride with Respect has. And um
[1:21:29] so that's working really well and as far
[1:21:32] as I'm hearing. And um let's go to the
[1:21:34] next one. They also worked on um North
[1:21:38] uh Fins and Things. And you all probably
[1:21:40] remember that there's those there was
[1:21:43] four braids coming down. These were the
[1:21:45] proposals from MTC that got approved by
[1:21:47] the BLM and then we were able to
[1:21:48] implement them this winter. And so there
[1:21:52] was four places going down and um two of
[1:21:55] them are closed off. There's wood and
[1:21:57] signs and stuff and then a new route is
[1:22:00] the easier route before it.
[1:22:02] >> Yeah.
[1:22:02] >> And so this was all what was in the
[1:22:03] proposal that you guys um were in favor,
[1:22:06] you know, voted in favor of.
[1:22:08] >> And so that that seems to be working
[1:22:10] really well. Trees are better protected
[1:22:13] now. And then they also, this wasn't
[1:22:15] even on the list, but I had been
[1:22:17] thinking about this and so was Cliff.
[1:22:19] And um, were you out there that day,
[1:22:21] too? And so this is like coming out of
[1:22:25] campground F, you have the crazy hill
[1:22:27] climb on Fins and Things or you can go
[1:22:29] to the left, the easier. And so there
[1:22:31] was a hole there and they filled that
[1:22:33] all in. And then the one on the left
[1:22:36] side is up top before you drop down into
[1:22:39] Raptor parking. People were rubbing
[1:22:41] their vehicles, the bottom of their
[1:22:43] vehicles there, so they chipped that
[1:22:45] away.
[1:22:46] >> Knife edged. Yeah, it was blind. You
[1:22:48] didn't really see it. So, that was a
[1:22:49] good
[1:22:50] >> That was a good one. What are you
[1:22:52] showing that
[1:22:53] >> section that they fixed?
[1:22:55] >> Yes. Thank you. That's right in there.
[1:22:57] Yep.
[1:22:57] >> That's where it at the top there.
[1:23:00] >> And I just wrote it last week and it's
[1:23:02] 100 times better.
[1:23:04] >> Yeah. And that's where that um Jeep is
[1:23:08] going to be on that loop. Yep.
[1:23:10] there on the right. Okay, thanks for
[1:23:12] pulling that up. And what else do I
[1:23:15] have? Uh, let's see. Is there any more?
[1:23:17] Oh, like fins was completed and Molly
[1:23:20] was up there and Mark was up there and
[1:23:22] thank you. And um
[1:23:24] >> that's Zane's child.
[1:23:26] >> Oh, all right. Thanks. Yeah,
[1:23:31] Z was up there. Yeah. And SA staff. So
[1:23:34] that's all there going. I haven't walked
[1:23:38] out there yet. I gotta get out there,
[1:23:39] Molly, when you talk to me.
[1:23:41] >> Sorry. It's okay.
[1:23:42] >> No, no. I have it on my list. I'm gonna
[1:23:44] do it. Maybe tomorrow. I'm done with all
[1:23:46] this paperwork. Okay. What's the next
[1:23:48] one?
[1:23:51] Oh, just to give you statistics, you
[1:23:53] know, our counters, we have almost
[1:23:54] 60,000 vehicles on Hell's Bend, nearly
[1:23:58] 40,000 on Fins and Things each year. And
[1:24:01] then I have some new data on the next
[1:24:03] one, Matt.
[1:24:07] Okay. So, this is a little small, but
[1:24:09] Slick Rock bike trail data, we put in
[1:24:11] new counters April of last year. So,
[1:24:14] close to 50,000 were on Slick Rock in
[1:24:16] the nine months. So, we missed January,
[1:24:19] February, March. And then the same thing
[1:24:21] with Falcon and Flow, 20,000 in nine
[1:24:24] months last year.
[1:24:25] >> How does the counter not count you
[1:24:27] twice? Like if you go on and come off
[1:24:30] like on
[1:24:31] >> uh We divide it. Okay.
[1:24:32] >> We divide the total.
[1:24:33] >> Yeah.
[1:24:33] Yeah. It was 100,000,
[1:24:35] >> right? So yeah. Yeah. But for Finn, I
[1:24:38] mean for Falcon, the counter for Falcon
[1:24:40] is up at the upper. So I shouldn't even
[1:24:43] say really Falcon because yes, it's
[1:24:45] Falcon, but it also has people coming
[1:24:48] doing the whole wrapped around. I change
[1:24:49] how I have that.
[1:24:51] >> Okay. And then what's I think I'm done.
[1:24:53] I just have this slide that says thank
[1:24:55] you for helping tech sampl. And I think
[1:24:59] that's it. Hey, I have a concern though
[1:25:02] I want to raise with everybody there
[1:25:04] with the new dinosaur tracks. You know,
[1:25:07] um I don't know if you guys know this. A
[1:25:10] lot of people with because of our
[1:25:13] smartphones are finding googling
[1:25:16] dinosaur tracks. The closest dinosaur
[1:25:18] tracks to the town of Moab is up at
[1:25:21] Hell's Revenge. And last year we had a
[1:25:23] lady drive her minivan with her daughter
[1:25:27] out on the first spin thinking that she
[1:25:30] can get her little minivan out there to
[1:25:32] the dinosaur tracks.
[1:25:34] >> So one one of the things I'm concerned
[1:25:36] about is we should create a bike p you
[1:25:40] guys can see my screen
[1:25:42] >> from the slick rock a a a hiking trail
[1:25:44] to the dinosaur tracks through the slick
[1:25:47] rock parking lot you know so people
[1:25:48] could hike out there. When I
[1:25:50] investigated it, it's very deep sand and
[1:25:52] people don't like deep sand, but I tried
[1:25:54] to find a more of a slick rock route.
[1:25:57] It'll be challenging because there's
[1:25:58] deep. It's up and down, but but I worked
[1:26:00] on it.
[1:26:01] >> But that was Matt, that was something
[1:26:03] that was uh Tyson had put some kind of,
[1:26:06] you know, bike trail and pedestrian
[1:26:08] trail in there as part of that master
[1:26:10] plan. And I thought I had the master
[1:26:13] plan on here
[1:26:13] >> and then I brought this is more family
[1:26:16] oriented hiking biking but then when I
[1:26:18] worked on it twice I'm like they're not
[1:26:20] gonna like the deep sand.
[1:26:21] >> Yeah. Well the um emergency route
[1:26:25] >> right and but the master plan has been
[1:26:29] tabled. Remember we talked about the
[1:26:31] >> Yeah. But I'm with you Matt. or you need
[1:26:34] um something from you can't do it.
[1:26:38] >> Little little lion's back cuz it's too
[1:26:41] steep. But people are w trying to walk
[1:26:43] all over there to get to them.
[1:26:45] >> Yeah. It just I mean just it was you
[1:26:48] know just scary seeing people with their
[1:26:50] regular vehicles trying to drive to the
[1:26:54] dinosaur track or or they even ask about
[1:26:57] it. How do we get to the the dinosaur
[1:26:59] tracks? It's just like, oh, okay.
[1:27:02] >> 4x4 only,
[1:27:03] >> right? 4x4 only. And what we have at the
[1:27:06] booth is we do have all the other
[1:27:07] dinosa, you know, information on the
[1:27:09] other dinosaur tracks to take them to
[1:27:11] other places. Uh, so, you know, if
[1:27:14] they're in a car because we don't want
[1:27:16] pedestrians going out.
[1:27:17] >> Is there a way to get there to take it
[1:27:19] off?
[1:27:20] >> I tried. Jason tried.
[1:27:22] >> Okay.
[1:27:23] >> Notice Google Maps comes up in all these
[1:27:26] >> Yeah. has called them a few times and
[1:27:28] he's and it doesn't hasn't worked. He
[1:27:30] says, "Yeah, it doesn't really work."
[1:27:31] Well, I tried for years to get them not
[1:27:34] to drive up to the EMS center. Well,
[1:27:37] thinking they could go up to Sand Flax,
[1:27:40] >> I mean, because we had our offices there
[1:27:41] and they would come up there all the
[1:27:43] time. I don't think they have as much a
[1:27:44] problem because I do have that one sign
[1:27:45] at the bottom of the hill that says, you
[1:27:46] know, Slick Rock Bike Trail this way.
[1:27:49] >> Um, well, anyway, it's something to
[1:27:50] definitely think about. Um, and it was
[1:27:53] there was a trail that Tyson had put in
[1:27:55] for
[1:27:56] >> That's the rescue. Well, it wasn't like
[1:27:58] that. No, it can't be there because my
[1:28:01] visitor center's going back there. Matt,
[1:28:06] » go like this. Probably
[1:28:08] >> the back of the visitor center.
[1:28:12] » But why wouldn't that be good?
[1:28:14] >> No, actually it would be a good idea.
[1:28:16] But I got to say for most out of shape
[1:28:19] people there's a little bit of an
[1:28:20] incline that last half.
[1:28:23] >> Yeah.
[1:28:24] If they're really it's definitely
[1:28:25] be an intermediate trail. It would be
[1:28:27] like an easy
[1:28:30] >> My personal take I think it would be a
[1:28:32] huge asset for Sands Flats to have hey
[1:28:36] come up and walk out to the dinosaur
[1:28:37] tracks.
[1:28:38] >> Me too.
[1:28:40] So, I was working on a route that would
[1:28:42] stay on the rock and I failed. But I did
[1:28:45] find that Tyson route.
[1:28:47] >> This rock in here.
[1:28:49] >> Yeah,
[1:28:50] >> it's too much up and down. I hike in
[1:28:51] there all the time.
[1:28:52] >> Lots of steep stuff, but I was working
[1:28:54] on it.
[1:28:55] >> Yeah, that's all up and down in there.
[1:28:57] That's always where I would take my dog.
[1:28:59] >> Just trying to be more on rock.
[1:29:01] >> Yeah.
[1:29:03] >> Well, we have to find out like a search
[1:29:04] and rescue route. I mean, that's what
[1:29:06] exists right now.
[1:29:08] um as a route that's there. But yeah, it
[1:29:10] is sometimes the sand is really deep.
[1:29:12] It's not that bad though. I mean, I walk
[1:29:14] too long,
[1:29:15] >> right? So, what would be wrong with just
[1:29:18] >> directing them on the on search and
[1:29:20] rescue
[1:29:20] >> or making existing search and rescue
[1:29:22] route
[1:29:22] >> or joining it? We could join it here
[1:29:26] grant do a boardwalk to it.
[1:29:29] >> Not that bad. The bad. I mean, I walk it
[1:29:32] all the time with the dog. It's not that
[1:29:34] bad. So, I mean, this just makes it a
[1:29:37] little longer. So, this just makes it
[1:29:39] shorter for them.
[1:29:40] >> Well, it might be easier to just like,
[1:29:42] >> you know, say, "Oh, let's see if the BLM
[1:29:45] lets us designate the search and rescue
[1:29:46] route as a
[1:29:48] access for a thing." And then then with
[1:29:51] the master plan, you know, what Tyson
[1:29:53] was going to design in there, maybe is
[1:29:55] that because that's table for now.
[1:29:57] >> Yeah.
[1:29:58] >> Uh, can't make life. Well, let's put
[1:30:00] that on the agenda or something because
[1:30:02] I did bring it up last year.
[1:30:04] >> You did
[1:30:05] >> to try to get more hiking, biking for
[1:30:07] families off of a parking lot
[1:30:08] >> that went into the
[1:30:10] >> Yeah. And the master plan was
[1:30:12] >> did um talk about Tyson talked about a
[1:30:15] trail there for Yeah. And I I go back
[1:30:17] and look at that actually and see how it
[1:30:19] >> I just dropped it this winter because I
[1:30:21] thought people wouldn't like the sand
[1:30:23] like little kids. It's like
[1:30:27] >> little kids silk. All
[1:30:30] right. Well, it's uh 4:35. We better um
[1:30:34] I think I'm done. We can adjourn.
[1:30:37] All right. Thank you everyone for your
[1:30:39] time. And that's a good idea.
[1:30:41] >> Thanks, Matt, for bringing that up.
[1:30:43] >> Thank you, Matt.
[1:30:45] >> Yeah. Yeah. Let me end the meeting
[1:30:47] properly. Hold on here.
[1:30:49] >> Well, Matt's gonna Oh, he's got to end
[1:30:50] it. Okay.
[1:30:52] >> Uh if I can find it. I got too many
[1:30:55] windows open. There it is. Uh,
[1:31:00] >> stop the recording. Here we go.
