already done on the new building

area, and then we have Skydive Moab

whose lease is signed, and they should

that 54,000, still use it for pavement,

but for use it for the 50 ft of pavement

in front of hangars that the county owns
[13:12]
that

um need to be rehabbed, and it would be
[13:15]
cheaper to do it during this rehab
[13:17]
project that we've got coming up
[13:19]
on Monday
[13:21]
uh than it would be to wait and do
[13:22]
mobilization later.
[13:25]

about tomorrow. It's not to increase any
[13:29]
money or ask for any more money, to ask
[13:32]
for us to be able to use the saved money

for another asphalt project that is also

desperately needed.

the current project that is going on has

a lot of it and that's why that project

is not done. It should be done, but it's

not. So they're going to continue to try
[14:14]
and pour at night to see if they can get

that mix down right. I think they've got
[14:18]
it dialed in, but we had to pull nine
[14:20]
panels just last week. So um, they're
[14:23]
still having some issues out there. Um,
[14:26]
that project will get done eventually
[14:28]
um, and we'll have some nice concrete
[14:29]
stands um, if we ever have another one
[14:31]
of these 737 events like we had.

Um, and if we get a couple of those in
[14:37]
we would we we had to chalk it out, try and make
[14:40]
it fit. So this is going to be hell on
[14:41]

some sort of battery backup, a little

Apparently, this gate has does not have

Um every other gate on the airfield

does. You can turn them off, turn it

back on, the codes are saved.

This particular gate,

why? You'll lose it all. So, we figured
[24:40]
another way to keep it open, and you
[24:43]
know, it gets a little into the weeds,

but so there might have been a time when

we didn't get your code in yet. So, it

Uh, they were going to be finished up

issue other kind of meteorological

issues they decided to push the pour

good night for concrete. They're going

to be busting out as much as they can

and then we will

get with that. I did have a chance to

look at the specification and it calls

for port

to open the concrete. It calls for 14
[34:54]
days after paving unless there's the
[34:57]
passing flexural strength. We do do a
[34:59]
28-day break so it will have to be that
[35:03]
14 days which means concrete should be
[35:05]
open mid-June.

there is a mix that they have to meet to

and that standard then should provide a
[35:55]
good final product. Obviously, if
[35:57]
something goes wrong or they don't have
[36:00]
it tweak correctly, you get cracks and

it's up to us to be the bad guys and
[36:04]
say, "Great.
[36:06]
That looks really pretty. Now tear out
[36:07]
that $200,000 worth of concrete." Um
[36:11]
and we've done that multiple times. Now,
[36:13]
recognize that that is on the the
[36:16]
bearing of that cost falls on the
[36:18]
contractor. It doesn't mean even though
[36:21]
they're pouring
[36:22]
40% 50% more than what they had bid,
[36:26]
um, on them.
[36:28]
And so, there has been a lot of, uh,
[36:31]
having to pour concrete, bring out whole
[36:33]
crews for nights, and then a couple days
[36:37]
later rip it all out. Um, so, recognize
[36:39]
that is occurring, but also keep in mind
[36:43]
that uh,
[36:44]
that's us to be the bad guy and tell
[36:45]
them to rip it out, and you it that is
[36:49]
coming at a no cost for you.
[36:51]
So.

done by the contractor. There's actually

two testing firms out there when they're

doing the work. The quality control is

on the contractor. It's basically them

internally telling themselves, this is
[37:27]
good, this is bad.
[37:29]
And, but [clears throat] our QA is the
[37:33]
final say in it of saying, is this good,
[37:37]
is this bad? Um, 99% of the time all of
[37:40]
the tests agree with one another, even
[37:43]
if it's one of those 1% where it does
[37:45]
not,
[37:46]
ours is the final say.
[37:49]
We definitely work well with the
[37:50]
contractor,
[37:52]
um, because these are testing firms.
[37:53]
There's only
[37:55]
uh,
[37:55]
a handful, a couple three firms that are
[37:58]
qualified to do this type of testing in
[38:00]
this portion of the country and area of
[38:02]
the state, and, uh, so, they've all been
[38:04]
working together
[38:06]
for years.
[38:09]
So, it but technically speaking, it's
[38:11]
the quality assurance that works with us
[38:15]
and does the testing that we will then
[38:19]
say pass or fail. Other things we can
[38:21]
just we've outright failed just on
[38:23]
visual inspection. You've got a big
[38:25]
crack across a brand new
[38:27]
panel. We don't have to wait for a
[38:28]
testing. Hey, go rip it out. And after
[38:31]
the first couple of times of that, they
[38:33]
started doing it before we even had to
[38:35]
go be the bad guy and tell them to rip
[38:37]
it out. They were
[38:39]
seeing their poor work.
[38:42]
And that's the subcontractor of LeGrand
[38:44]
Johnson. So, LeGrand Johnson's the
[38:46]
overall, but it is they've hired another
[38:49]
company that is actually doing the
[38:51]
paving the concrete portion.
[38:55]
The asphalt is themselves and
[38:57]
they're obviously experts at that and do
[38:59]
it all over the
[39:00]
county and the state.

Uh last piece I want to mention on this

this is expansion concrete. We I have

confirmed that Gulf is complete. Uh it

by the time we start this next project.

Um segway into this project. I put this

document together here as you're seeing
[39:27]
up on the screen. This is showing
[39:30]
uh the apron we're working on. Those
[39:31]
it's uh right there by the fuel and the
[39:34]
Redtail Hangers. Uh
[39:36]
we it is a phased project, so uh
[39:39]
basically I guess quick quick rundown. I
[39:41]
have some dates on there. I won't get
[39:43]
too much in the minutia, but so the plan
[39:45]
here is milling the entire project area.
[39:48]
Uh
[39:49]
starting next week. So, they'll mill
[39:51]
both P1 and P2.
[39:53]
And then
[39:55]
to the it's full depth uh that 50 ft in
[39:57]
front of hangers getting a 2-in mill.
[40:00]
The rest of it's getting a full depth
[40:01]
mill of asphalt.
[40:03]
From then, we will be starting on phase
[40:07]
one area. So, they will excavate and
[40:10]
they're going down pretty good amount of
[40:13]
3 or 4 ft.
[40:14]
I have to check the spec, but uh so
[40:17]
they'll be starting that work. They're
[40:18]
going to do the dirt work up to P1.
[40:21]
Then, they'll move over to P2,
[40:24]
excavate that all down, bring it up, and
[40:27]
then once all the dirt work is complete,
[40:30]
they'll do the same and they'll pave the
[40:33]
entire area, P1 and P2, in one go. So,
[40:39]
with that that was kind of a
[40:41]
originally it was planned to do
[40:43]
basically the same thing twice, but
[40:46]
given that we're working with this
[40:48]
contractor and allowing them to do the
[40:50]
one mobilization for mill and one
[40:51]
mobilization for the
[40:54]
um
[40:55]
paving, we did get a reduction in price
[40:57]
on the locally funded schedule.
[41:00]
Uh but um that
[41:03]
Uh that's a side conversation, but as
[41:05]
far as phasing on this one,
[41:07]
uh hopefully this document helps make
[41:08]
sense.

Uh there will be times
[41:12]
with and uh we had a meeting with
[41:14]
Redtail the other day and kind of got
[41:16]
that all
[41:17]
squared away what's going on, when it's

uh the biggest impact is self-serve in
[41:46]
there.

Uh we were always going to have when P1
[41:49]
was going on, self-serve would still be
[41:51]
open. Now, it's going to be closed
[41:54]
because of this milling. And uh it
[41:57]
represents uh significant business uh
[42:00]
for us not to have that. We were also
[42:02]
supposed to be able to
[42:05]
not a huge impact here get airplanes in
[42:07]
and out of hangars, which we can still
[42:09]
do. Uh we just can't have airplanes
[42:13]
across this space because of that
[42:16]
Yeah, we're going to have to tow things
[42:18]
back and forth.

forget they are going to put the the ramping in so it's not just a 2-in
[42:24]
drop-off it. The reason you wouldn't

power across it is more because of

picking up

lose that. We'll recover some of it, to

worried about having that NOTAM'd
[43:32]
as out during this whole project.

Originally, it was
[43:37]
only supposed to be NOTAM'd out for half
[43:40]
of the project. Now, it's the whole
[43:42]
term, so uh,
[43:44]
it will have an impact on the airport
[43:46]
flowage, fuel flowage, and other things.

we're careful with that. A lot of times,

interpreted it is there's no fuel.

So, uh the next thing is kind of mine is

airport sign.
[1:12:33]
I thought that since we're uh
[1:12:36]
yeah, we've been batting around the idea
[1:12:38]
of some kind of entrance sign, monument
[1:12:40]
sign at the beginning of the
[1:12:42]
airport.
[1:12:43]
Uh so, in order to flush that out and
[1:12:46]
come up with
[1:12:48]
kind of a a real
[1:12:50]
view of a sign, I came up with a concept
[1:12:53]
that seems to be a common concept for
[1:12:55]
the for airport signs.
[1:12:57]
Uh, you know, the idea here was just to
[1:13:00]
use some of the stuff that I've heard at this meeting
[1:13:03]
uh that has to do with, you know, a
[1:13:05]
digital sign and and a a monument sign
[1:13:08]
and entrance sign.
[1:13:10]
Uh, so in order to
[1:13:13]
make that work
[1:13:14]
or actually, you know, put together
[1:13:17]
uh something where we could find out how
[1:13:18]
much does it cost and how difficult it
[1:13:21]
is and you know, that kind of stuff. I
[1:13:23]
put together the idea of this B-shaped
[1:13:25]
sign.
[1:13:26]
Uh,
[1:13:27]
it's sized according to this distance
[1:13:30]
from the highway.
[1:13:33]
Uh, there's a sign there now that
[1:13:35]
the you guys have that's just a vertical
[1:13:38]
and it's
[1:13:39]
perpendicular to the highway.
[1:13:42]
Uh, and and the you know, lettering on
[1:13:44]
it is is, you know, is the right size
[1:13:46]
for that distance.
[1:13:48]
Uh, in order to maximize the
[1:13:51]
viewing time on a sign,
[1:13:53]
uh it's particularly a digital sign, it
[1:13:56]
had to be tilted into a B-shaped
[1:13:58]
arrangement so you get more viewing
[1:13:59]
time.
[1:14:01]
Uh, you get
[1:14:03]
this sign proposes a a 6 to 10 6 to 10
[1:14:07]
second viewing time, which is more than
[1:14:09]
enough for a for messages
[1:14:12]
for a single uh you know, message or
[1:14:14]
messages. Probably two in that length of
[1:14:17]
time.
[1:14:18]
Uh, surprising how quick people, you
[1:14:21]
know,
[1:14:22]
if the the letters are big enough, right
[1:14:24]
now, okay, you can see it.
[1:14:26]
So anyway, uh what I wanted to do is it ended up being about a
[1:14:30]
uh
[1:14:31]
a B-shaped sign about 14 ft
[1:14:34]
high and about 13 ft long uh on the on
[1:14:38]
the two sides.
[1:14:39]
And this this proposal basically looks
[1:14:42]
at putting a digital sign on the
[1:14:45]
southbound lane so people coming in
[1:14:47]
would see the sign, the digital sign.
[1:14:50]
Uh
[1:14:50]
and then also with the digital sign
[1:14:53]
would be a uh
[1:14:55]
monument sign or a uh billboard sign and
[1:14:58]
you know, whatever it is, some kind of
[1:15:00]
other thing cuz the the digital sign
[1:15:02]
would only be about 3 ft tall and 12 ft
[1:15:05]
wide.
[1:15:07]
And that's big enough to put on two
[1:15:08]
lines two two lines of of characters and
[1:15:12]
be able to see them from the road.
[1:15:14]
Um the idea is is that
[1:15:17]
the other part of the sign would just
[1:15:19]
say
[1:15:20]
airport and it could be anything from
[1:15:23]
fixed advertising
[1:15:25]
to just an airport sign. I mean, there
[1:15:27]
there's a lot of possibilities there and
[1:15:29]
I don't know
[1:15:30]
what the that would be more for for the
[1:15:32]
advertising folks or the airport folks
[1:15:34]
to decide what should be on. Now, the
[1:15:36]
south side of of this V-shaped sign
[1:15:39]
would be a fixed sign.
[1:15:41]
You know, just a a a sign that said uh
[1:15:45]
"Thank you for visiting our airport" or
[1:15:47]
you know, whatever else you want to put
[1:15:48]
on. If you've got the food display
[1:15:50]

it would good good daytime viewing and good resolutions about 22,000.

certainly there could be a digital sign
[1:16:17]
on both sides.

This is so stupid to say. My

advertising. What you What you want to

do is get them all on 100 show. Um and
[1:16:34]
the idea is 7 seconds and no more than
[1:16:37]
seven words. That's kind of the standard
[1:16:39]
in the phone.

And so, if you do digital on both sides,
[1:16:45]
you'll get closer to a 100 show, which
[1:16:47]
is just everybody who passes that road
[1:16:49]
will see it. They'll see it. So, um you
[1:16:51]
cuz you're doubling your chances for
[1:16:53]
that. Plus you increase the the
[1:16:54]
marketing avail- marketability of it. I
[1:16:57]
mean, I don't know when we're going to
[1:16:58]
build this sign, but um
[1:17:01]
I definitely think we we should have it.

the best way to do it cuz drivers will
[1:17:07]
have to crane their head to see it

for the sign that I proposed here, which
[1:17:57]
digital on one side, if we do it, it'll
[1:17:59]
be another 20,000 on the other but
[1:18:02]
uh our financing option
[1:18:05]
uh if we have five advertisers paying
[1:18:07]
$200 a month
[1:18:10]
uh for
[1:18:12]
you know, some presentation on the on
[1:18:14]
the digital sign we're talking about.
[1:18:16]
Let alone what you could do on the other
[1:18:18]
sign.
[1:18:19]

I think that that uh the way this works
[1:18:23]
out is is that you have a positive cash
[1:18:26]
flow if you could get five advertisers
[1:18:28]
to $200 a month at about $2,000 a year
[1:18:32]
during the financing period.

And then And the financing period of 5
[1:18:36]
years,
[1:18:37]
uh
[1:18:38]
you you know, you'd be making 74 grand a
[1:18:41]
year.
[1:18:42]
Which is quite a bit considering the uh
[1:18:45]
sign has a lifespan of at least 12 years
[1:18:47]
and and maybe longer.
[1:18:49]

[1:18:50]
depends on what you how long the digital
[1:18:52]
signs are made to last about that long.
[1:18:55]
Uh
[1:18:56]
Now, if you go for the cash option,
[1:18:59]
uh
[1:19:00]
and you just charge if you can find
[1:19:03]
so find the cash somewhere, you could
[1:19:05]
pay off the sign in about 3 years.
[1:19:08]
And uh and then, you know, make
[1:19:11]
significant money uh 20 20 grand and
[1:19:14]
then, you know, for the whatever it is
[1:19:16]
to the sign, make a lot of basically or
[1:19:18]
at least enough to pay for everything.
[1:19:20]
And these estimates here assume uh
[1:19:24]
everything that's involved with the with
[1:19:26]
the maintenance of the sign, the power
[1:19:28]
for the sign, uh the upkeep of the sign,
[1:19:31]
uh
[1:19:32]
it even puts in some money to hire a
[1:19:35]
professional outfit to program it.
[1:19:37]
Although, it it appears to me that's not
[1:19:39]
necessary.
[1:19:41]
The the web pages that the thing that
[1:19:43]
these sign guys have are,
[1:19:45]
you know, really really good and you you
[1:19:47]
can do anything you want. It's It's
[1:19:49]
actually easier than building a website.
[1:19:51]
So, it's it's not something that
[1:19:53]
is very
[1:19:54]
They're They're tools that are actually
[1:19:55]
really good.

Problems with it uh obviously uh have to
[1:20:03]
do with uh meeting

environmental concerns.

You know, what would we what would we do

with the digital sign at night?

are the dark sky standards if if those

other things like wind and, you know,
[1:20:23]
considerations like that have to be
[1:20:24]
engineered for that. Right now, this
[1:20:27]
sign is is is planned to have three
[1:20:30]
vertical steel posts.
[1:20:32]

and you know, set in concrete
[1:20:35]
uh with concrete foundations and then
[1:20:37]
have the signs
[1:20:39]
uh on the each side of that. That seems
[1:20:42]
to be the uh
[1:20:43]
least expensive way to build such a sign
[1:20:46]
and have it strong enough to you know,
[1:20:48]
do what it needs to do.
[1:20:50]
So, based on
[1:20:52]
uh based on that
[1:20:54]
those kind of numbers uh
[1:20:56]
financing options
[1:20:58]
uh there's a couple ways to do it
[1:21:01]
that I that I thought about and and one
[1:21:03]
way would be to have uh
[1:21:06]
our advertising council
[1:21:08]
you know, buy into it as a advertising
[1:21:11]
feature and finance it as as part of
[1:21:13]
their their budget or at least part of
[1:21:15]
it out of their budget.
[1:21:17]
Another way to do it would be to uh find
[1:21:20]
a private company
[1:21:22]
uh that would be willing to front the
[1:21:24]
money in exchange for profits off the
[1:21:26]
sign.

[1:23:28]
of it are. It's about this big and it's
[1:23:30]
going to have digital sign maybe on both

If we put digital sign on both sides

and just start going easy to round so

But I think it's important to do this

for a number of reasons. One of them, I

think the airport image.

any image. I think the entrance way, you
[1:24:12]
know, the new pavement will add greatly.
[1:24:14]
But I also think we need to have
[1:24:16]
something that is really stands out. And
[1:24:19]
I think it needs to not be tacky or
[1:24:22]
whatever. I think so. I agree. It needs

to It needs to be looked like a
[1:24:25]
permanent kind of a thing, you know,
[1:24:27]
like it's a
[1:24:28]
