[1:37]

[1:39]
>> Yeah.
[1:40]

[1:50]

[2:26]
>> So, it hasn't been announced much. How
[2:29]
come?
[2:31]
>> Yeah, [laughter] she put it on there.
[2:33]
>> Are we going to do that?
[2:34]
>> I don't know.
[2:35]
>> Okay, we'll see.
[2:37]
>> [laughter]
[2:40]
[clears throat]
[2:41]
>> I think everything's about the same. Is
[2:44]
there anything else that anybody can
[2:46]
think of?
[2:48]
>> Just regular activities.
[2:49]
>> Yeah, regular activities.
[2:51]
>> Well, you have the yoga, the chair yoga.
[2:53]
>> Yeah, that's on Tuesday.
[2:55]
>> And then [clears throat]
[2:56]
>> That's the Tai Chi.
[2:57]
>> Tai Chi?
[2:58]
>> Yes. On Wednesday
[3:01]
» [clears throat]
[3:01]
>> at 10:30.
[3:04]
Keep going.
[3:05]
at 1:00, 1:30 in the afternoon on
[3:07]
Tuesday.
[3:08]
>> And bingo every Monday morning.
[3:12]
The writers group
[3:14]
We have that on Mondays in the
[3:16]
afternoon.
[3:19]
Um
[3:22]
chair yoga
[3:24]
book club
[3:26]
will be coming up on the 24th
[3:29]
for our book Wild Built.
[3:33]
And
[3:35]
coffee tea
[3:37]
We've had some really good discussions.
[3:40]
We had a Paula with Air
[3:43]
AmeriCorps.
[3:46]
And we're going to have Cecilia
[3:49]
>> [clears throat and cough]
[3:50]
>> um
[3:51]
Armijo
[3:53]
on wellness
[3:56]
coming up on this Tues- tomorrow.
[4:01]
So,
[4:04]
and the salsa
[4:06]
tasting contest will be on the 11th.
[4:12]
I think that's about it on that.
[4:14]
>> Thank you. Thank you.
[4:16]
Okay. Um,
[4:18]
Council on Aging District meeting.
[4:21]
A short and sweet as usual.
[4:24]
>> [laughter]
[4:25]
>> Sorry, I missed.
[4:26]
>> Uh, well, the the same people were
[4:29]
there, Dwayne and
[4:30]
>> Yeah.
[4:33]
» Dwayne's wife.
[4:35]
>> Oh, I think I would have known, but did
[4:37]
he hadn't asked me?
[4:39]
>> [laughter]
[4:39]
>> Anyway, that was just the the
[4:42]
contingency from Emery County and from
[4:44]
Grand County.
[4:46]
And so, we had a short meeting and
[4:48]
adjourned to have lunch at the Paris.
[4:50]
So, that was good.
[4:52]
Um, not much to discuss
[4:56]
with that. Um,
[4:58]
>> I think they're um,
[5:00]
still working on the acoustics at the
[5:02]
new senior center in um,
[5:05]
>> Huntington?
[5:06]
>> Yeah, they're having a real issue with
[5:07]
the acoustics like we do here.
[5:10]
>> [laughter]
[5:10]
>> I don't know why they haven't solved
[5:11]
that.
[5:13]
>> Cuz it's expensive to solve.
[5:14]
>> I know, but they you know, when they saw
[5:17]
ours, they should have known that it
[5:20]
there's issues with it
[5:21]
and fix it.
[5:23]
They at theirs.
[5:25]
>> They do a um, they also have like a
[5:28]
dance, a band and dancing.
[5:31]
And uh, they take a bus trips up to do
[5:35]
theater and concerts and stuff. I'm
[5:37]
assuming to Salt Lake. Salt Lake, yeah.
[5:41]
>> [clears throat]
[5:52]
» Melody
[5:53]
>> So the last two, you know, the last few
[5:55]
county commission meetings have been
[5:56]
pretty
[5:57]
mellow as far as anything I think that
[5:59]
would affect um
[6:01]
Council on Aging and I yield my time to
[6:03]
Melissa when we get to the update on you
[6:05]
know, we've got the update on the uh
[6:08]
older adult assessment as well as the
[6:09]
map maps project.
[6:11]
>> separate.
[6:11]
>> on that or you can when we get there.
[6:13]
So.
[6:56]
There's the
[6:57]
>> There she is. Okay. We lost you for a
[6:59]
minute.
[7:01]
Could you still see us or were were we
[7:03]
gone?
[7:06]
Oh, she's muted.
[7:07]
>> How do I unmute her?
[7:09]
>> Sorry, the host got switched or
[7:11]
something, but it's back now. Magic
[7:14]
happens.
[7:18]
» All right. Um
[7:22]
Uh we'll table not table, but we'll
[7:25]
delay the assessment needs assessment
[7:27]
report and the maps project report for a
[7:30]
special you know,
[7:31]
item on the agenda.
[7:34]
So, moving on, we can talk about
[7:37]
uh Grand Center director's report.
[7:42]
>> Okay. As some of you may or may not
[7:44]
know, June is the elder abuse awareness
[7:49]
month.
[7:50]
So, we will have a presentation by
[7:53]
somebody
[7:55]
from the Department of Justice. She
[7:56]
comes in on [clears throat] the 25th to
[7:58]
do a presentation in the main hall.
[8:02]
Last name's Hollyoak.
[8:04]
Don't be mad at me on outside of
[8:05]
Southern. You taught us some.
[8:08]
But, she will do that and we'll probably
[8:09]
do some other things on elder abuse.
[8:12]
Um I think
[8:15]
we're keeping busy.
[8:18]
I think our activities are doing good. I
[8:20]
think they're playing
[8:22]
Mexican Train Dominos two or three times
[8:24]
a week instead of just once a
[8:26]
twice a month, yeah.
[8:29]
So,
[8:30]
that seems to be
[8:32]
a popular thing.
[8:34]
We also have a group
[8:36]
that meets in
[8:38]
Yeah.
[8:39]
>> The activity room.
[8:40]
>> In the
[8:41]
>> Yeah.
[8:42]
>> And we And we really appreciate the use
[8:44]
of the the room for our
[8:46]
uh group.
[8:47]
>> So,
[8:48]
>> there's enough of us in that are of the
[8:50]
age that we can sponsor.
[8:51]
>> [laughter]
[8:54]
» Um
[8:56]
I think yeah, that's about
[9:00]
all we have.
[9:02]
>> Okay.
[9:03]
Thank you.
[9:05]
Um so, we've got things set up for the
[9:08]
Zoom meeting. So, I think that that's
[9:10]
working really well and I hope we can do
[9:12]
that continue to do that.
[9:15]
So, I'd like to get down to the update
[9:17]
on the older adult needs assessment.
[9:22]
And Melissa, do you have something with
[9:23]
that?
[9:25]
>> Uh sure.
[9:26]
Uh
[9:27]
So,
[9:28]
I'm I'm I'm hesitant to use specific
[9:31]
language here, but essentially it's
[9:34]
final. Meaning, we have achieved enough
[9:37]
for us to get the assessment standard
[9:40]
that's required for us to use for
[9:42]
funding.
[9:44]
And we received 368 responses so far.
[9:49]
And that gives us
[9:50]
plus or minus 4.7% margin of error with
[9:54]
a 95% degree of confidence. So that's a
[9:57]
little bit more than what's required for
[9:59]
us to be able to seek funding.
[10:01]
The reason why I'm hesitant to say that
[10:03]
is that there could still be surveys
[10:05]
that are outstanding and people still
[10:08]
may want to submit surveys. Yeah, I can
[10:11]
see. And I want to make sure that we
[10:13]
don't exclude any feedback that we've
[10:17]
been given. So on one hand what I'm
[10:20]
saying is is that we have a number that
[10:21]
we need now in order for us to
[10:23]
accomplish what we need to accomplish.
[10:25]
On the other hand, we never want to
[10:27]
close off those voices. So we want to
[10:29]
make sure that we get those in.
[10:31]
So what
[10:31]
>> going to ask you
[10:33]
if there was a deadline in getting the
[10:35]
surveys in.
[10:36]
Because we're still getting them.
[10:38]
>> Yes, totally. And so what I was going to
[10:41]
ask of the group and this is a question
[10:44]
not necessarily
[10:44]
>> Is she frozen?
[10:45]
>> Question.
[10:47]
What was that, Yordi?
[10:49]
>> Oh, I didn't
[10:50]
>> she froze. Yeah, so
[10:52]
>> Sorry.
[10:52]
>> I didn't hear your response.
[10:54]
>> Sorry. Okay, so this is a question not
[10:56]
necessarily a suggestion. But what I was
[10:59]
going to ask is
[11:01]
do we think that we could get the
[11:02]
remainder of the paper surveys online by
[11:05]
Friday? And then what I would do is
[11:08]
compile all of the summary data to share
[11:11]
with this group
[11:12]
that includes all of those surveys. So
[11:15]
that's kind of up to you guys. I held
[11:17]
off doing the summary
[11:20]
to send to everyone until we get all of
[11:22]
those paper surveys in because I hate to
[11:24]
lose the voices of those folks that
[11:27]
participated.
[11:29]
>> I've entered 31 so far and I got one
[11:31]
more.
[11:32]
>> Yay.
[11:34]
>> And and I have all mine entered and it's somewhere around 30 as well. I got
[11:39]
them all done that this weekend. So,
[11:41]
you've got all the ones that I have in.
[11:44]
>> Fantastic. I noticed that
[11:46]
big surge.
[11:47]
>> I don't know who else is working on it
[11:49]
or collecting the surveys, so that's
[11:51]
where I'm kind of
[11:52]
in the dark a little bit. So, I have no
[11:54]
idea who all's, you know, inputting and
[11:57]
collecting surveys.
[11:59]
>> You were the only two that I had
[12:01]
outstanding that were gathering those
[12:02]
paper surveys that I was going to check
[12:04]
in with to see if they had been entered
[12:06]
online. So, if you feel confident that
[12:09]
we've got them all, then we can start
[12:10]
compiling this data.
[12:12]
>> I just have the one that I got today.
[12:16]
>> Yeah.
[12:16]
>> Melissa?
[12:18]
>> Oh, yeah.
[12:19]
>> Did you How did we do with the Castle
[12:21]
Valley?
[12:23]
>> We did amazing with Castle Valley. So,
[12:26]
we over indexed. So, I'll share with the
[12:29]
group what I sort of shared with you is
[12:31]
there's some positive things and some
[12:33]
things that I wish had gone differently.
[12:36]
Some things we can kind of control, some
[12:38]
things are completely out of our
[12:40]
control.
[12:41]
So, um I'm sure it comes as no surprise
[12:43]
to anyone that we over indexed on
[12:45]
responses from women.
[12:47]
Um typically higher educated, higher
[12:50]
income, you know, that seems to be that
[12:53]
pocket of really active groups that
[12:56]
responded to the surveys.
[12:58]
We were doing not so great at first with
[13:00]
men and with those paper surveys and a
[13:03]
lot of the interviews that uh came in,
[13:05]
we really were able to close that gap.
[13:07]
So, it's still not equal, but we were
[13:10]
able to close the gap a little bit.
[13:12]
The gap that we did not close
[13:14]
successfully
[13:16]
is the non-white um typically Hispanic
[13:20]
group. And the reason why I say we
[13:21]
didn't necessarily close the gap is
[13:24]
because ideally what I would have liked
[13:26]
to have seen is I would have liked to
[13:27]
have seen the percentages represented
[13:31]
for the percentage of population in
[13:32]
Grant County. So if for example our
[13:34]
Hispanic population makes up 4% of the
[13:37]
county, would like to have seen 4% of
[13:40]
the surveys returned represent that
[13:42]
group.
[13:43]
So we worked with the Multicultural
[13:45]
Center. We talked to Rihanna about it
[13:49]
and
[13:50]
basically what it is is just the reality
[13:52]
of those folks being fearful of
[13:54]
answering or responding to anything or
[13:57]
being counted anything. So it's going to
[13:59]
be this survey, it's going to be any
[14:02]
survey, they're fearful to do that. So
[14:06]
that's something that I would still like
[14:08]
to continue to work on. So there are
[14:10]
some places where I could be happier and
[14:12]
then some places where I feel like it
[14:14]
went really well.
[14:17]
» [clears throat]
[14:19]
» Okay.
[14:21]
Um thank you.
[14:25]
Do we have anything to report on the
[14:27]
maps project?
[14:29]
>> Yeah yes. So the maps project uh the
[14:33]
RFPs are due at the end of this month,
[14:35]
which is great. I know that we've
[14:37]
received at least two.
[14:40]
There are some questions that have been
[14:42]
submitted. They were submitted to the
[14:43]
clerk auditor yesterday.
[14:45]
>> Breaking up.
[14:47]
>> Oh shoot.
[14:49]
>> Yeah, hold on a second.
[14:50]
>> Yeah.
[14:51]
>> She has it on
[14:53]
Wi-Fi.
[14:54]
>> Oh.
[14:56]
>> So it should be working.
[14:58]
Well, we're not Obviously it's not.
[15:00]
>> Obviously it's not, but it wouldn't
[15:02]
direct We can't get it to directly go in
[15:04]
there.
[15:05]
>> Oh.
[15:06]
>> So hmm.
[15:07]
>> [clears throat]
[15:08]
>> But it looks like it's a headache, so I
[15:10]
don't know what the problem is.
[15:12]
>> She's frozen.
[15:16]
» I can hear you guys.
[15:32]
» Oh.
[15:33]
>> Yeah, through
[15:35]
to be able to go through all those. I
[15:37]
think that they have five that have been
[15:39]
submitted so far. So, they have five
[15:41]
proposals that have been and I think
[15:42]
there's a couple more companies that
[15:43]
have reached out and they're all great
[15:44]
if it's extended till the 30th. Um
[15:47]
and I think we we have a meeting this
[15:49]
Thursday and we will ratify that that extension. And then have a June
[15:56]
July meeting where we will select
[15:59]
um
[15:59]
the proposals, interview, or go through
[16:01]
the proposals, interview, and and do
[16:03]
selection that way. So, it's coming
[16:05]
along. And it's great to have so many
[16:07]
people respond.
[16:08]
>> Yeah, so we're going to be meeting on
[16:10]
Thursday, this Thursday?
[16:12]
>> This Thursday is our is our meeting, I
[16:13]
think.
[16:13]
>> Yeah, so I just haven't gotten any kind
[16:15]
of notice on it, just wanted to
[16:17]
make sure.
[16:18]
>> So, it's probably an it's it's probably
[16:20]
a um
[16:22]
an invite that's that you have to accept
[16:24]
and it's
[16:25]
that's
[16:26]
reoccurring. So, I'm not sure what that
[16:28]
is, too, but it's a reoccurring invite.
[16:31]
>> Okay.
[16:32]
>> Yeah.
[16:33]
>> I'm not aware of what the MAPS project
[16:35]
is. Can you give a quick overview?
[16:38]
>> It's the Moab Area Senior Project right
[16:41]
over over here, the the land that's back
[16:44]
there, the eight acres that are back
[16:46]
here. It's so the Canyonlands Health
[16:47]
Care Special Service District owns that
[16:49]
land and so they put out a proposal for
[16:51]
a a planning
[16:53]
um
[16:55]
to to plan that specific area with
[16:57]
housing for seniors and possibly
[16:59]
assisted living, so it's an independent, so.
[17:05]
It's the start of the
[17:06]
>> Do you have a projected date for that?
[17:10]
>> No.
[17:10]
Well, the Canyonlands
[17:13]
the Care Center is going to be expanded
[17:14]
first.
[17:16]
And then we have to wait for that I
[17:17]
think, before we start the end of that
[17:19]
year.
[17:19]
>> Yeah, I mean the end of the year is the
[17:21]
projected date for that plan to be
[17:24]
completed, for us to get the actual
[17:26]
plan. So, we have to select the planner,
[17:28]
they do the planning, then they'll get
[17:29]
it back to us by the end of the year.
[17:31]
That's that time frame on that plan. And
[17:34]
then what we do with that plan
[17:36]
will vary very very on that health care
[17:38]
district, whether they
[17:40]
move forward with a contractor or they
[17:43]
decide to do it on their own or you
[17:45]
know, but
[17:46]
this is the first step to getting
[17:48]
anything to happen.
[17:50]
But the care center, they did um
[17:52]
you know, the care the current care
[17:54]
center that we have is set to be paid
[18:04]
to wait for it to get paid off to go
[18:06]
ahead and
[18:08]
get the next piece of it going. So, I
[18:10]
think that that we're going to start
[18:12]
that probably be a topic of
[18:13]
conversation. I haven't seen the agenda
[18:14]
for this meeting, but that we're going
[18:16]
to get a planning grant for that, our
[18:18]
planning for that, the care center, and
[18:21]
hire architect and move forward with the
[18:23]
expansion of the care center within the
[18:25]
next hopefully groundbreaking in the
[18:27]
next 2 years.
[18:28]
>> So, where are they expanding?
[18:31]
it?
[18:33]
So, this hall and this hall it'll be a
[18:36]
complete it'll be a closed off. So,
[18:38]
right now it's a U.
[18:39]
>> And so, the idea when they first got it
[18:42]
when they first did it was so that it'd
[18:43]
be prepared for expansion and it would
[18:46]
be that closed out. So, the center will
[18:47]
still be a courtyard to go outside, but
[18:50]
it'll be like a closed
[18:51]
>> Okay.
[18:52]
>> loop.
[18:52]
>> I just wasn't sure. Thank you.
[18:54]
>> Yeah, they talked about doing upstairs
[18:55]
like upstairs downstairs also, but it's
[18:57]
expensive and then really the upstairs
[19:00]
would only be useful elevators aren't
[19:02]
good. It'd be it'd be for food cuz I
[19:04]
think that's their thing that's the idea
[19:07]
behind it is that it will we do our own
[19:09]
kitchen if it's the care center is that
[19:12]
big and not you have a hospital do the
[19:14]
food. So, there's a a lot of things that
[19:16]
will
[19:16]
have to be discussed to take place. I
[19:18]
think laundry and food are two things
[19:20]
that the hospital takes care of right
[19:21]
now that would be needed to be moved to
[19:24]
be independently over to the care center
[19:26]
to take care of.
[19:27]
That that will come with that planning.
[19:31]
>> Is there a written document that will
[19:33]
let the public know what's going on? I
[19:35]
have known many many people through some
[19:37]
of the meetings I go to, dementia
[19:40]
support, and different neighbors and all
[19:43]
that are
[19:44]
just chomping at the bit to have their
[19:47]
loved ones cared close by. And I'm just
[19:49]
wondering if there's a way to get it to
[19:51]
the public in a way that they can
[19:53]
understand
[19:55]
the logistics of it.
[19:57]
Do we have a Do we have a public
[19:59]
relations person at the county level?
[20:01]
>> Well,
[20:02]
that's Melisa.
[20:12]
» Maybe they could say that.
[20:14]
>> That was terrible timing.
[20:15]
>> where we are
[20:16]
with it and this is where we're going
[20:19]
and be patient
[20:22]
and perhaps, you know, I mean, I know
[20:25]
you can't give deadlines, I know you
[20:27]
can't give dates, but you can give the
[20:29]
ideas that are being discussed in a
[20:32]
format
[20:34]
that people
[20:36]
can understand. Maybe uh
[20:39]
what do they call that? An editorial in
[20:41]
the newspapers?
[20:42]
I don't know.
[20:44]
I'm not I'm not the one doing it, but I
[20:46]
just know there's a lot of concerns out
[20:49]
there for people that are desperate.
[20:52]
>> I think we are also waiting for the
[20:54]
needs assessment to get back and to look
[20:56]
through that and see what people are
[20:57]
saying and address some of that, too.
[21:00]
>> And how is that going to be reported to
[21:03]
the people who took their time and
[21:04]
energy
[21:06]
to
[21:07]
>> There's going to be a report coming out.
[21:08]
>> Yeah, Maliece said do you have a
[21:09]
>> And where will the report be shown?
[21:11]
>> Hold on one second. Let's Maliece is
[21:12]
going to Maliece, how are we going to
[21:14]
get that information out to the
[21:15]
community?
[21:17]
>> So, as soon as we are confident that we
[21:20]
have those surveys in, which it sounds
[21:22]
like before Friday will work from a
[21:23]
timing standpoint, and I really
[21:25]
appreciate your input and your comments
[21:28]
because I couldn't agree with you more.
[21:31]
Spoiler alert because I'm not I'm sure
[21:34]
that it's not going to come as a shocker
[21:35]
to you guys, but in terms of what are
[21:37]
both the
[21:38]
biggest concerns and then also the
[21:41]
largest service gaps, affordable housing
[21:44]
and dementia and memory care support are
[21:47]
at the absolute top of the list by a
[21:51]
long shot.
[21:52]
So, I feel like what I would like to do
[21:54]
in terms of a communications strategy is
[21:57]
and I'm sorry, I can't remember your
[22:00]
name.
[22:01]
Um
[22:02]
>> Colette.
[22:03]
yes. Yes. So, Colette.
[22:07]
Oh, perfect. Um I think you're
[22:10]
absolutely spot-on. We need to be able
[22:12]
to give the community first all of the
[22:14]
information about thanks for taking your
[22:17]
time, here's what we learned, here's
[22:19]
what the assessment taught us, here's
[22:21]
the stage that we're in with the MAPS
[22:25]
project, some information about the
[22:28]
expansion of the
[22:30]
care center,
[22:31]
and I think to be able to lay out some
[22:33]
kind of a strategic roadmap so that
[22:36]
citizens know and they understand and
[22:38]
you know, specifically in your
[22:40]
direction, Commissioner McCandless,
[22:42]
what is the view and what is the vision
[22:44]
of
[22:46]
the commission and the county on taking
[22:48]
care of our older adults, what's the
[22:50]
roadmap, what do we understand now that
[22:53]
we didn't understand as well before,
[22:55]
and how we plan to get there, and I
[22:58]
think that having that ongoing
[22:59]
communication strategy is going to be
[23:01]
incredibly helpful.
[23:04]
>> Thank you.
[23:06]
>> Yeah, and and I I am thinking and I want
[23:09]
to circle up with Commissioner
[23:10]
McCandless on this because we haven't
[23:12]
had a chance to talk about it, but I
[23:14]
feel like this would merit again another
[23:16]
one of those two-page spreads as a
[23:18]
follow-up in the advertiser
[23:21]
and then press releases to the rest of
[23:23]
the media. So the people do know what
[23:25]
were the results of the survey and then
[23:27]
what are we going to do with those
[23:28]
results
[23:29]
and what comes next.
[23:33]
» I think the timeline is really important
[23:35]
here or other or people are going to
[23:37]
start thinking that this is happening
[23:39]
and get really excited about it when we
[23:42]
know we've got four or five years out,
[23:44]
you know, out there before anything
[23:46]
really
[23:48]
is solid.
[23:50]
>> Yeah, and that's something we can talk
[23:52]
about with
[23:54]
the Canons Health Care Special Service
[23:55]
District. They're ultimately the ones
[23:58]
currently that are in charge of like
[24:01]
Karen is on there.
[24:05]
Um
[24:06]
and
[24:08]
they don't have a
[24:09]
information officer and I don't know
[24:11]
that they have a clear plan yet. They
[24:14]
have me and Karen pushing them. So they
[24:17]
have
[24:18]
>> Yeah.
[24:18]
So they and they all have the
[24:20]
desire and want. I mean it's just a
[24:22]
matter of it's it takes it's a lot lot
[24:23]
of work to get this kind of stuff out.
[24:25]
And and I don't think the county hasn't
[24:26]
necessarily prioritized it to be honest
[24:28]
with you. I prioritized it. But I have a
[24:31]
six other commissioners, you know, it's
[24:33]
not just myself and everyone has their
[24:35]
own priorities in this community and so
[24:38]
trying to get it So as far as the county
[24:40]
goes, we don't have a a senior
[24:43]
initiative, but that's what I'm working
[24:45]
towards, so.
[24:48]
>> So it's helpful if you get a group of
[24:49]
seniors to come to a citizens to be
[24:51]
heard in mass?
[24:53]
>> Well, I think it's always helpful. I
[24:54]
mean that's helpful. But I mean I think
[24:56]
that the commissioners know that it's
[24:57]
there. It's just not the most
[25:00]
you know, it's not the most noteworthy
[25:02]
or exciting thing I mean on their
[25:04]
agendas to talk about, but we're going
[25:06]
to keep on forging along. So.
[25:09]
>> Thank you for your support.
[25:10]
>> You know, I have the patience of a
[25:12]
3-year-old toddler. So, if you asked me,
[25:15]
I would say, "Let's do it today."
[25:25]
» Okay, we'll ask.
[25:27]
>> [laughter]
[25:29]
>> All right. Anything else that you want
[25:32]
Do you want to add anything else,
[25:33]
Alyssa?
[25:34]
>> No, not unless you have questions.
[25:38]
>> Okay.
[25:41]
Anything else that we have the questions
[25:44]
on or want to be discussed?
[25:49]
I do appreciate
[25:51]
>> One thing I can comment on is so
[25:54]
Sorry, so I I'm on a
[25:57]
the 10-year planning for as far as the
[25:59]
budget goes for the K and L healthcare
[26:00]
special service district because the
[26:02]
healthcare tax I think that healthcare
[26:04]
tax that got passed last elections I go
[26:06]
was key to all of the things that we're
[26:08]
talking about, you know. And so, making
[26:10]
sure that the county
[26:13]
continues [clears throat] to designate
[26:14]
that money to the healthcare district is
[26:17]
the one thing that we need to make sure
[26:18]
happens going forward. And And so, by
[26:21]
creating this plan and this plan now
[26:23]
shows that we want to do the care center
[26:25]
in the next 2 years and that that will
[26:27]
help the commissioners
[26:29]
to know that that is a priority to the
[26:30]
community and that we need to keep
[26:32]
giving that healthcare money to the
[26:34]
healthcare district. So.
[26:36]
That's the That's the only other piece I
[26:38]
can say that that, you know, as far as
[26:39]
the commission has control over to make
[26:42]
sure that that happens at the healthcare
[26:44]
district side.
[26:45]
>> And this was tax money that you saved
[26:47]
with that
[26:47]
>> Yeah.
[26:48]
>> .1% or .01%?
[26:50]
>> It was
[26:50]
>> There was three agencies that were
[26:52]
involved in it. And the healthcare
[26:54]
center was one of them.
[26:55]
>> Yeah. So, currently there's a 1%
[26:58]
tax on sales tax that's imposed, and
[27:01]
that money stays in Grant County, and
[27:03]
it's split up between the fire
[27:05]
department, EMS, and the healthcare
[27:08]
district.
[27:12]
» So, all of them get a share of the 1%?
[27:15]
>> They all
[27:22]
district. So, now it's 1% and it's
[27:24]
between those three three. But, other districts could get the SMS to
[27:28]
other districts could get that money,
[27:30]
are entitled to that money if there was
[27:31]
a cause for it. So, me showing the cause
[27:35]
of this is the need is is where we want
[27:37]
to keep that focus.
[27:39]
>> Okay.
[27:41]
>> And then, Charlotte, just for your
[27:42]
input, you know, so the Camas Healthcare
[27:44]
Special Service District meetings are on
[27:48]
Zoom, but I don't think that they're on
[27:49]
YouTube. And then, if this is on
[27:51]
YouTube, it's going to make it for a lot
[27:52]
easier for people to be able to look go
[27:55]
online and watch these. Do you ever Have
[27:57]
you ever watched the County Commission
[27:58]
meetings online?
[27:59]
>> Yes.
[28:00]
>> Yeah. So, you'll be able to watch these
[28:02]
meetings online, too, which I think is
[28:03]
helpful to get the word out what's going
[28:05]
on. And I do agree with you that having
[28:07]
something written on our timeline, but
[28:08]
we don't have that really clear right
[28:11]
now. But, as it gets clearer
[28:12]
>> open meetings?
[28:13]
>> Yeah. Yeah.
[28:14]
>> And when do the uh
[28:17]
When?
[28:17]
>> Healthcare Special Service District is
[28:19]
the
[28:21]
second Saturday of every month at 5:30
[28:24]
at the EMS
[28:26]
chamber.
[28:27]
>> Oh, what's the EMS?
[28:29]
>> Yeah.
[28:33]
» Larson's building was too small.
[28:35]
>> too small.
[28:36]
>> It was kind of crowded.
[28:37]
>> Well, I'm getting more We are getting
[28:38]
more people coming, you know, so cuz
[28:40]
it's something something's happening.
[28:42]
So,
[28:42]
And it was over at the at the EMS. It's
[28:44]
every other month. It's not every
[28:46]
Thursday, but sometimes lately it's been
[28:47]
every every month. It feels like a
[28:49]
Thursday. Yeah.
[28:51]
>> So, when is the next one?
[28:52]
>> This Thursday.
[28:53]
>> Second Thursday, did you say?
[28:55]
>> Right. Second Thursday of every month at
[28:57]
5:30.
[28:59]
Of every other month.
[29:01]
>> [clears throat]
[29:01]
>> At the EMS building.
[29:07]
Thank you.
[29:09]
>> And you can also go on to the state
[29:10]
website and and sign up where it'll send
[29:12]
you agendas when they're posted. You
[29:14]
know, get a reminder, too, but
[29:18]
» That's up by Rock Ridge.
[29:19]
>> Yeah.
[29:23]
» What do you do for people that don't
[29:25]
have computers
[29:27]
and aren't technologically astute?
[29:35]
» That is an issue we're having to deal
[29:36]
with. And it is, and the QR codes,
[29:39]
nobody even knows what they are.
[29:41]
>> Well, I finally figured them out.
[29:44]
I just picked them.
[29:47]
» I finally got a Venmo account that has a
[29:48]
QR code on it, and I go, "Now I don't
[29:50]
know how to use it."
[30:26]
» through my computer far away from the
[30:29]
Wi-Fi router, but
[30:30]
>> I know, but it should have been able to go directly
[30:33]
from
[30:35]
It should be ethernet kind of cord. It
[30:37]
should.
[30:38]
>> Do we need a booster?
[30:38]
>> It doesn't seem to be liking it.
[30:40]
>> We should do a practice. We'll have to
[30:41]
try to do practice run day.
[30:43]
>> Huh.
[30:44]
>> Is she out of it?
[30:45]
>> We should talk to Matt.
[30:51]
That's Narrows. He's our Yeah, yeah.
[30:53]
He's our IT person.
[30:55]
Yes, it's Narrows. Sorry.
[30:58]
We appreciate you joining us a lot.
[31:01]
It's like real helpful.
[31:04]
Is there anything you can give to us as
[31:05]
far as what we can do to help you out?
[31:08]
>> You know, I feel like this was a big
[31:10]
undertaking and you guys were absolutely
[31:13]
amazing. I will tell you that absolutely
[31:15]
after doing this, I know even more so
[31:18]
how this is going to translate into
[31:19]
resources for our older adults.
[31:22]
So, it was absolutely worth doing and I
[31:25]
think that when it comes time for the
[31:28]
state legislature sessions next year,
[31:31]
I feel like your representatives are
[31:33]
going to be a lot more
[31:35]
uh
[31:35]
informed to be able to advocate for us.
[31:40]
>> Okay, good. At some point I'd like to
[31:42]
talk with you about the actual
[31:43]
questionnaire cuz I have a few comments
[31:45]
on that. You know, feedback.
[31:48]
>> [laughter]
[31:49]
>> Absolutely.
[31:53]
» Okay, anything else?
[31:56]
>> Suzanne, you asked a question about a
[31:59]
law house bill that had been passed.
[32:01]
>> Yeah, I just wanted to know about I I
[32:04]
actually
[32:05]
um
[32:06]
copied everything down that um I was
[32:09]
curious about and the one thing I
[32:12]
couldn't figure out was
[32:14]
that they had passed it eight to one,
[32:16]
but when did they do that? Was that in
[32:19]
February or was that May 7th?
[32:21]
>> I didn't see it on
[32:22]
>> What was the What was the bill?
[32:24]
>> It's It's the elder care bill.
[32:26]
>> Oh.
[32:27]
>> And it's huge.
[32:29]
>> I knew that some of it was
[32:32]
Melissa said it's a scam. She looked it
[32:35]
up.
[32:35]
>> Okay.
[32:37]
Cuz I didn't I didn't see. The only one
[32:40]
I did
[32:40]
>> Thanks, Melissa. Yeah, the reason why
[32:42]
you didn't see cuz I researched it, too,
[32:44]
and when I got that from Suzanne,
[32:47]
um I thought this is really important.
[32:49]
We should be aware of this.
[32:50]
>> Yeah.
[32:51]
>> The one thing that came up that was kind
[32:53]
of close to it was the uh care givers
[32:57]
per resident ratio that did
[33:01]
talk. But, what she was talking about is
[33:04]
a Supreme Court ruling that was eight to
[33:06]
one, whatever.
[33:07]
And there there were a couple of YouTube
[33:10]
videos. They were scams for seniors.
[33:15]
Which is really annoying.
[33:20]
» I understand much better now.
[33:22]
>> Okay.
[33:23]
>> That's why you couldn't find it. It
[33:24]
wasn't you. It was them.
[33:31]
» Park McCurley, who is and he is our
[33:34]
representative from District 69.
[33:36]
>> Mhm.
[33:37]
>> And he was talking about how they have
[33:41]
passed
[33:42]
uh the feds have given
[33:45]
$500,000
[33:46]
to the Health and Human Services, and we
[33:48]
will be getting a portion of that money.
[33:51]
And I think we just need to pay really
[33:54]
good attention to what's going on with
[33:56]
that.
[33:57]
Because if we're entitled to some of
[34:00]
that money, I think we need to try to
[34:02]
capture that.
[34:03]
Because when you look at I can't
[34:06]
remember if it's a fourth, fifth, or
[34:08]
sixth of our population in Grand County
[34:11]
are I believe the statistics say it's 60
[34:14]
and over.
[34:15]
>> 20% of our population. 20%. So, that's
[34:18]
1/5 of our population.
[34:21]
And it's growing, you know, the baby
[34:23]
boomers are getting older, and I just
[34:27]
I'm just putting that out there because
[34:29]
that was a topic that he brought up
[34:32]
at that one hour at Rotary Park City.
[34:34]
>> So, what was the money for?
[34:35]
>> It was $500,000 and I it
[34:38]
>> 500 million, I think. It's like he's
[34:39]
another money.
[34:46]
Rural health care initiative.
[34:49]
>> Yes, rural health care initiative. And
[34:51]
so, like 197
[34:53]
million is coming to Utah.
[34:58]
And it's so
[35:00]
>> Logan Wason sits on the board that the
[35:02]
appropriation work for that. So, it's super complicated. He sent me an
[35:05]
email the other day explaining more
[35:07]
about it, but I mean, no money's been
[35:09]
disbursed. I've been to a couple
[35:10]
listening sessions where the human
[35:13]
the health and human services have
[35:15]
presented. And the hospital has a grant
[35:19]
has an application, EMS has an
[35:21]
application, but there it's it's really
[35:23]
narrow as far as the scope. It can't be
[35:26]
used for buildings. It can't be used for
[35:29]
infrastructure. It can't be It's got to be something that's
[35:33]
sustainable. I mean, I'm just like
[35:35]
the person that thinks of what it fits
[35:37]
in this little tiny tiny box for this
[35:39]
big amount of money, you know, and so
[35:41]
>> Can it be used for people?
[35:44]
>> Well, it's got to be able to be
[35:45]
sustainable. So, I think there's a lot of people
[35:50]
working on how to use this money in the
[35:51]
parameters that it that it is that it
[35:54]
He said stay tuned. So, I definitely
[35:56]
have it No, I'm just going to see if I
[35:58]
can find his email, but he did
[36:00]
I've I've like I said, I've been to the listening sessions. I think that
[36:04]
they're
[36:05]
Yeah, we want to be able to capitalize
[36:07]
on this money where we can, but he said
[36:09]
Um they the
[36:11]
Department of Health and Human Services
[36:13]
is administering the program.
[36:15]
There's an oversight committee set up,
[36:17]
but that is just getting going.
[36:19]
Um
[36:20]
He said the most up-to-date information
[36:22]
types of grants available will be found
[36:24]
on he sent me the website.
[36:26]
And then he said that when it gets
[36:28]
going, it's going to be fast and furious
[36:30]
project with tight deadlines, but it is really an interesting
[36:35]
It's really an interesting program, and
[36:37]
I can forward this link to you guys if
[36:40]
you want to check out the
[36:41]
>> That'd be good.
[36:42]
>> Yeah.
[36:43]
>> Thank you.
[36:44]
>> And I to echo what Commissioner
[36:46]
McCandless said, one of the reasons why
[36:49]
we need this needs assessment and why we
[36:51]
need to do all of this planning is if
[36:53]
you look at their website right now,
[36:55]
they do have a couple of RFPs that are
[36:58]
out,
[36:59]
and it depends on how good your program
[37:02]
is.
[37:02]
So,
[37:04]
we won't be able to submit an
[37:05]
application and get a chunk of that
[37:07]
funding. What they do is they fund
[37:09]
really good initiatives that we can show
[37:11]
are going to have an impact with our
[37:13]
older adults.
[37:14]
And that's why we're doing all of this
[37:16]
really important work now. We need to be
[37:18]
prepared.
[37:20]
Whereas if we weren't doing it, we
[37:22]
wouldn't have the data, we don't have
[37:23]
the information, we haven't identified a
[37:25]
program, we haven't set up budget,
[37:28]
which is where my impatience comes into
[37:30]
play a little bit, is you know, we need
[37:33]
to really architect the vision and we
[37:35]
need to know where we're going so that
[37:36]
when opportunities like this pop up, we
[37:39]
are absolutely ready to write a grant
[37:41]
application for one of five projects
[37:43]
that we have in the hopper.
[37:49]
» Yeah.
[37:49]
>> Okay, thank you.
[37:55]
Anything else? Any other questions,
[37:57]
comments, concerns?
[38:01]
Yeah, I'd like to adjourn the meeting at
[38:03]
1:30.
[38:05]
Thank you everyone for coming.
[38:07]
Appreciate your input.
[38:09]
And if there's anything we can do to
[38:11]
help,
[40:50]
» Mhm.
