[32:24] And so as you can see we have maintenance work for one position and maintenance work for
[32:30] position that we're currently recruiting for to build. The first review of applications will
[32:37] take place on September 28th, which is next Monday, and then the position was in the open
[32:43] and so to build. And we're getting a significant amount of applications come in. So we're excited
[32:52] to go through them and rebuild our public works department because
[32:59] the time the team right now are running pretty thin so but despite that
[33:06] you know they're chaps and getting the work done and making sure that you
[33:13] know when community concerns are you know reported that they get a
[33:19] You know, we have some of the other team members who typically don't do garbage, who are now very well-versed and collecting garbage, and which is good, right?
[33:31] Because the other thing is that we want to be able to have everyone with implement works, have, you know, the experience of all of the elements and aspects related to public works, because, you know, what we've experienced is that when we don't have,
[33:48] you know this is for instance the primary garbage truck driver then it's like
[33:55] who's gonna drive the truck right oh I certainly can do it great and so it's
[34:01] it's a good way for us to have you know a constant amount of experience drivers
[34:09] and in fact how long would you say that we've been having to have a number of
[34:16] the schedule for driving.
[34:19] I've been in my year.

[34:23] We've talked about this about a year ago,
[34:26] because we've experienced what it's like to have,
[34:29] what someone calls it, all your A's and well-basket,

[34:39] And so, what I asked Frank to do was create a rotation of team members
[34:45] to get on the garbage trucks so that they become familiar with the route and become familiar
[34:50] with how to collect the garbage and then how to, you know, go and take it to the dump
[34:55] and all of the process, right, related to that. And thankfully, we did do that because we did
[35:00] come to a point where, you know, we started experiencing not having our primary driver available.
[35:09] And so it worked, the process that's worked, and we want to continue that right with our new folks that we potentially hired, and then, you know, keep that type of solution in place.
[35:28] And so yeah, I wanted to provide you with updates on public works team, staffing recruitment process.
[35:34] We hope to have the positions filled the week of November 1st, so that you know we can have some books up and running by the end of the year, and then you know kind of get a jump start to the next year.

[36:06] And then so the way that the reviewing process works,
[36:13] we've created a rubric based off of the job description,
[36:17] And the way that it is designed is, we look at the application and we cross-reference the
[36:26] job description and the rubric and if a individual applicant has submitted their application
[36:36] and they don't meet the minimum qualifications, then they're automaticly decided.
[36:41] So they have to meet them in all qualifications, okay.
[36:48] And so that immediately just qualifies those applicants.
[36:52] If there's applicants who have looked for instance maintenance one,
[36:57] they have their CDL certification, their medical card,
[37:02] their pesticide license, then they receive points right for each of this.
[37:10] And then there's years of experience that is how it's about, right?
[37:15] And so it's a point system if you will, right?
[37:18] So they get one point for everything that they have.
[37:22] And so at the end of the review of that applicant, it's scored, right?
[37:27] So whoever has the highest score.
[37:30] Right, would be the top candidate that we look into interview and the interview process is the same way. There's a rubric. Based off of the job description and what they provided in terms of the application and then the questions. And I work with Frank and the team to develop those questions and then Frank and the team also develop like a hands-on task.
[38:00] that they have to complete to demonstrate their knowledge and skills.
[38:04] So when we had this process last time,
[38:07] we had the applicants get on what was it back home?
[38:13] And they had to demonstrate that they were able to operate that.

[39:48] mostly because the Department of Ecology, the Department of Ecology, we have to have for the type of class of our wastewater treatment plant, we are a class two wastewater treatment plant.
[40:05] We have to have two operators with wastewater treatment, operator two certification.
[40:13] There's no negotiations in that, right?
[40:16] So we have to make sure that when we're hiring people,
[40:20] that they have their certifications, that are required
[40:22] of those positions.
[40:24] And it's not just because we require them,
[40:28] it's because they're state and federally mandated, right?
[40:32] And in order to operate heavy equipment,
[40:36] or like the garbage truck, or any of the big trucks,
[40:38] We have to have a CDL, right? And those are required. So it really isn't something that we can go
[40:48] shape.
[40:52] Because they're better way in statement. So it could potentially be a financial impact
[41:00] on the city if we did it.
