I don't have it.
>> Me neither.
[0:03]
» I could get the same look and they'd
laugh at me. You know what I mean?
[0:06]
» The same house.
>> When she speaks,
[0:10]
» you do.
>> She's like,
[0:15]
» I wonder where she went.
>> Okay.
[0:17]
» I guess I guess I have met her. I just
>> I'm just telling
[0:21]
» the
wedding.
[0:24]
» Oh, yes.
[0:32]
We got a meeting tonight at 6:30.
[0:39]
» You know how many people were here last
time we did this town hall meeting for
[0:42]
the tax renewal? If it's the same house.
>> Yeah.
[0:55]
» Somebody
created the post
[1:01]
» woman's house big
[1:08]
» drag. I think you as you're in the curb,
you probably take a right.
[1:26]
Google.
>> Let's clear this up before this meeting
[1:30]
starts. We've got two minutes.
[1:50]
That's what's really happening or
something like that which I haven't got
[1:53]
on to
>> what's happening unedited. That's where
[1:57]
it was.
>> Yeah, I'll do it just to see what they
[2:08]
» There's
[2:13]
personal.
[2:23]
» Okay, you ready?
>> Hold on. Turn this on.
[2:37]
This is the parks commission meeting.
Today is Tuesday, February the 17th,
[2:42]
2026. It is 4 p.m. Would you please call
the role?
[2:47]

>> M. Travis?
[3:13]
» Yes.
>> M. Martin?
[3:14]
» Yes.
>> Mr. Edwards?
[3:15]
» Yes.
>> All right. The first on agenda is
[3:20]
Freedom Fest Committee.
[3:40]
I'm also really proud
[3:56]
Instead of meeting in the month of
February, I get things.
[4:13]
The next question was whether we was
going to charge
[4:28]
on the same page.
I also asked them about the band we
[4:32]
wanted to play this year
[4:38]
on their
northwest Arkansas.
[5:03]
support
the second.
[5:08]
They played last year
[5:12]
last year
[5:27]
for a while.
[5:40]
So far on entertainment, we've come
[6:07]
The trails committee have nothing to
report at this time.
[6:11]
Uh plan and uh tree and plant board. Uh
Mrs. Bell's not here. Recreation
[6:17]
committee.
Yes, Casey and I met um I guess a couple
[6:23]
weeks ago now and talked through the
recreation camp and kind of got all the
[6:29]
details flushed out. We have um
identified someone that will be the
[6:35]
coordinator. Um she was one of our
I guess coaches last time around and um
[6:43]
so she's going to be really great. She's
a college student from Greenwood. Um
[6:47]
she's in her third year of college, so
she's maybe she's a little older, but so
[6:50]
she's good. Um we talked about getting
and you can maybe speak to some of this.
[6:57]
Um you talked about going ahead and
getting um the announcements out for the
[7:02]
camps, getting that rolling here around
the first part of middle March. um but
[7:08]
also going ahead and um getting the job
application open for our counselors and
[7:15]
our coaches. So um we talked about
money, what's going to work as far as
[7:21]
tuition that the students will pay as
well as the um the hourly rates that
[7:27]
we'll pay the counselors and coaches. Um
so I think we have it we have it all
[7:32]
worked out. Um we will
donations again. So, if anybody has
[7:40]
any businesses that you think would be a
good fit, we're going to connect with
[7:44]
the businesses that have donated last
year to see if they want to do that
[7:48]
again. Um, but the way that we're
structuring this um if we don't have any
[7:53]
donations, we should still um come out
above.
[7:57]
We we did also talk about limiting the
number of kids per week. Um, we had such
[8:05]
a great turnout last year and it was
just more and more kids every week.
[8:09]
Literally, we were like, "Oh my gosh,
more kids, more kids." Um, people were
[8:13]
signing up kind of last minute. Oh, my
kid did it last week. Can they come
[8:16]
again Monday? You know, this was Friday.
So, um, with the new online system that
[8:22]
Casey has in place,
uh, we're going to make sure that people
[8:26]
sign up more in advance. We're going to
be a little bit more prepared. Um, and
[8:30]
we're gonna we're going to have to cap
it. So, I mean, we only have so many
[8:34]
counselors. We only have so much space
in the pavilion.
[8:37]
» Um, but anyways, so we're in we're in a
good shape um for getting this going and
[8:43]
and getting it rolled out and being on
time.
[8:48]
» Any questions?
>> Uh, who did you decide to be the
[8:54]
» she
[9:00]
was?
Yeah. And it is the same four weeks in
[9:06]
June that we did last year. So it'll be
um
[9:11]
I think it in
the 26 whatever that
[9:23]
are there any items to be added to the
agenda.
[9:28]
Okay. Financial update.
[9:50]
So since the last time we met the budget
was vetted and it was
[9:55]
again
this is the first time you're a little
[10:01]
bit of a summary of a highlight of what
happened. Um, at the time we did the
[10:05]
budget presentation for the study
session.
[10:09]
We had the conversation regarding our
contingency fund. That was kind of the
[10:14]
hold up because the balance was
significantly unacceptable for what the
[10:20]
reserve was at the wishes of the city
council. You guys stepped up to the
[10:26]
plate early and you
[10:30]
surplus
19,822
[10:35]
that budget has not changed that was
your actual outside of what finance
[10:40]
department control we made some tweaks
that number grew from your number as far
[10:46]
as the amount of expenditures were
concerned by revenues
[10:52]
because of some of the things that
finance department decided to take some
[10:57]
more aggressive action. So you're
looking at 19,822
[11:02]
off of your this is the operations side.
That's the money that's funded by the
[11:07]
county sales tax as well as the um
general fund.
[11:14]
So that was a good thing as far as your
restricted accounts are concerned.
[11:19]
Nothing changed there. Those accounts
balances are the ones that you
[11:23]
commission and city council
as well. Those are your
[11:30]
The one number that's up here that
you're going to see that added your
[11:34]
45,000
is the pavilion deposit checking that
[11:38]
won't be on your fun report because
that's not your money until such time as
[11:43]
it is your money. In other words, if you
forfeit the depends
[11:49]
assuming that everybody is going to play
by the rules and ultimately that money
[11:53]
will be reimbured back to them. So even
though it is a restricted account,
[11:59]
it's not in your fund
because it's held off.
[12:11]
This was the contingency calculing
[12:24]
and
Also the water sewer has their own
[12:27]
contingency from their resources. This
was the general unrestricted number that
[12:33]
they decided on instead of 20% which
would have generated or a little over a
[12:37]
million. They council said 15% was
settle in that million. That helped in
[12:49]
basing that off of what is the
expenditures that were budgeted. total
[12:54]
budget expenses for each of those
departments. So your budget on the
[13:01]
operations was 577,000.
So that went into the calcul
[13:09]
and that was
the amount that
[13:16]
just under 34 of a million. Going back
and doing some things to
[13:22]
the budget itself and then bringing it
back and proposing it to the council.
[13:27]
One of the things that we did was the
general insurance dropped from a premium
[13:31]
inflation of 15% down to 5%. That's one
of the reasons why your property
[13:37]
insurance, your insurance for your
vehicles and your insurance for your
[13:41]
equipment all dropped as far as your
expenditures that increase the amount of
[13:46]
your surplus. As far as another thing
that was suggested I went ahead and did
[13:52]
was the red parks to street contris
[14:04]
the operating department
for police and fire because generated
[14:10]
over the years about $60,000 that was
held in reserve just in case there was
[14:16]
an unexplained major increase based on
guidelines but we've now set that around
[14:25]
20,000 as our reserve balance and we
pulled back in 4000
[14:31]
immensely.
So by doing all of that the budget
[14:35]
reduction necessary is zero because what
we were able to accomplish was a
[14:42]
projected general restricted fund
balance of 764,000
[14:48]
or 17,700 more than what
[14:56]
we generated basically enough that
there's nothing that had to be across
[15:04]
impact.
Now, I'm going to shift from that and
[15:08]
say that this was the city sales and use
tax that we received as far as our
[15:13]
distribution in January came in at 4.4%
above
[15:19]
zero. So, we budgeted last year's monies
and we're already just for the month of
[15:26]
January 4 and a half%.
So that helped city sales tax
[15:36]
and then sales tax cameove
[15:41]
which helps your operating side that
goes into your
[15:49]
pressure.
So as long as that number stays
[15:54]
positive, it's beneficial to both your
side
[16:00]
and as well as the
1.04.
[16:07]
So the only in this is this
saw what it did to us in February and
[16:14]
that's why
February numbers but if you look down at
[16:19]
the bottom the percent rebate to
distribution last year we
[16:27]
number
[16:31]
this 11500
materializ
[16:35]
submission.
As long as this number stays below 4.26%
[16:40]
on tracking
this number falls somewhere in the 95 to
[16:47]
maybe 100,000 range
[16:54]
think
[17:00]
this,000
represents the
[17:09]
We know that some more steel purchased
[17:20]
steel
[17:25]
work.
[17:29]
So hopefully that's a good thing. The
other thing that we saw was that the
[17:35]
distribution when you go back and look
at how November was sell
[17:55]
almost $700,000 in additional retail
sales
[18:01]
November
November
[18:05]
26%
[18:14]
that means the city of Greenwood,000
[18:25]
that will help offset
[18:29]
and then this is your fund balance
report. So we started and ended the year
[18:33]
2025
with a total restricted fund generated
[18:38]
general funds at 524,000.
You're at 537 right now which is about
[18:44]
2.5%.
Remember January is not a good month to
[18:49]
compare because there's a hold back
while the budget is being worked out in
[18:54]
January as far as purchases are
concerned and the amount of flow of
[18:58]
funds. So that pick up in January as a
however when you look at where we are
[19:05]
against last year that does help you're
ups
[19:22]
of that nature.
[19:26]
One of the things that you see here in
75,000 that numbers
[19:45]
I don't know
[19:51]
that money
but it is budget
[20:03]
So now we go to your actual
city
[20:14]
but we do now have them in so I can
bring them to you at the next meeting
[20:20]
but for January you're 1600 ahead of the
As far as revenue stream is concerned,
[20:26]
when you look at
ahead of
[20:38]
the parks department, you're right at
$500 over
[20:44]
sales taxes
that come in and that's pretty
[20:51]
far
So you're on track. Those are the only
[20:57]
activity.
So next
[21:01]
department
[21:05]
it's not going to fail to report.
[21:23]
Are there any questions?
Okay. The first item on the agenda is
[21:29]
the floating bridge project
[21:46]
last month.
[21:58]
So like what's that entail? Is that a
pretty simple process or is that
[22:10]
» materials made out of them?
[22:15]
I'll also ask
[22:36]
» Do you think they need to Are you going
to have to apply for a grant or
[22:39]
anything? Do they need to make that part
of their motion?
[22:44]
Just a a vote to proceed.
>> Do we have a vote to proceed?
[22:49]
A motion. Sorry. Do we have a motion to
provote to We have a motion to proceed
[22:57]
with the dock project.
I'll make a motion.
[23:02]
» Second.
>> Mr. Price.
[23:05]
» Yes.
>> Mr. Travis.
[23:06]
» Yes.
>> Miss Martin?
[23:07]
» Yes.
>> Mr. Edwards?
[23:09]
» Yes.
[23:11]
Foundation report
director's report
[23:33]
that I made the past couple weeks
you guys see
[23:43]
space manage
[24:26]
Can I make sorry that next one is very
important to me. So but just um would it
[24:31]
be possible? So when you have check
marks say under Could
[24:38]
we put six or I can like instead of a
check maybe could we could we do that
[24:45]
same for like volleyball
>> two you know
[24:48]
» I mean just so that people understand
that there's lots of them you know I
[24:53]
mean I think it's it's just you know
showing that
[24:58]
» there's more
>> which technically at Greenwood City Lake
[25:01]
isn't there picnic tables and grills
with
[25:04]
» there is
[25:20]
We need more walking trails.
[25:36]
Yeah, I know.
>> Let's hope not.
[25:40]
» Fancy. Unfortunately,
[25:52]
reason
[26:21]
I talked about last meeting.
[26:56]
schedule.
[27:21]
is the new uh reservation system in
place. Is that working good?
[27:32]
» I think it's
not
[27:43]
There's a newer version of that.
>> Yeah.
[28:09]
cell phone.
[28:19]
» How's it helped your workload? Did it
free it up much? About the same.
[28:24]
» It's a lot easier than what you were
having to do before.
[28:26]
» Good deal.
[28:36]
It's also a water.
[28:53]
Well, you're not getting phone calls and
having to like, okay, write it down
[28:57]
somewhere, put in your
[29:18]
» Didn't we change up the reservation
policy, too? like they have put the
[29:23]
deposit down. Is that in place? Has
anyone
[29:27]
pushed back on that?
[29:52]
Oh yeah, very good.
[30:14]
Who was the videographer?
[30:25]
Here's
another department reach out to you
[30:30]
about that. They uh
>> we're impressed by it. So,
[30:34]
» they want to do it for their department.
>> Is he a green person?
[30:41]
» Okay. So, there's a business called
Diamond.
[30:47]
» Okay.
>> I know you've already started working
[30:51]
with this guy and you like him, but just
in case Might be nice to stay home.
[31:01]
» Was it pretty cost effective?
>> He used to work for Bedford.
[31:08]
» He's really good.
[31:18]
So
[31:21]
» segments
[31:37]
» there's only so much you can pick from.
That's not copyrighted.
[31:40]
» Yes, I'm aware of that, too. But you
could pick better.
[31:46]
» I didn't notice it being bad.
>> Well, the next time you listen to it,
[31:50]
you'll
>> see.
[31:58]
» Sometimes it's best to use like the
nature sounds or something in the
[32:01]
background. That's why I started doing
like when I was doing videos like that.
[32:07]
Tom could create an original score.
>> Oh yeah, Tom.
[32:11]
» I didn't know he was doing that.
>> That's right. You wouldn't charge him
[32:17]
anything.
[32:24]
» Are there any other comments?
>> Well, um the foundation report Ascenda
[32:28]
asked for that to be removed from future
agendas. So you won't unless there's an
[32:33]
objection, you won't see that on future.
>> She thinks it's
[32:37]
» Oh, it's up to you.
>> I mean, I'll just note that there's no
[32:43]
objections to removing it at her
request.
[32:46]
» Is there a reason?
>> Yeah. She said that they're not really
[32:50]
providing grants. The foundation really
doesn't have a lot to do. whereas when
[32:54]
the park was newer and needed more done
to it, but now it's pretty built out and
[32:58]
they're finding that there's no one
coming for grants and so there's really
[33:02]
not not a report. I mean, I don't even
know how long it's been since the report
[33:05]
was given.
[33:21]
This would be the
>> bell park foundation.
[33:40]
She just didn't want to report every
time.
[33:51]
» Any other questions or concerns?
[33:56]
Do we have a motion to
[34:01]
» second
[34:08]
a new record?
>> I love it.
