[7:08] also going ahead and um getting the job application open for our counselors and

[7:21] tuition that the students will pay as well as the um the hourly rates that

[7:27] we'll pay the counselors and coaches. Um so I think we have it we have it all

[7:32] worked out. Um we will donations again. So, if anybody has

[7:40] any businesses that you think would be a good fit, we're going to connect with

[7:44] the businesses that have donated last year to see if they want to do that

[9:50] So since the last time we met the budget was vetted and it was

[9:55] again this is the first time you're a little

[10:01] bit of a summary of a highlight of what happened. Um, at the time we did the

[10:05] budget presentation for the study session.

[10:09] We had the conversation regarding our contingency fund. That was kind of the

[10:14] hold up because the balance was significantly unacceptable for what the

[10:20] reserve was at the wishes of the city council. You guys stepped up to the

[10:26] plate early and you

[10:30] surplus 19,822

[10:35] that budget has not changed that was your actual outside of what finance

[10:40] department control we made some tweaks that number grew from your number as far

[10:46] as the amount of expenditures were concerned by revenues

[10:52] because of some of the things that finance department decided to take some

[10:57] more aggressive action. So you're looking at 19,822

[11:02] off of your this is the operations side. That's the money that's funded by the

[11:07] county sales tax as well as the um general fund.

[11:14] So that was a good thing as far as your restricted accounts are concerned.

[11:19] Nothing changed there. Those accounts balances are the ones that you

[11:23] commission and city council as well. Those are your

[11:30] The one number that's up here that you're going to see that added your

[11:34] 45,000 is the pavilion deposit checking that

[11:38] won't be on your fun report because that's not your money until such time as

[11:43] it is your money. In other words, if you forfeit the depends

[11:49] assuming that everybody is going to play by the rules and ultimately that money

[11:53] will be reimbured back to them. So even though it is a restricted account,

[11:59] it's not in your fund because it's held off.

[12:11] This was the contingency calculing

[12:24] and Also the water sewer has their own

[12:27] contingency from their resources. This was the general unrestricted number that

[12:33] they decided on instead of 20% which would have generated or a little over a

[12:37] million. They council said 15% was settle in that million. That helped in

[12:49] basing that off of what is the expenditures that were budgeted. total

[12:54] budget expenses for each of those departments. So your budget on the

[13:01] operations was 577,000. So that went into the calcul

[13:09] and that was the amount that

[13:16] just under 34 of a million. Going back and doing some things to

[13:22] the budget itself and then bringing it back and proposing it to the council.

[13:27] One of the things that we did was the general insurance dropped from a premium

[13:31] inflation of 15% down to 5%. That's one of the reasons why your property

[13:37] insurance, your insurance for your vehicles and your insurance for your

[13:41] equipment all dropped as far as your expenditures that increase the amount of

[13:46] your surplus. As far as another thing that was suggested I went ahead and did

[13:52] was the red parks to street contris

[14:04] the operating department for police and fire because generated

[14:10] over the years about $60,000 that was held in reserve just in case there was

[14:16] an unexplained major increase based on guidelines but we've now set that around

[14:25] 20,000 as our reserve balance and we pulled back in 4000

[14:31] immensely. So by doing all of that the budget

[14:35] reduction necessary is zero because what we were able to accomplish was a

[14:42] projected general restricted fund balance of 764,000

[14:48] or 17,700 more than what

[14:56] we generated basically enough that there's nothing that had to be across

[15:04] impact. Now, I'm going to shift from that and

[15:08] say that this was the city sales and use tax that we received as far as our

[15:13] distribution in January came in at 4.4% above

[15:19] zero. So, we budgeted last year's monies and we're already just for the month of

[15:26] January 4 and a half%. So that helped city sales tax

[15:36] and then sales tax cameove

[15:41] which helps your operating side that goes into your

[15:49] pressure. So as long as that number stays

[15:54] positive, it's beneficial to both your side

[16:00] and as well as the 1.04.

[16:07] So the only in this is this saw what it did to us in February and

[16:14] that's why February numbers but if you look down at

[16:19] the bottom the percent rebate to distribution last year we

[16:27] number

[16:31] this 11500 materializ

[16:35] submission. As long as this number stays below 4.26%

[16:40] on tracking this number falls somewhere in the 95 to

[16:47] maybe 100,000 range

[17:09] We know that some more steel purchased

[17:29] So hopefully that's a good thing. The other thing that we saw was that the

[17:35] distribution when you go back and look at how November was sell

[17:55] almost $700,000 in additional retail sales

[18:29] and then this is your fund balance report. So we started and ended the year

[18:33] 2025 with a total restricted fund generated

[18:38] general funds at 524,000. You're at 537 right now which is about

[18:44] 2.5%. Remember January is not a good month to

[18:49] compare because there's a hold back while the budget is being worked out in

[18:54] January as far as purchases are concerned and the amount of flow of

[18:58] funds. So that pick up in January as a however when you look at where we are

[19:05] against last year that does help you're ups

[19:22] of that nature.

[19:26] One of the things that you see here in 75,000 that numbers
