[1:06] Theater. They were able to, uh, get some
[1:09] footers poured on the inside of the
[1:10] facility. Uh, they got the okay for the
[1:13] facade, um, for the front wall. Um,
[1:16] they've started demoing that, uh, a
[1:19] little bit at a time. Um they still
[1:21] can't really go all the way because
[1:24] we're still waiting for the encroment
[1:25] permit for um the sidewalk and and all
[1:28] that through CALR. Um all of which was
[1:30] submitted last week. Um so that's just
[1:33] pending now. Um we are kind of starting
[1:36] to make some relationships with the um
[1:39] permit inspectors and the the permit
[1:41] writers. Um it's a slow process uh kind
[1:45] of befriending them, but they're kind of
[1:47] starting to see what we're going
[1:48] through. So, uh, they're kind of
[1:49] starting to come on our side.

[1:55] on, um, some interior rebar and some
[1:58] rebar on the south pad. Um, those
[2:01] pending passing the the city inspector.
[2:04] Then, uh, they hope to pour at least the

[2:11] um they're doing some re um
[2:16] uh checking some stuff with the
[2:18] architect. Um but they yanked off some
[2:20] plaster on the inside of the building or
[2:22] the bathrooms and uh it doesn't look
[2:24] like it's going to fit with the original
[2:26] design. So they're probably going to
[2:27] have to fur it out a little bit and then
[2:29] and then throw some drywall. Um but
[2:31] they're just making sure that that's
[2:33] within the cost formula that that we
[2:35] have going right now. Um, and then with
[2:40] the park, um, with Las Muheres, uh, we
[2:43] got the skate park guys out there. Um,
[2:46] they're getting their construction
[2:47] going. Uh, they started doing some
[2:49] paving in the parking area on the, um, I
[2:52] guess it's the Ninth Street side.

[2:57] redone some stuff right there. Um, they
[2:58] had to pull some stuff out and, put some
[3:01] stuff back in because the sidewalks
[3:02] weren't uh, poured with ADA compliance.

[3:08] they're moving right along. Um,
[3:12] their big thing that they had is the,
[3:14] um, portaloo, which is the outside
[3:16] bathroom that's going in there. That
[3:17] takes some processing time, but they're
[3:19] anticipating that the end of June,
[3:20] beginning of July. Uh, so, you know,
[3:23] it's still falling right in the the
[3:25] middle of their construction period. So,
[3:27] u, we're not going to get bogged down at
[3:28] all with that. Um over here at 303 at
[3:31] the courtyard, um all we're really
[3:35] waiting on is the gates. Um they had to
[3:38] do a redesign because of um I think the
[3:42] original design had the gate kind of
[3:44] floating um instead of on a wheel like
[3:47] on a track and the distance wasn't taken
[3:50] into account. So now with the distance
[3:53] uh they're getting one with the wheel
[3:54] put on. Uh so they're getting that all
[3:56] back sorted out. Um but even with that,
[3:59] they're expecting that hopefully. Uh
[4:02] fingers crossed this week. Um and all
[4:05] they're doing is striping. Um putting
[4:08] some some landscaping behind the bus
[4:10] stop right there against the fence. Uh
[4:12] they're going to replace the fence
[4:13] slats. Uh make that all kind of look um
[4:18] even the same, you know, all the way
[4:19] across. Um and then once that done,
[4:23] that's done. That'll be the first
[4:24] project of 26 complete. Um we're
[4:27] shooting for possibly this week. Um
[4:31] worst case scenario will be next Friday.
[4:33] Um with trying to get um Smart to come
[4:39] on over um pull into the little bus
[4:41] charging station, get some, you know,
[4:44] some stuff for the social media stuff
[4:46] and and uh show that we actually have a
[4:49] fully functioning uh charging station
[4:51] and um fleet charging all that as well.
[4:55] Um, they did run into an issue with the
[4:57] breaker. So, pending how fast that
[5:01] actually comes in. Uh, it might not
[5:03] actually be working for the picture. U,
[5:05] but it'll be like the next week. Uh,
[5:07] that's just, you know, way order the way
[5:10] ordering goes. You know, sometimes you
[5:11] get here when you want it, sometimes you
[5:12] don't. Um, so that's that. Um the only
[5:16] other thing we kind of had um you know
[5:19] we've had day and error coming through
[5:20] all this uh
[5:23] all this grant paperwork and we're
[5:24] starting to get a bunch of you know
[5:26] reimbursements going and and getting
[5:28] some money coming back to us. Um, we
[5:30] were on a talk last week um with the new
[5:34] agency that is doing our uh grant
[5:36] management. Um, and they brought up that
[5:40] based on our population, CDBG might be
[5:43] giving us um formula money or might
[5:46] should be giving us formula money
[5:48] because of our population and we're DAC
[5:50] and all these kind of things that kind
[5:51] of meet this little criteria. Uh, so
[5:54] they are looking into that and then we
[5:55] will let you guys know what they come up
[5:57] with. But uh that is all I have. So is

[6:10] center is that going to we're going to
[6:13] eliminate that and charging is going to

[6:25] vehicles. Uh so we will decommission the

[6:36] earmark funds that we received from
[6:38] Carver Hall's office just replace that
[6:40] with a pay to use charger so that we
[6:42] don't eliminate the ability for people
[6:44] to charge there.

[7:07] little bit about if there is a plan in
[7:09] place. I know that there's summer
[7:10] recreation coming up. Um, kids are out
[7:13] on school. So, um, you know, I just
[7:16] signed up for the Junior Giants as a
[7:18] coach. I want to see what that looks
[7:20] like. I know that um I got an email
[7:22] saying that um that little league opens
[7:25] up next week and so I want to make sure
[7:27] that parents are in forformed. What does
[7:29] that look like for them? They're going
[7:31] to start making plans. Um and then um I
[7:34] continue to get um questions in regards
[7:36] to the horseshoes. I know that um when
[7:39] we had the cleanup at the park, there
[7:41] was some funding that went into
[7:43] supporting um the park updates. And so,
[7:48] um, also if you have any updates in
[7:50] regards to that, that way I can also
[7:51] share with the horseshoes. I think
[7:52] they're just eager to get out there and
[7:54] play. And, um, I think, um, anytime we
[7:57] have a space for the community, that's
[7:59] really important to keep maintained.
[8:02] » Yeah. Uh, so we'll start with the Junior
[8:03] Giant stuff. Um,
[8:07] the, um, I guess he's the local
[8:09] commissioner, uh, Fernando. He came by
[8:11] today. Uh, I was not in the office, but
[8:13] I intend to call him tomorrow. Um that
[8:15] is not something that we're looking to
[8:16] stop or postpone. Um but as uh you know
[8:22] today being a council day, there's not a
[8:24] lot of room for just random meetings. Um
[8:28] so that's on the agenda tomorrow. Uh
[8:31] because we need to get in touch with
[8:32] him. Uh find out how many coaches we
[8:34] have. Do we have enough coaches? Uh what
[8:36] are the steps going forward? Um I think
[8:38] they have a Slack channel that they do
[8:40] their communication on. Um so we need to
[8:42] get up to speed on that. and then uh
[8:45] also start to get in touch with the um
[8:48] recreation commission and get them more
[8:51] involved and back on board uh with this
[8:54] whole process. Um
[8:56] and then for the horseshoes uh the mayor
[9:00] brought that up to me this morning as
[9:01] well. Um so we will start having the
[9:06] maintenance guys go out and assess that
[9:08] and get that back in operational order.
[9:11] Um, you know, with it being a horseshoe
[9:14] pit, it shouldn't take that long to
[9:15] actually get functioning again. Um,
[9:17] they're pretty simple stuff. Uh, there
[9:20] should be like a one day turnaround or
[9:21] so. So, uh, we'll get them out there,
[9:24] get that going.
[9:25] » That's That is pretty easy fix. There's
[9:27] three horseshoe pits. Uh, Trust Pro
[9:31] donated wood about a month and a half
[9:34] ago for that and it's in the storage
[9:36] area. And so it's a matter of uh just
[9:40] getting the crew out there. And I know
[9:42] the fence was down and then sand was put
[9:44] there. Uh I I don't know about that, but
[9:47] in a horseshoe pit, you have to have
[9:49] clay in the actual pit or or
[9:51] » I think that was added the clay when
[9:53] » Inside um when we did the park cleanup,

[10:01] excavate all the sand out um probably 3
[10:03] hours in there and then my father went

[10:12] it up and put it back in. So that that
[10:14] does not need to be touched the sand
[10:16] inside because it already has clay and
[10:18] it's um approved to not bounce.

[10:26] believe all the sand was fixed.

[12:11] would come and play basketball and stuff
[12:12] like that. I mean, that's not
[12:14] necessarily something that we intend to
[12:15] change. Um, but what I would encourage
[12:18] is some of these other agencies like the
[12:19] schools, the Boys and Girls Club to be
[12:21] more proactive and get more involved
[12:22] with their community, you know, because
[12:24] city hall can absorb every activity. We
[12:26] don't have the staffing, we don't have
[12:27] the manpower, we don't have the
[12:29] supervision. Um, but we will try to keep
[12:33] things going the best we can. You know,
[12:36] we have outdoor facilities here. We have
[12:38] outdoor facilities at Okonnell. Uh, so
[12:40] there is locations where people can
[12:43] participate in, you know, recreation.
[12:46] Um,
[12:47] I think as a city we're going to try to
[12:51] maintain the Junior Giants the best we
[12:53] can and have that our plan going
[12:54] forward. Um,
[12:58] because that's bringing structured
[12:59] activities to the city, which is
[13:01] probably what's really missing as far as
[13:04] participation out of club. Um, so I
[13:09] would say that is our focus going
[13:11] forward. But to say, you know, a week
[13:15] post the recreation manager, do we have
[13:18] a direct plan in place to make sure that
[13:20] every kid is taken care of over the
[13:21] summer? We do not.
[13:26] » Go ahead. Um hopefully by the end of the
[13:28] month or um within the new next months,
[13:30] it would be great just to make sure that
[13:32] our recreation commission is up to date
[13:35] so they're not feeling um left out or
[13:37] anything as we move along with this
[13:38] process.

[13:41] are updated in terms of what's going on.

[13:45] there's a the continuing activities.

[14:48] there's specific things that the Junior
[14:50] Giants requires for the coaching for the
[14:54] there's a a list of like the seven weeks
[14:57] of you have to do this and perhaps
[15:00] Fernando has that and be good to get
[15:01] information from him see what's you know
[15:03] what's going on. So
[15:04] » Yeah, it's my understanding that um the
[15:07] Santa Maria like region or the Santa
[15:10] Maria Valley I guess is um they did have
[15:13] uh somebody who had attended all those
[15:16] activities that the Giants had put on.

[15:18] » Perfect. I I was just reached out by the
[15:21] commissioners for Guadalupe and sharing
[15:22] their concerns. And so that's why I
[15:24] bring that up because I did hear
[15:26] firsthand their concerns and we
[15:28] previously had a joint commission um
[15:30] joint meeting with them where they
[15:32] shared that they kind of felt out of the
[15:33] loop and they wanted to be more
[15:35] supportive and so um just want to make
[15:37] sure that um we're supporting each other
[15:39] during this difficult time.

[15:42] could give them my phone number um and
[15:45] email and, you know, they can connect
[15:48] with me and we can talk it out on the
[15:50] moment and see what kind of ideas they
[15:52] have versus, you know, trying to pass
[15:55] everything through you. Ju just to make
[15:57] it to where, you know, if if we can come
[15:59] up with something a little bit quicker
[16:00] and and get these questions kind of
[16:02] answered a little bit more proactively,
[16:03] then, you know, the it's ease
[16:06] transitions.

[16:09] commission meetings moving forward be
[16:11] cancelled or are you going to continue
[16:13] to have them? And if you're not going to

[16:22] with the recreation commission.

[16:48] people that play it that in basketball.

[16:53] just organizing it to see who can do
[16:56] what. So I think during this lapse that
[17:00] there's people that will come to, you
[17:02] know, come forward to to help out. So
[17:07] So is your dad still involved with the
[17:09] horseshoe?

[17:26] believe he spent two weekends trying to
[17:27] um fill back the dirt.

[17:31] there should have been a the a plan of
[17:34] who's going to do what when and then uh
[17:36] what the the resources are the like the
[17:39] like there's wood there that's already
[17:41] ready to ready to you know be placed and
[17:44] that's not a hard thing to do. So thank

[18:56] I forgot her last name. She's the
[18:57] president of the uh Marian Hospital
[18:59] Board. And

[19:04] for her to come down to Guadalupe to to
[19:07] have lunch so we can discuss some other
[19:09] issues uh because we're looking at
[19:12] trying to put on a health and safety
[19:14] fair at Riverview. Um I've already went
[19:17] down and spoke to um someone there in
[19:20] the office. Um and I have a meeting with
[19:23] uh one from fire, one from police uh so
[19:26] that we can put together uh what we
[19:28] think some things they may need and then
[19:30] we'll also include them and I want to
[19:32] try to bring some health officials from
[19:35] uh Marian. So that's uh the reason we'll
[19:37] be meeting with the president here in
[19:39] Guadalupe having lunch.
[19:42] also during the week uh um met with uh
[19:45] Hancock president. Uh we were in another
[19:48] board meeting and um he wants to come
[19:51] down to Guadalupe. Um I want to talk to
[19:54] him concerning some um issues about
[19:57] getting some of our kids uh to the
[20:00] college and at least bringing some of
[20:02] the resources here in Guad um at an
[20:05] early age at our junior high level u
[20:07] where it should be starting to kind of
[20:09] get our kids into that thought process.
[20:12] uh a lot sooner than waiting for high
[20:14] school. So, uh he is looking forward to
[20:16] that. Um I just got to set a date so
[20:19] that he can come down and uh we'll tour
[20:22] and talk about things here uh in
[20:24] Guadalupe. I was in a a reb uh a u
[20:27] webinar this morning at uh 6 on on the
[20:31] safer grant um that is opening back up
[20:35] and uh we have Barbara who is our our
[20:38] grant writer. Um, we have all the
[20:41] information. We've applied before. Um,
[20:43] that could be three years that we really
[20:46] don't have to pay for for firefighters.
[20:48] Um, that could help us cuz we just lost
[20:51] our one uh PCF. Um, he's gone to the um
[20:56] wildfires um for the summer. So, we're
[21:00] going to have to look to try to fill. We
[21:01] got uh two potentials um that we hope we
[21:05] can work out something to get them here.
[21:07] Um, we had the Memorial Day event and
[21:10] I'll leave that to the mayor to talk
[21:11] about as far as um I keep saying Sunday.

[21:23] uh and Ameilia was there and so forth.

[21:35] memorial and at the Santa Maria Police
[21:37] Department. Um very good event. We had
[21:40] all the way from from LMPoke different
[21:42] departments that were there. So that was
[21:44] the uh um as far as falling officer um
[21:47] memorial that we had there. Um I
[21:50] attended the I'm on the board of the New
[21:52] Life K9 program. So, we were in slow
[21:55] talking about um
[21:58] how to get um service animals to um
[22:03] first responders and to uh veterans. Um
[22:07] the only thing that really kind of came
[22:08] out they um I've never seen the
[22:10] commercial. Everyone talks about the
[22:12] commercial. I have it's me and Debbie in
[22:13] there and uh they said it's been very
[22:15] successful. So, um, I let them know if
[22:19] we're going to they want to do some more
[22:20] commercials, any commercials we're going
[22:22] to film in Guadalupe. So, I says we we
[22:26] need to get that put out in front. Um,
[22:29] probation department as far as the
[22:31] budget uh the budget work group um that
[22:34] was going good, but uh they've had some
[22:37] uh they're going to have some some
[22:38] deficits. Um, and at times that can
[22:41] affect some of our youth that are in
[22:43] that probation system for them to be
[22:45] able to get resources. Um, but I'm going
[22:48] to to uh those monthly meetings uh to
[22:51] make sure that um um kids that are in
[22:54] our area uh are are getting provided
[22:57] services that they really need. Um, last
[23:01] week I attended the uh Santa Maria
[23:03] airport tabletop uh exercise with uh
[23:07] TSA, Homeland Security. We had Santa
[23:10] Maria uh FBI and everybody else. Um,
[23:14] very good uh tabletop. It's something
[23:16] that is mandatory on a regular basis.
[23:19] And it was great to um
[23:22] talk with the the the staff there. Um
[23:26] we're in our ninth year of the contract
[23:30] um that we signed uh public safety and
[23:32] and um the airport and you know we've
[23:36] looked at um approximately over almost
[23:39] about 600 something thousand dollars and
[23:41] that's just revenue um that has come our

[24:02] we're going to be volunteering
[24:05] this Thursday at Boys and Girls Club um
[24:07] at the mentoring event. Um so uh they
[24:10] reached out to us to to head down there.
[24:13] Uh we did this last year um in
[24:16] conjunction with some of the Santa Maria
[24:18] uh people. So um it's really good when
[24:20] we have all our kids there and they'll
[24:22] be sanctioned off with an officer or a
[24:25] firefighter.

[24:29] one uh police officer and one
[24:31] firefighter um they're they've been
[24:33] tasked with putting together a kids
[24:35] outreach event. Um I discussed it this
[24:40] weekend with them and um they're they're
[24:43] really excited. So it's more of just uh
[24:45] getting public safety out into the
[24:47] community and the community to uh really
[24:49] get to know us. Um on a more
[24:53] kind of ser oh well the last one before
[24:55] the serious note um after June 12th um I
[24:59] have a uh meeting
[25:02] in uh Monaceto um with uh donors
[25:06] regarding the Royal Theater um and some
[25:09] projects I talk with Dave about uh David
[25:13] about the um opening and uh what are
[25:16] some of those things kind of looking
[25:17] like and um um they have some kind of
[25:21] ideas that we want to put together. Um
[25:24] so uh I'll be uh they're they're in the
[25:27] UK right now. Um I talked with them. So
[25:31] they'll be back and uh we'll be uh
[25:34] meeting just to do preliminaries to see
[25:36] what is the possibilities. Um they're
[25:38] very much to see what like what they can
[25:40] do here in Guadalupe. And so to kind of
[25:43] bring some of those resources up here I
[25:45] think would be um very important.
[25:49] Um, I just finished up after this
[25:52] weekend. Um, met with pretty much or met
[25:55] with all fire uh personnel and met with
[25:59] pretty much all police personnel, sworn
[26:02] and nonsworn. Um, I think it's very
[26:05] important uh regarding the budget. Um,
[26:08] if it's going to affect people, then uh
[26:11] they need to be uh brought into the
[26:13] loop. Um, I gave them as much
[26:15] information that I had to kind of share.
[26:18] And what I was looking for them is for
[26:20] their input. If I'm going to uh ask them
[26:23] to kind of have some of this burden, um,
[26:26] I think it's important for managers to
[26:28] be able to speak to all their employees
[26:30] and see what their their uh, input is
[26:33] and then formulate some. So after that,
[26:35] I was able to put together a public
[26:38] safety contingency plan for for the
[26:41] budgeting. uh we kind of mapped out what
[26:44] our critical department needs were and
[26:46] what our deferred department needs are
[26:48] and then we looked at all our uh where
[26:50] revenue can be brought in um to be able
[26:53] to maybe to support some things and to
[26:56] hold off on some things. So, it was it
[26:57] was very positive and I think uh um the
[27:01] employees uh of course no one's happy
[27:04] with it, but at least they're having a
[27:06] voice and uh that way at least when when
[27:10] things do kind of fall, they understand
[27:11] that that they're going to fall behind
[27:13] this and and we're all going to head in
[27:14] the same direction. So, u it's it's
[27:17] important to to uh get their input and
[27:19] feedback. So um kind of finally finished
[27:22] that and uh they're also gave them the
[27:26] vision of uh what I see us moving
[27:29] forward to for the next fiscal year and
[27:32] the next two years after that um as far
[27:35] as um some of the things that they are
[27:37] looking for what I think that we should
[27:40] be doing following from what the goals
[27:42] are that the uh council gave us a couple
[27:44] years back. um using that as the the
[27:47] template so that way they stay focused
[27:50] on what the mission is and what
[27:52] direction we're going. So with that
[27:55] that's my report unless there's any

[28:15] really an important conversation to be
[28:17] had. Um I've connected with the schools
[28:19] in regards to um kind of this issue is
[28:22] how can we um ensure our kids are going
[28:24] to higher education. Um some things they
[28:27] shared is that um I have toured the Lo
[28:30] Valley the Loke um Hancock College and
[28:32] the Santa Maria one. I went to the
[28:34] public safety department. It was
[28:36] phenomenal um everything they had and I
[28:38] think I even seen some action. Um but
[28:41] seeing how they this um Hancock can
[28:43] expose our community to the different
[28:45] departments, I think it's really
[28:47] important. Um after I worked at the Dune
[28:49] Center for 10 years, I thought, "Wow, if
[28:51] I would have been exposed to this career
[28:53] earlier, I would have been a biologist."
[28:55] Um so exposing our students at
[28:57] » They were too late.
[28:59] » Um is is really important. So if you can
[29:02] just share with Dr. for Walters if
[29:04] there's any way that we can um bring
[29:06] that exposure down to our communities,
[29:08] get our our parents exposed. Just as the
[29:10] mayor mentioned, it's never too late. Uh
[29:12] my partner is going back to Alan Hancock
[29:14] College and I'm really excited to
[29:16] support them. And so, um, if we can
[29:18] expose students early on to what
[29:20] departments there is, um, the better.

[29:25] direction I get from you guys here is,
[29:27] um, they've always offered and
[29:30] got to be very straightforward is, you
[29:32] know, it's easy for me to explain to,
[29:34] you know, to go be a cop, be a fireman.
[29:35] I want them to find other jobs. Um, you
[29:39] know, uh, I'm proud of what we do, but,
[29:41] you know, there's there's other
[29:42] opportunities out there. And if we can
[29:44] get them on field trips, you know,
[29:46] especially, you know, someone who might
[29:48] drive a bus, um, that can volunteer
[29:51] their time to be able to, uh, take a
[29:54] group of, uh, young people to to some of
[29:56] those, uh, campuses. Um, I think that'll
[29:59] be great. I believe all third graders
[30:01] here in Guadalupe actually do um I don't
[30:03] know if it's called week of action or
[30:05] bow or something along those lines where
[30:06] they go to Hancock and explore and
[30:09] they're with their teachers but I think
[30:10] it it's a little a step further than
[30:12] that um because they can go expose but
[30:14] what does that conversation looks like
[30:16] with their parents um and their parents
[30:18] telling them they can do that
[30:19] » And that's the key part is getting the
[30:21] parents um because I I did a talk there
[30:24] and I got to meet some of the faculty um
[30:27] and so they're kind of plugged in but
[30:30] that's the key component is is the
[30:32] parents and some are either working or
[30:34] whatever but um if I can find that tie
[30:37] in so that we have not only the
[30:40] community help pushing our youth but
[30:42] then too when they get home so we have
[30:44] 24hour pushing them to the the direction
[30:47] that they should go. So

[32:21] Guadalipia Harvest Festival at Jack
[32:23] Okonnell Park. Uh Mr. Trillo.
[32:26] » All right. Uh Mr. Mayor, council
[32:28] members, community, and staff. Uh so
[32:31] this kind of came to uh fruition a
[32:35] couple months ago um
[32:39] about trying to bring a festival to the
[32:41] city of Guadalupe. Um a first kind of
[32:46] first off for the Central Coast um a way
[32:49] to kind of bring people to the community
[32:51] that wouldn't normally come to the
[32:53] community. Um and bring something about
[32:56] that maybe people in the community would
[32:58] be interested in. um and what um
[33:02] Austin and SlowCal Roots has kind of put
[33:05] together here. Um so the intent is to
[33:09] get some kind of direction on whether or
[33:11] not they should move forward or they
[33:13] shouldn't. Um they're working with um
[33:18] good vibes uh a slowcale management
[33:20] company um like real marketers that do
[33:24] this often um and they want to book real
[33:28] bands um bands that have headlined areas
[33:32] like you know the Monterey Festival um
[33:36] Avala you know different things like
[33:37] that so these these they're in demand so
[33:42] if we want to have something like this,
[33:45] they need to kind of get their marketing
[33:46] going. Um, this has a potential to bring
[33:50] 10, 12, 15,000 people here to the
[33:53] community uh over a weekend. Um, it is a
[33:56] permitted event if it is to go through.
[33:59] Um, potential earnings for the city
[34:03] would be somewhere between $60 and
[34:04] $100,000 uh depending on tickets,
[34:07] parking, u various things like that. Um,
[34:10] I'm sure Austin will touch on it here
[34:12] shortly. Um they are aware that they
[34:15] will have to cover all overhead for any
[34:17] PD, fire, uh anything like that, any
[34:20] overtime hours. Um and security um
[34:24] they've already gone through all this
[34:25] with chief about what the requirements
[34:27] would be. Um and there is some planning
[34:30] going on uh some discussions with Bill
[34:33] um about whether or not it would be
[34:34] allowed, would it not be allowed for our
[34:37] municipal code. Um, our mun municipal
[34:39] code doesn't really hit on it all too
[34:41] much, so it would fall under state state
[34:43] code. State code says it's okay.
[34:45] However, um, there may be other things
[34:47] that kind of get in the way. Um, I think
[34:49] Philip is doing some research on that.
[34:52] Um, but that's all I got. Uh, Austin's
[34:55] going to come up. He's got a little
[34:56] PowerPoint. He's going to give you about
[34:58] 10 minutes and then, uh, people will
[35:01] move on. Let me uh you know normally um
[35:06] what what should happen

[35:16] on. uh a confirm the city's willingness
[35:20] to move forward with the permitting
[35:21] process for the proposed Guadalupy Green
[35:24] uh Greens Festival at Jack Oonnell Park
[35:26] and B authorize event organizers to
[35:30] begin marketing and advance ticket sales
[35:33] while permit conditions are finalized
[35:36] and C direct staff to continue working
[35:39] with the event organizers to finalize
[35:42] operational requirements, fee
[35:44] structures, public safety measures and
[35:47] regulatory compliance prior to final
[35:50] permit approval and or decline to move
[35:53] forward with the proposed festival. So,
[35:56] I just want to lay that out so people
[35:57] know what we're talking about. So,
[35:58] Austin, it's yours. Thank you, Mayor.
[36:01] Um, council members, my name is Austin
[36:03] Canella. I'm the founder of Route One
[36:05] Presents and the managing member of
[36:07] Route One Dispensary, our local
[36:09] dispensary here in Guadalupe. Um, I'm a
[36:11] Central Coast native and I've been
[36:12] building businesses here for over two
[36:14] decades, working alongside local
[36:16] government and local law enforcement.
[36:18] But tonight, I want to talk about
[36:20] building something bigger, an event that
[36:22] I believe can put Guadalupe on the map
[36:23] in the way that this community deserves.
[36:26] Before I walk you through the
[36:27] presentation, I want to note that we've
[36:29] already completed full draft permit
[36:31] package, including site plans,
[36:32] operations plan, parking plan, security
[36:35] plans, etc. Um, all that's on file with
[36:37] city staff. So, we didn't come here with
[36:39] just a concept. We tried to come here
[36:41] with a plan. Um, go to the next slide.
[36:44] Um, I also want to say that we haven't
[36:46] been working in a vacuum. Um, we've been
[36:48] in close communication with city staff
[36:50] throughout this process and I'm very
[36:51] grateful for the support we received
[36:53] from everyone um that we've worked with
[36:55] so far and from the community response
[36:57] that we've seen so far. I think it's
[36:59] clear that Guadalupe is ready for
[37:00] something like this. Um, so let me
[37:02] introduce the Guadalupe Greens Festival.
[37:04] Um, it's two days September 19th and
[37:06] 20th at Jack Ookono Park up to 10,000
[37:09] people a day. An estimated 150 to 250
[37:13] temporary local jobs at zero net cost to
[37:16] the city. And go to the next slide. Um,
[37:18] going to talk about the venue. One more
[37:20] slide there. Uh, Jack Connell Park is
[37:22] approximately 15 acres of flat open
[37:25] fencable land with existing
[37:27] infrastructure already in place. There's
[37:29] restrooms, ball courts, a covered
[37:30] barbecue pavilion, and it sits naturally
[37:33] set back from most of the dense
[37:35] residential of town. And um because the
[37:38] proposed parking would sit at Highway
[37:40] One and West Main Street Quarter,
[37:41] festival traffic would never touch
[37:43] residential streets. Um I've looked at a
[37:45] lot of sites um for festivals and this
[37:48] one, this one works. The boundaries
[37:49] work, the access works, and the
[37:51] infrastructure works. Um it was it was
[37:53] kind of made for an event like this. um
[37:56] go the next one which is the site plan.
[37:58] Um this is just a working site plan um
[38:00] drawn over the actual park footprint. It
[38:02] kind of gives you a sense of how each
[38:04] zone um would relate. There'd be a main
[38:06] stage area, some food areas, a family
[38:10] area, um a car show on the in the
[38:13] parking lot there. And then there would
[38:15] be a cannabis village in the north
[38:17] corner located on the ball field. Um,
[38:21] what you can see is it's physically
[38:22] separated from the main stage area if
[38:25] the site allows. And that's kind of the
[38:26] closeup on the right there shows that up
[38:28] there on the ball ball field.
[38:30] » Is that the orange?
[38:31] » The orange is actually the the other
[38:33] ball field which would be the uh staff
[38:35] parking.
[38:38] So the green with the kind of green
[38:40] diamond shape, that green diamond shape
[38:41] would be the consumption tent. So it
[38:44] would kind of focus consumption inside
[38:46] of a a tent
[38:49] » Structure. Yeah.
[38:50] » Be a pull a pull tent essentially.
[38:53] » So it have open sides but a covered top.
[38:57] Um and then there's the cannabis vendors
[39:00] located within there. And then the red
[39:03] block in the top left that would be
[39:04] where the cannabis sales took place. Um
[39:07] all by Route One underneath Route One's
[39:10] license. um and a dcc permit which we'll
[39:13] get into here in a second. Um
[39:17] but um this would basically you know
[39:21] this site plan still being refined and
[39:23] we'd continue to work through this
[39:24] throughout the permit process um as
[39:27] public and staff feedback came in as
[39:29] well. Um so this would be an all ages
[39:31] event if you want to go to the next
[39:32] slide. Um we'd have the main stage area.
[39:36] There would be two food zones, um a kids
[39:39] area uh located and fenced in and around
[39:42] the existing play structure, the car
[39:45] zone on the parking lot and a holistic
[39:47] village area on the um basketball court
[39:51] which would be like massage and
[39:53] acupuncture and other type of uh of
[39:56] holistic um vendors. Um, and those would
[39:58] all be open to every generation. Um,
[40:00] except for this cannabis component,
[40:02] which would be the only fully contained
[40:03] zone, um, and completely separate from
[40:06] the rest of the event. The food program
[40:08] would prioritize Guadalupe restaurants
[40:10] and five city businesses. The car show
[40:13] is built around the central coast low
[40:14] rider culture and the event is designed
[40:16] to reflect the community it is in from
[40:18] the food to the music. Um, go to the
[40:21] next slide. Um, on the talent, we are in
[40:24] active negotiations with headlining acts
[40:26] like Revolution, Collie Buds, and
[40:28] Bington Levy. We haven't been able to
[40:30] sign any contracts yet, but I want to be
[40:31] straight with you. Um, we need to have
[40:33] the city's authorization first before we
[40:35] can move forward with any of that. Um,
[40:37] because locking in talent at this level,
[40:39] uh, requires us to make some significant
[40:41] capital investments, and we can't do
[40:43] that without knowing that the city is
[40:45] with us. Um, that said, these aren't
[40:47] cold calls, these are, um, established
[40:49] negotiations. Um and um we're ready to
[40:52] pull the trigger on that. So uh
[40:54] Revolution is one of the nation's
[40:56] largest reggae acts. They uh started in
[40:58] Santa Barbara and they have a deeply
[41:00] loyal touring fan base on the west
[41:02] coast. So their audience travels and
[41:04] that matters for Guadalupe because those
[41:06] visitors would also be spending money
[41:07] here. Um Good Vibes are present presents
[41:10] our production partner has produced the
[41:12] Abila Avala Beach Revolution Show for
[41:14] the last 10 years. Um which we would be
[41:16] relocating here. So there wouldn't be
[41:18] the Revolution Show in Avala this year.
[41:20] It would be here in Guadalupe. Um so
[41:23] it's it's it has a 10-year kind of
[41:24] running start at least of this headliner
[41:26] and this this fan base here on the
[41:28] central coast. Um and other acts like
[41:30] Collie Buzz and Bington Levy would bring
[41:32] international credibility um and strong
[41:35] positive messages um with strong social
[41:37] media reach that would support our
[41:39] marketing efforts as well. Um, so as
[41:41] David mentioned, the names on this
[41:43] lineup would signal to the regional
[41:45] music community that this is a serious
[41:47] production. Um, the full lineup is being
[41:49] built out, but uh, over 20 regional and
[41:52] local acts would would fill both stages.
[41:54] Go to the next slide. Our production
[41:57] partner, Good Vibes Presents, is an
[41:58] experienced national festival company. I
[42:01] already mentioned the Avala shows. Um
[42:03] they've ran those for the last 10 10
[42:05] years and they also do festivals like
[42:06] Holo Holo Fest and Cali Roots which was
[42:09] just this last weekend in Monterey. So
[42:12] they would be replicating that same
[42:14] level of production infrastructure here
[42:16] handling staging logistics vendor
[42:19] operations and day of coordinations. Um
[42:21] they would work directly with our team
[42:24] our harm reduction partners and
[42:25] Guadalupe PD as well. Um so I would be
[42:28] bringing the compliance and the cannabis
[42:30] operations as well as the dream and they
[42:32] would be bringing the production
[42:34] experience but together um we are
[42:36] professional operation with a track
[42:37] record in this exact market. Um next
[42:40] slide.
[42:42] Uh safety and compliance. I know this is
[42:44] important and I want you guys to feel
[42:46] confident that we've uh been working
[42:48] will continue to work with Chief Cash on
[42:50] this but we feel like we have a a strong
[42:52] safety plan. to go to the next slide.
[42:55] Um, the DCC compliant cannabis village
[42:58] would be operated by Route One under our
[43:01] existing Guadalupe operator permit and
[43:03] our state retail license. So, it
[43:05] wouldn't be a new operator um asking for
[43:07] trust as we have already have a working
[43:09] relationship with the city. The village
[43:11] would be fully enclosed with opaque
[43:13] fencing on every side. You would not be
[43:15] able to see into it from the general
[43:17] festival area. There would be a single
[43:19] staffed entry and a single staffed exit
[43:22] where age uh would be strictly enforced
[43:25] 21 and over with governmentissued IDs
[43:27] with no exceptions. Um there will um
[43:31] most likely be a DCC compliance agent
[43:33] from the state on site throughout the
[43:35] event. Um cannabis consumption would be
[43:38] limited to the designated cannabis
[43:40] consumption tent in the area within the
[43:43] perimeter of the cannabis village. Um,
[43:45] so no cannabis product or signage would
[43:47] be visible from any family area or
[43:49] outside of the cannabis area and the
[43:52] village would close 30 minutes before
[43:54] the main stage uh each day. Um, we've
[43:57] begun to apply for the event organizer
[43:59] license with the state and the temporary
[44:01] event license would get filed with the
[44:03] DCC no later than July 21st, 60 days
[44:06] before the event as required. Next
[44:09] slide. Um, we would have uh BSIS
[44:13] licensed security guards. There'd be 29
[44:15] on Saturday, 25 on Sunday. Dedicated
[44:18] offers serves inside the cannabis
[44:20] village at all times. There would be
[44:22] overnight security um with exterior
[44:24] coverage on Saturday and full
[44:26] coordination with uh Chief Cash and the
[44:28] Guadalupe Fire Department and EMS
[44:31] throughout the event. Um for medical and
[44:33] harm reduction, we would be either
[44:35] working with the Guardian team out of
[44:36] Santa Barbara or Jaw Med. Both are
[44:39] professional harm reduction
[44:40] organizations with proven festival
[44:42] records. Whichever partner we finalize
[44:45] bring would bring things like Narcan,
[44:46] fentanyl test strips, drink test kits,
[44:49] wellness checkpoints, a sanctuary space,
[44:51] and an ambulance on site both days. The
[44:54] Guardians track team uh record includes
[44:57] Soultopia and Santa Barbara this year
[44:59] with over 11,000 attendees with zero
[45:02] overdose fatalities.
[45:04] Um, next slide.
[45:07] Um parking. Um this has been a concern
[45:09] and I want to address it head on. Um we
[45:12] are proposing that the uh public parking
[45:15] would be at the highway one and west
[45:16] main street coordinate corridor on um
[45:19] the pasada pasadera devel commercial
[45:22] development lots essentially. Um we've
[45:24] received um initial um verbal um okay
[45:28] from the developer who's going to be
[45:30] working with the land owners to give us
[45:31] full authorization. But that is the
[45:33] natural entry point um into Guadalupe.
[45:36] um where all three main travel corridors
[45:39] converge. So attendees would park at the
[45:41] edge of town and take the free shuttle
[45:43] straight to the park um to try to avoid
[45:46] festival traffic on uh residential
[45:48] streets. Um so combined capacity across
[45:51] those lots is approximately 2,800
[45:53] vehicles after surface preparation and
[45:56] our Saturday peak parking demand using
[45:59] standard transportation methodology
[46:01] comes out to around 2,700 vehicles. So,
[46:04] we have a little bit of a positive
[46:05] surplus on the busiest day. Um, there
[46:07] would be a shuttle fleet on Saturday.
[46:10] Um, would be 10 coaches running in a
[46:12] continuous loop with about 1,750 riders
[46:14] per hour. Um, and we'd also coordinate
[46:17] with Amtrak's Pacific Surfliner stop
[46:19] here in Guadalupe. Um, which would
[46:21] hopefully keep a portion of attendees
[46:23] off the road entirely. Um, but all
[46:25] parking and shuttle costs will be paid
[46:27] for by the event with zero cost to the
[46:29] city. Um, next slide. Um now the
[46:33] financial picture um what what's in it
[46:35] for the city. Go ahead to the next
[46:37] slide. Um we we are proposing some
[46:40] direct revenue to the city. Um we're
[46:42] projecting approx uh somewhere around 60
[46:44] to $73,000.
[46:46] That would come from a $4 per ticket per
[46:50] day contribution. So $2 per ticket per
[46:53] day would go to a park improvement fund
[46:56] and $2 per ticket per day would go to
[46:59] the city's general fund. Um, in addition
[47:01] to that, there would be additional
[47:03] alcohol sales tax. Um, the 4% cannabis
[47:07] uh contribution from our existing
[47:08] cannabis um business agreement with the
[47:11] city um on top of food, merch, sales tax
[47:15] um and other permit fees. Um, but every
[47:17] city operational cost from police, fire,
[47:20] staff time um would be build um at cost
[47:23] directly to us. The city wouldn't absorb
[47:25] a dollar of that. So there would be a
[47:28] net financial gain to the city of
[47:29] approximately 70 to $90,000 um when you
[47:33] factor in um the community benefit that
[47:36] we're also proposing which would be 50%
[47:39] of the food vendor fees would be um go
[47:42] to Guadalupe nonprofits um by our
[47:44] estimates that's probably 20 to $25,000
[47:48] um which would go to local organizations
[47:50] um and we're inviting the city to
[47:52] participate in choosing which ones
[47:54] receive it. Um
[47:57] go ahead the next slide
[48:00] would be um those are the the direct
[48:03] numbers. The indirect uh
[48:08] impact would be is a little bit harder
[48:11] uh to nail down but it matters for guy's
[48:14] long-term story. Okay. So, if you want
[48:15] to go one more slide, one more. Um,
[48:19] we're looking at roughly 11 to 14,000
[48:23] total attendees over the weekend. That's
[48:25] a meaningful meaningful share of those
[48:27] people are coming in from outside of the
[48:28] immediate area. They will stop for gas.
[48:31] They will eat before and after the show.
[48:33] They will stay in Santa Maria or the
[48:34] five cities areas. Although there are no
[48:36] hotels in Guadalupe, but there are
[48:38] spending that will happen here and the
[48:40] surrounding area that would not happen
[48:42] otherwise. Research on comparable
[48:44] festivals puts the regional economic
[48:46] multiplier at roughly $3 to5 dollars for
[48:48] every dollar of ticket revenue applied
[48:51] here. That's somewhere in the range of
[48:52] 500,000 to well over a million dollars
[48:54] flowing into the region. Those are
[48:56] estimates, not guarantees, but they are
[48:58] based on real benchmarks. But the bigger
[49:01] long-term play is what this does for
[49:03] Guadalupee's identity. A strong year one
[49:06] puts the city on the Central Coast
[49:07] Festival map. The reputation will
[49:10] compound, the event will grow, and every
[49:12] year it comes back, it will bring more
[49:14] visibility and more regional spend with
[49:16] it. Uh, next slide.
[49:20] Uh, four things that protect the city
[49:22] completely. One is all operational costs
[49:24] are build to us. Two, our existing
[49:27] cannabis business um agreement already
[49:29] governs the cannabis contribution, 4% to
[49:32] the city and 1% to nonprofits. Um,
[49:35] three, full uh full event insurance
[49:38] naming Guadalupe as additionally insured
[49:40] with a minimum $5 million per
[49:42] occurrence. And four, the finance
[49:44] director would have full audit rights on
[49:46] ticketing records and we would deliver a
[49:49] reconciliation report within 30 days of
[49:51] the event. Essentially, we're asking to
[49:53] be your partner and asking you, you
[49:55] know, not asking you to take a risk. Um,
[49:58] slide 20. So, what we're asking tonight,
[50:01] um, and I know it's not necessarily full
[50:03] permit approval, um, and that we're not
[50:05] there yet, but we want to respect the
[50:07] process, however that plays out, but
[50:09] tonight we would like, um, to confirm
[50:11] that the city is willing to move forward
[50:12] with the permitting process. Um, and
[50:15] that would be a green light to us to
[50:16] begin to form formalize everything with
[50:18] the with the talent and um, everyone
[50:21] else. Um so two alo authorize us to
[50:25] begin marketing and advanced ticket
[50:27] sales while we finalize permit
[50:28] conditions with staff. Um this is
[50:31] timesensitive talent negotiations,
[50:33] vendor commitments, marketing timelines.
[50:36] Um we need to be able to make the the
[50:39] capital investment to lock all this in
[50:41] and that can't really happen without
[50:43] your guys' approval tonight. Um, so
[50:47] three, I'd also like to schedule up
[50:49] follow-up working sessions with
[50:50] planning, police, fire, and
[50:52] administration to finalize everything,
[50:54] every fee, every operational detail
[50:57] before any permit is issue. We're not
[50:59] going to disappear after night. We'd
[51:01] also like to bring this back before
[51:02] council once a month um from here on out
[51:05] and then maybe meeting um twice a month
[51:08] for the two months leading up to the
[51:09] event just to give the council updates
[51:11] and adapt to public input. Um, so you'll
[51:14] always know where the festival stands
[51:15] and what we're working on. Um, but if
[51:17] you can give us the green light to
[51:18] begin, everything else would work get
[51:20] worked out collaboratively with staff
[51:21] um, and you as a council as it
[51:23] progresses. Go to the last slide. Um,
[51:26] but Guadalupe is a city with a lot of
[51:28] character and not enough events to show
[51:31] it off. This festival is built to change
[51:33] that. It's locally owned. It's locally
[51:36] rooted with real protection for the
[51:38] community and real money staying here.
[51:40] We have the team, the plan, and the
[51:42] commitment. We just need the
[51:44] partnership. So, thank you. And I'm

[52:23] um and having the potential of having
[52:26] outside people come into our community.

[52:31] factor and uh etc., etc. And this is
[52:34] going to be weird saying this because of
[52:36] who you are and the fact you have Route
[52:38] One here. Uh I like all of it absent
[52:42] cannabis. Um
[52:45] I I think the city does need a festival
[52:48] and uh again, you've laid out uh with
[52:53] the band. I think that's really great.
[52:55] Uh other cities have festivals that we
[52:58] go to. We leave the city to go there. Um
[53:01] so it would be nice to have u people
[53:03] come here. I like the idea of uh
[53:08] Pasadera and the shuttle and all of
[53:10] that. And you you've clearly put a lot
[53:12] of thought into this. Can I ask when you
[53:15] first started talking about this with
[53:17] the city?
[53:18] » Um I I had initial conversations maybe
[53:22] four to six months ago with the city. um
[53:24] that this was something that could
[53:26] possibly, you know, be wanted and and be
[53:29] needed here. And um I began to have
[53:32] conversations with uh people in my
[53:34] network and um I'd say about three
[53:36] months ago as when good vibes kind of
[53:38] circled back to me and said, you know,
[53:40] this would this would be a good thing
[53:42] and we'd like to move our Avala show
[53:44] down there and work with you.
[53:45] » Okay. Um but it's it's come about
[53:47] quickly. Uh um
[53:49] » Where where I have some mixed feelings

[53:57] Hernandez sorry was talking about
[53:59] recreation and doing things for the kids

[54:08] and under thereabouts. So that's a a
[54:10] decent chunk of of uh our population
[54:13] here. um
[54:16] having a festival with even the
[54:19] controlled cannabis tent and whatever
[54:22] you call that. Um
[54:25] that that still doesn't bring me to the
[54:27] point of saying yeah let's go ahead. Um,
[54:31] so I'm I if I was to if we were to vote
[54:34] on this today, and I I'm assuming we
[54:35] are, I would have to say no just because
[54:38] that little bit. Um, again, which is
[54:41] ironic because of you're having a
[54:44] cannabis retail store here.

[54:51] also would would like to have had this
[54:53] um form um beforehand. Um I think my
[54:57] only issue is just that we have a policy
[54:59] of no smoking here that was adopted
[55:00] recently. Um but I did have a question.
[55:03] Are your um application event um are you
[55:06] getting that from the department of
[55:07] cannabis control?
[55:08] » Yeah. So the department of cannabis
[55:10] control um actually allows events of
[55:12] this type. Um we would we would have a
[55:14] event organizer license which is a
[55:16] separate license from the retailer
[55:17] license. Um but it also needs to work in
[55:20] conjunction with a retailer license. So
[55:22] only licensed retailers are allowed to
[55:24] do sales at the licensed event and only
[55:27] a licensed event organizer is allowed to
[55:29] hold the event. So route one would be
[55:31] both the licensed event organizer and
[55:33] the retailer. And then the event itself
[55:36] would need to be permitted through the
[55:38] DCC. So the site plans, the layout, the
[55:40] days, the dates, um the times,
[55:43] everything goes through um a strict
[55:45] approval process with the the DC as
[55:48] well. Um and they do have a lot of uh
[55:50] protections in place for the public as
[55:52] far as you know no visibility um
[55:55] distance separation, ID checks, security
[55:58] requirements, um etc. And um while there
[56:01] hasn't been too many of these events
[56:03] California, they are becoming um more
[56:05] common. Um just this last year um the
[56:08] state fairgrounds um in Sacramento at
[56:10] the California State Fair um had a
[56:13] cannabis village and had a cannabis
[56:14] consumption and cannabis sales area at
[56:17] the state fair just like we you know
[56:19] hold here in Paso. Um, so I think
[56:22] there's some models and there's some
[56:24] examples of these events working um with
[56:28] at all ages events where you have
[56:30] families and you have, you know, the
[56:31] general public, but you have a
[56:33] controlled, regulated, and safe cannabis
[56:36] area as well. Um, it's also been done in
[56:38] Golden Gate Park, um, at music festivals
[56:41] there that are all ages. Um, some in LA
[56:44] and some in Santa Rosa as well. I did
[56:47] look up I did do a research and I did
[56:49] look up the county fair and um I think
[56:52] the only concern with me is just because
[56:54] this is such a close proximity to the
[56:57] park. I understand that you have
[56:58] barriers but we are known for our dunes
[57:00] because of that that gnarly wind. Um
[57:03] while I was looking at the application,
[57:05] can you help me better understand um
[57:07] some of their permitting? Um, I looked
[57:10] up the uh application on the website and
[57:13] it says that there is no sales of
[57:15] alcohol or tobacco strictly prohibited
[57:18] at a temporary cannabis event.
[57:20] » Correct. So the premise diagram for the
[57:23] cannabis and the alcohol. So you can you
[57:25] can have you can't have alcohol sales
[57:28] within the cannabis premises basically.
[57:31] So there would be no alcohol allowed on
[57:33] the ball field. So there would be
[57:35] alcohol checks at the gate that the
[57:38] entry points as well. So no alcohol
[57:40] sales, no alcohol consumption, no
[57:42] tobacco sales or tobacco consumption um
[57:45] either inside the cannabis zone.
[57:48] » Got it. So it's it's
[57:49] » It's a separate premises. So basically
[57:52] it's a an event within an within the
[57:54] other event and inside that other event
[57:57] that there is no alcohol allowed.

[58:14] this would have been good to have for
[58:17] our residents to kind of see more or

[58:34] I look at it as an opportunity
[58:38] for our city to have something where
[58:40] people will come join enjoy the festival
[58:44] and whatnot, but also being able to
[58:47] spend money with some of our merchants
[58:51] restaurants here in down. Um
[58:55] it looks like you've done a lot of
[58:59] schooling on this to get it. You've
[59:00] talked with our city workers. You've
[59:04] talked with chief, you know, ironing out
[59:07] details and all. um
[59:10] not knowing how one of these ever goes,
[59:13] but to see how you have a section
[59:17] dedicated strictly to the cannabis sales
[59:20] and stuff away from everything else
[59:23] bringing in um
[59:25] I would be okay with going forward with
[59:27] this just because I see this as an
[59:31] opportunity, but I also understand where
[59:33] residents
[59:34] and my fellow members come from looking
[59:37] at it from the other perspective.
[59:39] But a lot of times we do is we look at
[59:41] only the negative impact on what
[59:45] something has and not looking at what
[59:48] positive can come from it. And I can see
[59:51] this as being a positive for our city
[59:54] with something like this to bring in
[59:56] maybe some other festivals that aren't
[59:59] to deal with cannabis, but to open the
[1:00:01] door for those venues to look at how it
[1:00:04] went, a blueprint of what can be for us
[1:00:08] here. So,
[1:00:11] I like how everything was planned out,
[1:00:13] but I just wish we would have got this
[1:00:16] piece sooner so our residents who saw
[1:00:20] this on there could have looked more
[1:00:21] into it to kind of understand, but yeah,

[1:02:25] lack of a better word, negativity around
[1:02:27] it that residents will look at again
[1:02:29] strictly because of the cannabis. My my

[1:02:36] mini festival for Fourth of July. We had
[1:02:38] a concert at McKenzie and I believe like
[1:02:40] Dominator came. I was young so I thought
[1:02:42] that was a big concert.

[1:02:47] Sinko. Um is this something that the
[1:02:50] city should uh consider for future
[1:02:52] establishing like a staffing uh permit
[1:02:55] or a special event permit? I know that
[1:02:58] uh chief has spent some time already on
[1:03:00] this, but I don't see that on the fiscal
[1:03:02] impact and wondering if we should have
[1:03:04] like a standard for future largescale
[1:03:06] events if if that's what we're that's
[1:03:08] what council is hoping to have here
[1:03:09] more.

[1:03:14] Yes, I've spoken with our director of
[1:03:17] planning uh or yeah, director of
[1:03:19] planning, Larry Apple, on this topic
[1:03:21] before. Uh there's been a couple of
[1:03:24] times we've had need of a special events
[1:03:26] permit and we've just, you know, done
[1:03:29] this process by coming to the council
[1:03:30] directly. Um
[1:03:33] and I've spoken with Bill Scott about
[1:03:35] the wisdom of that. He agrees and it is
[1:03:37] something that I'm pretty sure they're
[1:03:39] going to move forward on u as a separate
[1:03:42] ordinance, a standalone special events
[1:03:44] ordinance. Uh Santa Maria has one and
[1:03:48] Mr. Appo was aware of that. It it came
[1:03:50] in handy. they had circuses would come
[1:03:52] into town and we would use the special
[1:03:54] events permit uh process, a temporary
[1:03:56] use permit. So yes, there's wisdom in
[1:03:58] that and I and staff is aware that
[1:04:00] there's a need for it.
[1:04:01] » Okay, perfect. And I know that we
[1:04:03] previously adopted a no smoking policy.
[1:04:06] How does that work hand inand with this
[1:04:08] event?
[1:04:08] » Um I was looking at that um while the
[1:04:11] rest of the meeting was going on earlier
[1:04:12] because I I had a feeling that would
[1:04:14] come up. Um the park policy
[1:04:19] I I looked at it and it does say that
[1:04:21] there's no smoking tobacco, marijuana,
[1:04:24] you know that in a public park, but um
[1:04:27] it also says there's no alcohol allowed
[1:04:29] in parks um or in certain public places
[1:04:34] except permits can be granted to
[1:04:35] override that. So I imagine if the
[1:04:38] council wanted to interpret its
[1:04:40] ordinance in a way that uh consumption
[1:04:44] uh smoking of marijuana in a canop's
[1:04:46] village was something that could be
[1:04:48] legally done with a special events
[1:04:50] permit and if we had a special events
[1:04:53] ordinance that would answer that
[1:04:55] question. Um, I think that the council
[1:04:58] could move could pro could proceed
[1:04:59] legally on that because I think that the
[1:05:02] law the spirit of that law is to prevent
[1:05:03] individuals from occupying the park
[1:05:07] that's open to everybody and smoking
[1:05:10] cigarettes or marijuana. It's not really
[1:05:11] intended to apply to a special special
[1:05:14] events permit with a festival and
[1:05:17] permitting in a separate cannabis area.
[1:05:19] So, I think there's wiggle room for the
[1:05:21] can for the council to uh to act if it
[1:05:23] wishes, but it's a little bit of a gray
[1:05:25] area right now.
[1:05:26] » Okay. Thank you. Um I know that there is
[1:05:30] like a 2% um financial help or parks,
[1:05:35] but does that mean um because I'm
[1:05:36] looking at parking and it's kind of in
[1:05:38] that dirt law and I'm like, "Oh no, I've
[1:05:40] seen people get stuck in the baseball
[1:05:41] fields. That does heavy damage to our
[1:05:44] parks." Um and I want to avoid any
[1:05:46] damage. Um, do do you guys have
[1:05:49] » Uh So it's not 2%, it's $2 per ticket.

[1:05:52] » Um, so it could be drastically more than
[1:05:55] 2%. Um,
[1:05:57] » But that's not to cover cost damage.
[1:05:59] That's to support other parks. Is that

[1:06:01] » No, that would be for essentially to
[1:06:04] return the park to the condition it was
[1:06:07] in before the event.

[1:06:10] No, we would return the park to the
[1:06:12] condition before it was before the event
[1:06:14] on at our cost and that $2 would go to
[1:06:17] future park improvements was our goal.

[1:06:21] » We want to try to we want to try to make
[1:06:23] the park better each year with this
[1:06:24] event. Um, and the parking that's
[1:06:26] proposed for staff parking is right now
[1:06:28] is the unused B baseball diamond and
[1:06:30] it's it's pretty overgrown and ungraded
[1:06:33] and so there would be some actual site
[1:06:35] improvement to even get it ready for
[1:06:37] parking. Um, so this first year it would
[1:06:40] probably be left closer to a usable
[1:06:43] state than it is currently right now in
[1:06:45] the overgrown kind of ungraded
[1:06:48] » And and that's kind of the same thing
[1:06:49] along um I think that's what they told
[1:06:52] you at Pasadera as well, right? They
[1:06:55] even have
[1:06:55] » Yeah, we Yeah, we would do pregrading
[1:06:57] and site prep there as well to make sure
[1:06:59] that you know
[1:07:01] um and you know first year I think that
[1:07:03] money could go into the the big green
[1:07:05] field maybe and and the gopher issues
[1:07:07] and there's there's plenty of needs
[1:07:10] there. Um, so that we see this as an
[1:07:12] opportunity and um, I do understand the
[1:07:16] the concerns over cannabis and um, maybe
[1:07:19] we could separate the music and the
[1:07:20] cannabis now and leave that for future
[1:07:22] discussion um, and public input um, as
[1:07:25] as we get closer.
[1:07:29] There's uh thank you council for
[1:07:31] comments and and discussions and I and I
[1:07:35] I've talked to Austin about this before
[1:07:37] that there was something coming uh
[1:07:38] forward
[1:07:40] uh and it did come forward and it's
[1:07:42] huge. Uh I just wanted one one item I
[1:07:46] wanted to make sure that we had there's
[1:07:47] two public comments
[1:07:50] uh opposing this and one is from uh I'm
[1:07:54] not even going to name the name but
[1:07:55] anyway they're talking about reputation
[1:07:57] talking about public safety talking
[1:07:59] about police toxic talking about
[1:08:01] intoxicated driving normalizing
[1:08:04] uh cannabis
[1:08:06] um our youth. The other one that with
[1:08:09] one was from uh tobacco prevention and
[1:08:12] cannabis education which we've been
[1:08:15] trying to to push in terms of for for
[1:08:17] the kids and stuff. This kind of sends
[1:08:19] an opposite an opposite message that
[1:08:21] it's okay to go ahead and and have an
[1:08:23] event in a community like Guadalupe uh
[1:08:27] when they're when we're we've been
[1:08:29] pushing and so as a schools uh you know
[1:08:31] uh tobacco prevention and cannabis
[1:08:34] education.
[1:08:36] Um several things. one is uh when is the
[1:08:39] 16th of September? When is that going to
[1:08:41] happen? Is that going to be the 15th,
[1:08:43] the 14th or the week before? Um
[1:08:48] okay. The you know, one of the things
[1:08:54] looking at our community is 86% Latino.
[1:09:00] 90% of the people that are going to be
[1:09:02] coming in aren't Latino, which is fine.
[1:09:03] I don't care what nationality they are.
[1:09:05] But when you have 60 6,500 people um
[1:09:11] coming at a you know you mentioned 11 11
[1:09:14] to 14,000 people in that two-day two-day
[1:09:17] event. Our population is 8,700. So
[1:09:20] basically there's more people coming
[1:09:23] into this than there is population.
[1:09:26] Your map shows Kaya Caesar Chavez which
[1:09:29] is may may be l
[1:09:31] renamed in the future. That's all
[1:09:34] residential area and every sound
[1:09:37] that comes from this event here is going
[1:09:39] to go through all of Guadalupe.
[1:09:42] It's gonna it's um you you can play uh
[1:09:46] and chief knows about this. You you play
[1:09:48] music down at Point Cell Dunes.
[1:09:49] Everybody's going to hear it all the way
[1:09:50] to Treasure Park. My concern is the
[1:09:54] impact that it has on a residents
[1:09:57] in that area and in the perception of
[1:10:01] using cannabis as a as a draw to a
[1:10:05] community like VIP. I I I don't have any
[1:10:07] problems in in those who consume
[1:10:09] cannabis. Uh that that's that's not a
[1:10:12] problem. It's legal. Uh but I I think
[1:10:15] this event is too huge for for
[1:10:17] Guadalupe.
[1:10:19] Uh, one is that, um, and I'm I spent a
[1:10:23] lot of time at that park and looking at
[1:10:25] the right where you have that that tent
[1:10:27] there's that'd be nice to have you there
[1:10:29] because you'd kill the gophers because
[1:10:30] there's a lot of gophers there.
[1:10:32] » But the park is a park for a community.
[1:10:36] We had several weeks ago, several months
[1:10:39] ago, we had an event just at the b that
[1:10:42] little purple area on your map, that
[1:10:45] basketball court, just basketball there.
[1:10:48] there was no parking and I know you have
[1:10:50] plans for parking elsewhere. Um
[1:10:54] the you know we talk about there's going
[1:10:57] to be a lot of staffing, police
[1:10:58] protection, stuff like that at this

[1:12:19] we're a farmworker community and and you
[1:12:20] know that um just what is that going to
[1:12:23] what does that say to a community um
[1:12:27] that we allow this and and again it's
[1:12:31] just too big. I think if it was smaller
[1:12:33] and is more more confined to a certain
[1:12:35] area that didn't take up all the room,
[1:12:38] you're going to have all the traffic
[1:12:40] that you're going to have between Pasad
[1:12:43] and and in Guadalupe on a Saturday and a
[1:12:46] Sunday, I'm assuming it's a Saturday and
[1:12:48] Sunday, um it's going to be even though
[1:12:52] they're there there's going to be
[1:12:54] transit for them, it's still going to be
[1:12:56] uh people have to get there and and uh
[1:12:59] and and leave and that's going to be
[1:13:00] it's going and it hit Highway 1 and 166
[1:13:03] pretty heavily. I think just bottom line
[1:13:06] I think it's it's it says to the
[1:13:09] community we're we're okay to have and I
[1:13:12] think I echo in what what Mr. Figos is
[1:13:14] saying is that it's okay if we say yes
[1:13:17] to cannabis then that drives to the kids
[1:13:21] while the adults are doing it then why
[1:13:23] not why why shouldn't we be able to do
[1:13:25] it although they know it's illegal but
[1:13:28] at this point I would say I would
[1:13:30] decline that I know that uh I I am
[1:13:34] supportive of what you what you're doing
[1:13:36] there in in your in the businesses you
[1:13:38] got and I think it's helpful for the
[1:13:40] community but it's just too it's just
[1:13:43] too big for for us at this point. Maybe
[1:13:46] in the future when we can work out some
[1:13:48] of the details than if it were smaller
[1:13:49] and I know you have some big ticket
[1:13:52] players that are coming to that that's
[1:13:53] going to draw those those individuals
[1:13:56] and in order to make it make a go of it
[1:13:58] you have to have those people. So
[1:14:00] there's that catch 22. You can have the
[1:14:03] group, but it then it impacts community
[1:14:04] and uh more than physically, but in
[1:14:07] terms of where we stand with with with
[1:14:10] cannabis again, it's legal uh but it
[1:14:14] says it sends a different message. So my
[1:14:17] my opinion is is not to uh to decline to
[1:14:21] move forward uh because it's going to if
[1:14:23] we say go and then we we end up u
[1:14:26] perhaps changing our mind but we're not
[1:14:28] going to change our mind if we say go uh
[1:14:30] because then we're going to work on the
[1:14:32] details but I think we look we're
[1:14:34] looking at finances uh uh for next year
[1:14:38] 26 27 and I think that we need to be
[1:14:41] cautious in terms of what we what we say
[1:14:44] to you that would perhaps impact us on a
[1:14:47] financial side even though there's
[1:14:49] numbers here to say it's not going to
[1:14:51] it's going to be positive for us. So

[1:19:05] preliminary budget um, discussion.
[1:19:09] Uh, just a couple things I want to say
[1:19:11] just off the bat. One, this is based on
[1:19:14] on audited and preliminary information.
[1:19:17] As you know, we're working on uh the
[1:19:20] audits right now and we're we're
[1:19:23] currently on 2022 2023 and closing those
[1:19:26] books.
[1:19:27] Um, we're also just as um a highle
[1:19:32] directional note, we're looking for
[1:19:34] direction on how to close the deficit
[1:19:37] because we are in a budget deficit um at
[1:19:41] this point in time. Uh the focus of
[1:19:43] today's discussion is really just the
[1:19:45] general fund and the and uh not the
[1:19:48] enterprise fund. So just the general
[1:19:49] fund. So, I'm going to jump right in and
[1:19:52] and maybe the best format for this is uh
[1:19:56] maybe stop me for questions or hold
[1:19:58] questions to the end, but there is a lot
[1:20:00] of information that went to you. Um and
[1:20:04] and if it helps um for anybody who is
[1:20:08] watching and has the information, maybe
[1:20:09] just I'll I'll give you a brief overview
[1:20:11] of how to read the report. Um and and
[1:20:14] then maybe I'll jump into it. How about
[1:20:16] that? Um, so if you can just jump to the
[1:20:20] the budget worksheet condensed, that's
[1:20:23] what it's titled. It should be uh you if
[1:20:27] this was numbered correctly would be
[1:20:28] page seven.
[1:20:31] And you can see you can see u report
[1:20:35] sort of a tabular format here. Uh on the
[1:20:38] left hand side you have the the name of
[1:20:40] the fund. This is for fund 001 the
[1:20:43] general fund. Um, we're going to start
[1:20:45] off with the revenues.
[1:20:47] Um, we're going to start off like
[1:20:49] reading from left to right. You have the
[1:20:51] fund numbers, you have the what what
[1:20:53] fund it is in relation to. Um, and then
[1:20:56] it goes, you know, in every column is
[1:20:59] talking about um a different year, a
[1:21:01] different fiscal year. So, 2023, 2024
[1:21:04] and the total activity that happened in
[1:21:06] that year for for those funds.
[1:21:09] um you know following that to the right
[1:21:12] 2425 total activity. Uh 2526 is the next
[1:21:16] column. Um and then you have 2526
[1:21:20] year-toate activity. So the the the
[1:21:23] column to the left of that is the budget
[1:21:25] uh what we budgeted in 2526 and what
[1:21:27] we've actually expended um year-toate
[1:21:31] 2526.
[1:21:32] Um and then what you have on the
[1:21:35] furthest right hand column is what we're
[1:21:38] proposing uh or at least the preliminary
[1:21:41] budget for 2627.
[1:21:44] And you can kind of see from looking at
[1:21:46] what the budget was in 2526. That's uh
[1:21:51] column number three right in the middle.
[1:21:53] And you compare it to column the last
[1:21:56] column, it'll tell you what how that's
[1:21:58] changing. So you can kind of see how
[1:21:59] that's changing. So that's just a brief
[1:22:02] overview for those anybody who's
[1:22:04] watching that might not know how to read
[1:22:06] the report. But just again just diving
[1:22:09] right into this the highle overview. Um
[1:22:13] we're bringing in $6 million in total
[1:22:15] revenues. That's uh taxes for the city
[1:22:20] uh from all places that the city can tax
[1:22:23] on. That includes fines. That includes
[1:22:27] uh property taxes. any any revenue that
[1:22:30] the city brings in is uh adding up to a
[1:22:33] total of $6 million. Um to contrast
[1:22:36] that, uh the city's uh looking at
[1:22:40] spending $8.9 million.
[1:22:43] So you have a $2.9 million deficit.
[1:22:47] That's a that's a big hole that we need
[1:22:50] to figure out how to how to plug. Um,
[1:22:53] another way to look at that is we're
[1:22:56] spending
[1:22:58] 49% more than than the total re than
[1:23:01] we're bringing in in total revenues.
[1:23:03] That's a lot. And so again, think about
[1:23:06] just put in perspective. We're bringing
[1:23:07] in $6 million revenues. We are spending
[1:23:12] $3 million almost more than the amount
[1:23:15] of revenues that we're bringing in. So
[1:23:17] that's a lot of money.
[1:23:19] some key assumptions just as as you
[1:23:21] think about, you know, how we put this
[1:23:22] together, the budget, um, and some of
[1:23:25] the driving factors in terms of how the
[1:23:28] budget became, you know, what it is and
[1:23:31] how we got to the $2.9 million deficit.
[1:23:34] Uh, number one, CalPERS rates,
[1:23:37] fortunately for us, are going down very,
[1:23:39] very, very slightly.
[1:23:42] 3% um next year is what what they're
[1:23:46] forecasting. Uh to contrast with that,
[1:23:49] medical costs are actually forecasted to
[1:23:51] go up. Uh we're baking in 12% increase.
[1:23:54] On top of that, there's a $1,200 premium
[1:23:58] um increase on uh that the city has to
[1:24:00] pay per employee. And so the medical the
[1:24:03] benefits are going up substantially. So
[1:24:05] you'll see that across the board. Uh
[1:24:08] it's also baking in um step increases
[1:24:10] for staff and colas at their negotiated
[1:24:13] rates.
[1:24:16] Uh moving into the biggest piece is
[1:24:19] driving the revenues and
[1:24:23] you know again I'm I'm paraphrasing this
[1:24:26] this thick report so you're not
[1:24:28] necessarily going to be able to follow
[1:24:30] this um line by line but but again I
[1:24:33] think I expect this is there's going to
[1:24:35] be some questions as well. So, the
[1:24:36] biggest pieces driving this in terms of
[1:24:39] the revenues is you have $4.7 million in
[1:24:41] taxes.
[1:24:43] Um, the next biggest piece in revenues
[1:24:45] is is cannabis and that's about $225,000
[1:24:51] um in taxes. And then the next biggest
[1:24:54] piece is $183,000 in in building and
[1:24:57] planning that's um permits. So there's
[1:25:03] going to be some revenue subtractions.
[1:25:06] I think in past years what we've done is
[1:25:08] we've uh had a big transfer a couple big
[1:25:12] transfers from the enterprise funds to
[1:25:15] sort of compensate the city uh general
[1:25:17] fund for
[1:25:19] um you know the usage of the staff to
[1:25:22] run those those enterprises the from the
[1:25:24] general fund uh cost allocations from
[1:25:27] the general fund. um we're going to do
[1:25:29] things a little differently going
[1:25:31] forward where the enterprise funds are
[1:25:33] going to be charged directly for
[1:25:35] staffing. So there's never there's not
[1:25:37] going to be a separate charge. So it's
[1:25:39] not that the general fund isn't being
[1:25:41] compensated, it's just that the costs
[1:25:43] are not hitting the general fund um
[1:25:45] altogether anymore. Um and that's uh
[1:25:48] that's uh the uh methodology that is
[1:25:53] recommended by
[1:25:55] uh by Gazsby.
[1:25:58] So, moving into the expenses and looking
[1:26:01] at uh maybe I'll at this point I'll draw
[1:26:04] your attention to the first page of the
[1:26:06] memo. And if you look at that colorful
[1:26:10] pie chart right on the first page, I
[1:26:13] think that'll be helpful to sort of
[1:26:14] follow along that. Um and it's very easy
[1:26:18] to see where the bulk of the costs are
[1:26:21] for the city. Uh the biggest uh the
[1:26:23] biggest piece is obviously the police
[1:26:26] costs. Um and fire that's 63% of the
[1:26:29] budget is basically safety. Um another
[1:26:33] way to look at that and if you want to
[1:26:35] look at that sort of in in dollars uh
[1:26:37] that's 5.6 million of the 8.9 million in
[1:26:41] expenditures is is going just to safety.
[1:26:45] Big pieces in terms of safety
[1:26:47] expenditures.
[1:26:48] um you have overtime, you've got a
[1:26:51] different staff, you have different
[1:26:52] staffing levels, you have uh
[1:26:54] disabilities
[1:26:56] and and so overtime just for PD next
[1:27:00] year is forecasted at $380,000 and then
[1:27:04] fire at 281,000.
[1:27:07] You'll also see liability insurance for
[1:27:10] for the police department go up. Um I
[1:27:14] think in past years they the allocation
[1:27:17] methodology wasn't necessarily what um
[1:27:21] best practice. I think they were uh
[1:27:24] there was a a charge coming from
[1:27:26] although the general fund is paying for
[1:27:28] it. Now, this is going to reflect that
[1:27:30] the majority of the liability insurance
[1:27:33] is actually earmarked against PD because
[1:27:36] they have the highest salary levels and
[1:27:39] that's how they're supposed to allocate
[1:27:40] those.
[1:27:42] Um, there's also a big change this year
[1:27:46] with respect to dispatcher services. Um
[1:27:50] there's a Santa Maria and you know uh
[1:27:53] chief can might be able to add to this
[1:27:55] is is going to charge us $250,000
[1:27:58] more or uh in addition to what they're
[1:28:02] charging us next year. So that will be
[1:28:03] an increase to to the budget on the PD
[1:28:05] side. So there's some big expenditures
[1:28:08] that are really impacting the budget on
[1:28:12] that side.
[1:28:13] The other piece of the pie, and this is
[1:28:16] sort of the interesting part that you
[1:28:18] can kind of look at this in a couple
[1:28:20] different ways. Uh 37% of the rest of
[1:28:24] the budget that's not safety is really
[1:28:28] um city operations and administration,
[1:28:30] that's $3.3 million. So again, I want to
[1:28:33] maybe just have you think again about
[1:28:36] the deficit. So to put this in
[1:28:40] perspective, um if if we were to
[1:28:45] eliminate every other and not that say
[1:28:47] that you're going to do this, by the
[1:28:48] way, but just to put things in
[1:28:49] perspective, um even if we were to have
[1:28:52] a conversation of eliminating every
[1:28:54] other city activity except for safety,
[1:28:56] we would still uh that would still leave
[1:28:59] the city in a 12% deficit. In other
[1:29:02] words, we would still be in a $720,000 a
[1:29:06] year deficit for the city and we would
[1:29:08] only have fire and PD.
[1:29:11] Let me say this in a different way
[1:29:13] because I think it's I I just want to
[1:29:15] make sure that we understand what what
[1:29:17] is um
[1:29:21] what is in in front of us. Um, if we
[1:29:24] took all the city revenue of $6 million
[1:29:28] and we netted out the safety costs at
[1:29:31] $5.6 million, you would only have
[1:29:34] $400,000 to run the city.
[1:29:37] So, I hope that that makes it very clear
[1:29:40] in terms of what what it is um the
[1:29:44] levers that we have. I I think generally
[1:29:46] speaking, we need to maybe think about
[1:29:51] the things that we can change and the
[1:29:53] things that we can't change. Um just
[1:29:57] anecdotally, I had a I had a professor
[1:30:00] when I was working on my MBA,
[1:30:03] he was a a turnaround expert. He would
[1:30:05] go around and and help organizations
[1:30:07] turn around their their finances. and he
[1:30:10] said, "You know, the the biggest issue
[1:30:12] that I have when I'm giving advice to to
[1:30:15] boards and councils, etc., he says, is
[1:30:18] that they tend to focus on the the
[1:30:22] smallest slice of the pie and figuring
[1:30:24] out ways how to cut cost in the smallest
[1:30:26] piece of the pie to solve a very big
[1:30:29] hole." And he said and he said that that
[1:30:32] was typically the the political sort of
[1:30:35] attraction to it, but it would never get
[1:30:37] him anywhere. And he always, you know,
[1:30:39] he always said, "Look, when when things
[1:30:43] change was when they focused on making
[1:30:47] smaller changes or relevant changes in
[1:30:50] the bigger pieces of the pie and that's
[1:30:52] when it actually made an impact. And so
[1:30:54] I just put that out there for food for
[1:30:56] thought. I think some of the challenges
[1:30:59] and some of the maybe on a go forward
[1:31:01] basis what we need out of this
[1:31:02] discussion is we need direction on again
[1:31:04] closing the gap. We're spending more
[1:31:07] than we're making as a city and you know
[1:31:11] we're behind three years on audits. Um
[1:31:14] we have systemwide reconciliation of the
[1:31:16] books. So um I think there was um
[1:31:21] conceptually u that we had a reserve. I
[1:31:25] can tell you right now that you know I
[1:31:26] pulled up the balance sheet there is no
[1:31:28] reserve. The reserve was is long gone.
[1:31:32] And so I think that's another thing that
[1:31:33] just keep that in in the back of your
[1:31:35] head. there is no reserve and
[1:31:37] potentially
[1:31:39] that number could increase or decrease.
[1:31:41] It depends. There's a lot of moving
[1:31:42] pieces here as they clean up the books
[1:31:44] as the as the books are cleaned up over
[1:31:46] the next few years. Um
[1:31:50] either we become a we have a negative
[1:31:52] reserve which is basically what what
[1:31:54] that really means if we have a negative
[1:31:56] reserve is that the city general fund is
[1:32:00] expending dollars that they don't have
[1:32:03] anymore.
[1:32:04] Um, so that's again significant. Um,
[1:32:09] there, and I said this in my first
[1:32:11] presentation to the council, there's a
[1:32:14] potential liquidity uh there's potential
[1:32:17] liquidity concerns that we need to work
[1:32:19] very hard to avert and I've been working
[1:32:22] very closely with with David on this
[1:32:24] front. Um, we've put a lot of thought in
[1:32:26] terms of the projects, how we're going
[1:32:29] to continue those. Uh the next thing in
[1:32:32] terms of my priority list to figure out
[1:32:33] is is uh to get a really good beat on
[1:32:37] our liquidity for the city, how we're
[1:32:39] spending our cash and when we're
[1:32:41] spending it, when it's coming in, and
[1:32:43] when it's going out, because without
[1:32:45] that, we're not going to know what we
[1:32:47] can pay and when we can pay it. And so I
[1:32:49] think I think it's it's we're at that
[1:32:52] point where we really we're sort of at a
[1:32:54] crossroads where we can um we can make a
[1:32:58] positive impact in how we move forward
[1:33:00] and we can sort of change uh for the
[1:33:03] better or or potentially you know not
[1:33:05] for the better on on that front. Um just
[1:33:09] long story short, I would say ultimately
[1:33:12] either uh costs need to be cut. Uh we
[1:33:16] need to inc find a way to increase
[1:33:17] revenues, assume no reserves or and or
[1:33:20] do all of the above, right? Cut costs,
[1:33:23] increase revenues, assume no reserves.
[1:33:25] So with that, maybe I'll just um stop
[1:33:27] for questions. I'm sure you read the
[1:33:29] report. If you have questions, I'm happy
[1:33:31] to address questions on them.
[1:33:34] Yeah, when I first got this uh we've
[1:33:37] talked a little bit about it in terms of
[1:33:39] especially with the grants that we have.
[1:33:40] You got to, you know, we we we have the
[1:33:43] Royal Theater, we have the Las Mueres,
[1:33:46] we've got the train, we've got other
[1:33:48] projects and a lot of that, just like I
[1:33:50] mentioned before that when we did Leroy
[1:33:53] Park, we used uh about 750,000 from the
[1:33:58] land money that we had when we sold five
[1:34:01] acres to Pastada, which helped us pay
[1:34:05] first and then get reimbured from the
[1:34:06] state.
[1:34:08] And uh that money doesn't come real
[1:34:10] quick as you know and I know that lately
[1:34:12] I've been signing a bunch of requests
[1:34:14] for reimbursement from different
[1:34:15] entities that and big money that we put
[1:34:18] put out and then then we're expecting uh
[1:34:20] you know that return. So I know that
[1:34:24] it's if you don't have it in your bank,
[1:34:26] you can't move forward with that. You
[1:34:28] can't finish a project if there's not
[1:34:30] any money to pay for what's going on in
[1:34:32] construction. So, we really need to dig
[1:34:34] deep on where we where we are with uh
[1:34:36] all re reimbursements and I know you're
[1:34:38] doing that and trying to figure out who
[1:34:41] we need to submit u you know request for
[1:34:45] payment to that's a task and I know that
[1:34:48] um is is Annette still working with with
[1:34:50] you all or is she

[1:35:32] cost for a car and we're looking at some
[1:35:36] big expenses here with with public
[1:35:38] safety. You can't first of all you can't
[1:35:40] do away with everything else other than
[1:35:43] uh you know you know administration
[1:35:45] finance that like you mentioned that if
[1:35:47] we paid just that we wouldn't have
[1:35:49] anything else to we wouldn't have any
[1:35:51] departments other than police and fire.
[1:35:54] That doesn't work. So
[1:35:57] have now have you been talking with
[1:36:00] department heads in terms of input yet
[1:36:02] or have you or
[1:36:04] » Yeah, maybe maybe I can just talk about
[1:36:06] on that on that note I can talk about
[1:36:08] the process to to get to here. Okay.
[1:36:10] » Um you know I um we did sit down with
[1:36:13] the department heads and go through the
[1:36:15] budget line by line and talk about
[1:36:18] » You know just sort of framing it as
[1:36:19] we're in a in a budget deficit. We have
[1:36:22] to think about what we need and you know
[1:36:25] what's a need and what's a want.
[1:36:26] » Yeah. Yeah.
[1:36:27] » Right. And so I think um that was the
[1:36:29] narrative. Um, I know that, you know, I
[1:36:31] sat with David after we sat down with
[1:36:34] the departments and, you know, we
[1:36:35] sharpened the pencil even more, but I
[1:36:38] think at this point we're we're at the
[1:36:40] point where we need sort of the council
[1:36:42] to say, look, uh, maybe we don't need X,
[1:36:46] Y, and Z. Um or maybe we can you know
[1:36:50] think about this other kind of revenue
[1:36:52] over here that I don't know what that
[1:36:54] would be but but you know I mean there's
[1:36:56] only so so many places you can actually
[1:36:58] bring in true revenue
[1:36:59] » Uh to the city and you know one of those
[1:37:01] true revenues is is uh taxes and
[1:37:04] » Yeah. So and that's a heavy word.
[1:37:07] » Yeah.

[1:37:14] » You know, it's probably been a while
[1:37:17] since we've actually been able to get a
[1:37:20] very thorough uh well done uh financial
[1:37:24] outlook for the city.

[1:37:30] for me I feel like it's very
[1:37:31] heartbreaking to find out the trouble
[1:37:32] that we're actually in. Um, I think, you
[1:37:35] know, we've been operating under this
[1:37:37] facade that we had money, we had a
[1:37:39] reserve, you know, I think last year
[1:37:41] this time we had a $3 million reserve.
[1:37:44] » How obviously it doesn't it doesn't
[1:37:47] math, right? You know, so, um, I think
[1:37:50] there's been some stuff that has gone
[1:37:54] very bad and we need to find ways to fix
[1:37:56] it. Um,
[1:37:58] and it's very difficult to get any kind
[1:38:01] of economic boom here. um because we do
[1:38:04] have the lower population um until
[1:38:08] Pasadera
[1:38:10] uh the north side of Pasadera starts
[1:38:11] developing the entrance to the city
[1:38:14] isn't looking super amazing. Um
[1:38:18] and you know we have some things that we
[1:38:19] have to work out and feeds and our
[1:38:22] permitting process isn't super
[1:38:23] streamlined like developers would like
[1:38:25] and you know business owners want
[1:38:27] whenever they come into a city but
[1:38:29] that's all things that we can fix that's
[1:38:31] fairly easy. Mhm.
[1:38:32] » Um, you know, it's a long-term
[1:38:34] development. You know, that's going to
[1:38:37] take time. And when we look at what
[1:38:39] we're what we're spending, you know, to
[1:38:42] to overtake a $3 million deficit at 600
[1:38:48] that $300,000 a year, you know, you're
[1:38:50] still looking at a 10-year plan, right?
[1:38:52] So, I mean, nothing is going to come
[1:38:54] quick, but we need to start making
[1:39:00] strategic modifications.
[1:39:03] » Mhm.
[1:39:03] » Um, but I think some of that direction
[1:39:07] does have to come from you guys. Um,
[1:39:09] because we can sit around the water
[1:39:11] cooler and come up with plans and ideas
[1:39:13] that that we feel are going to be
[1:39:16] productive and show some kind of, you
[1:39:18] know, ROI in the end. But um
[1:39:26] we still have to have you guys on board.
[1:39:29] And right now the way this budget looks
[1:39:32] is you guys have to make some serious
[1:39:34] cuts.

[1:39:37] because if we start making cuts, it's
[1:39:40] going to be the kind of cuts that nobody
[1:39:42] wants to see because it's going to have
[1:39:43] the fastest impact. and we need what you
[1:39:48] guys would like to see in your strategic
[1:39:50] long-term action plan. Um, things that
[1:39:53] right now, the way this budget is
[1:39:55] looking, things that are on the city's
[1:39:57] priority list
[1:39:59] are probably not going to be able to be
[1:40:01] attacked, not quickly, and probably not
[1:40:04] within a time frame that the city would
[1:40:05] have liked to seen those. Those are
[1:40:07] probably going to be rolled out a little
[1:40:08] bit longer. Um so that we can start
[1:40:12] catching up on this. Um
[1:40:15] you know, we're we're getting our books
[1:40:17] audited. We're still four years behind
[1:40:21] and we don't know what that's going to
[1:40:22] show. We know what we have in the bank
[1:40:25] and best case scenario, we find some
[1:40:27] checks that we didn't cash. Worst case
[1:40:29] scenario, we're going to find out that
[1:40:30] we owe more money,
[1:40:31] » You know? So, we have to plan for the
[1:40:33] worst still. Um,
[1:40:36] and
[1:40:38] you know, myself and Eli, Chief, we can
[1:40:40] only put Humpty together so much before
[1:40:42] we need somebody to come in and be like,
[1:40:45] "Hey, you know, that's not an ear, you
[1:40:47] know." So, um, whatever guidance you
[1:40:50] guys want to offer, um, maybe you can't
[1:40:53] even offer guidance tonight. Maybe it's
[1:40:55] something that has to be thought about,
[1:40:56] but um we are facing some pretty strong
[1:41:00] turmoil and we're going to have to dig
[1:41:03] dig deep and long. I think with with
[1:41:05] that is that we need we need to look at
[1:41:08] the actual
[1:41:10] sections that we need to look at in
[1:41:12] terms of where do we do we move forward
[1:41:15] or we do do we cut here or do we what is
[1:41:18] our if we don't have that schematic in
[1:41:20] terms of where is it that that is is
[1:41:23] where we bleeding where are we uh in
[1:41:26] well I know revenue is an issue because
[1:41:28] almost every almost a whole bunch of
[1:41:31] cities revenue is an issue but we need
[1:41:34] to look at if if it's the the police
[1:41:37] department, if it's finance, if it's if
[1:41:39] it's uh you know, fire department,
[1:41:41] whatever. Those are the two biggest
[1:41:43] police and fire are the two biggest
[1:41:45] ones. So, we need to look at how that's
[1:41:48] going to uh what do we need to do to
[1:41:50] make sure that like like Eli is saying,
[1:41:54] don't go after the small stuff because
[1:41:55] that isn't going to help. you need to
[1:41:56] look at, you know, those are the to me
[1:41:59] glaring glaring and uh and glaring
[1:42:04] issues. That's where the biggest money
[1:42:05] is going. So, how do we how do we deal
[1:42:07] with that? Then pair it down. But we
[1:42:09] need to see the specifics in terms of
[1:42:12] what are we what are we talking about?
[1:42:13] Are we talking about cars? Are we
[1:42:15] talking about uh you know, salaries? Are
[1:42:18] we talking about overtime? Uh we so if
[1:42:22] we had that information then we could we
[1:42:24] can actually uh put our foot to the
[1:42:26] metal. So please
[1:42:29] » Uh sort of in line with what you're
[1:42:30] you're saying
[1:42:32] David you said the department heads
[1:42:34] could talk around the water cooling and
[1:42:38] come up with whatever. Um but I think
[1:42:40] that's important that ties into what
[1:42:41] you're saying.
[1:42:43] What I I envision right now is what is
[1:42:47] it what are the projects that we got to
[1:42:50] have and for whatever reason we must
[1:42:52] have this we must have that uh you know
[1:42:55] water department we must have treatment
[1:42:57] plant we must have etc. um and the
[1:43:01] staffing involved with that. We
[1:43:03] currently have X at the water treatment.
[1:43:06] Do we need X? Um etc., etc. That that
[1:43:09] type of thing. And then we can look at
[1:43:11] it. And Chief, you said in your report
[1:43:13] that you have kind of done this, did it
[1:43:17] sound that way? Um but yeah, we would
[1:43:19] need to look at all the different
[1:43:20] departments and then get your input as
[1:43:23] opposed to um our saying, you know, just
[1:43:27] flipping through here and saying, "Well,
[1:43:29] this looks like it's a big number. Let's
[1:43:30] cut that.
[1:43:31] » This looks like a small number. I guess
[1:43:32] it's okay." You know, that kind of a
[1:43:34] thing. I don't have the knowledge to do
[1:43:35] that. I don't. But with your input per
[1:43:38] department, I think we can make a
[1:43:41] reasonably intelligent decision to uh
[1:43:44] direct you on on how to go forward on
[1:43:46] this.
[1:43:48] You know that you talked about projects.
[1:43:51] You know, we've got potentially Leroy
[1:43:53] with that
[1:43:55] was it 1.7 million for that new building
[1:43:58] or the expansion. We're we're still
[1:44:00] dealing with issues with Royal Theater
[1:44:03] in terms of the costs that we need to
[1:44:06] finish that
[1:44:08] the railroad the train station. Um
[1:44:11] there's a lot of projects out there that
[1:44:13] we need to you know do we need to slow
[1:44:16] those down? Do we need to say okay let's
[1:44:18] let's defer that even if we lose it if
[1:44:21] it's going to if it's going to
[1:44:22] physically financially impact us then we
[1:44:26] need to look at that and say okay we can
[1:44:28] we can uh the good part about Guadalupe
[1:44:31] is the bad part. The good part is we get
[1:44:33] grants and we get you know uh and the
[1:44:36] bad part is that we we need the money to
[1:44:39] front them. I shared with Amelia
[1:44:41] uh when I went to this in the newspaper
[1:44:44] was talking about Bolton and in the in
[1:44:47] the newspaper it it showed us a
[1:44:50] breakdown of the Santa Barbara County um
[1:44:54] the tax per capita
[1:44:57] per city.
[1:44:59] Um I don't know if you folks have seen
[1:45:01] it. It's in the it's not newssh hawk but
[1:45:04] it's one of the papers
[1:45:06] and uh builtin was highlighted in that
[1:45:09] and per capita uh they had they they get
[1:45:12] $76 per capita and I talked to David
[1:45:16] David Silva who's a mayor and they have
[1:45:19] a budget of something like 12 or 13
[1:45:21] million and 15 staff members. So that's
[1:45:26] you know that you know I think the
[1:45:28] sheriff's uh deal with them but they get
[1:45:32] because they have a lot of bit and I
[1:45:33] talked about earlier they have a lot of
[1:45:34] businesses there they have you know
[1:45:36] money coming in they have the tax dollar
[1:45:38] they have the toot
[1:45:41] transit tax
[1:45:44] so they get $76
[1:45:46] per person they're ranked 27 in the um
[1:45:51] in the county in the county let's see no
[1:45:55] There's 540 agencies, cities and
[1:45:58] counties and uh they rank 27 on the one
[1:46:03] of the tops. Kalita has u um you know
[1:46:07] $391 a person and then and then it goes
[1:46:11] Santa Maria goes uh unincorporated Santa
[1:46:13] Barbara County. We get $66
[1:46:17] a person
[1:46:19] and that's not a lot of money. And if
[1:46:23] you know I know that I was you know u
[1:46:26] talking with Craig Smith in terms of the
[1:46:28] issues that they're going through now
[1:46:29] with with a railroad uh trying to get
[1:46:32] permission to you know to you they have
[1:46:35] they have to go under underground for
[1:46:37] the water and stuff like that and
[1:46:39] they're having trouble with that. So
[1:46:40] that delays them further. So, and I
[1:46:42] think I think it was mentioned that
[1:46:44] they're not going to start building
[1:46:46] until probably the latter part of next
[1:46:48] year.
[1:46:50] And that we were making money on that on
[1:46:53] the permitting fees and and everything
[1:46:55] else and then the taxes eventually.
[1:46:58] The the other side of that was the the
[1:47:03] what the acre 15 acres of commercial
[1:47:06] that if that were if that were here
[1:47:08] today that would that would have we'd
[1:47:10] have a different scenario. Um
[1:47:14] but we're not. So we need to look at the
[1:47:16] departments and say here's here's here's
[1:47:18] where we are. Here's the expenses.
[1:47:20] Here's where we need to you know if what
[1:47:22] what it does it take to run the
[1:47:24] department. What does it take to run the
[1:47:26] the finance department? What does it
[1:47:27] take to run the fire department? Where
[1:47:29] can we we cut? So if we had that before
[1:47:31] us, so we'll be I I believe we'll be
[1:47:33] more than happy to to say this is our
[1:47:36] this is our responsibility, not the
[1:47:39] staff. You just give us the give us the
[1:47:41] data and we can we'll go at it. So and
[1:47:43] again like the like the grants that we
[1:47:45] have, if if we can't, you know, uh
[1:47:49] pay for them as we go, then this defer.
[1:47:53] Um,
[1:47:55] » I just want to thank uh Eli uh for this
[1:47:57] robust report. Um, yeah, I think it
[1:47:59] uncovered some red flags that maybe
[1:48:01] should have been flagged last year. Um,
[1:48:03] and unfortunately that didn't happen.
[1:48:04] So, I really want to thank you for this
[1:48:06] thorough report. Um, speaking of last
[1:48:09] year, I know that maybe we didn't have
[1:48:10] the strongest foundation and so I think
[1:48:12] David will be working on how we can
[1:48:14] create a strong foundation to have that
[1:48:16] um, budget play out for the best of us.
[1:48:18] Um, last year we seen um, I seen a few
[1:48:21] spending on our warrants. Um, I want to
[1:48:24] see how we can direct staff to make sure
[1:48:26] that, you know, reimbursements are
[1:48:28] submitted on time. Um, so we're not late
[1:48:31] on reimbursements. I think a few times
[1:48:32] reimbursements have been submitted a
[1:48:34] year or two late. Um, and then what can
[1:48:37] we also give um direction on staff for
[1:48:40] like purchase and travel? What does that
[1:48:42] look like? Um, and if there's any more
[1:48:45] realistic options that we can uh do to
[1:48:47] move forward to have a structurally
[1:48:49] balanced budget, I would like to know.
[1:48:51] So what we are going to end um
[1:49:01] put in place um July 1st uh we're going
[1:49:04] to start doing a purchase order program.
[1:49:06] Um anything $1,000 or more collectively
[1:49:10] uh has to come through get my approval.
[1:49:13] Uh it will go through finance. It will
[1:49:15] get finances approval stating that you
[1:49:17] do have money in that account that
[1:49:18] you're trying to spend. Um, so that's
[1:49:21] going to go in place. Um,
[1:49:25] um, what was the other part?
[1:49:27] » I think the reimbursements. I sometimes
[1:49:29] » Reimbursements. Yeah. So, um, that's
[1:49:31] difficult with this new grant firm that
[1:49:34] we went to.

[1:49:40] reimbursement, reporting. Um, and then
[1:49:42] we will still have a staff member. um

[1:49:46] all the money right now that who would
[1:49:49] have thought right um so that's going to
[1:49:51] be in place also um
[1:49:54] projects are going to get halted um
[1:49:59] we have some projects that are going on
[1:50:01] that
[1:50:03] have been started and then delayed due
[1:50:06] to permitting
[1:50:08] um so there's already been a lot charged
[1:50:10] to those accounts so trying to stop
[1:50:12] those might not even make sense
[1:50:14] Um but there is other projects that
[1:50:21] are not regulatory required. Uh we do
[1:50:24] have like lift stations that are going
[1:50:25] into into work that
[1:50:28] we have to do um so that we don't get
[1:50:32] novas. Um so those will have to
[1:50:36] continue. Um but things like um
[1:50:41] you know uh
[1:50:44] and
[1:50:46] all construction is probably going to
[1:50:47] stop in December.

[1:50:48] » Um retroactively and that's going to be
[1:50:52] everything from the Royal Theater to if
[1:50:54] Lost Mooners isn't done. Like
[1:50:57] construction is stopping in December. We
[1:50:58] have to take a moment, pump our brakes,
[1:51:02] balance our books, find out how much
[1:51:03] money we have because the Royal Theater
[1:51:07] alone will shut the city down with our
[1:51:10] revolving funds and our reimbursement
[1:51:14] actions with the Royal Theater because
[1:51:16] it's federal. They don't reimburse
[1:51:18] quick. Um, and we're working off
[1:51:22] borrowed time, so everything will have
[1:51:25] to stop in December. Um, and then take a
[1:51:29] breath, figure out where we are. Um,
[1:51:34] and then
[1:51:36] do like an actual priority list for
[1:51:40] construction projects. Um, I think
[1:51:44] in the past we've applied for grants,
[1:51:46] we've been awarded grants and then we
[1:51:48] sit on grants for a long time and then
[1:51:51] we start cooking off grants and just
[1:51:53] project project or you know whatever the
[1:51:56] case may be and nobody thinks that hey
[1:51:58] it's a good idea that maybe we should
[1:52:00] prioritize these. Which ones do we need
[1:52:02] first? Which could we have waited
[1:52:04] another year on the theater? Could we
[1:52:06] have started the park last year? you
[1:52:08] know, like there's no like actual
[1:52:09] prioritization on needs, right? It's all
[1:52:12] um we're being reactive with grants and
[1:52:15] we can't be. We have to be more
[1:52:17] proactive. We have to do more planning
[1:52:18] up front. Um and
[1:52:21] we have to manage the grant
[1:52:24] as if we have the money because that's
[1:52:28] the way
[1:52:30] it becomes. As soon as you start doing
[1:52:32] something and you charge something to
[1:52:33] that account, you better start doing a
[1:52:35] reimbursement. You know, I mean, we've
[1:52:37] seen it from FEMA with Caloes to, you
[1:52:41] know, the EDA with the Royal Theater. If
[1:52:43] you're not staying on top of those grant
[1:52:45] reimbursements,
[1:52:47] you know, I mean, we we have $300,000 on
[1:52:51] Highway One lift station that we can't
[1:52:53] get a reimbursement on because we waited
[1:52:55] too long to file the reimbursement and
[1:52:58] the reason for the reimbursement is null
[1:53:00] and void anymore. So we're running at
[1:53:03] the issues like that whenever we had
[1:53:05] people in place that were supposed to be
[1:53:07] doing that as their job.
[1:53:09] » So that's the kind of things that we're
[1:53:10] starting to find and now that they're
[1:53:13] being pointed out we can be more
[1:53:14] proactive with our approach because this
[1:53:17] reactive that we've been it's going to
[1:53:20] bring the same chasable.

[1:53:25] » I like the the prioritization. Um would
[1:53:28] do you have like a master list and or
[1:53:30] will you create a master list of
[1:53:32] projects that are happening in
[1:53:33] Guualalupe the project amount and then
[1:53:36] obviously if you have um prioritization
[1:53:39] what that looks like so that way we know
[1:53:41] what are the ongoing projects not now
[1:53:43] because I know that's a lot of work
[1:53:44] » You know because it is actually
[1:53:46] something that we we maintain a list of
[1:53:48] projects um you know when I started here
[1:53:51] last year
[1:53:54] um a forest city of $8,700 $8700 people.
[1:53:58] Um, you know, we had a $37 million CIP
[1:54:03] list. You know, Slow and Santa Maria
[1:54:05] aren't touching a $37 million CIP list,
[1:54:07] you know, or if they are, it's because
[1:54:10] it's in their five-year plan, right?
[1:54:13] Theoretically, whenever you're doing
[1:54:14] these projects, it's a five-year plan,
[1:54:15] right? You know, Jeff Comm does a
[1:54:17] five-year pop um for that reason. And um
[1:54:24] we shouldn't have started $21 million of
[1:54:27] projects within 6 months of each other,
[1:54:28] right? We should have done 3 million or
[1:54:31] one project, one project. And then we
[1:54:34] wouldn't be stuck with the same problem
[1:54:36] that we're in now where we've started
[1:54:38] projects, got held up by permitting, and
[1:54:40] now,
[1:54:42] you know, the the
[1:54:45] it doesn't make sense for us to stop
[1:54:46] because we're so far as spending goes
[1:54:49] into the project, you know.
[1:54:51] » So, I mean,
[1:54:53] it it's
[1:54:56] I we can't fix the past, you know, all
[1:54:58] we can do is start from right now. U we
[1:55:00] have a list. we've worked and we've cut
[1:55:02] that list from I don't know $37 million
[1:55:05] to I don't know it's probably $5 million
[1:55:07] now. There's probably one thing on there
[1:55:09] um and it's stuff that has to be done or
[1:55:12] um the
[1:55:15] um financial effect of the city isn't
[1:55:18] um great enough that it's going to um be
[1:55:23] detrimental. You know, we have a project
[1:55:25] that you guys approved tonight for the
[1:55:26] ADA uh sidewalk at the school. you know,
[1:55:29] like the the cons of that project far
[1:55:34] outweigh what we're going to spend on
[1:55:35] that project, you know. So, that that's
[1:55:37] the kind of stuff that we're looking at
[1:55:38] now, you know, and and it's it's we're
[1:55:42] digging into the weeds of all these
[1:55:44] things and finding out where the money's
[1:55:47] coming from. Is there a is there a
[1:55:48] deadline on the on the grant? Right? How
[1:55:50] close are we to that deadline? And if
[1:55:53] we're too close, then it's like, hey,
[1:55:55] like the mayor said, we'll just let it
[1:55:56] fall and we'll reapply again. But what
[1:55:59] we can't do is start a grant and then
[1:56:03] let it falter because then we may not
[1:56:06] get that grant again or, you know,
[1:56:08] people start looking at us like, oh, we
[1:56:10] can't get those guys money. They can't
[1:56:11] even fill out paperwork, you know. So,
[1:56:14] we're trying to avoid that, but still
[1:56:17] work in a way that we can balance some
[1:56:18] kind of budget.

[1:56:26] list. So what it's not all on your
[1:56:28] shoulders that it needs to we weren't
[1:56:30] aware. I think we were aware of the

[1:56:37] the specifics in terms of reimbursement
[1:56:39] the cost what's it how much lead time is
[1:56:42] there that we have to you know that we
[1:56:45] submit a request for reimbursement. When
[1:56:47] do we get it paid?

[1:56:50] from? general fund and then then not now
[1:56:52] now we're we're finding out
[1:56:56] to you know too late that that's that's
[1:56:59] another way to do business.

[1:57:19] but the contract amount was only 2.2.

[1:58:46] the actual incident now.

[1:58:51] FEMA's right now, it's in FEMA's desk.

[1:59:29] know, what can we cut? What can we cut
[1:59:31] today? Because, you know, there's no way
[1:59:33] that the city can,
[1:59:35] you know, spend, you know, $10 million
[1:59:38] on this project in this coming year
[1:59:40] because quite frankly, we don't have
[1:59:42] that money. We don't have it. I mean,
[1:59:44] what are we just going to stop
[1:59:45] operations for the entire city? That's
[1:59:46] not going to happen. So, we have to do
[1:59:48] this a little bit more intelligently and
[1:59:50] obviously he's been great about that.
[1:59:51] Um, but just to give you a perspective
[1:59:53] of how we got there and to add to
[1:59:55] David's point, if you turn to page 14,
[1:59:59] um, it's the 14 of the budget worksheet.
[2:00:02] There's two sets of of of page of, uh,
[2:00:05] numbers, and I apologize. I think next
[2:00:06] time I'll I'll give you one set of
[2:00:08] numbers, but it's the fund summary. It's
[2:00:11] should say on the top right, and it's
[2:00:12] says 14 of 14.
[2:00:18] So if you look at that that column on
[2:00:20] the far left 23 24 you have uh a surplus
[2:00:25] of a million dollars.
[2:00:28] And to David's point, the reason that
[2:00:30] you have a surplus is because that year,
[2:00:33] if you flip if you flip to if you flip
[2:00:36] back to page three of that same report,
[2:00:41] um you have well, no, not page three.

[2:01:20] So that's the problem with that that way
[2:01:22] of thinking. And as you can see, 2425
[2:01:24] budget deficit, 25 26 budget deficit,
[2:01:27] and the budget deficit is just going to
[2:01:29] keep compounding. So, we're here for a
[2:01:31] reason. And so, and if we don't change
[2:01:34] the trajectory of of this, the numbers
[2:01:36] are just going to get bigger and bigger
[2:01:37] and bigger. Um, and so I just want to
[2:01:41] make sure that for purposes of clarity
[2:01:44] for me and and maybe I don't know, for
[2:01:46] the rest of us to make sure that we're
[2:01:47] on on the right path. um you want us to
[2:01:50] come back with areas where we we could
[2:01:53] cut costs um to give you sort of a
[2:01:56] visual of you know by department and
[2:01:57] give you some options um and and then
[2:02:00] just from my perspective it's going to
[2:02:02] be important to understand whether or
[2:02:04] not service levels are on the table as
[2:02:05] well because that's really where you're
[2:02:07] going to have the most impact

[2:02:10] going to tell us we want the exact same
[2:02:12] service level and magically cut costs I
[2:02:15] think we're going to be having the same
[2:02:16] conversation and we're not going to get

[2:03:33] to those budgets as you would have
[2:03:35] planned in the budgets, you you would
[2:03:37] have intentionally over spent.

[2:03:41] think we we need to cut that down. And
[2:03:43] now that we've sort of tred it up and
[2:03:44] said, "Okay, we can't we can't just say
[2:03:47] we can't just say um we're not looking
[2:03:50] at the enterprise funds today, but we
[2:03:52] will." And I have a pretty solid idea
[2:03:54] what those look like. But we can't say
[2:03:56] say we're going to take, you know,
[2:03:57] $800,000 from the enterprise fund when
[2:04:00] the enterprise fund is not doesn't have
[2:04:02] an extra $800,000 to take from it.
[2:04:05] So, we just need to pump the brakes on
[2:04:06] that, right? So, I I think we need to
[2:04:08] figure out where we're going to get
[2:04:09] those other $800 $800,000 from if it's
[2:04:11] not going to be there.

[2:07:44] accessing our funds. We have about over
[2:07:47] a million dollars that are waiting uh to
[2:07:50] be distributed to us from um SPAG and
[2:07:54] they won't give it to us until we have
[2:07:55] our audits done.

[2:09:23] these other cities economic

[2:09:29] city's essentially developed.
