[2:59]
>> Amazing. Well done, sir. Um and um so
[3:03]
first up on our agenda would, as I
[3:05]
mentioned earlier, take some items out
[3:07]
of order. Um and so first up, we have
[3:10]
the Mccoan school makeover. Really, it's
[3:13]
the Mccoan school property makeover
[3:16]
because it's far too late for us to do a
[3:19]
makeover on Muan School. Um so um so uh
[3:25]
with us we have John Toms who is a
[3:27]
business owner and also a resident um in
[3:30]
Hansen and of course we have our
[3:32]
esteemed town planner um Tony DeFry. So
[3:35]
I was wondering if you judge would mind
[3:37]
joining me. I know um as you guys will
[3:40]
recall we had a very generous offer from
[3:42]
Mr. Toms to do some work um at the
[3:45]
former Mccoan pro um Mccoan school
[3:48]
property. Um and he has been speaking
[3:51]
with um our town planner to try to
[3:54]
coordinate his efforts with the efforts
[3:57]
that Tony um our town planner is putting
[3:59]
forward to establish a um
[4:04]
clean and accessible um and modern
[4:08]
>> um playground at Mccoin um as well
[4:12]
through CPC funding. So um why don't we
[4:15]
start with you Mr. Defus and maybe can
[4:18]
kind of jump start us and then we'll
[4:19]
have Mr. Toms uh jump in.
[4:21]
>> Uh sure. So, as you're aware, the
[4:24]
obviously the Quan School is gone. Um
[4:27]
it's a it's a bit sad looking property
[4:29]
at the moment. We have a plan for the
[4:32]
site. There's a couple different things.
[4:34]
Obviously, the library, uh potential
[4:36]
future fire station, obviously potential
[4:38]
also future maybe fields out there. But
[4:41]
in the interim, we one of the things
[4:43]
we're doing is um with working with the
[4:45]
CPC to gain funding to move the
[4:47]
playground that's there closer to the
[4:49]
street to create a a nice new playground
[4:51]
area uh that's easier to access, has new
[4:55]
equipment, we can put lighting,
[4:57]
security, and prevent vandalism. Uh Mr.
[5:00]
Tom's uh
[5:02]
he's sort of on a similar track. Uh so
[5:05]
we've come up we sort of met and he's
[5:07]
looking to offer and I'll let him speak
[5:10]
is labor and uh materials to sort of
[5:14]
improve the site as it is.
[5:15]
>> Well, first off, thank you so much for
[5:17]
coming and um I just want to express our
[5:20]
sincere gratitude um that you're
[5:23]
stepping up in the way that you are um
[5:25]
and offering um services and offering to
[5:28]
help us spiff things up at Mccoin
[5:30]
because it's long overdue. Um we're
[5:33]
eternally grateful and we really
[5:35]
appreciate it.
[5:36]
>> Wonderful.
[5:36]
>> Welcome. Thank you,
[5:38]
>> Madam Chair. the my father we I was born
[5:43]
and raised in Hansen up on drive and
[5:45]
back in the 70s I don't know if you all
[5:47]
know this but he was he worked for motor
[5:49]
roller for the time and he got the first
[5:53]
frequency in two-way radio and did
[5:55]
Hansen ambulance
[5:56]
>> wow
[5:57]
>> so it was his way to give back to the
[5:59]
community and I guess this is my way to
[6:01]
give back to the community um I've been
[6:05]
in the hospitality
[6:07]
comm construction business for 40
[6:10]
something years now for uh as long as I
[6:12]
can remember and I thought why don't we
[6:16]
do something here it won't take much
[6:18]
have a lot of contacts over the years is
[6:21]
a great town I bought my parents house I
[6:23]
live there now I've raised my three kids
[6:25]
there all went through the Hansen
[6:27]
schools um so they like to see something
[6:31]
too and talking with Tony you know he
[6:34]
showed me the the phases and I I think
[6:38]
our elders in the library uh deserve
[6:41]
this as well. Um it'll go it'll
[6:46]
um combined with the plans of future
[6:49]
>> uh have a walking track around it. Uh
[6:51]
everything else. So I think this it's already well on its way. I talked
[6:56]
to some people and they already said
[6:58]
they'd love to to see it done and they
[7:00]
stepped up. Madona landscaping my
[7:03]
neighbor Hansen business said absolutely
[7:06]
he'll provide a patio uh 20 by 30 maybe
[7:10]
even larger. Um Bay State Seal Coating
[7:14]
Kent Casey I went to high school with he
[7:16]
says whatever you want just let me know
[7:18]
when the construction is all done he'll
[7:20]
take care of it. Um Wind's family he's
[7:22]
actually my son-in-law he said
[7:25]
absolutely. Well he works in a metal
[7:27]
department for QXO. is just let me know
[7:30]
and what colors that you're you're
[7:32]
thinking about and we'll put a nice
[7:34]
metal roof on that.
[7:35]
>> Okay, that's amazing. So, let's make
[7:37]
sure as we're going through you've got
[7:39]
to work through Lisa because we have to
[7:41]
accept donations. It's a very formal
[7:43]
process otherwise it looks like it's an
[7:45]
ethics violation and we definitely
[7:47]
don't, you know, we don't want that no
[7:48]
good deed goes unpunished. Um why don't
[7:50]
you tell us a little bit about your plan
[7:53]
and I know one question that um has come
[7:55]
up and it even just came up today.
[7:57]
Somebody asked me like, "Oh, I thought
[7:58]
we were going to put the fire station
[7:59]
there." No, what we said was we're
[8:03]
saving that piece of property, the back
[8:05]
piece of it, in case at some point in
[8:09]
the future we need to do something with
[8:12]
our firehouse. Now, we probably are
[8:14]
going to have to do something with our
[8:15]
firehouse, but what our current chief
[8:16]
didn't want to happen was that that
[8:19]
genie was let out of the bottle and
[8:20]
something else happened with that
[8:22]
property and then we weren't ever able
[8:23]
to do anything with it. So, it's sort of
[8:25]
like um a holding pattern on the back
[8:27]
piece, but the front piece, all bets are
[8:30]
off. We So, I just wanted to make sure
[8:32]
because I know I just literally just got
[8:34]
an email like a half an hour ago from
[8:36]
somebody saying, "Oh my god, I thought
[8:38]
we were going to put the firehouse
[8:38]
there."
[8:39]
>> Tony actually, he made that perfectly
[8:40]
clear.
[8:41]
>> And so, what I did is uh Marcelo
[8:44]
Mandanka and myself went down on Sunday.
[8:45]
He took his drone, flew it over so we
[8:48]
could put the the it in perspective for everybody here today. the two
[8:53]
pictures at the bottom, the one on the
[8:54]
left is the right now and then the one
[8:57]
on the right you can see where the
[9:00]
entrance of McQuan school I guess if you
[9:02]
knew it um
[9:04]
>> that would be tucked away in that corner
[9:06]
um that Tony designated as
[9:09]
okay to put this up and again I always
[9:13]
just wanted to clean it up look sharp
[9:15]
nothing's permanent it could always be
[9:17]
taken down and and whatnot but
[9:21]
um You all know John Curry. He was my my
[9:25]
personal friend.
[9:26]
>> That's um Melissa Belovic's dad.
[9:29]
>> Yeah.
[9:33]
» He recently passed in April. So I
[9:36]
thought it would be cool for that stage
[9:39]
to be kind of in his remembrance. I
[9:41]
haven't talked to Donna um his wife, but
[9:45]
just a little something to give back as
[9:46]
well.
[9:46]
>> That would be lovely. Yeah. He he was a
[9:48]
lovely man. He did a lot for the town.
[9:50]
>> He did. Yeah. Exactly.
[9:52]
And um I was in the third grade when
[9:54]
Ruth Masses was murdered in in
[9:58]
Miles Standish and there was a Memorial
[10:00]
Day. Antony told me they moved it over
[10:02]
to Indian Head. But um
[10:05]
she lived across the street from me and
[10:07]
I grew up with her daughter. So that
[10:09]
would that that whole scenario is pretty
[10:10]
close to myself too.
[10:12]
>> So it has kind of a personal touch to me
[10:14]
as well.
[10:15]
>> Um
[10:16]
>> the timeline I also attached a timeline
[10:18]
for everybody to take a look at in 20 He
[10:21]
said it looks um looked good as far as
[10:24]
he was concerned.
[10:25]
>> Yeah. I mean um as I explained to
[10:28]
>> I know time is kind of the essence when
[10:30]
you're doing some of the landscaping
[10:32]
stuff.
[10:32]
>> Yeah. I I I had said to John I said you
[10:34]
know
[10:36]
he's he'd go hog wild and this place
[10:38]
would look fantastic. Um, of course we
[10:40]
have some plans, but I said look, when
[10:42]
we we're going to do the playground, so
[10:44]
some of the highscape you're proposing,
[10:46]
that'd be good to kind of go with that.
[10:48]
>> And but the remaining of let's say
[10:51]
graded off uh lmen seated and make it
[10:56]
like a nice giant clean level field of
[10:59]
grass that can be mowed and used by the
[11:01]
public is a great idea. You know,
[11:04]
obviously we don't want to get I don't
[11:05]
want to see him go crazy where something
[11:08]
gets in the way and we go, "Oh, that now
[11:10]
we got to remove it." You know, I don't
[11:12]
want to see things I I'd like to have
[11:14]
when he's done that it stays. It's
[11:16]
permanent. It's we're not going to have
[11:18]
to move it because it's it's in the way
[11:19]
of something like that. So, um
[11:21]
>> I think it's great because aside from
[11:23]
even just the like having a place for
[11:25]
people to congregate if you know their
[11:27]
children are on the playground. Um I
[11:30]
think it's great because a lot of times
[11:32]
we you know we have like say Hansen
[11:34]
Historical Society wants to have like
[11:36]
some type of an outdoor event or anybody
[11:38]
really wants to have some kind of an
[11:40]
outdoor event. Right now you're kind of
[11:42]
taking your life in your hands like
[11:43]
you're going to twist an ankle there if
[11:45]
you do going over that parking lot. Um,
[11:47]
and that is not meant to encourage
[11:49]
people to go out there and twist their
[11:50]
ankle and sue the town. Um, so um, you
[11:53]
know,
[11:53]
>> I think it'll be I think it' be great
[11:54]
improvements to what you're saying,
[11:55]
Madam Chair. This would be great
[11:57]
improvements. Uh, the fact of, you know,
[11:59]
uh, seal coating the the parking area
[12:02]
that would make it look a 100 times
[12:03]
better. It will protect it for the long
[12:06]
term. Um,
[12:07]
>> now if they seal coat, are they going
[12:08]
to, and this is just my ignorance, so
[12:10]
I'm sorry if this is so obvious and
[12:12]
everybody else knows it, but they're not
[12:14]
going to just slap seal coat like will
[12:16]
they do a little grading of it to kind
[12:18]
of get it even like will not have a
[12:20]
bumpy seal coated?
[12:22]
>> Well,
[12:24]
it's kind of it's kind of make it look
[12:26]
pretty. It's not It's not like a what
[12:27]
they call a mill where you take off the
[12:30]
top coat.
[12:30]
>> That was what I was visualizing. Okay,
[12:32]
>> that's a little more. This is more like,
[12:34]
you know, think of it giving a good
[12:35]
solid
[12:36]
>> paint job and restriping so it looks
[12:38]
better than what it does.
[12:39]
>> Okay. All right.
[12:40]
>> You know,
[12:41]
>> it'll protect it for so in the long run.
[12:43]
>> Yeah.
[12:44]
There's a there's a cone there now
[12:46]
with the drain. That's that's a
[12:48]
liability. And
[12:49]
>> yes, it's very attractive right now.
[12:51]
>> A little something around that, but
[12:52]
allow the water to go down inside that,
[12:54]
too. So,
[12:54]
>> okay.
[12:55]
>> Yeah.
[12:55]
>> The water and that type of stuff has as
[12:57]
a concern for me. Are we leaving the set
[13:00]
the like when we redo this area or
[13:02]
somebody redo the area,
[13:05]
there's going to be a plan for drainage
[13:07]
and all the rest. Is that going to
[13:09]
change this? Like or are we are we
[13:11]
anticipating what might be done and what
[13:14]
might be needed for water drainage? Are
[13:16]
we just leaving it the same and hoping
[13:18]
for the best?
[13:19]
>> Are you saying anticipating like if
[13:22]
Robbie does something with it for the
[13:24]
fire? if anybody does if if Robbie or
[13:27]
XYZ comes in.
[13:28]
>> I don't think we're getting to that cuz
[13:29]
we're really because the list of
[13:31]
possibilities would be endless about
[13:32]
what might be worried. But definitely we
[13:35]
will take into consideration the
[13:37]
playground.
[13:38]
>> Yeah, the play the playground's going to
[13:39]
go by the street and then that'll get
[13:41]
engineered and this is more like so what
[13:44]
you see like he says on the left there,
[13:46]
think of it as redoing your yard. If
[13:48]
your yard looked like that, you bring in
[13:49]
lom and seed. You kind of level things
[13:51]
out. You spread you spread some seed
[13:53]
down. You get a nice lawn going. And
[13:55]
then you have so you have a nice flat
[13:57]
field, a flat surface. It's not bumpy
[13:59]
and people can go out there, you know,
[14:00]
play frisbee. We could have hands.
[14:02]
>> I guess my concern is somebody comes out
[14:03]
and says, "Oh, it really should be a
[14:05]
foot higher or it's 6 in higher or 6 in
[14:07]
lower." What does that do
[14:11]
>> to this that we've already done this
[14:12]
work with when we don't know? Well, as
[14:14]
he said that he's doing stuff that he's
[14:17]
okay that if at some point in the future
[14:19]
we have to disturb it or redo it like
[14:21]
he's going in eyes wide open, you know,
[14:24]
he understands that. Um, we're saying
[14:27]
it's temporary, but you know how town
[14:29]
government moves. We'll still be talking
[14:31]
about this 30 years from now. It'll be
[14:33]
still there. So,
[14:34]
>> it's it's a beautifification.
[14:35]
>> Yeah. At least.
[14:36]
>> No, no, this is definitely a
[14:37]
beautifification.
[14:38]
>> Pretty, you know, attractive. Right now,
[14:40]
it looks like a running field.
[14:41]
>> Exactly. So, so that is that's so I have
[14:44]
a couple questions and first and
[14:45]
foremost, thank thank you for this. This
[14:47]
is this is amazing. Thank you for doing
[14:49]
all of this. Um, I too worked with John
[14:52]
for a very very long time. So,
[14:53]
sentiments the same. I was on the
[14:55]
capital improvement committee with him
[14:56]
and he used to come in with these little
[14:58]
>> uh fruit snack things all the time.
[15:00]
Loved it. Absolutely loved it.
[15:02]
>> So, um
[15:04]
>> he and he used to eat them all too. He
[15:05]
brought them for everybody, but he'd eat
[15:06]
them all himself. Um, so I I I just have
[15:11]
technical questions just based off of uh
[15:13]
probably coming from a place of
[15:15]
ignorance, just based off of um other
[15:17]
projects that are similar. Um, but the
[15:20]
use of volunteers for
[15:23]
the development of property and and all
[15:26]
of that cuz I've been in situations
[15:29]
before where we've tried to utilize or
[15:30]
get donations from folks like yourself
[15:33]
that were roadblocked because we were
[15:35]
told that we couldn't use donations cuz
[15:37]
there was like prevailing wage issues
[15:39]
and liability issues and stuff like
[15:41]
that. I'm totally open to the idea that
[15:43]
all of that was misinformation. And I am
[15:45]
following up with saying I'm sure before
[15:48]
it even gets to us that all of those
[15:49]
boxes have been checked. But I do
[15:52]
>> want to say it out loud just for the
[15:53]
sake of just asking cuz I just need to
[15:55]
know for my own self uh for other
[15:58]
projects moving forward. Uh was it
[16:01]
misinformation in the past and or if not
[16:04]
what separates this from something else?
[16:06]
So that way we can utilize other folks
[16:08]
good fortune and uh selflessness for the
[16:12]
future because Camp Cam Kowani was a big
[16:13]
one back at like 10 years ago where we
[16:15]
were trying to like work on things and
[16:17]
they said no. This is before most
[16:18]
people's time.
[16:20]
>> But I'm just
[16:21]
>> It depends. If it was something that
[16:23]
required licenses um and people were
[16:26]
well-intentioned but not licensed in it,
[16:28]
then they wouldn't have been permitted
[16:29]
to do it. Um this um we did check with
[16:32]
Kate um as soon as Mr. Toms reached out
[16:35]
uh cuz I was a little like oh were you
[16:37]
even able to to do this and I had the
[16:39]
same question not necessarily about
[16:41]
prevailing wage I was concerned was this
[16:44]
going to be a problem with the union
[16:45]
>> well that's what it was it was union
[16:47]
stuff it was prevailing wage stuff it
[16:48]
was the appropriate three bids type of
[16:51]
thing
[16:51]
>> that we are absolutely able to accept
[16:53]
donations of um labor and materials
[16:57]
there's no problem and that we should
[16:59]
have any volunteer doing um the work
[17:02]
sign a waiver and that was It's as
[17:04]
simple as that.
[17:05]
>> That's all she said.
[17:06]
>> Okay. Yep.
[17:07]
>> Okay, that's good to know. And then um
[17:10]
in terms of if anybody gets hurt or
[17:12]
anything along those lines based on the
[17:13]
work that was that was done, like who
[17:16]
signs off on the work at the end of the
[17:17]
day?
[17:17]
>> Oh, well, it would be our normal
[17:19]
process, you know.
[17:20]
>> Okay. So, we can still go through the
[17:20]
normal process and all of that other
[17:22]
stuff. We don't wave any like if it's
[17:24]
you know um I mean it would be our
[17:26]
building commissioner even though it's
[17:28]
not building but like you know and would
[17:30]
obviously want like anybody in the land
[17:32]
use boards to like if conservation feels
[17:34]
like they need to you know chime in and
[17:36]
you know like all of those guys.
[17:38]
>> Okay. Okay.
[17:39]
>> Yeah.
[17:40]
>> That's really my only um my and then the
[17:42]
I guess the other thing is um for just
[17:44]
maintenance of the property cuz now was
[17:46]
obviously not being maintained at all.
[17:47]
So once it becomes beautified, who who
[17:51]
mows it? Is that going to be the highway
[17:53]
department?
[17:54]
>> Yep.
[17:54]
>> We already have that budget.
[17:55]
>> Yeah. I mean, technically they do mow it
[17:58]
now. It's just not great.
[18:00]
>> Well, now they're going to be doing it
[18:02]
not on they're going to be doing it to make it still look good, not just
[18:05]
going over dirt.
[18:07]
>> So So it sounds like all the all the the tees were crossed. So I just that it
[18:12]
would be foolish for me not to at least
[18:13]
ask it out loud. So I do appreciate
[18:15]
that.
[18:16]
Um, did anybody else have any?
[18:18]
>> I have three totally unrelated things. I I see solar powered and I see Wi-Fi
[18:23]
surveillance camera. Are those the same
[18:25]
thing? Is it or is something else solar
[18:27]
powered?
[18:28]
>> It's It's the same thing. Solar powered
[18:29]
Wi-Fi.
[18:30]
>> So that Okay. And then you talk about a
[18:33]
stage. I don't see it in the picture.
[18:35]
Where's the stage going to go?
[18:37]
>> It's hard to see in a picture. I'll have
[18:38]
to email you uh a picture, but it's it's
[18:42]
in the corner
[18:44]
>> of the pavilion.
[18:45]
>> Oh, I see. Yeah, in the top right of
[18:47]
that pad.
[18:47]
>> It's a 12 by 14 stage with a a cover
[18:51]
over it. We'll have two doors in the
[18:52]
back in case the little ones want to put
[18:54]
on some sort of
[18:55]
>> So, people will sit on chairs on the
[18:57]
patio or something and all that.
[18:59]
>> Uh Jim Hickeyi uh volunteered to build
[19:01]
some benches for us place around.
[19:04]
>> He makes nice benches. We we have a
[19:06]
>> we have a similar themed
[19:09]
area proposed for the high street park.
[19:12]
>> Oh, good.
[19:13]
>> Great. And then my only other thing is
[19:15]
that the the Hansen Preservation or the
[19:18]
town of Hansen, the two different names
[19:20]
to make ch Does that exist? Hansen
[19:22]
Preservation. Hansen. Yeah.
[19:24]
Preservation.
[19:26]
>> If someone was to make a check out to
[19:27]
that.
[19:28]
>> What is Who was Hansen Preservation?
[19:30]
>> Uh I'm sorry. I think it's the PCC.
[19:33]
Yeah, it's the middle of the
[19:35]
>> flush pres.
[19:37]
>> I also Well, okay. We need to flush that
[19:40]
one out. I'm not sure that the checks
[19:43]
could be made payable to Hans.
[19:46]
>> I've just seen this tonight.
[19:47]
>> Oh. Oh, okay. All right. Hansen
[19:49]
Community Preservation is definitely um
[19:52]
who Mr. Defias is working with on the
[19:55]
playground piece of it. Um but they have
[19:58]
um it's a very unusual arrangement. It's
[20:00]
a very specialized account. um they're
[20:03]
not really set up to take funds in.
[20:07]
Okay.
[20:07]
>> Um so um I think we'll have to flush
[20:10]
that out with with our town accountant
[20:11]
and with Miss Green and figure out
[20:14]
exactly to whom it's probably um to the
[20:18]
town of Hansen. Um and then we're just
[20:20]
going to have to keep ourselves um you
[20:23]
know keep ourselves honest about
[20:25]
allocating that to a particular uh use.
[20:28]
Um, so there are rules of engagement
[20:30]
around that and Miss Green is our
[20:32]
procurement officer, so she'll gatekeep
[20:34]
on that.
[20:36]
>> So before anything gets used, we do have
[20:38]
to accept them individually as gifts,
[20:40]
right? We can't just take a blanket
[20:42]
donation.
[20:43]
>> Correct.
[20:43]
>> We need to know like um
[20:45]
>> yeah, everything has to follow a very
[20:47]
slow step.
[20:49]
>> Work with you on on that. So like for
[20:51]
instance, Miss Green is our town
[20:53]
administrator. Um, and so for instance,
[20:56]
if you say, "Oh, um, the I'm making this
[20:59]
up like I'm totally spitballing, but if
[21:00]
you say, oh, the, um, you know, pavilion
[21:03]
is worth $25,000 and so and so is
[21:06]
donating the time and material to do
[21:09]
that, then we have to say, okay, we're
[21:12]
going to accept the U pavilion worth
[21:14]
$25,000 from so- and so." Like, we we've
[21:17]
got to really keep track of that stuff.
[21:18]
So, Miss Green, again, we'll work with
[21:20]
you on it. Do you need something from
[21:22]
the company or in an email for Well, we
[21:25]
can talk.
[21:25]
>> Yeah.
[21:25]
Yeah. Okay. Definitely. I
[21:27]
>> I guess I guess conceptually, does
[21:30]
anybody have a problem with this?
[21:33]
Obviously, there's a lot of nuts and
[21:34]
bolts here and miss, you know, we'll
[21:36]
have to lean on Miss Green to work that
[21:39]
out.
[21:39]
>> I just want to know about the uh just
[21:41]
the minutiae of it just just so we're
[21:43]
all on the straight now and he doesn't
[21:44]
get roadblocked. That's all.
[21:45]
>> I mean, this we're not meeting before
[21:47]
the week of August 22nd, 2028. Do we
[21:50]
have to have some kind of a vote um to
[21:54]
direct the Hansen DPW to initiate this
[21:58]
work?
[21:58]
>> Um have we talked to Rich?
[22:01]
>> Uh I have not had an opportunity, but I
[22:03]
can talk to him tomorrow.
[22:04]
>> Okay. Um I mean Rich has said in the
[22:07]
email that you guys all got that he's
[22:08]
feeling like he's in a good place to
[22:10]
take on additional work. I don't know
[22:12]
what his particular plans are for that
[22:13]
week. Um but um yeah, if you could kind
[22:17]
of um broker that a little bit and um
[22:20]
work Mr. Toms and um with um with Rich
[22:25]
>> August is going fast.
[22:26]
>> Rich Jasmine. Um and I wish we had a
[22:29]
DPW, but we don't. We've only got
[22:31]
highway. Um so um these guys, the
[22:34]
highway department, um are the ones that
[22:36]
we'll be working on. Um so don't be a
[22:39]
hater out there if you don't like DPW.
[22:41]
Um okay. Um, so, um,
[22:45]
I I mean probably you're just saying
[22:47]
remove weeds, overgrowth, debris, un
[22:50]
unwanted material. I I don't think
[22:52]
that's going to be a problem. Um, I I in
[22:55]
on a separate note um but somewhat
[22:58]
related. I had talked to um
[23:02]
uh Gilamato, our health agent, um when
[23:05]
Mr. Jasmine had some other stuff he
[23:07]
needed to remove from that property. And
[23:10]
Gil told me that as long as um you know
[23:13]
Rich contacts him, most of the
[23:16]
materials, if they're able to be
[23:17]
disposed of, could be disposed at the
[23:20]
transfer station. But again, he just
[23:22]
needs to reach out and communicate. So,
[23:24]
which makes sense because it is town
[23:25]
owned, but we just want to, you know,
[23:27]
make sure we're we're involving
[23:29]
everybody that needs to.
[23:30]
>> I just don't want to slow anything down.
[23:32]
There's something here that we need to
[23:33]
like the boom delivery is a that's a
[23:35]
donation,
[23:36]
>> right? to just vote.
[23:37]
>> So I think yes, what I think we should
[23:39]
do is take a contingent vote saying that
[23:43]
contingent upon Miss Green working with
[23:46]
Mr. Toms to timely get um these for
[23:50]
instance like we don't know the dollar
[23:52]
amount of the loan to be delivered and
[23:54]
donated, but we can still take a vote
[23:56]
that as long as it meets the procurement
[23:58]
requirements set out by Miss Green that
[24:01]
in concept we're willing to accept that
[24:03]
donation. And we can also take a vote um
[24:06]
that we um would like to have Mr.
[24:09]
DeFryas work with um Mr. Jasmine um to
[24:13]
see if the um highway department can do
[24:16]
the work that's described here. We can
[24:18]
take that vote.
[24:18]
>> Okay.
[24:19]
>> So I move that we
[24:20]
>> Amazing. That's amazing. Um second.
[24:23]
>> Okay. Great. Um uh any further questions
[24:25]
for Mr. Toms? Okay. Um all in favor?
[24:29]
Amazing. Did you have anything else you
[24:31]
wanted to tell us? Anything else you
[24:33]
want to give us?
[24:35]
>> You know, I just have to say,
[24:38]
>> you know, that that he's your guy. This
[24:41]
is the guy right down there at the end
[24:43]
of my that's going to be a bottomless
[24:45]
pit. We we could we could use so much
[24:48]
help on that. Um that's great. And um
[24:51]
again, I can't tell you how meaningful
[24:54]
this is. A lot of times, you know, um we did run for this role. We were
[25:00]
elected. Um but a lot of times it sort
[25:02]
of feels like hello out there. Is
[25:04]
anybody out there? Um and it's really um
[25:07]
heartening when somebody steps forward
[25:09]
and supports, you know, the effort. So
[25:11]
we really thank you.
[25:12]
>> You're welcome.
[25:13]
>> Thank you very much.
[25:14]
>> Thank you.
[25:15]
>> Yeah, the timing is great with uh moving
[25:17]
the playground over.
[25:18]
>> Yeah, it was perfect. And thank you, Mr.
[25:20]
Defers, for all that you do, but
[25:22]
coordinating this as well. Thank you.
[25:24]
>> You're welcome.
[25:25]
>> All right. Thanks.
[25:26]
>> Thank you.
[25:26]
>> All right.
[25:27]
>> Thanks.
[25:27]
>> Thank you.
[25:28]
>> Appreciate it. Thank you very much.
[25:30]
>> Thank you very much. Appreciate it.
[25:32]
>> Take care and thank you.
[25:35]
>> Thank you so much.
[25:37]
>> We should go make an appointment.
[25:40]
>> Pleasure.
[25:44]
» Okay. And I'll send you an email.
[25:46]
>> Excellent.
[25:48]
>> All right. Thank you, Mr. and Mrs.
[25:50]
Thompson. Take care. It gives you
[25:52]
something fun. All right. Eric Dresser.
[25:57]
And we've got Whitman Hampton Community
[25:59]
Access Television uh director Eric
[26:02]
Dresser with us. Deja April. Eric.
[26:03]
>> Yeah, Dave.
[26:04]
>> Um
[26:05]
>> and thank you for taking me out of order
[26:07]
because uh tonight I will be also
[26:08]
joining the Whitman Select Board later
[26:10]
to have a similar conversation. Um I
[26:13]
believe you've all seen the updated uh
[26:16]
access grant agreement that we were
[26:17]
talking about last week. Uh we've gone
[26:20]
back and forth for over a year on it. Um
[26:24]
and it's in a really good place. Uh as I
[26:26]
said last week, we wanted to basically
[26:28]
work to document existing practices uh
[26:31]
memorialize those on paper and then make
[26:35]
the necessary modernizations
[26:37]
uh just to you know a lot has changed
[26:40]
since co and even before that. Uh and so
[26:43]
I feel like we're in a really good
[26:44]
place. It's been uh looked at by your
[26:47]
legal counsel. have been looked at by
[26:49]
WHCA's legal council, approved by WHCA's
[26:51]
board, and now it's before you um for
[26:55]
your approval. And again, the goal was
[26:57]
to try to get uh substantially
[27:00]
uh the same agreement between Whitman
[27:03]
and Hansen, which is why the timeline
[27:05]
works out tonight the way that it does.
[27:07]
>> All right. And Miss Green, did you have
[27:08]
anything you wanted to chime in with?
[27:11]
Um just just to point out there were
[27:13]
some minor um changes in um some of the
[27:18]
terms and I can I can go through them.
[27:22]
Um it's section three under the scope of
[27:24]
services he access programming services
[27:27]
facility um under let's see
[27:35]
uh so it's J
[27:38]
and then uh double I or J2 which is on
[27:41]
page four.
[27:43]
Um the la the last sentence um basically
[27:47]
this has to has to do with uh notice
[27:50]
regarding funding. Now when funding
[27:53]
comes to us from Comcast
[27:56]
um and then WHCA sends us an invoice and
[27:59]
we take that funding and we send a check
[28:02]
along um for that exact amount. Um but
[28:06]
on here uh on this here it basically
[28:08]
notes that if there's any change on any
[28:10]
of that um we need to give written
[28:13]
notice
[28:14]
>> and they changed it from 10 days to 5
[28:17]
days. Um so that my a minor change on
[28:20]
that
[28:20]
>> I think that the reason might have been
[28:22]
just that throughout the document in
[28:24]
other places where reasonable notice was
[28:25]
defined for example letting us know
[28:27]
about a meeting like tonight for us to
[28:29]
film um we also brought that number down
[28:31]
to the similar reasonable notice amount
[28:33]
of time. 10 wasn't realistic. 10 wasn't
[28:36]
actually what was happening in practice.
[28:37]
So I think that the idea was just to
[28:39]
harmonize that reasonable notice
[28:40]
definition throughout the agreement in
[28:42]
all areas.
[28:45]
» Um and you don't think that's
[28:48]
problematic? Um the payment?
[28:52]
>> No, no, no. Because I mean it we get we
[28:55]
receive the check uh turnover is done.
[28:58]
We let um Eric know that we've got it.
[29:01]
He immediately sends us an invoice of
[29:03]
which we do turn our war on almost the
[29:05]
same day. So it all basically happens
[29:08]
almost the same day.
[29:08]
>> I assume you checked with Lisa Clark the
[29:11]
treasure collector or with Gina whoever
[29:14]
it is that's doing the that they feel
[29:16]
comfortable with that timeline.
[29:18]
>> Yeah. Well, we just have to produce it
[29:20]
all. The check isn't cut right then and
[29:21]
there. Then they they go through their
[29:24]
process um with actually issuing the
[29:27]
check. It's just that when we get the
[29:28]
check, hand it over and then when we
[29:31]
process the warrant, uh that's all
[29:33]
pretty much done in the same day. But
[29:35]
once it reaches accounting and then
[29:37]
treasur collector and then our town
[29:39]
accountant go approves it, then the
[29:42]
check is issued on that end. So what
[29:44]
happens if for some reason we drop the
[29:45]
ball and we don't do it within that time
[29:47]
frame? Well, we'll have to call Eric and
[29:50]
let him know that something went arai
[29:53]
and
[29:53]
>> in terms of um what I would foresee
[29:55]
would happen on our end is my bookkeeper
[29:57]
would probably be like, "Hey, where's
[29:58]
that thing we usually see about this
[29:59]
time?"
[30:00]
>> All right. There's no penalty.
[30:01]
>> No, there's no not so far as we're
[30:02]
concerned. And I think the nice thing is
[30:04]
what Lisa is talking about is really
[30:06]
documenting our existing practice, which
[30:08]
is what overall what this whole
[30:10]
>> uh goal has been on this project. And so
[30:13]
we've already got two years under our
[30:14]
belt since the new cable license. Well,
[30:16]
one in Hansom, two in Whitman. Uh, so
[30:18]
we're really just repeating the steps.
[30:20]
So, we just did our second capital
[30:21]
payment and we just duplicated the
[30:23]
process from last year. Now, that's
[30:26]
basically being memorialized into this
[30:27]
document so that, you know, happened to
[30:30]
me. Get hit by a truck, the next guy up
[30:32]
knows how to continue that practice.
[30:34]
>> Okay.
[30:35]
>> Love it.
[30:36]
>> U, what else, M? Um so under section
[30:40]
seven which is funding and equipment of
[30:42]
the access corporation
[30:45]
um we have num letter A and then I which
[30:50]
I guess is one.
[30:51]
>> Yeah.
[30:51]
>> Um capital support that language is
[30:54]
added um just again basically um under
[30:57]
the license renewal with Comcast that we
[31:00]
entered into uh last year. Um, this
[31:04]
basically is talking about again we
[31:07]
receive a check from Comcast and we go
[31:10]
through that process. They send us an
[31:12]
invoice and we do that process. Um, any
[31:15]
capital that what Hansen Community
[31:18]
Access purchases is purchased with that
[31:20]
with those funds and and the town does
[31:23]
not pay for any of those that that
[31:25]
capital out of its budget funds like
[31:28]
general fund.
[31:29]
>> Okay.
[31:30]
>> So, yeah. So basically that was inserted
[31:32]
because there's I think eight other
[31:34]
references to section 6.4 that talks
[31:36]
about the way the operating revenue
[31:38]
flows but there was a lot of ambiguity
[31:40]
about the way the capital funding flows.
[31:42]
So we just inserted that clause so that
[31:44]
the capital funding just points to
[31:46]
section 6.5 which I did email over.
[31:48]
We're going to possibly make all of
[31:50]
section six from the cable license an
[31:52]
appendix to this agreement just so that
[31:54]
all those cross cross references are
[31:55]
right there.
[31:56]
>> Did you guys have a concern?
[31:58]
>> Oh okay. Oh,
[32:01]
>> really thorough per usual.
[32:03]
>> Yep.
[32:03]
>> Good job.
[32:04]
>> Thank you.
[32:04]
>> Um, thank you.
[32:05]
>> All right. Um, and the last under
[32:09]
section 17 indemnification,
[32:12]
uh, there is a let's seeification
[32:19]
or
[32:21]
>> what page?
[32:21]
>> I'm sorry, it's not 17. It's um, it go
[32:24]
we go to section 20, termination of the
[32:27]
agreement.
[32:29]
uh which is on page 14.
[32:34]
Uh a determination of the agreement. Uh
[32:36]
basically we um we changed it was a
[32:40]
60-day
[32:42]
um it's that would be under um section C
[32:46]
so 20 C. So we changed it from 60 days
[32:49]
to 90 days. Um that just allows a little
[32:52]
bit you know more time if the agreement
[32:55]
is terminated.
[32:58]
Uh so that we changed that and again um
[33:02]
nothing out of the ordinary with going
[33:03]
from 60 to 90 days.
[33:06]
>> 60.
[33:07]
>> Uh and then under section 21 transfer of
[33:09]
assets upon termination
[33:13]
um there is language that was added in
[33:15]
there that basically says that the the director and it's actually in
[33:21]
section B. uh the executive director
[33:23]
shall have no claims shall not have any
[33:26]
claims against the town for compensation
[33:28]
for his services in connection with any
[33:30]
liquidation. So meaning if there if
[33:32]
there is a termination of the agreement
[33:34]
and liquidation of the asset the
[33:37]
director none the town is not
[33:39]
responsible for any compensation to the
[33:41]
director um
[33:42]
>> just continue to pay out of WHCA until
[33:44]
the well runs dry.
[33:46]
>> Right. Fine.
[33:46]
>> Perfect.
[33:47]
>> So those are the major changes in the
[33:49]
agreement.
[33:50]
>> Does anybody have any other questions?
[33:52]
Yes. Um, it occurs to me. So, say things
[33:55]
went totally sour and the agreement was
[33:58]
terminated.
[33:59]
>> What happens to all of the videos that
[34:02]
are up on YouTube and blah blah blah.
[34:05]
You know,
[34:05]
>> it's an interesting question. Um, I
[34:08]
think that they would be considered
[34:09]
assets of WHCA and the way that this is
[34:12]
written is about the transfer of assets
[34:14]
back to the respective towns. So, I just
[34:18]
figure it would be a matter of turning
[34:20]
over in that case passwords because
[34:21]
there wouldn't be any physical servers.
[34:23]
Okay.
[34:23]
>> For things just providing that access.
[34:26]
>> Okay.
[34:26]
>> Yeah.
[34:26]
>> As long as they're not going to
[34:28]
>> No.
[34:30]
Um Okay. Um then uh with that I will
[34:35]
entertain a motion um to
[34:39]
um
[34:41]
to adopt the um agreement by between the
[34:44]
town of Hansen and Whitman Hansen
[34:46]
Community Access Corporation.
[34:48]
>> So moved.
[34:48]
>> Second.
[34:49]
>> Okay. Um all in favor I
[34:52]
>> All right. Amazing.
[34:53]
>> Um all right. We will sign this tonight
[34:55]
and Miss Green will get it.
[34:56]
>> Might even be able to sign our side
[34:58]
since she's here. I think she's standing
[34:59]
here to Whitman, but
[35:01]
>> he's getting signed as we speak.
[35:02]
>> There we go.
[35:03]
>> Okay, great.
[35:03]
>> So, we'll circle back. We're obviously
[35:05]
in close.
[35:05]
>> Thank you so much for um for coming.
[35:08]
>> Thank you.
[35:09]
>> Um okay, next up, and thank you very
[35:12]
much for your patience. Um and I'm sorry
[35:13]
you just hit us on a night when we had
[35:15]
to take a bunch of stuff out of order.
[35:17]
Um is the um consider vote for the fir
[35:21]
uh first right of refusal on 902 Main
[35:24]
Street, unit um 52. Um, sorry about the
[35:28]
loss of your aunt. Um, and uh, did you
[35:32]
want to just kind of tell us where
[35:34]
you're at and what's happening?
[35:36]
>> Yeah, so I've sold these units before.
[35:38]
I'm also a realtor. Um, so I have the
[35:41]
listing ready to go. I have photos ready
[35:43]
to go. Um, I'm pretty much on Chapa's
[35:47]
timeline of when they tell me I can do
[35:49]
whatever I need to do. So, our next step
[35:52]
is obviously finding out if the town
[35:54]
would like to purchase or doesn't want
[35:56]
to purchase. And then after you give me
[35:59]
that answer, Chapa will let me list it,
[36:03]
which could be potentially next week if
[36:07]
you guys make a decision. Um, and yeah,
[36:10]
it'll be an income eligible unit. I
[36:13]
can't imagine it's not going to sell.
[36:14]
It's an amazing unit. Um the one that
[36:17]
was just listed number 35, they had a
[36:21]
buyer in 20 23 days, so it's contingent
[36:25]
now. Um so yeah, listed for 307,900
[36:30]
square ft if you have a buyer. It's
[36:32]
actually it's an amazing offering. I
[36:34]
have photos if you want them.
[36:36]
>> Honestly, I keep think thinking to
[36:37]
myself, I wish I knew somebody who was
[36:39]
eligible for this.
[36:40]
>> I wish I could get my parents in there.
[36:42]
I wish I could almost live in there. I
[36:44]
mean, I'm almost 55. I'm close.
[36:46]
>> Almost.
[36:47]
>> Um, so yeah.
[36:48]
>> Um, so our last foray into this, um, we
[36:53]
learned a lot.
[36:54]
>> Yeah.
[36:54]
>> And you're the benefactor of that that
[36:57]
learning. Um, so, um, it is going to
[37:00]
stay affordable. Um, and that's your
[37:02]
intention. We would just, I think, ask
[37:04]
you the same thing that we had asked Bob
[37:06]
Germaine, who was the realtor for that
[37:08]
unit. Um, if for any reason it doesn't
[37:11]
look like it's going to sell, we would
[37:13]
want you to let Miss Green know and we might, you know, uh, think about
[37:18]
purchasing it as a
[37:20]
>> I mean, that's that would be a sixmonth
[37:21]
time frame because we have 180 days. So,
[37:24]
I cannot imagine we would get there, but
[37:26]
absolutely.
[37:27]
>> Okay. Yeah.
[37:28]
>> All right. Did anybody have any
[37:29]
questions? No. Um, with that then I will
[37:32]
entertain a motion um to
[37:36]
um not exercise our first right of
[37:39]
refusal on 902 Main Street, Unit 52.
[37:42]
>> So moved.
[37:42]
>> Second.
[37:44]
>> Any further discussion? All in favor?
[37:46]
>> All right. And thank you so much and
[37:48]
thank you for waiting.
[37:48]
>> Do Can I have one quick question? Do you
[37:51]
know when I would get that piece of
[37:52]
paper?
[37:53]
>> Um, our Yep. Our admin will send it to
[37:55]
you tomorrow, Amy. Awesome. Okay. Thank
[37:57]
you so much. Yep.
[38:00]
All right. Thank you.
[38:01]
>> Thank you.
[38:02]
>> All right. That brings us to discuss and
[38:05]
consider vote to appoint unenrolled
[38:08]
um election workers. So in front of us
[38:11]
we have election workers with the term
[38:13]
to expire August 2027. We've got Deborah
[38:17]
Bonnie, um, Lisa Marie Carson, Ellen
[38:21]
Conan, Matthew Dyer, Kathleen Ferrara,
[38:25]
um, Helen Fuller, Aaron Hearn, Ann Marie
[38:27]
Heislip, Mary Beth Johnson, Daniel
[38:30]
Johnson, Joe Kelly, Kevin Lalian, and
[38:34]
I'm sorry if I just slaughtered that,
[38:35]
Kathleen McGee, Nancy Meyers, Alvara,
[38:38]
Oso, James Rodick, Louise Russo, Teresa
[38:41]
Sanche, Margaret Schneider, Beth Sloan,
[38:45]
Ma Matthew Matthew Spencer, Robera
[38:47]
Spencer, Heidi Wedell, and Moren Watson.
[38:49]
I will entertain a motion to appoint
[38:51]
these individuals as unenrolled election
[38:54]
workers for a term expiring August of
[38:56]
2027.
[38:58]
>> So moved.
[38:58]
>> Second.
[38:59]
>> All in favor?
[39:00]
>> Amazing. Um, okay. Then that brings us
[39:04]
to um discuss October special town
[39:08]
meeting proposed articles. Miss Green.
[39:10]
>> Uh, yes, Madam Chair. U Madam Vice
[39:12]
Chair, members of the board. Uh the
[39:14]
board opened the October special town
[39:16]
meeting warrant last Tuesday. Um we had
[39:20]
circulated the memorandum to the
[39:22]
departments to let them know that the
[39:24]
warrant was open. We have a an article
[39:26]
submission deadline of Thursday, August
[39:29]
20th at 12 noon. Uh to date we have
[39:34]
received uh 30 well we've we've received
[39:38]
um
[39:40]
we're looking at about 30 articles. Um
[39:44]
some of them we do have the exact
[39:46]
amounts like right now we only have one
[39:48]
unpaid fiscal bill bill from the prior
[39:50]
fiscal year. Um we do have wage and
[39:53]
personnel bylaw. We have some updates in
[39:55]
that that is already in the warrant. Um
[39:58]
we will need some expense some uh salary
[40:02]
supplements
[40:04]
um for our uh building commissioner
[40:07]
position and uh town planner and
[40:09]
director of land use. Uh there may be
[40:10]
more that that'll to be determined. Um
[40:14]
but we know we've got the Mccoan
[40:15]
playground with community preservation.
[40:18]
We're waiting on water commissioners uh
[40:21]
to submit any articles. Uh treasure
[40:24]
collector has submitted hers. Uh police
[40:27]
has submitted some articles including
[40:29]
HVAC improvements for the police
[40:31]
station, cruisers, uh fire, cardiac
[40:34]
monitors and defibrillators.
[40:36]
uh IT director has submitted articles um
[40:40]
for capital items um that are going to
[40:43]
include server infrastructure uh police
[40:46]
safety radio consoles for the dispatch
[40:50]
um security cameras at Camp Kuwani
[40:53]
transfer station skate park uh Kenbury
[40:56]
Cove then we have planning that has is
[40:59]
still looking for consultant for the
[41:01]
subdivision regulation control um
[41:05]
we have highway A uh vehicle
[41:07]
replacement, air compressor for trailer.
[41:10]
Uh conservation is fund replacement.
[41:13]
Their conservation fund replacement. Uh
[41:15]
we have one article for the school
[41:17]
Whitman Hansen Regional School District,
[41:19]
which is high school paving. Uh elder
[41:22]
affairs has not submitted anything yet.
[41:24]
Uh and then from 21 down, these are
[41:28]
mainly going to be bylaw um adjustments,
[41:32]
additions, amendments, um or new bylaws.
[41:35]
Okay. So, look in looking at these, what
[41:38]
I'd like to do is try to get ahead of um
[41:41]
us having a bunch of questions. So, um
[41:44]
I'd like to the ones that I think that
[41:46]
we need to have somebody come and talk
[41:48]
to us about are conservation for sure.
[41:50]
Like, we need to know what the heck's
[41:52]
going on with those. Um and then we need
[41:54]
to know what the heck's going on with
[41:56]
the IT director stuff. um all
[41:58]
well-intentioned and I'm sure they they
[42:00]
are valid because Matt does his
[42:02]
homework, but we just like to hear from
[42:04]
him on it. And then the highway director
[42:07]
um again, we want to have a conversation
[42:09]
with with him. And I don't anticipate
[42:12]
that these conversations are going to be
[42:14]
long, but since we are going to be in a
[42:16]
position of uh recommending or not, we
[42:19]
kind of need to have some facts um from
[42:21]
folks. Um you know, and then any of the
[42:24]
other ones you can kind of flush out. I
[42:26]
did want to mention like I don't the
[42:28]
community preservation Indian crossway
[42:30]
bridge at Crooker Place. Um has that
[42:32]
already been presented to the community
[42:35]
preservation.
[42:36]
>> I don't know if it has or not.
[42:38]
>> Who submitted that?
[42:39]
>> Um
[42:41]
that that was submitted by conservation.
[42:43]
>> I think I think Dave is going to talk to
[42:47]
>> Okay.
[42:48]
>> talk to community preservation about it.
[42:51]
>> Okay. Um I don't know when they're
[42:53]
meeting. Uh they're not meeting before
[42:56]
August 20th. I can tell you that. Um
[42:59]
it's is well you've got a placeholder.
[43:02]
>> What's the lockdown date?
[43:05]
>> So that well that that's going to be
[43:06]
part of the um August 20th is submission
[43:09]
for the articles. So by August 20th,
[43:12]
we'll need the article, we'll need the
[43:14]
language, and we'll need the amount.
[43:15]
>> Yeah. You're not going to have any of
[43:17]
that on the Indian crossway.
[43:19]
>> Okay. We can let we can let conservation
[43:21]
know. You know, I'm not saying you can't
[43:24]
put a placeholder, but you're just not
[43:25]
going to know anything cuz they're not
[43:26]
meeting until like middle of September.
[43:30]
>> Oh, yeah. That probably wouldn't work.
[43:32]
>> Yeah. So, it may need to be a spring
[43:34]
child meeting more article.
[43:36]
>> Okay.
[43:37]
>> Um unless there's something that I'm
[43:40]
missing, but um Okay. Um I did want to
[43:43]
talk to you guys. I had um and if
[43:45]
there's anything that you guys want to
[43:48]
add um you know, let's discuss it as a
[43:51]
board. I had asked to have the ban the
[43:53]
selling ofratom. Um I had reached out to
[43:56]
the board of health um about this a
[43:58]
couple of months ago. Um several
[44:00]
surrounding towns have uh banned the
[44:03]
sale ofratom. It don't ask me what it
[44:05]
is. It's an unregulated
[44:07]
um substance that is sold by um various
[44:11]
smoke shops I guess I would say mostly.
[44:14]
Um, and it has not been approved by the
[44:17]
FDA and it's known to have c caused some
[44:20]
psychotic episodes and people that
[44:22]
overdose on it, which of course a lot of
[44:24]
things I mean literally Coca-Cola could
[44:26]
probably do that. But still, um, it
[44:28]
seems like it's a lot of kids that are
[44:29]
buying it. And I had asked the board of
[44:33]
um, health to discuss it, but they have
[44:35]
not as of yet. Um, so I thought I would
[44:38]
um and I did talk to the chair of the
[44:40]
board of health about it and they will
[44:42]
talk about it and potentially it will
[44:44]
become their article or at least they'll
[44:45]
support our article um because I do
[44:48]
think there should be a partnership on
[44:50]
that. Um, several surrounding towns have
[44:53]
passed the ban on this. Um, notably
[44:56]
Rockland and I believe Plymouth
[45:00]
and I'm not I don't want to misrepresent
[45:02]
but I know for sure Rockland did. Yes.
[45:04]
Um so just a question um or or just a
[45:07]
comment rather.
[45:08]
>> Yeah.
[45:08]
>> If we are going to um put an atomic can
[45:10]
we make sure it has teeth in it that
[45:12]
says if you are caught selling this x y
[45:14]
and z will happen. Fair point. So
[45:16]
instead like because I don't want the
[45:17]
same thing to happen with that like we
[45:19]
had with the nip ban
[45:21]
>> but nip ban wasn't our article.
[45:22]
>> Well that no and I understand that but
[45:25]
it was a citizens petition but um
[45:27]
>> there was just no there was no
[45:29]
enforcement.
[45:29]
>> No we need we definitely need
[45:31]
enforcement. um probably tied to we will
[45:36]
revoke your license if you violate this.
[45:38]
Like
[45:38]
>> is there a specific license for smoke
[45:41]
shops? Is that a
[45:42]
>> No, it's just a business license. It's
[45:43]
just a business license. Okay.
[45:44]
>> Yep.
[45:45]
>> Um
[45:45]
>> the problem with from what I understand
[45:48]
is it's u the stuff that they're selling
[45:50]
in these stores is unregulated. Exactly.
[45:52]
Completely. They do use for uh
[45:56]
beneficial purposes with um PTSD
[45:59]
veterans and stuff, but that's
[46:01]
medicinal. Exactly.
[46:02]
>> We're talking about something that's uh
[46:04]
it's it's like I can't think of the
[46:06]
right word, but it's it's not
[46:08]
>> properly regulated.
[46:10]
>> And we'll get more information. We don't
[46:11]
have to vote on this tonight, but I just
[46:13]
wanted to tell you guys why I had asked
[46:14]
to have that put on there. Um I'll make
[46:16]
sure that we you know that we we ceue up
[46:18]
more information. Um the dock regulation
[46:21]
bylaw. Um Miss Green, I'm not really too
[46:24]
sure about that one. What the heck is
[46:26]
that?
[46:27]
Um that one actually the conservation place that in front of
[46:33]
us but also I believe um fire is I I
[46:35]
haven't seen that yet. Um I haven't seen
[46:38]
>> Did you say Amy to me that it's
[46:39]
something about that it allows fire to
[46:43]
have more jurisdiction over what's
[46:44]
happening on the docks or something?
[46:47]
>> The building I think.
[46:48]
>> Yeah.
[46:49]
>> Oh. Oh. Okay. On
[46:50]
>> like who can have the regulations about
[46:52]
putting docks.
[46:52]
>> Okay. All right. Okay. Um All right. So
[46:55]
again, we might want a little write. We
[46:56]
want some explanations on this stuff
[46:58]
just so we know what's what.
[46:59]
>> But we're going to have the whole
[47:01]
warrant.
[47:02]
>> Yeah, we'll have the warrant, but I
[47:03]
think it would be good for us to kind of
[47:04]
get our minds around things in advance.
[47:07]
It helps expedite the process and the
[47:09]
discussion if we can just be educated
[47:11]
about what people are putting in for.
[47:14]
Um, and then of course the marijuana
[47:16]
delivery waiver which we had put in
[47:18]
there and the false alarm bylaw. I um
[47:21]
Amy and I had that conversation. You
[47:23]
guys will recall that we were a bit
[47:25]
hamstrung with the property um at 1057
[47:28]
Main Street um in that we were getting
[47:31]
called out frequently, but unfortunately
[47:34]
we have a bylaw that doesn't allow us to
[47:36]
charge when we're getting called out for
[47:38]
bogus calls and somebody has not done
[47:40]
what they're supposed to be doing with
[47:41]
their alarm. And of course, we would not
[47:43]
do this willy-nilly, but in this case,
[47:46]
it was egregious and the town was out
[47:48]
money because we're required to respond,
[47:49]
but we can't charge somebody for the
[47:51]
fact that we're responding and they
[47:53]
should have done something different
[47:54]
with their um alarm. So, Chief O'Brien
[47:57]
had mentioned to us at the time um that
[47:59]
he would like to have a bylaw change.
[48:01]
So, that's what this is.
[48:03]
>> So, these are just placeholders. People
[48:04]
haven't that doesn't exist in paragraph.
[48:07]
>> No, we don't have the meat and potatoes
[48:08]
of all of this yet. Um, these are just
[48:11]
all sort of conceptual.
[48:14]
>> Am I wrong or is this like a lot of
[48:16]
articles for the October special talk?
[48:18]
>> No, that's it's kind of normal.
[48:20]
>> Yeah, it's kind of normal and it's all
[48:21]
over the place and some of these may get
[48:23]
reduced. You know, I think one of the um
[48:25]
big questions we need to ask ourselves
[48:28]
since many of them are looking at using
[48:29]
free cash is how much free cash do we
[48:32]
have?
[48:33]
>> Do we even have that number yet?
[48:35]
>> So, we do need to get that number. So
[48:37]
Eric um our town accountant noted that
[48:40]
he should have um he should have a good
[48:43]
estimate number by September 15th.
[48:45]
>> Okay. All right. Okay.
[48:47]
>> Can can I just can we add another
[48:51]
>> um another article here for the women
[48:53]
hands and regional school district
[48:54]
committee for um any additional capital
[48:56]
items. I don't know if they've even
[48:58]
known that we've opened up the warrant
[49:00]
yet. I have a meeting
[49:01]
>> you send along the memo to them as well.
[49:03]
Yeah,
[49:03]
>> you send Okay. So, you sent the memo to
[49:05]
and um
[49:06]
>> I'm trying to figure out if we have um
[49:08]
unspent warrant money that we might be
[49:11]
able to transfer. So, I just don't want
[49:12]
to have like
[49:13]
>> I don't know the uh
[49:14]
>> Well, yeah. So, um just prior to this
[49:17]
meeting, Frank mentioned, you know, how
[49:18]
we always go through the exercise of how
[49:20]
of have we allocated money for items for
[49:23]
the schools that they have not spent.
[49:25]
Um, so Frank and those guys have gone
[49:27]
through and there's a little chunk of
[49:29]
change that has was allocated but is not
[49:32]
spent yet, but it doesn't mean that they
[49:35]
haven't made plans for it. So Frank just
[49:37]
wants to um double check that. But um in
[49:41]
the event that in fact it does turn out
[49:43]
that they're not going to spend that
[49:45]
money, um Frank would like to have a
[49:48]
warrant article to allow us to transfer
[49:50]
that unspent money into stabilization.
[49:53]
Yep. Um, so if we could just put a
[49:55]
placeholder for that and then just wait
[49:57]
for Mr. Melissa to get back to us.
[49:59]
>> Yeah. The only reason I'm asking is
[50:00]
because you're we're closing the warrant
[50:02]
before we meet next. Right. So I just
[50:04]
want to make sure that we don't have to
[50:06]
>> reopen it at that point that we already
[50:07]
have something there and everybody's
[50:08]
aware. So we may not need it. Um I
[50:10]
haven't talked to
[50:11]
>> I I'd rather that people put stuff in
[50:13]
there and then we can always delete it.
[50:16]
uh once we close the warrant really uh
[50:19]
these guys are trying to have rigor
[50:20]
around the timelines because otherwise
[50:21]
they end up running around like maniacs
[50:23]
at the end. Mr. Weeks
[50:25]
>> uh so for me I just have a a quick
[50:28]
followup around this. So capital
[50:30]
improvement committee always has kind of
[50:32]
like a soft spot in my heart on all of
[50:34]
these things and we have been announcing
[50:36]
that there's only one vacancy out of
[50:39]
five.
[50:41]
Per our bylaws, the capital improvement
[50:43]
committee is supposed to meet, make
[50:45]
recommendations,
[50:46]
and do everything they need to do in
[50:48]
order for the for the town to even hold
[50:51]
the town meeting. And I'm just I just
[50:54]
want to make sure that the four people
[50:55]
that are actually on the capital
[50:57]
improving committee uh are are meeting
[50:59]
and doing what they're they're they're
[51:00]
tasked to do per the bylaws.
[51:02]
>> Is there a plan for them to meet? Yes,
[51:04]
we um we talked about it today and we
[51:08]
are um going to be sending out an email
[51:10]
to the members um about meeting the
[51:12]
first week of September.
[51:13]
>> Okay. To look at the
[51:14]
>> Just want to make sure because they're
[51:16]
supposed to be meeting with all of these
[51:18]
department heads
[51:20]
>> on our behalf making recommendations to
[51:23]
kind of cut through the minutia for us.
[51:25]
Yeah. So, I just want to make sure that
[51:27]
process is, you know, is happening.
[51:29]
That's all. I'm not sure
[51:32]
that process is happening. Process is
[51:35]
happening.
[51:35]
>> I think we I think Yeah. Yeah. I just
[51:37]
want to make sure we're we're doing what
[51:39]
we're supposed to be doing per the
[51:40]
bylaws.
[51:40]
>> Def I appreciate you bringing that up
[51:43]
and um I it's a very valid um concern.
[51:48]
>> Just a question on number 12.
[51:50]
>> Uh number 12.
[51:51]
>> Conels or consoles?
[51:53]
>> It's probably consoles.
[51:54]
>> Consoles. Consoles. Yes.
[51:56]
>> Consoles. Okay. I just wanted to make
[51:58]
sure. I've never heard of a con sell
[51:59]
like
[52:00]
>> expand your vocabulary.
[52:01]
>> Hey, I my vocabulary is extensive.
[52:03]
>> I know.
[52:05]
>> Um,
[52:06]
>> also same thing with 30. It says selling
[52:08]
the of
[52:08]
>> cratom.
[52:09]
>> Yeah.
[52:11]
>> Banning the
[52:13]
>> I wasn't going to pick 21 has it. You're
[52:15]
missing the M and swamp.
[52:17]
>> One question on the timing. You're
[52:19]
talking about um
[52:21]
>> improvement meeting in September and
[52:23]
then
[52:24]
>> we're getting numbers and on like how
[52:25]
much free cash is available in
[52:27]
September. Yeah,
[52:28]
>> but yet the the um the bridge we can't
[52:31]
do in September. I'm not I don't have to
[52:33]
>> because capital improvement is after the
[52:37]
community preservation is a recommending
[52:39]
committee. They have to recommend it.
[52:41]
You can't just put a placeholder there
[52:43]
because people want to have a project.
[52:45]
Only capital uh only community
[52:48]
preservation can put a placeholder in
[52:50]
for community
[52:51]
>> presholder itself is the problem getting
[52:54]
>> well the article potentially too but but
[52:56]
definitely If there's a placeholder
[52:58]
there, you could take it out,
[53:00]
>> right? But you but something has been
[53:03]
circumvented here. There's a whole
[53:05]
committee,
[53:06]
>> right?
[53:06]
>> Like I like if I were like for instance
[53:09]
the economic development committee, I'm
[53:10]
not going to put something on there as a
[53:12]
placeholder if I haven't talked to the
[53:14]
entire board about it.
[53:15]
>> Right. Right. No, I agree. I'm just
[53:17]
confused a little bit.
[53:18]
>> So this has come out of the left hand.
[53:20]
This has sort of come out of like maybe
[53:22]
they've talked about it. I don't know.
[53:23]
And if they have, then that's
[53:24]
appropriate. Um, but if they haven't
[53:26]
talked about it, I think that there
[53:28]
needs to be some kind of a conversation.
[53:30]
And the reason I'm saying that it's not
[53:32]
going to happen is because I happen to
[53:34]
know that certain members are
[53:35]
unavailable during the very constrained
[53:37]
time frames that we have.
[53:38]
>> That that that answers my second
[53:40]
question is is why wouldn't they be
[53:42]
meeting with enough time to get
[53:45]
>> because they all agreed they didn't need
[53:47]
to meet in August.
[53:48]
>> Okay.
[53:49]
>> And certain parties.
[53:52]
>> Yep. Yeah,
[53:52]
>> that makes sense because it's it's it's
[53:55]
them meeting after they get so
[53:56]
>> sitting next to me.
[53:57]
>> No, no, I'm I'm not on community
[53:59]
preservation, but I I am I am quite
[54:02]
close to somebody who is um so um and
[54:06]
again I think probably the right thing
[54:09]
is to just say to whoever submitted it,
[54:12]
have you circle back with the chair?
[54:14]
This needs to go through the right
[54:15]
protocols. it should be the chair or the
[54:17]
vice chair that's making the decision um
[54:20]
on whether it's a placeholder and then
[54:22]
circling back. I'm not saying it can't
[54:24]
be done, but there is a protocol um for
[54:26]
it. And I just know that um if Lisa is
[54:30]
saying she needs the numbers by August
[54:32]
20th
[54:32]
>> Mhm.
[54:33]
>> if they're not meeting,
[54:35]
>> right? No, I agree. then I don't see how
[54:37]
they could give the numbers, you know,
[54:40]
again, unless there's some agreement
[54:42]
that like you've got rough numbers and
[54:44]
you could back into them in a me in a
[54:46]
meeting in September,
[54:48]
>> right? Rough rough numbers at least is
[54:50]
what we would what we would expect. So
[54:52]
if somebody has if somebody you know
[54:54]
contacts the chair and talks to them and
[54:57]
says we've got rough numbers then I
[54:59]
think pro that might we could do a
[55:01]
placeholder but we won't have the final
[55:03]
article or the details because the
[55:06]
community preservation committee will
[55:07]
not have met um and so that what goes to
[55:12]
kind of my other question which is what
[55:14]
is the drop dead date?
[55:16]
So that's um
[55:18]
>> for like everything to be locked down,
[55:19]
the final wording, the the vote of the
[55:22]
committee, the money.
[55:25]
>> Uh September 15th is the drop dead date.
[55:28]
Okay. Because um we have to post we have
[55:32]
to present it to the constable to post
[55:34]
at least by the 17th of September
[55:36]
>> to make absolutely sure that we're we're
[55:39]
meeting the two week deadline and we
[55:42]
don't wait till that Monday because you
[55:44]
never know what could happen. and a
[55:45]
storm could li you know I don't know so
[55:47]
we we do it on the Thursday before the twoe deadline just to be sure so my
[55:53]
very strong recommendation would be that
[55:54]
if the conservation commission is um
[55:58]
bullish about this which I know you've
[56:00]
had fits and starts because of the um
[56:03]
the uh airark and all that um and I know
[56:06]
that this is an important project then I
[56:08]
think my very strong suggestion would be
[56:10]
get everything lined up all the ducks
[56:12]
lined up about you know the application
[56:15]
filled out all of the estimates lock
[56:18]
down do the three you know if you've got
[56:19]
to do three estimates of the work blah blah or if it's going to be you
[56:23]
know um well-intentioned people doing
[56:26]
the work I don't I don't really know
[56:27]
what the um you know I don't know what
[56:29]
the process is there I know Dave does a
[56:31]
lot of
[56:32]
>> Dave has a lot of people planning
[56:34]
involved
[56:34]
>> yeah so I mean um I just get it all
[56:38]
locked down so that when they do meet
[56:40]
the CPC in September they can take a
[56:42]
vote because everything will be ready,
[56:44]
>> right? If not, this is just going to be
[56:46]
the second time that
[56:48]
>> we got kicked. You know, this this one
[56:50]
specific project is getting pushed yet
[56:52]
again, which
[56:53]
>> timing is timing is everything really.
[56:55]
They met in July and I'm not I I don't
[56:58]
know that this came up, but um if it did
[57:00]
then it's fine, but I I just don't
[57:02]
remember it coming up.
[57:03]
>> Okay. Um and then for you guys, um
[57:05]
anything that's coming in from somebody
[57:07]
other than the department head or the
[57:10]
chair of the department of the
[57:12]
committee, it just that just shouldn't
[57:14]
be that's a protocol.
[57:16]
Um so, um and that goes for I mean
[57:20]
there's got to be checks and balances
[57:21]
there, right? Otherwise, we have people
[57:24]
going all over the place. Um all right.
[57:27]
Well, this is a great list and I know
[57:28]
this was a herculan effort to put it
[57:30]
together. Um, and but I just thought it
[57:33]
would be good for the board to kind of
[57:35]
get a snapshot of the various things
[57:38]
that might be out there. And uh, I I
[57:41]
like it. I did not see anything. Um, you
[57:43]
said library,
[57:45]
>> right? The library um, senior center. We
[57:48]
have not received anything.
[57:49]
>> Board of Health, um, water. We haven't
[57:52]
received anything from those departments
[57:54]
yet.
[57:54]
>> So, will we send a little note? And I
[57:57]
also had mentioned to um Amy that I was
[57:59]
a little surprised and I know Jessica's
[58:01]
on vacation this week, but I I don't
[58:03]
know what what Jessica would have asked
[58:05]
for, but I would have anticipated that
[58:07]
the town clerk might have something
[58:08]
because she's had articles almost every
[58:10]
town meeting. You know,
[58:11]
>> check with Jeanie. She does see one.
[58:14]
>> Okay. Okay.
[58:15]
>> We'll double check as well in justice.
[58:17]
>> Okay. All right. Cool. Um did anybody
[58:19]
have any other questions or comments on
[58:21]
this? Okay, great. Thanks. Oh, Mr. God,
[58:25]
I just I just got to I didn't know if I
[58:26]
could mention one thing about
[58:27]
conservation before I left.
[58:28]
>> Yes, please do. Yep.
[58:30]
>> Um, we I mentioned it the bit in the
[58:31]
past about the mill and it's not getting
[58:34]
>> any better. Dave Dave Mansfield did do
[58:37]
some fix up of the mill. It's it's
[58:40]
already starting to not do well
[58:44]
>> deteriorate.
[58:45]
It's up to us to figure out
[58:47]
what we're going to do to maintain the
[58:49]
mill. You know, it it's you know, there
[58:52]
are other committees that do work on it,
[58:54]
but it falls on our plate to seal it and
[58:58]
fix the stairs and do whatever needs to
[59:00]
be done. So, at some time, I'm not sure
[59:01]
it's today's meeting.
[59:02]
>> You say on our plate, who are you
[59:03]
referring?
[59:04]
>> Select board.
[59:05]
>> No, we've got the Thomas Mill Committee
[59:06]
and that's
[59:07]
>> But they don't have
[59:08]
>> I've re I reached out to Marcus after
[59:10]
our last meeting and mentioned Dave's
[59:12]
concerns and I thought he was going to
[59:15]
talk to Dave. Um,
[59:17]
>> but I don't think there's any any
[59:19]
resolution or anything moving forward.
[59:21]
>> Well, that sounds like a committee
[59:22]
problem.
[59:24]
>> Could is it possible for us to get our
[59:25]
building commissioner to go over and
[59:27]
take a look and assess? I I'm not
[59:29]
doubting Dave because he's an expert and I know he spent time doing that as a
[59:33]
job, but um would that be possible for
[59:36]
us to ask our building commissioner?
[59:38]
Yes.
[59:38]
>> Um to go out and take a look and just
[59:40]
assess
[59:41]
>> I guess underneath underneath the the
[59:44]
stairs are in rough shape. They've just
[59:46]
patched them.
[59:47]
>> Yeah.
[59:47]
>> Underneath there are pilings or
[59:50]
something that hold them up that are
[59:51]
rotting out and there's a lot of dry
[59:53]
rot. Those are three things I'm aware
[59:55]
of.
[59:56]
>> And I told Marcus that and he seemed
[59:57]
very surprised about the pilings and
[1:00:00]
stuff. Um he said that he wasn't aware
[1:00:02]
of that and and
[1:00:03]
>> Okay. I don't know that that's the thing
[1:00:05]
is is it's and it does it I mean the
[1:00:08]
committee I don't know like what what
[1:00:11]
they they don't have money to fix it. I
[1:00:13]
don't know.
[1:00:13]
>> Right. they can come to us like they did
[1:00:15]
come for the water wheel and you know so
[1:00:17]
um that's why I'm saying if the building
[1:00:19]
commissioner can take a look at it
[1:00:21]
>> um and maybe you want to put a
[1:00:23]
placeholder in here we don't have any
[1:00:25]
facts at all but you know maybe we've
[1:00:28]
got maybe we need to do some kind of an
[1:00:30]
emergency repair on the Thomas Mill I
[1:00:32]
don't know we don't have dollar amounts
[1:00:34]
or anything but if we're going to close
[1:00:35]
the warrant on the 20th and we're not
[1:00:37]
meeting again until after that um and if
[1:00:39]
it is as dire as Mr. heel says, which I
[1:00:42]
have no doubt it is, then maybe we just
[1:00:44]
put that there and we can have the
[1:00:45]
building commissioner take a look at it
[1:00:46]
and then um see what what the thoughts
[1:00:50]
are there.
[1:00:51]
>> Can I have Yes.
[1:00:52]
>> Okay. Thank you, Mr. Hill.
[1:00:53]
>> Thank you.
[1:00:54]
>> Okay. To another meeting and I will be
[1:00:56]
back.
[1:00:56]
>> All right.
[1:00:58]
>> I'm taking my name tag and leaving.
[1:01:02]
>> Um
[1:01:04]
All right. That brings us to discuss
[1:01:07]
board meeting calendar. for uh Miss
[1:01:09]
Green.
[1:01:10]
>> Okay. Um
[1:01:13]
so September um as I as I not noted
[1:01:18]
earlier um we need to post or pro we
[1:01:22]
need to hand the uh warrant to the
[1:01:26]
constable on September 17th.
[1:01:29]
>> Uh the board if you the meeting schedule
[1:01:32]
is September 1st
[1:01:34]
>> and then September 8th,
[1:01:35]
>> right? So, is the board going to be
[1:01:37]
ready to sign the warrant on the ETH for
[1:01:40]
us to post on the 17th or would the
[1:01:44]
board want to change the ETH to the
[1:01:46]
15th? So, you can look at the warrant a
[1:01:49]
couple of days before we're going to
[1:01:50]
post it just to confirm everything
[1:01:54]
um uh vote everything and then sign the
[1:01:58]
warrant on, you know, by the 17th.
[1:02:02]
sets us.
[1:02:03]
>> So, I mean, I don't know with the
[1:02:05]
finance committee what their what their
[1:02:07]
meeting schedule is. Um, I don't know if
[1:02:09]
everyone's going to be on the same
[1:02:10]
schedule for the board to have
[1:02:13]
everything that it needs by the 8th of
[1:02:14]
September to be able to sign the warrant
[1:02:17]
for us to post on the 17th.
[1:02:18]
>> I mean, that's a fair point. Um, we can,
[1:02:21]
but we don't have to make our
[1:02:23]
recommendations
[1:02:25]
before you go to print.
[1:02:27]
>> No. Well, no, this is post,
[1:02:29]
>> right? But you but you're saying fin and
[1:02:32]
usually the fin is tied to our
[1:02:34]
recommendations, right?
[1:02:35]
>> Um because we'd like to try to
[1:02:38]
>> Yeah. I mean, we can certainly go to
[1:02:40]
print afterwards, but the more
[1:02:41]
information we have when we post
[1:02:44]
>> is is is better then, you know, then
[1:02:46]
when we pro when we put together
[1:02:48]
theformational warrant, a lot of the
[1:02:51]
information on theformational warrant is
[1:02:52]
already on the posted warrant. Could we possibly instead of moving the
[1:02:57]
8th to the 15th, could we move the 22nd
[1:02:59]
to the 15th?
[1:03:02]
>> That would be completely up with the
[1:03:03]
board.
[1:03:03]
>> Oh, absolutely.
[1:03:04]
>> That's going to give us three and three
[1:03:06]
with one week off.
[1:03:07]
>> Three weeks in a row.
[1:03:09]
>> Well, if you do it the other way, it
[1:03:10]
could be four weeks in a row. It could
[1:03:11]
be
[1:03:11]
>> I think the reason we had that um Oh,
[1:03:14]
yeah. Okay. Because we're still meeting
[1:03:16]
the 29th,
[1:03:17]
>> right?
[1:03:18]
>> Um I don't know. What do you guys think?
[1:03:20]
>> I can't make it because that's Kennedy's
[1:03:22]
birthday. So I I cannot make the 15. You
[1:03:25]
can't make
[1:03:25]
>> Yeah, but obviously you don't need me
[1:03:27]
for a quorum. But just in case there is
[1:03:29]
a quorum issue, I can't make
[1:03:30]
>> But even that if you were able to make
[1:03:33]
it, do do what are your thoughts on like
[1:03:36]
the the timing?
[1:03:38]
>> I think uh whatever Lisa needs to get
[1:03:41]
the job done is what I'll support. So it
[1:03:43]
doesn't
[1:03:44]
>> if we did this 22nd to the 15th.
[1:03:47]
>> Yeah.
[1:03:47]
>> It's going to give us a three weeks and
[1:03:48]
then one week off and then three weeks
[1:03:50]
on.
[1:03:51]
>> Yeah. Yeah, I truly
[1:03:52]
>> you'll get to miss it.
[1:03:53]
>> That's what I'm saying. To me, it
[1:03:54]
doesn't matter because I won't be there
[1:03:55]
regardless. So whether it's 3 weeks or
[1:03:56]
four weeks, it doesn't matter.
[1:03:58]
>> I'm here either way. So whatever the
[1:04:00]
>> what is the recommendation is you are
[1:04:02]
you guys recommending that we do the
[1:04:04]
15th
[1:04:05]
>> instead in lie of the 8th?
[1:04:07]
>> Either the 8th or the 22nd. Um it
[1:04:10]
whatever the board but if you can meet
[1:04:11]
on the 15th I think that would that
[1:04:13]
would wrap everything up nicely and have
[1:04:14]
the idea by the move to the 15th.
[1:04:18]
>> You know what my gut is telling me?
[1:04:20]
What's what was what were we supposed to
[1:04:21]
>> those last two weeks? I just so many
[1:04:24]
there's so many moving parts there, you
[1:04:26]
know? I just my gut's telling me that
[1:04:29]
we'll regret moving the 22nd to the
[1:04:31]
15th.
[1:04:32]
>> So, I think that it it it might be a
[1:04:36]
better idea to hold a meeting on the
[1:04:37]
15th, the 8th, the 15th, and the 22nd.
[1:04:40]
Can't we
[1:04:41]
>> We can always cancel
[1:04:42]
>> cancel a meeting if we don't feel like
[1:04:43]
we need it.
[1:04:44]
15. Of course, we also may have to send
[1:04:47]
personal massuses and um you know, hook
[1:04:49]
up hook these guys up to vitamin
[1:04:51]
>> IVs. Yeah. Um
[1:04:53]
>> it's better to have it not need it than
[1:04:55]
you did not have it though.
[1:04:56]
>> Well, we need the 15
[1:04:57]
>> and the information from the is going to
[1:04:59]
be important um for recommendations as
[1:05:01]
well. So feel like
[1:05:04]
>> I mean I don't I I I'm fine not meeting
[1:05:07]
on the ETH. I that meeting I'm not I
[1:05:10]
don't feel like oh my god we have to
[1:05:12]
meet on the ETH like But that's fine.
[1:05:15]
Like the deadline is the 17th.
[1:05:17]
>> I just say wait until honestly though
[1:05:19]
wait until you get the actual stuff the
[1:05:24]
details cuz you might end up needing the
[1:05:25]
ETH.
[1:05:26]
>> All right. Then what then why don't we
[1:05:28]
just conceptually agree that our goal
[1:05:30]
will not be to meet four times um in
[1:05:33]
September. Our goal will be to meet
[1:05:35]
three times. hopefully um not meeting on
[1:05:39]
the ETH but that we will on our calendar
[1:05:43]
say that just to give us some ability to
[1:05:45]
be agile that
[1:05:48]
the ball's in the air.
[1:05:50]
>> Yeah. I mean what we can do is um on the
[1:05:53]
ETH um this the schedule is to you vote
[1:05:56]
your recommendations um sign the warrant
[1:06:00]
but um and then on the first you have
[1:06:02]
reviews your review and close. So, we
[1:06:05]
can move either one of those. Um, you
[1:06:08]
know, still I mean, if you want to close
[1:06:10]
the warrant on the first and then also
[1:06:14]
um start look looking at
[1:06:16]
recommendations, we can do all that on
[1:06:18]
the first.
[1:06:18]
>> I don't there's no way that the fin is
[1:06:21]
going to be writing by the first.
[1:06:22]
There's no way.
[1:06:24]
>> I I I think that the ETH is probably a
[1:06:26]
very important meeting because what
[1:06:28]
we're going to see for the first time on
[1:06:29]
the first. There's going to be revisions
[1:06:31]
to it and then we're going to have to
[1:06:33]
revise it on the 8th and then have it in
[1:06:35]
time for because if we meet on the 15th
[1:06:37]
and you guys have to post and print by
[1:06:39]
the 17th that gives you two days to make
[1:06:41]
any revisions that we have which isn't
[1:06:44]
fair to you guys to have that. So
[1:06:46]
>> all right so maybe you're in the Ann
[1:06:47]
Rain camp I
[1:06:50]
>> just think we just need to to call a
[1:06:51]
meeting on the 15th keep the rest of it
[1:06:53]
the same and if we have to cancel we can cancel the 22nd if we
[1:06:56]
don't totally agree. Yeah. All right.
[1:06:58]
So, I'm going to enter that motion to
[1:07:00]
add.
[1:07:00]
>> So, moved. Second.
[1:07:01]
>> All right. All in favor? I.
[1:07:02]
>> All right. And Mr. Hill, you're not
[1:07:04]
here, so you don't get to say. Um, so,
[1:07:07]
um, okay, great. And thank you for
[1:07:08]
bringing it to our attention. And again,
[1:07:10]
it is not our intention to be meeting
[1:07:12]
four times, but we got we got a job to
[1:07:14]
do, so whatever we got to do to get it
[1:07:16]
done is what we'll do. But um and I
[1:07:19]
think um the
[1:07:22]
I think you have a better shot at
[1:07:24]
potentially not having to work all four
[1:07:26]
Tuesday evenings and run around getting
[1:07:29]
minutes and everything done if you can
[1:07:32]
prepare and package everything for so
[1:07:35]
that it is just there for us to have no
[1:07:38]
questions about and it's all laid out
[1:07:40]
and we can just vote on things
[1:07:42]
>> and and you don't necessarily need to
[1:07:44]
have large agendas either. No, we do
[1:07:46]
not. We can just get right down to
[1:07:48]
business. Yep. Yep.
[1:07:50]
>> Hilarious.
[1:07:54]
» Okay. All right. Uh next up, uh discuss
[1:07:59]
and vote to consider approval of town
[1:08:01]
hall youth for holy apostles parishes
[1:08:04]
prayer rally on October 10th from 11:30
[1:08:07]
to 1:30. I will entertain that motion.
[1:08:09]
>> So moved.
[1:08:10]
>> Second.
[1:08:10]
>> All in favor?
[1:08:11]
>> I don't forget about the library
[1:08:13]
leazison.
[1:08:13]
>> Oh yes. Thank you. discuss and consider
[1:08:16]
vote to appoint library liaison miss.
[1:08:19]
>> Um so the board um normally they are
[1:08:24]
liaison to different departments so that
[1:08:26]
if the library is if they're
[1:08:28]
experiencing any issues uh or concerns
[1:08:31]
they have a select board member to reach
[1:08:33]
out to. Um I don't know
[1:08:38]
who may want to take on that um to be
[1:08:41]
the the library liaison. Um
[1:08:44]
>> um yeah. Is there anybody that wanted to
[1:08:45]
reach out to do that? I I did I did it
[1:08:48]
last year. Um which was a controversial
[1:08:51]
year to do it. Um and um they are quite
[1:08:54]
a lovely group of people. I would
[1:08:56]
anticipate that there because the new
[1:09:00]
building didn't get passed probably a
[1:09:02]
lot of their focus is going to be on um
[1:09:04]
some of the deferred maintenance that
[1:09:06]
they have on the building. Um so I I
[1:09:08]
think that's the majority of what
[1:09:10]
whoever the leazison um is. Um, so did
[1:09:14]
anybody feel particular stling? I don't
[1:09:16]
mind continuing to do it. I really
[1:09:17]
don't. It's not a problem for me.
[1:09:19]
>> So moved.
[1:09:19]
>> Okay.
[1:09:20]
>> I was I was going to I was going to say
[1:09:22]
that I I have no issue doing it if
[1:09:24]
nobody else wants to do it. So
[1:09:25]
>> Okay. Well, we can arm wrestle, but um
[1:09:28]
do do you want to
[1:09:29]
>> Yeah, I'll definitely I'll definitely I
[1:09:31]
resend my motion and I I will move that
[1:09:35]
Frank is leaving.
[1:09:36]
>> Okay. All in favor?
[1:09:38]
>> Okay, great. All right. Thank you. And
[1:09:39]
if you could
[1:09:41]
>> um Yep. Um, and seconded. Joe made the
[1:09:44]
motion.
[1:09:45]
>> Um, thank you guys. Um,
[1:09:48]
>> and then that brings us to um, we're
[1:09:51]
skipping over the gift from Friends of
[1:09:53]
Camp Kuwani because there's logistics to
[1:09:55]
still work out on that. Correct.
[1:09:57]
>> Okay, great. And then uh, that brings us
[1:09:59]
to the one day liquor license August
[1:10:01]
30th, 2026 2 to 7:00 p.m. Camp Kani
[1:10:04]
Allen birthday party. I'll entertain
[1:10:06]
that motion.
[1:10:06]
>> So moved.
[1:10:07]
>> Second.
[1:10:08]
>> All in favor? Amazing. Um, and meeting
[1:10:11]
minutes. Well, buckle up, people.
[1:10:14]
>> What is this?
[1:10:16]
>> Good, good job.
[1:10:17]
>> Well done. Well done, um, Miss Annis.
[1:10:21]
Um, Mrs. Enis, um, this was a doozy.
[1:10:24]
This might go down in the books, in
[1:10:26]
fact, as the longest set of minutes that
[1:10:29]
we have ever in the town of history.
[1:10:31]
>> There's a there's an arrow on page 38.
[1:10:33]
>> Okay,
[1:10:35]
>> I'll get right on it.
[1:10:38]
So, um, it was
[1:10:41]
>> it looked pretty good. Pretty good to
[1:10:42]
me.
[1:10:42]
>> It was painful to relive. Um, so, um,
[1:10:46]
but I thank you for your diligence and
[1:10:48]
your attention to detail. And, um, I'm
[1:10:51]
not sure many other people could have
[1:10:54]
>> created this little opus. Um, so, um, I
[1:10:58]
will entertain a motion to approve the
[1:11:00]
May 19th, 2026 minutes.
[1:11:02]
>> So, moved.
[1:11:02]
>> Second.
[1:11:03]
>> All in favor? Amazing. And thank you
[1:11:05]
again, Mrs. Andis. appreciate it.
[1:11:08]
>> Um, and um,
[1:11:11]
I just wanted to mention something um,
[1:11:13]
to folks. Uh, two things to folks. Um, I
[1:11:16]
I've had a couple of people reach out to
[1:11:18]
me about the flock cameras, more than a
[1:11:20]
couple. Um, and people are very
[1:11:23]
concerned about the flock cameras and I
[1:11:25]
know we have spoken to the chief and we
[1:11:27]
have had our um, questions answered, but
[1:11:30]
things keep coming up and I will say the
[1:11:32]
media is creating a bit of a frenzy
[1:11:34]
about this and sort of whipping
[1:11:36]
everybody in, you know, like creating
[1:11:38]
these um, sort of controversial uh,
[1:11:41]
headlines that cause people to panic. Um
[1:11:44]
and although when we spoke to Chief
[1:11:47]
Casey, he was really clear about um the
[1:11:50]
fact we've got solid protocols in place
[1:11:54]
um that it's limited access um that we
[1:11:58]
get audited on who accesses this
[1:12:00]
information, etc., etc. Um when I talked
[1:12:03]
to Chief Casey today about it, I said,
[1:12:07]
"What do you think about having a public
[1:12:09]
forum where you could just answer
[1:12:11]
questions that people have?" And I
[1:12:12]
realize that this could take a sharp
[1:12:14]
left and really go wrong. Um, but I
[1:12:17]
think that people have got concerns. And
[1:12:19]
what I've been finding super interesting
[1:12:21]
about this is this cuts ac across swaths
[1:12:25]
politically like nobody's business. I've
[1:12:28]
got people all over the spectrum that
[1:12:30]
are concerned about these cameras. Um,
[1:12:33]
so I was thinking maybe a public forum
[1:12:37]
where the and the chief totally was
[1:12:39]
like, "Yep, that's fine." like I I will
[1:12:41]
answer people's questions. Um sort of
[1:12:44]
similar to like MBTA, even though we're
[1:12:46]
not asking voters to make a decision
[1:12:48]
about it, it's ultimately our decision.
[1:12:51]
Um and I thought it might be helpful for
[1:12:53]
us too because maybe people will ask
[1:12:55]
questions that we didn't even think
[1:12:56]
about asking. Um even though I know
[1:12:58]
we've all asked quite a few. What are
[1:13:00]
your thoughts on that?
[1:13:02]
Can I say um I think that if people if
[1:13:06]
Chief Casey is able to get people to
[1:13:09]
understand that
[1:13:11]
>> in Massachusetts the information is very
[1:13:14]
it's very controlled what they're
[1:13:17]
allowed to use it for. And he gave me
[1:13:19]
very compelling reasons why. And I I see
[1:13:21]
it all over this. The the chiefs want it
[1:13:25]
for
[1:13:27]
in law enforcement. And I don't think
[1:13:29]
that that's a bad thing. My the problem
[1:13:31]
is is is the bad actors that can get
[1:13:34]
their hands on it. This is the issue and
[1:13:36]
people if people had some asurances
[1:13:40]
>> of that. I mean I how do we put how do
[1:13:43]
we put any kind of guard rails on it or
[1:13:45]
whatever because I mean everybody wants
[1:13:48]
to pull them down. I don't think that's
[1:13:50]
going to work because right behind the
[1:13:52]
flock cameras are the axon light poles.
[1:13:54]
So, I'm just saying they're going to
[1:13:55]
watch us one way or the other. Yeah.
[1:13:57]
>> And it's not necessarily a bad thing
[1:13:58]
that they can catch bad guys.
[1:14:01]
>> They shouldn't be watching me. I mean,
[1:14:03]
I'm I'm not a bad guy. I'm just saying
[1:14:05]
you you can think of me what you want,
[1:14:06]
but I you know, that's the problem.
[1:14:08]
They're watching people that don't need
[1:14:10]
to be watched,
[1:14:11]
>> right?
[1:14:11]
>> Yeah.
[1:14:12]
>> So,
[1:14:13]
>> may caution the board because this is
[1:14:14]
>> we're not we're not voting on this. I'm
[1:14:17]
just asking generally what what people's
[1:14:20]
um
[1:14:21]
>> I think we should have the forum. I
[1:14:22]
think it'd be an excellent idea to have
[1:14:25]
a a free exchange of information under
[1:14:27]
control under, you know, we can't have
[1:14:29]
people going nuts.
[1:14:30]
>> Okay. Well, I think um
[1:14:33]
we'll we'll have um we'll have Miss
[1:14:36]
Walcott, Mrs. Walcott, work with the
[1:14:38]
chief on dates and we'll circle back the
[1:14:41]
next time we meet on the first and we'll
[1:14:42]
take a vote one way or the other. The
[1:14:44]
other option was frankly to put it on
[1:14:46]
our agenda as a select board meeting
[1:14:49]
agenda. And frankly, this is a very
[1:14:51]
small and and again this could be a
[1:14:53]
tempest in a teapot. It could be people
[1:14:55]
reaching out to me that have no
[1:14:56]
intention of coming to anything that we
[1:14:58]
might hold. I don't know. But I just
[1:15:00]
thought it would be a good opportunity.
[1:15:02]
And I know you had some serious
[1:15:03]
concerns. I know we've all had people
[1:15:05]
contacting us. Um and um and again I
[1:15:09]
think what really really I thought wow
[1:15:12]
um I've got people like such a diverse
[1:15:15]
group of people contacting me that this
[1:15:17]
is this is resonating with a lot of
[1:15:21]
people in town and since we are supposed
[1:15:24]
to be representing them I want to make
[1:15:26]
sure that we're hearing what their
[1:15:27]
concerns are and I thought a forum would
[1:15:29]
be the best way to do it instead of a
[1:15:34]
just kind of crazy select board meeting.
[1:15:38]
So, we'll put it on the agenda for the
[1:15:40]
first and we can talk about it, but um I will just say the chief was open to
[1:15:46]
it. Um honest and this is something
[1:15:49]
again just an update. No uh no vote
[1:15:52]
needed. Um you will recall we had talked
[1:15:55]
to Whitman and uh the regional school
[1:15:58]
district about the fact that we would
[1:16:00]
like to have the district audited. We
[1:16:03]
had come up with a letter. we sent back
[1:16:05]
some changes and then it just sort of
[1:16:08]
that Carl left and there was some
[1:16:10]
turnover and now Justin is the person
[1:16:12]
we're dealing with and I'm not blaming
[1:16:14]
this on Justin because it's got nothing
[1:16:15]
to do with him but there was just a
[1:16:17]
change of guard and and a few other
[1:16:19]
things uh popped up. Um, so I emailed
[1:16:23]
everybody and said, "Could we get this
[1:16:24]
back on track cuz we still want that
[1:16:26]
audit even though um, you know, it's we
[1:16:30]
we've got the right people in place now.
[1:16:32]
We still need to restore faith, know
[1:16:35]
what happened, etc., etc." So, um, we're
[1:16:37]
meeting the three of us to hammer out
[1:16:41]
um, a tweaked letter and I will present
[1:16:44]
it to you guys on uh, September 1st, but
[1:16:47]
I just wanted to let you know I'm
[1:16:48]
meeting with them and that I have not
[1:16:49]
forgotten about it. Thank you.
[1:16:51]
>> Okay. Um All right. Then that brings us
[1:16:53]
to economic development committee. Um we
[1:16:56]
had a great meeting last week. Um mostly
[1:16:59]
about Hansen uh day, but uh Mr. Devryas
[1:17:02]
uh continues to make progress on um
[1:17:05]
getting us um Oh yeah. So that's an
[1:17:10]
article that we might want to ask Mr.
[1:17:12]
DeFryas about. Um Mr. Devias is making
[1:17:15]
great strides in getting the um
[1:17:19]
industrial the two industrial park
[1:17:21]
properties kind of primed and ready to
[1:17:23]
either lease or sell whatever this board
[1:17:26]
decides they want to do with it um or
[1:17:28]
sit on it if we decide we don't want to
[1:17:30]
do either of those things. And then
[1:17:32]
similarly, he's um uh got some um irons
[1:17:35]
in the fire for the light control
[1:17:37]
building, not to sell but to lease. um
[1:17:40]
and he's got some estimates from a
[1:17:43]
gentleman who is going to appraise the
[1:17:45]
properties and we need to have that
[1:17:47]
information in either in order for this
[1:17:49]
board to make an intelligent decision.
[1:17:52]
It was a very modest amount. Um it was
[1:17:56]
like $2,000 for each property. One of
[1:17:58]
them might be might have been slightly
[1:18:00]
more than that, but could you reach out
[1:18:02]
to him and see if that is um a a warrant
[1:18:05]
article that we should be putting on
[1:18:06]
because we really need to move forward
[1:18:09]
with funding the assessment, the
[1:18:11]
appraisal of those properties so that
[1:18:14]
this board and the economic development
[1:18:16]
so the economic development committee
[1:18:18]
can make recommendations to this board
[1:18:20]
and we can decide as a board what the
[1:18:22]
heck we're going to do with those
[1:18:23]
properties. um they have tremendous
[1:18:25]
potential um to either bring in one-time
[1:18:28]
money or lease and we've got to sort of
[1:18:30]
weighs the pro weigh the pros and the
[1:18:32]
cons but before we do any of that we
[1:18:34]
need an appraisal so um if you don't
[1:18:36]
mind reaching out to him about that okay
[1:18:39]
um and um we were visited uh by the
[1:18:42]
manager from uh the new branch manager
[1:18:44]
from Morland Trust which was quite
[1:18:46]
lovely um and um and Lorie Cook um
[1:18:51]
joined us who owns the Hitching Post for
[1:18:53]
her first meeting um since being
[1:18:55]
appointed. So, we're on we're on to good
[1:18:57]
stuff. J Mari is a rock star. I tell her
[1:18:59]
that far too often, but um she really
[1:19:02]
is. She's doing a bangup job organizing
[1:19:04]
everything for Hansen Day and my
[1:19:06]
appreciation goes out to her and that's
[1:19:08]
all I've got on that. Um Mr. Weeks,
[1:19:11]
>> nothing since last time. We're going to
[1:19:12]
have our meeting with the new G group in
[1:19:14]
September.
[1:19:15]
>> Amazing. Yeah. All right. Um highway
[1:19:17]
committee, what's happening? We have a
[1:19:18]
meeting
[1:19:20]
when they uh Thursday maybe on the 20th.
[1:19:23]
>> Okay.
[1:19:23]
>> Coming up.
[1:19:24]
>> All right. Cool. And oh boy.
[1:19:27]
>> Uh
[1:19:27]
>> oh. Go again.
[1:19:29]
>> Oh boy.
[1:19:30]
>> No. No. So um I just a couple we're
[1:19:32]
meeting tomorrow for the um Whitman
[1:19:34]
Hansen regional uh agreement committee.
[1:19:36]
So, um, the things I'm going to talk
[1:19:38]
about, um, from our side is the feedback
[1:19:40]
that I got last week from everybody
[1:19:42]
about not having a strict capital item
[1:19:44]
in the spring town meeting, but more
[1:19:45]
language in there that says, you know,
[1:19:47]
the boards should meet be well before
[1:19:49]
the town meeting to kind of come up with
[1:19:51]
capital items. Um, in the meantime, um,
[1:19:53]
one of the other discussion items is the
[1:19:55]
payment schedule, um, to the school from
[1:19:58]
the towns. That is going to be
[1:20:00]
discussion. Um so right now the payment
[1:20:03]
schedule for um each of the I go oh
[1:20:07]
there it is is um August 1st, November
[1:20:10]
1st, February 1st and April 1st of each
[1:20:12]
um fiscal year just to give the tax
[1:20:14]
payment to the town. Um one thing that I
[1:20:16]
think they're going to want to do is
[1:20:18]
change the April 1st to be a May 1 date
[1:20:20]
instead of April 1st to line up with our
[1:20:23]
um with closer to the end of the school
[1:20:24]
year. Um, so I was wondering if I can
[1:20:27]
get some feedback from the board about
[1:20:28]
um changing that from April 1st to May
[1:20:31]
1st if that was something that they were
[1:20:32]
interested in. Um, I talked with Eric um
[1:20:35]
earlier today. He said that actually
[1:20:36]
works out better for us because we get
[1:20:38]
our um tax uh receipts on May 1st,
[1:20:42]
right?
[1:20:42]
>> Um and he said not we can change he said
[1:20:45]
we can change these dates to
[1:20:46]
theoretically whatever we want because
[1:20:48]
we have the cash that will be able to
[1:20:49]
pay on that time. So um I was just
[1:20:51]
looking for feedback from the board
[1:20:53]
opinion on that.
[1:20:54]
>> I I think it's fine. And I the only
[1:20:55]
other person I would check with I think
[1:20:57]
I mentioned to you was Lisa like is
[1:20:59]
there Lisa Clark is there interest that
[1:21:01]
we're getting that we wouldn't get I
[1:21:03]
don't it's not a huge game changer
[1:21:05]
unless you know she says like oh my god
[1:21:07]
we missed out on so much interest but
[1:21:09]
you know but conceptually I don't I
[1:21:11]
don't have a problem with it. Do you
[1:21:14]
need a vote on that?
[1:21:15]
>> Um no I don't think we need a vote on
[1:21:16]
it. Um I I don't I I So I'm and in
[1:21:21]
future times I'm going to do I'm going
[1:21:22]
to do a better job myself of bringing
[1:21:25]
stuff to you guys before I talk to the
[1:21:27]
rack just to get the feedback before
[1:21:28]
just so we get a tone of the board. So
[1:21:30]
um the meeting dates in the past just
[1:21:32]
really haven't lined up that way. Um the
[1:21:34]
second thing is I'm going to talk to um
[1:21:36]
Dr. Marcus and Mr. Trussell about um
[1:21:39]
past warrant articles that haven't been
[1:21:40]
expended yet from the school district.
[1:21:42]
Yep. And um one thing that I think we
[1:21:44]
could get ahead with with um you know
[1:21:46]
the the capital mismatch is um having
[1:21:50]
funding the stabilization account in
[1:21:51]
October. Um and that does two things. It makes it so if we have a expense that
[1:21:57]
needs to be funded in May that's shared
[1:21:58]
between both towns. We have the capital
[1:22:00]
do that and it also gains interest on
[1:22:02]
the capital if we appropriate in
[1:22:04]
October.
[1:22:05]
>> It's been our intention. We started to
[1:22:06]
lean into stabilization and then you
[1:22:09]
know things got tough as usual. Um but
[1:22:12]
um we we did have some regular around
[1:22:14]
that. So uh I think it would be good to
[1:22:16]
get back to that. What what was the
[1:22:17]
ballpark on what you thought you might
[1:22:19]
have?
[1:22:19]
>> The ballpark was close. It was it was
[1:22:21]
give or uh give or take a couple
[1:22:23]
thousand dollars off of $100,000 total
[1:22:25]
that they haven't expended yet, which
[1:22:26]
would be more than enough to cover the
[1:22:28]
um the paving that they're looking for
[1:22:29]
us to fund in October.
[1:22:31]
>> Um
[1:22:32]
>> so I I I'm going to talk with Dr. Marcus
[1:22:35]
and Mr. trussle to figure out if I can
[1:22:36]
get an answer on these of what's been
[1:22:38]
expended, what's coming in, if they just
[1:22:39]
forgot to expend it um before the town
[1:22:42]
meeting. So my my intention would be if
[1:22:44]
they have, you know, $60,000 in here
[1:22:46]
that they haven't expended, um we can
[1:22:48]
just go ahead and move that $60,000 from
[1:22:50]
the previous town meeting articles into
[1:22:51]
the stabilization in October. So we have
[1:22:53]
a little bit of a head start coming into
[1:22:55]
May next year where we where if we're in
[1:22:57]
a tough financial situation, um we still
[1:23:00]
have a little bit of capital for shed
[1:23:01]
expenses that we can still do.
[1:23:03]
>> I think it's a great idea. Does anybody
[1:23:04]
have any problems with that?
[1:23:06]
>> Great work, Frank. Thank you.
[1:23:07]
>> Thank you. That's all I got.
[1:23:09]
>> And other committee updates, which is
[1:23:11]
rather vague, but I don't know if we had
[1:23:13]
any other committee updates. All right.
[1:23:14]
And then that brings us to the town
[1:23:16]
administrator report.
[1:23:17]
>> Okay. Um, madam chair, vice chair,
[1:23:19]
members of the board. Um, so the past
[1:23:22]
week is
[1:23:24]
I don't I don't know people are must be
[1:23:26]
hungry for information because we've
[1:23:28]
received quite a quite a few um public
[1:23:31]
records requests. So the IT director and
[1:23:32]
myself have been working on uh
[1:23:34]
responding to these public records
[1:23:36]
requests. Um we went over early talked
[1:23:40]
about the uh department submitting the
[1:23:42]
articles for October special meeting.
[1:23:44]
Again the deadline for the articles is
[1:23:46]
Thursday, October, I'm sorry, August
[1:23:48]
20th for 12 noon. Um, and I'm happy to
[1:23:51]
just report to our assistant town
[1:23:54]
assessor um has been taking courses um
[1:23:58]
so that he can be certified as a U
[1:24:01]
Massachusetts accredited assessor. So he
[1:24:04]
has completed su successfully completed
[1:24:07]
the principles of assessing procedures
[1:24:09]
course um it's a primary required course
[1:24:11]
towards earning that certification. So
[1:24:14]
um congratulations to him for that. Um
[1:24:16]
he's taken four classes and he has four
[1:24:19]
left. Um and he's doing a great job um
[1:24:22]
with passing all those courses. Um I've
[1:24:25]
been working on the highway facility
[1:24:27]
building project request for proposals
[1:24:29]
for the owners um project manager. Um
[1:24:32]
it's a lengthy document. I do have a few
[1:24:35]
templates from other towns that I'm
[1:24:37]
working with. Um it's just putting it
[1:24:39]
and fashioning it together to match what
[1:24:41]
Hansen needs. So I am working on that.
[1:24:44]
And um when the highway building
[1:24:46]
committee meets next Thursday, uh we're
[1:24:48]
going to be talking about the timeline
[1:24:49]
on the request for proposals. Um so we
[1:24:52]
can kind of button that up and get that
[1:24:54]
going.
[1:24:55]
>> Um I'd like to provide an update on the
[1:24:58]
building commissioner recruiting. Um
[1:25:01]
interviews were held with um two
[1:25:04]
candidates, myself and the and one of
[1:25:06]
our interim building commissioners um
[1:25:08]
sat and interviewed two candidates. Um I
[1:25:11]
do plan to bring one candidate um on
[1:25:14]
September 1st towards the board for
[1:25:15]
consideration. Um he is comes with lots
[1:25:20]
of experience. Um our actually our IT
[1:25:24]
director worked with him uh many years
[1:25:26]
ago and has nothing but raves things to
[1:25:28]
say about him. Um I have checked out
[1:25:30]
references that have come back again u
[1:25:32]
with rave. So um he's one candidate. Um
[1:25:35]
we do have our posting still out there
[1:25:37]
so we'll see if anything else comes in.
[1:25:39]
Um, we we do get other candidate
[1:25:42]
applications, but they are not certified
[1:25:44]
building officials, which is a
[1:25:46]
difference. There's a difference between
[1:25:47]
a building commissioner doing what a
[1:25:48]
local inspector can do, and we're
[1:25:50]
looking for a building commissioner.
[1:25:52]
>> Um, for the veterans benefits
[1:25:54]
administrator position,
[1:25:57]
uh, we had three candidates for the
[1:25:59]
position. Uh three were interviewed. Two
[1:26:02]
of them were invited back for a second
[1:26:04]
interview with the um our veterans
[1:26:07]
service officers with Terrence. Um one
[1:26:10]
candidate did possess uh more
[1:26:12]
qualifications and had an understanding
[1:26:14]
of chapter 115
[1:26:16]
um about the process um that was the
[1:26:18]
focus for the second interview. Um I do
[1:26:23]
hope to bring him forward in the near
[1:26:24]
future. Uh he is still active in the
[1:26:26]
military. he is going to be retiring
[1:26:28]
toward the end of the year. Uh we are
[1:26:31]
kind of just waiting on that date of
[1:26:33]
retirement. So as soon as we know that
[1:26:35]
date, I will uh bring that candidate
[1:26:37]
before the board for consideration.
[1:26:38]
>> And is and our veteran services officer
[1:26:41]
is comfortable with that approach.
[1:26:42]
>> Oh yes. Yes. Absolutely.
[1:26:44]
>> Well, we want somebody he feels he can
[1:26:46]
work with, right?
[1:26:47]
>> Oh, yes. Yeah. Absolutely. Um in the
[1:26:50]
meantime, what we're doing is um Mrs.
[1:26:53]
Zenis is going to be working um with him
[1:26:56]
5 hours a week uh to provide clerical
[1:26:59]
support. Uh so she will answer the
[1:27:02]
phones um she will um make appointments
[1:27:06]
and she's going to assist with some some
[1:27:08]
um projects that he has not been able to
[1:27:10]
get to. So she will do that five hours a
[1:27:12]
week starting this week um until we get
[1:27:15]
that other position um you know hired.
[1:27:18]
Right.
[1:27:18]
>> Um so the MBTA polis will be doing some
[1:27:22]
work on the commuter rail tracks on Main
[1:27:24]
Street. Um Friday, August 14th through
[1:27:27]
Saturday the 15th, Main Street will be
[1:27:30]
closed. Um and we do have some of the
[1:27:32]
signs up around town to let people know
[1:27:34]
that in advance. Um I don't know the
[1:27:37]
exact times, but um I do believe more
[1:27:39]
information is going to be out there on
[1:27:40]
the exact times.
[1:27:42]
>> I think they did post the exact times on
[1:27:44]
some of the postings
[1:27:46]
and police department. Yeah, I mean it
[1:27:48]
was just to get that out there.
[1:27:49]
>> Not this week, but the prior week it was
[1:27:51]
a bit of a
[1:27:52]
>> Well, I can't use the term I normally
[1:27:54]
would.
[1:27:55]
>> Yeah, it was a little we'll just say it
[1:27:57]
was it was a little disjointed. Um and
[1:28:01]
um that uh they've now got their act
[1:28:03]
together for this coming weekend.
[1:28:05]
>> Yes. So, you know, folks, if you're
[1:28:06]
listening out there, please be aware. Um
[1:28:09]
>> there will be detours and then Main
[1:28:11]
Street, a lot of Main Street will be
[1:28:13]
closed. Uh there's also utility work
[1:28:15]
being done on Mccoan Street in the
[1:28:18]
vicinity of Library and Senior Center.
[1:28:20]
The last couple of days there's been a
[1:28:22]
lot of confusion because of the way
[1:28:23]
they've got the road blocked off from
[1:28:25]
Mccoan um down to School Street.
[1:28:28]
>> Uh people actually can enter School
[1:28:30]
Street from Indian Head to access the
[1:28:33]
library and senior, but because they put
[1:28:35]
cones there instead of road closed that
[1:28:37]
is provide that's causing a lot of
[1:28:38]
confusion. So, highway and police have
[1:28:42]
been working together to get a sign out
[1:28:44]
there um that says like local traffic.
[1:28:48]
Um but that's what how people can
[1:28:50]
access. Um I understand that this road
[1:28:53]
this work should be done in a couple of
[1:28:54]
days. Um it's it's a contractor for uh
[1:28:57]
Eversource.
[1:28:59]
>> Um yes, but I think Mr. Jasmine said
[1:29:01]
they'll be coming back in two to three
[1:29:03]
weeks and doing more work and he's going
[1:29:06]
to coordinate that and he's hoping that
[1:29:08]
they'll Eversource will be more
[1:29:10]
proactive and communicating so that we
[1:29:12]
in turn can be more proactive in
[1:29:14]
communicating.
[1:29:15]
>> Um I I don't have the exact information
[1:29:18]
on that yet, but we're we're following
[1:29:20]
them closely to make sure we have better
[1:29:21]
communication.
[1:29:22]
>> Yeah. And I sent that to Mary Collins
[1:29:24]
and Karen um just because I thought they
[1:29:27]
might want to put on their various you
[1:29:30]
know Facebook and website like they they
[1:29:32]
might so Karen said she was going to
[1:29:34]
update for for their
[1:29:35]
>> Yeah. And Lieutenant Durgen um did
[1:29:38]
provide an email with she was out
[1:29:40]
yesterday and this morning and provided
[1:29:42]
an email of what they're going to do to
[1:29:44]
make the communication.
[1:29:44]
>> You should double check that she's
[1:29:46]
copying them on that.
[1:29:48]
>> I sent She sent it to me and I sent it
[1:29:50]
to them.
[1:29:51]
>> All right. Okay. I I sent them to make
[1:29:52]
sure they had it.
[1:29:54]
>> Um
[1:29:56]
uh let's see. So, I guess police and
[1:29:59]
fire are also going to post about the um
[1:30:02]
high the uh MBTA and then the highway, I
[1:30:06]
mean the uh senior center library about
[1:30:08]
>> I actually want to do a shout out to
[1:30:09]
Chief O'Brien um because when things
[1:30:13]
jumped the track a couple of weeks ago,
[1:30:16]
um you know, um it w um our highway
[1:30:21]
director had gone there to the tracks,
[1:30:24]
literally to the MBTA tracks and said um
[1:30:27]
to the guys that were there, hey, you
[1:30:29]
know, like, okay, we're going to do like
[1:30:30]
little detour. And they're like, no, no, You need to shut down all of 27.
[1:30:35]
>> So, Richard called or like this chunk of
[1:30:38]
27th. You can't just have people going
[1:30:40]
around. So, Richard called Robbie and
[1:30:43]
said, "Uh, we got a problem here." And
[1:30:46]
I, you know, I know this won't surprise
[1:30:48]
anybody who knows Chief O'Brien because
[1:30:50]
we all love him. Um but he stepped right
[1:30:53]
in and went down there and said the you
[1:30:56]
can't do the work because all the
[1:30:58]
ambulances um take a certain route and
[1:31:02]
you didn't tell us that you were going
[1:31:04]
to try to shut down Route 27. So we
[1:31:07]
didn't tell them. So now you're going to
[1:31:09]
have people in ambulances and life or
[1:31:11]
death situations. We can't do it. You're
[1:31:13]
going to have to reschedu. So again, I
[1:31:16]
thank um you know, Chief O'Brien for his
[1:31:18]
leadership. Of course, we wouldn't
[1:31:19]
expect anything different, but it
[1:31:21]
happened at a time when Chief Ca Casey
[1:31:23]
happened to be on vacation and it was
[1:31:26]
quite a little monkey wrench, but as
[1:31:27]
usual, our guys work well together. They
[1:31:30]
stepped right up and handled it.
[1:31:31]
>> So, the work wasn't done at all.
[1:31:32]
>> The work was not done because
[1:31:34]
>> didn't do the proper notice or
[1:31:36]
>> Correct. Yeah. I tried to be diplomatic
[1:31:38]
when I posted about it, but I and not
[1:31:41]
throw them under the bus, but there's
[1:31:42]
really no way to say like they just
[1:31:44]
didn't. and and in part, you know, they
[1:31:47]
said, "Well, we got
[1:31:48]
>> we kind of got orders from above that we
[1:31:51]
needed to make this a priority."
[1:31:53]
>> So then in my mind, I was like, "Well,
[1:31:56]
maybe I'm a little bit to blame because
[1:31:57]
I had asked Ken Sweezy. I had asked
[1:32:00]
Kenzie to turn up the heat on it and he
[1:32:02]
did." And then they
[1:32:03]
>> But then you got to give us time to
[1:32:05]
>> It is all staged in the MBTA parking
[1:32:07]
lot.
[1:32:09]
I drive by it every morning. So
[1:32:11]
>> yeah. Um so this is the weekend. It's
[1:32:14]
slated to happen and um everybody's
[1:32:18]
coordinated. Chief O'Brien communicated
[1:32:20]
with everybody, so we're good to go. But
[1:32:22]
I just really want to recognize his
[1:32:24]
leadership.
[1:32:26]
>> Um and I would like to also recognize we
[1:32:29]
have um Alex Sergeant of Troop Troop 34
[1:32:34]
um who will be receiving his Eagle Scout
[1:32:37]
honor on August 29. So he led the
[1:32:41]
project um over at the Thomas Mill
[1:32:43]
building to remove and replace the guard
[1:32:46]
rails around the like the waterway over
[1:32:48]
there.
[1:32:49]
>> Looks good. Yeah.
[1:32:50]
>> Um so I do, you know, want to recognize
[1:32:52]
him. He will be receiving that honor on
[1:32:54]
August 29th during a ceremony at the
[1:32:56]
First Congressional Church. Um so
[1:32:58]
congratulations to him on that
[1:33:00]
achievement.
[1:33:01]
>> And we hope to have a representative,
[1:33:03]
>> right? Yes. Um and that concludes my
[1:33:06]
town administrator report.
[1:33:07]
>> All right. Well, great. Um then I will
[1:33:09]
entertain a motion to adjurnn. Um and do
[1:33:13]
we have anything to discuss in executive
[1:33:15]
session? We do not.
[1:33:18]
>> Then I will entertain a motion to
[1:33:19]
adjurnn. Um so moved. Okay. Second. All
[1:33:23]
>> in favor? Great.
