This weekend's storm.

Safety of our residents and our employees,

tonight's meeting is being conducted with
Only essential staff present here in the
[0:38]
boardroom. We know that many of our staff are
Participating in the meeting online,
[0:44]
and we hope that our residents and our other
Community members are watching the meeting through the live stream or through webex.

I want to take a moment to thank our staff,
Who are here to make the broadcast of tonight's meeting possible. And I also want
To thank all of our county employees who have

been working nonstop for several days to do
All they can to keep our residents safe.

I want to thank mr. Terrell hughes and our
Entire department of public works for their
[1:07]
hard work during this storm. All of our dpw and ben shepherd and
Communications team for social media updates,

faqs, and other ways that we have kept our
Residents and business communities informed,

all while braving the cold and safety risks.

I do. Mister chair, members of the board. As you can see most of our agency heads and
Employees are online this evening.
[4:18]
we do have that capability and certainly hope
That residents of the county have taken
[4:22]
advantage of it as well tonight. So the chair did cover some of the and
Express thanks for employees that work to
[4:31]
storm. And mister chair members of the board,
I want to thank you for your continued support. I do want to just touch on a couple
Of things from the storm that we experienced.
[4:42]
so this was a different type of storm and
That we have not had ice like this and
[4:47]
avoided significant power outages simply by
The fact that the storm shifted.
[4:53]
but we had significant preparations underway
In the county.
[4:58]
emergency planning began last week. We were in constant contact with the national
Weather service and dominion,
[5:04]
who were both predicting significant snow and
Ice and widespread power outages.
[5:11]
a state of emergency was declared in the
County on saturday. I will ask the board at the end of the normal
Meeting to act via unanimous consent to lift
[5:23]
that state of emergency. Saturday morning, the county officially
Opened its emergency operations center to
[5:31]
coordinate emergency preparedness and
Responses across all county agencies.
[5:36]
the eoc was staffed in shifts of 22
Professionals working around the clock.
[5:42]
all of the deputy county managers
Participated as well. And many of the agency heads.
[5:48]
countless more staff participated in regular
Meetings with the eoc throughout the storm in
[5:53]
its aftermath. All county agencies work
Together to protect our community during
[5:58]
emergencies from police and fire. 911 center and the sheriff logistics on this
Storm were simply off the charts,
[6:07]
and that we had to think of how do we get 911
Operators to work their shifts when they in
[6:14]
fact could not, would not be able to drive
In.
[6:19]
and a number of logistical efforts were put
Underway. But I want to I want to highlight a few
Agencies that really went over and above the
[6:29]
department of public works had 300 employees
That were working 24 over seven,
[6:34]
110 pieces of equipment. Recreation and parks stepped up,
Deployed 13 vehicles to deliver food and
[6:42]
personnel for the 911 center and other county
Agencies.
[6:46]
those vehicles were staffed in shifts around
The clock. Department of general services.
[6:50]
if you came in as you came in. Mr. Chair, members of the board to the county
Complex.
[6:57]
all county complexes are complex. Libraries, parking lots cleared.
[7:03]
that is not the case. Everywhere in the
Region with public facilities.
[7:08]
the departments of social services,
Mental health, and our sports and entertainment authority
Worked exhaustively to prepare that facility
[7:17]
for shelter operations in the event of power
Outages, with staffing assembling over 150 cots and
Thousands of meals.
[7:26]
should they be necessary? We actually obtained a generator for the
Sports and event center that came in on a
[7:33]
flatbed truck. We had never wired that
Facility to run on generator power.
[7:37]
that was a herculean undertaking,
Required a number of tests in order to make
[7:41]
sure that the equipment in there was not
Damaged by generator power.
[7:47]
our emergency operations provided over 1000
Meals to public works equipment operators to
[7:53]
minimize downtime for road crews who worked
Clearing streets throughout the day and
[7:58]
night. Finance department secured hotel rooms
To be available if roads became impassable
[8:05]
for members of the public who needed shelter
Because they were medically vulnerable to
[8:09]
power outages in cold weather.
[8:14]
the county is open for normal operations
Tomorrow.
[8:18]
and I will say this, you know,
When primaries and secondaries are cleared
[8:26]
the subdivisions are going to be more
Difficult and that we do have ice
[8:30]
accumulation and there is simply mechanically
Very little that we can do with snowplows and
[8:40]
ice. So I ask that residents in those
Subdivisions simply use caution before they
[8:47]
get to the secondaries and then primaries,
And then for all staff and members of the
[8:53]
public, please do not let your guard down,
Because more snow is forecast for saturday
[9:00]
and sunday this weekend. So we will go through and do it once again.
[9:05]
again, mister chair, members of the board,
I want to thank you for the for the,
[9:12]
the resources that you provide our county
Employees because we had equipment ready that
[9:20]
other localities did not to fight this storm. And you know, the, I think you could see if
You drove around the region,
[9:28]
just the the difference that our crews were
Able to make for our residents and
[9:35]
businesses. And with that,
Mister chair, I share your note of thanks and
[9:41]
have no other comments this evening. Thank

I think, you know, most of our residents see
The herculean effort put in by our team to

try to make sure that our communities are as
Safe as possible. So it does. I mean, we cannot say thank you
Enough for the work that has been put
[10:12]
forward. So I just want to say thank you as
Well. Thank you so much, rev nelson. Mr.

manager, mr. Chair. We do have one
Presentation this morning and that is a
[10:26]
proclamation for human trafficking awareness
Month. For this item, I'd ask our vice chair,
Misty roundtree,
[10:32]
to present the proclamation to mike male,
Deputy county manager for public safety.
[10:49]
I am honored to be chosen to present this
Proclamation,
[10:54]
because I firsthand have the opportunity to
See the work that is being done and has been
[10:58]
done for some time by henrico folks and mr. Fineman and shelly schuman johnson,
And just all of the the people that have
[11:07]
really treated human trafficking the way that
It should be, which is not to treat victims
[11:12]
as criminals and to try to get folks the help
That they need and to hold people accountable
[11:17]
in this very important area. So it is my, my honor to present this
Proclamation on behalf of our board,
[11:23]
proclamation of the board of supervisors of
Henrico county, virginia human trafficking awareness month,
January 2026.
[11:31]
whereas, the inalienable rights of all
Virginians are vital to the happiness,
[11:36]
prosperity, and well-being of the communities
Of the commonwealth. And. Whereas, human trafficking is a form of
Modern day slavery that relies on a regime of
[11:44]
criminal conduct, including fraudulent
Recruiting, illegal transporting,
Coerced compliance, violence and kidnaping
[11:52]
for the purpose of stealing individuals hopes
For the future, the fruits of their own labor,
Their well-being,
[11:57]
and their family relationships. And whereas thousands of men,
Women and children are exploited by human
[12:04]
traffickers in the united states and abroad,
And including urban areas, small communities, schools and neighborhoods
In virginia.
[12:11]
and whereas human trafficking is the largest
And fastest growing criminal industry in the
[12:16]
world, which has established a foothold in
Virginia in the form of organized criminal
[12:21]
gangs, illicit massage businesses,
And labor trafficking. And whereas many grassroots and nonprofit
Organizations exist that help in the fight
[12:29]
against human trafficking through education
And prevention. And whereas the conviction of human
Traffickers,
[12:35]
empowerment of survivors,
And prevention of others from becoming victims are top public safety priorities for
The commonwealth.
[12:43]
and whereas henrico county law enforcement
Has for the past 14 years prioritized
[12:48]
enforcement of human trafficking laws and has
Worked with multiple community partners to
[12:53]
support and empower survivors of human
Trafficking in what has become a model
[12:58]
approach for the commonwealth and the nation. Now, therefore, be it proclaimed that the
Board of supervisors of henrico county,
[13:04]
virginia, hereby recognizes january as human
Trafficking awareness month and calls this
[13:10]
observance to the attention of all henrico

Thank you very much for the kind words, mister chair. Members of the board.

I want to point out, I'd be remiss if I
Didn't point out something in aspect with
[13:40]
these charge. As the manager was talking
About the efforts of last week leading up to
[13:44]
the storm. On thursday,
We had a very amazing day where approximately
[13:49]
50 county leaders came together. Even juggling all that they were juggling
With preparing for the storm,
[13:55]
and were trained by an expert in the field,
A lady by the name of deepa patel,
[14:00]
who is online. She runs an organization
Called trauma and hope, and she is working with county workers to
Train on this issue.
[14:09]
our goal, and something we hope to accomplish
By the end of the year in conjunction with
[14:13]
efforts of police, are to train every county
Employee for what to look for in the area of
[14:18]
human trafficking and who to tell when they
See warning signs. So I can't speak enough how amazing that
Event was on thursday.
[14:26]
the training was fantastic,
But also the fact that we had so many county leaders give up their time in dealing with
Everything else they were dealing with,
[14:33]
to come together and strategize on developing
This, this response. So thank you so much for for
This proclamation and the support for all
[14:41]
that we do in this area. And we're going to do something really
Amazing with the county this year in this
[14:46]
area. Mr. Manager, before we proceed with the
Agenda,
[14:55]

You move into public hearings, rezoning cases and provisional use permit.
[15:10]
first case out of tuckahoe. 255-25 is a conditional rezoning request
Coming forward from main street homes of
[15:17]
virginia to rezone from a1 to r3,
Ac.
[15:22]
several parcels containing 7.25 acres located
At the southwest intersection of church road
[15:28]
and covey run drive, the applicant proposes
Single family homes. Mr. Emerson. Thank you,
Mr.
[15:34]
manager. As as you mentioned,
This case has been on the agenda several
[15:40]
times. It was deferred from the november 12th
Meeting as a decision only just as a quick
[15:46]
recap of the case. The site is 7.25 acres.
[15:50]
it is located at the intersection of church
Run and church road and covey run drive.
[15:57]
the request is to rezone from r3ac1 family
Residential district,
[16:02]
r2r3ac1 family residential district to
Construct up to 14 single family homes.
[16:07]
it's it's from a one to r3ac. The adjacent development is r three,
But the reason for the r3ac is the
[16:17]
environmental features that are evident in
This conceptual layout.
[16:22]
cause some of the lots not to be able to to
Conform with the true r three lot.
[16:27]
so the r3ac for those particular lots allow
Them to be a little more flexible.
[16:34]
all the proffers that have been provided in
This case make it consistent with the
[16:38]
existing homes on the opposite side of covey
Run.
[16:42]
the only other thing that I would mention in
Regards to this case is an update,
[16:47]
is that the existing bmp,
Which had been in question as to ownership,
[16:53]
has transferred to the existing covey run
Homeowners association.
[16:58]
and with that, if you have any questions,
I'll be happy to try and answer them.

So this is not open for public hearings.

I just want to cover just a few things,
Just because it's been 60 days since we last
[17:14]
heard the case. And primarily,
We did defer it for two reasons.
[17:19]
we wanted to get a little bit more
Information on the school side. We also, as you alluded to,
We're talking about the bmp just to the south
[17:27]
of the property. There was a question of the
Ownership of that bmp. It has transferred over to the covey run hoa.
[17:35]
so giving us that 60 days,
I think to wait was very, very beneficial for that case.
[17:41]
so I just want to reiterate for folks that
Might be watching, watching, we did have two community meetings
Where the applicant reduced from 18 to 14
[17:51]
homes. After the first meeting. They also proposed the the lot width to be
85ft.
[17:57]
they also removed a shared driveway that
Attached to directly to church road,
[18:02]
and they assured that any wetlands that were
There would be in a in a c1 conservation.
[18:08]
after the second community meeting,
They also increased the minimum house size
[18:13]
from 2000 to 2350. They changed the
Construction hours to from 7 to 7 to 8 to 6
[18:20]
p.m. They removed the asphalt driveway and
They also created a ten foot buffer on the
[18:26]
western side behind each of the lot. So lastly, I think they proffered no
Connection between boughton road,
[18:35]
which is very important to some of the folks
On london retrievers ridge. So appreciative of the applicant doing those
Things for the community.
[18:44]
after those two meetings,
I do want to spend just a second on the
[18:48]
schools because I did do a little research. As my colleague did on,
On one of her cases this,
[18:56]
this particular property is zoned for gatton, pocahontas and godwin.
[19:00]
I think gatton was probably the largest
Concern with many of the residents. And I just want to make sure that everyone
Got this from the school's website.
[19:10]
but, you know, across the county,
We have at least 4100 empty elementary school
[19:16]
seats. I know we have an expansion at long
And jackson davis that will add about 150
[19:22]
each. And there's also a new elementary
School that our former colleague from fairfield is building in fairfield.
[19:30]
so that will add some additional capacity as
Well. And so plenty of elementary. Elementary school capacity around the county.
[19:36]
obviously, we're worried about gating,
Particularly when I look at gating.
[19:41]
it's showing from schools that 93% capacity.
[19:46]
599 is the actual enrollment functional
Capacity.
[19:50]
644 when you actually look at some of that
And there was some there was some email
[19:56]
traffic because the parents found a number of
621 on the enrollment that included some
[20:03]
pre-k kids. And so there were some pre-k
Classes inside that school.
[20:07]
the actual capacity at gatton is like 680,
Which means there's about room for 81 kids at
[20:17]
gatton elementary school. So I know that there are there are people
That are watching that will say gatton is
[20:23]
over capacity. And there's some there's some
Capacity issues there, and it may just be that programing will be
Adjusted over the years,
[20:29]
but the building itself looks like there's
Plenty of capacity from what I'm seeing.
[20:34]
I don't know if, mr. Emerson,
You have anything on that, but the last thing
[20:40]
that I'll that I'll read sort of from folks
Is I did get a letter from the hoa president
[20:46]
or an email. I apologize from the hoa
President from covey run hoa,
[20:50]
which is just to the east of this proposed. It's on the eastern side of this of the
Street.
[20:57]
he I'll shorten it, but basically said that
Being said, we wanted to thank you.

he was sending this to mr. Roguish myself. That being said, we want to thank you and the
Other board of supervisors for your patience
[21:07]
as our covey run hoa work through this. The being the claim to the to the bnp and let
You know that we support the approval of msh
[21:17]
main street homes plan covey run west
Development. So the hoa seems to be supportive of this at
This point.
[21:24]
whether or not they will join that hoa that's
To be determined in the plan development.
[21:29]
they'll have to figure that out. So just real
Quick and we'll get get moving here.
[21:35]
the comp plan does call for residential here. Is that correct? Yes sir. So it checks the box for comp plan.
[21:41]
it looks like schools are supporting it. Traffic police basically general government
Is supporting this.
[21:46]
yes, sir. Planning commission has recommended
Approval. Approval staff supports it as well.
[21:52]
so from my perspective then I look at the
Hoa. The hoa across the street is supporting it.
[21:57]
I have neighborhood support. I also think that in this case the applicant
Has done everything within reason.
[22:04]
they've closed the road,
They've settled the bmp, they've addressed hours of construction,
Etc.
[22:09]
so I want to thank the applicant on this for
That as well. So with that long winded response,
Mr.

Recommendation of the planning commission and
[22:21]
approve rez 2025 ten 1470 main street homes
Of virginia incorporated.

and that's that's the request.
