[22:15] Mr. Gibbs, a proposal to remove and rescind the future commercial land use plan in certain
[22:28] areas of the county. My property is affected by that. It's included in that and the diminishing
[22:39] and value that occurred in my property already from the change in the RRA zoning in 2008-2009
[22:47] was pretty severe in itself. The possibility of some future recovery in that property would
[22:56] be a good thing but if it's rescinded then it becomes impossible and the value of my
[23:00] property is further damaged and there's more diminution and value which damages me.
[23:07] So that being said if I could read this and I'll try to be brief it'll keep me on wide.
[23:16] Regarding the proposed changes rescinding the existing commercial zoning shown on the
[23:27] commercial zoning that was introduced by Mr. Dante Gibbs, director of planning and zoning and last month's planning and zoning meeting, which is before the Board of Commissioners today.
[23:36] In that meeting, I asked why it was being proposed that the potential zoning be eliminated, and Mr. Gibbs responded by saying that the 2008-2009 map was done anticipating growth that did not happen due to the economic downturn that occurred.
[23:52] Well, that was then and now it's 2018 and the economy is stronger than it has been in
[23:59] decades and the growth is occurring in Henry County and most everywhere else.
[24:03] And those growth patterns which were anticipated and most likely research then are likely to
[24:09] occur in the near future, rescinding the proposed land use plan and or certain categories of
[24:16] of it can most certainly have a very negative effect on land owners and potential for future
[24:22] business growth in those areas.
[24:25] Keep in mind, any application would still have to come before the Board of Commissioners
[24:29] for approval, so while we send or eliminate something that has been in place for approximately
[24:35] 10 years without any negative effect on the residents of those areas of the county or
[24:41] the county.
[24:42] Such a change could, however, have a very negative effect on the property owners in those areas.
[24:48] And most certainly could cause a diminution in value on their respective properties.

[26:15] and you've got a natural amphitheater by the lake.
[26:20] The valley effect, the sound effect,
[26:24] and it's accessible from four directions.

[26:30] all of the infrastructure is there without all that extra cost.

[28:50] vision altogether. So, you know, something that is, or should be the biggest concern for
[28:57] you guys, in my opinion, is your constituency, you know, what, what are they talking about?
[29:04] Because I, I don't think you're really giving them a chance to be heard and I don't think
[29:08] you're surveying the people, you're surveying the people doing the survey. Thank you.

[29:34] Locust Grove Georgia. I've had the privilege the past year of serving on one of
[29:39] the committees for this project and interacting with many Henry County
[29:42] residents regarding our future development plans. We held multiple rounds of
[29:47] town halls and public hearing public open houses heard from residents of
[29:52] Hampton, Ola, Locust Grove, Fairview.
[29:56] It was an honor to speak with residents
[29:58] about what they want to see in their...
[30:01] I want to share some highlights of what this comprehensive plan puts forward for Henry County. But before I share highlights, I'd encourage all residents to go look at the new future land use maps, go look at the new comprehensive plan. And I think they would be very excited about some of the progress we made. Some of the highlights within this update have included encouraging a diversifying of our economic portfolio and encouraging corporate office space to relocate within Henry County.
[30:30] We incorporated mixed use into the comprehensive plan for the first time.
[30:34] Many residents expressed a desire to see high quality mixed use, and we added a mixed
[30:39] use designation to the future land use map for the first time.
[30:45] We added programs and policies to improve the visual appearance of our state highways and
[30:51] our commercial corridors.
[30:52] We have a lot of commercial activity in the county.
[30:55] Some of it was built 20, 30 years ago, and it would be great to partner with those businesses
[30:59] is to improve landscaping or street lighting or other elements of the visual appearance.
[31:06] We worked on the future land use map to restrict further industrial sprawl in the state
[31:12] route 155 area and encourage future industrial growth to infill along our 75 and along major
[31:18] highways.
[31:19] We also are working to add new programs and plans to expedite transportation improvements
[31:27] within the state route 155 industrial area.
[31:32] We worked on the future land use map and spoke with residents to be more selective about

[36:24] it does concern me that we're going to cause harm to a constituent, mean, to several
[36:30] of the constituents in different areas, so I just want to make sure that the District
[36:34] Commissioner is aware of this and has at least reviewed this.

[36:45] I'll just very briefly, the future land use map has nothing to do with
[36:52] property value.
[36:53] It has to do with a projection based on analysis of how property trends develops, character,

[37:01] The particular property, if I recall correctly, is currently zoned R.A.

[37:09] The current future land use map does have it the frontage of that 10 acre roughly track
[37:15] commercial, but the remainder of it is rural residential.
[37:19] So based on the character, how the area has trended objectively on all the data we've
[37:25] collected, there's nothing indicating in the last 10 years that that area is going to be commercial.
[37:32] Now, just like any other zoning process, he can come in and request the Board of Commissioners
[37:38] reason on the property to the zoning of his choosing.
[37:42] If our future land use doesn't support it, it'll be like any other case.
[37:45] We'll objectively make a recommendation.
[37:47] If he wishes to amend our comprehensive land use plan, he can amend that.
[37:51] He can come in request to amend it to commercial if that's his desire.

[39:05] they have put time into, thought into, and because the economy went down, there being
[39:12] now punished. If the economy had not gone down, we don't know what it would have. It could
[39:17] have trended that way. That could be all commercial. I don't know. But we'll never know. But it just
[39:22] This seems difficult for me to vote to negatively affect a citizen's property who was moving
[39:30] in a direction, and we've now changed directions mid-stream on citizens that live here, and that's

[41:35] character the further east you're going to want the more rural it is and that's

[1:14:05] The Archer Company has over the last several months completed or conducted, I should say,
[1:14:13] our class and comp study, and what we were presented with this morning is a summary of the findings
[1:14:21] and recommendations from the Archer Company.
[1:14:24] And what you should have received was a folder that had a classification list
[1:14:29] of the job classifications.
[1:14:32] We started with 518, excuse me, job titles.
[1:14:39] Excuse me.
[1:14:41] And the Archer Company at our request has reduced that number down to
[1:14:46] in the material that you have to about 330.
[1:14:49] In 30, we have asked him to make some further reductions so that we can eliminate all the duplications
[1:14:54] of titles.
[1:14:55] You also received a structure of our classifications.
[1:15:00] In terms of the pay grades and in terms of the salary ranges. So we currently have about 50 grades in our compensation structure and he has provided a list of 36 grades. So that has been reduced as well. We also received information regarding benchmarks for certain positions within the county. And there were, I believe the number was 9 counties that were used
[1:15:29] just to do our market comparison, and I believe there were seven cities that were also
[1:15:37] in that information as well.
[1:15:39] So that's been provided for our market analysis, and we will be coming back before the board
[1:15:45] in September with a recommendation for the board to adopt what was presented, and if you have
[1:15:51] any further questions, if you could send those to me, I'll make sure that I can get the direct
[1:15:56] information from the consultant prior to coming back before you in September.

[1:16:09] I actually want to defer to the county attorney to update the commissioners on the pending litigation for the city of Eagles landing.
[1:16:18] So you're all aware of the lawsuit that was filed a month or so ago that actually named you as defendants.
[1:16:23] The Superior Court rule in that case has gone up to the Supreme Court for appeal.
[1:16:29] It's that process is pending to either yesterday or today, and I'm sorry, I don't know the exact date.
[1:16:36] There were two new lawsuits filed on federal court challenging the new,
[1:16:41] the acts creating the city of Eagles landing on two different grounds.
[1:16:46] One was actually filed by the capital one is the bank that holds the city's bonds.
[1:16:52] the other was filed by a couple of residents in the area to be in the area that's
[1:16:59] potentially leaving Stockbridge and going to England. None of those lawsuits
[1:17:04] named the county as a defendant nor you. They both name your elections
[1:17:09] director and one of them names the Board of Elections which is while the
[1:17:16] complaints seem to allege wrong doing on their part they really don't the
[1:17:20] But the Board of Elections' only role is to conduct an election if required to do so by law.
[1:17:26] And today the law requires them to do so.
[1:17:28] So I just wanted to let you know of those lawsuits.
[1:17:31] There's no reason to do it in executive session because you're not a defendant.
[1:17:35] And I'll be meeting with both the Board of Elections and Ms. Lunsford over the next couple
[1:17:39] of weeks to decide what course of action if any will take, but I just wanted you to be aware
[1:17:44] of it.
