[11:09] and he created an after school tutoring program for students

[11:14] at Hutchison Elementary and he did so by working

[11:18] with Herndon Middle School.

[11:20] So that they became the tutors teaching them leadership

[11:24] and how to work with others that are younger than them.

[11:28] While also contributing to the academic rigor and enhancement

[11:33] of the younger students So congrats

[11:36] to Luke on achieving the rank of Eagle Scout and his service

[11:39] to Herndon students and families As was mentioned,

[11:44] we've been very busy with back to school

[11:47] I know that we have a member of Council who has a young one who

[11:51] has just started.

[11:52] And we have several others that are in the school system

[11:55] currently Our fairfax County public schools

[11:59] began their school year yesteryear day last week We had

[12:04] open houses, so on Thursday.

[12:06] I was very busy attending all of the open houses through our town

[12:10] and i want to wish all of our students, our teachers,

[12:14] our administrative staff, our parents and all

[12:18] of the volunteers an excellent year

[12:21] and i know that it will be an incredible year

[12:26] for everyone We've already talked about the drive.

[12:30] So you've Herndon I do want to point out

[12:34] that as part of our back to school, been at Road,

[12:39] we have made changes to that part right

[12:41] in front of the high school.

[28:26] and has been the subject of several traffic investigation

[28:29] over the past several years.

[28:32] We've received multiple complaints

[28:34] for speeds along this segment of Janesville Road

[28:38] and over the years we've implemented different traffic

[28:41] calming measures such as speed feedback

[28:43] signs, additional signage and even

[28:45] have reconfigured Janesville road a little over a decade

[28:48] ago to narrow the number of lanes down to two

[28:51] in each direction consistent with the town

[28:54] standards for traffic calming and crosswalks.

[28:57] We take an incremental approach to mitigating speed concerns

[29:00] on a facility like this because it is an arterial

[29:04] and does serve school buses.

[29:05] Fairfax County Connector buses.

[29:06] We are a little bit limited in terms

[29:08] of what we can safely deploy for those larger vehicles.

[29:11] So the recommendation from the town's transportation or sorry,

[29:16] traffic engineering improvement committee,

[29:18] the TEAC, if you're familiar with the acronym

[29:20] is to implement this $200 fine zone that would

[29:25] be partnered with enforcement.

[35:42] of Supervisors of Fairfax county to acquire property rights

[35:46] for a public person within the town of Herndon This is

[35:50] something that we don't see often but by letter dated June

[35:55] 30th of 2026, the mayor received a letter from the director

[36:00] of the Department of the DPW Environmental Service land

[36:05] Acquisition Division asking if the county could acquire

[36:10] property rights within the town for a project that is the crest

[36:15] tree crest View Drive Walkway Project This is a county

[36:19] project They are the ones that are

[36:22] going to construct the walkway.

[36:24] It is going to be along the West side

[36:26] of Crestview Drive, roughly between builders

[36:29] road, which is in the county.

[36:31] And then it is going to end near Ferris Avenue which is actually

[36:34] within the town boundaries Currently

[36:38] there are no sidewalks on either side of Crestview

[36:40] up into the county.

[36:42] So this is going to create a well, a welcome connection

[36:49] for pedestrians between the existing sidewalks in the town

[36:53] and the town and the county further north.

[36:56] And again the county is going to be paying

[36:59] to put in the improvements and the improvements

[37:04] are going to improve pedestrian safety,

[37:06] accessibility and connectivity and is

[37:10] generally in the public interest, specifically

[37:13] in the town.

[37:14] There's going to be curbing gutter put in ADA compliant

[37:17] ramps in a crosswalk between Ferris Drive and Crestview Like

[37:26] I said, the board of Supervisors cannot acquire the property

[37:29] rights without the town council's permission

[37:31] and specific oakley Pursuant to Virginia Code And they need

[37:36] to be specifically authorized by the local governing body,

[37:40] the town council and in the acquisition of these rights,

[37:45] they have to be paying just compensation to all

[37:49] of the property owners and the presentation in the item had

[37:54] a couple of plats just to give you

[37:56] a general idea of where these pieces

[37:58] of property are in the town,

[38:02] the plans have been reviewed by staff

[38:03] and they're generally there at 90%

[38:08] right now, which is almost final.

[38:10] And the county is ready to start acquiring the property rights.

[38:14] So if the council approves the resolution,

[38:17] the county will send the formal offer

[38:18] letters to the private property owners

[38:20] to make a bona fide offer.

[38:22] The property owners have to be paid just compensation

[38:26] And they can take no more property

[38:28] than is required and necessary for the project in accordance

[38:32] with law and the resolution that is available

[38:37] would also give the board of Supervisors

[38:39] the authority to use condemnation.

[38:42] If they cannot come to an agreement

[38:43] with the property owners.

[38:45] And then the resolution to authorize the town manager

[38:49] or their designee to take whatever action

[38:51] is necessary to effectuate to effectuate the acquisition

[38:56] of the property.

[38:58] So a vote to approve the resolution again,

[39:00] will authorize the board of Supervisors

[39:02] to acquire those property rights.
