Whereas the Edinburgh High School Bobcat Cheerleaders were invited to compete at the National Cheerleaders Association's High School National Championship Competition in Dallas,
[43:27]
Texas held on January 21st through January 23rd, 2023 to defend their 2022 National Championship title.
[43:34]
And whereas the Bobcat cheerleaders hard work, positive attitude, confidence, courage, discipline,
[43:40]
concentration, intelligence, and relentless, also contributed to their invitation to nationals.
[43:46]
And whereas the Edinburgh High School Bobcat cheerleaders competed among some of the most talented and competitive high school cheerleading
[43:53]
squads from across the nation in the intermediate large varsity performance division.

And, whereas, after two days of fierce competition, the Bobcat cheerleaders' performance earned
[44:04]
them a final score of a 99.8.

This is the highest score in the history of the school's program.

This exceptional score was enough to make the Edinburgh High School Bobcat cheerleaders the

as National Kidney Month, whereas kidney diseases often refer to as the silent disease,
[48:52]
Because there are usually few symptoms during its early stages with more than 90% of Americans who have chronic kidney disease
[49:00]
or unaware of the disease until advanced stages.
[49:04]
And whereas more than one in seven US adults are estimated to have chronic kidney disease
[49:10]
and people over age 60 who have risk factors such as diabetes, high blood pressure, or heart disease
[49:17]
are encouraged to talk to their doctors about getting tested for kidney disease, and
[49:22]
whereas a simple urine and blood test can check for kidney disease, and whereas the national
[49:27]
kidney disease education program now encourages people to discuss kidney disease among
[49:32]
relatives during family reunions as part of its family reunion initiative, and whereas advanced
[49:38]
kidney disease may result in two types of treatment, dialysis or transplants, which are available
[49:44]
to kidney patients of all ages, and whereas the Rio Grande Valley has a kidney
[49:49]
transparent center located at DHR Health, and whereas to enlighten those considering
[49:54]
a kidney donation, an online course now exists called becoming a living donor, living
[50:01]
donor basics.
[50:02]
Now therefore it be proclaimed that the Hidalgo County Commissioners Court recognizes March
[50:07]
as National Kidney Month, as well as acknowledging March 9th as World Kidney Day and encourages
[50:14]
all residents to consider checking for kidney disease if you have any of the risk factors

and consider becoming a live living donor so that others may benefit from one of your two
[50:25]

to us. It wasn't really a question of if we were going to do it. It was who's going to do it.

She gave me a Christmas card and it said it read your gift is going to be my kidney.
[51:09]
And I lost it there again.
[51:12]
Your kidneys perform an important function in your body. Their main job is to cleanse the blood of toxins and transform the waste into urine.
[51:19]
But one in seven americans can develop chronic kidney disease, which is also known as the
[51:25]
silent killer.
[51:26]
If left untreated chronic kidney disease can cause serious medical issues that may require
[51:31]
dialysis or kidney donations, and donations can be hard to come by.
[51:35]
It can take three to five years to find a kidney from a deceased donor, another option
[51:40]
are living donors.
[51:42]
Meet Audrey and Chowa, David Wontas, and F-R-E-N-Buddy Anthos.
[51:46]
each of their lives were impacted by living kidney donations.
[51:54]
My mom is 56 years old and she was born with one kidney and she didn't know that.
[52:01]
One day, she just wasn't feeling good anymore. She went to the doctor and they ran all kinds
[52:05]
of tests and they found out that she only had one kidney and it was functioning at a 5% only.
[52:11]
You know, I went on a trip to San Francisco and I remember that we invited my parents to go,
[52:17]
And that was the first time that I saw my mom really struggled.
[52:20]
So watching herself feel like that you knew that something was wrong.
[52:23]
And then she shared about how, you know, she had been monitoring what was happening.
[52:30]
It's incredibly getting worse. It's incredible to hear a doctor tell you I can't do anything for you. I had 8% of both kidneys functioning. I was in the now, and the nephrologist put it for easy. He said, oh no, we'll just find a donor in easier said than that.
[52:49]
Way easier said than that. I didn't know the donor's list was five years long.
[52:58]
She had to get on the transplant list and that's when they first told us about the living donor.
[53:03]
Kidney and if I wanted to get tested to see if I was a match.
[53:06]
She never asked me directly so I volunteered.
[53:09]
So we were on a living donor swap list.
[53:13]
So what that means is that my mom and I were not a direct match,
[53:16]
but there's another couple in the donor program and it was a mom and a son.
[53:20]
So I matched his mom and he matched my mom.
[53:24]
So we swapped kitties.
[53:27]
We had, I think, close to 20 people, testing to see if they were a match.
[53:31]
To us, it wasn't really a question of, if we were going to do it, it was, who's going
[53:38]
to do it?
[53:38]
So really, it just came down to me and my older sister.
[53:42]
And the deciding factor was really that my sister was here and she could help her with the recovery.
[53:47]
And that's how it became the donor.
[53:50]
And my sister told me she'd give it to me.
[53:53]
She gave me a Christmas card and it's a red ear gift is going to be my kidney.
[53:59]
And I lost it there again.
[54:06]
You never think as the child you're going to save your parent's life, to know that I was able
[54:12]
to do that is it's beautiful.
[54:14]
It's really a blessing from God to be able to be healthy enough to have my mom here.
[54:19]
Because now she can live 30 more years with a living donor kidney.
[54:23]
I could see that the impact of having that kidney gave her a really renewed life.
[54:30]
I mean, just that she just had so much energy.
[54:33]
Because from that kidney donation, my mom started a ministry, and it was all about devotion
[54:38]
and helping other people.
[54:40]
It really wasn't hard decision at all.
[54:41]
I mean, it's your parents, it's my mom, you know, they gave you life.
[54:46]
They supported you, put me through college and
[54:54]
it just wasn't hard decision at
[54:58]
all.
[54:58]
I don't know what I would tell her donor.
[55:01]
Physiologically, we only need one kidney.
[55:04]
God gives us two, probably, because he knows that some people are going to be needing one.

from Incartinent Word College and her masters of business administration and health care management

degree from our Lady of the Lake University, both located in San Antonio, and whereas
[58:54]
Mississippi Veda worked in various leadership and health care executive roles throughout
[58:58]
a 40-year career with HCA Hospital Corporation of America, including roles as chief executive
[59:06]
officer of facilities in Louisiana and Kansas, and whereas Mississippi Veda returned to South
[59:12]
Texas in November of 2012 to assume the position of chief executive officer of Rio Grande
[59:19]
Regional Hospital and where is beyond her leadership to Rio Grande Regional Hospital,
[59:24]
a 310-bed acute care facility. Mrs. Rivera has played a vital role, a vital leadership role
[59:34]
as a dedicated community partner serving on the boards of numerous organizations and ensuring
[59:39]
Rio Grande Regional is a good corporate citizen and whereas Mrs. Yveta was recognized by the City of
[59:45]
McCallan at the International Women's Day event for her service to the community, having served
[59:51]
as President of the McCallan Education Foundation and as Board Chair for the Texas Workforce

And whereas public defenders are often tasked with a difficult job of fighting against injustices and abuses of power,

while guarding the constitutional human and civil rights of ordinary citizens.
[1:07:30]
County Public Defender's office was established in 2005 to protect the rights of
[1:07:35]
Kithagel County's indigent community. And whereas the Kithagel County Public Defender's
[1:07:40]
office has helped thousands of qualifying individuals over the last 18 years, the Kithagel County
[1:07:46]
Public Defender's office has no power to appoint itself as the Goal Council, the Kithagel County
[1:07:51]
student, the Defense Office determines the engines after and accused is arrested and it
[1:07:58]
in turn, their eligibility are of independent defense services.
[1:08:04]
Clients are represented by full-time assistant public defenders who are members in good
[1:08:09]
standing with the Texas bar and who are not permitted to maintain a private practice.
[1:08:14]
And whereas the Hithalgo County Public Defenders Office represents Indian individuals charged
[1:08:19]
with misdemeanor and felony offenses from a reinment up to trial or resolution of their case.
[1:08:27]
And whereas the Hidalgo County Public Defender's office is led by Chief Public Defender,
[1:08:31]
Larry Esfasa, Chief Esfasa has led the office since 2019, and has focused on raising the
[1:08:38]
quality of legal representation, the office provides to all clients.
[1:08:42]
Chief Esfastra has also advocated for pay parity for his staff each year during the annual budget process and
[1:08:50]
whereas the work of the Hidalgo County Public Defenders Office is an invaluable resource to our county because a strong
[1:08:57]
indigent defense system increases fairness and accuracy of our criminal justice system and contributes to the safety and security of our community.

Now, therefore, be a proclaim that the Hidalgo County Commissioners court recognizes and honors

Thank you so much for the opportunity to present this morning and to pardon with us
[1:14:07]
making this project a reality.
[1:14:10]
The Dalgo County Probate Court is here today
[1:14:12]
to request an expansion of the courts staff
[1:14:15]
with a statutory Probate Court Associate Judge
[1:14:19]
and an Assistant Court auditor.
[1:14:22]
The Probate Court serves E Dalgo County
[1:14:25]
with the original and exclusive jurisdiction
[1:14:27]
of guardianships, probate matters, and mental health commitments.
[1:14:32]
In 2001, the court number three was designated
[1:14:36]
it as a probate court and since then, in over 20 years, it has remained the sole probate court
[1:14:42]
in South Texas. There is no other probate court south of San Antonio. As a leader in our region,
[1:14:48]
I believe it's our duty to plan for the future and to provide our constituents with superior
[1:14:55]
government services.
[1:15:00]
But he knows the growth that illegal county has had in the last 20 years in terms of population.
[1:15:08]
Since then, in 2001, the case load has also increased in the public court. But we've remained the same in terms of one judge and the same number of staff.
[1:15:22]
I said before and I will continue to say the COVID-19 pandemic was something that precipitated
[1:15:31]
at exponential filings in the court.
[1:15:35]
You all dealt at the epicenter of the pandemic and knowing how the death toll rose incredibly
[1:15:41]
fast.
[1:15:42]
The probate court now is dealing with the residual effects of the pandemic with increased
[1:15:48]
filings. In 2020, we had a 52% increase in our filings and it has continued. Since
[1:15:56]
pre-pandemic to just last year, we've seen a 67% increase in our filings. Now, what
[1:16:03]
does that do? It strains the resources of the court. It takes more time to get a timely
[1:16:11]
setting and it provides more work for our staff in terms of auditing our files and making
[1:16:17]
ensure that we prevent abuse and fraud in our financial and fiduciary capacities.
[1:16:29]
So, I am asking this court to expand the proway court because we do serve some of the most
[1:16:36]
vulnerable populations in our county.
[1:16:39]
We serve elderly, orphans, special needs individuals, widows, and the mentally ill.
[1:16:45]
and proper staffing is crucial to ensure that we have an efficient administration of justice and, again, to prevent abuse fraud and neglect to those that most need our help.
[1:16:58]
In closing, I'd like to make sure that everyone understands where the only remaining probate court, we've been the only one since 2001, we've had an increase in district courts and county courts, and over 10 courts added with still the same probate court.

the increase in population has been addressed in the other courts.
[1:17:21]
I think it's now time to address it with the probate court.
[1:17:25]
My proposal, I believe, is a very conservative way to address the future needs of the court
[1:17:33]
and the continuing growth of our county.

Commissioners, it is my understanding that this court will support the creation of a law.

that will allow the county to collect a fee for the disposal of solid waste.

Also, that if the fee is not paid, it will be added to their tax bill at the end of the year.

This means that $30 per month each property owner could see $360 added to their annual tax bill.
[1:22:15]
The county has also discussed an increase in the emergency ambulance tax.
[1:22:20]
This would add an additional $50 to each property owner for a service that is not freeing the count
[1:22:30]
Citizens, millions, and federal funds for the installation of Internet antennas. The problem is that the rural areas cannot afford $90 fee for the home connection.
[1:22:42]
In summary, these are all good services, but the people in the rural area cannot afford them. If these fees are mandate, then they will increase the number of families that will become homeless.
[1:22:53]
in I guess some people can pick up their property at auction.
[1:22:58]
Remember, if your property tax is not paid by the end of the year,
[1:23:02]
a 24% increase could be imposed.
[1:23:05]
And it also adds an additional 15% because of a private attorney
[1:23:10]
is employed to collect the link with taxes.

Now, in reference to the construction problem with the courthouse,
[1:23:17]
members of the House were present with Judge Ramon Garcia
[1:23:20]
and the Commissioners Court selected a firm for the new courthouse.

The management team responsible for the construction submitted a request to be held
[1:23:31]
harmless as a result of the selection.
[1:23:34]
It turns out they were right to best firm with the best experience should have been selected.
[1:23:40]

We're looking at trying to provide brush and garbage service in the owning corporate areas.
[1:27:36]
We have approximately 68,000 residents or water meters that people do not have garbage
[1:27:44]
service.
[1:27:44]
Only about 20% right now have service from private holders.
[1:27:49]
The issue that we're having in Hidalgo County is that Hidalgo County used to be, it was
[1:27:55]
rural.
[1:27:56]
If you lived in the county, that means you lived in the county.
[1:27:58]
You had chickens and pigs in the cow or whatever you had, it's becoming urbanized.
[1:28:03]
Hidalgo County's approving 1,000 lots a month in new lots, and that's causing a real problem
[1:28:09]
for the county.
[1:28:10]
The county and the rural areas is becoming urbanized, and the citizens in the county are
[1:28:16]
requesting and to some extent demanding a higher level of service.
[1:28:21]
A lot of those people who are moving out, it's not like you live in five acres or 10 acres
[1:28:24]
or living in subdivisions.
[1:28:26]
And now the ones that want to, they can go ahead and hire a private service.
[1:28:30]
But the ones who don't are either burning their trash in the backyard or they're dumping
[1:28:34]
at the entrance to the subdivision or the dumping into the drainage ditch or the irrigation
[1:28:39]
canals.
[1:28:40]
And that's causing a drainage problem, which the county's spending millions and millions
[1:28:44]
dollars. They're throwing not just brush and garbage. Sometimes refrigerators and stoves.
[1:28:52]
For those of you who don't know, I was a city manager and let's go for about the last seven
[1:28:55]
and a half years. And we had several subdivisions that were flooded because the pipes were
[1:29:00]
plugged with brush and garbage stone in them. And so the purpose that we're trying to do is
[1:29:07]
trying to have legislation that will allow the county to go ahead and contract out with private
[1:29:12]
dollars to provide garbage and brush service.
[1:29:16]
It'll be once a week, garbage service, and once a month brush service, and the brush is going
[1:29:22]
to be basically three scoops on the grapplers that goes in the truck.
[1:29:25]
We are looking at maintaining the transfer station so that if they have extra bush they can
[1:29:30]
take it there, or if they have a party that weekend, and they can't put it all into the
[1:29:34]
90 gallon container, they can take the transfer station.
[1:29:37]
Right now, the way it stands is that the county cannot go out for proposals in any city's
[1:29:45]
ETAJ.
[1:29:45]
So we're in the process of getting resolutions of support from all the cities that's going
[1:29:50]
to allow that to happen.
[1:29:51]
The majority of the 20s cities have already passed resolution supporting us.
[1:29:55]
Edmund Berg has on, there's on tonight, last week, McAllen passed there.
[1:30:00]
We'll have all cities that will be supporting that. It's also beneficial for the cities. What's happening with the cities is that people who live in the county who are not paying for service are bringing that garbage and dumping it in commercial dumpsters. Sometimes in the parks, sometimes in businesses.
[1:30:18]
And so it's a real problem. I had a real problem in Westico with people dumping it in the parks and businesses. And so businesses are always complaining, why do I need to have for extra services?
[1:30:28]
because you can tell that the garbage that's in my dumpster is not from my business.
[1:30:33]
It's residential garbage, and it's being brought in from people from outside the city of Westico.
[1:30:39]
And so all the cities are experiencing that.
[1:30:41]
Not the only one who doesn't really have that problem is McAllen, because they're in a unique situation.
[1:30:46]
They've got Westico in one side and they had broken the side and mission and they'll go.
[1:30:50]
But those other cities are having those problems.
[1:30:52]
So I think if you can pass this resolution and we can convince the legislator to give us a yours already to do that.
[1:30:58]
it would make a huge difference. One last thing, the judge has always talked about fairness.
[1:31:05]
Not 70 percent of all taxes paid to the county are paid by residents and businesses inside the
[1:31:12]
city. 30 percent is paid by county residents. Currently the county is spending $8 million a year
[1:31:19]
in picking up brush illegal dumping in the county and running the transfer stations. I know that
[1:31:25]
7 million dollars, 70% is being paid by people who live inside the city.
[1:31:30]
So when we start talking about fairness, then it ought to be paid by the people who are
[1:31:35]
needing the service.
[1:31:38]
Garbage is not a tax.
[1:31:40]
If you talk to any auditor who does the auditing of garbage, it's a service.
[1:31:44]
In the cities, all the city residents pay for garbage and brush service in the water bill.
[1:31:50]
Just just the way it is.
[1:31:51]
I live in McAllen, I pay $28 a month for garbage and brush my lots of $124 white, so I pay a little bit more, plus I have recycling, so I pay another $3.
[1:32:04]
So it's a user fee, and so what we're asking is if you will please consider taking action on this particular resolution.

You know, what's frustrating of Mike and my colleague is that the people that are opposed to this are the people that have tax at their house
[1:32:22]
They get the service that these people are asking for and all we're trying to do is provide a service to the people that don't have it
[1:32:29]
I kind of imagine not having a trash can where I could take my trash out
[1:32:32]
Walk 20 feet and throw it in the trash as opposed to these people that their only option is to go miles away to a collection site
[1:32:40]
put it into their truck if they have one, if not the back of their car, and so we're just
[1:32:45]
providing the service and it's frustrating that the people are against it. Other people that
[1:32:50]
can walk outside 20 feet and put the trash in their trash can. Hopefully we can get this thing done.
[1:32:56]
It's a tremendous benefit to the people that don't have it right now. 80% of our rural residents
[1:33:01]
don't have trash collection. So where are they putting it? They're putting it in trash cans that
[1:33:07]
to commercial businesses, trained as it is, is everything that you just said, it's frustrating
[1:33:12]
that it's taking this much effort to get something so logical approved, but I'm
[1:33:17]
the commissioner.
[1:33:20]
I was a great explanation of what we wanted to do that, that is absolutely the best
[1:33:27]
that I've heard commissioner.
[1:33:29]
And the other thing that Mike, you didn't say that we had public hearings, I mean we went
[1:33:33]
to all the different precincts to listen to the people.
[1:33:37]
And the great majority, I'm probably
[1:33:39]
what a super majority wants this to happen.
[1:33:43]
So for us to have any opposition, not only from citizens here,
[1:33:47]
or even somebody or state-led legislations,
[1:33:49]
that this is not the right thing to do,
[1:33:52]
then I might read and delete it as well,
[1:33:55]
because everything tells us that this is a must thing to do.

that this is a regional issue and they want to make sure that they are able to have the same type of

program. So we're looking at not only a county program but also a Cameron County. And I want to correct

The public comments that were made earlier that this will not be on a tax bill.

This will be on a utility bill, which we have coordinated through all the water supply

companies.

So if you don't pay your bill, the water supply company may turn off your water temporarily

until that bill is paid, but there will not be a tax bill or a tax lien that goes with this.

So people are not going to be losing their property.

So we're looking at about $350,000 now from last year, but again, the last year and the prior year to that were two record years here in the afternoon of the county.

And if you look at our percentage at the bottom, we're running nearly identical percentage wise.

And if you look at the very number at the bottom of each respect of bar chart, that's

the adjusted DTR delinquent tax roll.

And that really is in my opinion one of the most important numbers, because that's a total amount

of outstanding delinquent taxes owed to the county.

And for the first time in about seven years, we've actually seen a decrease in the amount
[2:38:32]
in versus 32 million last year, and the way we get to decreasing this number is by increasing
[2:38:39]
collections, which we did the past two years. So even though the county stacks revenue
[2:38:43]
on a current basis continues to increase every year, which is obviously very positive for the county,
[2:38:48]
what we want to see is the outstanding taxes owed to the county go down. And so we've seen that go down
[2:38:53]
by almost 700,000 this year as a result of the collections of prior two years. So again, we're very happy
[2:38:59]
about where we stand today at the halftime report, 8.1 million dollars, we're very confident
[2:39:04]
that by the time we come back at the end of the fiscal year, that we'll be able to meet
[2:39:08]
or exceed our record year from last year and the year prior.
[2:39:12]
So in another show, just want to let you all know that things are going well.
