[0:24] Good evening. I want to welcome to the special meeting of the Highland Heights City Council for September 22nd, 2026. Uh, Gary, you have the prayer tonight. So all rise for the prayer and pledge, please.
[0:40] Dear God, as we gather here tonight, please help us to make the right decision in all we undertake for the betterment of our community. Amen. Amen.
[0:50] I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under God, indivisible, with liberty and justice for all.
[1:05] Okay. As I mentioned, it's a special meeting tonight.

[1:26] Okay. Then we'll go in the first order of business. Then on the special meeting would be the approval of the minutes that we can do from the September 1st, 2026. And that would be the public hearing. And that public hearing was on the hour. What we're going to present tonight, the the rates for the new tax for the new year coming up. So, um, I need a motion and a second.

As the regular meeting that followed the public hearing on September 1st, 2026. And again, minutes have all been distributed like the public hearing. So I need a motion and a second, please.

It can be brought up again because of the special meeting. And that is our staff report from attorney Michelle Evanston. And it's our second reading of ordinance zero four, 2026. And that's about our tax rate. So, Michelle, if you're ready.
[3:29] I am ready. This is City of Highland Heights, Kentucky, ordinance number 04-2026. An ordinance assessing and levying an ad valorem tax on the property within the city of Highland Heights, Kentucky, and imposing interest and penalties thereon. Be it ordained by the city of Highland Heights, Kentucky, as follows section one. There shall be and is levied and assessed in ad valorem tax and the amount of Dollar $0.44 per $1,000 for general fund assessed valuation of all property, real or personal, assessed by the Property Valuation Administrator. Reviewed and corrected. Altered and returned by the Property Valuation Administrator of the city, also in corporate franchises. Assessed and returned to said city by the Department of Revenue of the Commonwealth of Kentucky and certified by the State Auditor and State Tax Commissioner, together with any and all other property of any kind or description, wherever situated which may be or is subject to taxation for municipal purposes and in accordance with the authorities aforesaid. Section two. All ad valorem taxes assessed by the city shall be due on or before October 31st of the year. They have been assessed and delinquent on November 1st. All delinquency shall be subject to interest at the rate of 12% per annum and penalties at the rate of 10% on said taxable amount and calculated from November 1st of said tax year until paid in full. Section three that this ordinance shall be signed by the mayor. Attested by the City Clerk, treasurer, and recorded. Same shall be in effect at the earliest time provided by law.
[5:00] And we had our first reading at our last meeting on September 1st, and Council made the decision that we would go to the.014 for last year's assessed rate was 0.0147. So your rate went down a little, a couple pennies. So, um, Council, you'd like to make any comments on, on, on what we're doing this year.

We got great staffs here, public works and everything. And, um, we got great parks. So, uh, everything's going well here in Highland Heights right now. So if you're confident on this. So with that, there was no other business here we can bring up. And we don't have anything from the obviously from the audience we can't take tonight. So I'll look for a motion to adjourn.
