[2:01] business. We have some new leadership announcements to make and some plans.

[2:49] Cornell Cooperative Extension. There's energy advisors that work with the

[2:53] cooperative extension um and other support services will be

[2:58] there. So, it's a great opportunity to learn about weatherizing

[3:04] as we get into winter. It's a good thing to know. The library is also

[3:09] participating with other local libraries in um a program sponsored by

[3:17] called homeost thermal camera. And uh it's kind of I don't really want to

[3:24] explain the technology, but uh it's it's a way of using your smartphone and

[3:29] plugging into their tech to uh really do a survey of um and pockets in your home

[3:36] where you're losing air where you know where you could benefit from um some

[3:42] work. So those two things I'd like to just make sure everybody's aware of.

[5:25] less than 2 weeks, but more than a day. Okay, so that's that bus. Now, as for

[5:30] the $27 bus that we purchased from the county for a dollar, is that what we

[5:35] paid for it or just free? Just free. Okay. All right. That bus um

[5:41] uh that bus is in Uber and that bus had some things wrong with it. So, our

[5:46] mechanic Chris went up there today to do some repairs on it. It also needs an

[5:52] exhaust system. He'll do that here when they drive it down here. I'm not sure

[5:57] the status of the registration, all that other stuff. That's June's apartment.

[6:02] So, when we get the registration and the insurance and all that stuff, they'll

[6:06] slap a set of plates on it. They'll bring it down here. And now, the subject

[6:10] came up of decals. The county does the decaling, okay? Or they provide them to

[6:16] us. If it doesn't have the proper decals on it, it will not pass the DOT

[6:21] inspection. The DOT sends somebody to do that inspection. We don't. So that's how

[6:26] the dial bus works. So to answer that question, it's in Newberg. It's ready to

[6:30] go depending all the things I just told you. As far as getting the DOT special,

[6:35] I think they'll come within a day or two. And uh so the county has decal. We

[6:40] got a new one 2 years ago. They had a decal for Curious Jewel. We had to send

[6:44] it back and they had to put them back and have our put on there. So I know we

[6:48] can do it. We can get them made up, but I can tell you until the decals are on,

[6:53] it's not going to pass the DOT inspection. So that's where we're at

[6:56] with the old one. So it could be 3 days from now or it could be next week. So

[7:01] we're going to have two of them for the rest of the year at least once we get

[11:03] going to be a multi-use building. It's going to have um I think parking like

[11:07] that. So, it's going to be tiered, right? The actual basement's going to be

[11:10] on the parking lot. Um, it's going to be at the parking lot level and then at

[11:15] sidewalk level, it starts with commercial building and then

[11:19] number of residential pieces above that. Five, six. So, six apartments above

[11:26] that. So, we look forward to to that. He seemed to have everything squared away.

[13:02] and wagon decorating contest. Um a couple of tugof-wars between the Fort

[13:07] McGomery and High Falls Fire departments and the police departments that are on

[13:11] schedule for that. Um pie eating contest and a youth watermelon eating contest.

[13:17] Um and there will be some bl basketball games, food trucks, vendors. So any

[13:22] vendors who are out there um that are listening to this or see that, we are

[13:27] happy to invite anybody who wants to come to be a vendor for that. Um

[13:32] fireworks because again it's later on in the in the season will begin at 8:00

[13:37] p.m. That's why cuz it gets dark a little earlier in September. Um

[16:41] funded and a third by the town. That has changed, but there's still 500 people a

[16:47] month riding it. And as far as I'm concerned, it's going to stay going

[16:50] forever. So, you know, um, can I just say one more thing? At the senior

[16:55] wellness thing at the church in September, we're going to try to have a

[16:59] table set up for the Dallas bus. So, you know, hope I'll give out be giving out

[17:03] pamphlets. Okay. Hopefully, we can get the wrership aboard. Okay. Very good.

[17:16] Try. Uh, last week I had this up in Corbin Hill where somebody up on Eagle

[17:22] Crest called and said they have low pressure.

[17:26] Corbin Hill is the only place in our entire water system village in town

[17:31] where there's pumping involved except for back fill back filling the uh back

[17:35] washing the filters of the plant. Everything else is gravity. So when

[17:39] electric goes out up there, which it did, we had that problem over the

[17:43] winter, they call up, we can revalve it, so they get about 25 PSI, which is

[17:49] enough hardly to take a shower. And so we I called my Perulo and V up and um in

[17:56] a sense of urgency I kind of like went up with my own meter and checked it and

[18:00] I knew that one of the three phases one of the lights was blown out. Orange and

[18:05] came 10:00 that night. I'm not sure what they did. It was back online the next

[18:10] morning. So that takes care of that. uh our water uses last month, the last

[18:16] month and a half has been up quite a bit and uh we know that there's a 15 to

[18:22] 20,000 gallon leak. I'm not going to say where the amount of time that it's been

[18:26] happening has generated, what I'm going to say is about $7,000 worth of lost

[18:31] revenue. So that account holder, it is imperative that we contact the person

[18:36] again and let them know the account's going to be shut off if something's not

[18:40] done by the end of the month. We can't let it linger anymore and we know where

[18:44] it's at. Um, also we had a lot of rain uh last month

[18:50] and I want to just, you know, the village people are here and thank you

[18:52] all for being here with their plant. When they get a lot of rain, it produces

[18:57] turbidity, not so much in the glycerin hollow side, but in the Highland Brook

[19:01] side, they have to shut down the plant for a day or two or three sometimes and

[19:05] feed off the water tanks when that happens. So, uh, in doing all this, when

[19:11] they chlorinate, they can't chlorinate too high because it'll turn brown water

[19:17] up in the village. By the time it gets down to Fort McGomery, by law, it has to

[19:22] be at least 2.2 mg per liter or2 parts per million do the same thing. Um, and

[19:30] we generally have readings of about 31. So, I wanted to lead to is Dale talked

[19:35] to me and said, you know, we're losing water and I think it's making water turn

[19:40] brown. I was like, well, we're using 90 to 95,000 gallons a day now a little bit

[19:46] more. We have a contract for 150,000 and if we have to boost the chlorine that

[19:52] goes up to 200,000 gallons a day. So, as everybody moves forward in the village

[19:56] of Highland Falls, subtract 200,000 from your numbers. It's already guaranteed to

[20:02] the town of Highlands. Okay, just remember those numbers exist. We're not

[20:06] built out yet down there. And I said that to Dale and he's been very

[20:09] cooperative at trying to find leaks and all that other stuff. And uh once we fix

[20:14] this one leak, we'll be back down below 85,000 gallons a day.

[20:20] Uh sewer. What do I have on sewer? Uh I don't have a lot on sewer. The sludge

[20:26] building's budget climb. Sludge building need a roof last year. We use that money

[20:30] cuz the EPA was on our back about cameraing the pipes along the IW

[20:34] Hardware. We did that. It still needs a roof. So, I have to put money into that.

[20:39] I put forward a little pump station. That's a uh 220. It's on pre-phase.

[20:44] That's going to need a $10,000 plus rebuild. That'll have to win next year

[20:49] budget with the building department. I'm glad the building personal here. Uh, so

[20:55] I I kind of sent their budget out to Kelly tonight and it's a little bit iffy

[21:00] because what we need to know in the agreement, which is an excellent

[21:03] agreement by the way, it has a provision that before December 31st, you have 90

[21:09] days to say we don't want to do this anymore. That doesn't help us. Now, at

[21:14] budget time, our budget's going in now. So, I either have to scale back if the

[21:20] village is going to have a building inspector or make the other guy

[21:23] fulltime. The budget I submitted is to make the other guy fulltime. We have

[21:28] time to cut that if need be. I sent Jimmy an email. I haven't heard back

[21:32] from him. I need some type of a handshake commitment telling us what you

[21:36] intend to do so we can do what we have to do. There's no ego on my part. I'm

[21:40] just saying I got some decisions. We have decisions to make and we need to

[21:43] know so we can make them. Um DBW I have uh Okay, the dial bus already

[21:51] went over. Um we uh let me catch up here. Oh, so I sent out

[22:00] a report to everybody on the projection of what they're going to do for the rest

[22:04] of the year. And I know since feeling all that they're busy, I just want to

[22:09] say I'm over for the last 10 years how many catch bases they installed in a

[22:13] typical year. The most they've ever done is five. This year so far they've done

[22:18] 13. So wherever they're at, they're doing their work. They're getting stuff

[22:22] done. They have shortages of personnel cuz we have a garbage truck out of

[22:26] service of which there are two of them right now. You have to dedicate a guy to

[22:31] a rear loaded truck. So you lose personnel. So have a DPWI goes to

[22:36] sanitation and that hurts the crew. But they have work to do on Mock Road on

[22:41] Mine Road's going to get paved and some other projects. I sent that out to

[22:45] everybody with a timeline schedule including down the sewer plan and then

[22:49] after that's over with our DPW superintendent going to be retiring.

[23:06] attended that also. I had they were all great. Joe Car, Lori, Kenny, Mary

[23:21] Emergency preparedness was there and the chief was there last

[23:26] Friday at noon. I had a little bit of spare time to go to that. Ty King um was

[23:31] even chaired for the most part. I think that was her fourth meeting. Jen was

[23:35] there. Tommy Armstrong, the assistant chief of forgo was there. Jeff G was

[23:39] there. Logan Genie was there. And I think there's somebody I'm forgetting.

[23:43] Was someone else there? Kathy was there. Okay. And so here's the notes that Tai

[23:48] sent me cuz he's not here tonight. Uh the public should be aware that Friday

[23:52] was our fourth meeting and the initial goal was to formulate a solid committee

[23:56] to include all our leaders and emergency management roles and use that time to

[24:01] identify along with developing courses of action

[24:06] to mitigate man-made and natural disaster risk.

[24:10] Mickey Lee and Kurt Han kept detailed notes of the first meeting. Uh the

[24:15] second and third meetings was low attendance so no notes and you you

[24:20] thankfully kept notes on the last meeting. I have a little AI thing so I

[24:24] recorded it and shared them. Um so we have now have some new folks like Olga

[24:30] and Janette Scott and I call you Genie after all these years. So I'm sorry

[24:34] about that. Um and upon having a very robust and fruitful discussion that

[24:39] leads us to the next phase of our operation, which is to review and update

[24:43] our current disaster preparedness plan. Thank you all again for your teamwork.

[24:48] Um I'm going to deviate here for just a second. So that was Tai's notes. I had

[24:53] Jan and a few other people. So I I rekindled kind of the cemetery

[24:57] committee. We're doing a lot including actually physically laying out the crem

[25:02] section Eagle Valley. We're that far from having that done. We have five

[25:06] people that have paid, four of which are still alive, one of which is waiting for

[25:11] a spot up there to be created cuz it doesn't exist yet. The cemetery

[25:15] committee has brought to my attention that evangelism mostly at Highland

[25:19] Union. So, the chief and I, we spoke about this and I think you now have a

[25:23] patrol dedicated once a shift or whatever, taking a drive down there. And

[25:28] I think we're going to look to get some solar powered lights to hang in a tree.

[25:33] A camera would be expensive though. So I have one that costs money for the

[25:37] cellular service. We're going to have it where if someone feels like trespassing,

[25:41] we're going to have a light come on and shine right on up there to at least

[25:44] scare them off. There's a couple of recently I'm say within the last half

[25:47] year old stones that have been broken. We're aware of it. The police department

[25:52] is aware of it. So um that subject is known.

[25:57] um the sitting chat comes back in September to offer the summer. Uh and

[26:03] Mr. Frank Taylor will be the speaker on I think it's September 2nd will be the

[26:10] um first Wednesday of the month and his subject is George Washington backyard.

[26:15] He gave it at the library. It's a very high-end presentation. He put a lot of

[26:20] time into it. So uh that'll be at the American Legion Hall. They have them at

[26:24] 6:00 on September the 2nd, whatever the first Wednesday of the month is. I think

[26:30] it's September the 2nd. All right. I've been asked to do a couple of them. I

[26:34] think I've done four or five of them. I was asked to do one in October. I'm not

[26:39] really sure if I'm going to be ready for it because in a fit of rage last month,

[26:43] I punched one of my iPads, so it's out of service. I got to get a new one and

[26:47] upload everything. This is a town. I didn't punch that one, but uh so if I'm

[26:52] ready, then I'll probably do it on Constitution Island or something like

[26:55] that. Um and with history, so I want to everybody know that Ronnie Coffee let us

[27:02] know that she has been asked to do a presentation for the Association of

[27:05] Public Historians of New York State at the annual conference. The conference is

[27:10] in Udica. So she will not be here on Monday, September 28th. and she says, "I

[27:16] think it's a great opportunity to network with other local historic

[27:22] and stimulate the interest in history in the town of Highlands and elsewhere.

[27:26] History's on fire. You have Peter here and you have Mark here. They're heavily

[27:29] involved with Woodberry and all those other places. There's just a ton of

[27:33] events. I went down to Long Pond Iron Works this weekend which is down at the

[27:37] Montreal Reservoir which is Baron Hansen Cleaver and Robert Ernsky built it.

[27:42] They're still there. the ruins are there from 300 years ago. So, it was pretty

[27:46] interesting. Um, and finally, the Patriot Garden. So, the 911 ceremony is

[27:51] only a few weeks away and I and a few others have been about the only ones

[27:57] down there doing anything. 20 years ago when that whole thing came together cuz

[28:02] I was involved in that heavily, the police trailer used to be there. We made

[28:06] it so they moved away and went to the ambulance core and it was vision that

[28:11] was pretty much doing everything. They wanted no part of highway guys touching

[28:15] flowers. They weed whack everything. So it was basically the vision people that

[28:20] took care of that part of it. The town guys didn't even cut the grass in the

[28:23] beginning. Me and a few other people did. We're not getting volunteers to

[28:27] show up. I've sent out emails. Some of them assertive. And so there's the star

[28:33] itself isn't too bad, but there's two islands coming in that are loaded with

[28:38] spyhea and they have this I call it thistle or cactus weed all over the

[28:43] place. I'm going to try and have it cleaned up for the ceremony. If anybody

[28:46] has any spare time, uh they can call me or Darling or maybe even older if she's

[28:52] want to take a call. There's labor work to be done down there. And after this

[28:57] year, if we can't get volunteers to go there, I'm going to recommend that those

[29:02] spy be removed. We plant grass seed and all the guys do is cut grass. No more

[29:07] plantings down there except for the star point, which is a shame because there's

[29:12] uh I think it was John Rose's son of the Boy Scout Eagle Scout project. All those

[29:16] brick pavers are down there. It really is have a bunch of them down there with

[29:20] their names on it. And then it's starting to fall into a state of

[29:23] disrepair. And so this I think is in the 20 or 21st year it's existed. Uh we'll

[29:29] have the ceremony and we'll have it looking nice, but as we go forward we

[29:33] need some people to step up because all the old people have no one to pass the

[29:37] torch to and a great number of organizations. Um and that's all I have

[33:11] thing. That was their resolution of support

[33:15] as for a resolution of support. If they get to the same

[33:40] nothing wrong. Trust me. uh the special counsel and chief administrative judge

[33:49] uh state New York district visited our court. We come up

[33:55] with some recommendations and

[34:00] a number of the recommendations that's why we downstairs we up an executive

[34:05] session. Uh, I spent almost 2 hours, which I'll never get back in my life,

[34:11] but it was it was a good 2 hours with Ariel Brian, who is the special counsel

[34:19] town village courts in the ninth judicial district.

[34:25] She had some recommendations, pass them on to me as town supervisor. I pass them

[34:31] on to the board. Uh first of all, she suggested that we

[34:36] have a what is the title? Chief administrative clerk for our court. We

[34:45] don't have that title right now presently. And I'm not sure if we can

[34:50] get that title. Kelly is going to check into the county to see if that is a a

[34:57] title that we [music] are allowed to use or is the title be an inhouse title such

[35:04] as they have an inhouse.

[35:08] This will be an in-house title. Uh why was recommended uh to take that job

[35:17] and the town board that would be a good position for her.

[35:25] So I would ask the town board for a motion to make Eve Ryan the chief court

[35:35] clerk for towns. at the pay of 2639.

[36:33] a Friday evening for 3 or 4 hours and it would last until our budget lasts when

[36:40] we run out of money which we have approximately $11,000

[36:44] to pay this. So I'll ask for a motion from the board to allow us to uh hire a

[36:55] for generating

[36:59] clerk at $30 an hour for 3 or 4 hours per night

[37:07] per Friday night and uh until our budget runs dry. That's $30 an hour per game.

[42:24] kind of navigating things and to come without insult and really support us is

[42:36] components that we talked about was our seniors getting on board with um getting

[42:40] on the safe me program or getting on the morning program with the police

[42:52] vulnerable, if you live alone, if you have medical compromise, it's a good

[42:56] list that we have again because the fire department and the police officers don't

[43:01] always know. So, if power and things like that go out, it's good for us to

[43:08] there at uh point after the flood to so the office will call us if there's

[43:14] anybody that's really in need or the electric goes out so we don't have an
