[17:24] for this money is gonna go back into the community. I want to recognize our

[17:28] accounting manager so she can tell us the recommendation now of the first five

[17:33] million dollars. So I actually have done several plans and I've given FYI's

[17:40] to the board for you to look at several plans but the final plan that me and

[17:45] staff came up with was to one I think that the county needs to do homelessness

[17:52] assistance um and I've given you that as one option that we need to work on.

[17:59] I also gave you two water and sewer projects that the county needs to work

[18:03] on for infrastructure. The premium pay that you need to

[18:07] work on with the health department because we're still working on COVID

[18:10] to release COVID issues that we're still working on

[18:15] and that's a project that we're constantly

[18:17] gonna be working on.

[18:18] And four is broadband.

[18:21] Those are still, that's the area that the county

[18:24] really needs to work on for areas

[18:26] that do not have broadband.

[18:29] So the county is gonna have,

[18:31] the county has received five million

[18:35] and it's some change and EJ's not in here.

[18:38] but we five what five point three million dollars as of last Monday as of

[18:43] last Monday's right we received that so the county needs to decide and the

[18:48] board needs to decide the five million dollars that where we need to go with

[18:53] the first five million dollars as it was funny as of last Monday when

[18:57] Commissioner Thomas and I were in our agenda meeting we got the word that

[19:01] we received a five point three million which is the first half of our ARP

[19:06] money, which is the American Rescue Plan allocation. Out of this 5.3 million, the county manager

[19:13] went off some recommendation. One thing that's dear to my heart, excuse me, is the homelessness

[19:18] problem we got in Hope County. Today I spoke with Miss Floyd from Domestic Violence. She

[19:26] said that every month we have about 10 people in domestic violence shelters, somehow.

[19:30] Now, I spoke with Mr. Flag from the veteran's office and he said that according to the stats

[19:38] in the Raleigh, we have about 1,700 homeless veterans from Hope County.

[19:44] So there's a need here and that is not talking about the regular population that are homeless

[19:49] that's living behind Walmart and the woods and other places.

[19:53] So I do ask the board to consider one point one million to go to some sort of

[20:00] homeless shelter. Am I the discussion with the county managers and others? We

[20:05] know there's a need for domestic violence shelter. So maybe we can get

[20:08] with our county attorney to look at with this one point one million allocated

[20:13] to do a combined but separate shelter or we might can do two different self

[20:19] shelter. The need is greater. For the homelessness that we have in our county is

[20:24] a national crisis, not just in whole county, but all over our country. So I

[20:28] really want the county to consider that the $2.5 million. The county is

[20:32] growing by leaps and bounds. I think that water and sewer and allocate 2.5

[20:37] million to that for being sufficient. And I think that we do need to

[20:41] repay ourselves with the premium pay of the $1.4 million going back into

[20:45] with the county's budget.

[20:46] To me, that would cover a $5.3 million.

[20:50] And then we're going to have another $5.3

[20:53] give or take next year that whatever else we have on our plan,

[20:57] we can do.

[20:58] Another thing that the county manager recommended

[21:00] is this low income housing.

[21:05] Because the allocation is only $5 million,

[21:08] it'd be hard to address that in this round of funding.

[21:11] So I just want us to consider this as a board, at least the homeless shelter combined with

[21:18] a domestic violence shelter.

[21:20] But I want to stress that to understand that a homeless shelter is not a permanent home

[21:28] for anybody.

[21:29] It's a transitional program where we want to have social skills, program we want to

[21:35] have job placement, we want to have a meals program.

[21:39] We want to have them in a position to get back and transition back into the community.

[21:43] So that's not the goal of the program that have a homeless shelter and they stay there permanently.

[21:47] It's a program where we can take Maggie's outreach and Miss Betty Perkins and Bishop Anderson

[21:53] and put their programs in this project and make these people hold it in.

[21:57] That's one thing I want to do with this program. I think it's much needed.

[22:00] We have a lot of homeless shelters around our community, up in Scotland and Cumberland.

[22:04] We don't have one in hope.

[22:06] I think we got to take her to home.

[22:08] And I think this is a good start.

[22:09] Mr. Chairman, very good idea.

[22:11] The 1.6, when you say domestic violence and homeless,

[22:16] I think we probably want 1.1.

[22:19] We probably want two locations, one for the homeless

[22:23] shelter somewhere else, the message somewhere else.

[22:26] We may not want those two in the same location,

[22:29] the same building, which means I don't think

[22:31] it's going to work.

[22:32] If it's not domestic violence, those people need to get away.

[22:36] Nobody knows where they're at.

[22:37] Homeless shelter don't need to be there on the same site

[22:40] with those people because it should cause some other problems.

[22:43] And I think you need that little privacy.

[22:45] So long as we look at the, I say look at both,

[22:48] but two locations, one for homeless shelter

[22:51] and then one for the domestic violence,

[22:53] keep those two separated.

[23:15] information on all the projects of what not only would it cost to build them, but what

[23:21] is it going to cost us to sustain them and do what we need to do.

[23:26] I would like for us to just approve tonight the proposal and then we work

[23:32] from the proposal when we gather other information about what if we build a

[23:39] homeless shelter what is it gonna cost us to run that every year or if we do

[23:44] the units what are we gonna do the unit so we're gonna let somebody lease them

[23:49] in other words I think there's a lot a lot of questions that we have and we

[23:54] need the answer but tonight I think that what we've got before us is just to

[24:00] prove I've proved this planning then we can adjust numbers as we deem that we

[24:07] want to write so the numbers are not in stone no so we can adjust numbers down

[24:13] the road we may need to add more money to one and take money from the other

[24:18] but we won't know all that until we get into deeper conversations and things

[24:23] like that so I don't want to commit to any of them tonight I would just commit to

[24:29] the whole proposal tonight okay I understand but I had the county manager

[24:33] working on the homeless shelter for some time so she got it narrowed down to the

[24:37] cost and the goal is not for us to run the homeless shelter but to maybe bid out

[24:42] the process to a nonprofit in the community to actually run to write

[24:47] grants and to actually fund it my goal is to get it in here and we we

[24:52] fund it in terms of getting it built and ready to go and then turn it over to a

[24:56] nonprofit in the community. Mr. Chairman we haven't heard all that

[24:59] information you and the manager's been talking about. Right we're talking about tonight.

[25:03] I'm saying you don't what are we willing to we're gonna set back she's

[25:07] gonna give us the presentation on all that that you just talked about. No we

[25:11] want to approve she came and did her homework and her enough staff came up

[25:15] with 1.1 million to build a homeless shelter. That's fine I'm ready to

[25:19] approve the proposal, but I'm not ready to pick out the three that we're gonna do.
